Parisian paper Le Monde resurrects “mapping report” hoax after ten years, genocide deniers dance to the tune By Jean Gatera A French newspaper that ten years ago leaked an incomplete report by the Office of the United Nations High Commissioner for Human Rights, which also became discredited after it was discovered it had been compiled partly with testimonies from Rwandan genocidaires, now is preparing an anniversary. Le Monde, a Parisian newspaper, is preparing what it is touting as the tenth anniversary of the document, also known as “the Mapping Report” on crimes committed in DR Congo.

Initially, the mapping report was supposed to be an OHCHR report on crimes committed in the Democratic Republic of Congo for a ten-year period, between 1993 to 2003, and its authors were to focus on mapping where allegations of human rights violations occurred in the Congo in that period “without

necessarily gathering evidence as a judicial inquiry would.”But then a draft was leaked to Le Monde which published a long article on it. The intention of the leak in a French newspaper, according to analysts, became apparent: “it was to accuse Rwanda of genocide of Hutus in the Congo.” But it turned out that the 600-page report had serious flaws in its methodology such as collecting evidence from known genocide fugitives hiding out in eastern Congo, as well as genocide deniers.Experts note that the main objective was to advance a denialist double Genocide theory that had failed in the International Criminal Tribunal for Rwanda (ICTR). Among other things, it was discovered that the OHCHR investigation team, which leaked the document, had overstepped its mandate.The team classified, and imputed crimes without

conducting basic due diligence, fact checking, and with no authority to do so. Regional experts, scholars, and diplomats including former EU Special Envoy to DR Congo Aldo Ajello; the Executive Secretary of the International Conference on Great Lakes Region (ICGLR) Liberata Mulamula and others roundly denounced the leaked report for attempting “to taint public opinion with the pre-set narrative of Genocide by the Rwandan Army.” After its flaws were exposed, the “Mapping Report” was discredited and shelved. But now, ten years later, Le Monde is preparing to “celebrate its tenth anniversary”. Analysts are convinced there is an agenda behind the move, “to re-validate” the document. Observers point to the fact that, as if in a coordinated move, major deniers or revi-

sionists of the 1994 Genocide Against the Tutsi are also celebrating “the ten years of the mapping report.” In a zoom meeting prepared for today, Thursday 01 October, a panel that consists of individuals like Judi Rever, a Canadian journalist who has written a book and several articles to accuse the current Rwandan leadership of genocide; Claude Gatebuke, a very active genocide trivializer on social media; and a few Congolese are holding a discussion centered around the report. At the UN level, however, the Mapping Report is un-recognized, as it never was adopted. “This fact hasn’t prevented the editors at Le Monde from going ahead with their plans, which dovetail very well with those of all kinds of genocide deniers eager to push their ‘double genocide’ theory,” said a Kigali media commentator.

End of the road for 5 RUD-Urunana militias in Congo’s North Kivu Province By Moses Gisa The military of the Democratic Republic of Congo,FARDC has killed five RUD-Urunana militias and injured one, identified as Serija Kofi, who is now receiving medical treatment in Kisoro, Western Uganda. The terrorists were killed last Friday in Binza, Rutshuru territory in the Northern Kivu. According to Binza-based civil

society group, FARDC launched operations to secure Binza after recurring complaints from citizens about RUD-Urunana combatants. Military operations were intensified in Makoka,Bunyereza and Gasave. Reported to be backed by Uganda, RUD-Urunana hasbeen accused of disrupting the peace of Congolese nationals, killing, raping and looting. “The militias fell in ambush in Bunyereza; they begun exchang-

ing fire with FARDC soldiers which lasted for four days. The government forces followed the terrorists to Makoka, Katwiguru, Gasave, and Nyabanira where they had fled,” an eyewitness said.

That “probe” ultimately failed as others before it whose only aim was to frame the Rwandan leadership for a crime that happened when Habyarimana’s own forces fully controlled Kanombe Airport and all surrounding areas for miles. “Munyandinda is a failed individual who was presenting fraudulent ‘evidence’ and misleading the French judges for selfish reasons, including acquiring asylum,” sources that know the deserter well point out. “And now that the Paris court of appeal has closed the so-called probe recently, Munyandinda is coming back with his old tactics of accusing Rwanda with noshred of evidence.”

By Jean Gatera Paul Rusesabagina the recently arrested head of the terrorist organization MRCD-FLN, appeared today in Nyarugenge Intermediate Court to appeal last week’s ruling by the Kicukiro Primary Court to confine him to 30 days of pre-trial detention. Accused of 13 counts including terrorism, terrorism financing, arson and other serious crimes, the Kicukiro Court had rejected his plea for bail. In the proceedings Rusesabagina confessed to creating the FLN in addition to being a principle founder of MRCD-Ubumwe of which FLN is the military wing. International attention has

focused on Rusesabagina who gained fame due to the 2004 movie “Hotel Rwanda” which heaped accolades upon him as “a hero that saved 1268 refugees from the government forces and Interahamwe militias” – an account of events that many that were there have debunked as completely fictitious. Rusesabagina has been turned into the focus of attention but he is not alone in the networks of terror that have killed Rwandans, as Prosecution outlined in detail during the appeal hearing. In the application for bail Rusesabagina claimed that “he was not in command of MRCD-FLN.” He confessed that he indeed created

the outfit when he said, “We created FLN”, but as justification he said: “We did it to draw the Government to the attention of the plight of refugees. We never created it to commit terrorism. I, however, do not discount the crimes committed by FLN.” The Kicukiro Primary Court judge, where the pretrial hearing took place, had said: “Court analyzed the merits of each of the 13 charges and found that indeed there was serious incriminating evidence against Rusesabagina”. The judge then added “there are reasonable grounds to keep the suspect in custody”. That was when Presiding Judge Dorothy Yankurije ruled that Court found it necessary that the

suspect be confined to a 30-day period of provisional detention, given the preponderance of the evidence. In the appeal against the ruling, Rusesabagina’s advocates Emeline Nyembo and David Rugaza took a different approach. They opted to deny Rusesabagina’s leadership and command of MRCD-FLN. They also attempted to distance him from the MRCD online radio Ubumwe. “We raised an issue of responsibilities within MRCD but court never pronounced itself on it. My client didn’t head this outfit”, said one of his lawyers. “The MoU (of the founding of FLN) named five key activities continue to page 6 >>

The armed group was under the ambit of CNRD (another terrorist group), led by ‘Gen.’ Wilson Irategeka,” Rusesabagina said. “My docket was diplomacy and we operated independently.” He also tried to distance himself from MRCD’s online radio saying, “about Ubumwe Radio I cannot be held accountable for pronouncements by presenters,” he said, adding, “the radio is for MRCD and not Rusesabagina’s”. Prosecution, however, presented what has been described as “overwhelming evidence” tying Rusesabagina to every terrorist activity by MRCD-FLN. MRCD-FLN launched several attacks on civilians in the southern province of Rwanda. It openly claimed responsibility for the attacks via its Ubumwe Youtube channel in interviews with Callixte Nsabimana, who was the outfit’s “second vice president”. Nsabimana, a self-proclaimed “Major” and also the group’s Spokesperson, who is also in custody on terrorism charges, now is insisting that he be tried concurrently with Rusesabagina, whom he calls “my boss.” Nsabimana, who was arrested from the Comoros earlier last year

was well known for repeatedly claiming FLN responsibility for attacks in Nyungwe on Facebook and YouTube. Using the same platform (YouTube) Rusesabagina as president of MRCD and FLN also regularly rallied for support, financing and recruitment for these groups’ terrorist activities. After Callixte Nsabimana was arrested, Rusesabagina in April 2019 went on MRCD’s online radio to announce that “all efforts were being deployed ‘to secure their second vice president’s release.’” After Callixte Nsabimana was arrested, Rusesabagina in April 2019 went on MRCD’s online radio to announce that “all efforts were being deployed ‘to secure their second vice president’s release.’” Rusesabagina’s loyalty to his accomplice only changed when the latter pleaded guilty to all charges (including terrorism) and asked for clemency claiming he had been fooled and indoctrinated by his leadership, including Rusesabagina. charged during the appeal hearing. “Between 2017 and 2019 he was the president of MRCD. All the atrocities committed in Rwanda were during the tenure of his leadership,” Prosecution charged while reminding Court that the case still was a pre-trial and not on substantive material of the alleged crimes. The prosecutor, however, recalled that lives were lost and families destroyed in FLN’s terrorist outrages. He said this while dismissing application for cash bail for the suspect, wondering what monetary value could be placed of the lives lost. To the defense plea that Rusesabagina was stateless, Prosecution presented facts that Rusesabagina indeed is a Rwandan national and had no documents to prove otherwise. When the defense challenged court on availability of evidence, Prosecution clarified that defense had access to all evidence via the Integrated Court Management System (ICMS). Prosecution pointed out all evidence was gathered legally. “About the chats (WhatsApp) that linked the suspect to the terror activities, we explained that they were retrieved from Rusesabagina’s phone. Other evidence was obtained from a search of his home by Belgian police. Everything was done legally,” said the

public prosecutor. During pretrial hearing Prosecution told the court it had documents showing a trail of money that the suspect sent to FLN. Rusesabagina has already confessed to personally funding FLN to the tune of 20,000 Euros, and raising US$ 300,000 for the militia. Rusesabagina’s other accomplice Herman Nsengimana, who took over as FLN spokesperson and commander after Nsabimana aka “Sankara” was arrested shortly after which he too (Nsengimana) was arrested, is said to be eager to spill the beans on Rusesabagina. Analysts say Nsabimana and Nsengimana may be banking on some kind of mitigation in their sentences, “because as their leader Rusesabagina was the one that gave orders.” At the end of today’s hearing, Rusesabagina said: “my submission should not be misconstrued by Prosecution to mean I am complaining of the way I am being taken care of. I am well catered for and I have met many medical personnel for the past one month that I have been here.” Court adjourned to 2 October, at 2 pm when it will deliver its ruling on the appeal.

Museveni and Kayumba’s two-step plan to overthrow Kigali leaks By Alex Muhumuza Museveni and Kayumba are desperate. As we broke the news early this month, after a discussion in which they licked their wounds at the recent decimation of the RNC in the Congolese jungles that was followed by the near collapse of the terror organisation after some of its most prominent members walked out on Kayumba Nyamwasa accusing him of greed and incompetence, the two agreed to set up a terrorist cadreship training center in Kampala. “We were poorly prepared,” Museveni decries failure of his RNC proxies as he tries to revive Kayumba at any cost. In this piece we deliver on the promise to bring you details of Museveni and Kayumba’s change in strategy in their shared plan to destabilize Rwanda.

The two plan to violently overthrow the Kigali government involves two phases. The first phase is to build a movement of cadres with “the right ideology.” This phase began with the creation of the RNC Cadreship Training Center that is located in Bugolobi, Mpanga Close, Street 21, Kampala. The center, guarded by handpicked officers of Gen Abel Kandiho’s Chieftaincy of Military Intelligence (CMI) disguised in Uganda Police uniform, recently graduated its twelfth intake and immediately accepted the 13th cohort of trainees that are recruited from different camps in Uganda, in Kampala as well as in areas that are inhabited by Rwandans or Ugandans of Rwandan origin like Homa, Mubende, Kiboga, Kakumiro, Nyakivara, etc. In addition to ideology, a course on SWOT analysis has been added to the curriculum, according to our

source. However, the reasons for adding Situation Analysis as a course was not immediately disclosed, except for the fact that in Museveni and Kayumba’s discussion leading to the creating of the training center they both agreed that they had miserably failed and had their fighters decimated in the DRC jungles because of poor planning. By adding SWOT analysis, then, they hope to improve planning within the terror organisation. Sulah Nuwamanya Wakabirigi and Prossy Bonabaana, (who often seen crisscrossing the country in their dark green Toyota Alteeza, plates UBB 294Y and have recently acquired a silver Subaru Forester, plates UAW 609R) remain the RNC local coordinators of the programme with the assistance of South Africa-based Frank Ntwali, Kayumba Nyamwasa’s brother in

law. However, Epimaque Runanira, Robert Higiro, and Rusagara have been added as instructors. They are added to the existing lecturers who included the likes of Gereve Condo (the US-based RNC Secretary General), Epimaque Ntamashobora (UK-based RNC Commissioner in Charge of Mobilisation), and Abdul Karim (another UK-based RNC Commissioner, in Charge of Communication) who also offer online courses via teleconference. Phase 2: mass mobilisation and rebellion

After a large enough size of cadres has been trained and understands the ideology, they will be sent back to areas with many Banyarwanda or Ugandans of Rwandan origin to mobilise them and recruit young men for war against Kigali. At the same time, according to our source, cadres will be sent into Rwanda to carry out the same tasks as Museveni and Nyamwasa intensify logistical preparations for the war. Museveni and Kayumba’s new anti-Kigali strategy is based on the belief that poor planning is the reason for their failure. As noted above, they have added a SWOT analysis course to improve that planning. However, since the planning is always done by them, they should consider heading to Bugolobi themselves for the SWOT analysis training. Museveni can simply walk there now that he is Kampala’s chief walker. On his part, Kayumba could attend the course by teleconferencing since they have made sure that the training center has those capabilities. If they learn their SWOT analysis well, it will clarify for them that no matter their changes in strategy, their efforts are still futile and that they will be just as decimated in future as they have been in the past.

The latest machinations of Museveni and Nyamwasa, involving new plots to overthrow the Rwandan administration, are fantasies that will meet the same failure as everything they’ve done before.

Reliable sources reveal that the seven individuals with whom Manzi was incarcerated are Habimana Evode, Rugengamanzi Damascene, Sezibera Emmanuel, Nteziryayo Ethanael, Mugiraneza Eric, and Ndayambaje Emmanuel. After a full year of interrogation and torture, the authorities could not get them to confess to being spies. Ugandan state newspaper makes the strange claim that Ivan Manzi (pictured) is “a Rwandan soldier”, when in actual sense he is a deserter that’s been in RNC.

By Our Reporter In yet another sign that the Ugandan regime’s anti-Rwanda propaganda will not be put to rest, even with initiatives such as the Luanda MoU that oblige Kampala to desist, Uganda’s state newspaper, The New Vision has published an article claiming “a Rwandan soldier in Uganda has been sent to jail for illegal possession of firearms.” Yet the person in question, one Lt. Ivan Manzi, 28, is a deserter from the Rwandan military who has been living in Uganda for the past two years. In an article titled “Rwandan soldier sent to jail for illegally possessing firearms”, the newspaper reported that Prosecution alleges Manzi on the Second of September, this month, at Nakulabye in Kampala “was found in unlawful possession of a gun, ‘a black star pistol of Israeli make.’” It was further said that the accused had in possession five rounds of live ammunition.” In typical Ugandan regime propaganda The New Vision clearly is insinuating that somehow Rwanda has sent an armed soldier to Uganda, where he happened to be arrested roaming around. “It is the usual foolish and baseless story put out by the Ugandan authorities,” a Kigali official that read the story remarked. It raises the question: given the gravity of such an issue, why has

Uganda on a government level not protested what would be a serious international incident, amounting to an invasion of its territory? The answer is that no such thing happened. The New Vision, just like CMI (Ugandan Military Intelligence) funded outlets of misinformation like “Commandonepost”, “Chimpreports”, “Spyreports” and others, is just publishing anti-Rwanda smears. The truth is that Lt. Manzi – whom CMI arrested in 2018 and threw into it’s dungeons after he deserted and went to Uganda – was pressganged into joining Kayumba Nyamwasa’s RNC. The terror group is facilitated and aided by the Ugandan regime and its security agencies, one of whose main means is torture of potential recruits a few who may agree just to avoid further pain. The deal CMI gave Manzi and a few fellow deserters was this: “if you agree to join RNC to fight Rwanda, we will stop torturing you, and give you a livelihood.” But in its article The New Vision concocts alternative “truths”, about how Manzi got into Uganda, and what he has been up to. Reliable sources say that on 16 October 2018, Manzi was arrested in Kisoro District on accusations that he was a “Rwandan spy.” From there they transferred him to CMI headquarters at Mbuya Military Barracks where he was detained, under torture, until 30 September last year.

The source reveals that halfway into their illegal detention on 12 April 2019, the High Commission of Rwanda in Uganda sent a diplomatic communication, a Note Verbale to Uganda’s Ministry of Foreign Affairs requesting that the deserters be repatriated to Rwanda to face justice. The Ugandan authorities simply ignored the note, which is what they always do. Instead of repatriating the deserters to Rwanda, CMI recruited them to Kayumba Nyamwasa’s group – Museveni’s main proxy in what a commentator has termed the Ugandan ruler’s “fantasies of bringing about regime change through violent conflict in Rwanda.” Our source has intimated that CMI deployed Lt. Manzi to oversee RNC activities (recruitment and mobilization) in Kakumiro District, one of the areas in Uganda with a sizable population of Ugandans of Rwandan origin. According to our sources Manzi’s troubles must have started when he decided to engage in other activities rather than fulfill the conditions of his release (working for the RNC). He found employment as a bodyguard for Baltazar Kasirivu Atwooki, Uganda’s State Minister for Economic Monitoring. The dignitary felt he needed protection during the just-concluded, violent, NRM party primaries in which he was campaigning for the Bugangaizi West parliamentary seat. In an election that has been characterized by running battles, gunshots, and widespread chaos, the fight for

the Bugangaizi seat was no exception. On the First of this month supporters of Fred Byamukama, Kasirivu’s opponent in the party primaries, attacked the minister’s convoy. In the scuffle that ensued, and during the pushing and shoving to extricate Kasirivu from danger, his pistol fell on the ground. Manzi, his bodyguard, picked it up. When police and army intervened, they took Manzi and the gun, registration No. UG/012801417, with a license certificate issued by Katwe Police in Minister Kasirivu Atwooki’s name. But rather than ask Manzi why he was carrying his boss’ pistol – which would have been normal under the circumstances and given his employment as bodyguard – the Ugandan regime instead has concocted the charge that he is an armed Rwandan soldier in Uganda. And they have instructed their propaganda media to report accordingly. This is how The New Vision has come up with its story. The facts show Manzi was arrested in Bugangaizi as opposed to The New Vision’s false claim that it was in Kampala. Another fact is that since it is CMI that recruited Manzi into RNC in their shared scheme to destabilize Rwanda, Manzi now is the soldier of Uganda (and its RNC proxies), not Rwanda’s. Despite everything they say, the fact remains this is a deserter who should have been repatriated to face justice in Rwanda, as requested in the note verbale to Uganda’s Foreign Ministry. But having arrested and paraded him with the falsehoods published, CMI is also killing two birds with one stone. They are making Manzi pay for abandoning his RNC deployment, which was the condition of his release from detention and torture. This is the true “crime” that he has committed. Violating the terms of his release.
