Welcome Happy New Year and welcome to the first Lincs Scene of 2016.

2015 was already going to be a hard act to follow after the Magna Carta celebrations, but the legacy of those events are still being felt and there is still plenty to look forward to if our preview of musical events is anything to go by – they include Sir Elton swapping Caesar’s Palace for the Lincolnshire Show ground.

We’ve also cast a spotlight on one of last year’s events that was overlooked by many of us – the Bicentenary of George Boole.

If your New Year’s Resolutions are to lose weight and get more active then we might have just the things for you with features on Slimming World and Walking Football.

Local councils will be reluctantly tightening their belts and making some tough decisions early in 2016 with meetings being held in January for the public to find out how county finances are being organised and where the axe might fall.

There is also an online survey to complete and I would urge all Lincs Scene readers to be as active as possible as council leaders have warned that all services will have to be cut to some extent while others will disappear altogether.

Councillors might be voted in to make tough decisions and balance the books, but will need residents’ input to get the balance right.

Hearty Lamb Hotpot

Hearty Lamb Hotpot – Comfort food at its very best and perfect for those long cold winter nights. Cutting through the crisp potato lid reveals meltingly tender lamb stewed in a light vegetable stock spiked with bay leaf and vegetables.

Preparation time: 20-25 minutes Cooking time: 3 hours Ready in: 3 hours 25 minutes Ingredients (Serves 4-6) 1kg Diced Lamb Leg 25g Cornflour 100g Unsalted Butter 2 Onions (Sliced) 3 Carrots (Finely Sliced) 1tbsp Worcestershire Sauce 500ml Vegetable Stock 3 Bay Leaves Sea Salt & Cracked Black Pepper 800g Maris Piper Potatoes (Thinly Sliced) the pot and stir well to combine. Season well with sea salt and cracked black pepper. Remove from the heat.

Method Preheat the oven to 170c. Melt a tablespoon of the butter in a large casserole dish over a medium heat.

Brown the lamb in the casserole dish in batches – setting aside once browned. Brown the carrots and onions in the dish for 5 minutes until golden brown.

Sprinkle the cornflour over the carrots and onions whilst in the dish and add the Worcestershire sauce and vegetable stock.

Bring to the boil. Add the browned lamb and bay leaves to

Arrange the sliced potatoes over the stew and dot small chunks of the butter over the top. Season the potatoes with sea salt and cracked black pepper. Cover the dish and place in the oven and cook for 2-3 hours or until the lamb is tender.

Remove the lid from the casserole dish and turn your grill on high. Place the casserole under the grill until the potatoes are well browned.

Allow to stand for 5-10 minutes before serving.

Poppies Wave at Lincoln Castle Lincoln Castle, has been selected by 14-18 NOW as one of three venues to host the iconic poppies in 2016 as part of the UK’s official centenary commemorations.

Wave will open at Lincoln Castle in 2016, specially presented by 14-18 NOW to mark the centenary of the First World War. The breathtaking sculpture, a sweeping arch of bright red poppy heads suspended on towering stalks, will be at the Castle between 28 May and 4 September. It was originally seen at the Tower of London as part of the installation Blood Swept Lands and Seas of Red, and can be seen at Yorkshire Sculpture Park until 10 January 2016.

Lincolnshire has many strong ties with landmark events in World War One, when Lincoln Castle was used by the Lincolnshire Regiment for fundraisers and parades. The world’s first operational tank (as well as aircraft and munitions) were

manufactured in Lincoln, and countrywide there were thirty seven military aerodromes by 1918. Seven Lincolnshire battalions also took part in the Battle of the Somme in 1916.

The breath-taking sculptures were initially conceived as the key dramatic sculptural elements in the installation Blood Swept Lands and Seas of Red at the Tower of London in the autumn of 2014. Over the course of their time at the Tower, the two sculptures were gradually surrounded by a vast field of ceramic poppies, each one planted by a volunteer in memory of the life of a British and Colonial soldier lost during the First World War. In their original setting they captured the public imagination and were visited by over five million people.

The original installation was conceived of as transitory, the sea of poppies growing in size until the final one was planted on 11 November 2014. On completion, however, it was agreed that the works of art at the heart of this broader act of memorial should be preserved for the nation. 14-18 NOW is grateful to the Backstage

Coun Nick Worth, Executive Member for Culture and Heritage, said: “We’re thrilled the poppies are coming to Lincoln Castle.

“Next year will mark the 100th anniversary of the Battle of the Somme. Seven Lincolnshire battalions fought there, and having the poppies will be a fitting tribute.

“Of course, the castle is also home to one of only four surviving 1215 Magna Cartas. The messages of freedom this document still represents will chime perfectly with the meaning of the poppies.

For the remainder of the 14-18 NOW programme, Wave and Weeping Window will be on view at selected locations around the United Kingdom finishing at IWM North and IWM London in the autumn of 2018. The sculptures will then be gifted to the Imperial War Museums.

Slimming World goes from strength to strength A mind-blowing 4,371 stones were shed by Lincoln members of Slimming World during 2015.

Consultant Suzanne Coles said she and her colleagues are over the moon at what their members have achieved and cannot wait to help even more people in 2016.

“Slimming World is going from strength to strength as we are opening another five new groups in January. Lincoln will boast 29 groups both rurally and centrally located covering the full range of days and times, so there really is nothing stopping people from achieving their New Year’s dream.”

Walking Football has become one of the country’s fastest growing sports and is already catching on in the Lincoln area with one group of footie fans hoping to set up a mini league.

In 2011 Chesterfield FC Community Trust introduced walking football to inspire the over 50s back to exercising and it was steadily gaining a foothold beyond the Spireites’ dominion when it was featured in a Barclays Bank TV advert and took off with around 450 clubs now active in the country and counting.

Now a group of Lincoln and Welton pensioners are hoping to set up a mini-league they are inviting other teams to join.

John Mulhall explained they currently play walking football most Thursdays at Welton Manor Park between 11am and noon.

“It’s a chance to play the game you love but reduce the chances of injury. It’s a great way to keep fit, learn skills, have fun and socialise all at the same time,” said John.

Walking football presents different challenges to regular soccer with the thinking side of the game important as well as skill.

Players have to get used to not running or they will be penalised and passing has to be well planned and executed – lofting a hopeful long ball is not going to cut it.

Nationally there is an emphasis on the over 50s and for players who have had to give up or take a break from the regular game through injury. John explained his group would be focusing on older players in the first instance.

John added the Welton players hoped to set up the mini-league this spring and make Manor Park on Hackthorne Road (LN2 3PA) a centre for their activities.

The current set up is affiliated to the Lincolnshire Football Association (LFA) and has received invitations to visit existing walking football centres in Mablethorpe and Cleethorpes/ Grimsby – the latter’s Bradley 3G Centre regularly attracts 100 players.

“Our ambition is to have regular meetings and walking football sessions but, of course, we could diverge to other outdoor or indoor sports to suit our clients and venues.

The five-a-side games are played on 3G pitches – a third of the normal pitch size and rules are: • Players are prohibited from sprinting, running or jogging while the ball is in play and are penalised with a free kick for the other team.

• No slide tackles or contact are allowed.

• Played with a size 4 Futsal ball (if available) indoors or use a traditional ball outdoors (size 5).

• If the ball goes off the pitch over the touchline, the game is restarted via a kick, roll or throw-in (to allow for different physical capabilities).

• There is no offside and ball must be kept below head height.

“The objectives would be the same in all cases. To generate social groups who meet regularly in Welton and other Lincoln venues, to exercise, mix, chat and visit other centres of sport during daylight hours appropriate to our age, health and fitness.”

So many places to get your day off to a great start He’s an enthusiastic omnivore as happy in a transport café as a Michelin–starred eatery. She’s a picky vegetarian who bemoans the poor choice she sometimes faces in restaurants.

Between them they will provide a comprehensive review of where they have booked a Table for Two.

Us Brits spend £76million a day on going out for breakfast or brunch according to research released last summer.

One in three of us eat our first meal of the day outside our homes at least once a week and a growing number tuck in every day with an average daily spend of £7.31.

While many people grab a bite on the way to work, staying at hotels or at early business meetings, 47 per cent of us ‘do brunch’ because it is a treat to share with family and friends.

Having done some of our own research over the years we think Lincoln is pretty well served when it comes to the choice for breakfast/brunch venues and it’s getting better all the time.

There’s quite a range too - from the traditional ‘belly-busters’ that will set any manual labourer up for the day at a price you could not cook for yourself to the more indulgent ‘we’ve got the day off’ celebration when breakfast definitely becomes brunch.

The combination of breakfast and lunch is not as recent a phenomenon as might be thought as the man credited with its invention, the English writer Guy Beringer, was inspired to call for its invention in 1895 while nursing a Sunday morning hangover.

Carluccio’s offers one of the best breakfast ranges from the massive Magnifica to through to croissants and pastries and six separate egg dishes. The choice is pretty good for veggies, but you can also get menus covering most dietary needs.

Bloody Marys, Bellini’s and Mimosas can be added for brunch, but for those with responsibilities in the hours ahead a steaming Espresso is probably a good idea.

The Cheese Society was the venue for a get-together with a friend who had a rare morning free and as I looked over the wonderful

menu I spotted the Kir Royale cassis and prosecco cocktails.

When I commented it would be good to indulge one day, she replied: “Well there’s no time like the present.”

They were heaven, coupled avocado on toast with chilli flakes and poached egg for her and a BLT (brie, lettuce and tomato) for me.

It should come as no surprise that he can’t choose between the Wig and Mitre or a transport café on the A15 when it comes to his favourite breakfast. I pointed out that his choice should be based on the whole experience and not just his occasional predilection for a greasy spoon fry up, but he refuses to choose between the two as they both suit different moods.

In fact he’s not impressed that I’ve made him choose between any of the eateries as anywhere that does breakfast gets top marks from him including Café Zoot on Bailgate, which does a good veggie breakfast and sources its meat products locally for the English and American versions.

No. 9 Alexander Walk may not have a designated veggie option, but there are plenty of scrummy alternatives on the menu to suit and the full English has received the stamp of approval.

A speciality is their black pudding stack, served with poached egg, dry cured bacon, toasted muffin and hollandaise sauce – while this may not be up my street (or even his) you can tell it is executed with No 9’s usual care and attention.

Also well worth a mention are The Greenhouse on Burton Road; Pimento Tea Rooms on Steep Hill; The Grille at the White Hart; Stokes Café at The Collection as well as Doddington Hall. These may not have the most extensive breakfast choices but what they do, they do very well.

Co-op ‘divvies’ up to good causes Good causes in the Lincoln area will share in almost £60,000 raised by members of the Lincolnshire Co-op in the past three months.

A total of £57,180 has been split between more than 80 local ventures, including pre-school groups and luncheon clubs, through the Co-op’s Community Champions Scheme that sees every one of the Society’s 250,000 members linked to a good cause close to where they live.

Every time they use their Dividend Card in any Lincolnshire Co-op 215 outlets where dividend is issued, a donation from the Community Champions pot goes towards their local good cause.

The Community Champions for the period from September to December will now be awarded a cheque or vouchers for the total amount raised by shoppers in their area.

“This is a fantastic total for a great number of local groups and we hope it will help them with their many projects and events,” said Member Engagement Manager Richard Whittaker.

Elton just one of the acts to catch in a musical 2016

The Drill Hall’s musical line-up for its spring season is an eclectic mix that will give music fans a chance to enjoy familiar territory and dip into something new (see page 59).

Limehouse Lizzy went down a storm last year and will be keeping the spirit of Phil Lynott’s band alive in another explosive show while Britain’s Got Talent favourites Jive Aces will prove they are the country’s top swing band and get audiences on their feet.

Blasts from the past include Fairport Convention often hailed as the originators of folk-rock and Howard Jones, who will reveal the inspiration behind his songs in an acoustic show.

Music lovers have an exciting year ahead with Elton John’s performance at the Lincolnshire Showground in June just one of the highlights to look forward to.

Sir Elton will be 69 when he brings his Wonderful Crazy Night tour to the showground on June 10 but his enthusiasm for creating and performing music shows no sign of diminishing.

He is one the most recognised and best-selling British artists of all time, who started his career partnered by Market Rasen-born songwriter Bernie Taupin. The pair went on to achieve stellar success, but even in their early days Elton only ever played in the county once – at Boston’s Starlight Rooms in 1973.

There’s definitely a Celtic bent to the season as Jamie Smith’s Mabon explore all forms of the music to forge something new led by the talented accordion player and local favourites Band from County Hell will cook up their usual musical storm.

Don’t forget the venue’s free sessions on Saturday lunchtimes and some other occasional dates when performers entertain weary workers or shoppers with folk, country, blues, classical and even baroque music.

The tour supports his 32nd studio album of the same name, but the ultimate showman usually treats fans to some of his many hits.

Just as enduring, but with less mainstream stridence is John Cooper Clarke, Britain’s most important performance poet, as vital now as he was in the 70s.

Away from the larger venues Lincoln’s healthy pub music scene offers a showcase for the talents of local bands (see our Gig Guide) as well attracting some seasoned exponents of their crafts.

Fans of his biting, satirical, political and hilarious verse can enjoy its unique rapidfire delivery at the Engine Shed on Sunday, February 7.

Clarke’s performance style resonated with the punk movement and he toured with The Sex Pistols, The Clash and Buzzcocks, with his keen social observations still being enjoyed at an average 100 shows a year all over the world.

Other music at the Engine Shed will include: Sheffield indie band The Crookes; folk group Cattle and Cane; ex Babyshambles’ Adam Ficek; Manchester’s Alias Kid and Radio 1 favourite’s Fickle Friends.

The most ‘famous bagpipe band on the plant’ Red Hot Chilli Pipers fuse traditional Scottish music with rock and pop anthems – or Bagrock – for a totally unique experience.

Kent DuChaine is a well respected American Blues singer and guitarist, who has clocked up over 2million miles doing more than 80 tours in the UK and rest of Europe and he will be clocking up a few more after adding The Dog and Bone to his itinery.

Punk favourites The Lurkers are enjoying a resurgence and they have chosen The Jolly Brewer as the starting gig for their spring tour.

Dodgy booze turned into power source Dodgy booze confiscated in raids across Lincolnshire has been recycled and turned into electricity.

The counterfeit alcohol was seized by Lincolnshire Trading Standards and police from county shops, emptied into vats and taken to a specialist recycling facility in Sheffield in December.

The potentially lethal liquid is mixed with foodstuffs and enzymes to create gas that is then used to create electricity and fed into to the National Grid.

“While many bottles of alcohol were seized for non-payment of duty, others were seized as they were counterfeit or fake and potentially very dangerous, containing industrial alcohol which is unfit for human consumption,” said Emma Milligan, principal trading standards officer.

The crackdown on illegal booze saw seizures soar last year with 700 bottles confiscated between April and September 2015 compared to 10 over the same period in 2014.

“Trading Standards spend a lot of time out in shops around the county but we need the public to continue to help us, to stay on their guard and report anything suspicious,” said Dan. “Spotting illegal alcohol can be very difficult, but there are a few tell-tale signs that can help. A retail price that is too low is one obvious thing to look out for, but also look at things like how the labels have been cut and stuck to the bottle, or whether the fill levels of the bottles are the same.”

“With such potential dangers to the public, it’s vital that these products are taken off the streets. I’m glad we can put the counterfeit alcohol to use in a productive way.”

Sgt Kimble Enderby of the police’s Licensing Department said: “We will continue to work together to clamp down on retailers who sell these illegal and potentially dangerous items.

Senior trading standards officer Dan Brown added: “Although Lincolnshire Trading Standards is proactively raiding and seizing counterfeit booze from the shelves of off-licence premises and shops across the county, we are reminding consumers when buying alcohol to stop and think - is the product genuine?”

Fake booze found in the raids has contained chemicals found in cleaning fluid, nail polish remover, paint stripper, petrol, drain cleaner and anti-freeze.

“These chemicals are potentially very dangerous and could have a huge impact on your body. Symptoms could include vomiting, permanent blindness, kidney or liver problems and could, in extreme circumstances, even lead to a coma.”

Find out how budget cuts could hit services With more budget cuts of £40million looming and more county council services under threat a series of public meetings will be held are being held in January, so residents can scrutinise the authority’s finances.

Lincolnshire people will get the chance to question the county council’s Leader and executive councillor for finance about the authority’s budget during the meetings.

As well as looking at which services are compulsory and which are optional, the events will explain where savings have already been made and how the authority is funded. ”We feel it’s really important to give people every opportunity to have their say on how public money is raised and spent in the county. It’s also important that the full extent of our budget reduction and our compulsory expenditure is explained so that there is a clear picture of the options we have going forward,” said executive member Coun Marc Jones.

“As well as the public meetings, people will also be able to view

our budget proposals online when they are released, and give us their feedback. You can already take part in our survey to tell us where you think we should prioritise our spending which will help us make these difficult decisions.”

Lincolnshire County Council is facing a budget reduction of at least £40 million for the next financial year, with savings of at least £130 million needed over the next four years.

The council has put together a survey of some discretionary services to ask people their views on their budget priorities. The survey will be featured in the next edition of County News, and can also be accessed at www.lincolnshire.gov.uk/budget.

City CCTV upgraded after 20 years Lincoln’s CCTV system is to get a £300,000 upgrade. The city’s current camera network, managed by City of Lincoln Council, was set up in 1996 and operates 24-hours a day.

It has proved to be a vital tool for Lincolnshire Police and other emergency services - in 2014-15 the unit dealt with more than 14,000 incidents and assisted in 1,800 arrests, with incidents relating to many types of criminal activity, including public order offences, murder, sexual assaults and theft.

CCTV operators also work with partners such as Lincoln BIG and the Street Pastors to help get assistance to people in distress or those who are unwell or under the influence of alcohol or drugs.

It also assists in searches for missing people and provides support for incidents such as road traffic collisions.

Parts of the system have been in place since the network was installed but the city council’s Executive was asked to consider investment in the region of £300,000 from the invest to save fund to bring the CCTV system up-to-date.

It approved the scheme after hearing that making the system wireless would give savings of £508,000 savings against the

budget in the medium term financial strategy.

“The city’s CCTV system is a vital tool to protect residents, businesses and visitors and is a much-needed support to our emergency services,” said Caroline Bird, Community Services Manager.

“The system has been in place for almost 20 years and as the age of the equipment increases so does the potential for something to go wrong. To prevent this from happening, we’ve considered a number of ways of how to improve the network, making the most of advancements in technology while being mindful of the costs involved.

“The option recommended to Executive uses the latest wireless technology as it provides a modern system that’s energy efficient, easily expandable and easily transferable to another building if City Hall was to become unavailable at any time.”

Leading The Way George Boole - father of the digital age Lincolnshire has a rich history punctuated with important figures that played vital roles in the technological, social and cultural development of Britain.

The third in the Lincs Scene series looks at how a poor Lincoln boy became known as the ‘father of the information age’, mathematician, philosopher and logician George Boole.

Apparently we’re always hearing about ‘Boolean variables’ in our modern digital world.

If that phrase just whizzed high over your head you probably work with computers and not in computers because those in the latter category would know that it was a type of data with two values.

Still confused? Join the club, but don’t feel too bad because there are plenty of techies for whom Boolean variables are a fact of life who still will not know where the name came from, George Boole.

While Lincoln rightly revelled in celebrations of the Magna Carta’s 800th anniversary, the bicentenary of the birth (November 2, 1815) of one of its most influential sons went almost unnoticed in the city.

The notable exception to this is the Lincoln Boole Foundation who installed a plague outside House of Fraser on High Street for his bicentenary just yards from his birthplace.

The Foundation wants to highlight Boole’s importance - if it wasn’t for George there would no Internet to research this article and no digital computers to write it on. However, LBF readily concedes that Cork, where he spent his final years, had more ‘gusto’ when it came to celebrating Boole’s life.

George was born to lady’s maid Mary Ann Joyce and shoemaker John Boole who had married in London and moved to Lincoln in 1806 to open a cobbler’s at 34 Silver Street.

His father passed on his love of mathematics and young George proved to be a prodigy in both this subject and languages having learned Latin from a tutor then teaching himself Greek, French and German.

George’s own education did not got much beyond primary level, although he attend the limited Bainbridge Commercial Academy aged 14. George was largely self-taught with proud father willing to highlight his son’s genius.

He had thought of entering the Church, but by the time he was 16 he was an assistant schoolteacher at Heigham’s School in

He returned to teach at Hall’s Academy at Waddington before opening his own school in Free School Lane, Lincoln, aged just 19 in 1834 achieving a reputation as a conscientious teacher, but in 1838 Robert Hall died and Boole was invited to take over the academy.

The family moved with him and helped him run the school giving him time to study the work of eminent mathematicians leading the thinking that would the subject of his first mathematics paper.

He was encouraged to study at university by Duncan Gregory, the editor of the Cambridge Mathematical Journal, but his family commitments prevented formal study as he opened his Boarding School for Young Gentleman at 3 Pottergate, Lincoln in 1840, again moving the family with him.

He did start publishing his work in Gregory’s journal and was receiving favourable responses to his work with ‘On A General Method of Analysis’ receiving the Royal Society’s Royal Medal in November 1844.

His mathematical work was starting to bring him fame and he had become one of Lincoln’s leading citizens, who had reached this status through self-education. He was acutely aware of the social injustices prevalent in early 19th century Lincoln and used his position to improve conditions for the less fortunate.

Leading The Way George was heavily involved in the Lincoln Mechanics Institute set up in 1833 and gave his first lecture there, aged 19, on the Genius and Discoveries of Sir Isaac Newton, which was printed and distributed in London.

He was also involved in the Lincoln Early Closing Association, which aimed to safeguard the welfare of workers through controlling opening hours and in 1847 it achieved a 10-hour working day for all shop assistants, apprentices and other workers in the city. His philanthropic tendencies also saw him become founder and trustee of a home for ‘fallen’ women in Lincoln.

Receiving recognition for his work among learned peers Boole got the confidence to pursue a full-time professional career in 1846 and an opportunity presented itself through the establishment of three new Queen’s Colleges in Galway, Belfast and Cork.

Distinguished scientist, technologist and entrepreneur Stephen Wolfram explained Boole’s importance in a blog to celebrate his predecessor’s bicentenary.

“When George Boole came onto the scene, the disciplines of logic and mathematics had developed quite separately for more than 2000 years. And George Boole’s great achievement was to show how to bring them together, through the concept of what’s now called Boolean algebra. And in doing so he effectively created the field of mathematical logic, and set the stage for the long series of developments that led for example to universal computation.”

One man who is determined that Boole’s achievements should be more widely recognised is his biographer, Prof Des McHale, who outlined his theory that the mathematician was the blueprint for Sherlock Holmes’ nemesis Moriarty.

“Moriarty was a professor at a small provincial university.

He was a mathematician. If you look at the mathematical papers that Moriarty wrote, they can be linked almost directly with half a dozen of the papers that George Boole wrote,” Prof McHale told the Irish Times.

He was finally appointed the first Professor of Mathematics at Cork University in August 1849.

“I can say with perfect truth that I feel a daily increasing delight in my new duties,” he said when appointed.

Boole loved everything about Cork – he met his future wife, Mary Everest, there in 1850 and after they were married they brought up five daughters happily in the city. Professionally he went on to publish another three books, two of which Laws of Thought and A Treatise on the Calculus of Finite Difference are still used today.

One aspect he did not like was the weather, which eventually killed him after he walked three miles in a downpour, gave a lecture in wet clothes, and caught a chill. His wife – a believer in treating like with like – put him to bed and drenched him with cold water, probably hastening his decline into fatal pneumonia.
