The mission of the Virginia Recreation and Park Society is to unite all professionals, students, and interested lay persons engaged in the field of recreation, parks, and other leisure services in the Commonwealth of Virginia.

ABOUT THE COVER The 40th annual Virginia Senior Games (VSG) was hosted for the second consecutive year by Henrico Recreation and Parks, beginning on May 11, 2018 with Pickleball. 2,530 participants from 22 states competed in 68 events in 18 sports at 13 venues. VSG began as the Golden Olympics in Richmond in 1977 and are qualifying events for National Senior Games. VSG is not possible without the tremendous support and effort of dedicated volunteers, committee members, and patrons.

MESSAGE FROM THE PRESIDENT

Welcome to Summer

S

ummertime…and the livin’ is anything but easy if you work in the parks and recreation career field. The summer brings with it many challenges, lots of long hours, and more than a few headaches. The summer also provides us with one of the best opportunities to engage our communities. Whether it be for a structured summer camp program or just high volume park usage, recreation professionals have been working hard for months coordinating programs and preparing facilities for the summer rush. In the madness of it all, it’s easy to lose sight of the impact your hard work has on your community. Make sure you take a moment this summer to stop and admire all that’s happening around you. Consider the number of customers using your facilities, the number of children enrolled in your programs, and the number of citizens relying on you and your department for a variety of other services. This is why we do what we do! Amid the madness of summer preparations, VRPS members have been hard at work coordinating a variety of engagements across the state. The Southwestern Service area hosted the Bag of Tricks workshop at the Wytheville Community Center. The workshop attracted over 70 registered participants and has created a wave of momentum for growth in the SWSA. The 2018 Leadership Training Institute lived up to its reputation as one of the premier opportunities for leadership development and professional growth. VRPS teamed up with Cunningham Recreation and Gametime to offer a unique playground design training program with exclusive access to playground funding opportunities. The program was offered in various locations across the state with successful registration. A variety of other training opportunities were offered as well including the Certified Playground Safety Inspector course and Hands on Athletic Fields training.

Committees, service areas, Aaron Reidmiller President, Virginia Recreation and resource groups have been & Park Society busy planning a variety of upcoming events that are going to be nothing less than spectacular! The Virginia Senior Games was a huge success in its 40th year with over 1,300 athletes. The Management Conference planning committee has been working hard to add a unique special events element to the conference. The Annual Conference being held in Henrico County will be a truly memorable experience with some tremendous educational opportunities and a variety of new sessions geared specifically towards parks operations and maintenance. I was excited to attend the first-ever meeting of the newly formed Special Events Resource Group, and the Therapeutic Resource Group is up and running again with new leadership and a renewed interest. A variety of additional opportunities are in the works for later in the year so please keep an eye out for more information. All of these exciting workshops, conferences, and training opportunities require a great deal of behind the scenes coordination. I would like to sincerely thank all of my colleagues who have worked tirelessly to make these opportunities come to fruition. Thank you for your continued support and dedication to the Society and to our profession. It is truly my pleasure to work with such skilled and committed professionals from all across the state. I hope you all have a great summer and find the time to stop, look around, and realize your impact on your community and your profession.

NEWS FROM HERNDON PARKS AND RECREATION

EXCITED TO MOVE THE

HERNDON FESTIVAL In 2019, the Herndon Festival will move to a new location within the Town of Herndon. As a recreation professional, you know there are many people and logistics to consider when you move a 38 year old event, steeped in tradition, to a new location. Annually over 80,000 people attend the Herndon Festival and it is known as the largest free event in Northern Virginia. The 39th Annual Herndon Festival will still provide the elements people enjoy, but in a new way, in a completely new environment; entertainment, a carnival, kids’ activities, 10K/5K races, vendors galore, plus free admission and a free shuttlebus. The Herndon Festival is accustomed to change – growing from a one-day to four-day event over the years. Our ultimate goal is to provide a fun and safe event, which will remain the cherished Festival people have enjoyed. NEWS FROM CITY OF HOPEWELL

Park Improvement Happenings in Hopewell By Aaron Reidmiller, Director, City of Hopewell Parks and Recreation Hopewell Recreation and Parks is currently managing two large capital improvement projects that will drastically improve recreation opportunities throughout the city. The Department is facilitating the renovation of Arlington Park, a five-acre neighborhood park that was established in the mid-90’s on the site of a former elementary school. The project will include 1,200 feet of improved paved walking trails, a completely renovated playground space, refurbished basketball courts, new picnic pavilion, and a variety of other improvements like landscaping, signage, and fencing. Staff from the Recreation and Parks Department are managing the project with assistance from the city’s Engineering and Public Works Departments. Maintenance personnel

from the department are also performing the majority of the site work. Timmons Group assisted with the new park design and Cunningham Recreation and Max Play Fit are providing new equipment. The renovation project is scheduled to be completed in June of 2018.

Department is also managing the construction of the Hopewell Riverwalk, a 1,700-foot linear elevated boardwalk that follows the shoreline of the river of the Appomattox River. The Riverwalk will be constructed in an area that offers sweeping vistas of the confluence of the James and Appomattox Rivers and is the home to healthy populations of bald eagle and river osprey. The Riverwalk will originate at Hopewell’s recently renovated City Park and continue along the river shoreline. The proposed second phase of the project will eventually provide a complete connection from City Park to the Hopewell City Marina. The Hopewell Riverwalk will provide various recreational opportunities including walking, jogging, and wildlife viewing. The Virginia Environmental Endowment has provided $20,000 in support of educational signage that will be strategically placed along the Riverwalk. The project is scheduled to be completed in October of 2018.

A simple, old fashioned hand pump serves up all kinds of fun and learning. By Yvonne Johnson, Manager, Frying Pan Farm Park – Fairfax County Park Authority Eric Sumner, farm mechanic at Frying Pan Farm Park in Herndon, Virginia, built a freestanding box to house an old pump. With a pipe and a five-gallon reservoir bucket hidden in the box sections, the water recirculates from the bucket you can see to the one you can’t via simple gravity. The water can then be pumped over and

over without having to be refilled. When asked what the goal of this build was, Sumner responded, “There are so many things on the farm we tell the kids not to touch, I wanted then to have something we were inviting them to touch. Something dynamic and interactive.” Park staff can incorporate this into interpretive programs or leave it out for visitors to interact with on their own. Its gravity-powered recirculating feature and small size make it portable, allowing interpreters to use it anywhere at the park or for outreach activities. Hydrodynamics, cause and effect, simple machines, energy in/energy out, and ways of the past are just of the few learning opportunities this tool can offer. It also happens to be lots of fun.

reviewed in light of the quality of the responses provided in the application and the following criteria: n Service to VRPS: involvement in service areas, resource groups, committee positions held, and volunteer experiences. Student applicants may describe their involvement with parks and recreation agencies including employment and volunteer experience. n Scholarship preference will be given to those individuals who have demonstrated a commitment to the profession through membership in VRPS and the Foundation of VRPS. n Demonstrated financial need.

Boo Bash at the Beach By Julie Northcott-Wilson, James City County Parks & Recreation Department Visitors to James City County’s Jamestown Beach Event Park on October 21, 2017 were greeted by an intriguing sight – rows and rows of pumpkins, lined up on the sand. Beyond the beachfront pumpkin panorama, costumed staff members and local merchants staged in decorated pop-up tents dispensed a variety of treats and giveaways. County employees directed Halloween-themed craft projects including pumpkin decorating. Children happily bounced in colorful inflatables as a D.J. played beach-themed music and entertained the crowd with family games. Welcome to BOO BASH AT THE BEACH, proclaimed signs guiding patrons along the sandy shore of the James River. What prompted the Parks & Recreation Department to blend a Halloween theme with a beach locale? The unusual combination was a creative solution to relocate and reinvent an event that had outgrown its setting. For years, Parks & Recreation

hosted Halloween Tales, an event consisting of an outdoor movie and trunk-or-treating, at Veterans Park, home to the popular playground Kidsburg. Halloween Tales quickly became an eagerly-anticipated highlight of the fall season, with local businesses lavishly decorating cars from whose trunks they distributed candy and toys to excited children. James City County is a rapidly-growing region; the County’s population has increased 57% since 2000. By 2014, staff realized that Halloween Tales was outgrowing Veterans Park, which has only 155 parking spaces. Lack of sufficient parking frustrated families forced to circle the lot looking for a spot, while departing guests struggled to turn left at the park exit thanks to the line of cars waiting to enter Veterans Park. The following year, the Department attempted to improve traffic flow by recommending that event attendees enter via the little-used back entrance. The unintended result was that residents of a large apartment complex adjacent to Veterans Park got trapped in event traffic and experienced lengthy delays commuting home from work. Numerous citizen complaints ensued.

Across town, a renovation project underway at Jamestown Beach Event Park was soon to provide Parks & Recreation with a new location to host large events. The beach, featuring several flat grassy areas, could accommodate three times as many cars as Veterans Park. The award-winning overhaul of the beach included extensive shoreline restoration, construction of a concessions building, ADA improvements and replacement of Porta-johns with permanent restrooms. Special Events Recreation Program Coordinator Joy Johnson was thrilled to have the opportunity to move Halloween Tales from Veterans Park to the more spacious Jamestown Beach Event Park. However, a complication soon arose. When Halloween Tales began, it was the only event of its type in James City County. Due to its popularity, over the years several local organizations introduced similar events, typically held a few days prior to October 31. One such event was headquartered directly across the street from Jamestown Beach Event Park and was scheduled for the same evening. The competing event’s organizers expressed concern that Halloween Tales, then a free event, would reduce their paid event’s attendance and admission revenue. Rescheduling was not feasible for either party. In the end, weather intervened and a torrential downpour hampered both events’ success. Although rain rather than competition was blamed for halving attendance, Johnson resolved to rebrand and restructure Halloween Tales – she sought a new approach that would stand apart from the trunk-or-treat events occurring nearly every evening of Halloween week. Revamping an event with a long history is not an easy task. Johnson’s breakthrough in finding her niche was deciding to host a daytime Halloween event. While moving the event from the evening to the afternoon excluded the tradition of showing an outdoor movie, it allowed Johnson to shift the event space from an open field to the scenic waterfront, which for safety reasons SPRING 2018

closes at sunset. “I wanted to do something unique – my concept became a day at the beach with a Halloween twist,” Johnson said. She retained trunk-or-treating, but since cars are prohibited on the beach, Parks & Recreation provided each participating local business and nonprofit with a tent to decorate. “We wanted to continue to build relationships with local businesses and community organizations, and to give them an opportunity to showcase their products and services,” Johnson explained. The inaugural Boo Bash at the Beach attracted over 600 people and was well received by the public. Comments received on event evaluation cards included “Very nice, well organized, lots of room, will come again. Our grandchildren loved it,” “Very fun. Kids had a blast,” and “Great event, very nice, awesome value!” Boo Bash at the Beach was very affordable; patrons paid a parking fee of $5 per car, which offset 38% of event expenses. The second annual Boo Bash at the Beach is scheduled for October 20. Johnson foresees few changes in the event’s site plan and activity schedule, but she plans to invite more food vendors this time. James City County has experienced a surge in both the supply of and demand for food trucks; Parks & Recreation has kept pace with the trend by developing procedures to accommodate food trucks in parks and at special events. Parks & Recreation Director John Carnifax sees a symbiosis between the Boo Bash and Jamestown Beach Event Park. “The beach has given new life to an old event. At the same time, Boo Bash at the Beach is introducing the beach to people who may never have visited before, or perhaps haven’t yet seen the fantastic renovations. We hope that patrons will return to enjoy fishing, kayaking, sunny summer days and the beach’s amazing views,” Carnifax said.

“Where Athletes are Forever Young” By Nancy Turnage The year was 1978. Gas was .63 cents/ gallon. Eight-track tapes were blaring music in tape decks costing over $100.00 A new home required a $13,650 investment, and popular movies included “Saturday Night Fever” and “Close Encounters of a Third Kind”. Jimmy Carter was the President and John Dalton the Virginia Governor. Virginia’s parks and recreation departments were well-established and looking for ways to increase activities for

senior adults. The “Golden Olympics”, an annual event developed by members of the Virginia Recreation and Park Society, was launched in May and hosted by Henrico Recreation and Parks and the University of Richmond. Forty years later, the Virginia Senior Games, or VSG, is a nationally-recognized amateur athletic event for adults 50 and older, attracting thousands of participants and offering over twenty Olympic-style events.

In 2018, VSG’s 40th anniversary, the Games have returned to their place of birth, Henrico. They continue to promote physical and social wellness and healthy lifestyles for Virginia residents, age 50 and better, and they are positioned to expand with the ever-increasing senior population. They have become more than an athletic competition but also foster inspiration and friendships. GAME ON.

Living an active lifestyle supports wellness, improves mood and reduces chronic disease. It alleviates depression, decreases body fat and creates stronger bones. In addition to lowering the risk of falls, a leading cause of injury among older adults. There is a role for everyone to move Virginia forward to becoming the healthiest state in the nation. Senior Citizen Demographics The senior population is the fastest growing consumer group in the country, and Virginians, like the rest of America, are riding the age wave:

“I am a cyclist. I was a bike racer in the early 70’s. But, raising kids and other things cut into my time, and I let go of cycling, in fact, I let go of fitness in general. Fast forward several years. A friend who is a runner told me about the games, so thought I’d give it a try. I trained for a few months, filled out the paperwork and traveled to Hampton Roads for the events. The first thing that struck me was how friendly and helpful the volunteers in the registration center were. The next thing that I noticed was how open and helpful the competitors were. In one short morning, I made friends that have lasted for a couple of years now, and I find myself looking forward to seeing them again as much as competing. However, not wanting to let myself or my friends down has kept me training harder than ever and I have rediscovered fitness as a lifestyle, not just for competition. The Virginia Senior Games has, through the wonderful volunteers and fellow athletes, cajoled me into a healthier lifestyle.” — G. Kuchel

• The number of Virginians over the age of sixty will increase from 1.4 million (17.8% of the population) in 2010 to 2.3 million (23.9%) in 2030, according to projections of the Virginia Employment Commission. • Collectively, seniors control 50% of all discretionary income and spend more than $60 billion annually in the United States. • Roughly 10,000 Baby Boomers will turn 65 today, and this will continue every day through 2030 (Pew Research Center). • An American turns 50 every 7 seconds – that’s more than 12,500 people every day (US Census). • The senior age group is now, for the first time, the largest in terms of size and percent of the population in the U.S. By 2015, those aged 50 and older will represent 45 percent of the U.S. population (AARP).

Resource materials developed especially for this course are included in the registration fee and will be mailed to all participants who pre-register. If you have previously attended the course and wish to take only the exam, you may register for that portion of the program only. Exam only participants can purchase the resource/study material at www.nrpa.org. All participants who pass the exam will be issued a Certified Playground Safety Inspector’s “CPSI” Certificate.
