PUBLIC NOTICE
FEDERAL BAR EXAMINATION Notice is hereby given that the FEDERAL BAR EXAMINATION will be offered on Saturday, October 13, 2012, from 8:00 a.m. to 12:00 p.m. The test will be administered in the Theater of the Inter-American University of Puerto Rico School of Law, Tres Monjitas Industrial Park, 170 Federico Costa St., Hato Rey, Puerto Rico 00918-1303. The examination will consist of fifty (50) multiple choice questions and an essay question. Eight (8) different subject areas will be tested, each one carrying the following weighted percentage value: Federal Civil Procedure (16%); Federal Evidence (16%); Federal Jurisdiction and Venue (16%); Federal Criminal Procedure (12%) [Includes the subject of Sentencing Guidelines. Applicants must also be familiar with the ruling in United States v. Booker, 543 U.S. 220, 125 S.Ct. 738, 160 L.Ed.2d 621(2005) and progeny from the 1st Circuit Court of Appeals]; Local Rules (12%); Federal Appellate Procedure (10%); Bankruptcy (10%), including the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 and the Bankruptcy Rules; and Ethics (8%). Please take note that the Amendments adopted by the Rules Enabling Act, 28 USC §2072, that became effective on December 1, 2011, will be tested on the October 13, 2012 Federal Bar Exam. Further, also take note that the Amendments adopted by the Jurisdiction and Venue Clarification Act, Pub. L. No. 112-63, effective thirty days after its enactment, will be tested on the October 13, 2012 Federal Bar Exam. The essay question is mandatory, and it is designed to assess the candidate’s proficiency in English - ability to read, write, and understand English - to satisfy the requirement of effective assistance of counsel under the Sixth Amendment of the Constitution of the United States. Regardless of the result in the multiple choice part of the examination, applicants who do not answer the essay question will receive a grade of "fail". For the May 5, 2012 Federal Bar Examination, twenty-seven percent (27%) of applicants obtained a passing score. Fifty-eight (58%) of those passing applicants dedicated at least 21 hours of preparation for the exam. Attorneys who wish to take the examination must file an Application Form with the Clerk of Court, United States District Court, Carlos Chardón Street, Office 150 Federal Building, Hato Rey, Puerto Rico 00918-1767, no later than Wednesday, October 3, 2012, at 4:45 p.m. Mailed applications must be postmarked no later than Wednesday, September 26, 2012. Applications received after Wednesday, October 3, 2012, will not be considered, unless duly postmarked as noted above. A printable application form has been posted at the Bar Examination Section of the District Court’s Internet website at: www.prd.uscourts.gov. Applicants must also submit, along with the application, an original certificate of good standing (not more than six months) issued by the Supreme Court of Puerto Rico, the highest court of any state of the Union, the District of Columbia, the Territory of Guam, the Commonwealth of the Northern Mariana Islands, or the U.S. Virgin Islands. Applications may also be submitted online, but payment of the fee must be done either in person or by mail with the cashier of the Court, together with the submission of the evidence requested. Attorneys filing a petition for review must do so within thirty (30) days from the date of notification of the results of the examination. THERE IS A NON-REFUNDABLE $100.00 FEE FOR TAKING THE EXAM. THE FEE IS PAYABLE TO THE CLERK, U.S. DISTRICT COURT, in the form of check, money order, or, if in person, in cash or credit card. The fee will be credited towards the admission fee.

Premian a jóvenes por superación académica REDACCIÓN, EL VOCERO
John Dewey College reconoció a 48 estudiantes de diversas escuelas superiores en la Isla John Dewey College (JDC) premió a 48 estudiantes de diversas escuelas superiores del sistema público y privado de Puerto Rico con la Medalla de Superación, en reconocimiento a su esfuerzo extraordinario por alcanzar su grado de estudios generales y graduarse de cuarto año. Por los pasados cinco años, cada uno de los diez centros educativos de John Dewey se da a la tarea de seleccionar escuelas de su comunidad y con la ayuda del comité de graduación de la misma, identifican a un joven que se haya superado para obtener su grado de educación general, sin importar los obstáculos presentados durante sus años de estudiante. Lo que distingue a esos jóvenes es la tenacidad y sacrificio que los convierte en modelos de superación, en un ambiente donde la incidencia de deserción escolar es alarmante. Para estos estudiantes no hubo adversidades ni situaciones de índole económica, académica o personal que les impidieran alcanzar su sueño de completar su escuela superior. En la actualidad, jóvenes como ellos son dignos de admiración, pues lamentablemente otros deciden dejar la escuela y continuar por el camino que entienden es más fácil, sin embargo es el más peligroso, manifestó el doctor Carlos A.
Quiñones Alfonso, fundador y presidente de John Dewey College. Al conocer las historias de estos estudiantes, es inevitable conmoverse y sentir admiración ya que entre ellas se encuentran jóvenes que crían a sus hijos a la misma vez que estudian, algunos que han perdido sus padres por situaciones de suicidios, drogas, alcoholismo o por enfermedades catastróficas y se han tenido que encargar de sus hogares. Otros tienen impedimentos físicos o de aprendizaje que no les han frenado su empeño y perseverancia por continuar sus estudios y hasta destacarse por sus promedios, por su participación en actividades extracurriculares y por sus características de liderato. JDC coordina con las escuelas para entregar personalmente la medalla al joven seleccionado durante los actos de graduación de su escuela, reconociéndole frente a sus compañeros y maestros. Una actividad privada para ellos junto a sus familiares, y un premio en metálico se les otorga luego, como reconocimiento a ese gran esfuerzo y logro alcanzado. Este reconocimiento anual es parte de los esfuerzos de John Dewey por enfatizar el valor de la educación como herramienta de evolución positiva en nuestra sociedad.
