By Jackson Mutabazi Reliable sources have revealed to this website that President Yoweri Museveni has instructed the Chieftaincy of Military Intelligence (CMI) to set up a cadreship training school for the Rwanda National Congress (RNC). This follows a conversation between Museveni and Kayumba Nyamwasa in which both acknowledged they had failed miserably in their shared ambition of destabilizing Rwanda. The decimation of the RNC rebel outfit in the Democratic Republic of the Congo and the decision by most senior members of the terror group to break away to form a rival outfit after failing to dismiss Kayumba are what got the two principal agents in the anti-Rwanda scheme to brainstorm on a new strategy. After President Museveni gave instructions for creation of the RNC cadreship training school, a large “safe house” was immediately acquired in Mbuya, Kampala, and given heavy CMI protection, according to the source. Further, it was ordered that training begins “immediately.” Indeed, the first cohort received a week-long cadreship training there and were passed out on June 20 and other intakes have continued to arrive for training since. Sources say Sulah Nuwamanya Wakabirigi and Prossy Bonabaana are the RNC local coordinators of the programme and are assisted by Frank Ntwali, Kayumba Nyamwasa’s brother in law. In addition to their main recruitment task, Nuwamanya

and Bonabaana also offer the programme’s induction courses. After these initial courses, the external lecturers, Gereve Cyondo (the US based RNC Secretary General), Epimaque Ntamashobora (UK based RNC Commissioner in Charge of Mobilisation), and Abdul Karim (also a UK based RNC Commissioner in Charge of Communication) offer online courses via teleconference, a source that participated in the lectures revealed. Other online seminars are provided by RNC members from Europe, Canada, and the United States. As has been RNC strategy, most of the recruits are drawn from places hosting large populations of Rwandans. The recruits for the course were recruited from Kampala, Kiboga, Kibale, and Nyakivara refugee camp. Nuwamanya and Boonabana have been busy crisscrossing these places looking for recruits in a Toyota Alteeza UBB 294Y. A list of those who have participated in the training is available to Virunga Post, which it will publish in due time. In the meantime, our sources also explain why ideology and how to conduct clandestine operations are the training centres main courses. Why ideology and clandestine operations? After he had just returned from the Katuna summit that is aimed ending hostilities between Uganda and Rwanda, where he had once again been presented with evidence of operations of RNC operatives in Uganda, an

angry Museveni summoned Sulah Nuwamanya and Prossy Bonabaana at Statehouse along with CMI top officials, Abel Kandiho and CK Asiimwe on March 1, 2020. A communique from the summit had required Uganda to disband RNC operations, including Self Worth Initiative, the pseudo humanitarian organization that is used as a fig-leaf cover for anti-Rwanda operations in Uganda (mainly recruitment and mobilization). Rather than disband the organization as the summit requires, Museveni instead lambasted his RNC-CMI team for having failed to operate clandestinely. After a lengthy lecture on his own heroic exploits in clandestine work in the 1970s and 1980s, he gave them new instructions and modus operandi on how to effectively carryout operations undetected. At the same meeting Museveni instructed CMI to provide bodyguards for Nuwamanya and Bonabaana as well as safe houses where they could be protected by CMI. The officers attached to this task were personally approved by CMI chief Gen Kandiho, and were deployed by his deputy at the time, Brig CK Asiimwe. Shortly after the two were bragging about their untouchable status in Uganda. Bonabaana robbed a Kampala businessman, Henry Mugisha, with the use of a police officer enforcer. In an audio from the scene, she is heard boasting that no one can touch her because she has Museveni’s protection. She is out on court bond with Nuwamanaya standing surety. Nuwamanya and Bonabaana have kept boasting that Self Worth Initiative was created at President Museveni’s request and as a result it could not be closed. Indeed, the organization kept its activities even as Uganda says that the organization has been “deregistered” which is also a reversal of its prior brazenly repeated denials that any such organization operates in Uganda. Since the two, Sulah and Prossy, can’t stop boasting about Museveni’s support for the RNC, they should have been in the first cohort of students for the course on clandestine operations; they shouldn’t be instructors. But

Museveni should know by now that Rwanda will never fail to know what its enemies are doing in any country in the region, including those who support them. So, the clandestine training course will not help much. Museveni also wrongly thinks that the ongoing collapse of the RNC which has led to the formation of a break-away rival band highly antagonistic to the Kayumba Nyamwasa faction is due to what he calls “ideological bankruptcy”. Consequently, he is committed to bring back the defectors under Kayumba Nyamwasa’s leadership. Ideology training will not solve this problem either unless Kayumba himself attends to take courses not as an instructor like Nuwamanya and Bonabaana are doing.

Bonabaana robbed a Kampala businessman, Henry Mugisha, with the use of a police officer. Maybe Museveni himself should take courses at the RNC cadreship training center. His problem is that he has always attracted greedy, and selfish malcontents whose only cause is personal disgruntlement. This includes Nyamwasa himself. No amount of ideology training can change such people, which also explains their predictable failures. They always bring their destructive disgruntlement, factionalism and fights for control of resources to everything they get involved in. In summary, President Museveni’s stubborn continuation with his failed Rwanda-destabilization project despite failure after failure of those efforts, the drubbing of his genocidal and terrorist proxies in their former DRC strongholds, and the ensuing collapse and factional fragmentation of his RNC, satisfies Albert Einstein’s definition of insanity or madness. His determination to persist in this losing campaign, throwing good money after more and aggravating hostility with a key neighbor, and previous close ally, is a perfect demonstration of Einstein’s definition.

Ingabire’s “observations on Rwanda’s economic recovery plan” is a show of contradictions By Jason Muhire On July 24 this year, Ingabire Victoire, a convicted criminal who benefitted from presidential clemency in 2018, released a report in which she submitted her observations on the economic recovery plan of the Rwandan government to revive the country’s economy following the COVID-19 crisis. While some of her observations deserve scrutiny, it is worth to remind readers that Victoire Ingabire – whose sentence of 15 years for forming armed groups to destabilize the country and minimizing the 1994 Genocide against the Tutsi was commuted by Presidential prerogative following her application for clemency in June 2018 – has been trying to portray herself as a relevant political figure in Rwanda’s political landscape even as the nature of the clemency she benefited from doesn’t allow her to form a political party or conduct political activities. In the aforementioned report, Victoire Ingabire argues that the government’s policy measures do not provide any tax benefit to individuals. Yet the suspension of tax audits and the extension of financial statements certification are measures that apply to small and individual businesses. Moreover, she ignores that providing tax relief to businesses allows them to keep running, preventing layoffs or bankruptcy. These measures protect employment for many individual Rwandans. In another misleading statement, Ingabire suggests that the Rwandan government is not looking for ways to recover funds embezzled by public official which, in her opinion, should serve to fund the recovery plan instead of the government applying for loans. The reality is that public officials suspected of having engaged in embezzlement have been indicted and are being brought before courts. In a country where the rule of law is the norm, such proceedings will take time while the country needs to take urgent actions to protect its economy and bring Rwandans back to work.

Surprisingly, Ingabire also claims that the government initiatives will not create new jobs. Later in the same report, she calls for the suspension of big projects such as the Bugesera airport which have the potential to create thousands of jobs. Such revenue generating activities are better than government handouts as far as the dignity of the people is concerned. Additionally, had she been paying attention, she would have realized that the government has been getting partners on board in such projects to mitigate the toll on public finances. Ingabire also calls for a review of the agricultural policy in order to ensure food security. She thinks that investing in exports means abandoning food security. Rwanda’s investment in agriculture is aimed at providing sufficient food to its population while exports bring in the needed revenue for other areas of socioeconomic progress. Accordingly,

efforts have been made to ensure famers have the best prices for their products by facilitating their access to external markets. The investment is done through government supported initiatives such as the scaling up of irrigation schemes and the recent authorization to cultivate marshlands so that food production meets the needs of Rwandans. Not surprisingly, by attempting to portray the government of Rwanda as an authoritarian state where Rwandans have no say in matters concerning their lives, Ingabire questions the usefulness of plans by the Rwandan government to purchase two cold rooms for the storage of meat. Yet the purchase of cold rooms is a demand that was made by Rwandan farmers and those working along the value chain. They wanted a facility that ensures that the meat they sell or buy can survive abrupt changes in demand as it has happened during lockdowns. A government

that listens to its people is far from being authoritarian. Ingabire’s contradictions don’t end there. She notes “A government arrangement to establish new Ubudehe social stratification in 2019 was met by citizen objection on the stature and process of categorization of people under the different Ubudehe categories, as the reliability, transparency and fairness of the entire process was questioned.” However, a government that undertakes a consultative process in which it takes into account the reservations of the people to change direction or make adjustments to a given policy should be a positive thing even for someone who thinks they should oppose for the sake of opposing. In other words, Ingabire needs to make up her mind whether a government that involves people in decision-making is a democracy or a dictatorship. Finally, if the government has been making decisions that factor the needs of the population, then on whose behalf does Ingabire speak?

Jambo, the Belgium-based umbrella group of genocide negationists attempts a funny smokescreen By John Karera In a development that’s prompted much laughter in Rwandan communities in Europe, Belgium-based offspring of top suspects of the 1994 Genocide Against the Tutsi have put out a “communiqué” claiming that, “Belgian prosecution is going to act on a complaint they filed last year, on 29 January, against ‘people that have been defaming them on the Internet.’” The Brussels-based sons and daughters of genocidaires under their association Jambo asbl “are using one of the oldest misinformation tactic – projection,” an expert in communication said. “Jambo asbl is a forum first and foremost of genocide deniers, negationists and trivializers,” he continued. “Their main weapon against individuals that expose genocidaires; or that denounce genocidaires – i.e. anyone denouncing their parents – is to defame them, to harass them with misinformation, and to gaslight them with accusations such as that they themselves were responsible for the very genocide of which they were victim!” Jambo asbl was started in January 2008 by Placide Kayumba,

son of Dominique Ntawukuriryayo, the former (Sous-Préfet) of Gisagara, who was sentenced to 25 years by the former International Criminal Tribunal for Rwanda (ICTR). Among the charges against him was the killings at Kabuye Hill of more than 30,000 Tutsis. Other members include Natacha Abingeneye, daughter of Juvenal Uwilingiyimana who was one of the founders of the Interahamwe militias. Also prominent in this group is Gustave Mbonyumutwa – who was elected to chair the board of directors of the group – who is the son of Shingiro Mbonyumutwa, son of Dominique Mbonyumutwa – the latter widely known as one of the founders of Parmehutu ideology. Shingiro Mbonyumutwa is a Genocide fugitive who was a member of the MDR-Power extremists that were at the forefront of massacres and all sorts of crimes against humanity. The children of big genocidaires are the ones proudly putting out a notice that they reported people who “defame them on the Internet”, proudly announcing that Belgian prosecution is about to act on their complaint, “as if they now are spokespeople of Belgium,” laughed an observer. The individuals targetted by this

group, among others are 19, two of the most notable being Jean Damascene Bizimana the executive secretary of the National Commission for the Fight Against Genocide, and notable genocide researcher and scholar Tom Ndahiro. “Imagine how childish it is for sons and daughters of genocide perpetrators to throw their accusation against, among others, the very person charged with combatting genocide ideology; it just exposes these Jambo people,” an informed reader remarked. “Jambo asbl wants to provide final information on the lawsuit it had filed to the Belgian judiciary, alleging defamation, incitement to hatred, and harassment of some of its members and others on social media,” claims their “communiqué”. “It’s been a year and a half since the investigation started and a list of 19 people could be prosecuted,” reads part of the statement shared by JAMBO asbl. “All this is desperation and fear; it is a strategy because even in Belgium the law is closing in on their parents, and it will close in on them for their genocide denialism in the long run,” a Brussels-based source told us by email.

In September 29, 2017, Jambo Asbl submitted a file to the Belgian Parliament “expressing dissatisfaction” with the house’s move to amend Belgian laws to criminalize negation of the 1994 Genocide against Tutsi in Rwanda, and to give it the same legal standing as the Jewish Holocaust. “Jambo was clearly frightened, and you could sense their fear in their futile attempt to meddle in Belgian parliamentary matters,” said our source. As Rwanda was commemorating the Genocide for the twenty-fifth time, Belgium’s parliament went ahead and voted into law criminalization of its denial. The amended law also requires that all Belgian official documents refer to the Genocide as “the 1994 Genocide against Tutsi in Rwanda”, in accordance with UN resolutions. This was indeed a cornerstone towards halting the activities of those that try to falsify the history and deny the genocide against the Tutsi. “Jambo’s postures that it is “reporting individuals for defamation on internet are intended as smokescreens, with no chance of being taken seriously,” our source concluded.

Former FDU-Inkingi big fish Ndagijimana throws in the towel, quits terror activities By Moses Gisa Benoit Ndagijimana the former secretary general of Victoire Ingabire’s FDU-Inkingi recently announced he had quit involvement in terror activities against Rwanda, and that he had decided to settle back home. Ndagijimana was an active member of the terrorist group since 2007, serving as deputy secretary-general, then secretary-general of the terrorist outfit. Ndagijimana hailed the Rwandan government for its welcoming policy through which he saw his way back home peacefully confident that he would be safe “as opposed to all the rumors always been published in biased media outlets”. He said: “I commend the current leadership for transforming the country and its all-inclusive policies! All citizens take part in the development activities of

the country without any discrimination, a total contrast to how previous regimes used to handle affairs.” During his time in FDU-Inkingi, Ndagijimana pushed the group’s anti-Rwanda agenda through mobilization campaigns, which raised funds across Europe to support what they (from Victoire Ingabire downwards) termed as “the noble cause to liberate Rwanda.” That’s what they always “brainwash their followers with,” an expert on terrorist groups remarked. The funds they raised would be later used to reinforce their illegal armed groups operating in the Congolese jungles with the goal to destabilize the security of Rwanda. Ndagijimana said he regrets the time and energy wasted behind what he now calls a lost cause. “My exit was,

ultimately, good riddance to bad rubbish! I regret having spent all these years away from home pushing this selfish, dangerous agenda, and we were deceived by people who put selfish interests before those of the public,” Ndagijimana said. He urges all his former henchmen in FDU-Inkingi, as well as members of other anti-Rwanda terrorist groups to denounce divisive politics, and ignore all the false rumors about Rwanda being peddled by biased medias.

“I have myself seen how so many of those reports are politically motivated, and have nothing to do with the reality on the ground,” the former terrorist remarked. “I and many others have been victims of this foul play, I advise them to visit too; they will see a totally different Rwanda from what is being portrayed in the foreign media.” Victoire Ingabire has since abandoned FDU-Inkingi to opportunistically set up a “new”, but similar group: “DALFA-Umurinzi.”

It is reported that Baragahoranye had been peacefully living and working in Kisoro until the July 3, 2020 when out of the blue some Ugandans attacked, and beat him severely, leaving him helpless and in an unconscious state. By Patience Kirabo A Rwandan national, Emmanuel Baragahoranye, 44, has been murdered in Uganda, and his body found dumped, lifeless, on a potato field the preceding weekend. Late last week, Rwandan authorities received news of the death of Baragahoranye – who hailed from Nyundo Sector in Rubavu District – a man that those who knew him describe as “innocent of any wrong doing in his life.” The deceased’s body was found

In recent years, the environment in Uganda has become very hostile for Rwandan citizens after Kampala embarked on plots to destabilize Rwanda’s security. “The Ugandan regime has been working with terrorist groups like RNC, FDLR, RID-Urunana in is anti-Rwanda plots,” said a Rwandan official that preferred anonymity. “Naturally in this hostile environment, Rwandan civilians, and even Ugandans with Rwandan roots have suffered the consequences.” In Baragahoranye’s case his tormentors weren’t about to give up, until they made sure to kill him. In a place like Kisoro, which

is represented by Philemon Mateke, the Ugandan Minister for Regional Affairs, life is even much tougher for Rwandans, as anyone that has been following the strained relations between Kampala and Kigali knows. Mateke has been revealed as the Ugandan regime appointed coordinator of the aforementioned RUD-Urunana, RNC and FDLR.

“As one can imagine, Mateke has done a lot to disseminate anti-Rwanda hate in Kisoro,” the official remarked.

Murder is the most gross of the abuses among many that Rwandans in Uganda have suffered. They have suffered arbitrary arrests and illegal detentions incommunicado. They have been arbitrarily thrown in prisons with no trial, on varied concocted charges: “espionage”, “illegal entry”, “illegal weapons possession”, and others, yet none is ever given a chance to defend themselves in court. Those with luck on their side have been dumped after torture in the dungeons of Ugandan security agencies.

For Baragahoranye, once he was targeted, the goal was to finish him off. The assailants finally did so late last week, discarding his body in the potato farm. Uganda has yet to report details of the victim’s murder. Over the years, a number of Rwandan citizens have been killed, and dumped in unknown graves without a word to their home country. Rwandan soldier escapes to Uganda in another act of anti-Rwanda subversion By Alex Muhumuza When Lt. Gerald Tindifa, a Rwandan soldier, escaped to Uganda on 18 February this year, it was discovered that he had been lured by Uganda’s Special Forces Command (SFC).” After he left Rwanda through a porous border crossing, Tindifa was received in Uganda, first by Maj. Fred Mushambo, UPDF Counter-Intelligence officer, Second Division, Mbarara. Maj. Mushambo has been instrumental in executing the Ugandan regime’s plots to destabilize Rwanda through his roles as a liaison for the Chieftaincy of Military Intelligence, CMI, and as a facilitator of RNC activities in Western Uganda. He has been behind the abductions, illegal detentions, and torture (in Mbarara’s Makenke Barracks) of several Rwandan civilians – victims of the Ugandan regime’s policy of hostility against Rwanda, which has been extended to hundreds of innocent Rwandan civilians. After Tindifa’s escape, which was another of the countless incidences of Ugandan regime’s acts of subversion against Rwanda, Mushambo received him with the coordination of SFC. The UPDF officer then took Tindifa to Kampala, where the latter was hosted in an SFC safe house. It was discovered that SFC also lured Tindifa’s wife to Uganda.

Observers will remark how these acts expose the Ugandan regime – that not even for one moment has it stopped its plotting to destabilize the security of Rwanda. Not even after the many efforts to normalize relations between Kampala and Kigali, including a high-level initiative by the presidents of Angola and DRC that culminated into a memorandum of understanding (as a framework to end hostilities) that the Ugandan president himself appended his signature on – together with his Rwandan counterpart – mid last year.

Central to the Luanda MoU (among other things) was commitment to dismantle negative groups on the territory of one state, hostile to the other.

“There is just so much evidence against Uganda, however many denials they issue,” said a social media commentator.

Since it is only Uganda that has been hosting and facilitating groups, such as RNC, RUD-Urunana, FDLR and others sworn to anti-Rwanda terrorism, the onus was on Kampala to dismantle these terrorist networks.

The Rwandan delegation, led by former state minister for the EAC, Olivier Nduhungirehe, showed that phone handsets belonging to the terrorists – collected from the scene of the attack after Rwandan security forces put them out of action – had been in contact with the number of Philemon Mateke, Uganda’s state minister for regional cooperation. It was irrefutable proof that Mateke had coordinated the attack, which killed 14 civilians and left many others injured.

Informed observers will see that in the coordinated escape of Lt. Tindifa, Kampala is as committed as ever before to its anti-Rwanda hostility. The operation to lure Tindifa to escape, sources say, was conducted by SFC without the knowledge of CMI and its chief Maj.

Kampala’s reaction instead was to try to create smokescreens, denying that it hosted any such group – even in the face of countless, irrefutable incidences exposed by Rwanda with evidence – that it was. Rwanda for instance, during a meeting last December in Entebbe of the ad-hoc Committee for the implementation of the MoU, showed how an attack by terrorists of RUD-Urunana in Kinigi was

Abel Kandiho. “The man became very suspicious and angry as a result”, according to those in the know. “Now Kandiho has a serious problem with SFC!” This situation exposes the infighting in Ugandan security agencies, whereby some of the fights center on who is to be seen to be “the most anti-Rwanda.” The infighting – which has also been seen between CMI and Internal Security Organization, ISO – is fueled by the need to win the most favors from Museveni. The latter on his part encourages it as a ploy to spur each organ on, to perpetrate even more anti-Rwanda subversion. SFC’s act is part of a pattern whereby the Kampala security organ is set on recruiting soldiers, or civilians to turn into anti-Rwanda elements as part of the Ugandan ruler’s plotting. It all shows how untrustworthy the Kampala regime is; how unreliable even when it claims, verbally, that it “wants normal relations.”

It is a name associated with the birth of the ideology of violence and ethnic cleansing in Rwanda, when Dominique Mbonyumutwa, who would be the first (or “Interim”) president of Rwanda, orchestrated pogroms against the Tutsi community in 1959. Mbonyumutwa provoked a group of Tutsi youths with insults on the First of November that year. He was looking for a pretext to spark violence. When one of the youths retaliated with a slap, that was the perfect excuse for genocide! Historians agree the pogroms and killings that followed this incident, driving the first wave of Tutsis into exile was the work of Parmehutu militants for whom Mbonyumutwa became a hero. All things come to an end however, and in 1994 with the liberation of Rwanda from all ideologies of extremism, Mbonyumutwa’s progeny too fled.

There, they soon found a voice, to keep their ideology of genocide alive. Today, a Europe-based NGO, Association of Young People from the Great Lakes Region, abbreviated Jambo ASBL is in existence, the work of Ruhumuza Mbonyumutwa, son of Shingiro Mbonyumutwa – an enthusiastic participant in the 1994 Genocide against the Tutsi – and grandson to Dominique Mbonyumutwa. But who truly is Ruhumuza, a co-founder of Jambo ASBL – an extremist “power” group disguising itself as a human rights association? Ruhumuza who was born in Rwanda in 1986, grew up in exile in Belgium, where he was taken by his parents and relative when they fled justice for their role in the Genocide. Ruhumuza lives in the Brussels Metropolitan area from where he has dedicated his life to spreading anti-Rwanda propaganda. He is the de facto Jambo ASBL spokesperson, and an editor of Jambo News.

Through this Kangura-style website, Jambo ASBL disseminates its ethnic and divisionism ideology as well as content propagating genocide denial. Those who know Ruhumuza will tell you that, he is motivated by inherent hatred and anger and hides behind this anger and shame over the role of his parents and relatives in genocide and crimes against humanity. His father Shingiro is a Genocide fugitive that was a key player in the “MDR-power” genocidal party that played a major role in the attempts to exterminate the Tutsi on Rwandan territory in 94. After Habyarimana died, Shingiro Mbonyumutwa served as director of cabinet (chief of staff) in the short-lived regime of Sindikubwabo and Kambanda. “Ruhumuza seeks to white-wash that dark history by repeated propagation of the debunked double genocide theory for instance,” Diaspora sources reveal. However to sustain the lie that his family is “innocent” Ruhumu-

After such cynical ploys, Ruhumuza and other Jambo ASBL members then use their websites and social media accounts to promote the agenda of terrorist groups like FDLR, RNC and others. For this, their strategy is to adopt the mantle of “opposition activists”. Genocidaires and groups affiliated to them have long been active in anti-Rwanda terrorist groups, and the Mbonyumutwas have been at the forefront. One of Ruhumuza’s brothers, Patrice Mbonyumutwa was vice-chairman of the Belgian branch of Victoire Ingabire’s FDU-Inkingi. According to diaspora sources, these people have missed out on the chance to join the journey of reconciliation, and of awareness that Rwandans are moving ahead and leaving extremism on the dustbin of history. “Ruhumuza is too blinded by his mission to try to sanitize his parents through negationism and other crimes of genocide denial. His tweets, interviews, and opinions seek to disseminate ethnic and divisionism ideology among Rwandans. Those that follow the activities of such individuals are certain of one thing: “Ruhumuza’s will do whatever he, and all other Jambo ASBL members, want to do but history has left them behind forever,” another one of our sources commented.

Kampala-based websites attempt to distort truth about demise of Congolese human trafficker

Violent Ugandan “law enforcers” manhandle, and kill civilians; the kind of behavior that Kampala propagandists often falsely project on Rwandan forces of law and order

By Jean Gatera When Rwanda Investigation Bureau last Saturday announced in a press statement that David Shukuru Mbuyi – a Congolese national suspected of human and sexual exploitation – had been shot dead while trying to escape from lawful custody, it triggered smears and mudslinging against Kigali from websites dedicated to anti-Rwanda propaganda, and sponsored by Kampala. The RIB statement reads, “Mr. David Shukuru Mbuyi, a 25-year-old citizen of the Democratic Republic of Congo arrested on suspicion of sexual exploitation and human trafficking, was shot while attempting to escape custody at Nyarugunga Police Station.” RIB also disclosed in the statement that Mbuyi was under investigation for being part of a transnational

network trafficking young Rwandan women for prostitution within the country and abroad.

On the other hand, the media observer said, when propaganda organs like Chimp or Commandonepost attack Rwandan law enforcement the way they do, “they are trying to bring it down to the levels that define their own country” He added: “Rwandan law enforcement is praised for its discipline and its professionalism, and in fact has arrested many suspect human traffickers, drug dealers, and other suspects in serious crimes, with no shooting incidents. Chimpreports, Commandonepost and others, however, have their agendas, and no fact will dissuade them from pursuing that agenda, a reader commented.

As Gen Muhoozi signals better relations; Kandiho’s proxies undermine him By Jackson Mutabazi Uganda is sending conflicting signals to Rwanda regarding restoring relations between the two countries. On the one hand Lt Gen Muhoozi Kainerugaba is busy with overtures that suggest Uganda is ready to turn the page and embrace good relations with Rwanda. On the other, Maj Gen Abel Kandiho is busy undermining everything Muhoozi is doing by continuing to harass Rwandans and sponsoring media outlets to spew hostile propaganda towards Rwanda. One wonders whether the two generals work for the same Commander in Chief, President Yoweri Museveni. On May 14 Gen. Kainerugaba extended the olive branch on Twitter, “The relationship between Uganda and Rwanda is beyond normal state to state relations. We are one family! No one can break the historical bonds because they are from Almighty God! We shall always be brothers and sisters. Our two great leaders shall repair the relationship,” he tweeted, attaching a photo of the two First Families in past cordial times. This was the most recent of a number of tweets that suggest he is a man on a mission. Muhoozi’s statements also come after a significant reduction in articles on mainstream platforms, The New Vision and The Daily Monitor, as well as a noticeable silence from some of the tens of Ugandan Military Intelligence, CMI-funded websites like Sarah Kagingo’s Soft Power News, Giles Muhame’s Chimpreports, Spy Reports’ Bob Atwine, and others. All this is positive and signals that there may indeed be hope for a return to normal interstate relations, especially since the Angola MoU requires that both parties desist from hostile propaganda and start building mutual trust. On the other hand is Abel Kandiho who has turned to different proxies that he recruited to bolster anti-Rwanda propaganda. For instance, as Muhoozi makes

his ostensibly friendly public signals to Kigali, one Obed Katureebe posts daily on Facebook as Robert Patrick Fati (RPF) Gakwerere, attacking and smearing Rwanda’s leadership. Meanwhile, it isn’t lost on anyone that Katureebe is on the Uganda government payroll as an employee of the Uganda Communications Commission (UCC). Even as that goes on, noted Rwanda National Congress agents Sulah Nuwamanya and Prossy Boonabana lead a shell NGO, the Self-Worth Initiative (SWI). In reality SWI is a recruiting front for RNC whose boss as everyone knows is Kayumba Nyamwasa, a fugitive from justice in Rwanda. Nuwamanya has continued to insult Rwanda’s leadership on Facebook and remains on the Uganda government payroll through the Chieftaincy of Military Intelligence. He continues his propaganda from his Ugandan base, despite the Luanda MoU providing that neither country can host individuals that actively work to undermine relations, which is

exactly what Sulah does on a daily basis. Also integrated in this anti-Rwanda propaganda web as proxies are Belgium-based Titus Seruga, New York-based Charles Kambanda and David Himbara in Toronto. Himbara is the publicist for Tribert Ayabatwa Rujugiro, the proceeds of whose investments in Uganda are used to fund different activities that seek to destabilize Rwanda and undermine Rwanda-Uganda relations. As if to underscore just how closely Ugandan intelligence is intertwined with Nyamwasa’s organization, CMI also houses Nuwamanya and Bonabaana in safe houses in Mutungo, a neighborhood in the Ugandan capital. These are really safe, well guarded houses – not to be confused with the so-called “safe houses” in which security agencies are said to torture people. Also none other than Uganda’s Special Forces Command – which in Uganda provides protec-

tion for very, very important people VVIPs – guards the house where rogue former Rwandan soldier (Rtd) Maj. Robert Higiro turned RNC member and commander, another of the negative anti-Rwanda elements in Uganda, lives: in Bbunga, Kampala. Another anti-Kigali element housed in a similar manner is Lt. Ntindifa Gerald, in the Bukoto suburb. The Ugandan government in fact, contrary to any show of acting in good faith to normalize relations, runs, facilitates and accommodates a whole network of officials and recruiters for its anti-Rwanda proxies. In addition to RNC, these are RUD-Urunana and FDLR. Also based in Kampala is RUD-Urunana agent Nishimwe Florence. Mateke additionally runs the Mbarara-based Mutabaruka Francois, who also operates in Kampala. Whenever Gavana is in the Ugandan capital, they always are together with Mutabaruka.

Which is exactly what they would be if Kigali continues to be the target of Uganda sponsored proxy attacks, regardless of Muhoozi’s

claims about restoring “historical bonds” involving “brothers and sisters.” Rwanda would certainly welcome real positive steps towards normalizing relations in accordance with Muhoozi’s pronouncements. However, to make friendly declarations on one hand while on the other all these anti-Rwanda activities still are taking place on Ugandan soil is not what will restore the “normal state to state” relations that he alludes to in his tweet. Such mixed – in fact schizophrenic – signals only makes one wonder at the game Ugandan decision-makers are playing. Otherwise, the suggestion is that Muhoozi and Kandiho serve different bosses, which is difficult to accept.

Revealed: Fugitive Felicien Kabuga held Ugandan Passport By Jean Gatare Recently arrested genocide fugitive Felicien Kabuga had passports from four African countries: two of them Uganda and DRC. For the past 26 years Kabuga, the chief financier of the 1994 Genocide Against the Tutsi evaded justice by among other things using genuine passports.

2010 when the German Federal Prosecutor charged Ignace Murwanashyaka the former leader of the genocidal FDLR, it was revealed Ugandan authorities in 2005 facilitated him with a new identity, and passport. In March 2019, Charlotte Mukankusi, the “commissioner for

diplomacy” of Kayumba Nyamwasa’s RNC was issued a Ugandan diplomatic passport. RNC is classified as a terrorist organization. Also, Uganda over the years has become a safe haven for genocide fugitives – with over 250 of them said to be in the country. Victims of the 94 Genocide

Against the Tutsi are demanding that the Mechanism reveal all the four African countries that issued Kabuga passports. “Who issued passports to Kabuga?” asked one Mushimire Olivier on Twitter. “As a Genocide survivor I wish to know!”

None other than the Prosecutor of the International Residual Mechanism for Criminal Tribunals (the Mechanism), Serge Brammertz has revealed that four African countries were among those that issued the fugitive with genuine passports, “making it hard to track him.” “The passports were not fake or stolen. They were delivered by competent authorities with the correct stamps on them”, said Brammertz in international media interviews. The news has many in Rwanda, especially survivors of the Genocide, demanding answers from Uganda and Congo: how could one of the most wanted international criminals get their passports? In Uganda’s case, this will not be the first incident of wanted genocide suspects, as well as leaders and officials of anti-Rwanda terrorist groups have been issued Ugandan passports. In
