Message from the Secretary of Education My warmest greetings and congratulations to the Bureau of Human Resource and Organizational Development in the conduct of your first Human Resource and Organization Development (HROD) Convention! I salute and appreciate this pioneering effort to gather HROD practitioners from all governance levels of the Department of Education (DepEd) to discuss, collaborate and concretize ways forward in the areas of Human Resource (HR) strategic planning, competency-based HR, and organizational effectiveness. Our convention’s theme, “DepEd 2018: Service Excellence through Strategic and Competency-based HROD,” is highly auspicious as we look back and reflect on what we have accomplished this year; the gaps that remain to be closed in order to achieve our goals for the continuing professional development and the expansion of the scope of employee welfare for our more than 900,000-strong workforce. Given the various reforms and major developments in HR and OD services, we have to remain steadfast in our sworn duty as public servants belonging to the country’s largest bureaucracy amid the continuously shifting social, political, and economic milieu. The challenge is upon all of us to enhance our competencies and keep our values intact as we strive to deliver quality, accessible, relevant and liberating basic education for the Filipino learners. As we deliberate, argue and debate on what is best for our agency and our employees, rest assured that our time and efforts will not be put to waste. We will take BHROD’s proposals and recommendations in serious consideration for the betterment of our own systems and processes. Message from the Undersecretary for Planning, BHROD, and Field Operations Human resource is considerably the most important asset of the Department of Education (DepEd). With close to 800 thousand teaching, 51,000 teaching-related, and 61,000 non-teaching employees as of March 2018, a strategic approach to human resource and organizational development is not only necessary but also practically a priority. The key challenge for us in DepEd is that not only do we comprise the country’s biggest bureaucracy but also that our agency is responsible for developing the country’s future human resource. Over the years, I have personally witnessed DepEd’s workforce grow and evolve with the changing HR paradigm in the public sector. In the past, the practice of HR was limited to the hiring and provision of compensation and benefits to personnel. But with technological advancements fundamentally altering the way we live and work in the 21st century, HR practice is now complemented by Organizational Development to ensure the sustainability of institutions in a rapidly changing environment. In other words, the Department as an organization has to put in place structures and systems that will enable its human resource to sustainably contribute to the fulfillment of the agency’s mandate. In recognition of this organizational necessity, the Department’s revised Rationalization Plan (RatPlan) provided for the inception of the Bureau of Human Resource and Organizational Development (BHROD). The conduct of this first-ever HROD Convention is very timely and provides us with a venue to celebrate the great strides we have taken in the last three years to establish a competency-based system for recruitment, selection, placement, and induction of personnel, and ensure organizational and school effectiveness. More importantly, as BHROD intensifies its efforts to institutionalize and strengthen systems for learning and development, and rewards and recognition, among others, the Convention also marks the beginning of an even more exciting phase in DepEd’s continuing development as a modern, professional, agile, proactive, trusted, and nurturing institution. This is a significant challenge for all HROD practitioners from the central, regional, and division offices. But as stewards of individual and organizational effectiveness and growth in the Department, I hope that you take pride in and are excited by your crucial role in enabling our key asset -- our human resource -- to meaningfully contribute to the delivery of quality basic education to our Filipino learners. Congratulations to this year’s host, the Human Resource Development Division of the BHROD, for spearheading this worthwhile undertaking. And, congratulations to the entire BHROD for steadfastly taking care of our people while maximizing our organizational performance and health in the past three years. From here on, out there is much to do, but also much to look forward to. Padayon!

Message from the Undersecretary for Finance and Accounting I would like to express my appreciation and commendation to the leadership of the Bureau of Human Resource and Organizational Development (BHROD) and to all HROD practitioners as we conduct our first-ever HROD Convention in the Department of Education. The Bureau of Human Resource and Organizational Development plays a critical role in the formulation and operationalization of national policy framework on strategic and competency-based HROD in the Department which greatly affect the finance services and other various financial matters. For the Government, in fact, there is an interlink between the functions of the personnel service and finance service. With the theme, “DepEd 2018: Excellent Service through Strategic and Competency-Based HROD,� this convention is an effective way to improve office performance that will contribute to the realization of the goals of the Department towards the delivery of quality, accessible, relevant, and liberating basic education for all. Indeed, efforts like this will be a positive contribution to the enrichment of our personnel, and consequently of the Department, which will redound to the betterment of the public we serve. As such, we hope that we will actively participate, collaborate, and deliberate on valuable HROD practices and future direction for our organization.

Message from the Assistant Secretary for Project Management, BHROD, and Field Operations My warmest greetings to the entire Bureau of Human Resource and Organizational Development (BHROD)! As we embark on our first ever HROD Convention with the theme, “DepEd 2018: Service Excellence through Strategic and Competency-Based HROD,” may we continue to gain wisdom in developing innovations with untiring dedication that emphasizes the importance of human resource in the organization. The Department needs people with character and competence. The challenge for BHROD, then, is to get the right people to be part of the organization and help them to grow both as a person and as a professional. Ultimately, we need to ensure that appropriate mechanisms and systems are in place to help them achieve this. Our aim is to create significant changes in the workplace through programs and innovations in different human resource and organization development systems that will help DepEd officials and employees achieve their full potential. Moreover, strengthening our employees’ competencies, developing the right capabilities, perspectives, and mindset is critical in order for them to contribute meaningfully to the efficient, effective, and ethical achievement of DepEd’s strategic priorities. Message from the Director of the Bureau of Human Resource and Organizational Development My warmest greetings and congratulations to my Bureau of Human Resource and Organizational Development (BHROD) family as we conduct our first-ever DepED HROD COnvention this year. “DepED 2018: Service Excellence through Strategic and Competency-based HROD,” I can’t think of a more fitting theme whic epitomizes our dream for our Bureau and for the entire Department. For the past three years, we’ve shared this meaningful journey with a clear mission at heart to change the landscape of Human Resource in the Department of Education. Together, we overcame challengesm learned life lessons, and celebrated triumphs both great and small. To name a few, we were able to support other organizational units in the Department in transitioning to the new structure as mandated by the Rationalization Plan. We were able to revise Office Charters and Job descriptions of all DepEd Offices. a task that seemed impossible at first but was achieved because of our unwavering commitment, We championed the Results-based Performance Management System- a crucial mechanism to ensure that quality and excellence are the core of the services we give our clients. Recently we launched the Learning and Development Program for our Central Office employees, to make sure that our workforce is at par with the needs of the constantly changing enviroment. We already start conducting Effective Financial Management Training to help our people manage their finances better. And more interventions are on their way to help alleviate the burdens of our people both at work and at home, and improve their capacity to accomplish greater things in their professional and personal lives. Truly, delivering service excelllence for the well-being of our teachers and employees have always been at the heard of BHROD, with our devotion to impact workforce development and organization effectiveness. As we welcome a new chapter, may we always stand firm on our HROD principle to put people first and to provide meaningful service toa our constituents. And may this event motivate you even more to continously pursue significant and inclusive development for all.

MA. REGINA H. ALAMPAY

EXECUTIVE DIRECTOR ATENEO CENTER FOR ORGANISATIONAL RESEARCH AND DEVELOPMENT PLENARY SESSION: HROD Global and Asian Landscape

Ma. Regina “Gina” M. Hechanova is a psychologist, former Chairperson and full professor in the Department of Psychology, Ateneo de Manila University. A past President of the Psychological Association of the Philippines (PAP), she is currently the head of the PAP Special Interest Group on Substance Use Prevention and Recovery. She currently leads the Ateneo Center for Organization Research and Development (Ateneo CORD). Gina has reaped many awards as a teacher (UP Chancellor’s Award for Most Outstanding Faculty, 1996), as a researcher (Outstanding Young Scientist, 2005) and as a practitioner (2018 Outstanding Professional in Psychology by the Professional Regulatory Commission). She was also named as one of the Outstanding Women in Nation’s Service in 2010.

MILALIN S. JAVELLANA

PRESIDENT, ORGANIZATION DEVELOPMENT PRACTITIONERS NETWORK (ODPN) PLENARY SESSION: Emerging HROD Systems and Initiatives in the Philippines

Milalin S. Javellana is involved in transforming organisations, particularly the publicsector agencies. From 2011 to 2017, she served as the Facility Director of the Philippine Australia Human Resource and Organisational Development Facility (PAHRODF) and at the same time the OD Adviser of the Civil Service Commission (CSC). She advocated for the development of a Strategic Competency-based Human Resource Management in the bureaucracy by initiating it at CSC, the oversight HR of the Philippine bureaucracy. She helped the CSC top management developed its 5-year organizational transformation journey to shift its paradigm from regulatory to strategic and developmental. Currently, Milalin is the President of the Organization Development Practitioners Network (ODPN), Philippines and past Chairperson and President of the Philippine Society for Training and Development (PSTD). This year, she was accredited as “Diplomate in People Management” by People Management Association of the Philippines (PMAP). She also serves as theProgram Director of the Australia Awards and Alumni Engagement Program – Philippines (AAAEP-P). This is a four-year program (2017-2021) designed to provide a suite of learning opportunities to Filipinos. In 2016, Milalin was recognized as one of the 100 Most Influential Filipina Women given by Filipina Women Network (FWN), a USA- based organization.

DIRECTOR IV BUREAU OF HUMAN RESOURCE AND ORGANIZATIONAL DEVELOPMENT DEPARTMENT OF EDUCATION PLENARY SESSION: HROD in the Department of Education Ma. Lourdes D. Pantoja is the current Director IV of the Bureau of Human Resource and Organization Development (BHROD) succeeding her public service role in the Department of Education as Director III of the National Educators Academy of the Philippines in 2014. Before joining the government ranks, she spent thirty-four (34) years in Nestle Philippines, Nestle Middle East (Dubai) and Nestle Switzerland, as Vice President for Human Resource Management. As the first Director IV of BHROD, Dir. Malu, as her peers call her, played the lead role in institutionalizing the DepEd office in-charge of the integration of and new HROD functions across the agency. She was instrumental in facilitating the transition of the agency and its employees to the rationalized organizational structures administration. She is a staunch supporter of delivering efficient, effective and consistent services from the Central office to the schools through quality management and continuous improvement of human resource and organization development services. She is an enabler and advocate of the Results-based Performance Management System, Philippine Professional Standards for Teachers, Financial Management for Teaching and Non-Teaching Personnel, among many others.

ARNEL D. ABANTO

VICE-PRESIDENT CENTER FOR QUALITY AND COMPETITIVENESS DEVELOPMENT ACADEMY OF THE PHILIPPINES PLENARY SESSION: Public Service Excellence through Quality Management System

Arnel D. Abanto is currently the Vice-President of Development Academy of the Philippines (DAP)’ Productivity and Development Center. He oversees the six (6) functional offices of the Center responsible for the provision of advocacy, research, training and consultancy services on quality and productivity improvement for competitiveness. He is also DAP’s Deputy Quality Management Representative responsible for handling the Academy’s ISO 9001:2015-Certified Quality Management System covering the Academy’s Project Management System. He represents the Academy as a Member of the Technical Working Group and Secretariat of the Government Quality Management Council (under the Executive Order No. 605) and as Award Administrator for the Public Sector of the Philippine Quality Award.

His over 30 years of experience earned him technical expertise in the areas of: Quality and Productivity Measurement and Analysis, Basic and Advanced Productivity and Quality Improvement (5S Good Housekeeping, Quality Circle or Work Improvement Team, Suggestion Scheme, Green Productivity, Total Quality Management, Business Excellence Framework, among others) and served as technical expert and resource person in various local and international projects. He also conducts quality management assessment using the ISO 9001:2015 Standard and the Business Excellence Framework (Malcolm Baldridge National Quality Award-equivalent) under the Philippine Quality Award Program.

ATTY. MA. ANTHONETTE C. VELASCO-ALLONES

EXECUTIVE DIRECTOR CAREER EXECUTIVE BOARD PLENARY SESSION: Leadership Excellence in Public Service

Ma. Anthonette C. Velasco-Allones currently serves as the Executive Director of the Career Executive Service Board (CESB). In 2000, she rose up the ranks and became the youngest Assistant Secretary of National Defense at the age of 30. She also served the Department of Labor and Employment as Assistant Secretary until 2006. A lawyer by profession, she was the Department of Labor and Employment’s Resident Ombudsman. She has extensive professional experience in public sector strategic HR management and organizational development. She manages the mandatory leadership and management development program for senior career government officers of the Philippine Career Executive Service. She also holds a faculty appointment with the Development of Academy of the Philippines. Atty. Allones holds a Master in National Security Administration from the National Defense College of the Philippines. She also took her Master in Public Management in the Lee Kuan Yew School of Public Policy at the National University of Singapore and the Kennedy School of Government-Harvard University.

DIRECTOR III HUMAN RESOURCE POLICIES AND STANDARDS OFFICE CIVIL SERVICE COMMISSION PLENARY SESSION: Public Service Excellence through PRIME-HRM

Atty. Jennifer L. Timbol currently serves as Director III in the Human Resource Policies and Standard Office of the Civil Service Commission – Central Office (CSC-CO). She simultaneously performs various roles in CSC as Internal Auditor for the ISO-Quality Management System, Representative to the Special Review Committee on Solo Parent Act, and Representative to the Social Work Management and Consultative Council.

Before her stint at the CSC-CO, she first served as Director II at CSC- National Capital Region. As Director II, she provided guidance on the area of Human Resource Management to twenty-eight (28) government agencies consisting of five (5) Local Government Units, nineteen (19) National Government Agencies, and four (4) Division Offices of the Department of Education; and enjoined their compliance with Civil Service Law and rules to promote the principle of meritocracy in the Philippine Civil Service. In her 34 years in the Commission, she started as Personnel Analyst, Planning Officer III, Supervising Personnel Specialist, and Conciliator. Director Timbol graduated with a degree in Bachelor of Laws and Master of Public Administration from the University of the Philippines.

LUCINA FLOR B. RAMOS

DIRECTOR III CIVIL SERVICE INSTITUTE LEARNING SESSION: Learning and Development (L&D)

Lucina Flor B. Ramos currently serves as the Human Resource Management (HRM) Program Director III of the Civil Service Institute (CSI). She has more than 30 years of experience in the field of Human Resource Management, majority of which is on Learning and Development. She was the first in the Government to be elected as a Board Member of the Philippine Society for Training and Development (PSTD) from 2015-2017. She is an accredited Trainer in several programs of the Civil Service Commission, the most recent of which is the 7 Habits of Highly Effective Government Leaders. Director Ramos earned her Master’s Degree in Industrial Relations from the University of the Philippines, Diliman, Quezon City where she was awarded a Certificate of Academic Excellence.

KEVIN L. CONCEPCION

MANAGING PARTNER TRAINSTATION, INC. PLENARY SESSION: Cultivating a Mindset for Growth and Development

Kevin L. Concepcion is a Neuro- Linguistic Programming Practitioner (NLP), trained at the Asia Pacific Council of NLP and TrainStation, under master NLP practitioner, Carelle Mangaliag. Before relocating back to the Philippines, he worked as the country manager for TrainStation Singapore. He is now a managing partner of TrainStation and its Business Development Director.

He is currently the youngest senior trainer in TrainStation and has trained the leaders of notable clients such as Bank of the Philippine Islands, Bosch, Shakey’s, Smart, Nestle, Wyeth, Unilab, Isuzu, and Aboitiz; and has done big plenary talks for Microsoft Roadshow and the Department of Energy. He has also been in the professional theater scene, both local and overseas since 2005, appearing in shows such as Rivalry The Musical, Orosman at Zafira, High School Musical, Trumpets’ The Little Mermaid, and Repertory Philippines’ Peter Pan the musical where he shared the title role with his brother Sam Concepcion. He also appeared in indie films such as Rebound by sword productions where he acted alongside Gabriel Valenciano. He is a professional back up singer who has sang for the likes of Christian Bautista and Gary V. He has also directed concerts for DepEd featuring Sam Concepcion and Tippy Dos Santos. He is a musical theater and acting workshop teacher. He is also a certified personal trainer specializing on strength training, mobility and weight loss with certifications in TRX and Trigerpoint therapy, which are all systems that employ the latest in sports science. He is a trained fire-fighter and has certifications in Basic Life Support, First Aid, CPR and AED.

GINA O. GONONG

DIRECTOR III RESEARCH CENTER FOR TEACHER QUALITY LEARNING SESSION: Results-based Performance Management System (RPMS) Dr. Gina O. Gonong is the Director of the Philippine Research Center for Teacher Quality. Before joining RCTQ, she was the Director of the PNU Graduate Research Office of the College of Graduate Studies and Teacher Education Research (CGSTER). She is also the Research Coordinator of the College of Arts and Social Sciences. Dr. Gonong earned her PhD. in Linguistics with specialization in Applied Linguistics at the Philippine Normal University-Manila. Her dissertation focused on presidential rhetoric using the perspective of Critical Discourse Analysis. Over the last four years, she led a research team that planned, developed, validated, and implemented the Philippine Professional Standards for Teachers (PPST). She was awarded an Honorary Doctor of Letters Honoris Causa (HonDLitt) by the University of New England for her significant contribution to the Philippine education.

OSCAR L. CONTRERAS

CHAIRMAN HUMAN RESOURCE INNOVATIONS & SOLUTIONS, INC. LEARNING SESSION: Employee Relations Oscar Contreras’ thirty-two (32) years of work experience includes serving as a Company Personnel Manager of Nestle, Inc. where he structured, evolved, and successfully

implemented the organization’s human resource functions and programs to the extent that the Philippine market was recognized as the training center for HR practitioners in Asia, Africa, and the Pacific-rim countries. He also worked with Bank of the Philippine Islands (BPI), Ayala Investment Development Corporation (AIDC), and Globe Telecom, to name a few. He has extensive experience in the field of labor relations. His initial collective bargaining agreement (CBA) negotiation experience occurred during the tumultuous Quarter Storm of the 70s’ while serving as Personnel Director of Citibank Finance, Inc. While with Nestle Philippines, he successfully concluded six (6) CBA negotiations with its plant and head office unions. In BPI, he dealt with twenty-eight (28) unions and contended with the full spectrum of ideologies such aggrupation represented, from moderate to radical, and revolutionary. Despite difficulties, he successfully concluded six (6) CBA negotiations with BPI unions, four (4) with BPI Family Savings Bank union, and three (3) with the BPI Capital Corporation Union. While with Globe, he settled three (3) CBA negotiations. Currently, he is the Chairman of Human Resource Innovations and Solutions, Inc. (HURIS). He also does apostolate and social outreach work with faith-based community, Couples for Christ Foundation for Family and Life (CFCFFL), where he currently serves as a member of the Board of Counselors, and the head of its social ministries involved in shelter, health, education, and livelihood.

Sir Willie, as he is fondly called, has been working extensively as the Officer-in-Charge of the Office of the Regional Director - DepEd National Capital Region (NCR) since December of 2017. He has twelve years of institutional contribution in basic education as Career Executive Service Officer. In 2006, his promotion as Assistant Schools Division Superintendent in Oriental Mindoro, three years hence, with the same function in Department of Education Occidental Mindoro, led him to the right kind of people and experiences, that later on would be beneficial for his executive stint in the National Capital Region. In 2013, he began to set off big differences in Division of Valenzuela, and later on, assuming the concurrent post in 2015, as Officer-in-Charge for the Office of the Assistant Regional Director. With the multitude of challenges in a highly urbanized region, he worked his way with humor and humility. This proved how he successfully managed concurrent offices, with one of the largest Division, that of Manila. He assumed leadership of the Office of the Regional Director - DepEd NCR after Dr. Ponciano A. Menguito’s retirement in 2017. One indicator of the range and breath of Sir Willie’s knowledge and expertise is the fact that he has truly distinguished himself as an authority in governance matters in the Department. He has worked with intuitiveness, practical mindset and creativity, and presently taking the helm of organizational development in the Regional Office, as committed as he first came to work as a teacher.

DIOSDADO M. SAN ANTONIO

REGIONAL DIRECTOR DEPED – REGION IV-A LEARNING SESSION: Results-based Performance Management System (RPMS) Dr. Diosdado M. San Antonio is the current Regional Director of DepEd Region IV-A. RD Dads, as his peers call him, is a strong advocate for transparent, ethical and accountable governance in DepEd Region IVA (CALABARZON). A research enthusiast, he intensified the culture of research in Basic Education by organizing Conferences of Basic Education Researchers (international, regional and national), and free research clinics encouraging publication of research journals. He is also the man behind the Future Leaders and Managers Enhancement (FLAME) Program which increased the pool of qualified candidates for leadership positions such as Schools Division Superintendents (SDS), Assistant SDSs, and school heads. He is a recipient of the International Postgraduate Research Scholarship & the University of Newcastle Research Scholarship, the Australian Development Scholarship, and the Local Scholarship Program of the Civil Service Commission of the Philippines. Rising from the ranks, RD Dads knows the nature and needs of the DepED learners and employees, including the environment they are in. He has shown his dedication to the Department by serving as a secondary school teacher, principal, assistant schools division superintendent, schools division superintendent, assistant bureau director and assistant regional director, before his current directorship at the regional office.

ERWIN C. CUDIS

PROFESSOR – UNIVERSITY OF SAN CARLOS CONSULTANT – ECC CONSULTANCY

LEARNING SESSION: Employee Welfare and Engagement

Erwin C. Cudis is an HR and Training consultant of ECC Consultancy and faculty of the Department of Psychology at the University of San Carlos. He has over 17 years of experience in the field of Human Resources, mostly spent handling leadership positions. His partnership with the government sector includes conducting team development sessions for the Supreme Court of the Philippines and the Cebu Provincial Governor’s Office. Internationally, Erwin has facilitated sessions on Human Resource Management (Netherlands), leadership training (Hong Kong), and peace camps in (Norway and Spain). His corporate engagement includes projects with companies such as Ayala, Nestle, and San Miguel. He also delivers customer service, team building and communication sessions. Erwin completed the dual-degree program of the Australian Awards Scholarship, graduating from the University of Newcastle in Australia as Master in Human Resource Management with Distinction and from the De La Salle University with a Diploma in Industrial Relations Management. Erwin also graduated Magna Cum Laude from the University of San Carlos and has a Master’s degree in Industrial and Organizational Psychology from the same university.

The Bureau of Human Resource and Organizational Development

(BHROD) is one of the newest organizational units in the Department of Education. Institutionalized in 2016, the Bureau went through intense staff recruitment and trainings. Majority of the BHROD personnel have been recently appointed and continuously being equipped with Human Resource and Organizational Development competencies. In its two-year service, the Bureau has already supported other organizational units in transitioning to both the new structure and change in leadership, and has been championing for the Results-based Performance Management in the Department, making sure that service excellence is in the core of all services, programs, and activities. Despite the challenges, the BHROD has always been able to fulfill its mandate through Strategic Alignment, Strategic Partnerships, and Employee and Organizational Development.
