For all intents and purposes, one municipality in Proviso Township just hit the jackpot. The Illinois House and Senate passed a bill on June 2 that would authorize the construction of six new casinos in the state. And the portion of the revenue from a proposed casino to be built in Chicago would go to the village of Maywood.

According to the language of Senate Bill 0690, $1 for each person “embarking on a riverboat or entering a casino” in the city will go Cook County, $1 will go to the state, $0.70 will go to the city of Chicago, $0.15 will go the village of Maywood and $0.15 will go the village of Summit.

John Prine, Grammy-winning artist and Maywood native, returns to his Chicago area roots

John Prine, the Grammy-winning songwriter who was born and raised in Maywood, was in town on June 6 for an event at Val’s Halla, a popular record store in Oak Park. Prine was at the store to sign his newest album, “Tree of Forgiveness.”

Doug Deuchler, an author, local historian and himself a former Maywood resident, posted an intimate reflection on Facebook about Prine. Deuchler attended the album signing: “It’s his first album of new material in 13 years,” Deuchler said. “John and I are the exact same age, born in October 1946. He returned from the Army in 1968 as I began teaching at his former high school, Proviso East.

He was my mailman on 5th Avenue in Maywood.

I taught his brother BILLIE PRINE, also a popular musician, in American Lit during the turbulent late ’60s– the riots at Proviso. I played John’s first album that came out in 1971 so much that I wore it out.

It had such great songs–like ‘Hello in There,’ ‘Sam Stone,’ and ‘Illegal Smile.’ John Prine was a central, influential figure in the Chicago folk revival. I remember following him at the Earl of Old Town, The Bulls, and The Quiet Knight. He was very funny and nostalgic about his younger days. He did this event to give a little boost to Val’s, struggling lately like many small record stores (Val passed last year).”

Coming windfall? from page 3 into millions of dollars a year in automatic revenue, said Senate Majority Leader Kimberly Lightford (4th) — a Maywood resident and the lawmaker most responsible for setting the village up for the potential financial windfall.

Lightford said that Maywood and Summit were selected based on the extent of their needs. The lawmaker cited a variety of criteria, such as poverty levels and even food desert status, to make the case for why those communities deserved a share of gambling revenue.

The arrangement isn’t new. When Rivers Casino in Des Plaines opened in 2011, the host city agreed to share some of the revenue it receives from the casino with 10 in-need South Suburban communities: Dixmoor, Ford Heights, Hodgkins, Phoenix, Robbins, Harvey, Markham, Riverdale, Summit and Chicago Heights.

From 2011 to 2017, those communities received nearly $32 million in casino income from Des Plaines, the Journal and Topics reported. Lightford referenced data that shows the running total could be nearly $48 million.

“I was really bothered by [the Rivers City revenue-sharing arrangement], because Des Plaines feeds into the West Suburbs — not the South Suburbs,” Lightford said, adding that she was determined to make sure that the West Suburbs aren’t overlooked this

time around.

“I asked how we could spend money from the Chicago riverboat to support [economically distressed] areas that were within 15 miles of it,” she said.

According to a Chicago Tribune report, some possible locations for a Chicago casino “range from the former Michael Reese Hospital site near McCormick Place to the former locations of the Stateway Gardens and Robert Taylor Homes public housing developments along the Dan Ryan Expressway.”

Wherever it’s located, however, the revenue-split with Maywood and Summit would still stand, Lightford said.

The senator said that she had also recommended that Bellwood and Broadview be considered for a portion of the gambling revenue, but that those suburbs did not meet

the criteria of communities most in need of the funds.

Lightford said that state officials are still working on precise revenue projections, but that Maywood could likely realize at least a few million dollars a year.

She said that the village will receive the revenue indefinitely, unless changes are made to the law. The bill still awaits the signature of Gov. J.B. Pritzker, who has been vocal about his support of the measure.

“That money will lead to major improvements to the village’s infrastructure and more,” said state Rep. Emanuel “Chris” Welch (7th). “I’m proud to work with Majority Leader Lightford to bring it home.”

Maywood Mayor Edwenna Perkins could not be reached for comment before last week’s deadline.

meeting, Maywood Village Manager Willie Norfleet, Jr. said that while the “pool is in disrepair currently,” the village is working to fix the concrete at the pool’s base and to “move electricity out of the lower level storage area that floods,” in addition to making some other capital improvements.

Norfleet said that “in all likelihood, there is still the intention of having the pool open perhaps in mid-July, with lifeguards and maybe restricted hours.”

Since 2017, the West Cook YMCA has partnered with Proviso Township High Schools District 209, Proviso Partners for Health and other entities to provide lifeguard training to area young people,

many who have went on to work summers at Fred Hampton.

This summer, Jimenez said, all of those young people who would have been employed at the Maywood pool have been reassigned.

Jimenez said that the YMCA will allocate $10,000 in scholarships to its summer camp and provide 50 enrollment spots exclusively to Maywood residents for its free Safety Around Water lessons.

In a letter sent to village officials on May 10, Jimenez wrote that the West Cook YMCA “deeply appreciates and values the continued partnership” with the village.

He said that over five seasons, the

partnership between the YMCA and the village has generated more than $19,000 in contributions to offset costs to Maywood.

The village and the West Cook YMCA each contributed $60,000 in 2018 toward operating and maintaining the pool.

Jimenez added that over the course of five seasons, more than 720 residents took Safety Around Water classes and pool attendance increased ten-fold, from 900 to 9,000.

The last time the Fred Hampton Aquatic Center’s season was threatened was in 2012, when the pool closed for repairs.

The pool sustained so much damage that a key entity responsible for helping to maintain and operate the pool thought it wisest to sit the season out and recommended that the village focus on structural repairs.

Village officials, however, have said that they still plan on opening the pool this year, even if that means opening it late and having to operate the facility on their own — something Maywood hasn’t done in years.

Officials with the West Cook YMCA, which Maywood has contracted to manage the pool since 2011, announced last month that the Oak Park-based organization will not be operating the aquatic center this summer due to the pool’s condition.

“Two things happened in the winter of 2018,” said Phillip Jimenez, the West Cook YMCA’s president and CEO, during an interview on May 13.

“The long rainy season, coupled with that very cold weather we got for 48 to 72 hours caused spider cracks to form in the pool’s cement foundation,” Jimenez said. “With the polar vortex, the pool started to just pop.”

Jimenez said that roughly 19 to 20 holes — ranging from the size of a cell phone to the size of a book bag — formed in the pool’s concrete base. There was also damage along the pool’s walls, he said.

Jimenez said that, with the pool scheduled to open in early June, his team of lifeguards and other personnel required to operate the pool would not have enough time to train and prepare ahead of the start of the season.

Jimenez said that he recommended the village spend this season investing in comprehensive repairs to the half-centuryold outdoor pool in anticipation of the 2020 season.

The real reason behind Bushwood’s demise

Golf season is in full swing, so I lament the loss of Bushwood Driving Range. It operated on the west bank of the Des Plaines River at Madison Street from 2002 to 2010, literally a stone’s throw from Forest Park. I assumed Bushwood closed because it was no longer profitable, but there was a darker reason for its demise.

Rick and Raffiella Hanson started Bushwood. Rick’s brother, Craig, was also a key player. Craig gave me property tax documents that spelled out the real reason Bushwood closed. It’s a shame because the Hanson family has deep roots in Maywood.

LL Hanson was a crane company that migrated from Chicago to Maywood in 1952.

Richard L. Hanson Sr. operated the company and his sons, Rick and Craig worked there.

They learned trades like welding and excavating and the company prospered for

years.

After LL Hanson closed in 2002, Rick and Craig looked to launch a new family enterprise. They were avid golfers and thought this area needed a new driving range. They leased the property in 2001 and constructed the range.

It took them a year and a half to build Bushwood. Rick did the excavating and the brothers installed the sewers and put up 75foot wooden poles to support the screens.

They opened a single-level, summer-only facility but had bigger plans. In 2007, they purchased the 8 acre parcel for $10,000.

The site is a former landfill that contains ash from incinerated waste. A clay cap covers the refuse but the soil is not stable enough for building. Only the north end of the property was suitable. That is where the Hansons constructed a pro shop and added a second level of tees.

They also added “monster” steel poles, set in cement, after storms twice toppled their

wooden poles. They installed putting greens and brought in teaching pros. The range had long hours, from 6 a.m. to 11 p.m., so they hired extra help during the summer.

The brothers practically lived at the range.

Craig slept there during snowstorms to make sure the dome stayed intact. Raffiella worked the cash register, along with their daughter, Lauren, who practiced at the range and became the top golfer on OPRF High School’s team for four years. Many local high schools practiced at Bushwood, including Proviso East.

Bushwood thrived as a community of golfers. Rick calls golf the “last honest sport” and admires the good manners and etiquette it teaches. For eight years, family members worked 12- to 14-hour days to make the range a success. Plus, Rick had invested $980,000.

Then it all came crashing down, like poles toppled by a storm.

Bushwood’s property taxes had initially been $10,000 to $15,000. In 2010, they

skyrocketed to six figures. The owners filed an appeal and received a reduction but in 2017, the taxes were $301,783. That’s the tax bill for a former landfill, situated in a flood plain, which the Illinois EPA has deemed only useable as a driving range.

The Hansons weren’t the only victims of dramatic property tax increases. According to a spokesperson for Cook County, “The system was discriminatory to those who couldn’t afford to hire attorneys annually to appeal their property taxes.” To make up for tax breaks for the wealthy, the assessor shifted the tax burden to lower-income property owners.

Rick and Raffiella filed bankruptcy for the business. They still own the property but it’s saddled with back taxes, so there are no buyers. The Village of Maywood may be considering developing the property but village officials didn’t return my calls.

Maywood Park District commissioner censured

A Maywood Park District commissioner was censured earlier this year by her colleagues for allegedly behaving in a manner “unbecoming of an elected official” during an Illinois Association of Park Districts conference in January and reprimanded last month for reportedly violating board policy. The commissioner has denied both claims.

The park district board voted on March 12 to censure Commissioner Arnettra BarberBurnside, who has been on the board since 2015.

According to the resolution of censure obtained by Village Free Press, BarberBurnside “failed and/or refused to conduct herself in a responsible and professional manner that reflected favorably upon the district” while attending an IAPD conference Jan. 24 through Jan. 27 at the Hyatt Regency Chicago.

The resolution was voted on by Commissioners Alisa Buchmeier, Terrance Jones and Dawn Rone, the board president.

Commissioner John Rice abstained. BarberBurnside was absent during the March 12 meeting.

In the resolution, the commissioners claim that Barber-Burnside “displayed an unbecoming ‘do not disturb’ or ‘bother me’ demeanor towards all persons seated at the table who attempted to engage her in conversation or otherwise interact or socialize with her.”

The commissioners also claimed that Barber-Burnside “rudely and abruptly yelled” at Lonette Hall, the Maywood Park District’s executive director, while

the two were checking out from the hotel and that Barber-Burnside “displayed an attitude of antagonism, contention and/or indifference” during a social event at the conference that was “open and obvious to all who were seated at the table, including IAPD and other park district representatives.”

The commissioners said that an IAPD staffer recommended to Hall that the board “give consideration to attending IAPD’s boot camp to learn how a board member should conduct himself or herself.”

The censure resolution also notes that during meetings, Barber-Burnside “without cause or provocation, speaks over or interrupts other board members, and otherwise speaks without being recognized to speak or having the floor in contradiction to the Board’s governing rules of order.”

Hall and Rone declined to comment on the censure. Officials with the IAPD could not be immediately contacted on June 9.

Buchmeier said in a phone interview on May 31 that she had a contentious relationship with Barber-Burnside and that the claims in the censure are true, adding that BarberBurnside’s behavior “is always loud and always confrontational.”

Buchmeier was appointed last year to fill a vacancy created by the death of former commissioner Bill Hampton and lost her bid in April to serve out the remaining two years of Hampton’s term to new commissioner Anthony Harris.

In a phone interview on May 31, BarberBurnside denied the claims, saying that her colleagues were trying to “assassinate my character.”

During the April 2 election, two candidates that Barber-Burnside supported — Harris and Melody Young — were elected to the

5-person board. They replace Buchmeier and Jones on the board.

The addition of Harris and Young gives Barber-Burnside, who served a term as board president in 2017, a good opportunity to reclaim the position of board president when the commissioners vote to appoint and elect new officers on June 11.

“There is no validity to what is being said,” Barber-Burnside said of the claims about her behavior. “I just think that because there’s a new board, people want to sabotage.”

The March 12 censure wasn’t the only time that sitting board members chastised Barber-Burnside for alleged misbehavior.

During a Board of Commissioners meeting on May 14, when new commissioners were sworn in, Dawn Rone, the current park district board president, reprimanded Barber-Burnside for reportedly violating board policy.

Rone said that Barber-Burnside tried to switch the official May 14 meeting agenda with another agenda that included the nomination and appointment of new board officers and motions to appoint and retain the park district’s accountant and legal counsel. The unlawful agenda was signed by Barber-Burnside, Young and Harris.

During the May 14 meeting, Rone said that on May 12, Barber-Burnside “on her own, and without making any attempt to contact me as this board’s president” told a park district employee “that the agenda that had been timely posted by the district for tonight’s meeting had the incorrect meeting date on it and that she need to post a corrected agenda. Her claim was, and is, utterly false.”

Rone said that “both Commissioner Burnside and the two newly-elected

commissioners signed this ‘new’ agenda does not make that agenda or its posting lawful or official,” before explaining that Harris and Young signed the document before they were officially sworn into office.

“Since neither was qualified to accept and assume their positions, both acted without authority in preparing, directing or signing the unofficial agenda that Commissioner Burnside posted on Mother’s Day under false pretenses,” Rone said.

Rone also referenced the park district’s policy manual, which states that annual meetings to elect and appoint new board officers take place in June — not May. The board policy also stipulates that the process for preparing all meeting agendas is a function of the executive director.

Commissioners who want to add particular items to the agenda are required to submit a written request, along with supporting documentation, to the executive director ahead of the meeting.

“Commissioner Burnside did not submit any written request that any particular item be included on the agenda at any time,” Rone said on May 14. “Instead, she posted her own self-serving agenda without any legal authority, thereby unnecessarily creating a potential for public confusion and scorn.”

Barber-Burnside said she and the other two commissioners requested a special meeting, but that once Rone “said there would not be a meeting, it was no meeting.”

When asked about the separate meeting agenda that she and the other commissioners apparently signed, Barber-Burnside said that she was not aware of the document and that it could have been doctored.

NEWS briefs Danny K. Davis honors Bellwood students A group of Bellwood students involved in an initiative to help out area senior citizens was recently honored by Congressman Danny K. Davis (7th).

During one of his regular town hall meetings on May 30, held at Bellwood Village Hall, 3200 Washington Blvd. in Bellwood, Davis presented Roosevelt Middle School eighth-graders with certificates of appreciation.

The students were participants in the Community Service Leaders program, which launched earlier this year. The students earned the required 30 service hours they need to graduate by helping local seniors with household chores, shoveling snow, yard work and other small acts that made the lives of the seniors brighter. The program was created by Constance Riales — the secretary of the Bellwood Public Library Board of Trustees and a Maywood Senior Club member.

Davis said that, in addition to the certificates, he plans on making a proclamation on the floor of the U.S. House of Representatives in honor of the students sometime soon. The lawmaker said that he plans on thanking each student by name and commending Roosevelt for utilizing the program “to acquaint its eight grade students with principles and practices of democracy tools for everyday living.”

The praise didn’t stop at Davis. During the May 30 town hall, Bellwood Mayor Andre Harvey also lauded the young people.

“The young people are so special because they’ve volunteered their time to give back to our community,” said Harvey. “Cutting our seniors’ grass, [shoveling] our senior citizens’ snow. They’ve even gone to our senior citizen centers.”

IL House OKs Westlakerelated bill to make hospital closures more thorough SPRINGFIELD – Hospital owners might not be able to close their facilities as quickly under legislation passed this week by the Illinois House.

In May, lawmakers approved a similar but lessened version of legislation drawn initially in response to the planned closure of Westlake Hospital in Melrose Park.

The earlier legislation, House Bill 123, would have given the governor the ability to reverse any decision made by the state’s nine-member Health Facilities and Services Review Board, which authorizes hospital closures.

Instead, Senate Bill 1739, approved unanimously in the House, removes from current law a provision allowing hospital owners to fast-track a closure through an “exemption” process with the review board.

If the bill becomes law, owners would

need to go through the standard and more thorough permit process, which gives the board broader range to consider factors such as how a hospital closure could impact a community.

Rep. Kathleen Willis, a Democrat from Addison, represents the district that includes Westlake Hospital, whose owners are in a legal battle with the city over their attempt to close the facility. Pipeline Health acquired the hospital in January and soon began closure processes.

Willis said the Legislature made a mistake several years ago when it made it possible for hospital closures to go quickly through the exemption process.

That change in law, she said, “allowed an unscrupulous hospital owner to come through and possibly close my hospital in my district without going through the proper channels.”

“No other communities will go through the same upset that I did,” Willis said.

Willis said the bill has the approval of both the health facilities board and the Illinois Health and Hospital Association.

Because House lawmakers approved an amendment to SB 1739, the bill returned to the Senate for final approval before being sent to Pritzker’s desk. The bill is sponsored in the Senate by Chicago Democrat John Mulroe, and in the House by Rep. William Davis, a Democrat from Homewood.

A movie is filming in Maywood A production crew has been in Maywood filming at various locations, said village officials during a June 4 regular Board of Trustees meeting.

David Myers, the village’s community development director, said that the village received a $10,000 deposit in rental fees for the filming of the movie, which he said is called “Swing Shift.”

“They’ve been filming at the multipurpose all day today and will also be filming at the Maywood Library, Kathy’s Kitchen and One Stop,” Myers said, adding that a scene involving a bus driving through town will also be shot.

A few hours before he spoke, a truck containing what appeared to be clothes from a wardrobe was parked outside of the Multipurpose Building, 200 S. 5th Ave. Myers said that the filming in town is expected to

last about two weeks.

This wouldn’t be the first time that film crews setup shop in Maywood. In 2014, NBC’s “Chicago Fire” filmed a helicopter crash scene on the top of the former Baptist Retirement Home at 316 Randolph Street.

The following year, a production crew setup on the 600 block of South 13th Ave. in Maywood to build a prop structure in an empty lot between two homes on the block.

Myers said that the movie is a “positive film” and involves a comedic plot line. He said he was not at liberty to say who stars in the film.

The Leapfrog Group, the Washington, D.C.-based healthcare consumer nonprofit organization, released its latest safety grades for hospitals across the country.

Loyola Gottlieb Memorial, located at 701 W. North Ave. in Melrose Park, earned an ‘A’ grade. Loyola University Medical Center, 2160 South First Ave. in Maywood, and Westlake Hospital, 1225 W. Lake St., each earned a ‘B’ grade.

Loyola ends merger talks with Palos Health

One injured in Broadview shooting

Less than six months after announcing plans to merge with Palos Health in Palos Health, Ill., Loyola Medicine in Maywood announced that they don’t plan on merging, after all.

The two entities announced on May 1 that they had ended merger talks, but did not provide any reasons for why discussions ended.

According to a report by Becker’s Hospital Review, they “did note that existing partnerships between the organizations will continue.

“Loyola and Palos established an academic clinical affiliation in 2015, and they collaborate in several areas, including a telestroke program and jointly owned ambulatory surgery and radiation oncology centers.”

Modern Healthcare reported that the partnership “enhanced clinical services at 425-bed Palos Community Hospital and its affiliate organizations while enabling the system to remain independent.”

One man sustained non-life threatening wounds during a shooting in Broadview on June 2, according to the Broadview Police Department.

According to police, the incident happened at 10:10 a.m., in the 2300 block of 13th Ave. “Upon arrival, officers spoke with several witnesses who identified the victim and explained that he drove himself to the hospital,” Broadview Police explained in a statement posted to its community outreach Facebook page.

“Officers then confirmed that a male subject arrived at Loyola with at least one non-life threatening gunshot wound,” they said. “Detectives have developed information suggesting that the victim and the offender knew each other and may have had an altercation earlier that morning.”

Broadview detectives said that Sunday’s shooting is still under investigation, but that they believe it was isolated and “poses no ongoing threat to the community.”

Loyola named to multiple ‘Best Hospitals’ lists Loyola University Medical Center in Maywood was recently named to Becker’s Hospital Review’s list of “100 Great Hospitals in America” — the sixth year in a row that the Maywood hospital has made the list.

Loyola was among at least in Illinois to make the list, including Rush University Medical Center in Chicago, NorthShore University HealthSystem Evanston, Northwestern Memorial Hospital in Chicago and the University of Chicago Medical Center in Chicago.

According to Becker’s, the hospitals on the list are nationally recognized for “excellence in clinical care, patient outcomes and staff and physician satisfaction.”

In addition to the Becker’s list, Loyola was also on U.S. News & World Report’s 2018-19 Best Hospitals list, ranked among the top three hospitals in Illinois; and Newsweek magazine ranked Loyola 49th out of 250 U.S. hospitals on its 2019 list of the World’s Best Hospitals.

Maywood man dies in June 9 shooting A Maywood man is dead after a shooting that took place in the village on June 9, according to Maywood Police.

Maywood Police Lt. Dennis Diaz said during an interview on Monday morning that officers responded to a shooting on the 200 block of South 16th Ave. in Maywood, at around 1:15 p.m. on Sunday.

When officers arrived, they found Tavon Watkins, 23, lying on the ground. He had sustained multiple gunshot wounds, Diaz said. Watkins was taken to Loyola University Medical Center in Maywood, where he was pronounced dead at 1:53 p.m., according to the Medical Examiner’s report.

Diaz said that, so far, no suspects are in custody and the shooting is still under investigation. Anyone with information on the shooting should call Maywood Police at (708) 450-4450.

New authentic food places open in Maywood A Mexican eatery and a Caribbean and African grocer open doors to residents

Two new food retailers boasting their authenticity opened in Maywood within weeks of each other.

For 45 years, the space at 612 W. Lake St. in Maywood was the home of El Prado Restaurant. Pedro Alvarez, who died last year, established the spot as the primary place to get authentic Cuban fare in Maywood.

Now that El Prado is gone, a new, family-owned eatery hopes to continue that rich culinary tradition. Cielito Lindo Mexican Café opened this month in the space that Alvarez built.

On May 24, Cielito, which means “blue sky,” held a grand opening replete with a Mariachi band and various village officials. The restaurant had been open for roughly a week before then.

Restaurant owner Daniela Rosas, 29, said that she and her husband, Alberto Trevino, the restaurant’s chef, took an instant liking to the location when they were scouting for places to open their business.

“We spent three months looking around the Chicago area,” she said. “When we saw windows, we said, ‘You know what? This is the place.’”

Rosas said that they already understood the location’s historic importance, which was even more inspiration to move in.

“We love the location,” Rosas said. “We know that before us, this was a very popular restaurant, so we have a lot of history here. The idea is for us to share the culture and

tradition of Mexican food, from different cities in Mexico.”

Rosas said that she hopes to continue the authentic tradition in a village that is becoming increasingly diverse.

She and her family moved to Maywood roughly a year-and-ahalf ago based on that quality, she said.

“We chose Maywood, because of its different cultures,” she said. “I love that diversity and I want to see Maywood grow.”

Kingston Market A new independent grocer recently opened in Maywood and it sells products you won’t get at your typical corporate chains.

Kingston Market Caribbean and African Groceries, 1401 S. 5th Ave. in Maywood, opened its doors for the first time on June 8.

Mark Phillips, 36, who owns and operates the store alongside his wife, Askale Phillips, 29, said that his establishment offers products that are directly imported from Jamaica.

Patrons will find on the shelves everything from Jamaican Blue Mountain coffee, 10 brands of jerk chicken marinade and salted fish products to that hard-to-find authentic hard dough bread.

Phillips said that his store is likely the first of its kind in the west suburbs and on the Chicago area’s west side, more generally, serving customers who want authentic Caribbean and African food products.

“We really wanted to emphasize the Jamaican selection, because those products are slim in other stores,” said Phillips.

His father, Barrington, emigrated from Jamaica and his mother, Eugenia, emigrated from the Philippines. Phillips, his wife and their son, Jovanni, were all born in Jamaica.

“We always wanted to do this as a family growing up,” said Phillips, who also has a professional background in real estate. “So, we put it into motion.”
