04 Met de waarschuwing voor het opkomende moslimextremisme in haar boek ‘Undercover in Klein-Marokko: achter de gesloten deuren van de radicale islam’ alarmeerde zij al in 2006 de goegemeente. Wij bleven toen zowat allemaal Oost-Indisch doof. Door de aanslagen van 22 maart weten we ondertussen wel beter.

Hieruit bleek nogmaals dat kunstenaars, denkers en schrijvers die middenin de samenleving willen staan, de rimpels op het water al vroeger aanvoelen, terwijl publiek en beleid pas reageren als de golven even onstuimig als onbeheersbaar zijn geworden.

Vooruit is sinds begin 2017 erkend als kunstinstelling - naast deSingel, de Ancienne Belgique, Het Kunsthuis (Opera Vlaanderen Ballet Vlaanderen), Brussels Philharmonic, de Filharmonie en Concertgebouw Brugge . Dat vraagt meer verantwoordelijkheid. Tegenover de hedendaagse kunsten en de kunstenaars uiteraard, maar evenzeer tegenover de samenleving. Vooruit is een actieve speler in de samenleving, een geëngageerde organisatie die binnen de huidige turbulente maatschappelijke context inzet op duurzaamheid en gastvrijheid, op diversiteit en solidariteit.

05 Wil je als kunstinstelling zorg kunnen dragen voor de toekomstige generaties - van publiek tot kunstenaars, dan moet je aanvoelen wat broeit en knettert in de samenleving. Vooruits stadsresidenten, een groep jonge kunstenaars die de publieke ruimte als werkplaats claimen, zijn onze voelhorens. Dat geldt evenzeer voor Vooruits schrijver-in-residentie; zij reflecteert, signaleert en confronteert. De schrijverin-residentie breekt tijdens haar termijn van 1 jaar meermaals en in verschillende gedaanten in de programmatie van Vooruit in. Op het eind van het jaar zet ze de puntjes op de i met het slotakkoord ‘Vooruitopia’, het essay dat Vooruit een spiegel voorhoudt, het werkdocument dat Vooruit verplicht werk te blijven maken van haar normen en waarden als kunstinstelling. Een document waar jullie als artiest, publiek, partner en subsidiënt, mee inzage in krijgen.

Hind Fraihi was in 2017 Vooruits eerste schrijver-inresidentie. Haar thema droeg de vlag ‘verbinding in verwarring’. Zij wil eerst de vinger op de pols van de verwarring leggen, om daarna des te beter te kunnen verbinden. Daar moet Vooruit, en wij niet alleen, de nodige lessen uit trekken. Om zo hopelijk al wat vroeger de rimpels op het water aan te voelen.

HIND FRAIHI

BIO Hind Fraihi is onderzoeksjournaliste, columniste en auteur.

Ze verwierf internationale bekendheid door haar reeks Undercover in Klein-Marokko, waarin ze de opkomst van het salafisme en de rekrutering voor de jihad in Molenbeek vastlegde. Ze werkt als researcher voor tal van binnen- en buitenlandse media.

Fraihi schreef daarnaast nog drie boeken, onder meer over leven met MS en autisme. In 2017 was ze de eerste schrijver in residentie voor kunstinstelling Vooruit. Momenteel werkt ze aan een nieuw boek over vrouwen en moslimextremisme.

09 Kijk de volgende keer op een toneelstuk, dansvoorstelling of concert maar eens goed om u heen. Het is een zee van witte mensen die staart naar een podium waar andere witte mensen het beste van zichzelf geven. De artiest of het gezelschap werd geboekt door een medewerker van een cultureel centrum die, net als het merendeel van zijn of haar collega’s, wit is. De directie is eenzijdig wit, evenals de raad van bestuur. Cultuurjournalisten en recensenten zijn haast allemaal wit. Pas op het niveau van de security en de schoonmaak kom je de meeste ‘exotische’ namen tegen. Kijk vervolgens eens goed om u heen als u weer naar huis loopt en let op de vele talen, geloofsovertuigingen, wereldvisies en kleuren die rondom u bewegen op diezelfde straten, in diezelfde bussen en trams.

Laat die tegenstelling nu even inzinken. Waarom stopt de diversiteit die in zoveel steden en dorpen doet bruisen, botsen, discussiëren, genieten en lachen op de drempel van culturele instellingen als de Vooruit? En wat betekent dat overwegend witte biotoop voor onze visie op cultuur? Die van ons en die van de anderen.

10 Het antwoord ligt in wat de eeuwigdurende cyclus van de cultuur lijkt te zijn. Theater, dans, muziek, literatuur,… lokken in de eerste plaats een overwegend wit, progressief en hoogopgeleid publiek. Hun smaak bepaalt wat er te zien en te beluisteren valt. Zij worden op hun wenken bediend door een leger programmeurs, theatermakers, dramaturgen, muzikanten, schrijvers, poëten en choreografen die op hun beurt ook weer wit, progressief en hoogopgeleid zijn. De dominante visie op wat kwalitatieve kunst nu eigenlijk is, wordt in feite beperkt tot de mening van een kleine, bevoorrechte club.

Dat men anno 2017 nog steeds spreekt van zaken als pakweg ‘minderhedenliteratuur’ en ‘etnisch theater’, geeft aan hoe wit nog steeds gezien wordt als de norm. Hoe alles wat anders (lees niet-Westers is) een label moet krijgen dat het onderscheidt van de dominante stroming.

11 Er is echter een zandkorrel gevallen in de machine die de eeuwigdurende cyclus gaande houdt. Een kruimeltje dat steeds maar groter wordt en uiteindelijk die goed geoliede machine zal doen vastlopen onder gesputter met dampende stoomwolken. Het witte publiek van de culturele instellingen vergrijst zienderogen. Het is een kwestie van tijd of de wereld van de kunst is de voeling met de wereld buiten zijn deuren volledig kwijt gespeeld. Dianne Zuidema, directeur van de Stadsschouwburg Amsterdam, verwoordt het zo. “Een wit publiek wordt nog niet overal gevoeld als een probleem, omdat het publiek nog niet in aantal afneemt. Maar over vijf of tien jaar is dat gegarandeerd wel zo, als we er niets aan doen. Maar los van dit argument zouden we er veel harder aan moeten werken om een afspiegeling te laten zien van de gemêleerde samenleving.”

Charles Esche, de directeur van het Van Abbemuseum in Eindhoven, lanceerde enkele jaren geleden een boude stelling: “wij moeten irrelevant worden voor het publiek dat we nu binnenkrijgen”. De Nederlands-Surinaamse theatermaker Quincy Gario pikte daar op in: “Hij bedoelt witte mensen van middelbare leeftijd uit een bepaalde klasse die nu zijn grootste publieksgroep vormen. Dat is niet de toekomst. Dat is zelfs niet het heden. De instituten moeten dus aan zelfsabotage doen. Zorg dat nieuwe mensen zich aangesproken voelen door wat er gebeurt.”

12 Dat besef is zoetjesaan aan het doordringen in de sector. Er worden diversiteitsseminars (nog een te schrappen woord) georganiseerd.

Er wordt zeer veel gedebatteerd, geopinieerd, gekakeld en gekwetterd. Her en der worden er zelfs heuse pogingen ondernomen om kunst wat meer kleur te geven. Maar alleen de deuren open gooien voor de anderen in de samenleving is echter niet voldoende. Het volstaat niet om een rolletje te schrijven voor een excuusallochtoon, die ene zwarte comĂŠdienne te boeken of een reggae-bandje te laten optreden. Dat is een zelfbevredigingsbeleid dat niets verandert aan de dominante stroming.

14 Bounty’s. U denkt dan wellicht spontaan aan die lekkere versnapering van zwarte of bruine chocolade met een witte vulling van kokos. De term slaat ook op gekleurde mensen die zich te wit gedragen. Binnen eigen gemeenschap brandmerkt die term hen als overlopers, als collaborateurs. De vraag is of die zogenaamde bounty’s uit eigen beweging kiezen voor dat kopieergedrag. Of is het een soort survival-reflex om te kunnen overleven binnen een bepaalde omgeving? Om binnen te geraken in bepaalde organisaties mag je tegenwoordig aan de buitenkant best wel een kleurtje hebben. Zo’n toefje diversiteit staat hip en vooruitstrevend.

Tegelijkertijd wordt er verwacht dat je jezelf de witte manier van denken volledig eigen maakt om te ‘passen in de organisatie’ waarvoor je werkt. Mimicry als het ware.

Een andere smaak van bounty tref je haast uitsluitend aan in de wereld van de kunsten. Een gekleurde mens gaat zich dan gedragen naar de clichés die in het westen leven omtrent zijn eigen cultuur. Een wit publiek komt naar de zogenaamde ‘etnische’ voorstellingen met een welomschreven idee over wat ze mogen verwachten en willen dan ook precies dat voorgeschoteld krijgen.

15 Een vorm van tunneldenken die terug gaat tot de meest duistere bladzijden uit de voorbije eeuwen: de kolonisatie. Om de grenzeloze veroveringsdrang van de opkomende Europese grootmachten te rechtvaardigen, moesten de gekoloniseerde volkeren worden voorgesteld als wilden, onderontwikkelden. Dat gebeurde met het smoesje ‘être colonisé, c’est d’abord être colonisable, non?’. Die perfide verstrengeling van wetenschap, geopolitiek en platte commercie mondde uit in een van de meest verbijsterende fenomenen uit de recente Europese geschiedenis: Le Zoo Humain, de menselijke dierentuin. Daar kon de beschaafde blanke man zich gaan vergapen aan ‘woeste wilden’, die door heldhaftige ontdekkingsreizigers rechtstreeks uit de jungle werden gesleept. Later werden die wilden dan inboorlingen, die zelfs nog op de Brusselse Expo van 1958 - aan het kijklustige publiek mochten tonen hoeveel beschaving de weldaden van de kolonisatoren hen hadden bijgebracht.

Een gekleurde mens en zijn cultuur moeten voldoen aan de stereotypen die het Westen heeft bedacht. Het aloude cliché ‘zwarten kunnen goed dansen’, kan op het eerste zicht wel positief klinken. Het blijft echter een exotische en oriëntalistische benadering van een cultuur.

16 die de inwoners een uitgestrekt en uitzonderlijk divers continent probeerden te vatten in enkele begrippen. Met kinderlijkheid, naïviteit en luidruchtigheid als leidraad. Haast heerlijk helder, opdat wit niet in verwarring geraakt.

Wie niet mee loopt in de ganzenpas van de stereotypen, krijgt daar problemen mee. Dat ondervond de Nederlands-Marokkaanse creatieve ondernemer Chafina Ben Dahman toen ze advies moest geven over een filmscenario met een Marokkaanse jongen. “Aan het einde van het traject kreeg ik van de makers te horen: de personages zijn niet Marokkaans genoeg. Mijn adviezen waren zoals ik het leven om me heen zag, maar kennelijk bevestigde het niet het stereotiepe verhaal dat zij wilden horen. Voor mijn perspectief was nog geen ruimte. Die moest ik echt zelf creëren.”

Er mag de laatste jaren dan wel meer aandacht zijn voor niet-westerse kunst en gekleurde artiesten. Die interesse stoelt nog te veel op een combinatie van exotisme en stereotypering.

Daarmee worden alle kunstzinnige aspiraties van een nieuwe culturele avant-garde van bij de start gefnuikt. Door zich te moeten conformeren naar de Westerse opvatting van hun cultuur, zijn deze jonge talenten gedwongen te breken

17 met hun eigenheid. Pakweg om wĂŠl Marokkaans genoeg te zijn. Maar wat is dat precies?

Streefcijfers en absurde verwachtingen mogen niet in de weg staan van de ontwikkeling van een waaier aan eigen kunstexpressies die de dominante stroming uitdagen, confronteren en in vraag stellen.

Diversiteit mag geen doel zijn, het is een feit. De nieuwe realiteit is er: verschillend en gelaagd.

En toch hetzelfde. De mens is een enkelvoud in zijn veelvoud. La singularitĂŠ plurielle, het brengt zoveel verwarring om te verbinden.

19 Diversiteit heb ik altijd gezien als een organisch proces. Als een wingerd; het groeit vanzelf, razendsnel en soms zelfs op de meest vreemde plaatsen. Het wortelt, het vertakt, het bloeit en werpt vruchten af. Het heeft geen zin om het een bepaalde snoeivorm te willen opdringen.

Je kan het inkorten, verpotten of te lijf gaan met onkruidverdelger. Het komt steeds terug.

Diversiteit leidt een eigen leven. Het heeft geen zelfverklaarde tuinmannen nodig om uit te groeien tot iets prachtigs.

Neem nu de straattaal, het slang waarmee de hippe jongeren zich onderscheiden van volwassenen en wannebees. Waar eerdere generaties hun coolheid gingen lenen in de Engelstalige cultuur, geeft de huidige jeugd het Nederlands kleur met het Arabisch, Berbers of Turks. Zo doen woorden als drarrie, flous, shmetta, habiba, rwina en wayaw hun intrede in onze taal.

Hun eigen muziek vormt daarbij de speerpunt.

Hiphop, rap, frithop, nederhop, straatrap, mocro rap,‌ de ruime waaier aan omschrijvingen is op zich al veelzeggend.

20 Wie tieners of kinderen in zijn/haar omgeving heeft, kent ongetwijfeld al het volgende melodietje: Habiba, Habiba. Waarom stress je mij a zina, a zina? Ik ben op straat, ik ben met dieven, met dieven. Ik denk niet eens aan liefde, ben gefocust op verdienen Dus word niet te verliefd, nee. De Nederlandse rapper Sofiane Boussaadia, beter bekend als Boef (om het overduidelijke te stellen: ik ben het niet eens met zijn recente misogyne uitspraken), heeft een verleden als straatboefje en instellingskind.

Vandaag is hij een razend populair artiest met een gigantisch aantal fans op de sociale media.

Dat leverde hem een doorbraak op in het mainstream circuit waardoor hij ook massa’s publiek trekt op de traditionele festivals en podia.

Boef brengt daarmee, eventjes dan toch, een streepje kleur in hun traditionele witte publiek.

In zijn zog duiken ook andere rappers op in het spotlicht, zoals Soufiane Eddyani, Said Boumazoughe en Salahdine Ibnou Kacemi van SLM. Allemaal hebben ze één ding gemeen: ze danken hun succes in eerste instantie aan de vele duizenden volgers en de soms miljoenen views die ze verzamelen op de sociale media.

21 Cultuur is, gelukkig maar, volatiel en bijzonder onderhevig aan nieuwe invloeden en technologieĂŤn. De nieuwe generatie (gekleurde) artiesten is niet langer afhankelijk van de willekeur van cultuurbonzen, recensenten, zelfverklaarde kenners en docenten. Kunst ontwikkelt zich niet langer binnen elitaire opleidingsinstituten maar op straat. Met sociale media als Instagram, Snapchat, YouTube, Facebook en Twitter als voornaamste speeltuigen in handen van de creatieve jeugd van vandaag. Op het wereldwijde web ontstaan vele honderden kleine communities, want dit gaat verder dan kunst alleen, die elk op zich keien verleggen in de maatschappelijk dominante stroom. Het is een kwestie van tijd vooraleer die het stroomgebied zullen verleggen.

De truc zit hem in de laagdrempeligheid. Decennia lang heeft de culturele wereld zich het hoofd gebroken over hoe ze de kloof tussen zichzelf en het merendeel van de bevolking konden overbruggen. De nieuwe sociale media hebben die drempel in ĂŠĂŠn klap weggevaagd.

Met je eigen tijd, middelen en geld kan je jouw boodschap brengen aan iedereen die daar voor open staat. Los van bemoeienissen, subsidiecommissies of de dwang van het publiek.

Kunst was nooit zo democratisch als vandaag.

22 De deuren van de cultuurinstellingen, die na jaren duwen eindelijk op een kier waren gezet, worden nu fluks omzeild. Jonge talenten maken een eigen vlog, posten hun met smartphones gefilmde clipjes op hun eigen YouTube-kanaal.

Starten eigen productiehuizen, culturele platformen en artistieke ruimtes op. Ze bereiken hun eigen publiek met hun eigen boodschap.

Hun eigen succes zet jongeren uit diezelfde onderlaag van onze steden en gemeenten aan om ook hun eigen gooi naar succes te doen. Bling krijg je in die buurten voortaan niet alleen maar als je een pooier of een dealer bent, maar ook als rapper, zanger, artiest.

Voor deze jongeren bestaat de vraag over hun identiteit niet meer. Die is Belgisch, maar tegelijkertijd ook meerlagig, veelkleurig, globalistisch en universeel. Die jongeren waar iedereen een mening over heeft, zonder dat men ze echt kent. Die jongeren hebben één boodschap:

“WIJ HEBBEN JULLIE NIET MEER NODIG. WIJ DOEN HET GEWOON ZELF. EWA JA!”

23 Wacht even. Waarom wil ieder zijn weg gaan?

We moeten voor de vraag teruggaan tot de migratiegolf van de jaren zestig en alle registers opentrekken. Wat is er mis gegaan? En dit mag best onderzocht worden in een waarheidscommissie, niet om te schieten maar om op te schieten. Om het snijpunt in aparte wegen en werelden te vinden. Een kruising van kansen, rechten en plichten. Een morele passe-partout, zeg maar. Het is een zoektocht naar een dieper gelaagde waarheid die enigszins zal verwarren om uiteindelijk te kunnen verbinden, met gevoel en gedachten. In onderwijs en kunst bijvoorbeeld: een Vooruitopia.

Utopisme dreef ook de Russische Narodnikibeweging. Intellectuelen die in de 19de eeuw letterlijk naar het volk trokken om hen te onderwijzen, om hun zelfwaarde te leren kennen en te appreciëren. Hun visie is te combineren met het pragmatisme waarmee de Deense Grundvig de volkshogescholen oprichtte. Instellingen die het Scandinavische onderwijs dusdanig hebben gedemocratiseerd dat men er vandaag nog de vruchten van plukt. Hetzelfde met kunst, en met name een van haar hoofdzonden, de literatuur. “I owe my whole life to books from libraries’’, zegt bestsellerschrijver Zadie Smith in een warm pleidooi voor lokale bibliotheken.

Een boek om de hoek, van iedereen.

24 Kennis en kunst moeten we tot bij de mensen brengen, tot in volkswijken en vergeten buurten, in het land van (n)iemand. Onderwijs- en kunstinstellingen die ook een uitstelling kunnen zijn. Centra die weten hoe uit te pakken in een wereld waar iedereen anders is en zich niet zomaar onder de mat laat vegen. Centra van begeestering waartegen de verleidelijkste radicaliseringstechniek in het niets verzandt, verdwijnt in de vergeetput van geschiedenisboeken. Centra waar vergetenen hun leven aan kunnen danken. Op pleintjes, om de hoek. Kleine Vooruitjes die kunst bij de mensen brengen in een land waar normaal allang niet meer bestaat, waar verwarring verbindt. Waar verbinding verwart. Het is een pertinente keuze voor het irrationele. Kortweg, om te dromen, dansen, zingen, schilderen, schrijven. Om vast te houden: te vinden. Om los te laten. Af te scheuren.

Allez, Vooruit. Ewa, ja!

26 Verbinding is een woord dat in deze roerige tijden vaak in de mond wordt genomen. Het maatschappelijk weefsel verschrompelt onder ‘multiple dualiteiten’. Virtuele oorlogjes hebben het debat overgenomen. De media poken het ene brandje na het andere schandaal op in de hoop op een groter marktaandeel klikjes op internet. De ‘verikking’, het zich totaal terugplooien in de cocon van het eigen zijn, brengt een verregaande verkilling met zich mee die empathie met de anderen haast onmogelijk maakt. Onze samenleving heeft opnieuw verbinding nodig, een common ground zoals men dat in het Engels noemt. Nieuw is die analyse niet. Men roept dit al een tijdje. Net zoals men al een tijdje naar de culturele wereld kijkt om mee die verbinding tot stand te brengen.

Maar wie wil verbinden, moet in de eerste plaats relevant zijn. Voor iedereen. Hoe wint de culturele sector die relevantie terug?

De bevoorrechte groep, zij die het tot nu toe voor het zeggen hadden, moeten de macht uit handen geven. Moeten durven ruimte en middelen geven aan artiesten die niet de geijkte weg hebben afgelegd. Dat zoiets niet vanzelfsprekend is, beseft ook Yolande Melsert, directeur van de Nederlandse Associatie voor Podiumkunsten: “Ja, het zal soms pijn doen.

We zullen beter en gelijkwaardiger moeten verdelen, en daar moet je toe bereid zijn.”

Wie relevant wil zijn, moet zich ook kwetsbaar durven opstellen. Opnieuw de straat op te trekken. Het heeft geen zin om jezelf op te sluiten binnen de muren van jouw kunstburcht waar de lucht stilaan muf wordt. Laat de Vooruit het vertrekpunt zijn van een Kunstkaravaan. Een kleurrijke en zotte bende die rondtrekt van centra naar vergeten buurten.

De Kunstkaravaan gaat het debat aan met de jonge hemelbestormers die bewapend met straatwijsheid jouw cultuur in vraag durven stellen. Ze maken samen een einde aan de paradigma’s en de dogma’s die al zo lang bepalen wat er kunst is en wat pulp. Alles wordt grondig op zijn kop gezet. Kunst van buiten het Fort Europa wordt

28 niet langer weggestopt in ‘De week van de Afrikaanse film’ of ‘Weekend vol Arabische poëzie’.

De Kunstkaravaan trekt er op uit met zadeltassen vol literatuur, films, kinderboeken, tekeningen die kunnen appelleren aan de identiteit van alle jongeren.

Verbinding betekent ook veiligheid. Enkel iemand die zich veilig voelt kan de andere voldoende vertrouwen om zich voor hem open te stellen. Maar veiligheid betekent meer dan alleen maar soldaten op straat en dranghekken op de rommelmarkt. Als we de elkaar aanwakkerende vuurhaarden van radicalisering willen blussen, moeten we in de eerste plaats moed tonen. Moed om in het duistere hart van het islamitische radicalisme te kijken. Daar vind je – vreemd genoeg – poëzie. Wie iets wil begrijpen van het aanwerven van IS-strijders in het bijzonder en jihadisme tout court, kan niet voorbij aan de kracht van poëzie. Jihadi poetry is vooral op internet een gretig gebruikt aanwervingsinstrument. En niet zelden gaat die poëzie over liefde.

29 Poëzie is in de Arabische wereld de hoogste vorm van kunst en cultuur. Al voor de komst van de islam was de dichtkunst de belangrijkste cultuuruiting. De rol die poëzie in het geestelijk leven van de Arabieren speelde was zo groot dat zelfs de Koran als poëzie werd neer gezonden. Het heilige boek van moslims is immers gekend om zijn merkwaardige woordkunst, een fraai staaltje van rijmend proza in verzen zonder vast metrum. De Koran gaf de verdere voorzet aan een lange en rijke dichterlijke traditie in de Arabische wereld en vergrootte de prestigieuze status van het woord.

Maar dichten heeft ook een praktisch nut: een gedicht maakt het makkelijk om een boodschap van buiten te leren en door te geven.

L’histoire se repète, werd op school verteld. De les die jihadisten in feite krijgen is dat niet alleen de geschiedenis zich herhaalt. Maar dat het woord zich moet laten herhalen, als een nagalm van een hart dat nooit stopt met kloppen.

30 Daar tegenover oogt ons counter narrative bijzonder mager. Ons onderwijs bijvoorbeeld is grotendeels blijven steken in de nauwe Westerse blik op de wereld. Navelstaarderij verpakt als lesmateriaal. Leerlingen met niet-Westerse roots leren nauwelijks iets over hoe rijk de cultuur van hun ouders en grootouders wel is.

Nagieb Mahfoez, Fatima Mernissi of Nawal el Saadawi zijn niet of nauwelijks terug te vinden in de lesboeken. Die link maken met de eigen culturele achtergrond wordt overgelaten aan de koranscholen, moskeeĂŤn en door wahabistische regimes gesubsidieerde satellietzenders en internetfora. Het wereldbeeld dat die jongeren er aan overhouden, lanceert hen mentaal meteen terug naar de middeleeuwen.

Cultuur kan een van de pijlers zijn waarop onze counter narrative wordt gebouwd.

31 Met de Kunstkaravaan kunnen we de wereld (of toch al Gent) veranderen. Door los te laten. Dogma’s, diversiteitsseminars, minderhedenliteratuur, etnisch theater en de smaak van een verouderend wit publiek. Overdadig management, clichés, exotisme, opgelegde systemen en kunstvormen. Door (gekleurde) jongeren een sterk alternatief plan te bieden via kunst en cultuur met oog voor hun eigenheid. Om een rationele keuze te maken voor het irrationele. De twijfel, de queeste. De fantasie. De poëzie in het leven. Zoveel verwarring.

En dan zullen we het voelen. Verbinding.

34 In 2006 she was already warning the masses of rising Muslim extremism in her book ‘Undercover in Little Morocco: behind the closed doors of radical Islam’. Back then her words fell on deaf ears. But we know better since the attacks of March 22nd. It just goes to show once again that artists, thinkers and writers who position themselves at the heart of society tend to feel the ripples in the water sooner than the greater public and the policy makers, who only react when the waves have already become tempestuous and uncontrollable.

As of the start of 2017, Vooruit has been officially recognised as an art institution, alongside others including deSingel, Ancienne Belgique, Het Kunsthuis (Opera Vlaanderen, Ballet Vlaanderen), Brussels Philharmonic, de Filharmonie and Concertgebouw Brugge. This demands a greater level of responsibility from Vooruit. Certainly with respect to contemporary arts and the artists we programme, but equally with respect to society at large. Vooruit performs an active role as an engaged organisation working within the context of today’s turbulent society towards sustainability and hospitality, diversity and solidarity.

35 If as an art institution you want to look after future generations of artists and audiences alike, it is necessary to maintain a sense of what’s brewing in society. Vooruit’s city residents, a group of young artists who claim the public space as working environment, serve as our antennae. The same is true of Vooruit’s writer-in-residence; it is her task to reflect, signal and confront. The writer-in-residence makes several interventions in Vooruit’s programme throughout the course of her one-year residency. At the end of the year, she serves up the main course in the form of ‘Vooruitopia’, an essay that holds up a mirror to Vooruit, a working document that pushes Vooruit to strive for the continued improvement of its norms and values as an art institution. A document that you as an artist, audience member, partner or subsidising organisation are also invited to read.

In 2017 Hind Fraihi became Vooruit’s first writer-inresidence. Her chosen topic was ‘connection amid confusion’. She seeks to first attain insight into the confusion so that we can better facilitate connection.

Vooruit – and others – stands to learn valuable lessons from this. And hopefully to feel the ripples in the water before they become waves.

BIO Hind Fraihi is an investigative journalist, columnist and author.

She gained international renown through her series ‘Undercover in Little Morocco’, in which she identified the rise in Salafism and recruitment for the jihad in Molenbeek. She currently works as a researcher for a number of Belgian and international media organisations.

Fraihi has also written three books on topics including autism and life with MS. In 2017 she became the first writer-in-residence for Vooruit. She is currently working on a new book on the topic of women and Muslim extremism.

39 Take a good look around you the next time you’re at a play, dance performance or concert. You’ll be looking at a sea of white people staring at a stage on which other white people are giving it their all. The artist or group on stage will have been booked by someone at a cultural centre who, just like the majority of their colleagues, is white. The management will invariably be white, just like the board of directors. Cultural journalists and reviewers are almost all white.

Only when you get down to the level of security and cleaning do you encounter the most ‘exotic’ names. Take another look around you as you’re walking home and notice the many languages, faiths, world views and colours moving around you on the same streets, the same buses and trams.

Now, just let that contrast sink in a bit. Why does this diversity – the lifeblood of so many towns and villages, the source of so much vibrancy, contrast, discussion, joy and laughter – end at the threshold of cultural institutions such as Vooruit? And what are the implications of this predominantly white environment for our vision of culture (the word ‘our’ being used inclusively here)?

40 The answer lies in what seems to be the eternal cycle of culture. Theatre, dance, music, literature ... all seem to draw a primarily white, progressive and highly-educated audience. Their taste determines the offering. Their every beck and call is heeded by an army of programmers, theatremakers, dramaturges, musicians, writers, poets and choreographers, who in turn tend to be white, progressive and highly educated. The dominant vision of what quality art is, is in fact limited to the opinion of a small, privileged club.

That in 2017 people still speak in terms of ‘minority literature’ and ‘ethnic theatre’ gives an indication of how whiteness is still seen as the norm. How everything that is different (read: non-Western) must be labelled to differentiate it from the dominant culture.

However, a grain of sand has become lodged in the mechanism of the machine that keeps the old cycle going. A tiny, crystalline crumb that is nonetheless growing and growing, and that will eventually cause the machinery to jam and splutter and billow smoke. The white audiences of the cultural institutions are visibly ageing. It is only a matter of time before the art world completely loses touch with the world that exists outside its doors. Dianne Zuidema, Director of Amsterdam’s City Theatre: “A white audience is not yet seen as a problem every-

41 where, since numbers are not yet in decline.

But within five to ten years this is guaranteed to be the case if we don’t address the problem.

But, this argument aside, we need to work a lot harder to reflect our mixed society.”

Charles Esche, Director of the Van Abbemuseum in Eindhoven, made a bold statement some years ago: “We have to become irrelevant to our current audience.” The Dutch-Surinamese theatremaker Quincy Gario picked up on this: “He means middle-aged white people of a certain social class who now represent the largest audience. This is not the future. This isn’t even the present. The institutions therefore have to commit self-sabotage. They have to ensure that what is happening speaks to a new audience.”

This realisation is slowly but surely penetrating the sector. Diversity seminars (another outdated notion) are being organised. There’s a lot of debate, opinions and chitter-chatter. Here and there, serious attempts are being undertaken to inject more colour into the art world. Simply throwing open the doors to others in society is not enough, however. It’s not enough to write in a role for a token foreigner, to book that one black, female comedian or programme a reggae band. This is self-satisfying policy that doesn’t have any impact on the dominant culture.

43 When you hear the word “bounty”, your first thought may well be of the tasty dark chocolate treat with a white coconut filling. The term is also used to refer to people of colour who ‘act white’. Within their own culture, this term brands them as defectors, collaborators. The question is whether so-called bountys adopt this behaviour of their own volition. Could it instead be a kind of survival reflex in order to make it within a certain environment? These days, having a little colour to your skin is no barrier to employment. In fact, a healthy dose of ‘diversity’ makes your organisation hip and progressive. At the same time, it is expected that you assume a completely white way of thinking in order to ‘fit within the organisation’.

Mimicry as a means of survival.

Another flavour of bounty is to be found almost exclusively in the art world. A person of colour will start to behave in line with the clichés that the West maintains with respect to the person’s own culture. A white audience comes to socalled ‘ethnic’ shows with a predetermined notion of what they can expect and, what’s more, that’s actually what they want to be served up.

44 A form of tunnel vision that goes back to the darkest pages of recent history: colonisation. In order for the rising European powers to justify their limitless drive to conquer, the colonised peoples had to be presented as underdeveloped savages. They peddled the excuse, ‘être colonisé, c’est d’abord être colonisable, non?’.

This perfidious intertwining of science, geopolitics and blunt commerce resulted in one of the most shocking phenomena in recent European history: Le Zoo Humain, the human zoo. There the civilised white man could go and gape at the ‘wild savages’, who had been plucked straight from the jungle by heroic explorers. Even as recently as the 1958 Brussels Expo, foreign natives would be made to demonstrate to spectators how much more civilised the generous colonisers had made them.

A person of colour and their culture have to satisfy the stereotypes that the West has invented. The old cliché that ‘black people are good dancers’ may at first sound positive. However, it ultimately betrays an exotic and oriental view of this culture. A form of generalisation that dates back to the descriptions by European colonialists who tried to sum up a vast and exceptionally diverse continent with scant few terms. The guiding ideas being childishness, naivety and raucousness. A clear demarcation of qualities so as to maintain a definite distinction between white and coloured people.

45 Those who don’t perpetuate the stereotypes face difficulty. This was the experience of the Dutch-Moroccan creative entrepreneur Chafina Ben Dahman when she was consulted on a film featuring a Moroccan boy. “At the end of the project the filmmakers said to me: the characters are not Moroccan enough. The advice I had given them was based on my own life experiences, but apparently it didn’t confirm the stereotypical story they wanted to hear. There was no room for my perspective. I really had to create it myself.”

In recent years, more attention has been paid to non-Western art and to artists of colour. Too often, this interest is still based on a combination of exoticism and stereotypes, however. The effect is to stifle the artistic aspirations of any new cultural avant garde right off the bat. By having to conform to the Western view of their culture, these young talents are forced to break with their own identity. In order to be ‘Moroccan enough’, for example. But what does that even mean? Target figures and absurd expectations should not stand in the way of the development of a broad range of forms of individual artistic expression that challenge, confront and question the dominant culture.

48 I have always seen diversity as an organic process. Like a grapevine, it grows by itself, at a rapid pace and sometimes flourishing in the most unexpected places. It puts down roots, it branches out, blossoms and bears fruit. There’s no use trying to prune it into a certain shape.

You can trim it, replant it elsewhere or hit it with herbicide but it will always grow back. Diversity has a life of its own. It doesn’t need any selfproclaimed experts in order to grow into something magnificent.

Take street slang, for example, the means by which hip young people differentiate themselves from adults and wannabes. While previous generations borrowed their coolness from English-speaking culture, today’s youth colours the Dutch language with Arabic, Berber or Turkish. They introduce words like drarrie, flous, shmetta, habiba, rwina and wayaw. Their own music is pivotal in this process. Hip-hop, rap, frithop, nederhop, street rap, mocro rap, the list goes on. The wide range of terms itself says a lot.

49 Anyone with teenagers or children in their environment will no doubt recognise the tune: Habiba, Habiba / Waarom stress je mij a zina, a zina? / Ik ben op straat, ik ben met dieven, met dieven / Ik denk niet eens aan liefde / ben gefocust op verdienen / Dus word niet te verliefd, nee. The Dutch rapper Sofiane Boussaadia, better known as Boef, grew up on the streets and in institutions. Today he is a hugely popular artist with a gigantic following on social media, which is what led to his breakthrough into the mainstream. Now he now performs to large audiences at traditional festivals and platforms.

In doing so he is exposing their traditional audiences to a mote of colour, however briefly.

He has paved the way for other rappers, such as Soufiane, Eddyani, Said Boumazoughe and Saladine Ibnou Kacemi of SLM. They all have one thing in common: they have gained success primarily through the many thousands of followers and sometimes millions of views that they have accrued on social media.

50 Culture is, thankfully, volatile and remarkably subject to new influences and technologies. The new generation of artists of colour is no longer dependent on the arbitrary influence of culture vouchers, reviewers, self-proclaimed experts and teachers. Art is now developing out on the streets rather than within the walls of educational institutions. Social media platforms such as Instagram, Snapchat, YouTube, Facebook and Twitter are the primary vehicles for today’s creative youth. Many hundreds of small communities are being created online, going further than just art, each displacing a brick in the wall of the dominant culture of society. It’s only a matter of time before the wall comes down completely.

The key to this movement is its accessibility.

For decades, the cultural world has puzzled over how it might bridge the gulf between itself and the majority of the population. Social media has erased this quandary in one fell swoop. Using one’s own time, money and other resources, one can now present one’s message to whomever is open to it. Free of interference, subsidy rounds and the obligation to pander to the audience. Art has never been as democratic as it is today.

51 The doors of the cultural institutions, now open just a crack after years of pushing, can finally be bypassed entirely. Young talents are creating their own vlogs, using their smartphones to upload their own videos to their own YouTube channels. They are starting their own production houses, cultural platforms and art spaces.

They are reaching their own audience with their own message. Their own success is encouraging other young people from the same bottom layer of our towns and municipalities to take their own shot at success. Bling is no longer only gotten through pimping or dealing, but through rapping, singing or making art.

For these young people, there is no longer a question mark hanging over their identity. Their identity is Belgian, but at the same time manylayered and many-coloured, global and universal. These young people about whom everyone has an opinion, despite not knowing them. These young people have a message:

“We don't need you guys anymore. We'll just do it by ourselves. Ewa ja!�

52 Wait a minute. Why does everyone want to go their own way? To answer that question we have to return to the wave of migrants from the sixties and look at all aspects of the situation.

What went wrong? This is the kind of matter that deserves a truth commission. Not for the sake of blame, but for the sake of progress. To find the intersection of separate roads and worlds.

The crossways of opportunity, rights and obligations. The moral master key, if you like. It is a search for a deeper, more layered truth that will at first cause confusion but ultimately serve to connect us in heart and mind. In education and art, for example: a Vooruitopia.

Utopianism was also the driving force behind the Russian Narodnik movement. Nineteenthcentury intellectuals who literally went to the people to educate them, to teach them to understand and appreciate their own value. Their vision can be combined with the pragmatism by which the Danish Grundtvig became the father of the ‘folk high school’. These institutions democratised education in Scandinavia and their benefits are still being reaped today. The same is true of art, and in particular one of its ‘cardinal sins’, literature. “I owe my whole life to books from libraries’’, says best-selling writer Zadie Smith in a warm defence of local libraries. A book around the corner, for everyone.

53 Knowledge and art should be brought to the people, including those in working-class and forgotten neighbourhoods, making these ‘no man’s lands’ ‘someone’s lands’. Educational and art institutions could be assets. Centres that know their role in a world where everyone is different and can’t be simply swept under the carpet. Centres of wonderment up against which even the most seductive of radicalisation techniques holds no power and is left to disappear into the history books. Centres to which the forgotten might owe their lives. In public squares, around the corner. Little Vooruits that bring art to the people in a country where ‘normal’ hasn’t existed for a long time, and where confusion is the only uniting factor. Where connection confuses. It is a pertinent choice in favour of the irrational. In favour of dreaming, dancing, singing, painting, writing. That which can be held onto, discovered. Let go. Ripped out.

55 Connection is a word on many people’s lips in these turbulent times. The social fabric is crumpling under ‘multiple dualities’. Debates have given way to virtual wars. Online, the media stokes the fire of one scandal after another in the hope of gaining a bigger market share of clicks. The increasing focus on the ‘I’, the total retreat into the cocoon of the self, brings with it a deepseated coldness that makes empathising with others almost impossible. Our society needs connection again, it needs common ground. This is hardly news. It’s been said for quite some time now. And for quite some time we have been looking to the cultural world to bring about this connection.

But to foster connection one must first of all be relevant. To everyone. So, how does the cultural sector win back its relevance?

By making drastic changes, by completely upending the system. The alternative is to keep on tinkering at the sidelines of an accelerating world.

As for the privileged, those who have been in control up until now, it is time for them to hand over power. To dare to give space and resources to artists who have not walked the usual path.

Yolande Melsert, Director of the Dutch Association of the Performing Arts, realises that this is not the most obvious path: “Yes, at times it will hurt. We need to get better at sharing resources more fairly, and you have to be ready for that.”

56 Those wishing to remain relevant must dare to be vulnerable. To hit the streets once more.

There’s no point in locking yourself away within the walls of your art fortress while the air gradually becomes stale. Let Vooruit be the point of departure for an Art Train. A band of the bold and the colourful travelling around from centres to forgotten neighbourhoods.

The Train enters into debate with young revolutionaries armed with street wisdom who have the courage to call your culture into question.

Together they bring an end to the paradigms and dogmas that for so long have determined what is art and what is pulp. Everything is turned on its head. Art from outside Fort Europa is no longer relegated to ‘African Film Week’ or ‘Arabian Poetry Weekend’. The Art Train sets off with saddlebags full of literature, films, children’s books, drawings and more that appeal to the identity of all young people.

57 Connection also means security. Only someone who feels safe and secure can trust others enough to open up to them. But security means more than soldiers on the street and crush barriers around the flea market. If we want to come together to extinguish the burgeoning flames of radicalisation, we first have to show courage.

Courage to look into the dark heart of Islamist radicalism. There – strangely enough – one finds poetry. Anyone wishing to understand the recruitment of IS fighters in particular and jihadism in general be careful not to underestimate the power of poetry. Jihadi poetry is a widely used recruitment tool on the internet. And it is not seldom that this poetry speaks of love.

In the Arabic world, poetry is seen as the highest form of art and culture. And this was the case even prior to the arrival of Islam. The role that poetry played in the spiritual lives of the Arabs was so great that even the Koran was penned in poetry. The holy book of the Muslims is known for its remarkable verbal artistry, a fine example of rhyming prose in verses with no fixed metre. The Koran stimulated the continuation of a long and rich tradition of poetry in the Arab world and served to add further weight to the prestigious status of the word.

58 But poets have a practical purpose, too: a poem makes it easy to learn a message by heart and subsequently pass it on. L’histoire se repète, as we were told at school. The lesson received by jihadis, however, is that it is not only history that repeats itself: the word is to be repeated, like the reverberation of a heart that never stops beating.

Our counter-narrative pales in comparison. Our education system is still hung up on the narrow Western view of the world. Navel-gazing is repackaged as learning material. Pupils with non-Western roots learn hardly anything about how rich the culture of their parents and grandparents was. You won’t find any mention of the likes of Nagieb Mahfoez, Fatima Mernissi or Nawal el Saadawi on the curriculum. The task of making the link with one’s own cultural background is left to Koran schools, mosques, TV channels subsidised by Wahhabist regimes and internet forums. The world view that these young people are left with dates back to the Middle Ages.

59 Culture could be one of the pillars on which our counter-narrative is built.

With the Art Train we can change the world (or at least Ghent, for starters). By letting go.

Of dogmas, diversity seminars, minority literature, ethnic theatre and the tastes of an ageing, white audience. Of overbearing management, clichĂŠs, exoticism, imposed systems and art forms. By instead offering young people (of colour), through art and culture, a strong alternative plan that takes their individuality into account. By rationally choosing in favour of the irrational. In favour of doubt and a voyage into the unknown. In favour of imagination. The poetry of life and so much confusion.

And then, finally, we will feel it. Connection.
