Summer is in full swing! The opening of the Ruidoso Downs Race Track is always greatly anticipated and never disappoints. The summer concert series in Wingfield Park kicked off last weekend along with all of the other Midtown activities that come with summer. I know that many of our businesses are still working through staffing issues, so please keep in mind that everyone is working hard and doing their best.
I am happy and very proud to announce the Village is the recipient of a 9% tax credit allowance for our workforce housing development. This will be a 72-unit, two and three-bedroom apartment complex located on Mechem between PNM and Dollar General. This development has been sought after for many years and now will become a reality. Many people have worked hard for this, and I have tremendous gratitude for all of you. The project will break ground in the Fall and will take around 18 months to complete.
In addition to this, the development at 603 Mechum is coming along nicely. The modular homes are arriving and will be put into place. Again, this is the result of the efforts of many people, and without you all, it would not have been possible.
Several paving projects are well underway. Sudderth Drive and Country Club Drive are now complete. Thank you to the VOR Streets Department and to the NMDOT for all of their work. I would like to send out a special acknowledgment to Mountain States Construction for a beautiful job.
We recently had another group complete the Citizens Police Academy so I want to give a big shout-out to them. This is such a great program, and I encourage everyone to participate in it if you can. The most recent graduates include Hadith Alatorre, Lori Bailey, Yvonne Bartz, Gabriella Brouard, Andrew Chavez, Maiya Denson, Gretchen Dodd, Katelyn Freitas, Jesus Lopez, Gary Popplewell, Martha Popplewell, Owen Remund, Scarlett Remund, Celina Smith, and Brooklyn Salas. Thank you all for getting involved in our community!

Moon Mountain Trail Updates
The Village of Ruidoso Parks and Recreation Department announces the opening of five new miles of trails on Moon Mountain! These trails are considered to be moderate difficulty. Hikers, mountain bikers, and equestrian riders are welcome. The trails offer amazing views and opportunities to see local wildlife including turkeys, deer, elk, and more. The easiest access to the trails is from the trailhead at 685 Gavilan Canyon Road. Make sure to bring comfortable hiking shoes, snacks, and plenty of fluids when exploring the outdoors.
Free Vinegar Provided to Get Rid of Musk Thistle
The time to spray musk thistle starts in March and goes through the summer, during the rosette stage or early in the spring of the second-year plant. Overwintered rosettes resume growth and shoots begin to bolt in late March through May, depending on weather and elevation. Musk thistles then flower and start to produce seeds 45 to 55 days after they bolt.
Ruidoso’s Parks and Recreation Department and Keep Ruidoso Beautiful supply free vinegar to the public to kill musk thistles. This 12% vinegar should be mixed at full strength with two tablespoons of liquid dish soap per one gallon of vinegar. Bring your own clean, empty containers to 535 Resort Drive and help to eradicate this noxious weed.
Keep Ruidoso Beautiful asks that you use the sign-up sheet when obtaining vinegar and welcomes donations to help keep this program alive. Keep Ruidoso Beautiful thanks all volunteers for their efforts and community pride.

Update on 603 Mechem Project
Construction has begun at 603 Mechem. Over the months of May and June, the property will accommodate 10 new workforce homes. Heavy machinery is engaged in extensive earthwork, with material being transported to and moved around the site. The VOR is managing traffic to minimize disruptions as the homes are brought onto the property, although negotiating a tight turn poses a challenge. There may be brief traffic stops to facilitate the movement of modular units. For inquiries, please reach out to Michael Martinez at 575-258-4343 ext. 1006.
Country Club Repaving Project Update
The Village of Ruidoso is in the process of repaving Country Club Drive as part of the MAP project, for which the Village received an award. This award totals $295,300, and the Village is supplementing it with an in-kind match of $71,325. The repaving involves a 2.5-inch overlay. So far, the Streets Department has laid down over 750 tons of asphalt, all produced by VOR’s hot plant.

Short-Term Rental Sub-Committee
The Planning and Zoning Board installed a sub-committee to discuss short-term rentals. The sub-committee will host two workshops and two town halls to hear from the public, local professionals who work with short-term rentals, and staff. The committee is made up of three of the Planning and Zoning Commissioners who are working to understand the issues and concerns that surround short-term rentals. After receiving community feedback, recommendations will be made to the commission to address these concerns. More information will follow in subsequent newsletters. WATER RESOURCE DEPARTMENT
Enterprise Master Planning and Rate Study
In December 2021, the Village of Ruidoso engaged several consulting and engineering firms to conduct a comprehensive study of its enterprise utility funds. These funds include Solid Waste, Forestry, Water, Sewer Collections, and Wastewater. The objective was to develop master plans for each division and conduct a rate study.
The firms collaborated with each division to assess existing systems. They utilized modeling to analyze current and future capacity issues. Each master plan offered recommendations for staffing levels and necessary capital improvements to ensure optimal service for Village residents.
In the study’s second phase, the focus shifted to determining the rate revenue required to cover annual operation and maintenance expenses. These expenses are essential for the day-to-day functioning of each division and to finance the recommended capital improvements outlined in the master plans.
Both the rate study and the master plans have been finalized and submitted to the Village for implementation. The Village will present the rate study’s recommendations for approval to the Village Council on June 11, 2024.

Nature is Fuel for the Soul1
Scores of visitors flock to Ruidoso throughout the spring/summer months that are blessed by abundant daylight in order to get out and walk in the woods. Inquire what motivates this regional migration and one is likely to hear that “it just feels good to be in nature.”
This intuitive declaration has been confirmed repeatedly by professional researchers. Stanford University scientists performed brain scans for a group who spent 90 minutes walking in natural settings vs. controls who made the same length walk in an urban environment.
The researchers found little difference in physiological responses between the two groups but marked changes in the brain. Neural activity in a part of the pre-frontal cortex (the region of our brain just behind our forehead) that is associated with worry and obsessive focus on negative thoughts relaxed for those in the “nature” group. This finding is consistent with several other studies that show tangible benefits for people with depression who spend time in the woods or by the ocean. Time spent in nature soothes our emotions.
University of Michigan researchers conducted assessments with veterans who had seen active duty in the War on Terror, many of whom were diagnosed with PTSD. Vets who spent several days in natural areas showed measurable improvements on their psychological well-being, life outlook, and social functioning.
In the early 1980’s, Japan made shinrin-yoku part of their national health program. The phrase translates as “forest bathing.” Health professionals in Japan advise residents to head for the woods, breathe deeply, and be at peace.
John Muir, one of America’s most influential conservationists, observed that “going to the woods is going home.”
Ruidoso issues a clarion call to visitors across the Southwest to chill out in natural settings and then relax and enjoy the wide variety of culinary treats available throughout the village.

Seven ENMU-Ruidoso Students Earn Gold & Silver Awards at SkillsUSA State Contest
ENMU-Ruidoso’s (ENMU-R) SkillsUSA Chapter began the 2023-2024 school year. Students enrolled in the college trades programs were invited to participate in career trades skilled, soft-skills, and leadership contests, building their professional confidence. SkillsUSA is a partnership of students, teachers, and industry working together to ensure America has a skilled workforce.
The ENMU-R SkillsUSA chapter met on the first Monday of each month to prepare for conferences and organize the inaugural chapter. Over 30 ENMU-R students joined throughout the year, with students practicing their contest details during their regularly scheduled trades classes. These focuses included nursing assistants, firefighting, welding, and job skills demonstration. Thirty-five students from ENMU-R, Capitan, Ruidoso, and Cloudcroft high schools attended the November 11 Regional Competition held at ENMU-R and the Ruidoso High School Welding Shop. Twenty-one contest coordinators, judges, and student advisors also participated in the eight contests hosted that day.
The New Mexico State SkillsUSA Conference and Skilled Contests were held at Central New Mexico Community College and the Marriott Pyramid Conference Center in Albuquerque on April 10-13. Cloudcroft High School instructor and SkillsUSA Advisor Maria Crump brought two firefighting students. ENMU-R Career and Technical Education Director John Rucker and Workforce Solutions Coordinator Dolores Herrera advised five students at the conference. Cloudcroft High School dual-credit students (students enrolled in high school and ENMU-R) Lucas Medina and Savannah Cummings took Gold and Silver in Firefighting, respectively. ENMU-R Pre-Med Student Haley Stucky of Ruidoso earned Silver in Job Skills Demonstration.
The ENMU-R SkillsUSA chapter thanks everyone who supported the chapter’s inaugural year, especially those who advised, coordinated, and judged at the regional and state contests. We look forward to another successful year in 2024-2025.

As the academic year ended, anticipation surged for the culmination of years of dedication and hard work for the Ruidoso Municipal Schools graduating class of 2024. The atmosphere was filled with excitement, nerves, and a bittersweet sense of farewell as Ruidoso High School graduates eagerly prepared to embark on the next chapter of their lives.
In the days leading up to the graduation ceremony, RHS was packed with activity. Seniors juggled final exams, last-minute projects, and rehearsals for the big day. Amidst the pomp and circumstance, there was a profound reverence for the occasion’s significance. Speeches echoed reflections on the past and aspirations for the future with hope and optimism. Laughter, tears, and heartfelt applause punctuated moments as students bid farewell to the familiar comforts of high school and readied themselves for new adventures.

The museum continues to collect artifacts, photos, and documents relating to the history of the area that tell the story of Ruidoso and the Sierra Blanca region, particularly the people and businesses that made Ruidoso into the thriving town it is today. Objects relating to life in Ruidoso, the tourism industry here, businesses that operated in town, community groups, schools, families, events, and any other interesting local artifacts that may be hiding away in the community are being accepted into the collection.

Updates From RMA Executive Directior Stephanie Garcia
Happy June Ruidoso! The buds have bloomed, and we are officially in our busy season. It’s always nice to see the gears turn and everyone come back to town. We have seen such amazing things happen in Ruidoso over the last couple of months and have so much more to look forward to.
In May, ENMU-Ruidoso and RMA had their first joint Hospitality Class. This initial class was for employees and business owners who wanted to get training in the hospitality industry. One of our goals is to highlight the importance of hospitality and service jobs in the Village and keep our workforce thriving.
Our big Brewdoso event has changed dates from June to August 17 in Wingfield Park. We are excited to be working closely with the Brewer’s Guild to bring in even more breweries. The competition between breweries will be voted on by attendees, with trophies provided by Scorpion Tattoos. There will also be a large selection of local food trucks and eateries to enjoy.
New board members will be announced in July. We are happy that our board is one that people want to be a part of and are making a difference in the district. As always, we will continue to be dedicated to maintaining a beautiful district that attracts both locals and tourists.

Addressing the current healthcare worker shortage is one of our top priorities and often requires creative solutions. One way is to give teenagers the opportunity to learn about healthcare careers with the hope that they will one day pursue them.
In March and April, Lincoln County Medical Center (LCMC) hosted eighth graders from Ruidoso Municipal Schools and Capitan Municipal Schools during its annual “MASH” camp, giving them an up-close look at what it’s like to work in a hospital. MASH, which stands for “Making Another Student of Healthcare,” provides hands-on experience for students to learn about healthcare careers.
Eighty-two students attended sessions to learn about careers in emergency medical services, the emergency room, radiology, respiratory therapy, nursing, the operating room, pharmacy, physical therapy, occupational therapy, and the laboratory. Each session allowed students to see how equipment is used in these work areas, the processes staff utilize to perform their duties, and to learn about the education required for each discipline.
Since 2017, LCMC has offered this program to local students in cooperation with the school districts. Over 40 percent of the students who attended MASH Camp from Ruidoso High School’s 2023 graduating class decided to pursue a healthcare career upon graduation.
