I can’t believe Summer is just around the corner - I feel like I was just wishing everyone a Happy New Year last week! Hopefully this finds you well and enjoying the Spring weather. If you have lived around here for long, you know that springtime in Ruidoso includes beautiful sunny days with warm temps and usually a few snowy days as well. You just never know…
For anyone that has been out and about, you know that the long-awaited construction began on Sudderth this past month. The milling and repaving were long overdue and even though it may have caused a bit of inconvenience, it is a project that was much needed. It will be nice to have a freshly paved main artery through town as the busy summer season approaches.
I want to remind everyone that we are still in wildfire season - it is crucial to continue to be diligent about reducing the risk of fire. Please don’t throw cigarette butts out of the window, don’t drive on dry grass, don’t have an open flame of any kind (especially on windy days!), and if you see something, say something! It is always better to be safe than sorry.
As you know, one of my favorite times of the year comes when I get to introduce you to the Employee of the Quarter and the Department of the Quarter! There are so many great employees at the Village, and I love being able to brag on them.
The Employee of the Quarter for Quarter 1 of 2024 is Andrew Sullins from the IT department. Andrew is always just a phone call away and is always ready to assist anyone with IT issues with a smile on his face. He takes time to patiently explain what is wrong and why. The epitome of a team player, he always has a positive attitude and always has a pleasant attitude no matter how busy or hectic his day is. One can truly tell that he enjoys what he does and is always striving to learn more. He describes his job as a new puzzle to solve each day, and he enjoys the challenge.
I can’t say enough about the Department of the Quarter…it is our Street Department. This group is amazing. They put in an incredible number of hours – a lot of which occur during nights and on holidays - fixing whatever needs to be fixed and plowing whatever needs to be plowed. They keep the 300+ miles of Village roads passable for us all. In addition, they assist other departments as needed and set-up traffic control as needed throughout the year. It is worth noting that not only do they work on larger projects, but also potholes and other items that need to be addressed. On top of all of that, the members of this team are always smiling, respectful, and happy to help. So big kudos to Javier Arellano, Ryan Blanchard, Heriberto Fernandez, Rogelio Garcia, Nicholas Gonzales, Lloyd Hobbs, Alexzander Kahze-Kirgan, Josh Long, Jim Ostic, Lonny Parsons, Mario Ramirez, Alexandar Salas, and Lisa Sanchez. Your community appreciates you!

At Lincoln County Medical Center (LCMC) we strive to deliver quality, accessible care to our patients. As a community-based hospital, we are continuously updating our clinical programs and medical facilities to meet the changing needs of the community. According to a recent patient satisfaction survey, more than 97 percent of our clinic patients would recommend our providers to others for care. Additionally, more than 94 percent of our patients feel care is accessible when needed. To maintain this level of satisfaction, we continuously recruit new providers, ensuring the ability to provide timely care to our patients.
In January, Angi Lincoln, FNP-C, joined our team at the Capitan clinic. Lincoln brings 24 years of nursing experience and prior to joining LCMC, she practiced in Alamogordo. She received her Master of Science in the Family Nurse Practitioner program from the University of Texas Health Sciences at Houston. She joins Suzanne Dennehy, CNP, in Capitan to provide comprehensive primary care.
This summer, Dr. Megan Belcher is joining the Family Medicine Clinic in Ruidoso. Dr. Belcher is boardcertified by the American Board of Family Medicine and received her Doctor in Osteopathic Medicine from the University of North Texas Health Science Center. She has practiced in the Houston, Texas area since 2013. Dr. Belcher will provide full-spectrum primary care to patients of all ages when she begins at LCMC in August.
We are excited to welcome these two new providers to LCMC as we continue to assess and meet the needs of the community.

Dave Tomlin Appointed to RMSD School Board
We are happy to introduce our newly appointed RMSD Board Member, Dave Tomlin. Dave is a valued member of the Ruidoso community, bringing to this position a wealth of experience and a deep commitment to service.
Originally hailing from Rhode Island, Dave spent most of his adult life in New York. In 2012, Dave, his wife Pam, and daughter Lizzy relocated to Ruidoso following a distinguished career with The Associated Press. During his tenure with The Associated Press, Dave served as the associate general counsel, navigating legal matters related to news gathering.
Since settling in Ruidoso, Dave has immersed himself in various civic projects, embodying the spirit of community involvement. Notably, he founded and operated Care Bearers, a volunteer service dedicated to providing free transportation to healthcare appointments, ensuring that residents have access to vital medical services.
Dave has also played an active role in various organizations such as the High Mountain Youth Project, The Nest, and Lincoln County Adult Literacy. Through his volunteer work, he lent his time and skills to bolster initiatives focused on youth empowerment, community development, and literacy promotion. Additionally, he stepped in as a substitute for the school district.
Dave and the rest of the Board of Ed attended the Community Educational Forum held on April 24 with excitement and expectation. Facilitated by RMSD, this gathering united parents, local residents, and educational authorities to deliberate and pinpoint the educational strengths and areas of growth for the district. It served as a significant platform for the community to share their perspectives and recommendations aimed at enriching educational initiatives for Ruidoso’s children. It also offered invaluable insights to our Board of Education and District administrators for identifying the educational priorities of the schools to structure the Districts’ long-term strategic plan.

Sudderth Drive Pavement Rehabilitation Project
Construction began in mid-April on NM 48/Sudderth Drive. Mountain States Constructors, Inc. is conducting milling and overlay operations on NM 48 for NMDOT District 2 for the contracted amount of $2,811,854.34. This project is expected to be completed in 4-6 weeks, weather permitting. Working hours are 6:00 AM to 6:00 PM, Monday through Friday, with traffic control removed at the end of each day. Low-Income Household Water Assistance Program
The Village is in the process of becoming a vendor with the New Mexico Low-Income Household Water Assistance Program (LIHWAP) through the Department of Human Services Department/Income Support Division. A new benefit, LIHWAP is a temporary, federally-funded water assistance program for low-income households to help offset the costs of water and wastewater bills.
LIHWAP payments are made to vendors on behalf of eligible households. Families may receive a benefit of up to $1,500 each to pay for the reconnection of services and arrearages. This includes all past due amounts, reconnection fees if applicable, and associated late fees.
Customers who are current with their water and wastewater bills and meet the eligibility requirements may also apply for the benefit. New Mexico prioritizes eligibility for households without water or wastewater services due to disconnection and those in imminent danger of disconnection.
Low-income households need the following to apply:
» Most recent copy of water and wastewater bill, within the last 30 days
» A recent payroll stub or other proof that shows current gross income
» Documentation showing income from Social Security, unemployment insurance, pension funds, disability, etc.
» Final Water Termination Notice (if a shut-off notice from the water company was received)
» Proof of present address (e.g., rent receipt, lease or deed, property tax bill)
» Proof of total members living in the household (e.g., birth certificates, school records, etc.)
» Social Security cards (or numbers) for all people living in the household
» Proof of US. citizenship or permanent residence
Households may apply online for LIHWAP at www.yes.state.nm.us or by phone at 1-800-283-4465.

It’s Wildfire Season – Know Your Fire Restriction Levels

3. Non-commercial fire pits, campfires, and/or fireworks not allowed within the Village of Ruidoso (unless specifically permitted by the Fire Marshal)

1. No charcoal briquettes or outdoor burning stoves on public or private property
2. UL/FM-approved gas grill allowed
3. No outside smoking on public or private property, except within an enclosed vehicle or building (unless in areas specifically permitted by the Fire Marshal)
4. Fireworks restricted by state law
5. No campfires
6. Operating a chainsaw or other equipment powered by an internal combustion engine allowed with a spark-arresting device properly installed, maintained, and in effective working order
7. Welding or operating acetylene or other torches with an open flame while performing one’s profession (hot tar roofing, driveway sealing, etc.) allowed with a valid permit issued by the Fire Marshal
8. All issued fire pit permits temporarily suspended until extreme drought conditions no longer exist. Email will be sent once restrictions are lifted and returned to LEVEL I. Permits remain valid until expiration dates. If the owner of a short-term rental, immediately notify guests.

A Summer Full of Great Activities
The Parks and Recreation Department has a lot of fun activities going on this summer! The pool and Wibit open on May 25 (Pool hours = 11 AM-4:30 PM; Wibit hours = 10 AM-6 PM). These both offer great opportunities for kids and adults of all ages to get out and enjoy playing and relaxing in the water.
If shopping is more your style, don’t miss out on the weekly Midtown Market at the corner of Country Club and Sudderth Drives beginning on June 8. A variety of vendors participate in this weekly market that runs through mid-October. Market hours are Saturdays from 9 AM-1 PM.
The Village will also host a new concert series at Wingfield Park called “Under A Mountain Sky.” These FREE outdoor concerts occur every Friday night at Wingfield Park (300 Center Street) from May 24 to August 22 from 6-8 PM. Pack a picnic, bring the whole family, and enjoy quality live music throughout the summer.

Hires Nate Poss as First Athletics
Coordinator
Nate Poss began on April 1 as the first ENMU-Ruidoso Branch Community College Athletics Coordinator. He recently retired from the University of Texas-El Paso where he served as the director of football operations since 1997.
Poss had many responsibilities during his stint with five head coaches at UTEP. He was responsible for everything from recruiting, coaching on the field, planning, and implementing training camps, and student-athlete housing, both on- and off-campus.
After graduating high school in Big Spring, Texas, he went on to play defensive back for the Rice Owls. In addition to his college coaching, he also coached in the Texas prep ranks at Kermit High School, Greenwood High (Midland), and Coronado High (El Paso). Recently, he served as the National President for the collegiate Director of Football Operations organization.
WINGFIELD HERITAGE HOUSE MUSEUM
Collections Open House
The Wingfield Heritage House Museum hosted a Collections Open House March 28-30. Community members stopped by to talk with museum staff and members of Ruidoso’s Cultural and National History Committee about items they have collected, possible donations, and preservation priorities for the museum. The museum continues to seek objects, photographs, and documents that can be used to tell the story of the Ruidoso area.
Several donations will be reviewed at the next committee meeting, to make sure they are in line with the new Collections Management Policy. These include:
» Shadow box with Frank Barajas’s badges and patches from the 1940s and 50s for the Lincoln County Sheriff’s Department and Ruidoso Village Marshal from Helen Woodfin
» Folk art from German POWs who lived at Fort Stanton during World War II from Hoyt Graham. His uncle was a guard at the camp and collected the painting and ship model. Graham also shared a fiddle made by his father Joe Graham, as well as one of the forms used to bend wood into the fiddle shape.

» Photos and magazines from the Southwestern Children’s Home, which held summer camps in Ruidoso from Lyn Kidder

The Ruidoso Public Library Summer Reading Program (SRP) begins on June 3, 2024. This year’s theme is “Adventure Begins at Your Library.” The Youth Services Librarian is planning amazing adventures, including Andy Mason (Children’s Musician), Rocky Mountain Puppets, Wonder on Wheels, Lotta Love Petting Zoo, and more!

We are truly blessed to live in and be a part of such a great community. So much is happening in Ruidoso it’s hard to keep track of it all! I’m happy to say we’re making progress on workforce housing, with the Village’s newest workforce housing project at 603 Mechem currently underway. These two- and three-bedroom homes will provide residences for individuals and their families working in Ruidoso. As a member of the Village of Ruidoso’s Workforce Housing Advisory Board, I promise we will continue to work on making Ruidoso more affordable for our workforce.
The Ruidoso Valley Greeters consists of active volunteers in our community who assist the Chamber with ribbon cuttings for new businesses. Every year in November, they host the Christmas Jubilee. This event provides a venue for Lincoln County merchants to display and sell their wares and also raises money that is donated to many local nonprofits. This year, they have already donated $17,900 to organizations including Joseph’s Workshop, Lincoln County Food Bank, The Big Ben Sanchez Foundation, High Mountain Youth Project, Wreaths Across America, Animal Village NM, All Season Adaptive Sports, Humane Society of Lincoln County, Food 4 Kids Backpack Program, the Warrior Pride Boosters (Quiz Bowl Team), and more. Thank you to the Ruidoso Valley Greeters for your hard work and everything you do for our community!
The Chamber’s Annual Banquet and Awards Ceremony is scheduled for June 28 at the Inn of the Mountain Gods. The theme for this year’s banquet is Mardi Gras. We hope everyone will come out and celebrate another year with the Chamber and 2024’s Business of the Year, Volunteer of the Year, and Beautification Award Winner. While costumes are not required, they are encouraged. If you want to attend the banquet, please call the Chamber to reserve your tickets.
Save the date for the 53rd Annual Ruidoso Art Festival on July 26-28 at the Ruidoso Convention Center. This juried fine art show attracts over 100 artists from around the country, showcasing a broad spectrum of mediums including sculpture, photography, glass, paintings, ceramics, jewelry, mixed media, and more. Art lovers, from the serious collector to the first-time buyer, will discover treasures to complement any lifestyle or budget.
