SPRINGFIELD — Legislation that punishes employers in Illinois who short their workers’ pay left Republican representatives with open-ended questions about the bill’s impact on state businesses.

Proposed by Chicago Democratic Rep. Celina Villanueva, the House-approved measure enhances current penalties against companies convicted of wage theft — each day an employee’s paycheck is withheld would now be a separate felony offense instead of a misdemeanor.

District 209 Supt. Jesse Rodriguez said that the board directed his administration to create a plan that guides the funding of the district’s recently approved facilities master plan and that doesn’t increase taxes.

“You do have a very ambitious goal and I think that we have exceeded that

expectation,” Rodriguez told board members on April 9.

On Saturday, April 20, at the Diplomat West Banquets in Elmhurst, Women Ambassadors for Christ Ministries held its Annual Missions Prayer Breakfast.

“There is a tremendous misconception amongst people that homelessness is an issue only in wind chill temperatures of -30 below,” stated Clementine Delane, the CEO of Women Ambassadors for Christ Ministries. “The reality is that homelessness is no respecter of temperatures — it is pervasive year-round.”

Delane invited Lynda Schueler, the executive director of the Maywood-based nonprofit Housing Forward, to speak about the organization’s mission to end homelessness in the west suburbs.

FINANCIAL PLAN First of its kind from page 3 academies at Proviso East and Proviso West, the implementation of the district’s 1:1 Technology Plan and more opportunities for students to recover credits during the school day, among other priorities.

Nicole Howard, D209’s assistant superintendent for Academics and Student and Family Services, said to the school board on March 12 that the aforementioned funding areas are typically the first to get cut when school districts start tightening their belts. The 5-year plan, she said, allows for fiscal discipline without cutting those areas.

District officials have said that the plan is based on relatively stable student and staff enrollment projections through the 2023-24 school year. Student enrollment is projected to decline slightly at East and West, and across the district as a whole, while enrollment at Proviso Math and Science Academy is projected to increase.

“This way, more students have a greater menu of options to pursue excellence within PTHS D209,” district officials explained in the Financial Plan’s executive summary.

Enrollment at East is projected to go from 1,561 in 2019-20 to 1,446 in 2023-24, a 7 percent decline, while the number of fulltime equivalent positions at the school is projected to decrease from 114 in 2019-20 to 111 in 2023-24.

Enrollment at West is projected to go from 1,732 in 2019-20 to 1,1606 in 2023-24, a 7 percent decline, while the number of fulltime equivalent positions at the school is projected to decrease from 121 in 2019-20 to 111 in 2023-24.

Enrollment at PMSA is projected to go from 877 in 2019-20 to 960 in 2023-24, a 9.5 percent increase, while the number of fulltime equivalent positions at the school is projected to increase from 54 in 2019-20 to 60 in 2023-24.

Enrollment across the district is projected to go from 4,169 in 2019-20 to 4,011 in 2023-24, a 4 percent decrease, while the number of full-time equivalent positions in the district is projected to decrease from 289 in 2019-20 to 282 in 2023-24.

Based on existing collective bargaining agreements with the district’s three unions, annual salary increases for faculty and all other staff are projected to grow at 3 percent and 2 percent, respectively, for the next five fiscal years. Annual employee benefits are projected to increase by 5 percent for fiscal year 2020-21 and 6 percent for the 2022 through 2024 fiscal years. The district’s payments to the Illinois Municipal Retirement Fund are projected to be “relatively flat,” officials said.

The Financial Plan’s “operational goals’ are to manage resources at the district based on class size target ratios of 30:1 at PMSA and 25:1 at East and West.

The plan also projects annual fund balance surpluses ranging between $4 million and $6 million through fiscal year 2024, when the year-end balance is projected to be at around $32.3 million — 36 percent of expenditures for that year.

The Financial Oversight Panel, a state-appointed advisory body that has

overseen the district’s finances since 2009, had recommended that the school board implement the 5-year Financial Plan if it ever wanted the FOP to dissolve.

During the April 9 meeting, board member Sam Valtierrez asked Rodriguez if the FOP would exit the district now that the 5-year Financial Plan is in place.

“Are we done with the FOP?” Valtierrez asked.

“We had a conversation with the FOP at

the last meeting, which is to be continued,” Rodriguez said on April 9, adding that the FOP is “impressed” with the plan and with the financial controls the district has in place.

“We did have conversations about a limited partnership,” Rodriguez said. “Perhaps we can sit down with the two boards and [think about] where we go from here. [The FOP] is interested in having the conversation with us about how the structure will look like in the future.”

Way Back Inn: Providing Hope for the Hopeless

n her mid-forties, Dee’s social drinking took a turn for the worse: she drank to forget her problems, and found her problems increased. In short order, she lost her job, home, family and friends. Various attempts at rehab failed, and she woke up one day in a hospital with a bruised and bloody face and no memory of how she got there.

She recalls, “The hospital discharged me at three in the morning, and by the grace of God, an angel picked me up and took me to a treatment center.” After detoxing, the center recommended Dee enter Grateful House, the women’s residence of Way Back Inn. While at Grateful House, she received counseling and guidance through Alcoholics Anonymous (AA.) She says, “I learned to think in a positive way and be grateful. Slowly, I began to want what I had.”

Dee found employment at a cookie store, and over time, she became known as a reliable and dependable employee.

Today, she is taking classes to become a counselor and help others who face the same challenges she once faced.

Anita Pindiur, Executive Director of Way Back Inn/Grateful House, notes that stories like Dee’s are the reason Way Back Inn and Grateful House have long played

such an important role in the communities they serve. Grateful House was founded in Austin in 1958 to serve women struggling with alcoholism, and Way Back Inn was founded in Maywood in 1973 to serve men.

Today, the two original homes have grown to include six locations in Maywood, Oak Park, Forest Park, Chicago and Melrose Park.

Along with alcoholism, Way Back Inn treats adults suffering from drug and gambling dependence. Pindiur says the keys to recovery are long-term treatment and finding a sense of purpose.

During the week, residents receive counseling, group therapy, attend AA meetings and meetings with sponsors.

Each home is set up to function as a family, with residents responsible for cooking and cleaning. Dinner every night is a family meal. On weekends, residents have time for visitation with family or close friends.

Pindiur states that many residents enter Way Back Inn incapable of working.

Through the support of the local community, she says most find work within a few weeks to a month. “This is quite a wonderful community. We have so much support and not a lot of stigma. People understand what Way Back Inn does and are willing to employ our residents.”

As Dee’s example shows, there are

multiple benefits to finding employment during treatment. Jobs provide needed structure and meaning to the day. “With addiction, you can lose that meaning,” remarks Pindiur. “To gain that and have a sense that people are relying on you and you are worthy of that is important.”

Pindiur notes that over the years, the need for their services has only grown, so Way Back Inn is attempting to address problems before they begin. While residential programs are suitable for adults, a new initiative is aimed at adolescents.

Through community outreach and afterschool groups, Way Back Inn is attempting to use education and prevention to prevent gambling and gaming disorders from taking hold of lives of teens.

Today, Way Back Inn serves between fifty-five and sixty residential clients, and close to thirty-five patients on an outpatient basis for gambling addiction.

With a steady stream of referrals from hospitals,

treatment centers and the AA community, she says the importance of residential programs like Way Back Inn cannot be overlooked.

“Research indicates that long-term treatment is required for sustained recovery.

It takes time to change neuro-pathways and find new ways of living, new ways of dealing with stressors and to build new pathways of support.”

Attend a town hall On Thursday, April 25, 7 p.m., at 125 S. 5th Ave. in Maywood, the village of Maywood will host its regular Town Hall.

Kim Foxx joins fight against Pipeline Health Cook County State’s Attorney Kim Foxx recently joined the village of Melrose Park in the fight to keep California-based Pipeline Health from closing Westlake Hospital.

On Friday, Foxx’s office formally joined the temporary restraining order against Pipeline that Melrose Park had filed on April 8 and that a judge granted on April 9.

As part of the restraining order, the California company was prohibited from taking steps to close the Melrose Park hospital until after April 30, when the Illinois Health Facilities and Services Review Board is scheduled to make a decision on Pipeline’s request to close Westlake.

On April 16, Pipeline was found in contempt for violating that April 9 temporary restraining order. As part of that contempt of court ruling, Pipeline had until 9 a.m. Thursday to reopen every Westlake department except for the bariatric unit.

Pipeline was facing a $200,000 a day fine if they failed to restore those services.

On Thursday morning, the Cook County Circuit Court of Appeals ruled 3-0 in favor of reversing the temporary restraining order, arguing that Melrose Park had no standing to file it.

Hours later, however, the Illinois Supreme Court weighed in, issuing a stay of the lower court’s ruling, meaning that the temporary restraining order will remain in place for now.

In a statement released Friday, Dennis Culloton, a Pipeline spokesperson, said that the company welcomes the state’s attorney’s involvement before blaming state Rep. Emanuel “Chris” Welch (7th) for the hospital’s financial troubles.

“The record will show that Pipeline Health has followed the rules, is acting in the interest of patient safety and cleaning up the financial mess created by Westlake Board Chairman and Illinois State Rep. Chris Welch,” Culloton said.

In a statement released April 17, Welch said that Pipeline “knew of Westlake Hospital’s financial state when it was purchased, and they continued to promise our community that it would remain open for two years.

Rather than honor their promise, they broke their word and chose to take access to health care away from a largely black and brown community.”

NEWS brief The 5th Avenue rail crossing in Maywood was scheduled to close on April 15 in order for crews to install a “third rail line, new station platforms that configure with the new track, as well as perform utility and grading work,” Union Pacific officials announced in a recent statement.

Officials said that drivers will be able to cross the railroad tracks at 1st and 9th Avenues, or in neighboring River Forest and Oak Park. The temporary closure, they said, will last 16 weeks, weather permitting.

“The work is part of a long-term project to add a third rail line on the company’s Metra West Line from River Forest to Melrose Park, and from West Chicago to Geneva,” Union Pacific officials said. “The additional main line will allow 59 Metra trains and 70 freight trains using the line to operate simultaneously, a critical step toward improving the line’s reliability and efficiency.”

Union Pacific officials said that drivers, who may experience delays during the closure, should follow the posted detours, “as well as be aware of, and courteous to crews working in the area.”

Art’s the theme of Maywood’s Village Pride, Village Wide The April 27 volunteer event to focus on beautifying highway overpass

Participants at the annual Village Wide, Village Pride cleanup — which is scheduled to take place on Saturday, April 27, 9 a.m. to 12 p.m., in Maywood this year — will set their sights on bridges; in particular, the overpasses above the Eisenhower Expressway.

During a Maywood Board of Trustees meeting on March 19, Loretta Brown, a member of the Maywood Environmental and Beautification Commission, which leads planning efforts for the annual cleanup event, said that this year’s cleanup will focus much more on the arts, in general.

“We want to do more art projects this year,” Brown said. “We want to do an overpass project over the I-290 expressway, similar to what you see in Forest Park and Oak Park when you go across their overpasses.”

Brown said that volunteers will also have an opportunity to engage in sidewalk art.

Last year, she said, volunteers painted park benches during the annual cleanup.

Brown, who is also a co-founder of the nonprofit Proviso Partners for Health, a social justice and wellness alliance comprising multiple local organizations, urged residents who can’t make it out to the cleanup on April 27 to set aside some other time to spruce up their neck of Maywood.

But during floor debate, Republican representatives questioned whether Villanueva’s characterization of the bill accurately portrayed the practical effects it would have if passed into law.

Villanueva consistently said her bill targets “bad actors” who “repeatedly and willfully engage in wage theft.”

Jacksonville Republican Rep. C.D. Davidsmeyer asked her to explain how many times an employer would need to be convicted before the enhanced penalties would go into effect.

This is the bill’s “weakness,” said Steve Schwinn, a professor at The John Marshall Law School. Nothing in the language of the measure defines how “repeatedly” works, or at what point it is triggered. It mentions

only that employers incur a felony charge for each day wages are withheld.

“It starts to rack up pretty quickly,” he said. “If I were opposed to the bill, that’s what I would hang my hat on.”

In response to Davidsmeyer’s question, Villanueva said it was “discretionary.”

Her legislation excludes vendors or contractors who provide benefits for health care and human services programs, including Medicaid; Supplemental Nutrition Assistance Program, formerly known as food stamps; and Women, Infants and Children benefits.

Villanueva said an advocacy group approached her with a concern federal dollars could be interrupted if those programs were incorporated into the bill.

Republican Rep. Deanne Mazzochi, from Elmhurst, asked if there was a similar concern with construction contracts.

“For the rest of the wage payment violations that are listed here, if any of these types of contracts could involve the use of federal dollars such as in road or transportation or bridges, is that also going to place us at risk for losing federal dollars?” she asked.

The sponsor said no one brought that concern to her attention, and that she would

not hold the measure until she had an answer.

Villanueva said her staff is still working to get Mazzochi an answer to that question.

The floor debate over House Bill 1653, which passed the chamber by a party-line vote of 69-43 earlier this month, put on display what it means for a party to be in a superminority, conservative lawmakers said.

Davidsmeyer is an assistant Republican leader and has been in the House since 2012.

“It used to be that if somebody didn’t want to answer a question, they talked around it — they didn’t not answer,” Davidsmeyer said.

“We’re getting to a point, for the majority — and there’s a lot of new people as well — that it seems to be about winning.”

Mazzochi has been serving in the General Assembly only since July, but she said there is “a general perception” that Democrats know they do not need any conservative votes to successfully pass bills.

“The problem is legislation with really bad unintended consequences is going to result,” she said. “It’s disheartening when you really do try to contribute to debate, to make things better, and the answer is, ‘We don’t care what your concerns are.’”

Villanueva said she is “a little bit offended”

by this characterization. Her conservative colleagues had time during session before this measure came up for a vote to speak with her about any concerns they may have had, she said.

She added she answered each question asked of her — the other legislators “just didn’t like the answers.”

“I want to work with the Republicans. But I’m not going to be pushed around, especially when I know it’s a good bill and it deserves its just due,” Villanueva said. “It’s just one of those things where I’m more than willing to have conversations, but they’ve got to be willing to move, too.”

The bill is in the Senate, and has been taken up by Democratic Sen. Iris Martinez, from Chicago.

Villanueva said she plans to speak with Martinez about possible changes to clean up the measure’s language.

“It’s kind of unfortunate because when we have these types of last-minute discussions, we really have to depend on the Senate doing its job to fix every piece of legislation,” Mazzochi said. “I’m not convinced they’ll have the time and resources to accomplish that.”

From Springfield: Personal robots, medical cannabis, population and more

SPRINGFIELD - With the Legislature on spring break until April 30, advocacy groups are working to get their points across on topics such as cannabis legalization.

State Sen. Heather Steans, a Chicago Democrat, said she expects amended language to be filed on her adult-use legalization, Senate Bill 7, by the end of April.

While details of the bill have not been released publicly in an official capacity, 60 state representatives have signed onto a resolution by state Rep. Marty Moylan, D-Des Plaines, urging lawmakers to “slow the process of legalizing recreational marijuana.”

On Tuesday, April 16, a mental health advocacy group urged caution in the legalization process as well, noting that legalization will come with a behavioral health care impact, particularly on teens, and lawmakers “must be ready to pony up the money to pay for care.”

Illinois Association for Behavioral Health CEO Sara Howe said data from the National Survey on Drug Use and Health shows the average rate of regular teen marijuana use in the legalized states of Alaska, Colorado, Oregon and Washington is 30 percent higher than the U.S. rate as a whole.

Howe said the IABH is ready to assist the Legislature “in crafting a well thought out and carefully implemented policy,” but funding will need to be provided for such measures.

“We cannot and under no circumstances should be expected to, prevent or treat the increase in substance use or mental health disorder diagnoses without a significant and permanent increase in monetary resources – to not do so is simply naïve and ignores the reality of what will occur in communities,” she said in the release.

Medicinal pilot program The Medical Cannabis Alliance of Illinois, a trade association representing cultivation centers and dispensary organizations, issued a news release Tuesday, April 16, in support of House Bill 895, a bill to make permanent the state’s legalized medicinal program.

The bill is carried by Rep. Bob Morgan, a Deerfield Democrat and the former head of the state’s Medical Cannabis Pilot Program.

In addition to making the pilot program permanent, HB895 would expand qualifying conditions for medical cannabis treatment.

MCAI announced a new online resource, www.cannaqualify.com, to help people get

access to medicinal cannabis.

“Many people benefit every day from medical cannabis pain relief that they simply cannot get through opioids and other medications. Cannabis is changing lives for the better,” Pamela Althoff, MCAI’s executive director, said in a release. “Yet, too many Illinoisans don’t know if they qualify for medical cannabis help, or they hear misinformation about what our members can offer.”

Jobs report The unemployment rate in Illinois climbed one-tenth of a point to 4.4 percent in March as the state recorded a net loss of 2,300 jobs, the Illinois Department of Employment Security said Thursday, April 18.

According to preliminary, seasonallyadjusted numbers, the biggest job losses occurred in the professional and business services sector, which lost 4,200 jobs, transportation and utilities, which shed 3,000 jobs, and the construction industry, where employment was down by 1,600 jobs.

Those losses were partially offset by job gains in manufacturing, financial activities, leisure and hospitality, and other services.

Meanwhile, the number of people counted as unemployed in March grew 1.1 percent from February, to 284,400. That was 1.3 percent higher than in March 2018.

Nationally, the U.S. economy added 196,000 jobs in March, while the nation’s unemployment rate held steady at 3.8 percent.

Despite the overall loss of jobs in Illinois, IDES said the state still saw a net gain in employment for the thee-month period from January through March. And the total job count for Illinois in March was up by 47,400 compared to a year ago.

Hill said. “But it is concerning that all of the state’s metro areas are losing population.”

The Chicago metro area, which extends beyond Cook County into the collar counties and parts of southeastern Wisconsin and northeastern Indiana, had the greatest raw number decline of more than 22,000 people.

In Cook County alone, more than 24,000 people left.

While the population drop of 970 people in the Danville metro area was smaller by comparison, it was the fourth worst decline of any metro area in the country at 1.25 percent.

In all, only 16 of Illinois’ 102 counties saw population increases.

Personal robots Futuristic technology could give Illinoisans their own personal robots that follow wherever they go, and carry supplies like groceries.

In anticipation of a summer rollout of this technology, the Illinois Legislature is moving a bill to regulate it.

But many aspects remain unclear, including how strong demand will be and what the technology will look like in its final form.

Chicago Democratic Rep. Jaime Andrade is sponsoring House Bill 245, which seeks

to regulate the use of “mobile carrying devices.” It is headed to the Senate after being passed unanimously by the House last week.

“When the state’s vehicle code was written, people didn’t think of this being a vehicle,” Andrade said of the personal robots. “It’s not a vehicle, but we still need a description and definition for it.”

His bill is primarily in response to a particular product, the personal robot gita, in development at Massachusetts-based Piaggio Fast Forward, an affiliate of the Italian company that makes Vespa scooters.

Gita is a 50-pound spherical robot Piaggio is designing to carry things to make it easier for a pedestrian to walk, ride a bike, or get around by other means.

It tracks and follows the movements of a belt worn by an owner, and uses cameras to survey the surrounding environment, according to the company’s website.

Aaron Winters, an Illinois lobbyist who represents Piaggio, said it’s expected to be available by this summer, which is “why it is important for the legislation to pass.”

Among other things, the legislation would require the owner to be within 10 feet of the personal robot, and would allow home-rule municipalities to set their own rules. It also would not allow the devices to be used to carry people.

Population report Census numbers released Thursday, April 18, show that for the first time in seven years, every major metropolitan area in the state saw population decline between July 2017 and July 2018.

The numbers give a county and metroarea look at population changes, and provide more detail on the statewide numbers the Census Bureau released for the same time period last December, which showed Illinois lost about 45,000 that year.

To Bryce Hill, research analyst at the conservative think tank Illinois Policy Institute, the detailed numbers released Thursday are no shock.
