he State Government has announced it is selling vacant land that was part of the State Records site in Kingswood as part of the new Caddens Release area. Minister Assisting the Premier on Western Sydney, Stuart Ayres (pictured) and Minister for Finance and Services Andrew Constance said that 13.5 hectares of vacant land will be sold, including a vacant State Records site with frontage to O’Connell Street, and adjoining land owned by Urban Growth NSW. “This is an exciting opportunity for a developer to acquire and develop prime land for housing in western Sydney,” Mr Ayres said. “The Caddens Release Area is a growing area near the Penrith city

centre. It has already delivered a range of lot sizes and quality urban spaces which will provide a high level of amenity for residents moving to the area.” Urban Growth NSW is delivering key road infrastructure to support and unlock development potential for other parties within the Caddens Release Area. The site has access to services and multiple transport options including direct access to the Great Western Highway, the M4 and train stations. Mr Constance said the NSW Government is committed to driving efficiencies and ensuring State-owned land is used more effectively or divested to benefit communities. “Recycling non-core Govern-

ment property assets continues to deliver results for the people of NSW,” Mr Constance said. “In addition to potential development benefits, the project will also deliver significant sale proceeds for the State to be reinvested in essential services.” And he suggested more opportunities would arise, too. “Government Property NSW will continue to identify surplus and under-utilised properties to ensure State-owned land is put to best use or relinquished,” he said. overnment support and incentives offered to first home buyers are clearly not working, according to Slater & Gordon’s Conveyancing Works, who are calling on a review of current assistance programs. According to the company, first home buyers are increasingly being priced out of the market by investors due to a lack of sufficient support. Slater & Gordon’s Conveyancing Works General Manager Lee Bailie (pictured) described the rates of first home buyer loan approvals as “worryingly low”. “The latest ABS statistics show only 13.2 per cent of loan approvals in January were to first home buyers, with investors still accounting for 38.5 per cent of new mortgages,” Mr Bailie said. A recent survey conducted by the firm showed that a majority of Australians believed that 25 to 30 per cent of their monthly income is a reasonable amount to spend on a mortgage, with 15 per cent of those surveyed saying 10 per cent or less and around the same amount suggesting they would pay more than half of their income. “But the latest census data paints a very different picture,” Mr Bailie said. “In 2011 the median monthly mortgage repayments, compared

with the median monthly household income indicates the average Australian was paying approximately 36.5 per cent of their wage on their home loan. “What all of this is telling us is that governments need to look at what is in place to encourage first home buyers into the market and what more they can be doing.” He said that the success of support services, like the first home owner’s grant, often depend on the financial input of the Government at the time. “We need to see a genuine review of and discussion around what does and doesn’t work,” he said. “It may be around incentives such as the first home owner’s grant, abolishing stamp duty for first time buyers or assistance around deposits such as enabling first home buyers to access their Super. “But it also needs to be supported with discussion and initiatives around urban planning and infrastructure to encourage and support first home owners into the market. “Otherwise we are going to see a situation where potential first home buyers will never, in fact, own their own home.” In New South Wales, eligible purchasers are provided with exemptions from transfer duty on new homes valued up to $550,000. Concessions are available for homes valued between $550,000 and $650,000. Those building a new home are also eligible for grants, with a $15,000 grant currently in place for first home owners purchasing a new home. The scheme will reduce to $10,000 in 2016. But the problem is that many first home owners aren’t in the market for brand new homes, and are looking in older suburbs with lower price ranges.

The full release of Positioning for Prosperity? Catching the next wave, the third in Deloitte’s ‘Building the Lucky Country’ series, analyses growth prospects across all major parts of Australia’s economy.

NSW Managing Partner of Deloitte, John Meacock, said: “Not only are global markets shifting, but so too is the nature of the Australian economy, and both these big drivers of future prosperity are changing in ways that play to NSW’s strengths”. In fact NSW is ahead of the nation in more than half of the new super-growth sectors identified by Deloitte – meaning the state is well placed for future prosperity. And if a new airport in western Sydney gets the nod, there will be the potential to unlock even more prosperity through its impact on tourist flows and regional development, unwinding some of NSW’s lost market share within Australia as the destination of choice for world travellers coming to our shores.

“Our analysis shows the potential for NSW to make the most of the trends transforming the nation over the next two decades. It won’t be easy, but the state is in a great position to make these opportunities count,” continued Mr Meacock. The latest analysis from Deloitte identifies new growth clusters (see table above). The largest of these is at the heart of the collision of megatrends such as rising life expectancies, rising relative health care costs and tightening public sector health budgets. That is where the biggest opportunities lie – both nationally and for NSW. Opportunities in sectors such as residential aged care, retirement living and leisure, community and personal care, and preventative health and wellness will be at the head of the pack in terms

of growth for NSW. There will also be growing demand for new products from the finance sector amid both a surge in the assets of older Australians, and the need for them to finance greater health and lifestyle spending. Similarly, as Australia’s largest financial centre, Sydney will see much of the coming growth in the finance sector as trade flows lift to accommodate rising demand from emerging Asia. Even better, some of the best new opportunities for NSW also happen to be in lower-risk areas where the state can build on its traditional strengths, rather than develop new industries from scratch. NSW is also a leader in information and communication technology (ICT), and parts of this sector will grow to provide new technologies and systems to fuel the next boom as Australia looks to meet surging demand for our exports from emerging Asia. While clean coal technology remains elusive – at least at low cost levels – its potential to boost the value of NSW’s huge thermal coal reserves is considerable. Ongoing environmental concerns surrounding coal are increasingly hampering the sector’s growth, but if advances in technology are able to address those concerns, renewed demand for coal could lift the fortunes of the state’s mining sector. “The benefits of affordable clean coal technologies to NSW would be nearly one-and-a-half times what they are to the nation as a whole,” Mr Meacock said. Finally, Deloitte examined smaller growth pockets where the ability to sell into world markets has the potential to turbocharge growth. Here the best opportunities for NSW lie in adapting to rapid technological change.

The home was built in 1823 and was situated near the Mulgoa Road entrance to Glenmore Park. In February 1990, the estate was officially opened by Premier Nick Greiner. When the land in Glenmore Park was released to the public for sale, there was an overwhelming demand for home sites. o I find myself sitting in my office on a Sunday night pondering over what should I say about Glenmore Park. It’s quite simple really, I really enjoy living and working in Glenmore Park. Bits&Pieces The Genworth Homebuyer Confidence Index decreased slightly by 1.6 points from September 2013 due in part to a decline in confidence in the first homebuyer segment and cost of living pressures for mortgage holders. The Index, based on a survey of over 2,000 consumers, looks at the proportion of monthly income borrowers use to service debts, their repayment history over the last 12 months and expectations for the next 12 months. According to Mortgage Choice’s inaugural 2014 Money Survey, men and women are largely divided when it comes to answering the question of “who wears the financial pants?”. The survey, which canvassed the opinions of more than 1,000 Australians, found 45.4 per cent of respondents believe males control the household finances, while 47.4 per cent think women run the show and 7.2 per cent say ‘other’ (or both genders). Unsurprisingly, the majority of male

It’s not every day that a homeowner encourages the sale of their property by throwing in a vintage Porsche. But that’s exactly what happened to Heather Montemayor of Ray White Semaphore when loyal clients asked her to sell their third property for them in a rush. The South Australian saleswoman had sold two previous

properties for them in earlier years. She’d sold both within a week. When they had relocated to Queensland temporarily for work and had wanted to sell the property at 19A Riverina Street in Largs North back in 2012, she recommended they retain it as the market was soft. But in February this year, with short notice, the vendors announced that they were moving to Queensland permanently for work and gave Heather the ultimate challenge. “Sell the property in a week, for the price we want and the Porsche is yours,” they told her, tongue in cheek. The immaculate 911SC Targa 1978 original has had only three owners. The property was listed on a Saturday in February and had 20 interested parties through the first inspection. Following the inspection seven offers were made. One particular British couple loved the property. million – $150,000 over reserve. The auction, which was undertaken by local Scott Dalton of Property Auction Services, had 15 registered bidders and was sold to a local family. Taking planning to the next level Forget trawling through stacks of paper. Tracking Development Applications is about to be made a lot easier thanks to State Government funding

SW Planning and Infrastructure Minister Brad Hazzard recently announced $1 million in grants for councils to bring planning online. “It’s all about making the system simpler, smarter and easier to understand,” Mr Hazzard said. “Whether you’re putting a second storey on the family home or extending the local surf lifesaving club, ePlanning takes the headache out of planning by making it easy to lodge and track development applications with a click of the mouse.” Mr Hazzard said the grants will 24

be delivered to councils to ensure they can provide the service. “The $1 million in grants will help councils buy new software that allows the community to track applications online,” Mr Hazzard said. “Users will be able to monitor the progress of their application and to view up-to-date information on development applications in their neighbourhood on council websites. “It’s about hitting the delete button on the old, cumbersome and time consuming paper system and hitting enter on a fast, simple, online planning system

that is available 24 hours.” Recently released local development performance figures show councils are increasingly taking advantage of automated processes and web-based tools to make local planning easier and more efficient for the community. Penrith City Council does have an online tracker for Development Applications that is generally easy to use. “Unfortunately not all councils in NSW have an online tracking facility. That’s why the NSW Government is providing $1 million in grants to the 77 councils without Application Tracking

to support its continued roll-out across the state,” Mr Hazzard said. Mr Hazzard said ePlanning speeds up the assessment process for both the community and councils. “When applications are submitted back to council with the right information assessments are completed quickly and efficiently saving both residents and councils time and money,” he said. Funding will be available to the 77 NSW Councils that do not currently have online application tracking software, ensuring that all councils in NSW have this ability moving forward. Rates on hold again

At its third meeting of 2014 the Reserve Bank of Australia (RBA) announced the cash rate will remain at 2.50 per cent for the seventh consecutive month. Loan Market director Mark De Martino said that consumers would continue to benefit from low interest rates and suggested those looking to purchase should take a hard look at getting into the market while rates were at a record low. “With the Aussie dollar surging back to 92 cents this week, we may

start to see increasing speculation that the RBA will have to lift rates to protect the economy,” Mr De Martino said. Mr De Martino said that lenders were responding to the rate inactivity with a variety of incentives to attract new customers and the competition in the fixed rate space was particularly rivalrous. Mr De Martino suggested

that consumers looking at taking up a fixed rate take a hard look at some of the products on offer right now, as it might be the perfect time.
