All of our departments work every day to make this community the best place to live in New Mexico! I want to give a big shout out to our Employee of the Quarter Sydnee Mowery and our Department of the Quarter Parks & Recreation.
Sydnee Mowery in our Parks & Recreation department has jumped into her role as the Event and Recreation Supervisor for Parks & Rec and is doing an excellent job. She has created more events and managed more staff than anyone in this position in the past.
In addition to event planning, Sydnee also oversees the majority of the staff at the Wibit and the pool. She participates in Team Tourism, putting a lot of time and effort into getting events up and running. She always has a smile on her face, a positive attitude, and a strong work ethic in every job she does. She proudly promotes the Village of Ruidoso and the Parks & Rec Department, and she is a great asset to the Village. Our fantastic Parks & Recreation crew gets the nod as the Department of the Quarter. Did you know that most staff members from this department worked up to six weeks straight on summer baseball/softball tournaments, concerts, and other events? During these busy months, our Parks & Rec staff continually stepped up to provide first-class service to our community. Rodney Griego and his department were recently named the 2022 Business of the Year from the Ruidoso Valley Chamber of Commerce for their outstanding contribution to the economic prosperity of our community!

I see what our employees do on a daily basis, and I know how hard they work to always put the best face on our community. I would like to share a note that I received from Ellis and Shirley Faske after their recent visit to Ruidoso: On our recent visit to Ruidoso, we were parked in one of your Public Parking areas. When we returned to our car from visiting Midtown, we discovered we had a dead battery. We put our hood up and called AAA to come help us. Fortunately for us, one of your fine employees stopped to ask if we needed help. We told him about our problem, and he immediately said even though he did not have any jumper cables, one of his buddies did. He left and returned in about ten minutes to update us. His buddy came in about ten minutes and got our car started. So, instead of having to wait several hours for help, we were up and running in less than half an hour. They even directed us to a place that sold and installed a new battery! Without their help, we would have been stranded for the rest of the day. Please pass our thanks to Jodie Rue and his friend in the black truck. The Village of Ruidoso is fortunate to have these two employees represent your city.

The Ruidoso Midtown Association just reset its fiscal year in July. The board of directors reviewed the previous year and evaluated its progress over the years. The organization was established by a dedicated group of volunteers in 2016, and it was fully accredited in 2017. The board operates with 7 to 11 volunteer chair holders. These good people invest their time and energy into being involved by engaging in planning meetings and utilizing their own professional knowledge as input on projects. Board members are typically nominated by a current chair holder and commit to a three-year term. They can be re-nominated yearly after that. We are looking forward to September 14-16th when we will be hosting the New Mexico Main Street yearly fall seminar at the Ruidoso Convention Center. We will be doing two, hands-on exercises with the group in Midtown. One activity will consist of a promotions team taking a creative approach at promoting business in the Midtown district. The second activity will be a creative brainstorming session on Metropolitan Redevelopment Act ideas. We will also host a reception September 14th at 6:00 PM at WPS. We want to thank the Village of Ruidoso for its continued support through the years as well as the next one to come. We are looking forward to the year ahead of us. Feel free to contact me or any member of the board at any time. We have made some incredible connections through this platform, and I have really enjoyed your phone calls and text messages. The Ruidoso Public Library has been able to bring back their popular Summer Music Series. Ruidoso has a variety of talented musicians, and this series showcases some of that talent. All concerts, while set for outdoors, have the possibility of moving inside if it rains. The series began in June with recording artist Rich Chorné and Friends. The performance was moved inside due to rain, but was wonderful nonetheless, and those who attended thoroughly enjoyed a variety of music to include one of Rich’s own compositions.
July included a performance by blues recording artist Sam Barlow and the Moneymaker$, and there were about 100 people in the audience! Local favorites, The HomeGrown Boyz played in August to a big crowd as well. The final performance of the summer by Cactus Sol is set for September 8th at 6:00 PM. They play a combination of rock, blues, country, and cumbias.

Community development projects remain the Village’s top priority as we work towards local economic resilience.
The development is currently under budget, and the Village will continue to engage all local construction trades throughout the process to help complete work on this property.
NEW ADDITIONS TO THE VOR TEAM:

On August 3rd, a FlashVote Survey was sent out via email and text to help the Village with suggestions for naming the new housing development. During the August 9th Village Council meeting, Council voted unanimously to name it “Mechem Meadows.” The next step will be to design a monument sign for the property’s entrance representing our resilient community.

The public’s safety and overall preparedness for emergencies and disaster will be Danielle’s priority. Her goal is to enhance the Village Emergency Management Program (EMP) and provide a standardized, organized, and user-friendly process to address disaster prevention, preparedness, response, recovery, and mitigation. Enhancement to the EMP program within the Village will provide a significant benefit to community residents and visitors alike.
Danielle Coronado is the Village’s newly appointed Emergency Manager. Born and raised in the area, Danielle is a proud member of the Mescalero Apache Tribe. Her background is in Public Service with a Bachelor’s degree in Emergency Management, and a Master’s degree in Emergency Services Management. She holds numerous Federal Emergency Management Association (FEMA) certifications and has had various other trainings and areas of expertise. Danielle is excited to come home to Ruidoso and contribute to the community.

Approximately ten families were present for the meeting. They had the opportunity to make direct contact with the agencies present to gain insight into the types of assistance available during their recovery. Those affected by the McBride Fire will have priority attaining a rental home, followed by those meeting the 140% Low-to-Moderate Income Guideline.
Manufactured homes have been ordered and are under construction at the factory. The utilities and roads are currently under construction. The original completion date for those items was August 31st, however the recent storm has pushed that back by a few weeks. As soon as they are complete, the delivery and placement of the homes will begin.
The Village of Ruidoso remains steadfast in completing the workforce housing development at 1114 Mechem Drive. On July 21st, the VOR hosted a meeting that included personnel from the FEMA Recovery Team, the Regional Housing Authority, the New Mexico Department of Finance, the Lincoln County Community Foundation, and the Village’s Property Manager to start the process of engaging victims that remain displaced after the McBride Fire.

It is expected that heavy construction and river work will begin in October 2022. AUI will have two crews working concurrently. There will be seven project locations.
On August 1st, a contract was signed and the Notice to Proceed was executed between the Village of Ruidoso and AUI Inc. to begin initial non-ground disturbing work including tree evaluation and removals, surveys for TCEs, water/soil tests, preparation of SWPPP, verification of utilities, video documentation of all locations, locations of additional staging areas, installation of temporary fencing, and mobilization.
Substantial completion: 480 days (November 24, 2023). Final completion: 525 days (January 8, 2024). Meetings with the VOR will be held bi-weekly (every other Thursday morning at 9:00 AM) for project updates, and the public is welcome to attend. There will be weekly 7:00 AM tailgate meetings with the community held in the field at select locations.

The AspenFest Festival in Wingfield Park will be a two-day music event on Saturday and Sunday, October 1-2nd, with music by The Young Dubliners, Jhett Black, Al Hurricane Jr., and The Memphis Band, to name a few. There will also be craft beer, New Mexico wineries, food vendors, and arts and craft vendors. This annual event is loved by our community and many locals have fond memories of AspenFest from their youth!

Christella Armijo is the Village’s new Assistant Finance Director/Capital Projects Manager. She recently relocated to Ruidoso from Belen, where she worked for the City of Albuquerque for 19 years. She holds a Bachelor’s degree in Nuclear Engineering from the University of New Mexico. Her professional experience includes work in tribal, state, and municipal government, specializing in fiscal management and environmental compliance. She has always loved to visit the area and has owned a vacation home in Ruidoso for the last eight years. Christella is excited for the opportunity to work for the Village and serve the citizens of this community. The Village welcomes her and is confident that her knowledge and experience will be a huge asset to the Village of Ruidoso.

New Chamber members this past month include Healing America’s Heroes and Sylvan Learning Center. Healing America’s Heroes’ mission is to help heal combat veterans and active-duty service members who suffer from PTS, MST, and TBI by providing an alternative and innovative approach to healing with equine and piscatorial therapies. Programs are free to veterans, and they are located at Fort Stanton. The Sylvan Learning Center is located in Alamogordo with a focus on building academic confidence and inspiring a love of learning.
The Ruidoso Valley Chamber of Commerce runs the Billy the Kid Visitor Center in Ruidoso Downs, as well as the Visitor Center at the Chamber. Both Visitor Centers have been very busy with increased traffic over the summer months. At the Billy the Kid Visitor Center, there were 588, 914, and 1411 visitors during May, June, and July, respectively. Likewise, the Visitor Center at the Chamber had 160, 202, and 681 visitors in May, June, and July, respectively, and 176, 266, and 368 phone calls during that same time frame! Most visitors are looking for information on our attractions and other things to do, as well as where to eat and shop. We are very good at telling people where to go!
The Chamber supports our community, and membership in the Ruidoso Valley Chamber of Commerce is an investment in the future of Ruidoso and the surrounding area. If you are interested in joining the Chamber to help us support this community, please give us a call at 575-257-7395.

AspenFest is approaching quickly, and we are excited about the changes to this year’s festival. The parade will be on Saturday, October 1st at 10:00 AM, with this year’s theme being “Ruidoso: Past, Present and Future.” Parade applications are available. The Village of Ruidoso has implemented its own Safety and Risk Program for employees. In previous years, the Village utilized outside resources to assist with training and education for the staff. With a program being designed and built for the Village by its own staff, they are able to modify it to meet the current needs of the Village, the staff and the community.

Training programs have begun, starting with Safety Orientation for new hires. This program will be expanded in the coming months to include several topics that are not only required by OSHA but will benefit the Village in mitigating loss. Some of the other training programs currently being offered are CPR/First Aid/AED, and Fire Extinguisher Use and Safety.
The Village hired Tim Salazar as the Safety Coordinator, and he is charged with the design and implementation of the Safety and Risk Program. Tim has helped other government agencies start their own health and safety programs. With knowledge, experience, and education he will assist in making this program something that will continue for years to come. One of the first steps taken was to assign liaisons for each department. These staff members will assist in building the program by recognizing and understanding the need for a safety culture in the Village. They will be assigned duties that will assist the Safety Coordinator in preparing written programs, doing inspections, and reviewing incidents and accidents.

Effective June 18, 2021, section 7-1-6.68, NMSA 1978, Distribution – Cannabis Excise Tax collection is divided between Municipalities (33.33%), Counties (33.33%), and NM Taxation and Revenue (up to 3%). The actual tax charged is equal to 12% of cannabis sales per month. Like Gross Receipts Tax (GRT), this tax is on a two-month lag between the sale and distribution to the Village. The Village received its first distribution in June, which represented April 2022 sales and equaled $20,917 (FY 2022). When this amount is extrapolated based on percentages, the cannabis sales for that month are $522,977.34. The Village did receive another distribution of $20,803 in July for May 2022 sales ($520,127.02). The Village of Ruidoso currently has 12 cannabis dispensaries in operation.

The RSVP Program enjoys the summer months when volunteers come back to enjoy nature’s playground for the season. It is always a joy to have them all back!
The Village of Ruidoso’s RSVP Program continues to grow each month with so many amazing volunteers that love to be here to help and serve the community. The volunteer stations have been getting more and more assistance with all of our seasonal volunteers. Pictured are some of the lovely volunteers working the buffet line at the recent Elvis Tribute concert at the Spencer Theater of Performing Arts. All of these volunteers have been dedicated to the Spencer Theater for years, working many different jobs from staffing buffets, to table clearing, to ushering, to ticket claims, to valet parking - the volunteers have done a great job!
COMMUNITY CENTER Retired and Senior Volunteer Program
The RSVP Volunteer Program was honored to be chosen as one of the Village of Ruidoso’s departments to be shadowed by some Village employees participating in the Internship Program through Eastern New Mexico University this summer. They were to choose eight different departments throughout the Village of Ruidoso. On their intern day, they went out to two volunteer stations in Lincoln County: the Capitan Public Library and the Fort Stanton Museum. These two stations do not get as much attention by the public since they are located outside of town.
