Our inaugural One Book, One Proviso selection — Black Against Empire: The History and Politics of the Black Panther Party by Joshua Bloom and Waldo E. Martin, Jr. — was selected in order to commemorate the 50th anniversary of the assassination of Maywood native son Fred Hampton.

Hampton was brutally killed in an unlawful and unjust raid conducted by law enforcement officials inside of his Chicago apartment on Dec. 4, 1969. Housing Forward joins new front in battling homelessness Historic Sojourner House, suburban Cook’s first dedicated bridge housing, opens in Oak Park

Oak Park will soon make housing history with the opening of Sojourner House, the first dedicated bridge housing in suburban Cook County. Located on Austin Boulevard, Sojourner House contains five separate apartments as well as a detached coach house unit and will bridge the gap between homeless shelters and permanent housing for vulnerable men, women, and families facing homelessness.

A combined effort of Maywood-based Housing Forward, Oak Park Housing Authority, MacNeal Hospital and Oak Park Residence Corporation, the house is designed to keep families together with short-term stable housing until they can find permanent housing; to serve as an alternative to PADS shelters for people requiring accessible accommodation and to provide temporary residence for people recovering from medical treatment.

Lynda Schueler, executive director of Housing Forward, says that the need for such bridge housing is great and growing. She points out that 11 percent of PADS shelter clients are families and says that there has been an influx of families in shelters lately.

Two of the six units at Sojourner House will be dedicated to families.

Another need that Housing Forward and Loyola Medicine’s MacNeal Hospital have identified is for those needing medical care who are also facing homelessness. Schueler says of the Berwyn-based hospital, “They’re

highly motivated to stop the cycle. They see eighty to one hundred homeless patients a month.”

Dr. Charles Bareis, chief medical officer of MacNeal Hospital, says that the hospital’s interest stemmed from two coinciding points.

“We were looking at frequent utilizers of our emergency rooms,” Bareis said.

“Often, they have behavioral health issues, substance abuse disorders, homelessness or, very commonly, all three. At the same time, we became aware of work they’re doing at [University of Illinois] in this area, and we started asking, how many of these patients do we have?”

The hospital’s records revealed that over an 18-month period, the emergency room saw 1,400 of these frequent utilizers, a num-ber that Bareis says was galvanizing. “We were shocked at the number and by the realization that there was a group in our community who we may not be serving,” he said.

Bareis noted that there are only 60 beds in all of Chicago for hospitals who are discharging homeless people and that doesn’t begin to meet the need, so most patients return to the street after discharge.

“How do you recuperate on the street?”

Bareis said. “Some medications like insulin need to be kept cold. Wounds need dressing.

What if you need chemotherapy? Even if you can get into a shelter, where do you go during the day?”

Armed with the health care side of the equation, Loyola sought a partner who could handle the housing side of the equation turned to Housing Forward.

At the same time, Loyola Medicine was looking for a solution, the house now known as Sojourner House was no longer being used by the Heartland Alliance to house patients with HIV or AIDS. David Pope, executive director of the Oak Park Residence Corporation, said that as treatment of these populations shifted from a congregate model to a scattered-site model, the Oak Park Housing Authority was left with a property and a question about how to put it to use.

He says that his relationship with the Oak Park Homelessness Coalition pointed out the need for interim housing for certain homeless populations.

“This is a place that people can call home for 24 hours a day,” Pope said. “If you have kids or medical supplies, there’s a real value in this.”

Pope anticipates that the lengths of stay will vary anywhere from 60 to 120 days.

“The goal is for it to be a pipeline to more permanent housing,” Pope said. “It fills the gap that has not been filled in Oak Park or western Cook County. The hope it is that it can be a model for others.”

Pope and Schueler say that Sojourner House became a reality due to the combined contributions of many.

Individuals contributed to the effort: Housing Forward board member Bob Hahn donated appliances and local Eagle Scout Nathan Gallagher built the fence around the property.

Funding and larger projects such as lead abatement, electrical re-wiring, painting and continued medical services are being

provided by community partners including Oak Park Township, the village of Oak Park, Loyola Medicine, Community Mental Health Board, Cook County Public Health, Access, Elevate Energy, ComEd Energy Pro-gram, McAdam Landscaping, Kapetaneas Painting Inc. and the DC14 Apprenticeship Program.

With much community support, Sojourner House has been made over to become a real home. Original elements such as the home’s woodwork and stained-glass windows have been retained, but bathrooms and kitchens have been updated, along with mechanicals.

“The design element is important,” Schueler said. “We want people, as they transition from homelessness, to feel a level of hominess. We want the building itself to be as stable as the supports we offer.”

Schueler and Pope anticipate an August opening for the home, which should house between thirty and forty individual households a year. For Schueler, it is a step in the right direction.

“We don’t want to manage homelessness as is,” Schueler said. “We need to think about how do we resolve the unique needs of the population? This is a unique solution.”

As for the name of the house? She says that sojourner by definition means a temporary place.

“It’s the right word at the right time,” Schueler said.

Sojourner House will open with a Community Dedication on Thursday, Sept.

“should not be seen as a symbol of welcome to immigrants,” according to the New York Times.

Ruiz-Velasco said that the Trump administration’s effort to end chain migration will disproportionately impact the most vulnerable immigrants in the country.

Chain migration is a visa program that allows documented immigrants living in the United States to bring their spouses and children. Ruiz-Velasco said that the program allows families to reunite. Trump has called the program “terrible”.

Cornel West, the Harvard philosophy professor and public intellectual, spoke moments before Amite and railed against the government’s treatment of immigrants, including many women and children who are being detained in overcrowded and dangerous facilities at the border.

“The condition of truth is always to allow suffering to speak,” West said during a roughly 6-minute soliloquy, adding that his analysis doesn’t begin and end with Trump.

“There’s a Fascism in all of us,” West said.

CORNEL WEST Speaking truth from page 1 shared his story on Aug. 24 to roughly 150 people gathered in Oak Park’s historic Unity Temple, the Unitarian Universalist church that worships in the century-old World Heritage Site designed by renowned architect Frank Lloyd Wright.

The crowd gathered to commemorate a historic milestone. It was 400 years ago, “about the latter end of August,” according to the early English settler John Rolfe, that a Dutch ship carrying “20 and odd Negroes” arrived in the colony of Jamestown — the first documentation of the arrival of Africans to what would become the state of Virginia.

For many who spoke on Saturday, that moment was part of an arc of injustice that bends toward the Mexican border today.

“Immigrants and communities of color are historically made the scapegoats of our problems,” said Mony Ruiz-Velasco, the executive director of PASO West Suburban

for other immigrants who live in perpetual fear, some in literal cages at the U.S.-Mexico border, because of President Donald J. Trump’s policies.

the redevelopment is projected to cost $1.8 million.

Troutman & Dams officials explained that the rehabilitation would create between 50 and 60 construction jobs and that the plasma donation center, once its running, will create 40 “new permanent full-time” jobs.

Plasma is the clear, yellowish, liquid part of blood that holds proteins and antibodies used to treat a range of rare, chronic and life-threatening conditions, such as hemophilia. In the United States, people can donate plasma up to twice a week. Troutman’s application explains that Biomat compensates donors by a Visa gift card, “which could result in up to $400 per month in donor income.”

Those plans, however, may be coming to a halt now that the board voted against supporting the county tax break.

During the Aug. 20 meeting, board members and community members who spoke during public comment were almost unanimously against a blood plasma donation center moving into what was once the village’s only full-service grocery store — one right across the street from Proviso East High School no less.

“I’m not a fan of the location of this establishment,” said Trustee Isiah Brandon.

“Maybe somewhere else in the community and I’d be willing to negotiate.”

“You’re asking for an incentive and I’m trying to see how the community wins on this besides just not having a closed building,” said Trustee Nathaniel George Booker.

Trustees Miguel Jones and Antonio Sanchez, who both said that they donated plasma while in college in return for muchneeded cash, were sympathetic to Troutman & Dams’ case, but did not approve of the blood plasma donation center’s location.

Healthy development from page 1 Aldi in June for an undisclosed amount of money in order to lease the property to Biomat USA, Inc. — the Los Angeles-based company that will manage the blood plasma donation center. Biomat USA is a subsidiary of Grifols Plasma, which is based in Spain and is the world’s largest operator of plasma donor centers.

As previously reported, Troutman & Dams recently filed for a Class 7A Cook County property tax incentive, which would assess the property for 12 years at rates lower than the standard 25 percent rate that commercial properties are typically assessed. The property would be assessed at 10 percent of market value for 10 years, and 15 percent and 20 percent in the last two years of the deal, respectively.

The Cook County Class 7A is offered to businesses seeking to locate in areas that have historically suffered from high unemployment rates, a chronic lack of viable commercial development and low median family income levels, among other factors.

James Troutman, a principal at Troutman & Dams, said that his firm could easily see a $114,000 tax bill next year. A Class 7A tax break could reduce that bill to around $46,000 — a roughly $68,000 decrease, Troutman said. In its tax incentive application, the firm explained that the tax break “is key to the redevelopment of the” former Aldi.

Troutman said that his firm has already started environmental remediation on the site. According to the application, construction on the nearly 16,000-square-foot former Aldi store is expected to be finished in October, with Biomats expected to move into the store by December. The total cost of

High School attempting to donate blood plasma — a prospect that prompted Booker to mull the possibility of the village passing an ordinance setting a minimum age for plasma donors.

Proponents of blood plasma donation centers say that they provide people in need of immediate cash with critical financial support while supplying a life-saving resource that’s in high demand.

Critics of the industry, however, say that blood donation companies have made the desperation of poor people into a $20 billion industry. According to a February report in the New York Times, the companies “locate their collection centers disproportionately in destitute neighborhoods, according to Heather Olsen, who, as a graduate student researcher at Case Western Reserve University, examined 40 years of data on collection centers across the country.

‘They’re surgically placing these,’ she said.

“I was surprised to hear there was a sentiment against plasma collection companies,” Troutman told board members on Aug. 20, adding that the stigmatized perception of plasma donation centers as undesirable areas that attract drug addicts is far from the reality.

Troutman said that “clients are rigorously screened” for illegal drug use and chronic disease and that the Biomat has “a vested interest to ensure that those regular donors are comfortable.”

When asked by a board member what might happen if the village voted against the resolution in support of the county tax incentive, Troutman said that his firm “would have to go back to the drawing board” and “figure out how we can make something work in that building.”

That may be much harder said than done, Eric Dams, another principal of Troutman & Dams, indicated. Dams said that before considering Biomat as a tenant, his firm conducted a rigorous search for grocery

retailers and auto part stores, among other prospective tenants. None, however, were interested in moving into the former Aldi location.

“Either the property was too small or too expensive,” Dams said, referencing reasons that businesses gave for why the former grocery store was not attractive. Another major reason is the concentric circle of grocery stores within a two-mile radius of the old Aldi site, said Angela Smith, Maywood’s business coordinator.

“If you go two miles to the east, two miles to the north, two miles to the south and two miles to the west, there’s a grocery store,” Smith explained. “So, it’s hard to attract another grocer to this area, because of that.”

“Despite all of our marketing efforts of over a year to market this to everyone … nobody else had interest until the plasma center showed up several months ago,” Dams said.

Grifols has apparently been attempting to gain entry into Maywood for some time.

In February, the company was before the board with a different broker expressing interest in another former grocery store site, the old Maywood Market Food Center at 615 S. 5th Ave. — a property that is owned by the village. The village board rebuffed those efforts. At the time, Grifols indicated that they would consider an alternate site — the old Aldi at 215 Madison St. — said David Myers, the village’s economic development director.

This time, Grifols did not need to go before the board, because the store is not villageowned and a blood plasma donation center is an allowable use, according to the village’s zoning ordinance, Myers explained.

Troutman said that Grifols’ market research into Maywood and the surrounding areas determined that the old Aldi was an attractive site for a blood plasma donation center.

Maywood board confronts stipend policy Six years after scandal, board members concede they’re not in compliance

In December 2013 — several months after Edwenna Perkins was elected to her first term as mayor — the Maywood Board of Trustees voted unanimously to strengthen the village’s travel and expense approval policy in light of reports that at least one village official was violating the policy.

Six years later, the current board is still routinely violating the travel and expense approval policy.

During a regular meeting on Aug. 20, Trustee Kimyada Wellington scrutinized a series of reimbursement requests up for approval on the village’s most recent warrant list. All of the requests for approval that Wellington questioned were attributed to either Perkins or Trustee Isiah Brandon.

They included $120 donated to help purchase a porta potty for an event held in Forest Park by an organization that Perkins said is connected to Maywood and roughly $270 donated to help pay for entertainment and ice cream at a popup block party that Brandon said he helps sponsor each year in high crime areas throughout the village.

The money for the reimbursed purchases would come from the mayor’s and trustees’ stipends. Each year, each trustee is allocated $6,000 while the mayor is allocated $14,000 to spend on events and initiatives that have a public purpose.

During Tuesday’s meeting, Wellington questioned the process by which board members, in particular Brandon and Perkins, were getting reimbursed and also questioned the nature of the expenses themselves.

According to the board’s travel and expense approval policy, the mayor and trustees can use their stipends “in support of events, activities, and charities organized by, sponsored by, or conducted by nonprofit organizations or businesses that support or benefit the Village as a whole, so long as such events, activities, and charities are not

political or campaign-related in nature or otherwise for a principally private purpose, and are authorized in accordance with the Village’s expense approval policy.”

The policy also states that “in order for an expense to qualify for reimbursement, all elected officials must submit a request for expenditure form, have the expense approved by the Village Board, and then submit a payment request form, including supporting documentation.”

Wellington wasn’t sold that a popup block party hosted in a particular section of the village or porta potties used in Forest Park benefitted the village “as a whole,” as the amended policy states. She also indicated that the proper supporting documentation was not available at the board meeting.

“A porta potty in Forest Park is not for the good of Maywood,” Wellington said.

“Isolated events don’t benefit the whole of Maywood. A popup block party on 20th and St. Charles does not benefit the whole of Maywood. Is everyone invited to this popup block party? I didn’t even know about it.”

Perkins and Brandon insisted that they have supporting documentation like receipts to justify their expenses and that the expenses benefit Maywood.

The mayor and Brandon explained that residents sometimes request donations before there’s sufficient time for the board members to sign off on them. Sometimes, board members can’t be reached to chime in on the expenses, Perkins added.

“You have people calling you asking for support and you don’t have the opportunity to get in touch with trustees and finance to find out if you can do this event,” the mayor said.

Brandon said that the travel and expense policy is “something that we must work out,” before explaining that there were differing opinions on the board about how the expense account should be used.

“In the summer months, you will have a lot of activity happening with block clubs

and different community events you should be supporting and helping to assist in some way and that’s a time when you should use your expense account,” he said. “There are a lot of philosophies about how it should be used and under what threshold.”

But Wellington said that the village’s policy is not a matter of opinion and should not be dismissed by board members when it becomes inconvenient for them.

“We’re operating like we’re a mom and pop shop and we’re not,” Wellington said.

“When residents come to us, we can’t make rash decisions. We have to give them some push back and let them know that there’s an order to follow. If they’re making requests for donations at the last minute to sponsor a porta potty, [we have to tell them] we can’t do that, because we have to get approval from the board.”

Village attorney Michael Jurusik also chided the board for its inability to follow its own guidelines for spending public funds.

“We’re not following the expense policy as written, we struggle to do that,” he said.

The less than methodical way that board members use their expense accounts has prompted the ire of some citizens like Claudia Vandiver, who in the past has urged the board to do away with the accounts altogether, especially since some board members spend more than their $6,000 allotment.

For instance, Brandon has overspent his $6,000 allotment for the last two years. In 2017 and 2018, he spent $8,622 and $7,355, respectively. Perkins was under-budget both years, according to recent village budget documents.

It’s not clear whether or not those board members who have spent more than their allotments have paid the money back.

“Why do we keep doing things that are against the policy that we have?” said Trustee Nathaniel George Booker, who along with Wellington voted against

approving the expenses. Trustee Melvin Lightford abstained.

The board debate on Aug. 20 was reminiscent of 2013, when the village amended its travel and expense approval policy after the Cook County sheriff’s Office of Inspector General released a report alleging that a former trustee spent thousands of dollars in taxpayer funds to take two dozen trips over four years and used her expense account money to donate to a political fundraiser.

The inspector general’s office recommended that the village “beef up internal controls how funds are spent and consider eliminating discretionary spending for trustees,” the Chicago Tribune reported at the time.

The former trustee in question, Audrey Jaycox, told the inspector general’s office at the time that “village rules regarding discretionary funds and travel were discussed when she was elected, but were not reviewed often and no one questioned her about the trips.”

That explanation, however, wasn’t enough for Perkins, who told the Tribune six years ago that Jaycox should have nonetheless followed the village’s policy.

“She knew the rules,” Perkins said. “She’s been a trustee since 2005, and she was chair of the finance committee.”

Perkins said on Tuesday that the board will have another discussion on the policy and could direct staff to make some changes to the guidelines in the weeks to come — a measure that some board members and Jurusik said was unnecessary.

“My suggestion is to follow the policy,” Jurusik said. “I don’t think the board needs to direct anything. It’s in writing. It’s already been approved. We’ve covered this ground many times. Just follow the policy.

That’s an edict that goes to board members and to staff. Just follow the policy. End of story.”

Maywood Police SUV involved in crash on Aug. 25 One officer may have been injured, witnesses say

A Maywood Police officer may have been injured after an erratic driver crashed headon into his police SUV on Sunday afternoon, according to witnesses.

The crash happened on the corner of 17th Avenue and North Maywood Drive, sometime after 1 p.m., multiple witnesses said.

According to witnesses, the driver of a blue Nissan sedan was coming out of the

parking lot of One Stop Express, 1014 S. 17th Ave., when he backed into a black pickup truck and made a U-turn.

“I saw him coming and I tried to move out of his way, but he just hit the back of me and made a U-turn,” the driver of the pickup truck said, adding that there were two other people in the vehicle at the time. None of them appeared injured.

The driver said that the vehicle then drove around the block and was heading west on North Maywood Drive, when he crashed

into the police SUV. “The police officer came up the street and tried to stop him, and ran right into him,” the driver said.

Witnesses said that they saw the Maywood police officer exit the vehicle and proceed to handcuff the man before the officer had to lay on the ground. Witnesses said the officer appeared to be complaining about his leg.

Witnesses said that a female passenger was also in the blue Sedan. As police officers arrived on the scene, they discovered a small

dog in the car, as well.

The conditions of the driver and the passenger are so far unknown. First responders declined to comment on their medical status. All three people involved in the head-on crash were treated at the scene.

Witnesses at the scene said that the driver of the sedan was visibly shaking at some point during the incident, but they didn’t know what may have caused him to drive erratically.

D209 sticks with barber and cosmetology program Despite high costs, small enrollment, board votes to maintain program

During a regular meeting on Aug. 6, the Proviso Township High Schools District 209 Board of Education unanimously agreed to stick with a cosmetology and barbering program that board members admitted has so far seems to have gotten little bang for the buck.

The program is such an excellent opportunity for the small group of students who stick it out, though, that they’re willing to work out some of the kinks before possibly scaling it up in the future so that more students can take advantage of the experience, district officials said.

The board voted unanimously to renew two-year agreements with Miss Robert’s Beauty Academy, where cosmetology students take courses, and Erskine Reeves Barber Academy, where barber students take courses. Both schools are in Hillside.

The cosmetology and barbering program was created in 2014, when 20 cosmetology and 10 barber students enrolled. Twenty students — 10 at Proviso East and 10 at Proviso West — have enrolled in the program each year since then.

Students at East and West are allowed to enroll in the two-year program during their junior year if they meet certain qualifications and secure a recommendation from their counselor. They take core academic courses in the morning before attending the academies in the afternoon.

Instruction lasts until 5:30 p.m.

Tuition, which is $6,200 per student, is fully covered by D209. Students only have to pay for the cosmetic kits that include necessary equipment like styling brushes, blow dryers, clippers and shears.

Before a recent change in state law, the students had to earn 2,000 credit hours before they were eligible to sit for a licensure examination, which meant that they’d have to take the exam after graduating high

school.

Among the first cohort of 30 students in 2016, roughly half of the barbering students completed the program while little more than 40 percent of cosmetology students completed the program, district data shows.

In 2019, 100 percent of cosmetology students and roughly 80 percent of barber students completed the program. The average completion rate of the cosmetology and barber students over four years is 70 percent, with 16 students licensed and 18 preparing to take the license exam this summer. Around 40 percent of students who have completed the program over the course of its four-year existence have gone on to acquire licenses.

Nicole Howard, the district’s assistant superintendent for Academics and Student and Family Services, said during the Aug. 6 meeting that 21 students at East and West are interested in the barber and cosmetology program in the fall.

But 21 students in a district of more than 4,000 is just a drop in the bucket. Add in the costs — paying $6,200 a piece for 21 students amounts to around $130,000 — and the low license rate, and some board members were openly questing the wisdom of the investment.

Howard said that district officials conducted site visits and spoke with students, customers, staff and other stakeholders before concluding that the program has value.

“The students received more than just training to become cosmetologists and barbers,” Howard said. “They also got training in entrepreneurship, building selfesteem, a sense of purpose [and] learning how to deal with customers.”

“I think it’s a great opportunity,” said board member Claudia Medina. “I just think that it’s such a small amount of students being impacted and a lot of funds being allocated.”

“I think it’s an excellent program for the kid who go through it,” said board member Della Patterson. “But if we have 4,000 kids and only 21 are in the program, [I don’t think that’s very equitable].”

District 209 Supt. Jesse Rodriguez said that the district has no plans to eliminate the program; instead, the district will work to scale the program up so that more students can take advantage of it. In the future, district officials said, they might try locating the schools on-site in an effort to contain costs and bring the program in closer alignment with other vocational training.

Howard added that a recent change

in state law that only requires 1,500 credit hours before aspiring barbers and cosmetologists can sit for their license exams should increase the program’s license rate, since that means students will still be in high school, and within a supportive environment, by the time they’re eligible to test.

Going forward, Howard said, the district will limit participation in the program only to students who are the most motivated to finish it and pursue careers in barbering and cosmetology. Previously, the district had established a minimum of 20 students per cohort.

“This allows us to save money on students [who in the past] we pushed and motivated, because we wanted to fill seats,” Howard said.

By COMMUNITY EDITOR Komarek School District 94 is seeking Broadview residents who live in the Harvester or Beverly areas to join the district’s facility improvement steering committee. In a statement, Komarek District 94 Supt. Brian J. Ganan explained the duties of committee members.

“This committee will review the information gathered by the previous steering committee,” he said. “This includes

the scope of the project that was voted down during a spring 2019 referendum. Members of the committee will decide if changes to the scope of the project will be suggested to the Board of Education.”

During the election on April 2, a referendum calling for a $22 million bond issue “to fund a major renovation and expansion of Komarek School in North Riverside” was defeated 59 percent to 41 percent, according to the Riverside-Brookfield Landmark.

Ganan stated that the steering committee

will meet approximately four to six times.

After the committee “has proposed the recommended solution(s), school officials will host community meetings to: gather feedback on the proposed solution(s), provide information on the physical state of the present facility, explain how the proposed improvements will meet Health/ Life Safety requirements, describe how the solution(s) will provide a safe and secure environment, explain how the project meets the requirements for 21st Century teaching

and learning and provide potential tax impact information for residents,” he stated.

Steering committee members will help facilitate the meetings, Ganan explained.

Maywood needs to ditch stipends and get a clue about development

The Aug. 20 Maywood Board of Trustees meeting was more sobering than usual — somber even. To say that the village government majors in the minors would be an insult to minor leagues everywhere.

Consider what happened.

The board spent the first hour of the nearly five-hour meeting talking about board stipends spent on things like porta potties and candy, and debating the merits of a $1,000 donation to a local nonprofit’s gala. Somewhere in the middle of all that, a few board members rightly reminded their colleagues that they aren’t complying with the board’s policy governing how stipends are spent and that they should start doing so. The village attorney concurred.

For much of the next hour, the board waited for staffers to get the board room’s PowerPoint projector to work — to no avail — before entertaining a proposal from a developer looking to purchase vacant, village-owned property and a tax break to build luxury condos and retail along Madison Street. The pitch was never vetted by the village’s team of professional staffers who get paid to vet economic development proposals before they appear before the board.

Most of the third hour was devoted to an

unnecessary bout of rhetorical tug of war between board members about how the village should prepare for the upcoming 2020 U.S. Census.

The village can setup its own count committee; fund its own census-related activities to ensure that hard-to-count residents are counted; update its censusrelated ordinances; apply for any and all local, state and federal grants that may be available to fund census-related activities; and work in tandem with Proviso Township’s much larger, more collaborative census-related effort — all at the same time.

That’s the right approach and the motion on the table could have been modified to be consistent with that approach.

Instead, a dialogue about the U.S. Census devolved into a bitter back-and-forth between village officials. As a result, the motion was never brought to a vote, so Maywood still has not updated its Census Complete Count Committee Ordinance and the committee has neither members nor a budget. The matter was pushed aside, perhaps to be handled (or bungled) at another five-hour meeting.

Another good chunk of the Aug. 20 meeting was devoted to the board listening to another development proposal — this time from a

firm looking to get a county tax break in order to turn the old Aldi grocery store into a blood plasma donation center. There are many valid reasons for why village officials would not want a blood plasma donation center in town or why they at least wouldn’t want it across the street from Proviso East High School. The board acted in accordance with the desires of the many residents who aired their opinions against a plasma donation center online and at last week’s meeting. That’s a show of responsiveness to residents’ concerns that’s laudable.

But the village has to be much more deliberate and strategic about envisioning the kind of community that Maywood has the potential to be; and they have to be more deliberate and strategic in their efforts to realize that potential.

There are so many questions and issues that this current board does not begin to address with sufficient comprehensiveness, deliberateness and seriousness and yet board members have ample time for wrangling over stipends used to pay for candy and ice cream.

Here’s one recommendation. Eliminate board member stipends altogether ($6,000 a year for trustees and $14,000 a year for the mayor). Either put that $50,000 to better

use by, say, paying some bills or hiring desperately needed additional IT personnel to do things like attend to the board’s chronically broken PowerPoint projector or pool all of the $50,000 into a single pot and require residents who want funds from the village for things like block parties and back-to-school events to put requests in writing by a certain deadline. Empower the Special Events Commission, which is currently dormant, to review and vet those requests based on crystal clear, nonpartisan guidelines — just as the village’s liquor commission reviews and vets things like requests for Class M liquor licenses — before the board votes to deny or approve them.

Such a measure may free the board to discuss things of much higher and more systemic importance — like ways of being proactive and aggressive about attracting the kind of development residents desperately want and need; instead of reacting at the last minute to development that is less than ideal.

Trustee Kimyada Wellington hit the nail on the head during her comments on Aug. 20. Maywood needs to stop acting like a poorly organized “mom and pop shop” and act like the public corporation that it is.
