Forward While the two years of this Consolidated Annual Report 2007/08 and 2008/09 witnessed a major growth in investment in capital projects and research at the Institute they also coincided with serious financial challenges caused by deteriorating economic conditions both nationally and internationally. Despite these conditions, the Institute succeeded in meeting its budgetary obligations while continuing to develop its acclaimed academic and research profiles.

During the term of this report Waterford Institute of Technology was once again named Institute of the Year (Sunday Times, 2009). Such a prestigious accolade would not have been achieved without a strong team spirit and a capacity for ongoing innovation and development.

WIT has always been recognised for its friendly, supportive, student-centred environment and it has worked tirelessly to ensure that these guiding principles remain central to the culture of the organisation. That it has accomplished this while at the same time developing into a modern, multi-campus institution with an increasingly large student cohort is testament to its strength, leadership and keen sense of its core values.

This is further evidenced by the fact that each year students from all around the country choose the Waterford Institute as their preferred place of study. It is here they gain the knowledge and experiences required to enable them make successful career decisions and fulfilling life choices. The increasing number and diversity of foreign students is also testament to the Institute’s high profile and popularity internationally.

Now, more than ever, regions depend on a high-quality educational and research infrastructure to drive their economies forward and Waterford Institute of Technology, with its recognised standards of excellence in these areas, is committed to meeting the challenges to contribute to the economic and social prosperity of the South East region and the country as a whole.

Chapter 1: Governance and Management Governing Body 3 The Institute’s Fifth Statutory Governing Body was established on April 1st 2005.

During the academic year 2007/08, the Governing Body met in ordinary session on eight occasions, while the Internal Audit and Finance Committees each met twice. Attendance at meetings was excellent with an average of fifteen members at each ordinary meeting.

Dr. Margery Godinho joined the Board in October as an Academic Staff representative, replacing Ms. Anne Woodworth who retired at the end of August 2007. Ms. Nicola Scully joined the Board as a student representative in September.

Strategic Planning The Strategic Planning Office has focused on three major activities during the period 2007-2009, namely the coordination and implementation of strategic initiatives across the Institute, the development and review of strategic planning and the development of institutional quality management.

In September 2008, following a successful bid for funding from the HEA’s Strategic Innovation Fund, the Strategic Planning Office coordinated a number of projects focused on knowledge exchange, curriculum development and student employability.

The “Knowledge Transfer in the Curriculum” project, in collaboration with UCC and CIT, has two specific objectives: (i) to develop the curriculum with a specific focus on employability and transferable skills for students and (ii) to develop and share best practice across the partners on Professional Doctorates. The newly-developed DBA in the School of Business is funded under this initiative.

The Strategic Planning Office continued to support the development of long-term directions and policies for the Institute. In February 2009, this Office carried out a mid-term review of the 2007-2010 Strategic Plan and developed a discussion paper on the future entitled “Towards a Strategic Plan 2011-2014: A discussion document on the development of an Institutional Strategy, 2011 to 2014 for Waterford Institute of Technology” which has been presented to Governing Body, Executive Board and Academic Council as well as being circulated to the Unions representing staff in the Institute.

The Strategic Planning Office has continued to support the development of activities to ensure the Institute is best positioned to achieve its long-term goals and objectives. In 2009, in collaboration with CHART (now Student Life and Learning) and academic departments, the Office successfully bid for funding under the HEA’s Labour Market Activisation Programme to support recently unemployed or redundant workers to study in WIT at both undergraduate and postgraduate levels.

Quality promotion activities within the Office focused on preparations for the 2009-10 cycle of School and Institutional Quality Assurance and Enhancement Reviews. Revised policy and guidelines documentation governing school reviews was developed in conjunction with Academic Council and rolled out across the Institute, and the School Review Self-Assessment and Peer Review was completed in the School of Business. The Strategic Planning Office also led the development of the Institute’s inaugural Learning, Teaching and Assessment Strategy and launched the Quality Enhancement of the Student Experience through Innovation award scheme.

Vision and Plan The Mission of the School of Business is to develop thinking professionals to the highest international standards. Our aim is to prepare students for successful careers in business, the professions, public service and society. This is achieved through a suite of innovative and challenging programmes that are delivered in a personalised learning environment. Our intention is to continuously evolve and respond to our changing environment by offering accessible, flexible and relevant courses to all.

The School has an easily defined overall purpose of being knowledge-led and knowledge-leaders for business and management education. This purpose is common to many third level establishments but is made unique in its implementation and in our case by: • Our goal to be a research and teaching university – the School of Business is committed to this and all its actions are designed to support it.

• Our specific regional commitment – we have a regional market that is ours to serve and recognised as important in our Institutional Strategic Plan 2007-2010.

• Our mission and vision – to develop thinking professionals fit for practice and life.

• Our integration across our four levels – undergraduate, postgraduate, executive and entrepreneurial and the creation of a graduate school of business concept as a centre for excellence for the Institute.

Student matters • The overall feedback to the School and its staff, provided by the Student-School forum, was excellent during the report period.

• The announcement of the commencement of the planning and outline-planning permission received for the new Business and Enterprise building in 2009 is great news for the School.

• Much work was completed on graduate feedback in the report period in conjunction with the Course Boards. Graduates have progressed well from our programmes; they form the bulk of new business hire graduates in the region and are targets for many top Irish companies.

Staff matters There are 88 lecturers in the School of Business, over 90% of whom are research-active and 14 have PhDs. During the period in question, over 15 staff were engaged in doctoral studies.

We have developed and maintain integrated links with employers, professional bodies and other external parties relevant to our work. All staff have strong links with the professions including the main Accountancy bodies, the Irish Marketing Institute and the Chartered Institute of Personnel and Development.

RIGHT: During his term as CEO-in-Residence, Sam McCauley organised with the Centre for Enterprise Development and Regional Economy an entrepreneurship conference for undergraduate students. Over 400 students attended on the day to hear a range of Ireland’s top entrepreneurs tell their story in a TV Studio atmosphere. Staff Awards: - Dr. Susan Whelan was awarded an Irish Research Council for the Humanities and Social Science Research Fellowship based on competitive submission. Susan is the first recipient of such a Fellowship in an Irish Business School.

- Mr. Chris O’Riordan, Lecturer in Accountancy, and Dr. Felicity Kelliher, Lecturer in Management, were announced as the winners of the Public Sector Innovations category of the European Foundation for Management Development’s Case Writing Competition 2007 and 2008. It is a huge coup for us to win this award two years in a row.

- Marie O’Dwyer, Lecturer in Marketing, won first prize in the case competition for David Jobber’s Principles and Practice of Marketing, 6th edition.

- Collette Kirwan, Lecturer in Accountancy, was selected as the IAFA (Irish Accounting and Finance Association) nominee to attend the American Accounting Association’s Doctoral Consortium in June 2009.

- Chris O’Riordan shared the award for ‘Best Postgraduate Paper’ at the Irish Academy of Management Annual Conference, Dublin City University, September 2008.

- Richard Burke was awarded a funded place to present his work at the 3rd European Risk Conference: ‘Risk and Accounting’, 3-4 September, 2009.

Programmes The School completed its School Review in 2009. The review was very positive and will help the School in its development in the next few years.

During the report period, the following were the major programme developments: • Doctorate in Business Administration (DBA) was approved by the Higher Education and Training Awards Council. This is the first DBA to be approved by HETAC and the only modular programme in Ireland.

• Most of the School’s new programme activity is in packaging of modules as it has one of the biggest portfolios in the country.

• BSc in Small Enterprise Management commenced development with external partner, Fáilte Ireland.

Research The School developed a new Research and Knowledge Exchange Strategy in 2008. Research is clustered within a number of research centres and themes, namely, Centre for Enterprise Development and Regional Economy, Waterford Crystal Centre for Marketing Studies, Centre for Management Research in Healthcare and Healthcare Economics, AIB Centre for Finance and Business Research, Business Education and Teaching Research Group, and the Research in Innovation Knowledge and Organisation Networks theme.

Collectively, researchers within the School secured more than €3.1m from a variety of research sources including the IRCHSS, Enterprise Ireland, Fáilte Ireland, EU’s INTERREG programme and Technology Sector Strand 1. Dissemination of the research conducted in the School has been at national and international conferences and published in top tier journals. All the centres have been successful in aligning the School with other leading institutions world-wide.

Vision and Plan The goal of the School of Education & Professional Development is to become a recognised leader in the provision of undergraduate and postgraduate programmes in the areas of: teacher education, research in education policy and practice, adult literacy and further education, continuing professional development, work-based learning and community education.

The School spans a spectrum of activities from the delivery of programmes through the Departments of Adult & Continuing Education, Creative & Performing Arts, the Literacy Development Centre and the Enniscorthy Enterprise & Technology Centre, as well as raising the profile of science and maths through CALMAST and providing support to staff within the Institute through the recently-established E-Learning Support Unit.

The School strives to promote the scholarship of learning and teaching, foster a dynamic community of learners and continues to pursue international collaborative links, building on the links established by the outreach activities, research and the continued active engagement with internal and external partners to identify and provide for education-related and CPD needs of the region and wider community. Furthermore, management in the School will continue, within the constraints of the resources made available, to support staff in pursuing research and scholarships. The School Research Committee will continue to support publications and dissemination through conference and journal papers.

The School will continue to work with industry and other relevant partners to identify relevant re-training, up-skilling and CPD needs, in light of the recent economic challenges that the country and region currently faces.

Staff matters There are thirteen lecturers in the School of Education & Professional Development (including Head of School and Head of Department), over 46% of whom are research-active. During the period, one member of staff was engaged in doctoral studies.

There are nine administrators in the School, two of whom are dedicated to the Literacy Development Centre. The remaining seven provide service to more than two and a half thousand part-time students by day and night in three campuses, namely the Cork Road Campus, the Applied Technology Building and the College Street Campus, and to more than 200 part-time lecturing staff. All members of the administration team participate in their own continuous professional development at both undergraduate and postgraduate level on an ongoing basis.

Programmes The School organised the delivery of an Intensive Foundation Programme over the summer months of 2009 for those in the community who had recently been made redundant. There were forty-eight participants of whom forty progressed to fulltime education in September 2009.

The first ever BSc (honours) degree course in Airline Transport Operations commenced in September 2008 in association with the Pilot Training College at Waterford Airport.

In 2007/08, one of the key achievements was the deployment of online registration for continuing students on programmes offered and coordinated by the School. The key benefits of this pilot were the reduction of paperwork and administrative costs and the early payments of fees facilitated by offering students an online registration facility.

The outreach and community contribution of the School was recognised by the AONTAS award that was made to the Community Education group in 2008. The Literacy Development Centre delivered a series of programmes at a national level from level 6 to level 8 of NFQ framework to adult learners countrywide. These programmes consisted of Adult Literacy Tutor and Manager Programmes and were delivered in Dublin, Cork, Waterford, Galway, Clonmel and Longford.

Student Competitions, Prizes and Awards • 2007 - World Skills in Japan: Daniel Ryall, Electrical Installations, Bronze Medal and Gerard Healy, Welding, Medallion of Excellence.

• 2008 - Colm Corcoran, Automobile Engineering, won the inaugural Euroskills competition.

• The Renzo Piano Scholarship continued with students Mark Fleming and Ed Walsh receiving a bursary of €10,000 and a 6-month work placement in the offices of Renzo Piano Building Workshop in Genoa, Italy and Paris, France.

An intensive Erasmus Workshop between the Department of Architectures at WIT, École d’architecture de la ville et des territories, Marne la Vallée, Paris, France, and Technical University Munich received EU funding and took place in Paris in February 2008. Year 4 students from BSc Architectural Technology (Hons) participated in this workshop.

CWHT-Construction Workers Health Trust. This is a construction industry initiative for the health screening of construction workers. It took place in April 2009 when over 220 apprentices were screened.

Brian Dempsey from the Dept. of Architecture received his Masters in Sustainable Development. Loy Lee from the Dept. of Architecture completed his Architect Registration exams in the USA and is a registered architect in the State of New York. He also became a member of the Architectural League of New York and completed his LEED exams.

In May 2008 the Department of Trade Studies organised the Institutes of Technology Apprenticeship Committee (ITAC) conference on Apprenticeship Education which was a major success.

(Hons) programme from the Royal Institute of Architects of Ireland. Full validation was obtained at the end of the academic year 2008/2009. The HEA also approved the final two years of the B.Arch. (Hons) programme.

Continued accreditation was awarded to the BSc. Architectural Technology (level 7) programme by the RIAI in November 2007.

Preparing to implement Electronic Security System (ESS) Craft Apprenticeship in 2009.

Preparing to implement PP5 Programme in September 2009 for qualifying Phase 4 apprentices to allow them to continue on to Phase 6 of their apprenticeship.

A new craft area of Electronic Security Systems will be introduced in September 2009 and WIT will be the only Institute delivering this programme.

Research and External Links In 2005, research laboratories belonging to the Department of Engineering Technology were relocated to a dedicated Engineering Research Building. The consolidation of research in the one building has helped to develop the research groups and has facilitated the integration of undergraduate and postgraduate projects.

The Department of Engineering Technology hosts the South Eastern Applied Materials Research Centre (SEAM). This is an Enterprise Ireland (EI) funded Applied Research Enhancement Programme (ARE) programme.

The Department of Architecture worked closely with local and regional authorities and communities on a number of live projects to help promote architectural awareness and improve the quality of architectural design. These included conservation studies and surveys of listed properties; the annual John Robert’s Architectural Festival; and a number of design projects using sites in the city, county and neighbouring counties.

The Department of Architecture also created study links with Schools of Architecture in Mexico, Denmark and France.

School of Health Sciences 17 The School of Health Sciences designs and delivers academic, research and developmental programmes related to health, exercise, sport and nursing care. It is divided into two academic Departments. Vision and Plan The external factors driving the School’s activities include preparation for meaningful employment and development of the region. The School therefore emphasises the development of competence of practice and recognises the centrality of close and mutually beneficial partnerships with external employers, education commissioners and other external stakeholders.

These are central commitments within the School’s strategic plan.

The School recognises that while preparation for employment is important and vital to its mission, it is also essential to strive to provide learners, who are also clients and stakeholders, with both the skills and appetite for autonomous learning that will sustain and promote their continued personal and professional development.

Since its foundation in 2004, the School has consolidated its work and engages with its partners within and without WIT to deliver its part of the Institute’s mission.

The School fosters collaborative work at many levels with its partners in the workplace and academia. These partners come from Ireland and abroad. The activities covered in partnership with others include course design and delivery, education in the workplace (including student placements, a major feature of all of the School’s courses), research and consultancy. The School organises at least one event each year for the exchange of information and views between the School and its stakeholders and these have proved very valuable.

Research The staff of the School have actively engaged in research and scholarship. The amount and range of activity is growing and 79% of faculty meet the Institute’s definition of ‘research active’ in fields of expertise that include health behaviour research, oncology and its psychology, addiction studies and sports psychology. School of Humanities 20 The School of Humanities at the Institute is a research-led school which prizes, supports and promotes all areas of research as defined by Academic Council. These include, inter alia, scholarship as well as work in the creative and performing arts.

Research The principal areas of research within the School are: Centre for Social and Family Research; Centre for Creativity and Culture; Centre for Creative and Performing Arts; Centre for Modern Languages Research; Centre for Newfoundland and Labrador Studies; Centre for Tourism and Hospitality Research; and Centre for Legal Research and Publications. A range of research is also taking place in the Culinary Arts, History, Music, Philosophy and the Visual Arts.

The School has over 22 Applied Arts research postgraduate students, with over 20% of these pursuing PhD studies.

Postgraduate studies are undertaken in the Creative and Performing Arts via research and via a taught masters programme, namely the MA in Arts and Heritage Management.

Following a visit to Sochi, Russia, opportunities exist to develop training links for the 2014 Winter Olympic Games in Tourism and Hospitality operations.

In 2009, an external academic, Prof. Tom Baum of Strathclyde University, was commissioned to liaise with organisational members and develop a strategic document for the area of Tourism and Hospitality within Waterford Institute of Technology. This document contains many recommendations as to how Tourism and Hospitality research and knowledge generation in WIT can be built upon and improved. The acceptance and implementation of the strategic vision contained therein will see research and scholarly activity in the area of tourism taking a much more central role in the Institute’s portfolio of research activities.

Collectively, researchers within the School have secured in excess of €500,000 from a number of research sources including the Health Board, the Royal Irish Academy, The Arts Council and various bodies associated with cultural, social and community initiatives.

In the area of tourism and hospitality, funding is provided annually by the State tourism organisation, Fáilte Ireland, for staff and student personal development opportunities in Johnson and Wales University, Boston, the French Culinary Institute of New York, Cornell University, The Association of European Hotel and Tourism conference and competitions and also in France.

The Department hosted for the first time the National Skills Restaurant Service Competition in April. This brought together six institutes from around the country in a very competitive competition.

The first Association of European Tourism Colleges workshop on Hospitality IT and Communications was held in the Department in November. It brought together twenty-four culinary skills experts from across Europe.

Programmes The School provides a broad portfolio of learning opportunities. Among the newest courses on offer are the BSc in Food Science, BSc in Pharmaceutical Science and the BSc in Entertainment Systems. During the period of the report, demand for science courses has grown strongly, covering all areas of the School, including the land management sector. There has been a significant growth in international students undertaking masters’ level courses in informatics.

Research The period of this report has seen major infrastructural developments in the research capacity of the Department of Chemical and Life Sciences through the Applied Research Enhancement programme. This has led to the commissioning of a suite of new research laboratories and the acquisition of high level research equipment. Significant development has taken place in the recruitment of post-doctoral researchers. Research group clustering has been encouraged, with the emergence of two centres of excellence: the PMBRC (Pharmaceutical and Molecular Biology Research Centre) and the EIRC (Eco-innovation Research Centre). New areas of research in computing include the Health Informatics Research Centre.

Significantly, the number of PhD graduates in computing has seen a significant rise in the two years of the report.

The Eugene Lawler Graduate School of Computing continues its collaboration with universities in Russia, the Ukraine and China, and has held regular summer PhD telematics schools with its partners, M.V. Lomonosov Moscow State University, Kyiv National Taras Shevchenko University, National Technical University “Kharkiv Polytechnic Institute” Ukraine, Saint-Petersburg State University and Nanjing University of Information Science and Technology.

Waterford Institute of Technology is committed to the creation of new knowledge, new innovative products and services for society, and also to educating the next generation of researchers and members of society. WIT’s philosophy is to create an open innovative research and learning environment which co-locates research, postgraduate studies, industry and entrepreneurship, creating a research and innovation eco-system for the knowledge economy.

Over the period 2007/08 and 2008/09, WIT has continued to accelerate the growth of its research programmes and partnerships. Its motivations for the development of research are its unique position as a catalyst for regional economic development, the demands from staff and external stakeholders to engage in research to the highest international standards and the demands from its graduates for access to fourth level education.

The Office of the Head of Research and Innovation is charged with the responsibility of providing a support infrastructure to WIT’s research community including staff, students and research partners. The Office manages all aspects of sponsored research at the Institute, the development of research alliances with industry and other external organisations, the management of WIT’s ArcLabs Research and Innovation Centre and the commercialisation of the Institute’s research.

Growth in Research Capacity The introduction of a strategic and targeted approach to the development of research within the Institute has resulted in major growth in the level and quality of the research produced by the Institute. There has been a significant growth in researchactive staff within the Institute with approximately 50% of full-time academic staff involved in research. At the end of the academic year 2008/09, an additional 152 staff members at the Institute were specifically employed in roles dedicated to research such as Centre Managers, Post-doctoral Researchers, Project Managers, Research Assistants, Technical Support and Administration/ Management. The annual payroll bill supported by sponsored research was approximately €9.575m. In addition, institutional research and supervisory capacity has been considerably enhanced over the reporting period with the notable increase in the number of Post-doctoral Researchers at WIT totalling 27 at the end of the academic year 2008/09.

This represents an increase of 124% since 2006/07.

Scientific Publications Over the time span of this report, the Institute recorded more than 600 publications including book chapters, journal and conference publications. The continuing increase in publication outputs is a good benchmark of the quality of the research work carried out in the Institute. The strategy going forward is to continue to increase the number of publications and target high-impact journals and conferences.

Growth of Research Funding An important measure of the growth of quality research is the ability of the research community to compete for research funds nationally and internationally. The Research Office has developed a staff support and quality assurance system to ensure that all research proposals are of the highest quality.

During the two-year reporting period, WIT secured 306 new research projects (130 in 2007/08 and 176 in 2008/09). The value of research contracts signed during this period exceeded €38.8m (€22.65m in 2007/08 and €15,146m in 2008/09).

Figure 1 below highlights the level of sponsored research secured on a per annum basis over the last 10 years.

During 2007/08 and 2008/09, the Institute received funding from all of the major national funding agencies, namely Science Foundation of Ireland, the HEA, Enterprise Ireland, the Irish Research Council for Science Engineering and Technology and the Irish Research Council for Humanities and Social Sciences.

Unique within the Institute of Technology sector, WIT continues to demonstrate its ability to leverage research funding at a European level. For example, in 2008/09 the Centre for Enterprise Development and Regional Economy in the School of Business secured a very substantial Interreg-funded project (€1.7m). The Telecommunications Software and Systems Group (TSSG) has positioned itself as a leading player in Europe in the area of the Future Internet through its funded research programmes and its participation in EU Technology Platforms. TSSG continues to manage a very significant portfolio of EU FP7 sponsored programmes - a fact acknowledged in a report published in May 2009. The following is an extract from Enterprise Ireland’s Third Interim Report of Irish Involvement in the Seventh European Union Framework Programme for Research and Technological Development (FP7).

“…. the Waterford Institute of Technology, who are on a level par with the larger institutions in relation to participation success rates, are a model for other institutes of technology and indeed some universities to follow.”

Investment in Research Capital Infrastructure at WIT: Significant investment has been made to support the development of new research infrastructure and the refurbishment of existing accommodation to cater for upgrading of laboratory space and postgraduate infrastructure. Examples of this are detailed below: HEA Programme for Research in Third Level Institutes (PRTLI) – Cycle 4 TSSG was successful in winning HEA PRTLI Cycle 4 funding for a new research programme: “Serving Society: Management of Future Communications Networks and Services”. Academic partners include the University of Limerick, NUI Maynooth, Fraunhofer FOKUS (Berlin, Germany), and I2R and NTU (Singapore). Total recurrent funding awarded to support the programme itself is €3,195,068. €3,217,000 has been awarded for the development of a new building on the Institute’s West Campus.

HEA Research Facilities Enhancement Scheme 2008 WIT secured €3.235m under the HEA Research Facilities Enhancement Scheme. This investment provided funding to refurbish approximately 1000m2 of existing accommodation to cater for an expansion of research activities in pharmaceutical and life sciences, optics and telecommunications.

Enterprise Ireland Capital Equipment Scheme 2007 and 2008 More than €1m has been secured to support capital equipment in the areas of biomedical health, pharmaceutical and environmental research, nanotechnology, applied materials, electronics and telecommunications.

National and International Academic Research Collaborations 27

Since the beginning of its research activity, the Institute has maintained strong research links with research centres in Irish universities and institutes of technologies. During the reporting period, WIT researchers have carried out collaborative research projects with collaborators in CIT, DIT, TCD, UCD, DCU, UL, NUI Maynooth, UCC, NUIG and Queens University Belfast. The Institute has also strengthened its strategic partnerships with leading international institutes. Key academic collaborating institutes include the Welsh School of Pharmacy - Cardiff University, Manchester Business School, FhG FOKUS (Germany), University of Evry (France), NUS (Singapore), NTU (Singapore), Institute of Chemistry, Beijing (China), the University of Sydney (Australia), Memorial University of Newfoundland (Canada), Oklahama State University and Stonybrook University, New York (US).

Industry Collaboration and Knowledge Transfer Capturing, protecting and bringing to market ideas and knowhow are fundamental to ensuring Ireland’s competitive position in the global economy. WIT’s Research and Knowledge Transfer Strategy 2007 – 2010 clearly maps out ambitious objectives and targets in this regard. Over the two year time period WIT has considerably expanded its engagement with both large scale multinational companies in addition to small to medium Irish indigenous industry in the South East and beyond.

The awarding of a €5.86m Science Foundation Ireland (SFI) Strategic Research Cluster (SRC) grant to TSSG and its academic and industrial partners is an important step towards the establishment of a national innovation cluster in the communications services area. The FAME (Federated, Autonomic, Management of End-to-end Communication Services) Cluster led by the TSSG, brings together leading Irish academic research groups and industrial players including Telefonica IandD, Cisco, Ericsson, HP and IBM. This is the first SFI SRC to be led by an institute of technology.

WIT is committed to enhancing research capacity and infrastructure within the South-East region. The Institute is now host to three Applied Research Enhancement (ARE) Centres, namely 3CS (Communication Services), the South-East Applied Materials Centre (SEAM) and the Pharmaceutical and Molecular Biotechnology Research Centre (PMBRC), most recently approved in July 2008. Collaborative research projects have been undertaken with companies based in the region such as Genzyme, Eirgen, Honeywell and Zolk C.

Pictured is Dr. Susan Whelan of the Waterford Crystal Centre for Marketing Studies at the School of Business who was recently profiled as an Outstanding Awardee of the Irish Research Council for the Humanities and Social Sciences (IRCHSS) in the commemorative book, Mosaic, celebrating the tenth anniversary of the Council. This book profiles 27 of over 2000 scholars funded since the Council's inception and, of these, Waterford Institute of Technology was the only Institute of Technology featured.

The award was given to Dr. Whelan in recognition of her work on brand imitation.

The Institute has created a unique Knowledge Transfer and Innovation model based on the integration of research and entrepreneurship at its ArcLabs Research and Innovation Centre at the West Campus. Arclabs serves as a focal point within the South-East region for the creation of indigenous knowledge-based industry. During the period, more than 20 companies have been based in the Centre and the Centre continues to host the South-East Enterprise Platform Programme. Through ArcLabs, WIT has been actively engaged in enhancing research capacity within small to medium Irish businesses. Over the reporting period, WIT worked with over 120 companies through the Innovation Vouchers programme on topics as diverse as marketing strategy for new food products, wood testing, materials analysis, to process development for a new cancer drug.

Acknowledging WIT’s role in generating intellectual property (IP) and its capacity to transfer technologies, Enterprise Ireland awarded WIT’s TSSG the ‘Informatics Commercialisation Award’ in October 2007. Also in 2007, Enterprise Ireland signed a four-year contract of €670,000 with WIT to strengthen its in-house support infrastructure to better facilitate industry engagement and effective technology transfer. In April 2008, the Institute established a Technology Transfer Office. A comprehensive training programme for staff and postgraduate students on intellectual property has been rolled out. During the two-year period, WIT has transferred technology through licence agreements to companies including Bausch and Lomb, Headway Software Technologies and Nubiq, and the Institute filed 4 patents.

Overview Waterford Institute of Technology is recognised as one of the most successful of the Irish higher education institutions in terms of student recruitment from overseas. This is due in no small part to the energetic and dedicated marketing team and the fact that internationalisation is a strong growth area which has been targeted in the Institute’s strategic plan.

Starting with only a hundred Erasmus exchange students in 2001, the Institute’s international student population has grown to almost 700 students in 2008.

Reputation The Institute’s reputation is built on the quality of courses, recognition of awards and, above all, the dedicated student support provided for international students in WIT. The International Office organises induction, English support classes, outings and social events and offers intensive support for students in need.

Students There are up to 17 categories of student – for example, full fee-paying students from overseas, exchange students, year abroad students, refugees and children of migrant workers.

International students originate from 63 countries, the largest groups being from China, India, Pakistan, Nigeria and the WU. New markets developed during the period of this report are Saudi Arabia, Kazakhstan, Mexico and Brazil.

Partners While the main focus of the International office is student recruitment, the Institute has also developed an extensive network of partner universities all over the world. The most active partnership has been in Nanjing, China where off-shore course delivery commenced enrolling students in 2008.

The growing internationalisation of the student community at WIT has also led to student and staff mobility through the EU Erasmus programme which includes over 70 partner universities in Europe. With a view to increasing exchange options for staff and students in this ever-internationalising world, the Institute signed partnership agreements with universities in Brazil, Canada, Mexico and the USA in 2008-2009.

Dr. Venie Martin, Head of Development at WIT, says she is “very pleased that WIT has taken par t in Ireland’s first Ministe rial trade mission to Latin America”. The mission was led by Minister for State at the Department of Tra de, John McGuinness, who was accompanied to Bra zil and Mexico by staff from Enterprise Ireland and Edu cation Ireland and a gro up of 80 Irish business peo ple representing over 40 Irish companies.

During the trade mission , Don O’Neill from WI T’s International office, me t with a variety of Min isterial agencies, universities and scholarship agenci es to further strengthen the Institute’s presence in the region. Mr. O’Neill held talks with the Bra zilian Ministry for Educat ion in Brasilia to begin negotiations whereby the Brazilian governme nt will offer scholarships to the ir leading scholars to atte nd WIT. “This was a particu larly important meeting for us”, commented Dr. Martin, “as WIT is the first educational institution to meet with the Bra zilian Ministry.”

Chapter 5: The Physical Environment Overview of Capital Needs 31

The Institute has a multi-campus structure with four sites clustered within a three kilometre radius of the main campus.

However, as the community of the Institute grows in numbers, in diversity, and across many campuses, planning and physical development must expressly and consistently address a number of challenges in: • Planning and implementing an ongoing programme of major capital investment.

• Providing physical resources for planned growth in learner numbers to match the changing profile of learners, thereby ensuring that knowledge, technology and cultural transfers can occur and are disseminated across the communities of the south-east.

• Ensuring that adequate funding structures are put in place to contribute positively to the capital development plans of the Institute.

• Ensuring that the Institute’s built estate supports and enhances its basic processes of delivery.

The Institute must, therefore, possess the primary assets necessary to support its strategic goals within the context of changing, challenging needs and expanding demands for new and improved accommodations. The planning, physical development and facilities team at WIT is committed to delivering first class facilities within the constraints of the resources made available to it on an ongoing basis.

Planning The Institute has developed an attractive modern university-level campus environment for staff and students at its main campus in the city and at a smaller campus close to the city centre. A large additional campus at Carriganore, just outside the city, provides an asset base suitable for future development, the base for our research activities as well as some corporate services and student residential and sports facilities. The Institute is resolved to continue to invest significantly in the development of these campuses as a matter of strategic importance.

Major Capital Projects Over the past 10 years, €150 million has been successfully invested in capital projects including Luke Wadding Library, Walton ICT building, Gallery Restaurant, ArcLabs Research and Innovation Centre, Health Sciences building and the Tourism and Leisure Education building.

Projects identified and recommended in the HEA Review and Prioritisation of Capital Projects in Higher Education will be progressed under a public private partnership initiative. Planning for these projects is at an advanced stage and it is anticipated that the WIT-secured projects will be completed and occupied in 2012. These include an Engineering School building (8,000 sq.m) and Business and Enterprise building (4,000 sq.m).

Funding for the next phase of the development of fourth level research facilities at the Institute’s campus in Carriganore was secured in July 2007 under Cycle 4 of the HEA PRTLI scheme.

Planning for these projects is at an advanced stage and it is proposed to complete the building works in 2010.

Estates Management The Estates Office is one of the major support services at Waterford Institute of Technology. It is responsible for the development and maintenance of all lands, buildings and engineering plant. It also provides essential services such as maintenance, cleaning, portering, car parking, security, and the maintenance of grounds.

The estate continues to grow, with the most recent addition being the 7,660 sq.m Tourism and Leisure Education building in May 2008. The building comprises facilities to accommodate the Institute’s Department of Languages, Tourism & Hospitality, the Department of Health, Sport & Exercise Science and associated office accommodation. The current size of the estate at Waterford Institute of Technology is shown in chart 1 below.

Strategic Objectives of the Estates Office A well-managed and presented campus plays a key role in attracting and retaining staff and students. A campus should encourage staff and students to derive the maximum benefit from the estate as a resource and support the functions of teaching, learning and research at the Institute. The strategic aims of the Estates Office are: • Provision of suitable accommodation, which is fit for the purpose and which provides an environment suitable for the Institute to carry out its activities.

• Provision of property management services to the Institute buildings, staff and students.

• Efficient use of space throughout the Institute whether dedicated departmental use or general use.

• To ensure value for money in terms of budgeting, specification, tendering and supervision of the estate including maintenance, operational costs and building/refurbishment works.

• Provision of a healthy and safe working environment.

• Developing and maintaining an attractive estate of appropriate quality that will enhance the image and activities of the Institute.

Funding Opportunities • Grant funding awarded from the Irish Heritage Council in February 2008 in respect of a cataloguing and inventory project of the Christ Church Cathedral Collection of ecclesiastical and law material.

• In association with the Institute’s School of Business, a grant was awarded in December 2009 for the development of an Ireland-Newfoundland Repository by the Department of An Taoiseach.

It received very favourable comment from international libraries.

• Researchscope is a self-funded rapid innovation project based in WIT libraries which acts as a one-stop search for the entirety of Irish open access research. A key component is the ability to embed recommendations in the pages of other repositories. The Library’s institutional repository played a pivotal role in securing funding from the Department of An Taoiseach for an Ireland-Newfoundland Repository.

• The cataloguing and classification of the valuable Rosen Collection of music was completed in 2008 and work began in 2009 cataloguing and classifying the Bonaparte-Wyse Collection: over 1,000 artefacts relating to the prominent Wyse family of Waterford.

• WIT Libraries’ website and OPAC were both re-designed in 2009 to reflect the Library’s desire to be at the heart of the Institute’s digital social fabric.

• Roll-out of WiFi throughout the Luke Wadding Library and College Street Library.

• Library staff continue to support the e-learning and Moodle projects through their experience of broadcast education and training.

• Library staff continue to expand the availability of external borrower membership to alumni, local companies and members of the general public.

• Library staff continue to monitor our learning community’s response to our service initiatives; a survey of research postgraduates was completed in 2008.

• The inaugural and highly successful Luke Wadding Library lunchtime lecture series was organised by library staff. It promoted Waterford’s history and culture and was held throughout June 2009.

• The Library is at the forefront of assisting International Book Aid projects; 1,000 items collected in 2007-2009.

Statistics • 130,000 circulation transactions each year.

• 5,000 processed queries each year at the Information Desk.

• 185,000 physical items in the two-year period. It is important to note that stocktaking indicates slippage of less than 3% each year: the lowest recorded figure in the sector.

• 15,000 ejournals • The learning support team continued to provide information literacy and critical thinking programmes for our learning community: 3,000 users in each of the years 2008 and 2009.

The increasingly technical community of learners in the Institute expects to access information and services through the web.

Also, more and more students are now attending college with their own laptops which are enabled for wireless internet access.

Estimates of how many students have their own laptops vary from over 50% in some classes to up to 100% in other classes.

Overseas students in particular depend on good internet access to keep in touch with family and friends at home. One of the major challenges for Computer Services, therefore, is to keep pace with the expectations of an increasingly connected and mobile community of staff and students.

During this time, we also completed the roll-out of 100 wireless access points.

Over the two academic years, there were major developments from the MIS Office with the development of an online registration and payment facility. This is the first of its type in the country and something to be very proud of. During this period, we also developed our own exam system – another major development.

Staff in Computer Services continue to monitor new developments in the information and communications technology space for appropriate developments which may be introduced to WIT. Buildings 2007/08 saw the opening of Confederation House for research purposes and the completion of the move into the former St. Dominic’s building on the College Street campus.

In 2008/09, we extended the network to provide connectivity for phones, printers, wireless points, PCs, laptops, CCTV cameras, building management systems, etc. to the new Tourism and Leisure Education building. We also upgraded the phone system away from the old switched technology used by analogue and digital phones, to an IP-based system.

• During the summer of 2008, we migrated from WebCT (on line learning environment) to a different system, Moodle.

• During the summer of 2008, we also turned on the speech attendant automated phone answering system.

• The loss of our Webmaster in January 2009 has caused some setbacks.

Marketing In 2006, as part of the Strategic Plan 2007 – 2010, WIT established a Marketing and Communications Office with responsibility for the promotion of WIT to key stakeholders. In 2009, the Marketing and Communications Office joined with the existing Schools’ Liaison Office to ensure a more co-ordinated approach to external communication.

The role of the Marketing and Communications Office is to: • Integrate all marketing activities across WIT in line with strategic goals and priority audiences.

• Develop a marketing strategy and plan to support those goals, working closely with all academic and functional areas within WIT to support and deliver strategic goals.

• Build positive brand recognition among key audiences.

• Increase the number, quality and diversity of students across all levels.

• Develop processes, working with other relevant areas, to allow WIT to grow in line with strategic targets.

• Raise the profile of research activity at WIT, with particular emphasis on clusters identified in the Strategic Plan 2007-10.

• Develop metrics to ensure we are delivering on agreed goals and develop new strategies where appropriate.

Key achievements include: • Developed a campaign-driven marketing plan, which focuses on communicating relevant messages at appropriate times to our target audiences and their influencers.

• Increased the numbers of CAO first preferences at 1 February in 2008 and 2009, further improving on that increase at 1 July.

• Utilising CAO data to better understand our prospective students, which allows us to engage in more relevant communication activity at more appropriate times. Market intelligence is an ongoing activity.

• Capturing prospective student data and communicating relevant messages to them, i.e. newsletters, open event invitations, etc.

• Improved the Open Day experience for prospective students and teachers alike.

• Improved communications with schools and teachers including newsletters informing them of course changes and feedback forms.

• Improved the second level schools database, allowing us to identify our priority schools so Schools Liaison can have a focused approach to school interaction.

• Developed a highly successful open evening, targeting preference 1 and 2 prospective students and their parents.

• Created the “switched on” slogan for the undergraduate market which is followed through on the prospectus, stands, summary sheets and all undergraduate material.

• Produced a new-look prospectus, which gives clear and accurate information to sixth-year students, parents and teachers, while developing a youthful brand image, and reducing the cost significantly.

• Working with Registry, Admissions and other departments to improve mature student admissions processes.

• Developed an information evening to provide mature students with information on admissions, applications, funding and other supports.

• Attending postgraduate exhibitions to further promote postgraduate courses and research beyond WIT student base.

• Strengthened the links with external agencies to ensure they provide the best possible service to WIT, maintaining a consistency of brand through all communications.

Health and Safety The Health and Safety Office provides advice and guidance on all issues relating to safety health and welfare at the Institute.

A number of services are available namely health and safety training, safety statements, ergonomic assessments, risk assessments, fire safety, emergency planning, pregnancy risk assessments, first aid and defibrillation.

Health and Safety Policy It is the policy of Waterford Institute of Technology to promote high standards of health and safety within the Institute and to ensure that the best practicable methods of compliance with the Safety, Health and Welfare at Work Act 2005 and associated legislation are achieved. In addition to our commitment to the safety of our staff and students, it is our policy to ensure the safety of visitors and members of the public and to discharge our duties to contractors and others who may be affected by our activities.

The Institute undertakes to ensure that adequate resources are provided to implement the health and safety policy. The Management Team ensures that: • Adequate resources are provided to ensure that proper provision can be made for health and safety.

• Adequate numbers of suitably trained personnel are available to undertake all work activities.

• Sufficient resources are available to provide necessary information and training with respect to health and safety.

All members of the Institute are expected to demonstrate their commitment towards a safe and healthy work and study environment by complying with the Institute’s health and safety policy and associated procedures.

Initiatives • Revised accident reporting procedures were introduced to ensure compliance with legislation and to meet the requirements of the Health and Safety Authority (HSA). Accident statistics are presented to the Health and Safety Joint Consultative Committee on a regular basis. The graph below illustrates a summary of accidents:

Freedom of Information and Data Protection We have a number of obligations under the Freedom of Information (FOI) Acts 1997 and 2003 and the Data Protection Acts 1988 and 2003 as outlined below. The Freedom of Information Officer also acts as the Data Compliance Officer.

Freedom of Information (FOI) Openness, Transparency and Accountability are the ethos of the Freedom of Information Acts. WIT came under the remit of the FOI Act 1997 in 2001.

The Act establishes three statutory rights: • a right to access records held by public bodies.

• a right to have personal information in a record amended.

• a right to obtain reasons for decisions affecting the person.

WIT receives requests relating to Tender competitions, for financial information and from journalists and students. A trend worth noting is the large number of non-personal requests which we have received from students for past marking schemes.

One school has addressed this and their marking schemes are available to students using the Institute Intranet, Moodle. It is hoped to extend this to the other schools in the near future.

Data Protection WIT is very aware of its responsibilities and obligations under the Data Protection Act. It is committed to protecting the privacy of the members of its community and takes appropriate measures to ensure compliance with the legislation. No data access requests were received in 2008 or 2009. However, access is given freely by the Human Resources Office to members of staff who wish to view their files.

Alumni Association Launched in 2003, the WIT Alumni Association has gone from strength to strength. Alumni achievement awards are held to honour alumni from all schools who have made an impact in their chosen profession and career.

The launch of the London Alumni Chapter took place on May 14th 2008 in the Embassy of Ireland, and was hosted by the Irish Ambassador, Mr. David Cooney. Joining equivalents in Dublin and New York, the Alumni Association’s London Chapter will bring together many of those who have graduated from the Institute over the years and are now in business in the UK.

Campus Services Diverse Campus Services Limited is responsible for all trading operations on campus. Its aim is to deliver the best possible (non-academic) services and facilities to the student population of Waterford Institute of Technology. It has been in existence on campus since 1989 and its services and facilities have grown in conjunction with the expansion and growth of WIT. During the past two years, its services have grown to include: • WITCard Services: Identification Card, Photocopying and Printing, Point of Sale, Vending, Access Control, Web Value Load and Online ordering.

• Restaurants: Hot House Bistro, The Gallery Restaurant, Oscars Café, The Dome Restaurant, College Street Canteen, Norco Restaurant, and the Hillside Café at Carriganore.

• Retail on Campus: Spar at the Well (On-Campus), Spar Manor Village (Off-Campus) Campus Shop, and the Book Point.

• Sports and Recreation: Clubs and Societies, Fitness Suite, Sports Hall and All-Weather Pitch, Games Room and the Dome Sports and Social Centre. Work also commenced at the West Campus on the development of our new sports campus, with the first phase due to be available in 2010.

• Accommodation: Manor Village Complex and College Fields apartments.

• Additional Services: Transport, Project Spot and Desktop Publishing, Medical Centre, Laundry service, conferencing and banqueting, Hello Ireland Summer Schools and Summer Camps.

Student Life and Learning (formerly CHART) The Centre for Helping Access Retention (CHART) develops policies and practices which enhance opportunities for students to access, to participate and to complete programmes in higher education. CHART and the wider student support team provide a range of support services, which foster student development and complement academic affairs.

A quality student support framework integrates key aspects of student support across the academic programme portfolio from the pre-entry to the post entry stages. It links diverse services through a “one stop shop” approach and ensures that a holistic student support service is available for students, which caters for their personal, medical, psychological, financial and certain academic needs.

In addition, through its range of access programmes, CHART adopts a proactive approach to issues of educational disadvantage at the pre-entry stage and it links with key external agencies to develop new projects and initiatives for communities in the region. In this regard, the concept of equity underpins both policy and practice and the emphasis on access is strategically important for social and economic reasons.

The Millennium Project is an early intervention ACCESS programme aimed at primary school students and 2nd and 3rd year students in second level education in the locality who have the ability to succeed academically but lack the economic means or the necessary social support and encouragement. Encouraging these cohorts to consider third level participation as an option for their future is done by WIT students acting as their mentors in the following activities: day outings, college and library tours, laboratory demonstrations, project work and additional tuition.

The REACH Programme, in existence since 1999, is an ACCESS programme aimed at students in 5th and 6th year in second level education in the local region who have the ability to succeed academically but lack the necessary supports. Twenty-five places are allocated annually for REACH scholarships. A range of post-entry supports are available to these students in order that they may complete the course.

Mothers Make a Difference Project (MMAD), an Access Programme funded by the Equality for Women Measure (EWM) and delivered in partnership with relevant agencies. Its aim is to engage with mothers experiencing marginalisation and offer them educational opportunities.

Clubs and Societies The Institute has an excellent diversity of sporting and recreational clubs to cater for students at all levels of participation, from the recreational to the elite competitor. The Clubs and Societies Office plays a key role in the life of the Institute. WIT has a tremendous history in sport and recreation, with over 30 sports clubs and upwards of 25 societies registered each year.

The WIT GAA Club is the best known and most successful, with its hurlers having won the Fitzgibbon Cup on eight occasions, including five in the last ten years. Other sports that feature high in the Institute include: Camogie, Ladies and Men’s Gaelic Football, Soccer (Men’s and Ladies), Rugby (Men’s and Ladies’), Athletics and Basketball (Men’s and Ladies). There is also a lot of support for a wide range of other sports such as Kayaking, Badminton, Swimming, Equestrian, Golf and Sailing.

These clubs have very strong membership bases and represent the Institute in Intervarsity competitions very successfully.

Some of the more active societies within the Institute are the Business Society, the Engineering Society, Architectural Society, the Law Society as well as the Social Care Society. All the Institute’s societies organise a wide variety of events throughout the academic year.

Some notable achievements that WIT Sports Clubs have achieved in 2007/08 and 2008/09 include the Senior Hurling Club winning the Fitzgibbon Cup in dramatic fashion after extra time in 2008; the Senior Men’s Rugby Team recorded back-to-back AllIreland victories in 2008 and 2009; the Fresher Men’s Rugby Club retained the O’Boyle Cup in 2008; and the Senior Camogie team won the Ashbourne Cup and League double in 2009.

Individual sports people in WIT were also prominent on the national and international stage, with Orla Barry representing Ireland in the Paralympics Games in Beijing in the Discus Event, Sam Bennett and Philip Lavery competed for the Irish U-23 Cycling team while Lynn Marie Grant represented the Irish Colleges Ladies Soccer team at the World Student games in 2009.

The WIT Sports Scholarship Programme has been revamped and increased numbers of top class sports people are being attracted to the Institute to ensure the Institute continues its fine record on the sporting fields of play in the future.

Pastoral Care Pastoral Care in the Institute is primarily a ministry of support and care for all students and staff with an institute-wide presence and perspective. During the period under review, pastoral care extended its capacity to respond, intervene and be present at times of trauma, illness and grief. It further recognised and responded to the specific needs experienced at the beginning, middle and end of an academic year, and of an academic career.

During this time, pastoral care invited students to make a contribution to the wider world in terms of summer volunteer work and links with SERVE (Irish Volunteer Agency) were expanded. Mutual care projects at staff level were increased, making a positive contribution to staff morale and well-being with the Camino Walk of 2009.

Pastoral Care extended its capacity for advocacy work during this review period, publishing articles in national journals and newspapers and presenting at conferences and seminars. Advocacy work during this period improved the individual and group tutoring role of pastoral care in relation to life’s experiences, the integration they require, and the meaning that they have.

Careers Centre The Careers Centre is committed to supporting students and recent graduates to proactively manage their careers (set realistic goals, make informed career decisions and develop the skills necessary to accomplish their goals) by offering a range of professional services including careers information, education, advice and guidance.

The Centre facilitates employers and their graduate recruitment activity in WIT, engages collaboratively with academic colleagues to foster careers education and development within the curriculum and works with students and recent alumni in a wide variety of ways to ensure a smooth transition from third level to the world of work or further study.

During the academic years 07/08 and 08/09, the Centre handled one-to-one advisory sessions with students, quick queries during daily open hours for students, e-mail and phone guidance with a careers adviser and access to computer-based guidance systems.

The Careers Centre also offered the following services to students, graduates and employers: • Employers’ Fair which is organised annually in cooperation with colleagues from nine other Higher Education institutions.

• Postgraduate Fair - presentations on postgraduate study and funding.

• Employer Liaison Programme - employer presentations and on-campus interviews as part of the graduate ‘milk round’ process.

• Mock Interview practice sessions organised in conjunction with past graduates and employers.

• Career Management Skills Workshop – one-day careers management skills workshops which assist students with the career planning process in a systematic way.

• The Careers information Library that is embedded into the Institute’s main library containing information about particular careers.

• Vacancy information, which consists of a monthly e-newsletter and hardcopy newsletter for students, database of new vacancies updated on website regularly and directories of national and international opportunities.

• Careers website and Moodle which provide information on the full range of support services and resources provided by the Centre, such as various electronic careers programmes of interest including career management and transferable skills, psychometric testing and other similar programmes.

• First Destination Survey - annual survey of recent WIT graduates. This survey takes place during January-March in the year after graduation and the results provide valuable data on the employment trends of graduates.

• Assisting Work Placement programmes in all departments by running CV, Interview and Preparing for Work Placement workshops and seminars.

Student Communication Team Programme This is an exceptional voluntary opportunity for any undergraduate student in any discipline. The SCT works with the Careers Centre in marketing and promoting Careers Centre events and services.

Publications The following were written and produced by the Careers Advisor: “The Career Centre Careers Planning Guide”, was distributed to all final year students. This group also received a “Welcome Back Careers Newsletter”.

The Careers Advisor, with the assistance of an international student, put together a Career Planning Workbook for International Students.

“Create your Career with your Art Degree” was produced with the help of an art graduate.

The Careers Advisor is a member of the Graduate Careers Ireland GCI Employers Committee and produced a hand-out for Careers Advisors, Employers and International students titled “Recruiting International Students” which was distributed to all universities and institutes of technology.

Waterford Institute of Technology is pleased to announce that 2,164 students have accepted plac es at WIT. This increase on 2007 figures means that WIT has offered more places on its courses than ever before.

Prof. Kieran R. Byrne, Director, WIT , said that he is very pleased with the increases in courses acro ss the board. “The continued growth in demand for WIT program mes stems from a progressive and adaptive strategy. We listen to the market and make changes to our portfolio of programmes to meet the needs of incoming students and employers”.

“We are delighted to see a continue d increase in first preferences for WIT as it proves the need for and value of what we offer to the South-East region. A total of 3,10 0 CAO applicants selected WIT as their first preference for third -level education this year, an increase of ten per cent on last year ”.

Staff Support Human Resources The Institute now employs over 1,000 staff directly. The companies who provide the range of non-academic student support services such as accommodation, catering and secretarial services employ an additional 300 staff.

The Institute is the third largest employer in Waterford and it is critical that the Institute continues to develop its HR strategy so that it attracts the best possible staff in all disciplines, maintains those staff through innovative training and development programmes and supports and retains them through excellent reward, recognition and employee well-being initiatives.

The Institute works in partnership with all its unions and staff representatives to ensure that there is best practice in employee and industrial relations.

HR assists the Institute to review and change its structures and working terms and conditions as required and by agreement with the staff and their representatives to reflect the changing needs of a dynamic, evolving work environment.

The Institute also recognises and acknowledges the service of retired staff. It fosters and promotes the Retired Staff Association and provides on-going links, events and services to those staff in recognition of their contributions.

Superannuation/Retirement Benefits The main activities in this section were managing retirement benefits, dealing with the purchase of service and Additional Voluntary Contributions (AVCs), reckoning of previous service, transfer of AVC funds to notional service, transfer of service from previous employment(s) and administering the voluntary early retirement scheme (see Appendix 2 for details of staff retirements) Employee Relations/Payroll Interface HR is now responsible for the preparation and inputting of much of the material for the weekly and monthly payroll. In addition, it administers all forms of leave for staff including annual, sick, parental, career breaks and job-sharing. Some key indicators for absenteeism are outlined below for 2007/08 with the previous year’s figures appearing in brackets.

Industrial Relations 2007/08 was a busy year on the industrial relations front. Management and unions engaged on the implementation of ‘Towards 2016’ Action Plans and Progress Reports (Benchmarking and Parallel Benchmarking).

There were numerous multi-union/individual union group meetings dealing with operational issues for the respective staff groups.

A number of complaints were processed through the Dignity and Respect Policy.

The Institute also facilitated an Equality Audit which highlighted a range of recommendations which will be implemented.

The Institute devoted significant time and effort to implementing and complying with a number of key pieces of legislation.

These included the Employment Equality Act, 1998 as amended by the 2004 Act, the Protection of Employees (Part-time Work) Act, 2001, the Protection of Employees (Fixed-Term Work) Act, 2003, and the Employees (Provision of Information and Consultation) Act 2006.

We also engaged in a number of third party fora on industrial relations issues. These included a Labour Court hearing on starting salaries and the Equality Tribunal on a number of equality cases.

Training and Development In January 2007, a Continuing Professional Development Coordinator was appointed in WIT with considerable responsibilities associated with the role in terms of co-ordinating central provision of training, liaising with line managers and maintaining effective open lines of communication with staff.

To consolidate the link between the key priorities outlined in the Institute’s strategic plan, Professor George Gordon, Emeritus Director, Centre for Academic Practice, University of Strathclyde, facilitated meetings with various staff focus groups and the WIT Staff Development and Training Strategy and Plan 2007 – 10 was launched in September 2007 when the key elements of the strategy commenced implementation. These include: • Induction of all new members of staff – extending the support programme provided to new staff.

• Technology Transfer – linking knowledge to communities in the region.

• Scholarship of Teaching and Learning - for example, encouraging all academic staff to be involved in subject groups to share information and research on a peer-to-peer basis.

• Senior Management Training – further enhancing senior management capability at the Institute.

• Heads of Departments and Functions Development Programme – supporting managers and capacity building.

• Modularisation – moving to gain flexibility from the modular approach to build new specialisms.

• Computer Literacy – base line computer literacy among all staff of the Institute.

• Quality – process training and further underpinning of quality culture at all stages of student interaction and support.

• Ongoing qualifications building - for all groups of staff, the Institute is committed to supporting advanced qualifications from Higher Certificate to Doctorate qualifications, short term skills training and attendance at seminars and conferences.

Training and Development Committee The Training and Development Committee and the CPD Coordinator continued in 2008/09 to deliver on the key elements of the Staff Development and Training Strategy and Plan 2007-2010.

The Institute has seen a number of achievements, including 354 staff members participating in training in 2008 offered by the CPD Coordinator in addition to departmental, external programmes and advanced qualifications.

In February 2008, during the dedicated Professional Development Week, 154 staff members participated in training. During the same Professional Development week in 2009, a total of 315 staff participated in the various workshops that were made available. These workshops covered a wide range of topics, included Academic Thesis Writing, MS Office 2007, Occupational First Aid, Endnote Training, Introduction to Photoshop for Photography, Problem–based Learning Approach and Techniques, the Supervision Process, Being an Examiner of the Research Masters and Doctorate, Grievance and Disciplinary Procedures, Moodle, Introduction to the Leadership Development Programme and Business Simulation.

Other training offered during 2008/09 included such subject areas as SPSS, a Leadership Development Programme, the Practical Pedagogy Module from the MALT Programme, T4, E-learning, Teamwork and Leadership Generic Skill transfer, to mention but a few.

A staff induction DVD was filmed over the summer 2009 and the WIT Study and Exam Leave policy also came into effect in September 2009. The WIT Employee Assistance Programme (EAP) was launched in November 2009 which is a confidential, free resource that provides practical and emotional support to all employees and family members.

The current economic climate presents the Institute with budgetary challenges, and training and development is not immune from this issue. However, the Training and Development Committee, in conjunction with the CPD Coordinator, will continue to offer CPD all year round and during the dedicated Professional Development weeks.
