Wellington Free Ambulance operates a 24/7 emergency paramedicine service. We also provide clinical expertise to our community through our Patient Transfer Service, Clinical Communications Centre, and Events Medical Services.

We are here for the people of Greater Wellington and Wairarapa, free of charge.

a message from the Chief Executive David robinson Kia ora tātou, Welcome to you, and to all our friends, stakeholders, and supporters, as we acknowledge the achievements from the 2022/2023 Financial Year and set our sights to the future where Wellington Free Ambulance remains free for all.

This past year has seen our healthcare sector continue to face significant demand, with Wellington Free Ambulance responding to more people in need than ever before (pg 4).

What this demonstrates to me is an extraordinary dedication to our patients, and I am incredibly proud of the efforts of the Wellington Free Ambulance whānau in continuing to rise to the challenges this era brings.

However, while faced with the highest demand in our history, I am also conscious of the toll that this can have on the people providing these essential services, reinforcing the need for future-proofed plans and directions, combined with strong collaborations with other emergency services and health organisations.

Shaping this pathway are the goals of our Strategic Renewal (pg 6-18) that focuses on the needs of our patients, the people of our service, and the infrastructure, and financial security needs of Wellington Free Ambulance.

There is no doubt our organisation has achieved some significant things over the last year.

But we must remain future-focused to ensure we’re always there to help the people of Greater Wellington and Wairarapa, and to ensure our team are supported to carry out their essential work in the community.

To the team at Wellington Free Ambulance, I couldn’t be more privileged to be the Chief Supporter of your work and bear witness to the profound impact you have on people every day.

To Dame Kerry, the Board and our Executive Leadership Team, I thank you for the support and continued commitment to our organisation in a time of change.

On behalf of the Wellington Free Ambulance Board, it is my pleasure to present our 2022/2023 Impact Report and reflect on the significant milestones over the last year.

Despite the difficult times and pressures facing our service and the wider healthcare system we operate within, Wellington Free Ambulance remain committed to our community and has delivered on some substantial milestones this year. From the announcement of the build of Wairarapa Station (pg 18), to utilising partnerships with other organisations to keep people safe (pg 6), to working towards fairer and equitable health outcomes for our Māori and Pasifika communities (pg 16).

The Board and I are continuously impressed by the tenacity and resilience of our people across Wellington Free Ambulance in wanting to do the best by their patients.

This is made possible thanks to the continued generosity of all our supporters. From individual one-off donations and regular monthly donors, gifts in Wills, business partners and Support Crew, to trusts and foundations and our transformational ambulance donors.

I would like to acknowledge especially our Cornerstone Partner Julie Nevett and The Lloyd Morrison Foundation for their invaluable support and belief in our people and our services to the community.

STRATEGIC RENEWAL - WHAKAHOUTANGA O TE RAUTAKI PATIENT EXPERIENCE We continue to define and extend our core models of care and response, which enable us to appropriately meet demand within resource levels safely.

Po-neke Promise: Our partnership with NZ Police to keep people safe This year, the NZ Police’s Public Support Unit and Wellington Free Ambulance paramedics worked together through the Pōneke Promise – a coordinated community-driven partnership between NZ Police, Wellington Free Ambulance and Wellington City Council aimed at making central Wellington safe, vibrant, and welcoming.

This coordinated initiative sees a collaborative approach between Wellington Free Ambulance and NZ Police present in Courtenay Place and Te Whanganui-a-Tara’s entertainment district on Friday and Saturday nights to ensure the safety and care of people in our nation’s capital.

By having paramedics alongside police on Courtenay Place and the greater Wellington region, this helps mitigate alcohol-related harm and means people who need medical assistance can receive immediate assessment and treatment, ensuring positive patient outcomes.

This results in substantially fewer ambulances dispatched to Courteney Place for incidents where patients can be treated on scene, with ambulances instead deployed across the region. Through immediate assessment and treatment by the Wellington Free Ambulance crews on scene, this has also seen less people attending emergency departments for minor injuries\illness.

Using innovative health technology to achieve better patient outcomes

Providing individualised patient care is important to the Wellington Free Ambulance team. Due to the unpredictable nature of emergencies, paramedics can often have limited information and access to relevant health records when responding to someone in need.

To improve patient experiences and to enable our crews in providing tailored care to everyone we treat, Wellington Free Ambulance partnered with Tu Ora Compass Health to introduce a patient database tool to our Emergency Ambulance Services – called Conporto. Conporto is a secure, read-only patient information tool that draws information from both primary care providers and hospital records and is accessible from certified devices/mobiles.

Whether working in our Clinical Communications Centre, or in the back of an ambulance treating a patient face-to-face, Wellington Free Ambulance personnel now have access to patient information in real time, including clinical assessments and treatment plans from a range of health service providers.

This innovative health technology improves the way we find and use information, supporting our crews on the road, and enabling a better-connected health sector with patient safety and confidentiality a priority. Most importantly, it plays a vital role in enhancing patient outcomes through better continuity of care due to the shared clinical information. In the first 90 days in our service, almost 1000 patients benefitted from this innovation.

New stair chair offers a better Patient Transfer experience Safety and comfort are always top of mind for our Patient Transfer Officers. To enhance the experience of anyone requiring patient transfers with Wellington Free Ambulance, we recently invested in an electric stair chair based out of our Lower Hutt Ambulance Station that is used across the region.

This stair chair is designed to provide maximum safety and power when transporting a patient up or down stairs and is ideal for Wellington Free Ambulance’s team of Patient Transfer Officers navigating the challenging access some Wellington homes can have.

With several features and options, and the ability to carry patients up to 550 pounds, this stair chair is a benefit to both our patients and Patient Transfer Officers increasing patient safety, ensuring their comfort, and reducing the risk of injury to our crews.

Cyclone Gabrielle: rescue squad and emergency community management response Cyclone Gabrielle arrived in Aotearoa New Zealand’s shores in February 2023, causing a National State of Emergency and significantly damaging several regions across the country.

Cyclone Gabrielle had a notable impact in the Wairarapa, with several communities affected by flooding, and numerous road closures causing the isolation of many rural and coastal towns. Wellington Free Ambulance immediately relocated vehicles and crews to ensure communities impacted by road access issues had emergency medical response available to them. Members of the Wairarapa based crews joined the local emergency response group working to ensure extra resources were deployed where needed.

Following a request for support from our colleagues at Hato Hone St John, we sent nine rescue squad members in 4x4 vehicles to the Coromandel and Tairawhiti region to support isolated communities in this area. The team were deployed for several days and provided a valuable on-the-ground medical response service to communities cut off due to the cyclone.

Cyclone Gabrielle: WFA in the Wairarapa + Present on the regions’ Emergency Operations Centre and Welfare Teams to provide an insight on emergency ambulance capability throughout the cyclone. + Facilitated requests for medications through primary health care and pharmacies, as well as urgent appointments and mental health assessments for those in crisis, to help relieve pressure on the wider health sector. + Arranging medication scripts for those landlocked to ensure resident’s medical needs were met, in collaboration with NZ Defence Force, NZ Police and Upper Hutt Community Rescue. + Attended welfare meetings to provide support and assist with any resident’s medical concerns.

STRATEGIC RENEWAL - WHAKAHOUTANGA O TE RAUTAKI PEOPLE EXPERIENCE We continue to empower our people by focusing on teamwork, improving welfare, and lifting confidence in leadership.

Advancing staff welfare The challenges that come with working in an ambulance service are complex. Combined with the ongoing impacts of a health care sector under pressure, supporting Wellington Free Ambulance’s people has been more important than ever.

Investing in our people continues to be a large focus for Wellington Free Ambulance’s Strategic Renewal.

Wellington Free Ambulance wants to ensure our people have access to support they may need, whenever they need it – whether that’s today, tomorrow or in the future.

Growing on the successes from previous years, further work has been done to strengthen the wellness initiatives available for our people and ultimately advance staff welfare.

Protecting our people by: + Reinvigorating our Peer Support Programme.

This allows our people to connect with someone who shares similar lived experiences in the workplace, and it ensures that our Peer Supporters - who provide confidential support to their colleagues and families/whānau are supported too!

+ Doubling the number of Employee Assistance Program (EAP) sessions. Wellington Free Ambulance staff now have access to six sessions per year, so they can make the most of a free, confidential self-referral service designed to help with personal or work-related stress. + Enhancing our relationship with our EAP provider, Raise Mental Health. Working with them to tailor the approach and guidance they provide that acknowledges the stressors and exposure working in an emergency ambulance service brings. + Encouraging the adoption of professional supervision. This is a regular confidential consultation where patient-facing staff can proactively explore any aspect of life that impacts their work, working on developing issues before more intervention is required. + Creating a safe and open workplace. We have promoted avenues for our people to speak up if they see, hear or experience bullying or harassment in the workplace.

Introducing Wellington Free Ambulance’s newest professional development tool This year saw the introduction of our newest professional learning tool for clinicians across Wellington Free Ambulance – a podcast named WFA CPGs. This monthly podcast is developed to help motivate, inspire and advance clinical professional development amongst our people.

Held by Wellington Free Ambulance’s Medical Directors and leading clinicians, the WFA CPGs podcast is aligned with the NZ Ambulance CPGs that guide all ambulance service professionals in their day-to-day work. Each episode deep dives into different parts of paramedicine practice with special guests, resources, and tips and tricks for Wellington Free Ambulance staff to listen and advance their clinical practice at their convenience.

With almost 1000 downloads from the Wellington Free Ambulance team, and more than 1200 visits to the podcast portal, this initiative was internationally recognised as a finalist in the Council of Ambulance Authorities (CAA) Awards for Excellence in recognition of education improvement and innovation.

Increasing Paramedic Resources

In an ever-evolving paramedicine landscape and a changing healthcare sector, it’s essential that Wellington Free Ambulance is well-equipped to adapt to the needs of our region.

This year has been future-focused on ensuring we have the right people, resources, and skills to respond, with the development of support mechanisms and processes to encourage the growth of our paramedic workforce.

Wellington Free Ambulance continues to build on the strong relationship with Te Pūkenga | Whitireia and their Bachelor of Health Science (Paramedicine) Degree. Our partnership provides budding paramedics with the skills, knowledge, and experience of working within an ambulance service while completing their degree, so they can start their profession with their best foot forward.

This year, we were thrilled to welcome one of the largest graduate paramedic intakes in Wellington Free Ambulance’s history, kickstarting their career in paramedicine with the Wellington Free Ambulance whānau.

The Government also recently announced the addition of several healthcare roles to New Zealand Immigration’s Green List – including paramedics.

This list offers pathways to securing residence in New Zealand for jobs that are in shortage, to attract skilled workers to our country. For Wellington Free Ambulance, this meant being able to open our doors to people across the globe who are eager to move to Aotearoa New Zealand’s shores, in turn welcoming the varying experiences and perspectives that international paramedics bring.

Any international paramedic considering working in our nation’s capital and beyond in the Wairarapa, has a full suite of pastoral care to aid them in the big move – both professionally and personally.

This includes offering financial support, guidance in the visa application and paramedic registration processes, and advice on settling into New Zealand, so they can find their feet easily within the Wellington Free Ambulance family.

“It’s arguably one of the best offices anyone could ever work in. It’s an awesome place in a beautiful part of the world and I get to work in it. In the Wairarapa, there’s an awful lot of experience to draw on, lots of stories to be told, and lots of things to learn from – it’s pretty cool. When I told people what I do for a living, they said don’t go home – stay here. I’ve since been accepted for residency; the news came through this week.”

People experience: Meet Graduate Paramedic Callista This year, we were thrilled to welcome the largest graduate paramedic intake in our history.

Meet Callista, one of those Graduate Paramedics who chose Wellington Free Ambulance as a place to work.

Callista has always had a particular interest towards working in the medical field.

“Although I tried other avenues such as corporate, I always knew deep down I needed something that would challenge my brain and provide more variety.

In my time as a lifeguard, I was exposed to numerous incidents which required first aid. One of the times that stuck out to me was when we had to call an ambulance for an injury. I remember the crew asking me to give them a hand with the patient. In that moment, I knew this was a role I could 100% see myself in.”

The pandemic meant that studying the Bachelor of Health Science at Te Pūkenga | Whitireia looked a lot different. But being a part of the Operational Support Team at Wellington Free Ambulance provided Callista with invaluable experience.

“The slight global hiccup meant online zoom sessions made it difficult to engage and create a routine. Having our student placements cancelled in our first year was rough. But in my final year of study, Wellington Free Ambulance introduced the operational support team as part of the covid response. I was able to make up for lost time and familiarise myself with the other components on the job aside from patient care. This role was also good for gaining further exposure and meeting the team. It was awesome to apply my knowledge I had obtained during my study and incorporate that on the road as well,” she says.

“The consistent professionalism I have seen role modelled through the paramedics that I have worked with has played a major role in helping me to develop my practice. Along with the incredible mentorship I experienced as a student, which played a pivotal role in my decision to work for WFA. I was fortunate enough to work with the same crews on my student placement. They shaped me into the person I am today and how I practice on the road. I wanted to be a part of that, and here I am today.”

One day, while Callista was driving, she received a call confirming that she was going to be a graduate paramedic at Wellington Free Ambulance.

“I was absolutely chuffed. I remember having to pull over as I was driving when I got the news.

I felt both relieved and nervous. I knew I had to get through my final stretch of uni, then all the hard work leading to that point would have paid off.”

There were several things that drew Callista to working at Wellington Free. The crews, the patients we protect. But the most important quality to her was the very reason Wellington Free Ambulance exists: providing free emergency medical care to anyone in the region.

“I respect that we can provide the best quality of care for the patients in our community free of charge. I believe it can make a world of a difference to the families experiencing hardship for their loved ones,” she explains.

STRATEGIC RENEWAL - WHAKAHOUTANGA O TE RAUTAKI OPERATIONAL PERFORMANCE We continue to drive and turnaround performance indicators, meet targets, and implement opportunities for better patient outcomes.

Maintaining resilience to increased demand Since the pandemic arrived on New Zealand’s shores, Wellington Free Ambulance continues to feel the impacts of an increased demand on our services.

As always, our priority has been keeping our people, our patients and community safe. We are committed to remaining versatile to the ongoing impacts of COVID-19, as well as the increased need for our services in an ever-changing health landscape.

Wellington Free Ambulance’s response: + Implementing our Escalation Plan – this fourtiered approach is unique to the needs of Wellington Free Ambulance and ensures our service is fully prepared for any scenario. + Deploying our Operational Support Team – this team provides aid to our Emergency Ambulance and Patient Transfer services during times of pressure, helping protect patients, and support staff welfare. + Adding additional resources targeted to the growing needs of our community. + Adding more Clinical Paramedic Advisor support within our Clinical Hub, to provide tele-triage support and clinical guidance to patients across the region. + A joint awareness campaign with Hato Hone St John urging people to save 111 for emergencies.

Modernising Wellington Free Ambulance’s rostering system Work to update our front-line rostering system is nearing completion, and will see over 300 rostered staff benefit from a more efficient and accessible experience when viewing their rosters, that is also integrated with our payroll system.

Modernising our rosters will enable improved patient care, providing more opportunities to better and more efficiently align our resources to where we’re needed most. Rostered staff using

this new system will be empowered to maintain more work/life balance through an enhanced experience, with this work also supporting the easy movement of staff onto new shift patterns.

By tapping into the latest technology when managing our rosters, this will be vital to help us continue meeting expectations around patient outcomes, as well as improve employee experiences within Wellington Free Ambulance.

Digitalisation of Clinical Practice Guidelines Guiding our clinical practice, and to ensure safe and consistent care for all our patients wherever they are across the motu, is a national document called our Clinical Procedures and Guidelines (CPGs).

This is a collaborative resource used by Wellington Free Ambulance, Hato Hone St John, and air rescue services that provide clinical guidance to ambulance personnel in their day-to-day work.

Historically, these have existed only in a paperback format, accessible in Wellington Free’s ambulances and in our stations. Recently, the CPGs moved to a digital format accessible on the web and in apps called ‘NZ Ambulance CPGs’. Led by Hato Hone St John, this allows paramedics across the country to have the most up-to-date clinical guidance at their fingertips.

By contributing to this digital transition, Wellington Free Ambulance has been able to better support staff, ensure our clinical resources are up to date, and allow for the more frequent review of these guidelines with patient needs in mind.

Reviewing Wellington Free Ambulance’s Shift Patterns

Wellington Free Ambulance has been on a journey to implement a new shift pattern to improve staff wellbeing, manage fatigue, and support changes to our operating model to meet increases in demand for our services.

As a people-centric organisation, this signals a new chapter that will enable Wellington Free Ambulance to empower our staff through more choice. By diversifying our shift pattern we can best respond to our patients, who remain at the heart of what we do.

Over the last 12-18 months, significant work has gone into reviewing, analysing and discussing potential shift pattern options. This included carrying out a study with a sleep expert to identify the shift pattern that could potentially have the most positive impact on staff fatigue and wellbeing, and holding workshops with operational and support teams. We also conducted a pilot where emergency ambulance staff trialled a different shift pattern, as well as starting/finishing at different times.

Work is now underway to implement and embed these changes into our service in late 2023 and early 2024. This vital work was internationally recognised at the Council of Ambulance Authorities (CAA) Awards for Excellence, winning the ultimate ‘Star Award’ for the innovative work undertaken to improve our systems and ways of working.

By investigating the impact and implications of shift work for Wellington Free Ambulance’s people, their families, our patients and the wider community, a proposed direction for Wellington Free Ambulance was developed. This includes adding an additional shift pattern and socially supportive options, with resources allocated to when Wellington Free Ambulance sees the most calls for help.

MA-ori & Equity ŌRITETANGA MANAPOU | EARN WHILE YOU LEARN A key part of our work in Māori & Equity includes the recent development of the Ōritetanga Manapou | Earn While You Learn programme.

By growing and strengthening our workforce – and giving everyone the opportunity to broaden their experience and develop personally and professionally in paramedicine mahi – we can ensure we’re here to help, whatever the emergency.

One of the ways we can do this is by focusing on the development of new workforce opportunities within our communities, in particular utilising community-led solutions to grow our Māori and Pasifika workforce.

Wellington Free Ambulance is here to help all communities across our region. We are dedicated to improving access to health services and achieving positive health outcomes for Māori, through the introduction of our Māori and Equity Programme.

Four key aims underpin this programme: + Whakapiri (Connection) – Developing a knowledge base through data analysis that will inform our work in delivering high quality health care for communities that experience inequity and improved support for our workforce. + Kaimahi (Workforce)– Fostering a more representative workforce that better reflects the patients we serve, while also bringing a tikanga lens to how we work. + Hautūtanga (Leadership) – Empowering staff to gain experience, knowledge, and insight into the importance of providing culturally appropriate care. + Whanaungatanga (Relationships) – Creating a staff advisory group to provide a voice for our frontline into the programme and fostering external relationships with our communities.

Ōritetanga Manapou (Earn While You Learn) is a programme that is being piloted at Wellington Free Ambulance, in partnership with Ngāti Toa Rangatira, Te Aka Whai Ora, Ministry of Social Development and Te Pūkenga | Whitireia.

It is designed to support Māori and Pasifika to become paramedics by removing any financial barriers to enrol in the Bachelor of Health Science (Paramedicine) degree course and giving them the opportunity to gain work experience within Wellington Free Ambulance during their study.

Each year, over 30% of the patients Wellington Free Ambulance provides support for are Māori and Pasifika.

With Māori and Pasifika making up many of Wellington Free Ambulance’s patients, this motivated us to consider how we can best engage with these communities. This includes how we could support an increase in Māori and Pasifika people joining paramedicine as a career choice.

By enabling the growth of Māori and Pasifika in healthcare, and welcoming their tikanga into the way we work, we can better represent communities we serve.

“With Māori and Pasifika being over-represented in health statistics but underrepresented in our workforce, it is important to better balance the two. As a patient, it is always more comfortable when you can receive care from someone that speaks the same language as you, or follows tikanga without having to be prompted, or acutely understands the health issues that Māori and Pasifika face.

STRATEGIC RENEWAL - WHAKAHOUTANGA O TE RAUTAKI ORGANISATIONAL PERFORMANCE We continue to renew progress against an agreed strategy and plan, prioritise and maximise our available resources to secure sustainable levels of funding and deliver critical infrastructure projects.

Public Safety Network This year we welcomed the announcement that confirmed the build of the new Public Safety Network Te Kupenga Marutau is underway.

The Public Safety Network will introduce a vital piece of communications infrastructure that ensures reliable, resilient and secure communications coverage for emergency services across the motu.

Investing in state-of-the-art communications capabilities for Police, Fire and Ambulance will support healthier, safer and more connected communities.

Wellington Free Ambulance continues to support the work happening in this space, alongside partner agencies Fire and Emergency New Zealand, New Zealand Police and Hato Hone St John.

For Wellington Free Ambulance, the Public Safety Network is significant, bringing opportunities to further ensure the safety of our frontline responders, increase our operational resilience, and provides solutions and services that will enable us to continue providing high quality care for our communities.

Our most successful fundraising year With the challenges facing the healthcare sector and the ongoing impacts of the pandemic, never has the support of our community been so important.

As the only free ambulance service in New Zealand, we rely on the generosity of Kiwis across Greater Wellington and Wairarapa to bridge the gap between Government funding (approximately 82%) and the cost of providing our services to the community free of charge - totaling to more than $7million each year.

By choosing to give to Wellington Free Ambulance, supporters are choosing to fund essential frontline resources like ambulances and first response vehicles, defibrillators, stretchers,

and other vital equipment that our frontline teams need to save lives. This year was the most successful fundraising year since Wellington Free Ambulance’s inception, with our community contributing over $9million to our services.

While we continue to be positively overwhelmed by the kindness of those who donate to our services, this strengthens our position that our ethos of free care to all shouldn’t be solely reliant on the generosity of the public. In such a busy and challenging era, we remain committed to engaging with our funders to ensure what Wellington Free Ambulance receives best reflects the services we provide to our nation’s capital and beyond in the Wairarapa.

Building a state-of-the-art ambulance station in the Wairarapa This year, Wellington Free Ambulance announced a $7million investment in the Wairarapa community through a purpose-built ambulance station. The station will become the permanent base for the 30+ emergency response crew, patients transfer officers and rescue squad members who serve the Wairarapa region.

Wairarapa Station will be based in Masterton, on the corner of Queen and Russell Street. With the largest population across the region, and a central location, this will ensure our crews can reach even the most remote areas of the Wairarapa.

Wellington Free Ambulance is the only emergency ambulance service covering the 8,423 kilometres of vast landscape of the Wairarapa region. Wellington Free Ambulance also provides a patient transfer service and supports key events in the community with event medical services.

For the South Wairarapa, Wellington Free Ambulance’s Greytown Station based at Five Rivers will remain a key base for emergency ambulance services.

From Mount Bruce down to the Coast we are here for people across the region. WAIRARAPA STATION FEATURES + Built and designed to withstand a greater level of seismic shaking than ordinary commercial structures, known as IL4 standards. All Wellington Free Ambulance operations will be located at this base if regional services are compromised. This will be a safe space for the entire region in sthe event of a civil emergency or natural disaster. + State-of-the-art facilities for the 30+ emergency response crew including paramedics, patient transfer officers and rescue squad members who support the Wairarapa Community: •

CONSUMER AND FAMILIES’ COUNCIL REPORT

Consumer Council Report To improve the services we provide, we need to listen to our consumers and their carers to understand their thoughts, feelings, and experiences with our service. The Consumers Council allows for positive changes to our services and the health outcomes of all our communities, through using an open, honest, and collaborative approach with consumers and their carers.

Kia ora koutou, Since its inception in 2019, the Consumer Council has been here to support Wellington Free Ambulance as they deliver services to the Greater Wellington and Wairarapa Communities. The Consumer Council is committed to support Wellington Free Ambulance in its efforts to work towards Pae Ora as outlined

by Te Pae Tata.

The Kaupapa of the Consumer Council is to represent all consumers as we provide insight, input and ideas into all aspects of Wellington Free Ambulance.

For the 2022/2023 year this has included: + Welcoming new Co-Chairs and a new Consumer Council Member. + Participating in reviews where there has been an adverse event or negative outcome.

The consumer perspective is vital to ensure we can learn and continue to improve service delivery. + Providing advice and feedback during the development of the Equity of Response Dashboard. + Providing consumer feedback during the fleet review. + Contributing with the development of the Wellington Free Ambulance Clinical Roadmap. + Listening to the community and providing feedback to Wellington Free Ambulance. + Reviewing data through a consumer lens including performance trends, patient experience data, complaints and reviews.

In the next year, we hope to see further progress as the Consumer Council and Wellington Free Ambulance continue to work together and build on previous success.

Families’ Council | He whA-nau puA-wai Report The Families’ Council - He whānau puāwai belongs to all families, whānau and friends of employees at Wellington Free Ambulance.

He whānau puāwai was founded in 2018, so that families of Wellington Free Ambulance staff have a voice on matters which affect them, and their family members. The main focus for the Families’ Council is to improve life at work and at home for Wellington Free Ambulance staff and their families/whānau.

Kia ora tātou, This year, the Families’ Council has focused on its purpose and direction to ensure that it can continue to meet the needs of Wellington Free Ambulance’s families and the organisation.

Two events were held at Wellington Free Ambulance’s Porirua and Greytown Stations, as well as the distribution of an online survey, as an opportunity to meet and connect with families and hear about their experiences as the whānau of Wellington Free Ambulance staff. Valuable feedback was gathered with several key themes emerging that also highlighted opportunities for the Families’ Council and Wellington Free Ambulance to better support families in future. This includes connection and engagement, rostering and resourcing, impact on family life, and family wellness.

The Families’ Council is committed to working with Wellington Free Ambulance to improve the experience for families and staff, and we look forward to connecting with ongoing programmes of work that intersect with and address the needs raised by families.

THE LLOYD MORRISON FOUNDATION HEARTBEAT PROGRAMME Every week, an average of four to five people suffer a cardiac arrest somewhere in Wellington and Wairarapa (Out-of-Hospital Cardiac Arrest Report). It can happen to anyone, at any time, which is why it is important every New Zealander knows how to do CPR and use an AED. Wellington Free Ambulance provides community CPR training free of charge through The Lloyd Morrison Foundation Heartbeat Programme, where we teach families, schools, businesses, and community groups crucial CPR skills that can help them save a life.

We are also one of the major suppliers of AEDs across Greater Wellington and Wairarapa. The Lloyd Morrison Foundation Heartbeat Programme looks after their registration, installation, and maintenance – so that if a sudden cardiac arrest should occur, the public can easily access them 24/7.

HEARTBEAT’S IMPACT IN 2022/2023: + 5,279 people were taught CPR: •

5-90 years age range.

1,284 secondary school students.

+ 209 CPR training sessions were held, including: •

92 businesses/workplaces.

84 community/sport groups.

Since 2015, the ongoing support of Julie Nevett and The Lloyd Morrison Foundation has had a huge impact across the region. This includes funding the Heartbeat Programme, the ongoing maintenance of WFA AEDs in the community, and the annual donation of a fully-kitted ambulance used for emergency responses in the region.

For equipping our community with the essential CPR skills that can help them save a life, we cannot thank Julie Nevett and The Lloyd Morrison Foundation enough.

The Lloyd Morrison Foundation Heartbeat Programme: Karl’s story of survival

Pictured middle right is Karl. Alongside him are Wellington Free Ambulance paramedics and Fire and Emergency NZ, as well as bystanders from Fergs Kayaks, Wellington Indoor Sports, and his teammates - all who helped save his life.

A happy constant in Karl’s life is his love for football. One day whilst playing football as he had hundreds of times before, everything changed.

“We had just finished a game and I was walking off the field. It was a few minutes after the game had finished and I felt as though I was getting tired and not recovering. The last thing I remember, was thinking, ‘I don’t want to fall and hit my head on the concrete floor’. I got down on my hands and knees and was looking at the floor. It was the last thing I remember seeing,” Karl recalls.

Karl didn’t know it yet, but he was having a sudden cardiac arrest.

When Karl’s teammates saw him lying on his back, gasping for breath and changing colour – they knew they had to act, and fast. Karl’s teammate Jo made the emergency call to 111, with Orla looking for the nearest available AED. Thankfully, a nearby Shed 1 staff member knew how to perform cardiopulmonary resuscitation (CPR), and quickly began chest compressions while 111 was called.

“Had it been one of my friends, I wouldn’t have known how to save them. But because they knew what to do, they saved me,” Karl explains.

“Because of the AED, my friend’s and other bystander’s CPR and the response of the paramedics, I was given the best chance possible.”

While Karl cannot remember any interactions with paramedics that day, he remains grateful to the combined effort by his peers and paramedics that saw him safely transported to hospital just five days before Christmas.

“We, as a city, are just so lucky to have Wellington Free Ambulance and I’m just so happy to live in Wellington and have Wellington Free Ambulance’s services available for the wider region. It’s both critical and reassuring,” he says.

As a cardiac arrest survivor who benefited from the use of an AED, Karl was able to participate in the Stryker Forward Hearts Programme that provides every survivor with the opportunity to place a free AED in a community space.

Karl has chosen to place his AED at the Village Hall in Paekākāriki, ensuring 24/7 access to this life saving device for anyone in the community and surrounds.

“I feel great driving down the road and it’s right there in front of you. Everybody in the village will know that it is there. We’re the kind of village, that if something happened, someone would be able to grab that and somebody else would be saved,” Karl says.

Karl has since taken part in one of Wellington Free Ambulance’s Heartbeat CPR Training sessions, provided free of charge thanks to The Lloyd Morrison Foundation. Now, Karl’s equipped with the vital skills that helped save his life, so should a sudden cardiac arrest strike, he can be there to help someone else.

FUNDRAISING AND COMMUNITY HIGHLIGHTS 2022/23 saw a record year of fundraising performance for Wellington Free Ambulance. The strategic approach to engaging and working with our community who are also committed to keeping our services free resulted in over $9million donated.

We are proud and humbled by the range of support we received. Gifts both large and small make a difference and we are grateful for each and every one, especially as the cost-of-living pressures continue to impact our community. The huge support Wellington Free Ambulance receives is a testament to the mana in which our service and our team is held across Greater Wellington and Wairarapa, saving and changing lives every day.

Wellington Free Ambulance continues to focus on the seven streams of giving ensuring we provide a variety of ways for our community of supporters to be involved and donate.

AMBULANCE DONORS We were fortunate to launch eight fully-kitted, state-of-the-art ambulances during 2022/23. This is thanks to the generosity of eighteen families, individuals, businesses and trusts who donated an entire ambulance, or supported funding an ambulance.

A fully-kitted ambulance costs just over $300,000 each and these donations ensure our crews have the vehicles they need to respond to our community.

GIFTS IN WILLS Wellington Free Ambulance received 47 gifts from people leaving a gift in their Will in 2022/23 with a total value to our service of over $2.4 million.

We would like to acknowledge the special people who give back to the Wellington and Wairarapa communities in one of the most generous and heartfelt ways – by choosing to leave a gift to Wellington Free Ambulance in their Will. By remembering us in this way, they ultimately help save and change lives for generations to come.

TRUSTS AND FOUNDATIONS Each year Wellington Free Ambulance applies to numerous trusts and foundations for a range of purposes. This can be to fund essential equipment like ambulances, RSI packs, defibrillators, or specialist rescue equipment, as well as general funds to keep our services free. In 2022/23 Wellington Free Ambulance received over $1.37million from t his important giving stream. This figure does not include funding towards the Wairarapa Station build.

COMMUNITY FUNDRAISING EVENTS Onesie Appeal 2022 – 270 schools, businesses and individuals signed up to support our Onesie Appeal this year, raising over $200,000. Our thanks go to our Onesie Principal Partner - Summerset Group Holdings - for donating $40,000 towards this appeal, and to our outdoor media partner Go Media.

A huge thank you to our Regional and District Councils who also contribute annually to ensure the communities across Greater Wellington and Wairarapa continue to be supported free of charge

OUR BUSINESS COMMUNITY AND SUPPORT CREW We are grateful to hold long-standing relationships with a number of businesses across our region who regularly support our work. During 2022/23 we welcomed 18 new Support Crew businesses onboard, bringing the total number of Support Crew across Wellington and Wairarapa to 40.

REGULAR GIVING AND DIRECT MAIL FUNDRAISING During the year we received regular donations from around 1,400 people who give on a regular basis to ensure a valued pipeline of funds for our services.

We are hugely grateful for this ongoing commitment.

In 2022/23, our three direct mail campaigns generated donations over $660,000. Two of these campaigns were for general funds which is vital to keep our services uniquely free, and one campaign was to help us purchase six new powered stretchers.

We are so thankful to the wonderful patients that shared their stories with us to use in direct mails like baby George and Mr Speechly. By sharing your story, you allow us to show the impact of your support on our service and the community.

KEEPING IN TOUCH WITH OUR COMMUNITY ON SOCIAL MEDIA Social media is a fun and engaging way to keep in touch with our community. During 2022/23 our three main platforms showed excellent growth and reach, helping people to understand our work and reinforce the important role we play in the community.

WAIRARAPA STATION BUILD 2022/2023 saw the launch of an ambitious capital campaign to raise over $3million to support the build of Wellington Free Ambulance’s Wairarapa Station.

The fundraising strategy was launched in the Wairarapa on 30 January 2023, and we have seen exceptional support from all our communities to date. All donations raised in the Wairarapa stay in the Wairarapa as part of this campaign, with our Wairarapa Ambulance Station built for the community, by the community.

OUR FINANCIALS COMPLIANCE STATEMENT Presented on pages 26 to 31 are the Summary Financial Statements of the Wellington Free Ambulance Group (“the Group”) for the year ended 30 June 2023 which were extracted from the Consolidated Financial Statements and were authorised for issue by the Board Members on 16 October 2023. An unmodified audit opinion was issued on the full Financial Statements for the year ended 30 June 2023 on 16 October 2023.

The Consolidated Financial Statements of the Group, have been prepared in accordance with New Zealand Generally Accepted Accounting Practice and they comply with “Not-For-Profit (NFP) accounting standards as appropriate” for a Tier 1 NFP. SUMMARY CONSOLIDATED STATEMENT OF SERVICE PERFORMANCE FOR THE YEAR ENDED 30 JUNE 2023 OUR VISION To be the best little ambulance service in the world.

OUR PURPOSE To support the wider Emergency Ambulance Service to improve outcomes for New Zealanders.s.

OUR MAHI Wellington Free Ambulance operates a 24/7 emergency paramedicine service. We also provide clinical expertise to our community through our patient transfer service, clinical communications centre and events support. We are here for the people of Greater Wellington and Wairarapa free of charge.

At the end of 2022 Wellington Free Ambulance undertook a Strategic Refresh. This saw a refocus on four priority areas, namely: 1. People Experience - Lift staff engagement through teamwork and trusted leadership.

2. Operational Performance - Achieve performance and patient outcomes.

3. Patient Experience- Extend core models of care.

4. Organisational Performance - Achieve financial sustainability and deliver critical infrastructure projects.

The Statement of Service Performance (SSP) describes what Wellington Free Ambulance (WFA) has achieved throughout the reporting period to deliver on its broader aims and objectives. Operational performance, patient experience and organisational performance have been identified as key areas of focus as to ensure we are able to meet our vision of being the best little ambulance service in the world.

WFA is primarily funded through the National Ambulance Team (previously called NASO). The Ambulance Team commission emergency ambulance services on behalf of Te Whatu Ora and the Accident Compensation Corporation (ACC). In preparing the SSP, we have focussed on key measures that we report quarterly to the National Ambulance Team for Operational Performance and Patient Experience. These measures are considered important indicators of performance to the Ambulance Team.

We have also included Organisational Performance measures within the SSP. These measures are considered important to ensure the ongoing sustainability of Wellington Free Ambulance. As part of the Wellington Free Ambulance Group, the Wellington Free Ambulance Service Trust holds an investment portfolio.

The safeguarding of these investments remains an important part of ensuring the long-term financial sustainability of WFA. A full disclosure of the SSP can be obtained on the Charities Services website. For the purposes of the Summary Consolidated Statement of Service Performance, we have focused on the 2 key measures that we report quarterly to the Ambulance Team for Operational Performance and Patient Experience.

MEASURE

Response times are an obvious and important measure for an Ambulance Service, however there are many factors that influence these, some of which are external and complex in their nature. These include the impact of consistently increasing demand and the changing demographics leading to increasing pressure across the health system, including primary care and hospital emergency departments. This has increased the job volume, complexity, and demand for ambulance services, in addition to the impact of the Pandemic and unusually high winter pressure demand. A highly competitive employment market with skills shortages and intense international competition for paramedics alongside the registration of the profession has seen significant challenges with the recruitment and retention of staff. We are constantly striving to ensure that we meet expected response times, and we are working on ways to adapt our service to ensure we are able to safely meet increased community need.

2. PATIENT EXPERIENCE - EXTEND CORE MODELS OF CARE We need to define and extend our core models of care and response, which enable us to appropriately meet demand within resource levels, safely.

A very pleasing result with positive patient experiences being higher than target. In addition, demand management of 4.65% is above target. By resolving calls by clinical telephone advice, this is the most effective way of relieving pressure not only on frontline ambulance employees but also on emergency departments.

Event Medical Services: Here for you at community events across Greater Wellington and Wairarapa You may recognise us by our lights and sirens, but our Event Medical Services is a central part of Wellington Free Ambulance’s work, with our Event Medics keeping you and your whānau safe and well-cared for at high profile events across Greater Wellington and Wairarapa.

From concerts and festivals, to marathons and significant sport games, our Event Medics are on the sidelines ready to help. They provide First Aid for various injuries and sudden onset of health problems during these events, and immediate emergency medical care, attending 480 events in the last year.

HOW I BECAME AN EVENT MEDIC FOR WELLINGTON FREE WAS… I learnt about Wellington Free from my Wellington Emergency Response Team members.

As a volunteer group, we respond to local or national civil defence disaster emergencies.

Some team members joined Wellington Free to support the cause and improve our First Aid skills.

This way, we are helping the community through Wellington Free and staying current and wellprepared for major disasters.

I’M AN EVENT MEDIC FOR WELLINGTON FREE BECAUSE… I like to give back and make a difference in my local community, and volunteering with Wellington Free is perfect for doing that. I also get to meet a fun bunch of people that live by the same values and are willing to spend their free time helping others.

MY MOST MEMORABLE EXPERIENCE AS AN EVENT MEDIC WITH WELLINGTON FREE AMBULANCE HAS BEEN… Attending local sports events like roller derby or speedway. It’s great to see the determination and passion of the players and the fun and support from their families and communities.

WHEN I’M NOT AN EVENT MEDIC FOR WELLINGTON FREE AMBULANCE, I… I work full-time as geotechnical engineer. I like to spend my free time with my husband and two cats working in our garden or enjoying nature while hiking or biking.

Care starts here with Clinical Communications: Meet award-winning emergency call-taker Claire

Claire has been working at Wellington Free Ambulance since 2008, working with a dedicated team in our Clinical Communications Centre who answer emergency 111 calls, as well as nonurgent calls from medical centres and hospitals.

Over her 14-year career, and countless calls later, there is one that stands out. It was also the very one that saw Claire receive the prestigious Australasia NAVIGATOR Dispatcher of the Year award in November 2022.

She was also internationally recognised as Australasia’s Dispatcher of the Year this year.

Get to know more about Claire and her commitment to her patients below.

“It was a Fentanyl overdose,” says Claire.

“I remember it happened in the afternoon.

The patient’s partner rang, told me he had taken Fentanyl and was not awake. After some questions we established that he wasn’t breathing.”

“Before I joined Wellington Free, I ran a sign-writing business with a partner. I had no medical background at all, but I grew up in a family who all worked in emergency services. My grandfather, uncle, dad, and brother have all been fire fighters,” says Claire.

One day, Claire saw an advert in the Hutt News for Emergency Medical Dispatchers, and never looked back. She still remembers her first day at Wellington Free Ambulance fondly.

“I’d had no sleep the night before. I was so nervous, and my stomach was doing loops. But once I arrived, been introduced to everybody and started my training, I relaxed,” she says.

“It can be quite daunting when you first get in that seat and start taking calls. There’s a lot of responsibility on your shoulders, and it’s difficult to come to terms with the fact that you have peoples’ lives in your hands. We must get so many things right. I felt a lot of pressure.”

“I needed the caller to get her partner onto the floor and start giving CPR. However, their children were watching and trying to climb on their dad’s chest.

I needed to distract the children, so I told the older child to go and help with the baby. You can quickly and easily die from a Fentanyl overdose. I needed to make sure the CPR was being performed correctly.”

“The patient was in a very remote spot, nearly an hour by road. We needed to send our paramedics in a helicopter as it would have taken too long to get there by ambulance. I talked the caller through giving CPR and stayed on the phone giving instructions for about 25 minutes,” recalls Claire.

“When our paramedics arrived, they administered a Fentanyl antidote - and he sat up and started talking immediately.”

“I am really proud to have won the award, but I’m still just doing my job!” says Claire. “The fact that my peers took the time to nominate me – that means more to me than anything.”

A message from the Patron wayne norwood

This year was a momentous one for Wellington Free Ambulance, with our organisation celebrating 95 years of service to the community in November 2022. Our inception began in 1927, when the Mayor of Wellington at the time - Sir Charles Norwood - came across a man injured and cold on the footpath, unable to get an ambulance to take him to hospital.

As Sir Charles laid his coat on the man, he was inspired to start the uniquely free emergency ambulance service we have today.

As we look back on the highlights of the last year, and the incredible legacy Wellington Free Ambulance has in the Greater Wellington and Wairarapa region over 95 years, our Patron Wayne Norwood has some final thoughts to share: As the grandson of Wellington Free Ambulance’s Founder – Sir Charles Norwood – I am extremely proud of the way Wellington Free Ambulance continues to provide high quality care to the people of Greater Wellington and Wairarapa, free of charge.

Providing medical care to anyone, at any time, is the foundations Wellington Free Ambulance was built on. This ethos remains strong to this very day and is unique only to the people of Greater Wellington and Wairarapa.

I couldn’t be more privileged to carry on my grandfather’s legacy, and to stand behind a team of incredible people that live his values each and every day. Since I accepted the role of Wellington Free Ambulance’s patron in 2021, I am often left in awe by the steadfast commitment of our small – but mighty – ambulance service in protecting people across the place I call home.

The Norwood family will continue to advocate for New Zealand’s only free ambulance service with love and pride, and I know you will too. Because together, we share the same beliefs of my grandfather – making sure we keep the free in Wellington Free Ambulance.
