School of foreign languageS

from DeSk

Dear Learners, I take immense pleasure in drawing you to the world of School of Foreign Languages at IGNOU. In an increasingly connected world, foreign language proficiency is more important than ever. Learning another language opens up new opportunities and gives you perspectives that you might never have encountered otherwise. Personal, professional, social, and economic considerations all point to the advantages of learning foreign languages. Learning another language is one of the most enriching experiences in anybody’s education. Not only is it essential for the Information Age that we live in today, but being able to speak in other languages gives you the power to reach out and communicate with people from around the world. The School of Foreign Languages (SOFL) has been established to give learners an understanding of different languages and cultures. Learning another language gives the learner the ability to step inside the mind and context of that other culture. Without the ability to communicate and understand a culture on its own terms, true access to that culture is barred. A person competent in other languages can bridge the gap between cultures, contribute to international diplomacy, promote national security and world peace, and successfully engage in international trade. The SOFL has already launched many language programmes and will launch a myriad of foreign language programmes in the days ahead. In this respect, we are confident that through the Open and Distance Learning methodologies, EduSat mediated dissemination of knowledge and online system of education delivery, the projected goal of quality education will be achieved. IGNOU Certificates, Diplomas and Degrees are respected and recognised all over the world. We have created Convergent System of studies, on- demand examination, walk-in-examination and anytime admission. Therefore, the idea of quality education anytime, anywhere will be a reality for learners from all sections of the society. “No culture can live, if it attempts to be exclusive.” - Mohandas K. Gandhi, Indian nationalist and spiritual leader. I wish you all success in your studies and pursuit of excellence.

Dear Learners, Do you want to get a job? Do you want to go abroad? Do you want to do business with foreign countries? If your answer is yes, then you come to School of Foreign Languages (SOFL), Indira Gandhi National Open University (IGNOU). IGNOU is the only University that offers a Language programme, which is not just learner-friendly, but also easy to practice in day-to-day life. One of the specialties of foreign language courses in IGNOU is that a good student in any foreign language gets easy passport to go abroad for further carrier advancement. It is therefore very important for a future learner to decide where to study and which institution provides best learning facilities. School of Foreign Languages, IGNOU, is a first-of-its-kind, which has taken the challenge to reach out to the learners rather than asking them to come to the four-walled classroom. This system is popularly known as Open and Distance Learning Mode (ODL). One of the unique features of ODL mode is that students from any part of India or even abroad can enroll for certain language courses in SOFL. This way we are bringing all the aspiring learners of the country into the field of learning foreign languages. At present, SOFL offers a number of Language programmes. These are: Arabic, Chinese, French, German, Japanese, Persian, Russian and Spanish. Several programmes in other foreign languages will be introduced very soon. Various kinds of programmes that include face-toface and ODL mode are offered with different kind of degrees. These are: Certificate, Diploma, Graduation, Post-graduate Diploma, M.A. and Ph.D. If you don’t have time to come to the classroom on weekdays, certain language programmes can also be offered in weekends. The faculty members in our School are one of the best available in the country in their respective field of expertise. SOFL has also got the distinction to collaborate with other educational institutions not only within India, but outside the country as well. Talks have been going on to establish a branch of the School of Foreign Languages abroad. In view of the above, all prospective learners of foreign languages must keep in mind two facts: job-oriented programme and learner-friendly terms and conditions before you decide to enroll with other institutions for learning foreign languages.

Prof. G. Chaudhuri Director School of Foreign Languages 3

Indira Gandhi National Open University (IGNOU) was established in 1985 by an Act of Parliament (50 of 1985); with the aim of democratising higher education and reaching out to learners belonging to diverse sections of our population, residing in remote, far-flung areas of the country. On 19th November, 2009, IGNOU entered its 25th year; a significant milestone in its illustrious growth in becoming one of the world’s largest universities. The University has undergone rapid expansion and emerged as an international institution in the field of Open and Distance Learning (ODL). The University provides a multi-nodal learning system through print, audio, video, radio, television, tele-conferencing, interactive radio counselling, Internet-based learning, (online) face-to-face interactive sessions, ICTs, counselling and practicals. The University follows a learner-centric approach, with openness and flexibility in terms of relaxed entry qualifications, and place of study. The University offers over 486 programmes of study in different levels, ranging from Doctoral to Certificate in its niche with student enrollments of over 3 million. It operates through a strong network of 21 Schools of Studies, 12 Divisions, 14 Centres, 62 Regional Centers, over 3,000 Learner Support Centres, 67 Partner Institutions spread across 35 countries, over 400 teachers and academics, and more than 1,205 administrative staff. Additional help is also sought from about 6,000 experts from conventional universities and other organisations, and about 45,000 part-time academic counsellors. 4

The School of Foreign Languages (SOFL) is one of the 21 Schools of Studies at IGNOU, established towards the end of 2007. The School of Foreign Languages at IGNOU teaches eight different languages ― Arabic, Chinese, French, German, Japanese, Spanish, Persian, and Russian - delivering these innovative, flexible and cost-effective foreign language(s) programmes through Open & Distance Learning (ODL), via e-learning (Online) and the traditional classroom teaching (On-Campus) ensuring high standards of excellence. These foreign language(s) programmes are offered at Certificate, Diploma and Post-graduate Diploma level to capacitate the learners professionally in today’s job market whereas the Post-graduate and Research programmes develop the critical thinking skills of the learners and their intellectual & analytical capacities. By offering a world class, need-based education and training in Foreign Languages and Cultures, the School of Foreign Languages intends, on the one hand, to develop students’ communicative abilities in their chosen language(s), and on the other, to inculcate cultural understanding and inter-cultural communication in learners through the study of language, literature, civilisation, and cultures so that the learners are trained to enter the global society. The curriculum of these foreign language(s) programmes not only includes language and literature but also integrates cultural studies in its curriculum with the aim to provide not only competency in these languages but also knowledge of their rich cultures to broaden learners’ perception and appreciation of multilinguism and multiculturalism. In view of the existing demand due to its multiple practical applications, the study of foreign languages is gaining lots of importance in the academic studies, and the demand is growing continuously. The study of foreign languages provides a potential edge for future career development. In the era of globalisation, where more and more businesses work closely with companies in other countries, the demand of specialised foreign language experts, who can communicate effectively in different foreign languages and understand other cultures, has grown tremendously. The expertise in foreign languages can be a valuable addition for all manner of professionals. It also offers programmes specific to the requirements of organisations like the Indian navy. The School works in collaboration with institutions such as the Max Mueller Bhavan, Goethe-Institut, Université de Vienna, Iran Culture House, French Cultural Centre, University of Grenoble, France, Instituto Cervantes, etc. It also collaborates with other Schools of the University to develop manpower for a number of sectors, like foreign language requirements for scientists, agricultural experts and trade specialists. 5
