The WERCC has had a busy couple of months, advocating on behalf of business in the Windsor-Essex region, specifically on the issues of small business tax changes brought forward by federal Finance Minister Morneau and provincially, Bill 148.

While the announcements on scaling back the small business tax package are a step in the right direction, more is needed if Canadian businesses are to compete. The WERCC, along with the Canadian Chamber of Commerce, wrote a letter to the Hon. Percy Mockler, Chair and the Hon. Anne C. Cools, Deputy, Senate Standing Committee on National Finance in October, urging them to continue to hear from business on the government’s proposed tax reforms at upcoming hearings. For more on this, please see page four.

Matt Marchand appeared before the House of Commons Standing Committee on Finance in October, calling for a complete overhaul of the entire tax system to make it simpler and more competitive.

Thank you to our membership for their engagement in helping to stem the tide of the original tax changes proposed by Minister Morneau. More changes are coming, stay tuned.

In November, we teamed up with the Ontario Electricity Stakeholders Alliance, a group of energy consumers, businesses, producers and distributors from across Ontario, to develop a Power Framework. With eight recommendations, the Power Framework provides the roadmap Ontario needs for smart electricity decisions through transparency, competition, objectivity, and independence.

We had an unprecedented Windsor Essex Tech Show in November, which saw Amazon, GM, and IBM speaking to over 400 attendees on the future of Artificial Intelligence. Chamber News Helping Businesses Mitigate the Impact of Bill 148 The Windsor-Essex Regional Chamber of Commerce (WERCC), alongside the Ontario Chamber of Commerce (OCC) and MNP, Canada’s leading accounting firm, have released a comprehensive handbook for Ontario’s business community that provides strategies to help businesses navigate the incoming changes from Bill 148 (Fair Workplaces, Better Jobs Act). The handbook outlines the potential risks to employers from the incoming legislation and offers human resources and operational strategies to help businesses better understand what these changes will mean.

the impacts businesses are likely to see from the numerous changes and identifies that small businesses are most likely to face four main issues:

“There is no question that Bill 148 has the potential to add challenges and new costs for our local businesses here in Windsor-Essex,” said WERCC President & CEO Matt Marchand. “We believe this handbook will provide some help to our members when navigating through these significant changes. That said, Bill 148 is going to have serious unintended consequences and the government must also provide support to help businesses transition. We need to know that relief is coming.”

Bill 148 will bring in a number of reforms to Ontario’s current labour and employment standards laws, most notably instituting a $15 minimum wage

by January 2019, representing a 32% increase. The handbook outlines

•

Profitability: businesses may not be able to keep up a sustainable profit margin;

•

Staffing levels: businesses may not have the capacity to maintain current staffing;

•

Competition: to keep their doors open, businesses will be forced to raise prices; and

•

Taxation: with higher wages comes higher payroll taxes and contributions to EI and CPP.

The handbook also includes information on how to adapt to the changing workplaces, and outlines best practices for refining and changing processes in the workplace. For the full handbook, please visit www. windsoressexchamber.org.

Tax Package Announcements an Improvement, but a Full Overhaul Urgently Needed: Canadian and Windsor-Essex Regional Chambers The announcement on scaling back the small business tax package announced in July is a step in the right direction, but much more is needed if Canadian businesses are to compete, says the Windsor-Essex Regional (WERCC) and Canadian Chambers of Commerce.

In response, the WERCC sent a letter to the Hon. Percy Mockler, Chair, Senate Standing Committee on National Finance and the Hon. Anne C. Cools, Deputy, Chair, Senate Standing Committee on National Finance, urging them to continue to hear from business on the government’s proposed tax reforms at the upcoming hearings.

“We want to ensure that we convince Senators Mockler and Cools to go ahead with the hearings. These hearings are important in order for our members, and the Chamber network, to express their thoughts on the reform. There is still much confusion and uncertainty around the changes and Senators need to hear this,” said WERCC President & CEO Matt Marchand.

“The announced changes are a relief to the business community. They were alarmed that the July proposals threatened the survival of thousands of businesses. However, for our businesses to succeed, we urgently need to reform our complex, cumbersome and uncompetitive tax system,” said the Hon. Perrin Beatty, President and CEO of the Canadian Chamber.

Since the government unveiled its proposed tax measures in July, the Canadian Chamber has advocated a full and independent review of the tax system to make it less of a drag on Canada’s competitiveness. At the Chamber’s annual general meeting, delegates supported appointing a Royal Commission to conduct the review.

“We must stop simply tinkering with the tax system and undertake a comprehensive overhaul. We’re prepared to work with the government to find ways to make it simpler, less burdensome and fairer,” said Beatty. “We simply don’t have the luxury of falling farther behind as other countries reform their systems. We need to act now.”

Tech Corner: Windsor Essex Tech Show – Artificial Intelligence: Amazon, GM, and IBM Break Down the World of A.I. On November 14, 2017, the Windsor-Essex Regional Chamber of Commerce (WERCC) and WEtech Alliance along with presenting sponsors St. Clair College and University of Windsor showcased a powerful lineup of speakers for the Windsor Essex Tech Show.

Following the presentations, all three speakers participated in a panel moderated by Windsor Star Editor-in-Chief Ellen van Wageningen. Audience members were encouraged to tweet their questions to the panel using #AskTechShowYQG.

Over 400 attendees from business and academia got to hear from Tecumseh, ON’s own Debbie Landers (Vice President, Cognitive Solutions at IBM Canada), Windsor native Lillian Reaume (Director of Human Resources, Amazon), and Daphne Zargar (Partner Relations, Connected Ecosystem Integration at General Motors). The speakers broke down the world of Artificial Intelligence through their knowledge of machine learning, predictive analytics, and information visualization.

The Windsor Essex Tech Show was part of Tech Week YQG, a weeklong showcase bringing together tech leaders, academic institutions, and the community to build a unique experience for entrepreneurs, tech lovers, researchers, and investors.

Workplace Safety/Smart Electricity 5 Safety Best Practices for Small Firms Kirsi Henry knows that time is a precious resource for a small business owner, so as a WSPS consultant she cuts to the chase: “Pay particular attention to your new and young workers. It’s vital for them and for you: these workers have a higher risk of injury and are most likely to be injured within the first month on the job.”

For owners and managers juggling many roles, Kirsi offers five low- or no-cost best practices to keep new and young workers safe. She also recommends a time-saving new resource that can help small businesses act on these best practices.

1. Get on top of hazards that new and young workers may face before they start working. Check the processes and equipment these workers will be using for potential hazards, update safe work procedures, and tap into the experience of existing employees. Experienced employees often know of additional hazards and have solutions to control workplace risks.

2. During orientation training, spend more time on how to do tasks safely, and less time on administration. “We encourage people to cover health and safety topics first, when employees’ attention is focused and they are best able to absorb new information. Doing this first also tells them health and safety is a priority. So, instead of reviewing every detail of your payroll system, provide a handout that they can refer to.”

3. Ensure everyone understands their health and safety rights and responsibilities. They’re the foundation of Ontario’s Internal Responsibility System, in which everyone in the workplace has a role to play in creating a safe and healthy workplace. “It’s how workplaces develop a culture of safety,” says Kirsi. She recommends starting with mandatory awareness training for workers and supervisors, which is available online for free.

4. Use your time with new and young workers to integrate safety into the conversation. Reinforcing the value of safety during walk-throughs, coaching and staff meetings is a valuable and efficient way to help workers keep safety top of mind. You don’t always need to have formal training sessions to develop safe work habits. In fact, regular reminders, corrections and acknowledgement can be a more effective way to train employees.

5. Be a health and safety role model. “If you believe in health and safety and demonstrate it in everything that you do, employees will notice. When the boss speaks positively about safety and asks questions, workers will be more conscious and prepared to show that they can work safely. It’s human nature to mimic and model the culture in the workplace.”

Windsor-Essex Regional Chamber Joins Ontario Electricity Stakeholders Alliance to Announce Framework for Smart Electricity Decisions The Windsor-Essex Regional Chamber of Commerce (WERCC) along with the Ontario Electricity Stakeholders Alliance, a diverse group of 19 energy consumers, businesses, producers and distributors from across Ontario, took the unprecedented step of joining together to announce its Power Framework to ensure smart electricity decisions.

“The rising cost of electricity, up to 400 per cent in the past number of years, has made it the number one issue for businesses across Ontario,” said WERCC President & CEO Matt Marchand.

With eight recommendations, the Power Framework provides the roadmap Ontario needs for smart electricity decisions that achieve the best outcomes for Ontario’s electricity consumers through the principles of transparency, competition, objectivity and independence.

All three main political parties have at one point in Ontario’s history struggled tremendously with energy planning. With new technologies, electricity planning is going to become even more complex and difficult. Therefore, the Ontario Electricity Stakeholders Alliance is asking each party to commit to its Power Framework, which focuses on: •

Transparency: A plan to build confidence in an open, accountable system with an engaged Legislature and rules that respect the public’s right to be informed;

•

Competition: A commitment to competitive processes, wherever feasible, that help support lower costs for both government and electricity consumers;

•

Objectivity: A commitment to smart electricity decisions informed by rigorous cost-benefit analysis and objective procurement criteria that ensure Ontario ratepayers are getting the best value; and

•

Independence: A process where independent agencies like the IESO, OEB and Ontario Electricity Safety Authority are appropriately resourced to make independent decisions and be held accountable by the provincial Legislature.

Ontario’s electricity sector governance and planning framework should be revised to reflect these fundamental principles. This will help ensure the sector’s cost effectiveness, reliability and ability to adapt. Decisions about Ontario’s electricity system have far-reaching implications, impacting the province’s economic strength and prosperity for years to come, and are fundamental to the realization of the province’s ambitions.

Windsor Regional Hospital Foundation

Ambassador Bridge

Windsor Regional Hospital Foundation consists of 13 volunteer Board of Directors who oversee, through a governance model, the process for receiving and stewarding funds. These thoughtful leaders are dedicated to raising funds and awareness to support the development and achievement of improved patient care at Windsor Regional Hospital.

The Ambassador Bridge is owned and operated by the Detroit International Bridge Company (DIBC) and the Canadian Transit Company (CTC). Privately owned, the bridge is the busiest international border crossing on the Canada/ U.S. Border.

The Windsor-Essex Hospitals Project will see a new state-of-the-art acute care hospital built along with urgent care, mental health and community hub services. Through the leadership of the County of Essex and City of Windsor, a $200 million levy will assist the “bricks and mortar” component of the project. Windsor Regional Hospital Foundation will lead an initiative for a capital fundraising campaign to acquire new medical equipment for the new hospital.

Current fundraising activities hosted by Windsor Regional Hospital Foundation: January 21 – Europro Vertical Climb – FCA Chrysler Facility March 7 – Hats On For Healthcare May 24 – Annual Charity Golf Tournament – Essex Golf & Country Club Both Windsor Regional Hospital and Windsor Regional Hospital Foundation are members of the Windsor-Essex Chamber of Commerce as it provides a direct connection to the business community, giving an opportunity to share ideas, see best practices and provide input and, attend events important to our region.

In 2016, 2.5 million trucks and 4.2 million cars crossed the span.

Approximately 4,500 residents of Windsor-Essex commute daily via the bridge to their places of employment in Michigan. The bridge employs approximately 300 people in both the U.S. and Canada.

CTC actively supports a wide variety of community organizations and charities in Windsor such as the University of Windsor, the Sandwich Teen Action Group, Core City Hoops, Stigma/Enigma, Artist of Colour and the Community Champions Program/Windsor Express.

We are very excited about receiving our Permit from the Canadian Government to construct a new bridge next to the current span. The new six lane bridge will provide dedicated NEXUS/FAST lanes in order to expedite crossing times for those enrolled in these trusted programs. The new bridge will also see the addition of 12 new Commercial Inspection booths and a new Canada Border Services Agency Commercial Inspection facility located on site. These improvements will greatly improve the flow of commercial trucks entering Canada while improving national security.

A Community Advisory Committee will be created to assist the bridge company in developing plans/ideas for green space development on bridge property once construction is complete. The estimated $600 million project is financed entirely by private funds, not cost to Canadian taxpayers.
