The protests of students, parents and community members who disapproved of the idea of moving Proviso Math and Science Academy (PMSA) in Forest Park onto the campus of either Proviso East in Maywood or Proviso West in Hillside seem to have resonated with Perkins and Will, the architectural firm hired last year to create a master facilities plan for Proviso Township High Schools District 209.

“There was a strong voice to maintain three facilities within the district,” said Michael Dolter, an architect with Perkins and Will, during a June 12 regular board meeting. Dolter said that the focus now is on improving existing infrastructure at all three schools.

Angela Davis, local hero A Maywood woman is alive after being attacked by her own dog on this past Memorial Day and she has the quick-thinking, courageous response of Angela Davis to thank.

On May 28, Sabrina Serrano’s pit bull terrier began attacking her in front of her children on the 1600 block of South 18th Avenue in Maywood. Angela Davis, who was in the area at the time, witnessed the attack and sprang into action. “[Serrano] has three kids,” Davis said during an interview on July 17. “They were the first people I saw come out of the house. They came out screaming, saying, ‘He’s hurting her.’ I thought they were talking about a person, but they said, ‘No, it’s the dog. He’s dragging her out of the house.’”

Davis said that she didn’t think to arm herself before approaching Serrano and the dog. In fact, she wasn’t thinking about herself at all.

“I just thought, ‘Oh my God, she’s about to die in front of everybody on this porch,” Davis said. “I grabbed the dog by the head and threw him off of her.”

That’s when the pit bull started to attack Davis, who said that she only sustained minor injuries from the pit bull. A neighbor eventually rushed to help out, hitting the pit bull over the head with a two by four until Davis was released, according to Maywood Police Lt. Daryl Fairley, who said that police responded to the incident at around 7:30 p.m.

While the man was attempting to save Davis, he accidentally broke two of her fingers. Davis also sustained multiple bites on her forearm and left triceps. She underwent surgery for the broken fingers on July 14.

Davis was honored for her actions during a July 17 regular village board meeting, where Maywood Police Chief Valdimir Talley presented her with a civilian certificate of appreciation.

Davis said she has no special training on how to handle aggressive dogs. In fact, she added, that was the first time she’d ever been in that kind of situation.

“I just acted based on pure instinct,” she said.

Davis said that Serrano is recovering and walking now. The dog, witnesses said, was seriously injured. So far, however, neither witnesses nor police could report on his current status.

Maywood has strict regulations for owning pit bulls. Residents are required to obtain a special permit, and abide by numerous restrictions, if they want to own the breed.

Pit bull ownership is prohibited if a resident lives within 1,500 feet of a school, public park, playground, day care facility or other similar facility, according to the village ordinances.

Last year, a group of Maywood pit bull owners demanded that the village repeal its ordinance regulating pit bull ownership, arguing that it wrongly discriminates against an entire breed of dogs.

Deloren Johnson, Maywood’s animal control officer, said last year that dog attacks in the village are rare and added that whether or not a dog is considered dangerous is less dependent on the breed than the owner.

“The thing about any dog is the way they’re trained. If you train an animal to be aggressive, the animal is going to be aggressive. If you don’t train the dog and it gets loose, it will potentially be a problem,” he said at the time.

Fairley said on July 17 that code enforcement and animal control will follow up with the owner of the home where the attack occurred.

In Bellwood, Kaegi blasts ‘machine politics’ Next county assessor seeking help, input before taking office in December

Fritz Kaegi, the Democratic nominee for Cook County Assessor, visited Bellwood Village Hall, 2350 S. 25th Ave. in Bellwood, on July 19 to lay out his plans to reform the office and invite community leaders to play roles in his transition.

The assessor’s office has been under siege ever since the Chicago Tribune published The Tax Divide, a four-part investigation conducted last year.

The paper’s analysis revealed that “for years the county’s property tax system created an unequal burden on residents, handing huge financial breaks to homeowners who are well-off while punishing those who have the least, particularly people living in minority communities.”

The paper’s articles sparked a backlash that helped propel Kaegi to an overwhelming win in the Democratic primary in March against two-term incumbent and former Cook County Democratic Party Chairman Joseph Berrios.

Kaegi took nearly 46 percent of the vote while Berrios garnered around 34 percent of the vote. A third candidate, Andrea Raila, garnered around 20 percent of the vote.

In Proviso Township, the two frontrunners were separated by fewer than 200 votes, with each of them taking around 40 percent of the vote.

Kaegi, who doesn’t face any serious Republican challenger in the November general election, takes office in December.

Kaegi’s Bellwood visit was his first since the Chicago Tribune published another revelatory article about the assessor’s office on July 13.

PMSA MERGER SCRAPPED Moving ahead from page 1 either of its sister schools was first brought up during a community engagement meeting on Feb. 27, where the architects facilitated a discussion among community members about the state of the district’s facilities — which they found feature low classroom utilization rates and high maintenance costs.

The prospect of dissolving PMSA’s Forest Park campus, an old medical office building, had been introduced by some community members during previous community engagement sessions, the architects said.

The very idea of merging PMSA with its sister schools, however, generated a

show that analysts at the office “often changed home values produced by the office’s computer model, a sign of shortcomings in the system that made the property tax system unfair to less-affluent homeowners.”

The paper also reported that more “than a fifth of home values were adjusted during ‘hand reviews,’ with assessment analysts sometimes relying on websites such as Zillow or Trulia to determine a home’s characteristics […]”

During Thursday’s meeting, which was hosted by the Bellwood Chamber of Commerce and Bellwood Mayor Andre Harvey, Kaegi referenced a February Crain’s report showing that the assessor’s office grossly undervalues downtown office towers like the Aon Center (which sold for $712 million, but that the assessor valued at only $356 million).

According to the Crain’s study, the 50 largest property sales in Cook County over the past five years were sold for a total of $17.1 billion, but the assessor valued them at only $7.8 billion.

“The difference—about $9.2 billion—equals the value of nearly 40,000 median-priced homes in the Chicago area,” Crain’s reported.

Kaegi said that the current way that the assessor’s office values properties “is the direct consequence of a system that is corrupted by a small handful of people at the expense of millions of people across the county who desperately need fairness.”

By “small handful of people,” Kaegi meant an elite group of politicians and property tax lawyers (state Democratic Party Chairman and Illinois House Speaker Michael Madigan, for instance, is both). The latter file for millions in property tax appeals on behalf of wealthy clients while the former routinely accept campaign money from lawyers and wealthy property owners.

Berrios has taken millions in campaign donations from property tax lawyers and has hired several relatives. He has also delayed implementation of a new property valuation system that its creators (and, in a press release, Berrios himself) claimed was more accurate than the system currently in place.

“We all know what happens when governments get corrupted for the political and economic benefit of a select few,” Kaegi said in Bellwood. “Ethical issues, a lack of transparency, pay-to-play and nepotism — these are the hallmarks of machine politics.”

Kaegi said that once he’s installed in office, he’ll rely on a variety of updated methods to calculate property values more accurately.

“We’re in the middle of a data revolution, computing power is getting cheaper and there are all sort of sources out there for how we can calculate the value of people’s homes,” Kaegi, a longtime financial manager, said.

“We’ve got 3-D modeling, we’ve got mortgage data, geographic information systems, other third-party sources, data that used to be trapped in other government offices like building permits,” he said. “This can all be captured and stored at lower cost.”

Kaegi said that he’ll bring “sunlight” and “transparency” to the assessment process, adding that “right now, this office won’t even tell you how they came up with your assessment.”

The incoming assessor said that state’s property tax code requires county assessors to make their valuation standards a matter of public record.

“This is what they do in every other county,” Kaegi said. “We have to do it here.

We will do it here. It’s going to focus the minds of people who work in this office to know that you’re going to be accountable for what you put out there.”

Kaegi described the current system in plain language.

“Right now they come up with a number that they know is probably wrong and then you complain about it and then they say, ‘Yeah, you know what, your number’s probably wrong, you should appeal,’” he said.

“There’s no accountability for how they came up with that number in the first place and guess what? Most people don’t appeal,” Kaegi added. “Most people don’t have time or they don’t know that they can. A lot of people who might not speak English as a first language don’t feel comfortable sticking their neck out.”

Kaegi then laid out a laundry list of tasks that will be waiting for his staff come December, all in an effort to set “a new ethical tone” at the assessor’s office.

He said that he plans to eliminate “pay-toplay” politics in the office, hire culturally diverse and qualified staff, eliminate nepotism, create a public visitor log, and vowed that he will not accept donations from the property tax appeals industry.

“We’re going to measure this office by how we do for the average person who doesn’t appeal,” Kaegi said, before soliciting help, in the form of ideas and expertise, from the roughly 40 community and civic leaders in attendance.

“After the campaign, Mayor Harvey was one of the first mayors we talked to because we want to talk to mayors who want to encourage industrial and commercial investment and we need your expertise,” Kaegi said.

He noted that he’s currently forming a transition team and told people to send their ideas, suggestions, concerns and personnel references (particularly people with datagathering experience) to transition@ fritzforassessor.org.

forceful backlash among PMSA students and families, many of whom mistakenly thought that a merger was eminent even though architects and school board members repeatedly emphasized that the concept was only preliminary and that the board had not taken any formal action on the master facilities plan.

At the June board meeting, Dolter and D209 school board members focused their discussion on pressing capital needs at all three schools. He presented preliminary capital improvement scenarios for each school that were spread out over three phases.

At PMSA, the phase one scenario would include classroom improvements, creating new drop-off and pick-up areas, repaving and installing new physical education fields.

Phase two would feature creating a secure central student commons area and new PE facilities. Phase three would include building new performance arts facilities.

At East, phase one would include

classroom improvements, renovating science labs, moving parking areas adjacent to the building, repositioning the football stadium and installing a multi-sport surface and creating new bus and parent drop-off areas, among other improvements.

Phase two would feature consolidated PE facilities, relocated and expanded performing arts facilities, new career and technical education spaces, and creating a secure central student commons area at the main entry. Phase three would feature expanded playing fields west of First Avenue, and constructing a new athletic fieldhouse.

Some board members said that they would like to see a plan for addressing the district’s mounting immediate capital needs, particularly basic, state-mandated life safety repairs like servicing fire sprinklers.

“There are emergency repairs required by the state that need to be addressed,” said board member Claudia Medina. “How are

we going to start addressing the absolute emergency needs that are requirements for state safety standards for our kids and our facilities? And how are those melded into these phases?”

District 209 Supt. Jesse Rodriguez said that the district is currently on the hook for about $28 million in life safety repairs. He said that the district has about $2 million on hand for making day-to-day capital repairs and improvements.

“We want to make sure that we don’t throw good money after bad money,” Rodriguez said.

“If we’re able to fix something and enhance the learning space, just do it one time only.”

Dolter said that Perkins and Will plans to work with district officials over the summer to identify the district’s detailed infrastructure needs, including critical life safety repairs. He said that they’ll present their findings to the board in the fall.

Broadview mayor unveils rebranded chamber The Broadview Chamber of Commerce now Broadview Business Association

In front of a crowd of roughly 30 small business owners, elected officials and local bank executives, Broadview Mayor Katrina Thompson announced that the Broadview Chamber of Commerce is now the Broadview Business Association.

Thompson made the announcement during a business luncheon held July 18 at the village’s council chambers, 2350 S. 25th Ave. in Broadview. The event was cosponsored by Proviso Community Bank.

“We’ve restructured and reorganized [the chamber, which] will now be the Broadview Business Association,” Thompson said, adding that the new organization has a new logo, a new motto (“connecting the businesses and people of Broadview”), some new functions and is looking to recruit a brand new executive board.

Thompson told those in attendance that her office will “be the support system” for the new association, which she said will provide local businesses and nonprofits with a range of services and resources.

Broadview Clerk Kevin McGrier, who helped establish the Broadview Chamber, will be influential in getting the Broadview Business Association off the ground, Thompson said.

She added that the old chamber “did a good job” getting the “ball rolling, but we just didn’t have great success with that, so we need to just change, rebrand, re-market and do things a little bit differently.”

The mayor said that the new association will help steer members to information on local tax incentives, contract and procurement opportunities, certifications, and business development strategies; provide them with marketing and branding

“In 2012, my home was assessed at $135,000 and in 2017, it’s $128,000,” she said during public comment. “When [my home] was assessed higher, my taxes were $1,500 lower, because of [Maywood’s] local tax rate. Maywood has one of the highest local tax rates in all of Cook County, so it’s very exciting if it’s going down.”

Norfleet said that the recent increase in EAV, which is partly a reflection of the total cost of property values in the village, is a welcome shift from what has been a pattern of negative EAV over the years.

“From 2010 to 2011, the drop [in EAV] was 21 percent across the board in terms of residential, commercial and residential properties,” Norfleet said.

“Since that point, EAV has had a negative value except for 2014, when there was a

reassessment and the increase was a little more than 4 percent. The following year, without a reassessment, the EAV dropped [by roughly] 8 percent.”

Norfleet said that the 2016 EAV was the first time outside of a reassessment year that the value increased, by around 3.6 percent.

“And now, we’re at 13.2 percent,” he said.

“I can’t imagine how many years we have to go back to find that there’s been a more than 10 percent jump in EAV for Maywood. Most certainly, not in the last 15 years.”

Norfleet said that the 9.4 percent tax rate reduction applies to residential, commercial and industrial properties combined. He said that he’ll be able to offer more detailed rate information on those specific classes of properties soon.

He cautioned, however, that not all property owners will see big tax reductions.

“Some people’s properties are still being devalued while others’ property values are

going up,” he said. “But if you hover above the [median property value], you’re going to get a reduction. If your EAV didn’t climb very high, that will represent some saving and a reduction in the amount of taxes you pay.”

According to Craig’s list, Norfleet said, the median home value in Maywood has increased by 24 percent over last year’s median value — going from $89,000 to $121,000.

He added that residential properties are taxed at 10 percent of their market value.

“The fact that our property taxes are being decreased by this large percentage is huge and we should be shouting this in the streets,” said Maywood Trustee Antonio Sanchez during Tuesday’s board meeting.

“This is a huge positive aspect in our lives.”

NEWS briefs Maywood among Crain’s list of 31 hottest suburban housing markets

Broadview joins lawsuit against opioid makers, distributors

Maywood’s housing market is hot, according to a recent Crain’s Chicago Business analysis.

The village made the publication’s list of 31 suburbs in Cook, DuPage, Lake and Will counties where “the housing market showed strong vital signs in the first half of the year.” Crain’s “crunched the data on 196” total municipalities in those three counties.

The suburbs all have one thing in common, the publication noted. They’re all places where “buyers have confidence that they’re buying in a good place and getting more for their money than (they will) later,” according to Agnes Halmon, a Coldwell Banker agent.

The 31 hot suburbs were divided into three categories: “affluent towns that have been doing well for years and stand out from their neighbors this year for having improvements in all three vital signs; middle-priced areas, and lowest-priced suburbs […] which the years-long wave of foreclosure rehabs has finally reached.”

Maywood falls into that third category, along with suburbs like Dolton and Harvey.

In all suburbs, “the number of home sales [was] 25 or more in both first-half 2017 and first-half 2018,” Crain’s reports.

This is the second consecutive quarter in which Maywood has shown signs that its housing market is heating up.

During the first quarter of 2018, homes sold faster in Maywood than most other Chicago suburbs, according to an April Crain’s Chicago Business analysis of data provided by Midwest Real Estate Data and the Chicago Association of Realtors.

Attorneys with Edelson PC, a Chicagobased law firm, recently filed yet another mass action lawsuit against at least 20 pharmaceutical companies and a group of three doctors who owned a now-defunct pain clinic. This time, Broadview and Maywood are among the plaintiffs.

During an interview last month, Ari Scharg, a partner at Edelson PC, said that the doctors, most notably Dr. Joseph Giacchino, operated the clinic as “one of the biggest pill mills in the country.” The clinic was located in Melrose Park before the doctors moved the business to North Riverside.

On May 23, Edelson filed an eight-count lawsuit in state court on behalf of 11 Illinois municipalities, including Melrose Park and Bellwood, against the defendants.

That lawsuit seeks monetary damages as a result of a “civil conspiracy” on the part of the doctors and drug firms comprising deceptive marketing, fraud and negligence, among other claims.

On July 19, Edelson filed a similar lawsuit against the same defendants, but that included 13 additional plaintiffs — Broadview and Maywood among them.

The village boards in both of those towns had voted unanimously to retain Edelson in May, shortly after the firm filed the first lawsuit. Maywood’s decision to retain Edelson has already been reported.

During an interview on July 20, Scharg said that filing multiple lawsuits against the same defendants was largely a procedural tactic meant to accommodate the many municipalities that are agreeing to join as

plaintiffs at different times.

He said that a third lawsuit, which is similar to the ones filed in May and July, will be filed on behalf of even more plaintiffs in the coming weeks. Scharg said that he suspects the cases will be consolidated into a single case eventually.

Tenet to sell Westlake Hospital Tenet Healthcare announced it has entered into an agreement to sell Westlake Hospital in Melrose Park, along with two other hospitals to a company jointly owned

by TWG Partners and Pipeline Health.

The partnership is particularly notable because TWG Partners is founded and run by Dr. Eric Whitaker, a close friend of Barack Obama, according to news reports.

The other two hospitals are West Suburban Medical Center in Oak Park and Chicagobased Weiss Memorial Hospital.

TWG is a Chicago-based health care firm and Pipeline is a national hospital operator.

Pipeline, which purchased a hospital from Tenet in Dallas earlier this year, will manage the three hospitals, according to a letter by West Suburban Chief Executive Officer Joseph Ottolino addressed to West Suburban’s governing board. Wednesday Journal obtained the letter on July 18.

According to a Chicago Tribune report, Tenet CEO Ron Rittenmeyer stated on July 18 that he believes the “three hospitals will have a ‘bright future’ with TWG and Pipeline.”

Rittenmeyer said that Pipeline and TWG “share our commitment to delivering high-quality care to patients, providing physicians with excellent service, and

supporting caregivers and other colleagues in working to do what’s best for patients and the surrounding community.”

The involved entities did not disclose the terms of the sale, which requires regulatory approval. The Chicago Tribune reported that the sale is expected to close late this year.

Officials with Westlake Hospital, which has 225 beds according to its website, could not be immediately reached last Wednesday afternoon for comment.

Ross Dress for Less opens new Broadview store Ross Dress for Less will open the doors of its new Broadview location on Saturday, July 21, according to a recent statement released by company officials.

The new 22,000-square-foot store, located in Broadview Village Square, at the northeast corner of S. 17th Ave. and W. Cermak Rd., is one of three new Ross stores opening across the Chicago metro area that day, Ross officials said.

Ross Stores, Inc. is based in Dublin, Cal., and currently operates 71 stores in Illinois and nearly 1,500 in 38 states across the country, in addition to Guam and the District of Columbia. It also owns and operates more than 200 dd’s DISCOUNTS nationwide.

The publicly traded company generated around $14 billion in revenue last year. It’s considered the largest off-price apparel and home fashion chain the country.

Rebranded, Quinn Center looks to future The organization has new director, new logo and new strategic direction

On the afternoon of July 18, a group of kids gathered on a stage inside of the Quinn Center, 1845 S. 9th Ave., in Maywood to learn Peruvian dance from instructor Rubin Pachas of the Peruvian Folk Dance Theater.

“I’m from Peru, I have my dance company, but here in the United States, we have to learn dances from around the world,” Pachas said.

Pachas represents one of four nonprofits that provided programming for a summer camp at Quinn — the first camp it has conducted since the organization hired a new executive director earlier this year, capping off a major overhaul of the venerable community institution.

Quinn has changed its programming format and its logo. It even has a new name.

It’s no longer the Quinn Community Center, but the Quinn Center of St. Eulalia Church.

The organization’s mission, however, is still the same.

“The mission — health, justice and peace — is still the same,” said Kristen KierulfMighty, Quinn’s new executive director.

“How we go about the programming and support system is a little bit different.”

Kierulf-Mighty said that there’s more organizational discipline than in the past and a greater focus on seeking funding.

She said that the organization raised around $56,000 to operate this year’s summer camp, which served 145 children in first through eighth grades and employed 47 teenagers. The camp ran from June 25

through July 19.

Most of the money and in-kind donations for the camp came from individual donors, local businesses and other parishes.

“We’re trying to be a little bit more deliberate with having an array of programming that supports all aspects of our mission at all times,” she said. “And our mission is a bit broader [than before].”

Along with Pachas, other nonprofits operating programs for this year’s summer camp included the Firebrand Arts Network and Gateway to Music and Arts.

Brandie Booker, the founder and executive director of Firebrand, said that her organization is offering poetry and improvisational courses to students.

“We talk about the benefits of doing improv and how it kind of keeps you

sharp and listening and responsive to your partners,” she said. “And it’s fun.”

Quinn is also looking to grow its social footprint, Kierulf-Mighty said.

“One of our objectives is to be able to move beyond Maywood and start moving toward our mission, which includes serving all of Proviso Township,” she said.

In the meantime, there’s still some sprucing up to do, Kierulf-Mighty said. She envisions freshening up the hallways with brighter coats of paint and adding more technology resources for young people.

“We have generous donors who gave us technology equipment, so hopefully we’ll be able to get a tutoring center and computer center setup for the fall,” she said. “That’s my plan.”

New support group at East to help boys become men

Growing up, “I never really stopped to think about what it is to be a man,” said Zachary Draves.

The 26-year-old said that he idolized traditional male, pop culture icons Michael Jordan, NASCAR driver Jeff Gordon and John Travolta. He realized his masculine identity through their terms.

“I first saw ‘Grease’ when I was eight years old and it’s my favorite movie to this day,” he said. “Travolta projected an image of masculinity that was very traditional and had a lot of charm.”

Over the years, Draves has had more time to focus on what it means to be a man, and how he wants to treat women.

In 2012, the U.S. Centers for Disease Control and Prevention (CDC) estimated that teens 16 to 19 years of age are more than three times more likely than the general population to be victims of rape, attempted rape, or sexual assault.

The CDC report also found that approximately 1 in 5 female high school students reported being physically and/ or sexually abused by a dating partner.

Draves aims to decrease these statistics. He is now employed by the Pillars Community Health domestic violence shelter as a Male Ally Domestic Violence Educator, and works with Proviso East High School social workers and students to reduce those numbers by helping the boys at Proviso East redefine their masculine identities.

“I go out into the community and give presentations about domestic violence, dating violence, and family violence,” said Draves, adding: “I’m especially focused on reaching out to male dominated spaces to talk about what us men can do to stop domestic violence and take a hard look at what it means to be a man in this society.”

Draves is working to set up a group at Proviso East in which boys can have discussions about masculinity and gender violence. He and school collaborators have the vision of the gathering becoming something of a support group, which would meet either during or after school.

Although the group would be for boys only, it would have both a male and female facilitator so “they can see that men and women can actually work and lead together.”

He wants to organize the group around

the philosophy of nonprofit A Call to Men, whose website states that the organization aims to “help create a world where all men and boys are loving and respectful and all women and girls are valued and safe.”

Draves, who is also working on a master’s in social work at Aurora University, hopes to implement a weekly program at Proviso East where athletes get together and talk for 15 minutes, maybe before practice, about things like healthy relationships, respect for women and healthy masculinity.

The program, titled Coaching Boys Into Men, would span 12 weeks. It was created by an organization called Futures Without Violence, which believes that “athletic coaches play an extremely influential and unique role in the lives of young men, often serving as a parent or mentor to the boys they coach,” according to its website.

“They will listen to someone who is a former athlete and who knows what the athletic world is like,” Draves said. “I don’t talk down to them nor do I say that they are the problem. We just have an open conversation. It’s all about becoming more aware. Pointing fingers doesn’t get you anywhere.”

In high school, Draves played on the varsity basketball team, even going on to play college ball for two years at Rockford University.

But he was bullied. He struggled to fit the different parts of his life into a coherent identity.

“School was kind of challenging in that regard,” he recalled. “I was picked on a lot, had trouble making friends and had a lot of insecurities.”

It was during his time as a college student that he developed a love for social work.

His difficulty with relationships in high school made him sensitive to people around him who were having a rough time, which motivated him to help organize a domestic violence awareness month on campus.

Draves said he’d love to reach to the elementary and middle schools, student organizations, youth groups and churches, and adds that he tailors his presentations so they are appropriate for whatever age group he is addressing. VILLAGE perspectives When is change going to come!

I currently live in a 20-plus-unit building, on a block that has six other homes and another four-unit rental building. In 2013, when this building was renovated and opened, the village deemed it as a unit that “did not require” off-street parking.

Although I’m not an economic development scholar, I could honestly estimate that at least 10 to 12 cars would come from this building alone, adding to the number of cars from other residents that had already been parking on the block overnight.

The overnight parking ordinance is designed to make the streets clear of cars so that street sweepers and plows can get through when necessary. Got it. In 2013, I was aware of the overnight parking ordinance that the village had and still has. When I looked at the situation on my block as it pertained to the number of cars and then referenced the overnight parking ordinance, I began to look at things differently because none of the residents were provided notification about the

overnight parking ordinance at the time of rental or at the time they purchased their homes.

Also, in 2013, I asked if I could get a copy of any documentation that verified the village giving the owner notification of the ordinance to share with all tenants in an effort to comply with the village ordinance. … (crickets) …. I never received a copy.

Well, I’ve always been told by Maywood’s economic development director that this ordinance is “conveyed” to the owners of multi-units with no parking area. I also am aware that all of our multi-unit buildings have different solutions to this overnight parking ordinance.

That means some multi-units have been exempt from the ordinance while others have to abide by the ordinance. Where is the consistency?

I was advised by Maywood’s police chief in 2013 to speak with an officer to try to get this resolved fairly. Upon speaking to an officer and a commander, they understood our plight with overnight parking in this area.

We all mentioned that having to park at the opposite end of the block could be somewhat unsafe due to block’s poor lighting, in part a condition of the low-

hanging tree limbs in the parkway. (I believe in 5 years, our trees were trimmed twice and that was only due to a request). After speaking with the officer and commander, they recommended that few, if any, tickets would be written until a resolution had been made by the village.

I and other residents in this building had went three years with few to no tickets. The last time I checked on the issue, I was told a resolution had not yet been made. All of a sudden, June 2018 comes and all of us at this building received at least five tickets per household in one month for overnight parking.

When I addressed this issue at the board meeting on July 17, I was basically told to pay the tickets and pay for a $200 overnight parking sticker for the year and be quiet.

When asked a few times before about an annual total revenue amount for overnight parking stickers purchased … (crickets again).

At last Tuesday’s board meeting, the police chief was proud to say that his department wrote 1,700 tickets for the month of June!

Other than overnight parking, what other vehicle violation tickets have been written?

Speeding? Running a stop sign? Loud music?

Loitering? Sagging pants? Moreover, the economic development director often evades the issue to get you on your way out of his.

So what do you do as a resident?

I have given the village four recommendations and am willing to sit on a committee and actually find solutions to address not only overnight parking, but other issues that are choking the residents for these problems that we all may have experienced while feeling slighted.

No one is perfect but when the village makes a mistake, they should take the higher road, own it and correct it to eliminate similar challenges in the future. This is one way you begin to build community harmony within a village. It seems as though we keep going around and around and around and never reach a solution that’s fair and conducive for both the residents and the village! I am yet hopeful that this issue will be addressed fairly.

Man on fire My first real encounter with the man some call “The Don” was at his place of business where you could find him working almost all of the time. He invited me to attend midday worship services at his church. I accompanied him for over a year to these services. It was from these services that I learned Rev. Don Williams’ most important characteristic was that he was a man on fire for the service of our Lord Jesus Christ.

His faith was the center of his life. He moved and had his being in Jesus. It was this inner fire that burned so infectiously that it motivated others to emulate him. I believe that he was blessed with longevity for his sincerity.

Anyone who knew Rev. Williams knows that he sculptured his language. He enunciated and pronounced each word very carefully as to always say exactly what he meant. I believe it was his training as a pharmacist to say the exact right thing — never being excessive, because as a pharmacist to be excessive in any way could be dangerous. He was always precise in his usage of words.

Rev. Williams didn’t scratch where it didn’t itch and he didn’t laugh at what wasn’t funny. He was a serious black man always about his father’s business.

He believed that black men had a special role to fill in the family and greater community. He had a magnificent smile and a wonderful sense of humor. And he had absolutely no time for fools or foolishness. He believed in being a good steward of both time and money.
