The former owner of one of the largest independent trucking companies in Chicago is starting another trucking company from scratch in Maywood on village-owned land that has been vacant for decades.

During a regular meeting on May 1, the Maywood Board of Trustees unanimously agreed to the sale and redevelopment of property at 1001 S. St. Charles Rd. in Maywood. The property was appraised at around $285,000, according to Maywood Village Manager Willie Norfleet Jr. SMC Management will purchase the property for $250,000 in order to build a 6,500- to 7,500-square foot facility that will house offices and a service garage, “with a See SMC MANAGEMENT on page 4

Word that the state had been garnishing tax revenues owed to the city of Harvey, apparently forcing officials there to cut 40 police and fire department personnel last month, has reverberated well beyond the troubled south suburb.

During a recent public meeting in Maywood, some residents wondered aloud whether or not what happened in Harvey could also happen here, prompting village officials to offer reassurances that, no, Maywood is not the next Harvey.

“Will the situation in Harvey happen here?” asked Lee Jeffrey, a longtime

Maywood resident, during an April 17 budget hearing.

His concern was not unfounded. The circumstances that precipitated Harvey’s crisis — mainly underfunded police and fire pensions — were ripe in Maywood until See PENSIONS on page 3

OUT & ABOUT Garfield hosts annual ‘Father-Daughter Dance’ On May 4, the Garfield Elementary PTO hosted its second annual Father-Daughter Dance at the school, 1514 S. 9th Ave. in Maywood.

“At Garfield, we try to provide an atmosphere for fathers and daughters to come together and spend quality time together,” said Vernell Brown, the PTO president.

“Fathers are always working. This gives them an opportunity to show their love and appreciation for their children.”

Brown said that the PTO came up with the idea of a FatherDaughter Dance to help build a family-oriented environment at the school.

“We are proud of the work of our fathers and our PTO and we look forward to many annual dances in the future,” said Garfield Principal Marsha Alexander. “We also want to thank our staff at the school for helping to host the event each year. Every year, our fathers anticipate this event, which allows us to celebrate fatherhood.”

Loyola, Proviso East pair up for another successful health fair On March 26 and 27, the staff and students from Loyola University Chicago School of Nursing’s Schoolbased Health Center hosted another successful health fair at Proviso East High School, 807 S. 1st Ave. in Maywood.

The School Based-health Center provides primary health care, nutrition education and counseling, behavioral health, and health education services at no cost for students inside of East.

The annual Health Fair is a much-anticipated two-day event.

This year, students in Loyola’s nursing, dietetic, public health, social work and medical programs designed and staffed booths

alongside 18 Proviso East students, who also designed and staffed booths to educate their peers about various health topics.

In total, the fair included 56 interactive health education booths each day. More than 20 community agencies hosted displays to alter teens to community resources.

Raneen El-Barbarawi reps her Palestinian roots at Prom Raneen El-Barbarawi brought a piece of Palestine to the Proviso East High School prom on April 27, dressing that night in a traditional dress designed to show off her heritage.

“I’m the only one really out there for my Arabian culture at school, and I want to embrace and show them how beautiful it is,” said El-Barbarawi, a senior from Melrose Park, adding that aside from her five sisters, the 18-year-old is the only Palestinian student at Proviso East.

“Everyone was surprised, overwhelmed with how beautiful it was because it’s different,” she said.

For prom, El-Barbarawi wore a traditional thobe, an ankle-length gown commonly worn in the Arabian Peninsula, where materials, dyes and patterns are emblematic of Palestinian history and daily life.

El-Barbarawi’s thobe was made of two different fabrics — both light pink, her favorite color — with embellishments of flowers indicative of Palestinian design and calligraphy, and glitter and beads to signify the flashy Arabian fashion aesthetic. She then trimmed the tail of the gown in pink fur, added rhinestones to the top and sheer sleeves.

She already had a gold necklace inscribed with her Arabic name — which translates to “loud and beautiful sound” in English — and she borrowed gold bracelets and a ring from her mom. To complete the ensemble she draped a handmade gold headpiece across the bridge of her nose and got henna on her hands.

El-Barbarawi then went to straightening her hair, which took about an hour and a half, and travelled to a professional’s house to get her makeup done. The thobe designer then came over and helped her put on the heavy outfit. All in all, it took about five hours for El-Barbarawi to get ready. She attended prom with her best friend of 14 years, Yamilet Flores, who wore a matching light pink dress.

“I’m usually a really unique person [and] I’m usually the outcast, so I just wanted to find a dress that screams me and yells me,” El-Barbarawi said.

“I’m a really extra and dramatic person. I just incorporated all those Arabic ideas and themes and that’s what inspired me.”

Police chase ends in multi-vehicle crash The May 4 incident took place on Madison St., between 13th Ave. and 15th Ave.

Law enforcement officials are still piecing together the circumstances of a multiplevehicle crash that happened not long after 8 p.m. on May 4 in Maywood, according to several eyewitnesses and emergency dispatch records.

According to dispatch records, Maywood police began pursuing “an intoxicated subject at 419 S. 19th Ave.” in Maywood just after 8:10 p.m.

The chase proceeded westbound on Washington Blvd. from 19th Ave., southbound on 25th Ave. from Washington Blvd. and east down Madison St. Witnesses at the scene of the crash said that the subject that officers were pursuing was traveling in a silver SUV eastbound on Madison St. at over 100 miles per hour.

On schedule from page 1 recently, when the village started ramping up payments into its pension funds, village officials explained. The exact opposite of what’s been going on in Harvey.

For years, that city had so severely underfunded the Harvey Police Pension Fund that the pension fund sued, winning a judgment worth millions of dollars against the city in 2005. The pension fund claims that the city is currently more than $7 million behind in pension payments, according to a Chicago Tribune report.

Since February, at the police pension fund’s request, the state comptroller’s office has been withholding the more than $1.4 million in tax transfers owed Harvey. A city spokesperson told the Tribune that the state will continue playing keep away unless it’s ordered to do otherwise by a court.

“By law, the comptroller must seize tax revenues before they flow to a municipality when a claimant – in this case, the Harvey Police Pension Fund — certifies that the municipality is delinquent in making required pension fund payment,” the Tribune reported.

The Tribune added that the controversial law, “which has been on the books for a few years but had not previously been utilized, has sparked concern among local officials and state legislators who believe it could have punitive effects on cash-strapped communities that are further punished for being unable to keep up with pension payments.”

As news of Harvey’s predicament has spread, many other municipalities with

traveling east on Madison, near 15th Avenue, before hitting three to four other vehicles — including a white pickup truck and a black Mercedes Benz — flipping over and landing onto the front of the police SUV that was in pursuit.

“We were going west and he hit the other car, which ricocheted him into hitting this one,” said one of the passengers inside of the Lexus. The man, who did not identify himself, said that no one in the car was seriously injured.

Gaisha Marshall said that she was in a vehicle parked near 15th Avenue when the accident happened. She had just dropped a relative off at

Rock of Ages Baptist Church, 1309 Madison St., she said.

“The silver truck was flying down Madison doing about 180 miles per hour,” Marshall said. “He swerved around us, tried

to swerve around the white pickup truck, but he hit the white truck so hard that [the silver truck] went up in the air and slid into the police car.”

Marshall said that two young men got out of the silver vehicle and ran off on foot.

Police officers apprehended one, she said.

“We thought the police officer in the [truck] was hurt real bad, but when they opened the door, I saw he was bleeding from the elbow and was talking,” Marshall said.

“I think the boy in the front seat that got out, we figured he hurt real bad because the roof of the silver truck is caved in.”

By around 8:30 p.m., police had taped off the scene of the crash, which had spanned from 15th to 13th Avenues.

First responders on the scene said that they could not comment on the details of the crash.

similarly underfunded pension systems have been feeling the heat.

Between 2003 and 2010, the village of Maywood had shorted the Maywood Firefighters Pension Fund by roughly $5.5 million, according to a report by Amanda Kass, with the Center for Municipal Finance at the University of Chicago Harris School of Public Finance.

During those eight years, the village put $4.6 million into the pension fund, when it should have contributed $10.2 million, the analysis shows.

Kass analyzed data from the Department of Insurance for 632 police and fire pension funds in the state, and found that 71 municipalities paid into the pension funds half, or less than half, of the amount specified by the insurance department.

In an interview with Chicago Tonight last month, Kass said that before 2011, state law required pension contributions but “lacked an enforcement mechanism, and so in practice municipalities could — and did — significantly underfund their pension systems.”

Along with Maywood, Melrose Park was among the list of 71 municipalities funding less than half of DOI’s specified amount.

Between 2003 and 2010, Melrose Park, Kass’s report showed, put only $8.6 million into the Melrose Park Firefighters Pension Fund, when it should have contributed $18.4 million.

According to the Better Government Association, a “common way to judge pension fund health is by its funding ratio, that is, take its assets (how much money the fund has) divided by its liabilities (how much money the fund needs to pay out all its benefits).

“For example, if a pension fund has $90 million in assets and $100 million in

liabilities, it would have a funding ratio of 90 percent,” the BGA adds. “There is no official standard to what is considered a “healthy” public fund, but in the private sector, a fund generally is considered “at risk” when it’s under 80 percent funded.”

The average funding ratio for pension funds across the state is roughly 58 percent, the BGA reports. According to the BGA’s funding ratio database, the Maywood Firefighters Pension Fund was funded at around 39 percent, while the Maywood Police Pension Fund was funded at around 34 percent, as of 2016.

During an interview on Friday, Maywood Village Manager Willie Norfleet Jr. said that the analyses by Kass and the BGA are correct, but don’t tell the whole story.

“At that time, the village was not putting in the proper amounts into the pension funds,” Norfleet said, adding that the inadequate funding levels were, in part, attributed to the fact that the state allowed municipalities a lot of leeway regarding how they paid into the funds.

“In the past, the firemen wanted to bring a suit against Maywood because the village wasn’t putting money in,” Norfleet said.

Things, however, have changed in the last three years, said Norfleet and Lanya Satchell, the village’s finance director, in response to residents who brought up concerns last month.

Norfleet pointed out during the hearing that, since he was hired three years ago, the village has contributed to the police and fire pension funds the amount that has been called for by outside actuaries.

In 2016, the village Board of Trustees begrudgingly approved a massive 12 percent increase over the 2015 tax levy in order to pay more into its pensions.

A state law that went into effect in 2012

requires municipalities to make annual pension contributions that would put them on pace to have pension funds that are 90 percent “fully funded” by 2040.

Tax levy requirements for the fire pension fund increased from $2,428,188 in 2015 to $2,601,079 in 2016 — an increase of 7 percent.

Tax levy requirements for the police pension fund increased from $2,533,343 in 2015 to $4,013,846 in 2016 — an increase of 58 percent.

At the time, Michael Jurusik, the village’s attorney, issued an eerily prescient cautionary tale for Maywood board members that sounds like a forecast of Harvey’s current plight.

“You have to make that payment because it is required by state law and there’s a penalty, because if you don’t, other money coming from the state that the village has budgeted to pay bills with will be taken and put into the pension fund,” Jurusik said back in 2016.

“It will put the village in a bad hole because you will be short paying your other bills and services.”

On Friday, Norfleet said that the 2016 pension payments, while painful, were necessary and have now put Maywood in compliance with state law and on track to reach that 90 percent funding threshold by 2040.

“We’re on schedule,” said Norfleet, before emphasizing that the village must continue to find ways to meet its pension obligations, which are paid with property tax revenue.

“If you increase your assessor valuation with new improvements, then that helps pay [the pension] bill,” Norfleet said. “If you fill and improve vacant lots, sell properties that have been sitting empty for decades and make other improvements — those things will help you. That’s the way we’re going to be sustainable.”

Blighted Maywood park to get makeover Electric power, new playground equipment coming to Winfield Scott Park

A Maywood park, long something of an eye-sore for residents and that is considered to be in the worst shape among the roughly dozen public parks currently maintained by either the village or park district, will soon get a makeover.

During a regular meeting on May 1, the Maywood Board of Trustees voted unanimously in favor of the installation of new playground equipment and a power box necessary to restore lighting at Winfield Scott Park, at 17th Ave. and Maywood Dr. in Maywood. Trustee Ron Rivers was absent.

During the Tuesday meeting, the board approved a recommendation from John West, Maywood’s public works director, to pay H&H Electric roughly $17,000 to install and connect an electrical cabinet in the park so that ComEd workers can restore power can to park lights and a score board at the park.

The remainder of the site will be used as a secure trucking area featuring a fully paved yard large enough to park 100 semi-trailers and trailers.

Jim Apa, who owns SMC Management, said that many of the trucks will haul recycled and excavated materials, and waste products, to and from construction sites, among other areas.

Apa had presented a pitch for the St. Charles Road property back in April of 2016, when he still owned Fore Transportation Inc., a trucking company based in Harvey.

At the time, Apa wanted to purchase the Maywood property to house Fore’s inventory of refrigerated trailers.

Apa sold Fore to Universal Logistics Holdings, Inc., a publicly traded company, earlier this year for a cash purchase price of $34.9 million.

At the time of the purchase, Jeff Rogers, Universal’s CEO, said in a press release that the acquisition of Fore represented “a first step in our renewed ambitions to acquire and integrate best-in-class companies.”

During a phone interview on Thursday, Apa said that the purchase involved a noncompete clause that prohibits him from opening a freight-related trucking company for five years. His trucking operation in Maywood, Apa said, will be premised on stone and waste hauling.

Hall said that Winfield Scott was selected for the new equipment because officials have determined that the park is in the worst shape of the dozen or so parks that are controlled either by the village or the park district.

The KaBOOM! project installation process culminates on what the nonprofit calls “Build Day,” when area volunteers gather to install the playground equipment in less than 24 hours.

Hall said she and other community leaders are looking to recruit approximately 175 volunteers to successfully install the equipment, which will make for 2,500 square-feet of playground space that will accommodate up to 250 people.

“Our target is the third week in September, so that we can have [the playground] installed and ready for play on Sept. 26,” Hall said.

West said that ComEd had disconnected power to the park sometime ago, which left the old electrical cabinet without any voltage. West said that the wiring in the old electrical cabinet was stolen. He did not say how long it might be before electrical power is ultimately restored to the park.

The lighting will complement the addition of new playground equipment that will be installed in the park. The new equipment will be paid for by a grant funded by KaBOOM!, a national nonprofit “dedicated to bringing balanced and active play into the daily lives of all kids,” according its website.

Lonette Hall, the executive director of the Maywood Park District, which secured the grant, said that the park district needed the village’s permission to allow the equipment to be installed in order to finalize the grant.

All village board members voted to sign off on the installation, but permission is contingent on the execution of an intergovernmental agreement between the

village and the park district.

Winfield Scott Park is currently one of six parks in Maywood owned and maintained by the village. The park district and the village, however, are in the process of transferring six parks that the latter currently owns and operates over to the former taxing body — a transaction required by a referendum that passed over a decade ago.

While the KaBOOM! equipment is installed, however, Winfield Scott will still be under village control. An IGA will address liability issues and other legal matters, and will include a timeline for when the park transfers will be complete, Hall said.

Hall explained that KaBOOM! requires community leaders to gather input on how residents want the park to look and the kind of equipment that is installed.

“Now that I’ve sold my business, I can dedicate the time to grow [SMC Management],” he said. “At the time, it would not have been fair to open [SMC] if I couldn’t dedicate 100 percent of my time to it. I can do that now, which will ensure that the project will be a success.”

By the time Apa sold the company, Fore Transportation had grown into one of the largest independent trucking companies in the Chicago area, with more than 150 trucks and total operating revenues of approximately $32.3 million in 2017, according to a statement released by Universal Logistics in February.

The Maywood site, Apa added, is roughly 10 minutes away from his home in Elmwood Park — an added bonus.

At Tuesday’s meeting, the village board also unanimously approved a resolution granting Apa a Class 6B property tax incentive, since the site is located within the St. Charles TIF. With the tax break, Apa’s newly constructed building will be assessed at 10 percent of its market value, rather than 25 percent of market value, for the first 10 years. The property will be assessed at 15 percent and 20 percent in the two years after that 10-year period has passed.

Apa said that he anticipates hiring around 50 employees, including mechanics, office clerks and more than 40 truckers. He said that, barring any obstacles, he plans to break ground on construction in August and establish partial occupancy by November.

“The property will be done no later than next spring,” he said, adding that the only barriers he fears could hold up the process

Local DJ spins love of hip-hop into gourmet popcorn sensation Benjamin’s Gourmet Popcorn in Broadview a hit with patrons

Long known as DJ Chris (“Yo Favorite DJ”), Chris Benjamin is looking to become another favorite for Chicagoland residents: popcorn purveyor.

After operating on Facebook for four and a half years, he opened his brick and mortar shop, Benjamin’s Gourmet Popcorn, 1426 W. Roosevelt Rd. in Broadview, last November.

Originally from Maywood and a graduate

of Proviso East High School, Benjamin has been a mainstay in Proviso Township for decades.

“I coached in the community for 20 years,” he said during a recen interview. Benjamin added that the number of youths he’s coached in football and basketball numbers in the thousands.

Benjamin said that his foray into popcorn was prompted by what he saw were changes in the DJ industry. He said that,

after deejaying for 30 years, technological advancements — including the introduction of many computer programs and apps that eliminated the need for two turntables and scratch skills — had opened up the field to countless new competitors.

Faced with an evolving industry landscape, Benjamin decided that he needed to do something different.

“Popcorn is my favorite snack,” he said, explaining his reason for starting his gourmet popcorn business.

“Benjamin’s Gourmet Popcorn boasts seven flavors of popcorn. Beyond the common caramel, butter and cheddar that other popcorn shops offer, Benjamin’s customers can choose White Cheddar Bliss (which features a hint of pickle flavoring), Cheezy Hot, Creamy White Cheddar (a smoother take on an old favorite), and other unique flavors. Benjamin said that, ultimately, he plans to slowly roll out sixteen flavors in total.

“My goal is to be on ‘Chicago’s Best’ list by the end of the year,” he said, referring to the WGN TV show that features some of the Chicago area’s most popular restaurants.

Benjamin is so confident in his product that he insists that customers sample a bit of everything. His self-assurance is not misplaced. When I visited one afternoon he had me try the Butta Butta, Cheezy Cheese and White Cheddar Bliss.

Benjamin’s Gourmet Popcorn is popped to airy, crisp perfection — no half-popped kernels in sight. The seasonings are potent without ever being overpowering. The White Cheddar Bliss is especially surprising as the cheese taste slowly gives way to a faint hint of dill pickle.

“There’s a lot of people doing popcorn right now,” Mr. Benjamin says, “but you’ve gotta make it right. You cannot rush it. You cannot rush gourmet.”

Besides popcorn, Benjamin’s also offers chicken chili nachos, a jerk chicken taco combo platter, and a loaded potato chocked full of chicken chili, mild sauce and cheese.

To wash it all down, Benjamin offers patrons his own lemonade and fruit punch featuring fresh fruit like strawberries, peaches, grapes and pineapple.

Benjamin said that people also come into his shop for the visual experience. The decor is a throwback tribute to the hip-hop culture that birthed DJ Chris “Yo Favorite DJ.” Autographs from customers and supporters cover the white walls while a DJ booth, complete with turntables, complements the mixtape posters and album covers that line display cases.

Benjamin said that the combination of great food, a visually arresting atmosphere and excellent customer service has made for a strong word-of-mouth operating.

During my visit, one customer, Peter, was sent by his wife to buy a bag of Benjamin’s mix. He purchased two saying, “She’s got her

own bag. I’m not gonna eat none of hers this time.”

That was a good decision on Peter’s part.

The one-pound combo bag I purchased was almost empty less than 15 minutes after I left the shop.

Even with his addictive popcorn recipes, Benjamin laments that his biggest challenge is people simply not knowing that the shop is there, open and ready to serve customers.

Hopefully, that will soon change.

After students rise up, D209 ditches uniforms Students helped draft an alternative dress code for 2018-19 school year

Four years after administrators at Proviso Township High Schools District 209 required students to wear uniforms of polos and khakis, students are now crying against the monotonous sartorial choices, saying the uniforms contradict the district’s commitment to social justice, equity and are enforced unfairly.

“We understand the need for a dress code, but we also believe that it’s just as important to talk to students about why they follow a certain standard of dress instead of focusing on what they can and cannot wear,” Alex Gomez, a Proviso East High School sophomore and member of the student advisory board that created new school dress recommendations, told Board of Education members at a regular meeting on April 10.

Gomez said he and his peers believe that a transition from a uniform requirement to a dress code will prompt deeper dialogues about style standards. Other students complain that uniforms have devolved into a tool to perpetuate “racism, classism and sexism.”

During the April 10 Board of Education meeting, the D209 school board seemed to agree. Members unanimously voted to ditch part of a board policy that required students

to wear the uniform described in the Student Handbook. If the board approves the 201819 School Handbook, which they will be presented later this year, D209’s new policy on student appearance will still prohibit certain items but mostly require that dress and grooming “not disrupt the educational process, interfere with the maintenance of a positive teaching/learning climate, or compromise reasonable standards of health, safety, and decency.”

Short skirts, sagging pants and crop tops will still be prohibited, according to a draft of the proposed policy. Things like flip flops, cleated shoes, hats, shower caps and night caps will be banned too.

But it’s a long way from all polos and khakis all the time.

“This was not a priority for the board,” said D209 board member Nathan Wagner during the April 10 meeting.

“The only reason this happened was because of the students. The students said we don’t want uniforms, we want a dress code,” Wagner said. “They weren’t just complaining. They came up with a solution — an excellent solution and they were part of this process.”

According to a memo about the policy change drafted by district officials, two groups of students “engaged in study and discussion of the student uniform and dress

code issues during the current school year.”

Those students included members of the Superintendent’s Student Advisory Board and a group of students from Proviso East who have been studying the uniform and dress code issue under English teacher Ashley Avila. Avila’s class is part of the Competency Based Education pilot at Proviso East, which offers students advanced placement, independent studies and other opportunities beyond the customary classroom.

Students met with staff members to discuss how the dress code tied to the larger issues of school climate and safety, district officials stated.

“In general, the students were interested in ensuring that such discretion was consistently and fairly utilized. The students understood, however, that room for administrative discretion is needed,” officials said in the memo.

“All participants agreed that a key element to successfully achieving compliance would be to teach students about and encourage a standard of ‘dressing for success,’” they added, “rather than focusing solely on what they were not allowed to wear.”

The policy change came after mounting student complaints about how staff and faculty at Proviso East, Proviso West and Proviso Math and Science Academy were

enforcing the uniform policy and how the policy may run counter to the district’s commitments to equity and social justice.

The uniform policy had been designed to combat perceptions of gang-affiliated clothing and colors and to decrease various other distractions related to student appearance.

Although the 2014 uniform policy came about after a rigorous, months-long vetting process by a committee that included students from all the Proviso school, and the input of thousands of students and community members through focus groups and an online survey, its undoing was the result of students who, after years of complaining, drafted an alternative dress code policy largely of their own making.

At the meeting, board member Rodney Alexander was so impressed by the students’ work that he voted for the policy change even though he supports the uniform policy.

“I’m 110 percent uniform but because of the adult-like, board-like work [the students] have done, you have to yield to their expressions and their education process and their ability to communicate and put this argument together,” Alexander said.

“They’ve pretty much won the argument.”

During a special meeting on April 30, the Proviso Township High Schools District 209 Board of Education elected a new slate of board officers, district officials confirmed on May 2.

District 209 officials did not provided the breakdown of last Monday’s vote for new officers.

Board member Ned Wagner was elected to replace Theresa Kelly as board president, Sam Valtierrez was elected to replace Amanda Grant as board vice president while Grant was elected to replace Claudia Medina as board secretary.

Kelly had been board president since last April, when board members Rodney Alexander, Della Patterson, Grant and Valtierrez were all elected on the Proviso Together ticket — the very same ticket on which Wagner and Medina were elected to their first terms, and on which board veteran Kelly was reelected to another term.

This had been Kelly’s third time serving as board president. In 2016, Kelly was ousted

as board president weeks after former board board’s diversity and the “love we embrace board has “accomplished so much this year, and I’m excited to see what the next year will members voted to change board policy for the children of these communities.”

Maywood seeks to expand enterprise zone The zone could include Cook County, Bellwood, Broadview and Melrose Park in the future

Maywood officials are looking to join forces with Bellwood, Broadview, Melrose Park and Cook County in order to create the West Regional Enterprise Zone Collaborative — an expansion of the current Maywood Enterprise Zone that was created back in the late 1980s in order to bring new businesses into the village.

Reeling from the collapse of the manufacturing sector in the 1970s and 1980s, with large employers like American Can Co. and Canada Dry having closed their doors, Maywood took advantage of a state tax incentive program designed to boost economic development and job creation in blighted communities.

Established on July 1, 1988, the Maywood Enterprise Zone was among the first of its kind that formed in the state, said Angela Smith, the village’s business coordinator, during a regular meeting in February.

Currently, there are more than 90 enterprise zones in Illinois.

Smith said that the zone, which encompasses all of the village’s 2.8 square miles, was a success and was instrumental in attracting large employers.

“It helped build our St. Charles business district,” Smith said. “Cintas and Aetna Plywood, along with the Walgreens [on 1st Ave. and Lake St.], have taken advantage of the program. In addition, some large commercial multifamily buildings have taken advantage of the zone, which gives them a sales tax exemption for building materials.”

Businesses seeking to move into, or expand their operations in, an enterprise zone may also get tax breaks for investing in new equipment. If companies are large enough, local governments may even exempt their taxes on gas, electricity and water usage — depending on how much new investment and how many new jobs they can certify in the enterprise zone.

According to a Feb. 6 memo drafted by Smith and David Myers’, the village’s community development coordinator, since its creation in 1988, the Maywood Enterprise Zone “has reported project investment of approximately [$30 million], which has resulted in 700 jobs and the retention of approximately 900 jobs.”

The Maywood Enterprise Zone, which was renewed in 2008, is set to expire again at the end of this year. Village officials said that they’re looking to apply for enterprise zone status again.

In order to satisfy new state requirements that prioritize larger zones encompassing multiple municipalities, the village is seeking to expand the boundaries of the current enterprise zone to include most of Bellwood, Broadview, Melrose Park and certain nearby areas in unincorporated Cook County, including the sites of the

shuttered Maywood Park Racetrack and Loyola University Medical Center.

“The state has committed to collaboration and moving forward, there will be very, very few [single municipality] zones,” Smith said in February. “About three years ago, the south suburbs got together [to expand what was once just one zone in Alsip]. Now, they are a zone of 36 communities.”

Smith said that Maywood will need to show a similar commitment to collaboration in its renewal application. Partnering with Bellwood, Broadview and Melrose Park, she said, seemed a natural fit.

“The zone has to be continuous for 15 square miles, so we came together because they are our neighboring communities,” Smith said.

“Melrose Park is the largest industrial [area] on the north [boundary of the proposed zone],” she continued, “and Broadview is the largest industrial on the south boundary, so we came together in order to really promote that industrial [factor] and actually have more of an impact on the region.”

During that regular meeting on Feb. 6, where Smith presented the proposal, the Maywood Board of Trustees voted unanimously on a resolution authorizing the execution of an intergovernmental agreement for cost-sharing and startup activities related to the creation of the West Regional Enterprise Zone.

The newly expanded zone will entail the creation of a fiveperson startup committee, with one designated r e p r e s e n t a t ive from each government.

Smith, who is already Maywood’s e n t e r p r i s e zone coordinator, said that she would be designated Maywood’s representative on the startup committee.

She said that her counterparts in the other communities will likely round out the committee, which will be responsible for selecting a consultant that will assist the group with identifying the zone’s specific boundaries, preparing the enterprise zone application and reaching out to area businesses to inform them about the tax benefits that come with being located in the zone, among other duties.

Each government participating in the zone will contribute 20 percent each to the cost of applying for enterprise zone status.

If approved by the state, the zone will be funded over the long-term, in part, by a small fee imposed on enterprise zone-certified projects.

Enterprise zones, however, are not without their critics.

According to Good Jobs First, a national policy organization that provides data on corporate tax subsidies at the state and local levels across the country, subsidies related to enterprise zones can often be costly and their effectiveness hard to quantify. “[Enterprise Zone] subsidies cost state and local treasuries a lot of lost revenue, and like many subsidy programs, it is often unclear whether the developments would have happened in the area anyway,” the organization points out.

do come to an area, they typically relocate existing jobs from one site to another.”

Good Jobs First also criticized the tendency among many states to expand enterprise zones, thus undercutting their intended purpose.

“Many states have loosened their zone criteria to the point that virtually any area in the state can qualify, and the zones no longer serve their original anti-poverty intent,” the organization reported.

“Rather than targeting the neediest neighborhoods and encouraging new investment, the designation of the zone’s geography often involves political favoritism and gives subsidy windfalls to companies that were already there.”

According to annual reports related to the enterprise zones that were released by the Illinois Department of Commerce and

Economic Opportunity, between 2014 and 2016, the state has lost at least $300 million in revenue due to incentives for businesses in enterprise zones, and similar areas — such as High Impact Business zones designed to encourage large economic development activities.

The number of jobs gained or lost during that time has varied (the jobs information is self-reported by businesses), and has ranged from a net job loss of 2,184 in 2015 to a net job gain of 967 in 2016.

Between 2014 and 2016, the number of jobs retained due to incentives doled out within the Maywood Enterprise Zone ranged from seven in 2016 to 18 in 2015, according to the DCEO data. In 2015, 31 jobs were created based on businesses receiving incentives from being in the zone.

In the DCEO reports, Connie Beard, the director of the Illinois Department of Revenue, points out that “one year or several year’s data does not tell the story of success or failure of any individual Enterprise Zone.

Zones have a 15 year life and should not be evaluated based on a one year snapshot of activity.”
