Back with a bang!

Three days of fireworks, music and fun announced for St Patrick’s Festival

Waterford City is gearing up to celebrate St Patrick’s Day, with not just a parade for the first time since 2019, but also a new three day festival from March 17 to 19. The Parade, celebrating Waterford, which was last year named as Ireland’s Best Place to Live, will take to the streets at 1pm on St. Patrick’s Day, led by Grand Marshall Finn Ryan. The Lego-loving Finn from Ferrybank made a lasting impression throughout the country and beyond when he featured on the Late Late Toy Show last November. Coupled with the traditional St Patrick’s Day Parade is a threeday festival, new for 2022. Johnny Codd, Festival Coordinator with Waterford City and County Council is looking forward to the three day programme of festivities. “Working with EveryEvent and local community groups, musicians and artists, there is a jam-packed musical, cultural and fun programme that is going to appeal to absolutely

On Friday, March 18, also a Bank Holiday, follow the trail of free music, dance and entertainment from John Roberts Square to O’Connell Street to the Plaza Festival Stage, with acts such as Intonations, Celtic Rock Stars, Afro Dance Troop, Brass and Co, Banna Nua, Waterford Malayalee Association, WAMA, TheatreBox, Toucan and much more. On Saturday, March 19 ,the musical treats continue at the Plaza Festival Stage with community group performances, Three for the Road, Thin as Lizzy and Rookie Thomson, while the Applemarket Music Sessions will feature Oasis tribute band, Mad Ferritt, ahead of a spectacular fireworks display on the Quay at 9pm. ESB planning wind farm off Helvick

The ESB has become the latest renewable energy firm seeking to explore the feasibility of developing a fixed-foundation offshore wind farm off the Waterford coast. The company, through its subsidiary ESB Wind Developments Ltd, has applied for a foreshore licence off Helvick Head, west Waterford and is inviting public submissions for the proposal. The licence application relates to an 874 sq km stretch of water, running from Tuskar Rock to the Old Head of Kinsale.

Nine students from Waterford were among a record number who have been awarded Entrance Exhibition Awards from Trinity College Dublin. Among them were Orlaith Betts, St Angela’s School; Isaac Casey, De La Salle College; Sophie Griffin, Colaiste na Maighdine; Temi Adegbesan, Abbey Community College; Allison Kryzhanovska, Our Lady of Mercy Secondary School; Martha Ryan, Ard Scoil na

The awards go to the students accepted into the first year of a full-time undergraduate degree programme who achieve the highest points among Trinity entrants from their secondary school, above a minimum of 500 CAO points (or equivalent). Many former awardees have gone on to make a

significant contribution to the economic, cultural, and political life of Ireland and beyond. One-sixth of commercial premises in Waterford City are vacant, a new study has found. Overall, the commercial vacancy rate in Waterford decreased to 13.9% in the year to Q4 2021 according to the latest GeoDirectory Commercial Vacancy Rates Report. Of all the major urban areas in Waterford surveyed, Waterford City had the highest commercial vacancy rate of 16.5% - or one-sixth, while Tramore had the lowest (14.0%). Nationally, the commercial vacancy rate was 13.9% in Q4 2021, the highest level of commercial vacancy recorded by GeoDirectory since the report began in 2013. The report, prepared by EY, found that commercial vacancies increased in 15 out of 26 counties. The highest commercial vacancy rates were recorded in the west of the country, continuing the trend observed in previous reports. Sligo, at 20.0%, was the county with the highest commercial vacancy rate, followed by Leitrim and Roscommon, both at 17.1%. In Q4 2021, the average commercial vacancy rate for Connacht was 17.3%. Meath (10.2%) was the county with the lowest commercial

vacancy rate in the state, with Wicklow (10.4%) and Kerry (11.3%) also recording notably low rates. In Dublin, the commercial vacancy rate increased to 12.9%, second only to Laois at 14.2%. Nationally, Ballybofey, Co. Donegal was the town with the highest rate in Q4 2021, at 30.0%. Edenderry, Co. Offaly (27.7%), Edgeworthstown, Co. Longford (26.3%), Kilrush, Co. Clare (26.2%), and Roscommon Town (24.2%) completed the top five towns by highest commercial vacancy rate. Gorey, Co. Wexford, at 7.8%, was the town with the lowest commercial vacancy rate in the country. Greystones, Co. Wicklow (7.9%) was the town with the second lowest rate, while Carrigaline, Co. Cork (8.5%) had the third lowest. In the capital, Dublin 2 recorded the largest year-onyear increase in vacancy, with a 3.1pp increase to reach a vacancy rate of 16.8%, the highest across Dublin’s postal districts. The Dublin postcode with the lowest vacancy rate was Dublin 16, at 6.8%. A total of 16 postal districts recorded an increase in their vacancy rates since Q4 2020.

Census 2022 takes place on April 3

Census 2022 will take place on Sunday, April 3, after it was postponed last year due to Covid-19. The last census took place in 2016, but due to the Covid-19 pandemic, the Government and the CSO decided to postpone it for one year. There is a legal requirement for everyone on the night of April 3 to have their information recorded on a census form, which includes some changes this year. Speaking at the launch of Census 2022, Taoiseach

Micheál Martin said that by counting every person present in the country, the Census provides a comprehensive account of the population. “It is far more than a simple counting exercise, the census asks a variety of questions that give us the information that is vital for the planning of public services,” he said. “There is not a single decision taken, on the provision of public services from health to education and housing, that is not shaped in some way by census data.”

No planning needed to convert pubs

Empty and derelict pubs in Waterford can now be converted into houses without the need for planning permission. The Minister for Housing Darragh O’Brien has signed Planning Regulations that will exempt the conversion of former pubs into residential units from requiring planning permission. The new exemption is contained in an extension of 2018 Planning Regulations that allow a change of use of certain vacant commercial premises including vacant areas above ground-floor premises - to residential use such as ‘above shop’ living. The exemptions aim to increase the re-use of vacant commercial buildings in Waterford and elsewhere to

increase much-needed housing supply and renew urban areas. Since 2018, 74 residential units have been provided in county Waterford through 25 notifications of exempted developments. The regulations extend the exemption to the end of 2025. For the conversion of former pubs into a home/homes in Waterford: • the pub’s license must have lapsed • a limit of nine residential units can be produced under an exempted development The plan contains a range of actions and measures to ensure over 300,000 new social, affordable, cost rental and private homes are built by 2030, backed by over €20bn in guaranteed State investment to

the end of 2026. Data shows that the construction of almost 31,000 homes commenced in 2021, a 42% increase on the numbers constructed in 2020. Speaking during a visit to Waterford, Minister O’Brien said: “Turning vacant properties into occupied homes is a major element of Housing for All. “Unfortunately towns and villages in Waterford have seen pubs close their doors for the last time in recent years, not least over the last two years. “This new planning regulation will ease the planning burden for those who want to convert small and medium-sized pubs that are no longer viable and have ceased to operate, into residential housing for Waterford.”

Trócaire in Lenten appeal TROCAIRE is appealing to the people of Waterford to support its 2022 Lenten appeal, which is supporting the millions in Zimbabwe suffering from the impact of Covid-19 and climate change. The iconic Trócaire Box — which has been a firm Lent feature in Ireland for almost 50 years — has been rolled

out to homes, schools and churches all over Waterford over the last couple of weeks. This year’s appeal highlights how thousands of families in Zimbabwe are struggling with the triple challenges of Covid-19, climate change and a devastated economy. The Trócaire Box features a

family — widow Thandekile and her two children — based in Matobo district in southern Zimbabwe, who face massive daily challenges in their lives. Trócaire CEO, Caoimhe de Barra, thanked the people of Waterford for their continued support, in particular over the last two very challenging years.

Locals urged to Libraries return to clean their areas regular Registrations are now open for National Spring Clean 2022, which is calling all communities in Waterford to register for Ireland’s largest and longest anti-litter campaign and make a tangible impact on our environment. National Spring Clean is operated by the Environmental Education Unit of An Taisce in partnership with Local Authorities and supported by the Department of Communications, Climate Action and Environment and Mars Wrigley Ireland. The National Spring Clean

traditionally takes part in the month of April every year to spruce up the country ahead of summer. And for the past 23 years, 85,000 clean-ups have been organised with volunteers dedicating a total of 12 million hours to remove around 42,000 tonnes of litter across the country. National Spring Clean 2021 was the biggest and the longest campaign so far, taking place between March and August. Irish Guide Dogs for the Blind is currently recruiting for Puppy Raising Volunteers in Waterford. Puppy Raisers foster one a puppy from eight weeks until approximately 12-14 months. At eight weeks old ther puppies begin their journey to becoming a Guide Dog for a person who is vision impaired or an Assistance Dog for a family of a child with autism.

“This journey starts in the homes of our Puppy Raising Volunteers,” a statement said. “The puppy will live with your family in your home. Under the direction of our Puppy Raising Supervisors, puppies learn basic rules and obedience. National restrictions on library visits and branch events are now lifted so library staff will resume all library book clubs, story-times, class visits and talks. Staff would also like to remind the public to be respectful of other members as we return to regular library service and be aware that some library patrons will still need to maintain distancing and/or mask wearing for health reasons. It’s time to stop relying on Russia and China

N

E V I L L E Chamberlain was the British prime minister whose appeasement allowed Hitler to dismantle Czechoslovakia, opening the way for World War Two. Defending his agreement with the Nazi dictator, Chamberlain said he was keeping Britain out of “a quarrel in a faraway country between people of whom we know nothing”. The folly of his words was soon exposed as the German army swept through Poland, northern Europe and France. For decades, Chamberlain’s folly served as a reminder to democracies not to get too close to countries that do not share our values. But in recent years we have abandoned that caution when dealing with the world’s two authoritarian superpowers, Russia and China.

Michael Wolsey We have not defended Western values but, like Chamberlain, have turned a blind eye to shocking behaviour because it was easier to ignore it than confront it. Russia sent its agents into other states to murder opponents of the regime but these were people of whom we knew nothing, so we responded with only mild disapproval. Russia annexed Crimea and we did little more than shake our heads, because it was a faraway country.

Russia’s puppet, Belarus, hijacked a Ryanair plane and arrested two passengers who had been outspoken critics of the government there. It was the plane of an Irish airline but it was in a far away country and we knew nothing much about the two people arrested, so we registered a complaint, and carried on flying to, and trading with, both Russia and Belarus. China invaded Tibet but, sure, that was a very faraway country. China’s army massacred dissenting students who protested in Tiananmen Square, but they were its own people, of whom we knew nothing. We could hardly claim such ignorance of Hong Kong but we stayed largely silent when Britain handed it over to Beijing and we did little more than glower as one freedom after another was removed. At least Chamberlain was trying to keep Britain out of a war. The West has complied with

all this erosion of democracy just to keep the wheels of international commerce turning, to make sure the stock markets didn’t slump or the cost of living rise. I am not for a moment suggesting that Western countries should have gone to war over any of these issues but simply that we should have stopped cozying up to the enemies of democracy; stopped treating them like our pals, decent guys with whom it was a pleasure to do business. When I say ‘we’, I am referring to the West in general, Europe in particular, because we live in a European country, and Ireland specifically, because it is where our individual voices can have the most impact. Ireland does not have many economic links with Russia; we don’t buy its gas or its oil and if there are any oligarchs living here, they are keeping quiet. But that is just a matter of

circumstance. We are happy to let Russia bank its money with Dublin-based institutions and have been keen to develop Russian markets for Irish exports. We don’t buy a lot of consumer goods from Russia, simply because they don’t export them at a quality and price that is attractive. Look around your home, it is unlikely you will see anything that was made in Russia. With China it is a different story. Irish society, like all Western societies, has become hugely dependent on China for all sorts of basic requirements and the Irish economy, like all Western economies, is underwritten by Chinese money. In Ireland, we are keen to attract tourists from China and to sell them our farm products. It’s a two-way street. China needs Western buyers to keep its huge production machine operating. But for us it is an unhealthy relationship because

China, like Russia, does not share our values. It can turn our dependence against us and will do so if it ever thinks that is necessary. The invasion of Ukraine has forced Western countries to rethink our need for anything from Russia. We may have to live without their gas or oil or the bank deposits of their fat cats. The longterm gain will justify the short-term pain. We should now start taking the same approach to China and stop relying on their loans and production lines. I am not suggesting an instant or total break but a gradual return to self-sufficiency by the West. China, no more than Russia, will never prove to be a friend in need and we should stop treating it as a friend indeed. Emerald Exiles: How the Irish Made Their Mark on World Football by Barry Landy

Alexanders flower heads (Photo Justin Ivory) One of the smells that defines late winter and early spring for me is the pungent, sweet, celery-like smell of Alexanders (Smyrnium olusatrum). This plant is significantly more substantial in size and structure than the diminutive stature of our other earlyspring flowers, growing up to 120cm high. Being far from pretty or eyecatching, I guess my love for this plant stems from the fact it is a brilliant early source of food for emerging pollinators. Alexanders have distinctive dark green, glossy, and toothed trifoliate leaves (a leaf divided into three leaflets). The greeny-yellow flower heads which appear from February to June, are parasol shaped and consist of 8-12 rays containing many tightly packed tiny flowers. Given the umbrella shape formed by the merging flower bearing rays, it is no surprise to find that this plant belongs to that group of plants known as umbellifers. Umbellifers, or Apiaceae, is a family of aromatic flowering plants which contains celery, carrot, parsley, hogweed, and fennel, among others. Apiaceae comes from apium, the Latin word for celery. In late summer and autumn, the flowers give way to globular black fruits. This plant which originates from the Mediterranean, has strong associations with Alexander the Great and the city of Alexandria. Every part of the plant, also known as horse parsley, is edible. The young flowers heads were pickled like a kind of miniature cauliflower, the spring shoots used like celery, leaves for salads and the thick taproot blanched and used as a winter vegetable. The plant also has many medicinal qualities. Roman soldiers brought it to the Britain, as they would carry it with them on long journeys as a pot herb, as they could eat the leaves, stems, roots, and buds. It was monks who brought it further west to Ireland and it is often found by the ruins of monasteries, abbeys, and castles.
