Proviso Township High School District 209 Supt. Jesse Rodriguez said in a recent interview that he’s currently at a crossroad after the school board voted earlier this month against a series of hires and promotions that he had recommended. The personnel changes, he said, were critical to his vision of “transformational change” in the district and are a basic function of his office.

The experience, the superintendent said, has left him somewhat disoriented and even to the point where he’s wondering if the district can handle the pace of the “transformational change” he had promised when he was first hired two years ago.

“Everyone wants change, but when it is time for change to happen people are scared,” he said.

Rodriguez wanted to clear up what he said were some inaccuracies about the hiring process perpetuated at the April 10 regular school board meeting where his recent personnel recommendations were See D209 SUPERINTENDENT on page 5

A group of seventhand eighth-grade students at Lindop School, 2400 18th Ave. in Broadview, were so inspired by a book that the school’s principal, Dr. Sonya Spaulding, arranged for students to interview the book’s author by Skype.

On April 24, the students gathered in Lindop’s library to interview author Angie Thomas, whose book, “The Hate U Give,” debuted at #1 on the New York Times Bestseller list last year and served as motivation for the school to form an all-girls book club.

Part of the reason for the book’s success is its relevancy (the story centers on the police-involved killing of an unarmed African American teenager).

The Skype interview with Lindop students, school officials pointed out in a statement, was the culmination of a pilot

initiative to increase students’ “affinity for reading with culturally relevant books and book clubs.”

The initiative, officials stated, was the result of a conversation between Spaulding and Jessica Lyons, of NWEA — an education nonprofit based in Portland, Ore. — while the nonprofit was reviewing reading assessment data and exploring ways to inspire a love of literature among Lindop students.

“The two Chicagoland women focused on the importance of students reading materials that are relatable to their lives and in which they could ‘see themselves,’” according to a statement.

“The first book club of all girls has been so popular that the school is developing an all-boys book club to launch next month,” officials noted, adding that NWEA’s leadership was so taken by the students’ enthusiasm that they donated the book club’s next books: “Dear Martin” by Nic Stone and “The Rose That Grew from Concrete”

by Tupac Shakur.

Triton basketball team guests of honor at Chicago White Sox game The perks of winning keep rolling in for the Triton College men’s basketball program, which won its first NJCAA Division II National Championship title in March.

On April 24, the team converged onto Guaranteed Rate Field, home of the Chicago White Sox, and relished in the special

treatment before Tuesday’s game against the Seattle Mariners.

The Mariners won the game 1-0, but that likely didn’t diminish the day’s high point, when the team’s coach, Steve Christiansen, announced “play ball!”

Pirsia Allen, retiring from the force but keeping the faith Rev. Pirsia Allen, a veteran Maywood police officer of roughly two decades, will retire on May 10. Most recently, Allen was the department’s community resource officer. Although he’ll be off of the force, the 60-year-old minister said he will still be a presence in the community.

Allen is currently an assistant to Bishop William Teague, pastor of Hope Tabernacle Church in Forest Park, and a community safety leader with the Proviso Township Ministerial Alliance Network.

During a recent interview, he spoke about his time on the force and what the future has in store for him as a man of faith. This is the retiring officer in his own words.

Maywood holds line despite Chicago water rate hike Chicago water rates to rise 1.54% starting June, but residents likely won’t see increase

Starting June 1, the City of Chicago will raise water rates by 1.54 percent, or $3.94 per 1,000 gallons. That’s an estimated $56,000 over the total it charged Maywood last year.

The water rate hike is due to an increase in the Consumer Price Index inflation rate.

Since the village purchases its own water from Chicago, the city’s rate increase will automatically be passed onto village residents in the form of higher water bills unless the Board of Trustees acts to set a different rate for residents.

During an April 17 regular meeting, Maywood Village Manager Willie Norfleet Jr. recommended against charging residents more for water despite Chicago’s rate increase. No board member objected to Norfleet’s recommendation, which the board is likely to vote on at its next regular meeting on May 1.

In an April 17 memo, Norfleet said that the village will be able to make up for

Chicago’s increase “through efficiency in the water operations and better collection of delinquent accounts.”

At the meeting, Norfleet went into detail about what those potential cost-savings might look like.

“We’re going to be going through delinquent accounts requesting that people pay their delinquent amount, as well as making sure all [commercial and industrial businesses] are paying their fee,” Norfleet said.

“On the operations end, we’ll try to find water leaks, [efforts] which we’ve already improved vastly,” the manager added.

Norfleet said that in recent years the village has reduced the number of meters giving out estimated readings, which can contribute to inaccurate water bills.

“We’re down to 294 estimated meters,” he said, “when we were as high as 800 merely a year-and-a-half ago.”

Norfleet also said that the village is cutting into the amount of water that is wasted due

which he helped organize and host at the church. The conference was an initiative of the Proviso Township Ministerial Alliance, of which Allen is a member.

The three-hour event focused on informing church leaders on how to keep their worshipers safe. And, arguably, the dialogue could not have come a more critical time.

According to a 2017 Pacific Standard article that references data compiled by criminologist Dallas Drake, there were 147 shootings in Christian churches in the 10 years between 2006 and 2016 — that’s more than the 137 shootings Drake found in the 25 years between 1980 and 2005.

Two of the most notorious of those shootings — the November 2017 at the First Baptist Church in Sutherland Springs, Tex. that left 26 people dead and the June 2015 shooting at Emanuel African American Methodist Episcopal Church in Charleston, South Carolina that left nine people dead — both happened within the last five years.

“Having a plan in place can save your life and the lives of the people in your church,” Allen told the roughly 25 attendees. He advised congregations to post “No Gun” decals on their church doors in order avoid liability for injuries caused by gun violence in churches, even when inflicted by a nonmember.

Like Allen, Maywood Police Chief Valdimir Talley stressed the importance of having an emergency plan — not just

to leaks and water main breaks.

He referenced last October’s Chicago Tribune investigative report that showed that Maywood was among a group of financially distressed Chicago suburbs whose residents pay higher water bills than those in much wealthier municipalities.

As of 2014, according to the Tribune report, more than 60 percent of Maywood’s reported 62 miles of pipes were at least 61 years old.

Another 16 percent of pipes were older than 40 years. In 2016, Maywood reported losing around 39 percent of the water that it buys from Chicago due to leaky pipes and broke water mains.

According to a June 2017 memo sent by Edwin Hancock Engineering, Maywood’s contracted engineering firm, to the Illinois Department of Natural Resources, the water lost through leaks and broken water mains was closer to 50 percent. The state standard set by the IDNR is 12 percent.

in the case of an active shooter, but also in response to a fire or power outage.

Talley urged attendees to create a trained security group in their congregations, and strongly opposed members carrying firearms.

“People get a license to carry a gun and think they are a police officer when they don’t have the training,” the chief said.

Dr. Carolyn Ransom-Champion, of the Urban First Responders program (an initiative of the Maywood-based United Faith and Christian Institute Bible College), urged attendees not to “walk to the other side of the street,” but to engage with victims of gun violence.

Urban First Responders trains people on how to respond to neighbors and church members who have been victims of violence.

Registration for the initiative’s spring class is still open, UFCI officials said.

Champion, who lost her son to gun violence, said that she believes that the consequences of trauma can inspire victims of it to commit similar, violent behaviors if they are not treated.

Karen Saffo, who worships at United Faith Missionary Baptist Church in Maywood, said she felt inspired by Ransom-Champion’s talk about concerned care for trauma victims.

“I learned that there are criminals who need help, as well as their victims,” Saffo said. “We’re obligated to make sure that they are saved, in addition to doing their time, so that when they get out of jail, they don’t repeat the same things that put them in prison.”

Lorenzo Weber said he felt motivated by

pointing out that in the last two months, the village has found ways to reduce the amount of water it loses by around 1.4 million cubic feet.

“By reducing the amount of water we buy from Chicago, we also reduce the amount of water we have to pay Melrose Park for transporting the water,” Norfleet said.

Chicago increased its water rate each year by 15 percent from 2008 until 2010. In 2012, it increased the rate by 25 percent. And from 2013 until 2015, the city increased the rate by 15 percent each year. In 2016, there was no cost increase.

This is the second year that Norfleet has recommended against the village passing Chicago’s rate increase onto village residents.

The village manager said that he hopes that this is also the second year that the village’s garbage collection rate stays the same.

Steps to protect yourself and family Charles DuShane, a protective security adviser at the U.S. Department of Homeland Security and a former Secret Service agent at the White House, offered the following tips for how to stay safe to attendees at last Saturday’s conference: • Parents’ first impulse when there is a fire alarm or active shooter is often to rush to where their children are. That behavior, DuShane said, only makes things worse. It is much better for families to have a rehearsed plan that outlines what to do and where to reunite after fleeing an emergency.

• When entering a public building, become aware of where all the exits are.

• If you see something suspicious, call police.

• Church leaders should hold a fire drill after the service one day, so everyone knows what to do in case of emergency.

• Have a person designated to always have a phone and call 911 if something happens. the conference to go back to Empowerment Church in Melrose Park, where he’s a member and church leader, and create a security plan and train the staff, “so we never have a situation like in Sutherland at our church.”

VILLAGE business Navistar to cut 37 more jobs than planned at Melrose Park plant Navistar, the international truck and engine corporation based in Lisle, announced last August that it would stop producing engines at its Melrose Park location. Back then, company officials estimated that the move meant that 170 employees would be laid off.

A Worker Adjustment and Retraining Notification Act report released for March, however, indicates that the number of workers laid off at the Melrose Park facility would actually total 207 — 37 more than the company announced last year.

According to the WARN report, the date of the first layoff is scheduled for May 4 while the last layoff date is scheduled for May 17. The report does not go into any detail about the cause of the increased layoffs and company officials could not be reached on Wednesday evening.

“Many of the employees are eligible for retirement,” Lyndi McMillan, a Navistar spokesperson, told Crain’s Chicago Business last year. “After the layoff, 400 employees will remain at the [Melrose Park] facility in two separate units: truck and engine testing and used truck sales and reconditioning.”

Last May, Navistar held a grand opening of its flagship Used Truck Center in Melrose Park.

The opening was the culmination of efforts

by Navistar to consolidate its engine testing operations, Used Truck Reconditioning Center, certified technicians and used truck sales into a single location, company officials said at the time.

Last year, Navistar closed a reconditioning center that was in Indianapolis and relocated those operations to the Melrose Park location.

News of the 207 layoffs coincides with reports that Volkswagen Truck & Bus may be looking to buy out Navistar.

Plastics manufacturer closed Bellwood plant, 52 workers lost their jobs A plastic film and sheet plant in Bellwood has closed and 52 workers at the plant have lost their jobs, according to a report in the trade publication Plastics News.

In January, officials with Wisconsinbased Bemis Co. notified the state that the company’s Bellwood plant, located at 5303 St. Charles Rd., would close by the end of March.

Under the Worker Adjustment and Retraining Notification Act, employers with at least 100 employees are required to provide two months’ advance notice of plant closings and mass layoffs.

Back in January, Plastics News reported that the closure was “part of a larger push by the company to cut costs and optimize manufacturing capacity. Last year, Bemis indicated it would close a total of four plants with work at those facilities being transferred to other locations.”

The closings also reflect the company’s attempt to consolidate office space and cut costs related to administrative positions, warehouse and transportation, Plastic News reported.

Last June, Plastics News reported that the Wisconsin-based company, which makes

plastic packaging products, wanted to “achieve $55 million to $60 million in annual costs savings.”

According to Plastics News’ annual ranking, Bemis is the largest film and sheet maker in North America and took in an estimated $4 billion global sales in 2017.

Last April, Bemis CEO Wiliam Austen told Plastic News that the company is “focused on improving our business and further positioning ourselves for long-term profitable success.”

Manufacturing facility relocates from Broadview to Hillside A leading maker of universal joints and specialized mechanical products recently announced that it had completed the process of moving its headquarters from Broadview to Hillside.

Belden Universal, which was once located at 2500 Braga Drive in Broadview, started construction on a new, 40,000-square-foot factory at 4100 Madison St. in Hillside last year.

In a statement released last June, Belden officials said that the move to the larger facility was necessary to accommodate the

company’s growth over the last two decades.

“We are extremely proud to move into our new building in the very near future,” stated Perry Sainati, Belden Universal’s president, back then.

“The larger, modern facility,” he said, “will allow us to continue delivering highly innovative products and quality service to our customers and provide an improved work environment to our employees.”

In a statement released on April 17, Sainati said his employees “employees enjoy their new work space and amenities which give a boost to both our creative and technical capabilities.”

The new factory, company officials noted in last week’s statement, “accommodates leading-edge manufacturing technologies, lean equipment layout and automated workflow.”

Proviso East track star racks up scholarships, records Moses Biosah, originally from Nigeria, is creating his own American dream

Moses Biosah’s future is approaching fast, but the track star is used to that.

Biosah, a senior at Proviso East High School, has so far received seven college offers from such universities as the University of Wisconsin-Oshkosh, Iowa Wesleyan University, Ball State University and more, with many offering the 17-year-old full or partial scholarships to attend their schools.

“I’m still getting offers as we speak,” Biosah said.

It’s no surprise track-and-field coaches are knocking on the door of Biosah’s Forest Park home. At the 27th annual Pirates Midwest Classic in late March, Biosah finished first in three races, winning the 55-meter dash in 6.55-seconds, the 200 dash in 23.32 and the 400

dash in 51.55 (although his personal best is 50.95 for the 400, according to BeRecruited. com).

Last year, he said his relay team placed third in their division in the nation.

Eventually, Biosah dreams of competing in the Olympics.

“Work hard, play hard, do well in school, I’ll do anything to make it to the Olympics,” he said.

Biosah credits his many college offers to his high grades and track performance.

Although he’s still undecided about which university he plans to attend, he said he’s looking for a diverse school that allows him to major in nursing. He said his upbringing has prepared him for whatever’s next.

Biosah moved to Forest Park when he was 9 – some 6,000 miles from the family’s former

home in Nigeria, in Africa. His father had family in town and really liked the neighborhood, thinking it was a good place for his son to grow up.

The family made the move and enrolled Biosah in Field-Stevenson Elementary School, where he marveled at how new and exciting American culture — and the weather — felt.

“I had never seen snow before and it was so cold,” Biosah said of his first winter in Forest Park, laughing.

“America is full of better opportunities and you can do whatever you want, be whatever you want. If you set your mind right and you work hard you can do really great things over here,” he said.

Biosah went on to attend Forest Park Middle School and focused on academics

and sports. He played soccer and read for the first time his now-favorite book, “The Adventures of Tom Sawyer.”

He entered Proviso East and joined the track team. He soon started breaking school records for running. Biosah said his favorite race is now the 4-by-400 relay because it’s the last race during track meets and everyone pays attention.

“Everybody watches it, and if you run fast you get to show off,” he said. “I really love getting everybody pumped.”

His sister, Sarah Biosah, agreed that when she attends his meets everyone seems to know — and cheer — for her older brother.

“I feel happy for him with the things he’s done, it’s inspiring,” she said. “Maybe I can be like that one day.”

He insisted that the hiring and promoting process was compliant with the district’s collective bargaining agreements, as well as state and district policy.

He also pushed back against claims made by union members and board members at the meeting that the district is prioritizing administrative salaries over spending money on instruction.

“In school districts in Illinois and across America, the superintendent has the authority to recruit and hire employees, and he brings those recommendations to the board,” Rodriguez said during an extensive interview on April 18.

The D209 school board voted 4-3 on April 10 against hiring Anthony Brazouski as assistant superintendent of human resources, safety and athletics to replace Kim Waller-Echols, who announced her resignation earlier this month to take a job elsewhere.

Board President Theresa Kelly, along with members Sam Valtierrez, Amanda Grant and Della Patterson voted against the hire because of concerns raised by Maggie Riley, the president of the Proviso Teachers Union, about the hiring process.

Riley, part of the advisory panel of faculty and staff members who helped screen candidates, said Brazouski was not the most qualified candidate for the position, based on a scoring system in which Brazouski performed near the bottom of a pool of four candidates.

During the interview on April 18, however, Rodriguez said several points separated Brazouski from the top candidates in that part of the process. He added that the advisory panel was only involved in one part of a four-part hiring process. There were three other parts of the process, two of which were weighted the same as the one the advisory panel was included in. Overall, the superintendent said, Brazouski was the highest-performing candidate by far.

Rodriguez also addressed what he said “could be” a perception among some in the district that he is quietly bringing on people with whom he had worked while he was employed as an administrator at a school district in Wisconsin.

“We have never worked together,” the superintendent said of Brazouski. “I am from Milwaukee and he is from another place. But we hire people from everywhere.

We have not hired anyone from Milwaukee since I’ve been here. [At the same time], if they’re great candidates, they could be from Wisconsin, they could be everywhere. We don’t discriminate.”

Rodriguez said he is “not sure what the issue is with Brazouski other than the confusion about the process, which I can understand.” He said he spoke with union members last week who said, according to Rodriguez, ‘Had we known about the other

Village Free Press | May 2, 2018 parts of the hiring process, we would have understood.’

Riley could not be contacted by the time this article went to press on Tuesday morning.

The board’s vote against the Brazouski hire means that Rodriguez is back to square one even as the clock ticks. Along with Waller-Echols’ replacement, Rodriguez also has to find a replacement for Todd Drafall, the district’s chief financial officer, who resigned around the same time as WallerEchols did. Both of their resignations are

necessary for the creation of an entirely new department, which Moreno would head.

The department, which would include Daniels — whose job reclassification entailed a pay raise from $50,000 a year to $55,000 a year — would be responsible for creating an online “teacher learning community” that would facilitate better communication between teachers and families, Rodriguez said. The new department, he added, would have come ahead of the district rolling out a new and improved website.

He said the new department would include additional EnglishSpanish translators to help translate numerous district communication material that goes out to families, much of which is still in English despite the district’s student population being over 50 percent Hispanic.

Rodriguez said the additional translators would help alleviate some of the low-level clerical work that he currently finds himself doing — namely translating documents.

Beyond the issue of hiring, some union and board members said on April 10 that the personnel changes seemed to prioritize administrative salaries over financial prudence.

Board member Della Patterson argued that a claim made by some board members in support of Rodriguez’s personnel recommendations — that the superintendent was proposing to spend $60,000 less District 209 on administrative salaries this upcoming fiscal year than what was actually spent last year — was not valid, since the cost-saving was made possible by cutting a history department chair.

Patterson also said she was confused that the district “all of a sudden” has money to pay for higher administrative salaries, when she was told there was no money to implement an eight-period day, a recommendation she had made some time ago.

Rodriguez said the $102,000 district department chair position Patterson had referenced on April 10 was indeed cut, but that it was not at the expense of instructional quality.

He said that, prior to his tenure, there were three district chairs — one for social studies, one for technical education and one for guidance. That model, he said, had not worked for his predecessor and he found it did not work for him, either.

“Instead, we’ll have department chairs at Proviso East and West, so the teachers will do it at the building level. The service will continue to be provided,” he said, adding that those building department chairs now receive stipends — a change that the board had already approved.

Addressing the eight-period day, Rodriguez said he had already discussed with the board that the cost of implementing that instructional change would be more than

Along with replacing two top administrators, Rodriguez must also regroup after the board voted 4-3 against reclassifying Rob Daniels, a program analyst, as a digital media specialist, and promoting Cynthia Moreno, the district’s community and public relations coordinator, to director of communications and community outreach.

The four board members who voted against Brazouski also voted against those personnel changes, with most of those dissenting members arguing that the jobs should have been open to other candidates.

Riley said on April 10 that the union’s collective bargaining agreement requires all administrative transfers and chair openings to be posted on the district’s website or emailed to all union members so that those members who are qualified can apply for the openings.

Rodriguez said he was particularly bewildered by some board members’ input and their votes because he had already explained to them his plans for the central office changes prior to the vote on April 10.

For instance, the board itself voted to cut the district-wide department chair position.

“I still don’t have a decision about where to go with this,” he said of the board’s vote against his personnel decisions. “I am very confident about the process we followed. I have to do my work based on evidence and data. Going forward, I either have to bring another candidate forward or start the process all over again. That will create a delay in our work.”

Maywood among suburbs where homes have sold fastest so far in ‘18 During the first quarter of 2018, homes sold faster in Maywood than most other Chicago suburbs, according to a recent Crain’s Chicago Business analysis of data provided by Midwest Real Estate Data and the Chicago Association of Realtors.

On average, it took 99 days for homes to sell in Cook, DuPage, Lake and Kane Counties during the first quarter, Crain’s reports.

In Maywood, it took only 51 days — enough for the village to be among “13 locations in the city and suburbs with super-fast sales so far this year.”

The publication noted that its analysis only extends to places where more than 25 houses were sold during the first quarter of 2018.

Erik Corral, a Re/Max Partners agent, told Crain’s that Maywood is “a rehab market” that seems to be benefitting from the frenzy in “alreadyrehabbed areas to the east.”

“Investors can’t pick up projects for as little as they used to in areas like Berwyn and Cicero and even parts of Chicago,” Corral told Crain’s, “so they’re coming over to Maywood, where there’s unfortunately still a significant amount of foreclosures they can get.”

Crain’s noted that Corral has sold “several post-rehab houses in town recently.” The rehabbed homes, Crain’s reported, “appeal to bargain-hunting home buyers.”

“In early December, Corral listed a rehabbed house on 19th Avenue,” Crain’s pointed out. “He had a buyer for it in late January, and the sale closed at $214,000 in mid-March.”

Maywood police arrest 1 in April 26 raid Maywood police executed a search warrant on April 26 that resulted in one arrest and the seizure of a gun, drugs and cash.

The raid was conducted by the Maywood Tactical Unit on early Thursday morning at 2038 S. 2nd Ave., according to a statement released by Maywood Deputy Police Chief Elijah Willis.

Authorities arrested Teddy R. Walker, 34, and seized 170 grams of cannabis, one gun and $4,470, Willis stated.

Walker was charged with possession of cannabis with intent to deliver. Police did not say when Walker is scheduled to be in court.

Most students denied entry into OPRF come from Proviso Township, Chicago A recent presentation to the Oak Park and River Forest High School District 200 Board of Education by OPRF Principal Nathaniel Rouse showed that 245 people were prohibited from enrolling at the high school during the 2017-18 school year after residency checks found that they did not live in the school district.

Most of those students denied enrollment, Rouse said, were attempting to transfer from, “or already lived in,” Chicago’s Austin neighborhood, Forest Park, Maywood, Berwyn and Bellwood.

In his report, Rouse explained that “it’s almost impossible” for the district to know the schools those students were registered to when they were trying to enroll at OPRF. Questionable enrollment cases at OPRF last year came up during the school’s residency verification period last June, during which the district’s verification staff reviewed information that was submitted online and compared it to residency documentation that families provided.

The residency verification process is “to help ensure that only students who legally reside within the District’s boundaries receive educational services funded by District tax dollars.”

Rouse said that enrollment issues are typically prompted by a variety of red flags, including “expired leases with insufficient proofs of address or fraudulent proofs of residency,” claims of “live-in situations” that were ruled invalid after home visits, calls from landlords alerting the district that their tenants had moved out of the area and returned mail, among other things.
