Rent crisis as prices reach high of 16.2% RENTS in Waterford are now spiralling out of control, with costs 16.2% higher than they were in the same period last year — and higher than the national average — according to the latest report from property website daft.ie. The rise in costs comes amid a chronic shortage, as the number of rental properties on the market has dropped to the lowest number ever recorded by Daft, with just 131 homes to rent in Munster. The average market rent between January and March stood at €1,262 per month in Waterford City, the report finds, which was up almost 16.6% in the last year; and 6% in the last quarter. A one-bed apartment in Waterford City will now cost you an average €854, a rise of 17%. The average rent in Dublin is now €2,202 a month, up 10.6% when compared to the same period in 2021. The highest overall increase was seen in Leitrim, where average rents jumped by 24.8%. Ronan Lyons, Trinity College

Economics Professor and author of the reports for daft. ie said: “It is not only market rental levels that are increasing but also the inflation rate in market rents, which hit 11.7% in the first quarter of 2022, up from just 1.2% a year earlier and only just below the all-time high of 11.8% experienced in late 2016.” Inflation was higher in Limerick and Waterford cities, at 15.5% and 16.2% respectively, while outside the cities the average increase was 12.7%. “As ever, in a rental market dogged by chronic and worsening shortage of homes, the only real solution is to increase the number of homes. With more pressure from certain quarters to stop new rental homes being built, policymakers must hold their nerve,” Ronan Lyons concluded. Curraghmore Whiskey Limited, in Waterford, is seeking planning permission for a major expansion on its existing site. The distillery has submitted a planning application to Waterford City and County Council for the development of protected structures at Curraghmore Estate. The application seeks the change of use of five existing agricultural buildings to industrial use, which will be used for the distillation of spirits, retail use, spirits maturation and ancillary use. A decision on the application is due in June 2022.

Crystal honour THE co-founder of Waterford Crystal, who fled the Communist regime in the 1940s, was recognised for his contribution to Waterford with his name immortalised in the city. Waterford Crystal co-founder and Czech glass entrepreneur Charles Bačik was honoured in Waterford as the space in front of the Waterford Crystal Menapia building was named in his memory. Mr Bačik was a glass works owner in the Czech Republic before and after the Second World War.

THE Port of Waterford has announced the imminent retirement of Joe Dreelan from the Board of Directors. Mr Dreelan took a seat as a non-executive director in 2014, having previously served as a Harbour Commissioner in the 1990s for an eight-year period. Mr Dreelan committed many hours to the planning of future work and projects

at the port and most recently, was particularly pleased that his proposal to name the new pilot cutter ‘Port Lairge’ was so enthusiastically adopted. The Chair of the Port of Waterford, Des Whelan, said: “We are very sorry to lose Joe from the board. I know that I speak for the executive and his fellow directors when I say that we will greatly miss Joe’s very substantial

maritime knowledge and experience. Joe has a great passion for this area and for the Port and I greatly valued his support, objectivity and good council over the years. I think Joe can be very proud of his contribution to the work of the board which has seen substantial growth both in trade and in the numbers employed here,” he added.

Rent crisis as prices soar 16.2%

Continued from previous page “This is a crisis,” he said. “These shocking rent increases are not accompanied by similar hikes in wages and with the cost of living through the roof, people will struggle to meet these rises. “People on ordinary incomes are struggling to pay the cost of their rent and are under huge financial pressure. Far too many workers and families are worrying every day about how they will pay their rent. “Clearly the 2% cap in rent pressure zones isn’t working, while those living outside rent pressure zones are feeling the full force of the market rises. “The Government must stand up for renters here in Waterford and ensure that rents are cut drastically, so that they are at levels that are affordable for people on ordinary incomes. We need a ban on rent increases on all existing and new tenancies, and we need government to put money back in renters’ pockets through a refundable tax credit worth a month’s rent. “Government must also accept that we need to see affordable cost rental delivered at scale. At least 4,000 units per year to meet affordable rental demand.”

Airport’s future hangs on €8m from investors

Waterford Airport is pinning its hopes on an investment plan of to €8m, due to be announced in the coming weeks, which backers hope will give it a chance of resuming commercial flights. The key shareholder in the airport has also ruled out receivership, amid fears for the future of the company which has been without commercial flights since 2016. At a recent meeting, the board of directors agreed they were satisfied the shareholder’s attempts to secure private sector funding have been successful and will soon be in place. It is understood documents were provided to the board to reassure that funds would be available for the company. It comes after three years of extensions granted by the board as the company sought investment for its 900m long runway expansion, to match approximately €7m from the public purse. The funding plan will be shared at an emergency general meeting for shareholders after directors meet in mid-June. The airport has strug-

gled financially in recent years. Annual emergency payments from the Department of Transport, which totalled €1.5m over three years, were pulled due to the pandemic. A commitment of €5m capital funding for the runway extension was granted by the department in 2019, with the remaining €2m committed by local authorities in Waterford, Wexford, and Kilkenny. The project was costed at €12m at the time however it is believed this has risen due to inflation, and therefore the private sector funding must increase in line with rising costs. Extending the airport runway is considered crucial to the furthering of commercial activity at Waterford Airport. Sinn Fein TD for Waterford David Cullinane said that although original costings of the extension had been €12m, with the significant increase in building and supply costs since those figures were arrived at, the current cost is coming in at around €15/€16m, adding “we can’t have a situation where this goes on for another couple of years”.

Former bank to house Ukrainians

Lismore’s former Bank of Ireland building on West Street is now to be transformed to temporarily accommodate 10 to 12 Ukrainian refugee families. The 140-year-old building has been purchased by Waterford County Council for a figure reported to be around €290,000. The bank was among 88 branches that were closed down by the bank in October last year. Originally built between 1870 and 1880 as the home of the then

National Bank, the two-storey structure underwent a lot of renovation work in the 1980s. Local councillor John Pratt said it was a welcome move by the local authority: “We have to look at it now in a positive light and with the situation with the Ukrainians, I think it can only be a very positive move. It’s not about undermining the €290,000 — it’s a lot of money — but the positive effect that will have now at this moment in time regarding the Ukrainians and their situation.”

Why we need to save water

OVER half of Waterford households (53%) admit to wasting water, even though some eight in 10 (78%) know it is important to take steps to conserve it. This is according to new research released to coincide with the launch of Irish Water’s new Conservation Calculator, which will assist households across the county to assess their water usage habits and find out how much water they are saving on a daily basis. The research also highlights that less than one in five respondents report actively conserving water in their homes. However, almost two in five (40%) reveal that they are interested in future planned water services initiatives. Irish Water is also continuing its First Fix Free programme which helps households that may be using higher level of water than average It also offers practical tips on how to reduce water usage and track their progress. The free tool was developed in response to research which shows consumers want additional tools to assist them conserve water and is available at www.water.ie/calculator

Giving back to people

Waterford Volunteer Centre was officially opened by Minister of State for Community Development and Charities, Joe O’Brien. Mr O’Brien was instrumental in getting the volunteer centre established in Waterford and was also involved in the publication of The National Volunteering Strategy. Sharon Higgins, Centre Manager, commented on the new centre, which opened its door officially on Monday, May 9, and what it would mean for the city: “It’s been a tough 16 months for us all and it’s great to see volunteers across the country get back to doing what they love. From sports clubs to community clean ups, this week is dedicated to all those people who take the time to give back and make our communities a better place.” The board and staff of the volunteer centre were joined on the day by Mayor of Waterford, Joe Kelly, who spoke about the importance of volunteers to our communities and how the centre would be instrumental in providing support to volunteerism.

No foul play on State to subsidise beaches please! new city

WITH the summer here and the lovely beaches of Waterford ready for visitors, the county’s dog owners are being encouraged to “leave only paw prints” in the sand and pick up after their pets. The UCD Acclimatize Project has identified dog faeces as a leading cause of water pollution, which can result in temporary bathing prohibition notices being issued by local authorities. In an effort to address this issue, the UCD Acclimatize team has released an animated video entitled ‘Leave Only Paw Prints’ illustrating the direct link

between dog fouling and poor beach water quality. They want to highlight the potential harm caused by the abandoned dog mess and encourage pet owners to take responsibility for cleaning up after their dogs on the beach to help ensure better water quality for all to enjoy. Their research has shown that even one dog foul can result in contamination the size of a tennis court across your local beach. Summertime clean-up

Irish environmental charity Clean Coasts has joined forces with National Spring Clean to invite communities in County Waterford to come together and start planning their World Ocean Day beach clean, on June 8th. This year, the focus will once more be on the 30x30 campaign: to create a healthy ocean with abundant wildlife and to stabilize the climate. So it’s critical that 30% of

our planet’s lands, waters, and ocean are protected by 2030. Statistics show the number one cause of marine litter is litter dropped in towns and cities. THE new Croí Cónaithe Cities Scheme has just been launched and is expected to deliver up to 5,000 additional apartments for individuals seeking to buy a home in the city of Waterford, as well as Dublin, Cork, Galway and Limerick. The Scheme is targeting the activation of existing planning permissions for apartment developments over four-storeys high that cost more to build than they can be sold for to individual buyers. Commenting on the planned scheme in Waterford, Housing Minister Darragh O’Brien said: “The objective of Croí Cónaithe (Cities) Scheme is to increase the supply of apartments for people to buy and live in, in Waterford and our other cities. It’s job description, not protocol, that has unionists up in arms

U

nionists do not adapt easily to change, as befits people who have elevated a battle fought in 1690 to the highpoint of their calendar. They have said No to every political development in Northern Ireland for the past 50 years: abolition of the old Stormont, Sunningdale, the Anglo-Irish Agreement and the Good Friday Agreement. They have responded in the same negative way to social changes: legalising homosexuality, abortion and same-sex marriage . They have refused to accept demographic change and have fought painful, futile battles, trying to force Orange marches down the Garvaghy Road, through Ardoyne, and other places where they are no longer welcome. So it is no surprise that they are baulking at the appointment of a Deputy First Minister to serve beside a First Minister from Sinn Féin. In all the examples I have cited, unionists did eventually accept the change and most of them found they could live with it perfectly well. But first they needed to record their objection and to spend some time moaning about it and marching against it. It’s an odd way to do business but that has been the consistent pattern and I have no doubt that, given time, they will also accept

that a nationalist can hold the highest office in what Northern Ireland’s first Prime Minister, James Craig, called a Protestant parliament for a Protestant people. The argument over the Brexit protocol has bought Jeffrey Donaldson that time, as it was always intended to do. The backwoodsmen of his DUP party care little enough about the protocol but they are mightily offended by the idea of playing second fiddle to Sinn Féin and he needs time to coax them into line. Accept it they will, after Donaldson has recorded some token success on the protocol. They will have no choice, unless they want perpetual direct rule from London, which they do not. Nationalists, and our own Government, should be in no rush to offer them a choice. It has been suggested that the equal titles of First and Deputy First Minister might be changed to Joint First Ministers, or some-

thing of the sort. That strikes me as a very good idea. But first an Executive should be formed as legally ordained under the Good Friday Agreement, with a Sinn Féin nominee as First Minister and a DUP nominee as Deputy. That Executive can then agree the change and ask the Assembly to approve it. That is the proper, legal route and it is not triumphalism to ask the DUP to observe it. Democracy can bend to accommodate unionism but, first, unionists must show that they recognise democracy. In any case, we should all be careful about tinkering with the Good Friday Agreement. It was the result of hard and long negotiations and the political system it established has served its main purpose of enforcing balance between the north’s two big opposing constituencies, unionist and nationalist. The outstanding success of the Alliance party means that some change is needed, because there are now not two constituencies, but three. As things stand, Alliance could not nominate the First Minister even if it were to be returned as the biggest party, nor claim the Deputy First Minister’s post if it were runner-up. Any reform it gets through the Assembly can be stopped by the DUP or Sinn Féin by use of a device called a Petition of Concern. Clearly these rules are unfair and should be changed. But I would like to see them changed voluntarily by an Executive es-

tablished under existing rules and confirmed by the newlyelected Assembly. That is the legal and proper way to go. It could begin a

process which would give Stormont a normal government and opposition, determined by the electorate and not by the terms of a treaty. It could take Or-

ange and Green conflict out of Northern Ireland’s politics and confine it to the history books. Politicians who live in the past could join it there.

Going potty for Pollinators

Bombus pratorum male (Photo Justin Ivory) You don’t need a large garden, or even a garden at all to help our pollinators (bees, butterflies, hoverflies etc). By planting up a ‘pot for pollinators’ (or a windowbox), your patio, balcony or window ledge can become an essential ‘pollinator pitstop’. And to make it easy for us, the good folks at the AIPP (All-Ireland Pollinator Plan) and the NBDC (National Biodiversity Data Centre) have produced a downloadable step-by-step guide on how to create a pollinator pot. https://pollinators.ie/wpcontent/uploads/2021/03/ NBDC_flyer_Pots-forPollinators_LR.pdf So, this weekend I decided to give it a go and create 2 such pots. What I used: 2 x 50cm wide pots Peat-free organic compost 4 x pollinator friendly plants (3 perennials and 1 annual) - Erysimum ‘Bowles Mauve’ - Lavandula stoechas - Nemesia ‘Wisely Vanilla’ - Bidens (yellow) The steps I took: Filled the pots 2/3rds with compost Removed the well-watered plants gently from their containers Placed the plants in the pot with the tallest at the back Filled in around the plants with compost and pressed down to a few centimetres below the top of the pots Watered the pots well
