Laureate and university professor Joseph Stiglitz. To create a comprehensive plan for the country’s economic development, Puerto Rico must understand the adverse circumstances which it faces. Stiglitz doesn’t believe the Federal Oversight and Management Board (FOMB) created under PROMESA has fully integrated those disadvantages into their decisions.
