Everyone say cheese! €140m battle is over AFTER a two-year battle, the Supreme Court has dismissed an appeal aimed at overturning planning permission for a €140m cheese plant on Waterford border which will lead to a significant jobs boost in the area. First announced in January 2019, Glanbia Ireland and Royal A-ware, a leading global cheese and dairy producer in The Netherlands, planned to build a new continental cheese manufacturing facility in Belview, Co Kilkenny. It had been hoped the new plant would be operational by last year. However, the project was stalled over planning and legal controversy since its announcement. Opposing the project, An Taisce argued the upstream consequences of the operation of the factory – the potential environmental effects from milk produced across 4,500 farms – should have been assessed by the planning authorities under EU regulations. An Taisce recently appealed a High Court order refusing to quash An Bord Pleanála’s

June 2020 decision. However, the Supreme Court ruled that upstream consequences of the proposed factory, specifically from milk production, were not indirect significant effects liable to be assessed under the Environmental Impact Assessment Directive or the Habitats Directive. Mr Justice Gerard Hogan said the directive should not be conscripted into the general fight against climate change by being made to do the work of other legislative measures. Glanbia Ireland welcomed the decision. Chief executive Jim Bergin said the company can now bring its project to fruition. “This project is in line with Government policy and is critical to our market diversification post-Brexit,” he said. “Getting the plant into production as soon as possible is now of huge importance to our 4,500 farm families supplying their milk to Glanbia Ireland, every day. Waterford reads TWO Waterford schools will take part in a childhood reading initiative from Enterprise RentA-Car and Children’s Books Ireland. The initiative will see more than 1,900 copies of Why the Moon Travels by Oein DeBhairduin donated to children at 64 schools across Ireland and was marked by an event in Tralee attended by Minister for Education Norma Foley. In Waterford, Realt na Mara and St Saviour’s National School are taking part.

Waterford City native Kathleen Macdonald has amassed an impressive 10 Irish national records in just 18 months in freediving and she now holds a number 1 ranking in Ireland for both pool and depth and can hold her breath for 6 minutes and 12 seconds. Freediving is a method of underwater diving in which the diver does not use breathing apparatus, meaning the athletes must hold their breath until

returning to the surface. Kathy discovered her talent for freediving in the middle of the pandemic and since then she has been training and competing at an international level. In the middle of the first lockdown, Kathy’s mum, who lives in Greece, had a relapse of cancer and Kathy flew there to support her. Having previously done a one-day course in the Philippines in 2015, Kathy reached out to ‘One Breath

Freediving’ in Athens to see if she could join an outdoor covid-friendly sport to help her cope with all that was happening around her. It became apparent very quickly that this sport was everything that she needed. In 2022 she will be entering ‘The Big Blue’ competition in September in Greece where some of the top freedivers of the world will be competing. Regrettably, the issues raised by this case have not gone away,” it added. The case had also caused controversy at a political level, with Taoiseach Micheál Martin, in May last year, among a host of politicians to call on An Taisce to cease its objections. Yesterday, Fine Gael’s southeast TDs and senators said they hoped it was the “end of the road for objections”. “The long delay is regrettable and was wholly avoidable. It clearly demonstrates there is an element within An Taisce that are anti-business and anti-rural,” they said in a joint statement. IFA president Tim Cullinan said the decision of the Supreme Court to give the green light to the Glanbia cheese plant should be respected by everybody. €17.5m pot for road improvements

Waterford Minister for Mental Health and Older People, Mary Butler, has welcomed an allocation of over €17.5m to Waterford City and County Council for Waterford’s road network. Minister Butler said: “The €17,600,573 announced this week for Waterford will be utilised for the protection and renewal of local and regional roads throughout

the county. “Funding for the roll out of a signage programme relating to lower speed limits in housing areas as well as safety measures for cyclists will be provided for. Through this year’s funding allocation, €20,000 is being provided for cycle signage, over €80,000 for speed limit signage, €539,000 for bridge rehabilitation and €387,000 for Safety Improvements.”

€1.35m fund for festivals

Waterford City and County Council has allocated €1,351,449 in festival and event funding to aid with the development and promotion of events across Waterford City and County during 2022. The allocation supports 64 festival and events throughout Waterford city and county with the aim to promote local festivals that have an economic, tourism, cultural/artistic or community benefit for Waterford. Funding is also in place to provide training support to help local festival and events develop and grow. Speaking following the adoption of the Festival Grants for 2022, Mayor of Waterford City and County, Cllr. Joe Kelly said, “As Mayor I am delighted that Waterford City & County Council is in a position to support so many great events across Waterford in the coming year.” Several new events have been supported including the Gaelach Gorm Fit Up Theatre Festival Series, Portlaw Pathways Family Walking Festival, Portlaw Pumpkin Parade and Festival of Light.

WATERFORD Suir Valley has unveiled five new storyboards on the Story of Rail at Kilmeaden Station to coincide with the reopening of the Railway for the 2022 season. The story boards are the final stage of the rebranding of Waterford Suir Valley Railway (WSVR) which began in 2019. Maria Kyte, manager of WSVR said: “We are very happy to see the final aspect of the rebranding of the WSVR project finished. It has been a pleasure working with rebranding experts Totem. Colin Byrne and his team at Totem have delivered us a brand that reflects what the Waterford Suir Valley Railway is about and we will be proud to use it as we continue to develop the story of rail in the future. “It was important to us to use railway material, we chose old rail and sleepers from the station to hold the storyboards. It’s a wonderful, bright addition to Kilmeadan Station. “The five storyboards feature stories WSVR wanted to

Bloomin’ great! Festival is back FOR all those with green fingers who have been pining for the return of Ireland’s hottest gardening event — Bloom — then you will be thrilled to hear it is returning this year with a bumper crop. Bord Bia announced the annual event, which was on a two-year hiatus due to Covid, will return to the Phoenix Park, Dublin from June 2 to June 6. With consumer spend on gardening reaching a record €1.2bn during the first year of the lockdown, the Irish horticultural industry has been thriving and demand for tickets to Bloom is expected to be huge.

However, the expected daily number of visitors will be capped, so you do need to book well in advance. Bord Bia CEO Tara McCarthy said she was “delighted” that the event would be park in the park this year. “The entire team is looking forward to welcoming both new and returning visitors back to the Park for the first time in two years.” For this year’s festival, entries are now open to gardening and community groups from all over Waterford to apply for the popular Postcard Gardens category. Big thanks from GOAL GOAL has thanked the people in Waterford who took part in the GOAL Mile over the Christmas period, with over €400,000 in total from the GOAL mile runs being donated to the humanitarian aid agency at fundraising events in Ireland and abroad. The Christmas tradition of running, jogging or walking a Mile in support

of GOAL’s work has taken place since the 1980s. Funds raised support the agency’s emergency response and humanitarian work in 14 countries in Africa, Latin America and the Middle East. A GOAL Mile event was held at the Waterford Town Greenway on Christmas Day, with people of all ages taking part.

Green light given for 62 affordable new homes The Department for Housing has approved 62 new affordable houses in Waterford. A total of 119, 3 and 4 bed housing units are set to be delivered by Whitebox Property Group, alongside Frisby Homes, in three separate locations across Waterford City — Kilbarry, Deerpark, & Mountneil, with 62 units set aside as affordable homes. Niall Harrington, Creative Director of Whitebox Property Group, said: “Whitebox continues to play an important role in combating the housing crisis in Waterford through the delivery of these affordable housing units across the city, in what we hope will have a real positive impact on the region in the near future.” All of the homes within these developments will be available for purchase under the Government’s Help-to-Buy Scheme. The current scheme is eligible up until 31 December 2022, with claimants able to receive compensation up to the value of €30,000, or 10% of the value of your new home.

Time we told An Taisce to mind its own business

I

reland’s planning system is cumbersome and costly. Local authorities make decisions, Bord Pleanála may overrule them and the dispute can end up in court. Sometimes the verdict will be appealed to a higher court, as happened with the proposal for a cheese plant at Belview, on the WaterfordKilkenny border. The process can take years, two years in the case of the Belview plant, during which time work is left undone but bills may still roll in. Sometimes the applicant gives up, as happened in 2108 when Apple abandoned plans for an €850m centre in Athenry. That proposal which, like the Belview plan, had strong local support, had been bouncing around the system for almost three years. “Despite our best efforts, delays in the approval process

forced us to make other plans,” the company said. When it announced the Athenry plan, Apple also sought permission for a data centre in Denmark. There permission was granted and the centre completed in the time it took the Irish application to move from approval to appeal and then into the courts. Difficulties with Ireland’s labyrinthine system are further complicated by folk who won’t mind their own business. Objections to a proposal can be lodged by people who have nothing to do with the development and who live, or are based, nowhere near it. Objectors to the Athenry plant included an eco group from Co Meath and the objection to the Belview plan was driven by An Taisce, the national trust. An Taisce didn’t object to the factory itself. It had no problem with the things most of regard

as relevant to a planning application: the design of the plant, its shape, its size, or how it fitted with its surroundings. An Taisce’s issue was with damage to the Irish environment in general. It argued that Irish farmers should not be encouraged to supply milk for the cheese that Glanbia and Dutch company Royal A-Ware intend to make at Belview. The problem was the “perilous state of Ireland’s carbon and pollution footprint”, according to An Taisce’s Natural Environment Officer, Dr Elaine McGoff . The Belview development “would just tip us over the edge,” she told RTE. An Taisce will claim that this is its business. According to the trust’s website, its “original mission (was the) protection of built and natural heritage” but it has moved to “a more encompassing vision including a focus on ecosystem resilience and

biodiversity enhancement.” Who asked An Taisce to take this change of direction? The body is largely funded by the Irish taxpayer through a number of Government departments. I don’t recall us ever being consulted on the issue. But even if “ecosystem resilience and biodiversity “ is a legitimate crusading issue for An Taisce, it is not the business of the planning process. The amount of milk our farms produce is a matter for farmers, the Government and the EU. Planning permission should be about structural safety and the impact of a development on the locality; whether, for instance, it adds to traffic problems or creates difficulties for local residents. An Taisce has been trying to extend the planning rules to include matters of national policy which should be left to elected representatives. It took

its fight against the Belview plant through Kilkenny County Council, An Bord Pleanála, the High Court and finally the Supreme Court, which has ruled that the factory can go ahead. The bill for this legal wrangling will be footed mainly by the taxpayer, whether it is paid directly by An Taisce or , through the awarding of costs, by the Department of Justice. The Kerry TD. Michael Healy-Rae, has called for an end to all State funding for An Taisce. I wouldn’t like to see that happen but there is a real risk that it will if the trust continues to meddle in planning matters in this way . An Taisce is perfectly entitled to lobby on national policy and equally entitled to raise planning objections on legitimate local issues. When it conflates the two, it is treading on dangerous ground.

Marsh Marigold – a perfect plant for your pond (Photo Justin Ivory) One of the best things you can do for wildlife in your garden is to put in a pond. The good news is you do not need a large garden or lots of space. Neither does it have to be a major or costly undertaking. Something as simple as rectangular basing or other waterproof container can make a perfect little pond submerged in the ground and filled with rainwater, some rocks, and native aquatic plants. In no time at all your mini-pond will soon attract frogs, newts, dragonflies, damselflies, and a whole horde of water mini-beasts. It will also provide a source of water for birds and mammals to drink and bathe in. Ponds can be installed at any time of the year, but winter and early spring is the perfect time as you won’t have to wait long before the wildlife and biodiversity starts to appear. As the saying goes – ‘Build it and they will come!’. How do you build your minipond? Here are some simple steps: 1. Choose location. A position with some sunlight and shade is perfect. 2. Dig a hole to accommodate your container. Remove sharp stones/objects from the bottom of the hole to prevent the container being punctured. 3. Add rocks and gravel to the bottom of the container to provide hiding places. Also use bricks, stones, bits of wood etc. to create a stepped/sloped effect so that birds can safely access the water without the risk of falling into deep water and drowning. 4. Next add some plants. Oxygenating plants are essential. It is best to use native species. Hornwort and Watermilfoil are recommended. Include two or three native marginal plants around the edge to give perches and cover to wildlife. Plants such as water forget-me-not, lesser spearwort and marsh marigold are good choices. 5. Fill up your pond with rainwater. Now sit back and wait for the wildlife to come!

Waterford First Responder Group currently have 30 volunteers around Waterford City who are made up of Advanced Paramedics, Paramedics, EMT’s and trained Cardiac First Responders. We are not funded by any government agencies and depend completely on donations from the public to purchase our AED life saving equipment and to provide a high standard of training to our volunteers. Groups like ours are currently running in over 20 counties around Ireland with 160 groups and 3221 volunteers. We are currently running a go fund me page to raise €8000 which will enable us to get the group up and running by midMarch. Each AED alone costs €1200 to buy. In Ireland 5000 people die every year from cardiac arrest which is 13 people in one single day. U p to 80% of these happen in the company of family members and friends. With access to a defibulator and people who are trained to use it chances of survival are 49% to 75%. Without this intervention your chances are reduced

Our volunteers all live in our local communities so we hope that we will have very quick response times between our local knowledge and our members being spread out around our catchment area which is 3km radius around Waterford city. Groups like ours are so important for our communities because although our Ambulance personnel do an amazing job they are stretched very thin. There are situations where an ambulance could be coming from a different county and could potentially be an hour away. In cardiac situations time is of the utmost importance and this is where having responders potentially only minutes away is vital. It becomes a matter of life and death literally. We will need a lot of training equipment to make sure our responders are trained to the highest standards possible. RE: SECTION 38 ROAD TRAFFIC ACT 1994 – TRAFFIC CALMING SCHEME ACTIVE TRAVEL SCHEME PEDESTRIAN & CYCLE FACILITIES IMPROVEMENTS AT THE FARRONSHONEEN ROUNDABOUT Waterford City & County Council proposes to undertake the upgrade of pedestrian and cyclist facilities at, and in proximity of Farronshoneen RBT. Proposed works include: •

Provision of a toucan crossing on the R710 Eastern arm at the Farranshoneen Roundabout and uncontrolled crossings on all other arms of the roundabout.

Provision of a zebra crossings on the Williamstown Road Northern and Southern arms of the roundabout, remote from the roundabout entries

Widening of the existing footpaths on all four quadrants of the roundabout to accommodate a combined footpath/cyclepath.

Increasing the size of the splitter islands on the Williamstown arms of the roundabout to safely accommodate pedestrians and cyclists crossing these arms of the roundabout.

Provision of high skid resistance surfacing on both vehicle approaches to the toucan crossing.

Provision of Bus Cage markings and a Bus Stop sign at the bus stop on the Williamstown Road Southern arm.

Provision of a zebra crossing on the Williamstown Road Southern arm.

The provision of a pedestrian link from the footpath at the zebra crossing on the Williamstown Road Southern arm to the internal footpath with the Williamstown Glen Housing Estate.

Widening of the footpath on the southwestern side of the Williamstown Road Southern arm to accommodate a footpath of adequate width between Hollymount Estate and the Farranshoneen Roundabout.

The provision of an uncontrolled pedestrian crossing on the Hollymount Estate access road.

As part of Active Travel works in the area, the objective is to improve walking routes, improve connections to existing footpaths and create a more beneficial crossing point closer to the natural desire line, as set out on the attached drawing. The drawing is available for inspection on Waterford City and County Council’s website www.waterfordcouncil.ie and is also on display in our Customer Services Departments in Bailey’s New Street in the City and Davitts Quay, Dungarvan from Tuesday 22nd February to Monday 22nd March, 2022. The Council will consider any submissions or observations made in writing regarding the proposal. Submissions should be lodged with Ian Ludlow, Staff Officer, Active Travel Team, Waterford City & County Council, Menapia Building, The Mall, Waterford or by email to iludlow@waterfordcouncil.ie to be received by Monday 04th April 2022.
