Museveni tries to use France24 interview to fuel anti-Rwanda blame games By Virunga Post Team Ugandan president Museveni has come out to play the blame games that he usually assigns his propaganda media in their anti-Rwanda campaign of misinformation. In an interview with French TV channel France24 that came out yesterday, Wednesday 8, among the fallacious claims that Museveni made, one was that “Rwanda had closed the border.” Asked about the issue, Museveni blithely said, “ask the one who closed the border.” Museveni was attempting to play the victim in the standoff with Rwanda, yet it is his very acts as an enabler of anti-Rwanda terrorism that led to deterioration of relations. The Ugandan ruler’s assertion about “border closure” isn’t merely a falsehood; it is a gross distortion of facts. First of all the border isn’t closed. Everyone that wants to enter Rwanda, or leave does so as they please. Facts on the ground are that Rwandan nationals are the ones not crossing to Uganda any longer, which has been the case since 01 March 2019. That followed a strong advisory by Rwanda to her citizens against crossing to Uganda when arbi-

trary arrests, illegal detentions, torture and all sorts of rights abuses of Rwandans there became too much. The first widely publicized case was of Rene Rutagungira whom agents of Ugandan Military Intelligence, CMI, abducted in Kampala in August 2017, severely tortured him in military facilities, denied him consular, or family visits, all on accusations of “spying for Rwanda”, or “operating a kidnap ring.” The fishy part was that Rutagungira’s abductors did not produce him in court. Uganda basically was accusing Rwanda of sending someone to spy on it, but failed to show the world how true this was by means of a court trial. The fact was, Rutagungira only was a businessman and his abductors had nothing to back their accusations against him. They would release him, with eight fellow Rwandan prisoners and victims of CMI torture neither of whom CMI ever produced a single piece of evidence to show veracity of their accusations. The pattern continued with the abduction of many other Rwandans. The case of Fidele Gatsinzi – whom CMI men kidnapped in Ntinda, Kampala, and tortured in their Mbuya dungeons – garnered

the next most publicity. Gatsinzi, who only was in Kampala to visit his son at Mukono Christian University, too was accused of spying. He too got no trial. They dumped him at Gatuna, and Rwandan authorities had to find him a wheelchair as he couldn’t walk. There followed very many cases like that. CMI which was working on the anti-Rwanda campaign together with Kayumba Nyamwasa’s RNC – all as part of a plot hatched in Kampala to destabilize Rwanda – went berserk against Rwandans. Many that knew nothing about politics fell victim to CMI and RNC abductions and torture. Countless young men and women were kidnapped as a strategy to press-gang them into joining RNC rebels. Rwandan individuals of means, like businessmen, were approached with demands to contribute money or materiel to RNC. When they refused, often they found themselves arbitrarily arrested with accusations of spying, or illegal weapons possession, or such. Rwanda kept protesting these aggressions by means of diplomatic notes verbale. Kampala authorities would read the communications, and simply ignore them. That went on until early March 2019 when Rwanda said

enough was enough and issued the advisory to her citizens against crossing to Uganda, as their safety and security could not be guaranteed. Rwanda did not close the border to any Ugandan or anyone else, but rather to heavy Ugandan commercial trucks. Rwanda’s market couldn’t remain open to the commerce of a country that obviously had no belief in freedom of movement of Rwandans. Kigali’s position was that there could be no free movement of trade without freedom of movement. That is what Museveni calls “closing the border.” He conveniently omits the fact that it is his very acts of terrorism against Rwandans that led to that. Museveni also refers to the signing of a Memorandum of Understanding signed by the two countries in Angola in August 2019, again trying to insinuate Rwandan “wrongdoing” in not opening the border. “We had discussions some years ago with the mediation of Angola. I haven’t seen the border being opened,” Museveni told France24. Yet again here, the facts easily

For an impasse to stop, you can’t just point fingers at others while doing nothing on your part to solve issues – especially when, in the Ugandan ruler’s case, he is the author of problems. If Museveni wanted “the border opened”, he would first end the terrorism of his security agencies against innocent Rwandans. One of the articles of the MoU stipulates that none of the states mistreat, or in anyway deal with

the citizens of the other extra-legally. Rwanda has nothing to be answerable on that. No Ugandan has ever been abducted in Rwanda. No Ugandan arrested for a crime has ever been denied their day in court. But Ugandan security authorities only stepped up their harassment of Rwandans after the MoU’s signing, prompting protests by Kigali. But not only did Uganda violate

the agreement to end harassment of Rwandans, it went right ahead with its dealings with RNC, and other terrorist groups and anti-Rwanda negative elements. There is a lot of proof of that. When the France24 interviewer came to the question about Rwanda’s alleged spying on Ugandan officials with the Pegasus spyware – which President Kagame has emphasized Rwanda has never used, since it doesn’t even possess the capacity to utilize – Museveni just

continued with his fallacies. “It’s a waste of time,” said the Ugandan ruler, as if confirming the accusations. “There is nothing for Rwanda to spy on us about, and if there are any secrets they are in my head.” Museveni claims he has nothing to hide. Yet his security agencies continue to victimize thousands of innocent Rwandans on paranoid accusations of “spying.” He sure looks a very guilty fellow.

Uganda repatriates two bodies of Rwandan nationals assassinated in Uganda By Melodie Mukansonera Yesterday at around mid-day, Ugandan officials repatriated bodies of two Rwandans nationals who were extra-judicially killed in Uganda. Bangirana was murdered on Sept 02 and his lifeless body dumped in the Bugarama Parish of Buhara Sub-County, in Kabale District. Eyewitnesses say some men abducted and dragged the Rwandan to an unknown location, screaming and shouting. The men returned hours later

with his dead body, and dumped it near the border. It was a CMI-style abduction. The murderers had stripped Bangirana of all his clothes, and placed a bottle of waragi by his dead body. For Dusabimana, he was assassinated at his home in Kibumba Parish of Karujanga Sub County in Uganda’s Kabale District on the night of August 29 and his body was found the following day in the morning around 10:30 found dead with multiple stab wounds. Dusabimana was found lying in a pool of blood by about 700 meters away from the Rwanda

border, from the village of Kagugu, in the Rubaya Sector of Gicumbi District. Ugandan security authorities murdered Dusabimana, sources familiar with the incident said. They victimized Dusabimana, who has been a resident of Kabale for some time. He was murdered on his way to Rwanda. According to sources, the killers robbed the deceased of a million Rwandan francs, and his belongings were taken from his lifeless body. 16 Rwandans extorted of money, dumped at Cyanika Border by Ugandan authorities By Patience Kirabo Five Rwandan women, nine men, and two children are the latest victims of Uganda’s harassment and illegal incarceration to be dumped at the Cyanika border following extortion of their hard-earned money. The victims, who arrived at the border yesterday September 8th at around 4:30 PM, decry getting robbed of money and personal

belongings amounting to millions of Ugandan shillings at the hands of Ugandan security agents. In an organized campaign to harass or hunt Rwandan nationals in Uganda, all 16 victims were rounded up from Kanaba sub-county in Uganda’s Kisoro District between the dates of 5th to 6th September on accusations of “illegal entry” into Uganda. They were all bundled up into the nearby police station, insulted,

mistreated, and subsequently dumped at Cyanika. The security officials upon arbitrarily arresting the victims confiscated all their phones, took their money, and forcefully requested their Mobile Money accounts credentials. The concocted accusation of “illegal entry” and others most notoriously “spying” have long provided grounds for Ugandan security organs – most especially the Chieftaincy of Military Intelligence, CMI – to keep harassing Rwandan nationals, abducting many and illegally detaining them, moreover incommunicado, followed by torture. Many then are dumped at the borders. “The security men took all our cash and belongings, then collected our phones and immediately asked for our MoMo passwords to withdraw the remaining money”, narrates Mugwizashyaka Angelique one of the dumped victims yesterday.

A group of 16 Rwandans including women and children were dumped at the border today. Ugandan authorities continue persecuting Rwandans holding them in illegal detention and torturing them.

34-year-old Mugwizashyaka who hails from Ruhango District had been living in Uganda, Old Kam-

pala with her Ugandan husband Ivan Mugisha whom she married in 2017, had children with, after she settled there. However, Mugwizashyaka was arbitrarily arrested on Monday 6, this week, while transacting business in Kisoro District. Her abductors then took her to Kisoro Police Station for detention, with no warning or communication with her family. The Uganda regime’s hostile policy against Rwanda has provided a loophole for the unscrupulous elements of CMI to victimize Rwandan nationals while extorting them of money, confiscating their belongings, properties, and businesses. In August 2019 both Uganda and Rwanda signed a memorandum of understanding in Luanda, following mediation efforts by Angola to restore good relations between the two countries. Ugandan security forces however have continued to violate the letter, and spirit of the MoU which among other things prohibits mistreatment of each other’s nationals.

forces are now using their misinformation propaganda media outlets like Watchdoguganda to cover up the assassination of Bangirana by claiming that, “the deceased went to Uganda, drank waragi and died.” Neighbors that know Bangirana well say this is a very ridiculous story. “Who can go to Uganda just to drink Waragi? They just killed him and are looking for excuses!” said one of the neighbors. Bangirana is the fourth Rwandan to be killed in Uganda in a space of just two months. Theoneste Dusabimana, 52, who was killed on August 30 in the Kibumba Parish of Karujanga Sub County in Uganda’s Kabale district. The assailants tied him and stabbed him to death and he was found

lying in a pool of blood. It was apparent that Ugandan security authorities had murdered Dusabimana and left his body where it could be found by passersby. Another victim was Bahati Ntwali who was on August 28, strangled to death and burnt by assailants that callously left him in his home in Kampala as part of the pattern of Ugandan state-orchestrated violence against innocent Rwandan nationals. The murderers of Ntwali strangled him, robbed him of money and everything in the house before setting him ablaze.

Rwanda. The Kampala regime’s period of attack on Rwandan nationals is at its peak, where people wake up to a corpse of a Rwandan every other day, and no culprit has ever been caught even when the murder cases are reported, recorded, and ‘followed up’ by security agencies.

Upon the release of Muganga, his employer Rajiv Ruparelia promptly took to Twitter to thank Museveni. This was clear evidence of the Ugandan president’s personal intervention to free the academician. On his part, when he walked out of custody Muganga too blasted CMI for the manner in which they manhandled him, and his counter-terrorism guard, Constable Nagudi.

By Melodie Mukansonera Few will forget the drama that ensued when brutal operatives of Uganda’s Chieftaincy of Military Intelligence (CMI), abducted the vice chancellor of Victoria University, Dr. Lawrence Muganga. In the course of the abduction the CMI men, whom many castigated as goons, manhandled and brutalized a female police officer – Constable Barbara Nagudi, a counter terrorism officer attached to Muganga as a bodyguard – as they grabbed him from his office. Leaving everyone in a daze, the abductors drove off with their victim in one of the notorious “drone” vans – the current symbol of state terrorism in Uganda. CMI, headed by Maj. Gen. Abel Kadiho, is the security organ that has been at the forefront of harassing and persecuting Rwandans in Uganda, as well as Ugandans of Rwandan origin. It is the organ that implements Museveni’s hostile policy against Rwanda, and Rwandan nationals from the day he began plotting to destabilize Rwanda imagining he would install a puppet regime in Kigali. The number of Rwandans abducted in Uganda over the last four years, and illegally detained in smelly cells and dungeons,

tortured, many even killed, and others dumped at the borders runs in thousands. But when the CMI operatives abducted Muganga, on accusations of spying and illegal stay in Uganda, there was a huge backlash in Kampala. The academician, a Ugandan with Rwandan roots also is a prominent member of the so-called “abavandimwe” group – which is known to work with Museveni. The leader of the group is Frank Gashumba, a Kampala businessman, too a Ugandan of Rwandan origin. Gashumba strongly castigated CMI: “If they can embarrass and humiliate a vice chancellor of a university in broad daylight, what happens if they picked you after midnight? If he committed a crime, why don’t you summon him? We know that there are individuals in Uganda who are using Government and institutions to promote falsehoods. We are going to expose you one by one. As for me, if you want to kill me, here I am. Come for me! We shall not stop talking about the injustices in this country!” But Gashumba has never voiced such a response to CMI’s constant, similar mistreatment of countless other Rwandans, or

Ugandans with Rwandan roots. In reference to Muganga’s guard Nagudi, Gashumba fulminated: “a uniformed female police officer who was attached to him was also roughed up and bundled in a Toyota Noah vehicle by the armed ununiformed people. Just two weeks back, Museveni was on TV assuring the country that such atrocities cannot go on in Uganda under his watch.” Again one can point out that there have been very many cases of Rwandans unjustly abducted, tortured, and some even killed but one never hears this outrage from Gashumba, and others of the Abavandimwe group. “But now that they themselves have tasted a dose of the criminality of CMI they are complaining; lucky for them that they work with Museveni!” remarked a social media commentator. Indeed the fact they work with Museveni was confirmed when less than a few hours in CMI custody, Muganga was released. But it had never been in doubt at all, with Muganga as a Muvandimwe enjoying the protections of a counterterrorism police officer. “How many other Ugandans can

Reliable sources confirm that Kandiho ordered the abduction of Muganga in a shakedown operation, to relieve the university official of a large sum of dollars that he’s just received as a grant from the Bill Gates Foundation. Our sources say that ever since Muganga received the sum, US$ 1.3 million, Gen. Saleh, and Kandiho his accomplice in all crooked dealings, have been salivating after the money. To the two, money trumps any connections the bavandimwe enjoy with Museveni. “This should be a wake up call for Gashumba, Muganga, and others that thinks they can work with Museveni. His mafias will swallow you at a moment’s notice if it involves their immediate,” laughed our source. “In fact Museveni himself will swallow you!”

Museveni is the biggest enabler of ADF, even as CMI projects against Rwanda By Alex Muhumuza Commandonepost, one of the many websites of misinformation under the control of Ugandan Military Intelligence, CMI, has trotted out one of its favorite anti-Rwanda smears: that Rwanda sponsors the ADF rebel group. In an article published this Monday, Commandonepost among the many claim that it backs with nothing, claims: “the ADF rebels have benefitted from foreign funding and logistical support, mainly the southern neighbors Rwanda.” This is just the start of a litany of claims against Rwanda supposedly of how Kigali works with ADF, and so on. The CMI website has published nothing to show how Rwanda has funded the Ugandan rebel group. It has not published a single link to indicate how Rwanda backs the ADF. It has mentioned no dates, places, or quotes to show how this is supposed to have happened. Interestingly, this is not the first time Commandonepost has tried to fictitiously tie the ADF to Rwanda. Just less than two months ago, on 16 July they published these exact same claims, but with a different headline: “Rwanda’s complexity in the ADF rebel massacres in Beni, Ituri, with plans to cut off Uganda’s access to DRC.” This obsession of CMI’s with peddling a lie that has been debunked repeatedly, with verifiable facts, is projection on a different scale. The Museveni regime is projecting against Rwanda the very thing that it itself is guilty of. Kigali has exposed, with evidence and proof, time and again, that Uganda supports, backs, and facilitates proxy groups – mainly Kayumba Nyamwasa’s RNC – with a mutual goal to destabilize Rwanda. There can no longer be any doubt that Museveni himself has been exposed after meeting

RNC officials at Entebbe. RNC’s recruiting activities in Uganda have been exposed. RNC’s chief financier Tribert Rujugiro’s businesses dealings in Uganda have been exposed. And so, and so on. “On the other hand Rwanda sponsors no rebel or terrorism activity against Uganda, so the only thing they can do is to invent the story that Rwanda funds ADF,” a security analyst in Kigali said. Projection isn’t the only aim of this particular lie, however. Museveni has never desired to put an end to the ADF, because if he did, for one thing, he would have no pretexts for which to always send his army to DRC. The ADF serves as the perfect excuse for Museveni always send his troops, but his true goal being to loot Congolese resources. And once in DRC, they not only loot, they sow further instability. Commandonepost makes the wild claim that “Rwanda has been the biggest contributors to instability in DRC”, a particularly laughable claim for a couple of

reasons. It is Uganda that continues to be the biggest agent of instability in the region, with Museveni and his brother Saleh always salivating after Congo’s minerals and other natural resources. Museveni has been implicated in inciting violence in Ituri, inciting the Lendu to kill the Hema and vice versa, while arming both sides. The International Crisis Group has confirmed the Ugandan ruler’s hand in these lawless incidents, with the aim of smuggling conflict minerals like Gold and Timber from the region. And then there is the fact that it is Uganda that has been implicated in acts to destabilize a neighbor – including looting, raping, and other human rights abuse – by the International Court of Justice back in 2005. The court ordered Uganda to pay DRC reparations to the tune of US$ 10 billion. Elsewhere in its latest piece, Commandonepost’s writes more lies – such as claims that “Rwanda is committing genocide in DRC.” But also that Rwanda “controls the Congolese army FARDC.”

Museveni’s propagandists are going all out to insult the DRC government as well with entirely made up allegations. For the “genocide claims” for instance, they rely entirely on a fictitious source within the Monusco peacekeeping force. Reading through the CMI piece, it seemingly suggests that the current leadership in Kinshasa is complicit in massacres, or “genocide” of its own citizenship, with Rwanda. “This is how far Museveni’s desperation is, seeing stability return to DRC,” our security source noted. “His propaganda outlets will tell any lie in the hopes of keeping the chaos going.” On the other hand, other informed commentators pointed out, Rwanda is fighting ISIS Mozambique, which is an affiliate of international Islamic extremist terrorism, of which ideology ADF in eastern DRC is part of. “So, CMI’s propaganda claims that Rwanda is part of that is just childish and laughable,” our source added.

Museveni and his security organs led to current bad relations, and they must own up to it By Melodie Mukansonera When Ugandan security organs, spearheaded by CMI on instruction of Museveni, started their campaign of harassment and persecution of Rwandan nationals in Uganda, Rwanda raised the complaint, openly and through diplomatic channels. Kigali also showed the link between that campaign, and Uganda’s support for groups bent on destabilizing Rwanda’s security. But whatever Rwanda did in its capacity to iron out issues was met only with arrogance from Uganda – beginning with diplomatic notes verbale from Rwanda’s embassy in Kampala to Uganda’s Foreign Ministry that went unanswered, to continued abductions, harassment and torture of Rwandan citizens that CMI and other Ugandan security organs meted out with a blessing from “the top”. This was an issue that President Kagame once again addressed in his interaction with the media and public on RBA. The President said that improving ties was dependent on the input of the two countries as well as willingness to see the process through. “With Uganda, there have been so many different

problems and we have had many efforts which have been out there for people to know and see. We are still working to make sure we relate well with the country, there are some complexities which we should be able to deal with. It takes two to tango and not allow past problems, perceptions or things like that to flow into the systems and create new problems of their own. We have some work to do, we should be able to do it,” he said. “If you look at how Ugandans in Rwanda are treated, it is totally different from how Rwandans are treated in Uganda. No Ugandan that lives in Rwanda is mistreated, at all.” The President added, “We have engaged Uganda on several occasions in vain. How the issue ends is really not in our control.” The Rwandan leader was being diplomatic. The fact is that Uganda has zero interest in being a good neighbor. Ever since Ugandan president Museveni developed ambitions to rule Kigali from Kampala – just after Rwanda freed itself of genocide and the oppression of extremist rule – there has only been witch-hunts against Rwandans across the border. Why? Because Rwanda insisted on equal relations as a sovereign state.

Museveni set upon his long term project of trying to destabilize Rwanda through proxy groups such as Kayumba Nyamwasa’s RNC, to name just one. Anyone interested in the truth will find it in this dynamic. So, beginning with 2017 the public saw abductions, illegal detentions, torture and dumping of Rwandans. CMI worked with RNC operatives in Uganda like Rugema Kayumba (who later relocated), to identify victims – either able bodied young men to recruit for their rebel group, or people with resources that they could recruit as funders. To refuse meant to be targeted, such as Emmanuel Rwamucyo, a businessman in the Isingiro area that had declined to have anything to do with RNC. They abducted him in Mbarara and severely tortured him together with Augustin Rutayisire, a friend. They almost died from torture that was done under illegal incarceration. They were taken to military court, in complete violation of their rights as civilians, and in violation of the Ugandan constitution, in a kangaroo procedure. They were later released, but in a bad state. Many were jailed on concocted charges of “spying” or “illegal weapons possession.”

With the thousands of Rwandans abducted and illegally detained, moreover incommunicado, there are never any court trials for the victims’ side of the story to be heard. The year 2018 saw abductions of 195 Rwandans in Uganda. It was the same year that Uganda Police intercepted 43 RNC recruits at Kikagati border post that were heading for military training in DRC jungles – before Uganda Police too got co-opted in the anti-Rwanda agenda. The same year was marked by RNC operatives openly boasting that they work with CMI, notably Rugema Kayumba, a nephew of Nyamwasa. Other RNC operatives openly working with CMI were Charles Sande (alias Robert Mugisha), Felix Mwizerwa (Pastor Nyirigira’s son), and Sam Ruvuma among others. The 43 terror recruits were later released and, with facilitation by CMI, proceeded to Minembwe in South Kivu, Eastern DRC – their original destination to join RNC training camps. In 2019, Uganda and Rwanda signed the Luanda Memorandum of understanding, mediated by Angola. However, Uganda only went ahead to violate every article of it. That same year 833 Rwandans were kidnapped by CMI, held incommunicado, tortured, and later dumped at the border. Hadn’t it been for the pandemic, Kigali security analysts say, the number would have gone up in 2020. Still, Ugandan authorities dumped 279 Rwandans at the borders. This year the numbers have multiplied. To date, 1,001 Rwandans have been dumbed at the border since the beginning of 2021. Overall, Uganda has dumped 2,314 Rwandans after they were arbitrarily arrested, thrown into prisons without trial, or torture dungeons and cells of Mbuya and elsewhere.
