We are working to support our partners, their communities, and the natural world we share.
Legence is a legion of companies with best-in-class craftspeople, consultants, contractors, engineers, and professionals working in tandem to foster a sustainable future by championing building efficiency today. Through our work we strive to radically improve the performance of the built environment at speed and scale.
We are laying the groundwork for our own sustainability program, beginning the process by standardizing a level of excellence across our companies from health and safety, environmental performance, and good governance, to diversity, equity, and inclusion (DEI), and career development. We are innovative, we are passionate, and we are walking the talk. That is why our mandate is to elevate our people and processes.
Safety is at the heart of our strategy because we’re a people business. Especially when we’re on construction sites every single day, whether we are wearing a hard hat and welding pipe, servicing equipment, conducting a building energy audit, or bending sheet metal, we’ve got to be safe. It’s simply non-negotiable. We have started collecting data to map our environmental performance through a Greenhouse Gas (GHG) Inventory and set forth a roadmap to get to Net Zero by 2040. Our career development pathways are upskilling our workforce to be leaders in the industry, and we are outlining strategies to foster and promote DEI throughout our companies.
Our governance approach, led by our Executive Leadership Team, places emphasis on strong policies, collaboration, and transparency. This three-pronged approach of environmental, social, and governance (ESG) strategies helps us win every day. On jobsites, in our design studios, and during client interactions, we are putting our roster of change-makers and subject matter experts into practice.
Throughout this inaugural Sustainability Report you will see how we internalize our mission to improve the performance of the built environment and we are eager to continue to share our progress year after year. 2022 Cleanie Awards®
Black Bear Energy’s Manager of Analysis, Savannah Whitfield, and Vice President of Client Operations, Victoria Stulgis, were selected as finalists for the Cleanie Awards, a program focused on celebrating people and brands that deliver on the promise of a clean energy future.
Savannah Whitfield was awarded the Champion in Diversity, Equity, and Inclusion (DEI) Award with a Gold rating in the Individual category. This award recognizes her efforts for leading DEI initiatives and founding the Society of Black Solar Professionals (SBSP).
Victoria Stulgis was a nominee for the Rising Star award, which recognizes young and mid-career professionals who show exceptional leadership within the industry of clean energy.

2022 ASHRAE National Technology Awards
CMTA is the all-time leader in ASHRAE National Technology Awards, an annual, international competition recognizing individuals who apply creative design solutions within their projects, which are judged on occupant comfort, indoor air quality, and energy conservation. In 2022, CMTA was awarded seven awards, an all-time company high, for projects ranging from K-12 education to university life sciences, hospitality, community, and healthcare.
2023 Best in Building Health Ambassador of the Year Award
RE Tech’s Scarlett White was selected by the Center for Active Design for the Best in Building Health Ambassador of the Year Award for her work in advancing the healthy building movement and certifying the most Fitwel projects in 2023. Legence celebrates Scarlett’s dedication to healthy building design, and we commend her leadership.

Deborah Cloutier, Legence’s Chief Sustainability Officer and RE Tech’s Founder and President, was honored by Entrepreneur Media on their annual 100 Women of Influence list. We pride ourselves on safety, it is a practice ingrained throughout our business units and a promise we keep by supplying our teams with industry leading tools, equipment, benefits, and protocols. Safety starts with our leadership and flows into our day-to-day operations. At our facilities, we promote occupant health through improved indoor air quality, access to daylight and natural ventilation, health and wellness amenities, as well as healthy building materials and furnishings. Many of our business units also have a dedicated safety lead to facilitate safety initiatives onsite while our Legence-wide safety communication plans help drive our safetyfirst culture and instill best practices throughout our operations.

Safety is fundamental to every business decision
Best-in-Class Safety Task Force
Safety for all requires a collaborative team approach.
We created a Best-in-Class (BIC) Safety Task Force to act as a foundation for driving safety initiatives and their implementation across our legion of companies. In early 2021, we ran a BIC Safety Task Force study across Legence to understand how our organization as a whole can provide a best-in-class safety environment to our 4,000+ employees. To lead this Task Force, we hired a Director of Environmental Health and Safety (EHS), Zach Gill, whose focus is to deliver on our commitment to safety. To date, we have launched three safety initiatives aimed at lowering incident rates for our most vulnerable employees, those within their first two years of employment.

Investing in Safety
Whether our people are working in the office, on a job site, or anywhere in between, safety is our number one priority.
HARD HATS TO HELMETS
Legence provides premium, high-quality personal protective equipment (PPE) to our business units. We recently upgraded our team members’ traditional hard hats to new helmets complete with better shock absorption and fittings. The cost of more advanced hard hats is well worth the investment to ensure our people are safe.
INCLUSIVE SAFETY PRACTICES
Legence is determined to promote inclusivity within our organization, especially when it comes to keeping our team members safe. We do this in two ways:
To ensure safety protocols are easily understood and followed, Legence provides safety materials in multiple languages.
Legence understands that one size does not fit all when it comes to PPE. Gender-specific protective harnesses are just one example of equipment that is designed to fit and protect men and women differently. Legence purchases and provides the right PPE for every individual while on the job.
DRIVING SAFETY POLICY
Many of our employees find themselves on the road as part of their daily work. The safety of our staff is of the utmost importance to us, which is why we have specialized driver safety training to reduce distracted driving, help acclimate our drivers to winter driving conditions, and relay safe driving practices.
CONSTRUCTION SAFETY WEEK
Every May we participate in Construction Safety Week to reaffirm our commitment to safety. Across Legence, special events are hosted with a focus on safety education. These events range from on-site and in-office training sessions, lunch and learn presentations, and equipment safety demonstrations where vendors are brought in to provide training on specific tools. Yearout Mechanical even brings their entire workforce together for a day long safety workshop. While the medium and methods may change across business units, the goal is the same—to ensure that our teams have the knowledge and skills they need to stay safe and protected on the job.
SAFETY ONSITE AT OUR FABRICATION FACILITIES
Our fabrication facilities are prime examples of our commitment to safety and efforts to spearhead Prevention through Design (PtD). The time and investments we supply to each facility help reduce risk and cut down on labor by improving efficiency and workflow. Each fabrication facility is designed as a controlled environment that allows us to develop and monitor our processes around best practices with the latest tools and technology at our fingertips. Our expert electrical service providers at VarcoMac have a newly designed facility that optimizes space for added efficiency. At Therma, we have a laser in our fabrication facility to cut sheet metal, and at Bel-Aire Mechanical, an automated pipe welder is in use. All of these tools and technologies reduce risks by lowering on-site labor and installation time.

BENCHMARKING DATA
We are onboarding each facility into ENERGY STAR Portfolio Manager to benchmark data. To date, 100% of our facilities are benchmarked in ENERGY STAR Portfolio Manager, where we have the ability to track and manage our building data.4
INVENTORYING GHG EMISSIONS
Legence calculates a GHG inventory annually to benchmark and understand our sources of emissions. We use this information to get a full picture of our emissions sources and contributions so we can prioritize action and lay the groundwork to achieve net zero status by 2040.5
OPTIMIZING BUSINESS TRAVEL
In late 2022, Legence rolled out a centralized online travel booking platform called Onriva to help track and manage emissions from employee business travel. This platform allows for more precise tracking of our scope 3 emissions which are included in our GHG inventory, and helps identify instances to reduce unnecessary travel.
ACCOUNTING AVOIDED EMISSIONS
We have developed a methodology to quantify avoided emissions resulting from the delivery of Legence company services, and plan to launch that reporting initiative in 2023.
INTEGRATING BEST PRACTICES
We have crafted an ESG Program onboarding process to help new companies integrate Legence’s ESG program. The program includes guidance on tracking and reporting operations data for use in our annual GHG inventory and avoided emissions accounting, incorporating best practices, and driving efficiency and sustainability into operations.
CATALOGING FLEET OPTIMIZATION
We developed a strategy to transition to electrifying our fleet as vehicles and infrastructure become more widely available.
PRIORITIZING GREEN BUILDINGS
We strive to certify and maintain environmental certifications for company-owned facilities, in addition to partnering with landlords on leased properties to promote sustainable building performance, maintenance, and design.
CONSERVING WATER AND REDUCING WASTE
At our leased spaces we do our part to reduce water usage and minimize waste sent to landfills by conserving water and adopting recycling and reuse strategies.6 At our owned facilities, we use waterefficient fixtures and appliances, where possible, and implement waste management practices.
ASSESSING RENEWABLE ENERGY OPPORTUNITIES
We explore opportunities to participate in local community solar programs and, where possible, partner with landlords to explore the potential for onsite renewable energy generation. Two of our CMTA office buildings were designed with on-site solar, which is metered by the utility, providing distributed energy resources to the local grid. (See page 22)
INVESTIGATING RENEWABLE ENERGY PROJECT SPONSORSHIP
We are assessing the feasibility of off-site renewable energy sponsorships that can help us reach our carbon neutral and Net Zero goals.

PROCURING 100% RENEWABLE ENERGY
We have made incremental progress to purchase green power with a commitment to purchase 100% renewable energy for our operations. As a precursor to that commitment, we have conducted a cost analysis to identify the total investment needed to attain 100% green power and have begun discussing that strategy with our Board.

EVALUATING GREEN POWER
We plan to screen and select green power vendors in 2023 with whom we can develop a green power procurement strategy and accelerate green power procurement across all Legence facilities.
GROWING PARTNERSHIPS
We utilize renewable energy credits (RECs) as a last resort after exhausting all operational efficiencies and maximizing green power procurement. We will aim to partner with a trusted vendor of RECs and carbon offsets to offset any remaining emissions from our value chain to achieve carbon neutrality annually, starting in 2024.

We have the potential to explore opportunities for direct sponsorship of renewable energy, carbon removal, or mitigation projects to take us the last mile on our road to Net Zero.

GHG Inventory
Prioritizing Green Buildings
When exploring options for our leased spaces, we look for sites that are transit-oriented, close to green space, and green building certified. We collaborate with our landlords to integrate green and high-performance building language into our leases in order to track and improve our environmental performance.
CMTA Zero Energy Office Spaces
CMTA designed and built two of their own zero energy office buildings to showcase engineering techniques for sustainable, energy-efficient building design.
CMTA designed and constructed their 20,000 square foot corporate headquarters in Louisville, Kentucky, to LEED Gold standards and received a perfect ENERGY STAR Score of 100 through strategic design efforts. Features like a roof-mounted solar photovoltaic array produce more energy than the building demands annually, making it Zero Energy. The building also achieved Carbon Neutrality in 2012 and uses geothermal heating and cooling. Beyond energy, daylighting and Aircuity Demand Control Ventilation are employed to increase comfort and provide a safe working environment for employees.
CMTA went beyond high-performance design at their Louisville, Kentucky, corporate office and engineered a building that also showcases health and wellness strategies. The two-story, 25,000 square foot building was designed and constructed to WELL® Gold standards. Special features like an approved alternative compliance path (AAP) for glare reduction saved costs and eliminated unnecessary shading to improve the quality of the space. LED lighting systems in the building use a color temperature designed to support circadian rhythm and reduce glare.

In early 2021, two Baltimore City Public Schools (BCPS), Graceland Park – O’Donnell Heights Elementary/Middle School (Graceland) and Holabird Academy (Holabird), opened the doors of their zero-energy, zero operational carbon buildings to students and staff to finish out their school year. BCPS enlisted CMTA’s help in designing these buildings in 2015 to provide the school district an opportunity to re-imagine what energy efficiency and sustainable design could look like in their buildings.

Clean energy is a key element of our emissions reduction strategy.
With the addition of the Inflation Reduction Act (IRA) renewables continue to become more cost-effective. At Legence, we are committed to procuring green energy for our entire organization. Utilizing clean energy will have a significant influence on moving the needle toward overall carbon reduction in our operations.
Electric Vehicles
The biggest producer of emissions throughout our business is our fleet of vehicles, and we are stepping up to identify a seamless integration of electric vehicles (EVs) into our operations where feasible. We conducted a fleet assessment with ICF to gain insights on our EV readiness. We will use that study to determine which vehicles we upgrade as EV production and infrastructure grows over the next few years. Recently, in preparation for this industry shift to EVs, we installed charging stations at two of our locations as an available amenity to employees who are early adopters of this technology, as well as to charge the few electric vehicles that are currently in use within our operations.

Black Bear Energy Renewable Energy Procurement
Each year the Solar Energy Industries Association (SEIA) releases the Solar Means Business Report to track solar adoption by America’s largest companies. Black Bear Energy, through competitive bidding and project management, helped Blackstone and its portfolio companies install close to 100MW of solar capacity, which is equivalent to the energy needed to power 16,400 U.S. homes.9 This robust renewable energy capacity led Blackstone to rank in the top 10 of corporate users by total installed on-site solar capacity and top five for the Real Estate Industry for total installed solar capacity in SEIA’s 2022 report. Black Bear’s project facilitation, collaborative client relationships, and best-practice oversight made this a reality and is a testament to their role in supporting the deployment of solar throughout the commercial and industrial real estate industry.

HEALTH SAVINGS ACCOUNTS (HSA)
This benefit can help employees on a high-deductible medical plan save for expected and unexpected medical expenses throughout the year. Money is deducted straight from an employee’s paychecks, pre-tax, and deposited into a savings account that can be used to pay for eligible medical expenses, first-aid, and medications. Additionally, Legence provides an annual employer contribution of $1,200 for individual coverage and $2,400 for all other coverage levels.
SPRING HEALTH
A new program launched in January of 2023 which provides support and resources for mental health. Through this program each covered individual, including dependents, can access up to 12 free counseling sessions per person each year, along with selfguided resources and tools.
TWIN HEALTH
This program uses digital technology and medical science to reverse, improve, and prevent chronic metabolic diseases such as type II diabetes. The Twin Health program is helping team members normalize their blood sugar, reduce medications, manage weight, and feel better.
Financial Planning
Another benefit available to most Legence employees is assistance with retirement planning. We have partnered with ADP and Edelman Financial Engines to provide employees with financial education, resources, and planning tools. Compliance training, career development, and continued upskilling are all aspects we cover through employee learning initiatives.
Our aim is to build consistency across our legion of companies with basic training requirements at the Legence level on topics such as compliance and safety, while relying on our specialized subject matter experts to create a more robust learning platform through Legence U. We are dedicated to training our leadership on the principles of sustainability so they can disseminate that information to each of their respective business units, tailoring their delivery to each business unit’s ESG expertise.
Knowledge Collaboration: Building Science Leadership Group
The Building Science Leadership Group (BSL) at CMTA was established in 2020 and is comprised of building and engineering leaders from across disciplines who are focused on improving and maintaining CMTA’s collective building science expertise. With over 20 members from 13 different offices, the BSL Group hosts educational sessions and shares content on a dedicated BSL webpage which was recently launched in 2022. To date, the BSL has shared 40 articles and 50 training videos to the site. Moving forward, the BSL Group plans to launch a Legencewide newsletter to begin sharing knowledge across Legence’s business units.
Upskilling and Diversifying Our Workforce
When joining the Legence team, career development and success is pursued with emphasis. We want everyone helping us build better to know we are actively seeking resources to develop skills not only to serve our clients, but for the betterment and advancement of our industry. We have several resources at our disposal aimed at upskilling and elevating our people.
We work with Blackstone’s Career Pathways program to drive economic mobility for diverse and historically under-represented talent. This includes reframing our job postings to contain more inclusive language and removing unnecessary degree requirements that can become barriers to entry.
We use Direct Employers to place our open positions on sites that help grow talent from veteran and military sites, as well as disability and minority sites. Through Direct Employers, we are able to host our job openings on over 700 career sites to facilitate a large, diverse, and strategic talent pool.
We partner with unions, high schools, and colleges to provide hands-on apprenticeship, co-op, and internship opportunities. Through our work with Maryland’s Anne Arundel County School District and in partnership with the Architecture, Construction, and Engineering (ACE) Mentoring Program, we are teaching high school students the value of learning a trade. We currently provide 100+ active internships and 500+ union apprenticeships throughout our legion of companies.
We are developing a Legence-wide learning and development program, Legence U, with the help of seasoned leaders and experts in specialized roles. The aim of this program is to leverage our diverse knowledge, skills, and abilities available at Legence to support the growth and development of our team and broaden our collective knowledge.

CASE STUDY
Therma’s Life-Saving Safety Training
The power and importance of safety training was recently demonstrated after two plumbing service technicians from Therma were faced with a real-life medical emergency. While on the job, Pablo Jimenez and Rigoberto Hernandez were unexpectedly thrust into action when a local delivery driver suffered a major heart attack. Pablo and Rigoberto relied on their CPR/AED training and saved the delivery driver’s life by performing CPR and calling 911. A representative from the delivery company expressed their gratitude for Pablo and Rigoberto’s quick response, and Legence could not be prouder of the selflessness and readiness displayed by Pablo and Rigoberto in this life-saving event. Their actions are a testament to our safety-first culture, and reinforce our commitment to providing safety training to all Legence employees.

Risk Management
Legence is dedicated to keeping up with industry trends and best practices in our approach to risk management. We believe that overall, our approach to risk should be levelheaded and realistic. We use outside resources such as insurers to help ameliorate some risks, but we also rely on our general counsels and information technology (IT) specialists to report on potential risks to the ELT, who will track, monitor, and respond to risks on a case-by-case basis.
Cybersecurity
Our cybersecurity efforts are based on the United States’ National Institute of Standards and Technology Cybersecurity Framework (NIST CSF) to keep people and their information safe. To assess our preparedness for cyber threats, we go through a range of scenarios including employee phishing exercises and table-top exercises to strategize our response to cyber-attacks. We continually respond and adapt to cyber risks to keep up with industry standards. As with all our policies, cybersecurity is reviewed annually, and we have dedicated resources and processes in place to communicate risks to leadership on a quarterly basis.

Scope 1: Stationary natural gas and diesel includes all natural gas and diesel consumption from Legence offices and facilities. Fleet represents mobile diesel and gasoline consumption from Legence vehicles. Together, this fuel consumption consisted of 52% of all Legence emissions. Refrigerant emissions are excluded from the inventory as an immaterial source of emissions.
Scope 2: Electricity (7%) represents the purchased electricity that supplies all Legence offices and facilities.
Scope 3: Business travel includes corporate-related travel for all employees. Employee commute considers fuel consumption associated with travel to and from Legence offices and facilities. Waste includes trash and recycling associated with Legence spaces. These sources consist of 41% of all Legence emissions.
