As I begin my fourth year as Superintendent, I am filled with pride and gratitude for the unwavering commitment across our organization to shaping a stronger future. This year, our dedicated staff elevated programs to new heights, creating dynamic learning environments. Our students rose to every challenge, bringing energy, determination, and vision as they prepared to enter the workforce or pursue higher education. The 2024–25 school year marked the most successful year in West-MEC’s history, a true banner year. Together, we celebrated new milestones, expanded opportunities, and witnessed the transformative impact of Career and Technical Education on students, families, and our community.
West-MEC continues to empower students through practical, hands-on learning and the development of professional skills. By delivering high-quality CTE to both youth and adults, we remain steadfast in our mission to close the skilled worker gap and fuel economic growth across Arizona and beyond. Through strong partnerships with member districts, industry leaders, and community stakeholders, West-MEC provides students each year with access to cutting-edge technology and meaningful career pathways.
Thanks to continued collaboration with our industry and education partners, as well as our advisory committees, West-MEC students now have more opportunities than ever before. Our achievements clearly demonstrate the power of these partnerships and the promise of what lies ahead. Although women make up just about a quarter of the automotive industry, Genesis Andino is determined to shift those odds. A high school student studying at a West-MEC campus, Genesis is not only breaking barriers but blazing a trail for others to follow.
From an early age, Genesis was fascinated by cars. Thanks to the Career and Technical Education programs offered at West-MEC, Genesis found the perfect place to turn her passion into real skills.
BLAZING HER TRAIL IN THE AUTO INDUSTRY
“The program is amazing for a high school level,” Andino said. “It provides a lot of hands-on knowledge. Sometimes, I forget I just turned 18, and I am doing this. It’s just amazing.”
In a world where the automotive field is still largely male-dominated, Genesis Andino is a testament to how Career and Technical Education can empower students to rewrite the story — one wrench turn at a time. STUDENT SPOTLIGHT SHIFTING
Over her time at West-MEC, she’s earned five automotive credentials. From mastering diagnostic tools to performing repairs, Genesis has absorbed hands-on knowledge that only hands-on learning could provide. This immersive West-MEC experience gave her the opportunity to compete in a NASCAR competition.
Career and Technical Education is powerful because it bridges the gap between classroom learning and workforce readiness. For students like Genesis, it transforms ambition into actionable skills, opening doors to unique industries.

INNOVATION IN ACTION
EXPERTS GUIDING THE NEXT GENERATION
Instructors with industry experience bring invaluable real-world knowledge to Career and Technical Education (CTE) schools. They understand the latest tools, technologies, and workplace challenges, ensuring students learn skills that are directly applicable to their chosen fields. Their firsthand insights help bridge the gap between theory and practice, making lessons more relevant and engaging. These instructors can share industry best practices, safety standards, and professional expectations, preparing students for smooth transitions into the workforce. Additionally, their connections often open doors for apprenticeships, internships, and job opportunities, making them essential mentors who truly prepare students for successful careers. At West-MEC, a majority of instructors have years of experience directly in the industry in which they teach.
A great example of this is Physical Therapy instructor JD Burgess, who was able to bring one-of-a-kind technology into his program. This year, West-MEC acquired the Reax Run and Reax Board made by Reaxing, a neuromuscular training equipment company based out of Milan, Italy, for its Physical Therapy program. West-MEC’s Physical Therapy program is the first CTE program to use this technology in its curriculum in the United States.
The Reax Run, a treadmill that performs sudden and unpredictable tilting in all directions, is the only one of its kind in the world. The treadmill recreates the feeling of running in a natural environment and was developed for the dual purpose of injury prevention and
performance. Reax Board uses the same sudden dynamic impulse technology to encourage the user to consistently adapt and to amplify the user’s muscular, sensory and nervous activity. This innovative technology leads to increased reaction rate and coordination, improved motor skills, greater muscle engagement, improved neural activity and better injury recovery and rehabilitation compared to its standard counterparts, all while keeping the user in a safe environment.
“This is a real game-changer, not only for my class but for sports training, injury rehab, and physical therapy in general,” said West-MEC Physical Therapy Instructor JD Burgess. “The only reason everyone in the industry doesn’t own this yet is because they don’t know it exists. Once someone in our industry sees this, they will want to incorporate it immediately in the clinical setting.”
West-MEC obtained this latest technology thanks to its industry partnership with Prime Reaction, the leading industry representative for Reaxing in North America.
Professional athletes and members of the Italian military have been the primary users of Reax’s innovative technology thus far. WestMEC is among the first institutions to utilize these devices for medical and physical therapy, pushing the boundaries of what can be done with this equipment.

BUILDING SKILLS FOR EVERY STAGE OF LIFE
At West-MEC, we believe there is no age limit to learning. Career and Technical Education (CTE) provides pathways for adults to continue their education, reskill, or embark on a new career at any stage of life.
The need has never been greater. A recent World Economic Forum study projects that by 2025, half of all employees worldwide will need to upskill or reskill to stay competitive in the workforce. CTE offers that opportunity—whether for individuals seeking flexibility outside of traditional higher education or for those looking to access high-paying, in-demand careers.
West-MEC’s Adult Education programs are designed with flexibility in mind, supporting learners who balance jobs, families, and other commitments. Students benefit from hands-on instruction led by industry professionals, gaining real-world experience while developing skills that translate directly into the workplace.
The impact is clear. Research from Lightcast shows that adults who return to school are 22% more likely to achieve upward career mobility. According to the U.S. Department of Labor, CTE certifications can lead to positions with average salaries between $40,000 and $77,000—with continued education further raising earning potential.
WORKPLACE IMMERSION, REAL-WORLD IMPACT
Project SEARCH is an international program model that empowers young adults with disabilities to successfully transition from school to adult life. Through this program, participants gain relevant, marketable skills that prepare them for meaningful employment in the community.
The program is structured as a year-long, unpaid internship based entirely within a host business. This full workplace immersion fosters learning through hands-on experiences, continuous feedback, and guided skill development. Interns acquire not only technical abilities but also the professional and social skills needed to thrive in competitive employment.
The ultimate goal is clear: for every intern to secure meaningful, competitive work upon completing the program.

CAREER CAMPS/PD
DISCOVERING THEIR ORANGE FUTURE
This summer, West-MEC opened its doors to the next generation of innovators through one of its most successful career camps to date. Across four campuses, students had the opportunity to explore a combined 32 West-MEC programs, ranging from health sciences and aviation to construction and technology.
The camps brought together 225 students from 16 districts and 89 different schools, including charter and homeschool communities, creating a diverse environment where career curiosity could flourish.
By giving students the chance to step into real-world labs, workshops, and classrooms, West-MEC is helping them transform curiosity into confidence and dreams into tangible career pathways.
“My son is so happy he got to do this. It was a very good introduction to careers he’s been thinking about. He’s gone from just thinking about careers to testing them out,” shared one parent.

This program directly responds to the current and future demands of industry, equipping students with high-demand skills that open doors to immediate career opportunities while also providing a strong foundation for higher education.
To further elevate the learning experience, students in the Automation & Robotic Systems program train with state-of-the-art technology, including robotic dogs and robotic arms. These tools mirror the environments students will encounter in industry, ensuring they graduate not only with knowledge but also with real-world, hands-on experience.
Beyond technical expertise, West-MEC is redefining student success through innovative tools like Pathway AI. This data-driven coaching platform offers personalized guidance, helping students set goals, track progress, and build self-regulation skills. With 24/7 accessibility, MetaCoach AI empowers students to stay motivated, accountable, and on track, supporting not just academic achievement but also resilience and confidence in the workplace.

High School District. Over the years, this collaboration has grown into a model of what strong partnerships can accomplish. From professional development training for educators to vital program funding, WestMEC’s support has elevated Agua Fria’s CTE programs to new heights.
The partnership has also paved the way for the all-new West-MEC Career Academy at Agua Fria, set to open in Fall 2025. This state-of-the-art facility will expand opportunities for students to explore, train, and thrive in CTE programs that lead to highdemand careers.

NEW FACILITIES FOR STUDENT SUCCESS
This past year, West-MEC celebrated major facility expansions designed to increase access to high-demand Career and Technical Education programs.
Southeast Campus:
Work began on Phase I of West-MEC’s largest campus to date, located at 3300 N. 93rd Avenue in Phoenix. This transformative facility will open in Fall 2026, serving as a new hub for innovation and workforce training.
Northeast Campus:
Construction began on a new Advanced Manufacturing building, featuring the state’s only cleanroom in a high school setting, expanded welding facilities, and a dedicated bay for EV technology to strengthen the Auto Tech program.
Career Academy at Agua Fria:
In partnership with Agua Fria Union High School District, West-MEC broke ground on a new Career Academy. Launching with four programs, the academy will bring highquality CTE opportunities closer to students in the region.
Southwest Campus Expansion:
Construction enhanced the Automation & Robotics Lab and the IT Security Lab, giving students access to modernized spaces and cutting-edge tools. These upgrades ensure that learners train in environments that mirror industry standards.
Together, these projects reflect West-MEC’s commitment to expanding opportunities, advancing technology, and preparing students today for tomorrow’s careers. The Northeast Campus expansion and the Career Academy @Agua Fria opens in Fall 2025, with the Southeast Campus following in 2026.

ADVANCING WEST-MEC’S VISION
West-MEC is advancing a long-term vision to expand access to high-quality Career and Technical Education across its boundaries. The passage of upcoming bond propositions will provide the necessary resources to fund new campuses, enhance existing facilities, and introduce additional industry-aligned programs. These strategic investments are designed to accommodate regional growth, strengthen workforce pipelines, and ensure that West-MEC continues to serve as a vital partner in Arizona’s economic and educational development.
West-MEC is requesting voter authorization for a $415 million bond to support the continued growth and improvement of career and technical education programs across the region. This bond will fund upcoming projects such as new training facilities, campus expansions, and upgraded technology and equipment to meet workforce demands. There will be no increase in the tax rate—if approved, the rate will remain at $0.13 per $100 of assessed property value.
West-MEC is seeking voter approval to sell, lease, or exchange certain district-owned properties and use the proceeds to invest in educational improvements. These funds could be used to purchase new school sites, build or upgrade school facilities, including technology and equipment, and support other approved capital expenses.
