A contingent of elected officials, clergy and other community leaders in Proviso Township gathered inside of a warehouse in Broadview on Saturday morning in a gesture of solidarity and mutual aid for Ukraine.

Russian President Vladmir Putin has waged an invasion of the Eastern European country since Feb. 24, in violation of international law.

“We’re sending these eight tractor trailers to our friends in Ukraine to let them know that together we stand, but divided we fall,” said Rev. John Harrell, the cofounder and president of Black Men United, a national community service organization based on the West Side.

Back To Class For Proviso Students After Strike’s End

The roughly 4,200 students in Proviso Township High School District 209 returned to classes on Monday after being out since March 4 due to a historic 13-day teachers strike.

On March 23, the Proviso Teachers Union (PTU) Local 571 and District 209 Superintendent James Henderson reached a tentative contract agreement that the

PTU’s roughly 280 members, who include teachers, social workers, librarians and school counselors, will vote to ratify the agreement on Tuesday, the superintendent said.

According to a statement on March 27, Henderson said the tentative agreement “includes a raise as well as semi-annual bonuses for three years,” going back to 2021.

Proviso Together disbands while Proviso 209 Cooperative prepares to run candidates for the District 209 school board next year

A grassroots education advocacy movement created nearly a decade ago as a Facebook group in response to Proviso Township High School District 209’s dysfunction before morphing into a full-blown political party is disbanding.

Meanwhile, another education advocacy movement that started last year as a Facebook group in response to D209 dysfunction has evolved into a burgeoning political force.

Proviso Together is officially no more, but Proviso 209 Cooperative is just starting to come into its own.

In an email message sent to supporters earlier this month, Proviso Together leaders announced that the organization “will no longer exist by name,” but that “as individuals, we are deeply committed to being part of the continued solution right along with you.”

Westchester parent Kathleen Franzwa and Forest Park parent Jenny Barbahen, the cofounders of Proviso 209 Cooperative, said that the organization will start a political action committee (PAC) in order to slate candidates to run for the Proviso Township High School District 209 school board in next year’s elections, in order to bring accountability into the district.

Along with Franzwa and Barbahen, Maywood resident Eileen Olivier is also a co-chair of the Proviso 209 Cooperative’s PAC. During an interview earlier this month, Franzwa and Barbahen said that they decided to get into the political fray in order to hold D209 Superintendent James Henderson’s feet to the fire or, if that fails, mobilize a board majority to get rid of him.

“I think the first line of defense is to hold him accountable,” said Franzwa.

“If that can’t happen, what other recourse is there? If there’s no accountability, if there’s no financial transparency and we’re getting more of the same — that would be the next push,” said Barbahen.

The co-founders pointed to the dissolution of the district’s finance committee, which the board allowed based on Henderson’s recommendation, the district’s lack of a finance director, and questionable spending practices, among other concerns.

“To my knowledge, these board members don’t even get budgets or plans in front of them and sometimes they are given information hours before a meeting to vote on it,” said Franzwa.

They said the board has been making decisions on “huge ticket items” without any robust consideration of how those expenditures might affect the district’s finances.

Proviso 209 Cooperative was started as a closed Facebook group that Franzwa created on Oct. 12, the night she and other D209 parents and community members learned that D209 school board President Rodney Alexander decided not to livestream and record that night’s school board meeting.

Franzwa and other community members started recording the meeting themselves and uploaded the video to the Proviso 209 Cooperative Facebook timeline. The group now has about 1,100 members.

Franzwa and Barbahen were both volunteers during Proviso Together’s historic push to oust the power structure within D209 about a decade ago. According to Forest Park Review reporting, a group of Forest Park residents were communicating in a Facebook group called “Forest Parkers For Better Schools” before they decided to meet later that year at the Brown Cow Ice Cream Parlor in the village.

The group would become known informally as the “Brown Cow 20,” which included the Brown Cow’s owner, Connie Brown, whose organizing skills helped propel the group into a political and communal force.

In the 2015 school board elections, all three of the Proviso Together candidates — longtime school board member Theresa Kelly and neophytes Ned Wagner and Claudia Medina — won seats on the D209 school board.

Two years later, four more candidates running on the Proviso Together slate — current school board President Rodney Alexander, Amanda Grant, Sam Valtiarrez and Della Patterson — won seats on the board, giving the party a rare supermajority.

The political organization began to splinter a few years ago amid interpersonal conflicts, clashing personalities and governing styles, and racial strife.

In their email statement sent March 6, Proviso Together organizers said that although the group will no longer exist by name, “as individuals, we are deeply committed to being part of the continued solution right along with you.”

Together organizers recommended that community members continue to support the 209 Scholarship, an entity that was started by many Together members, but that is completely separate from the political organization.

The scholarship’s board chairperson, April Baker, explained in a statement that the 209 Scholarship “continues to grow every year,” adding that, “in addition to funding at least nine $1,000 scholarships for District 209 graduates, we will be raising funds to ensure for $1,000 renewal scholarships so that our students can count on our support every year they are in college or trade school. We are proud to have the support of our community in this endeavor. To donate or volunteer, please visit our website 209scholarship.com.”

The Together statement also recommended that community members join the Cooperative’s Facebook page. Franzwa and Barbahen said that they’re still amicable with Together members and organizers, adding that they’ll lean on their experiences and resources as the Cooperative charts its own course.

“We can learn from their mistakes and successes,” said Franzwa. “I respect what they did a lot. I volunteered for Together. I canvassed Westchester and talked to friends and helped these folks get elected. I care about it a lot and I respect [Together] for what they did.”

The Cooperative co-founders declined to comment on whether or not they’ve identified any potential school board candidates.

North Riverside Amazon Fresh now targeting April opening Meanwhile, 8.8 acres of North Riverside Plaza shopping center is about to be sold

Amazon Fresh, the high-tech grocery store that has looked ready to spring to life for more than a month at 7201 24th St. in the North Riverside Plaza shopping center, won’t be opening its doors until at least May, according to North Riverside Village Administrator Sue Scarpiniti.

In the works since late 2020, Amazon had

been loath to reveal it was behind the renovation of the former longtime Jewel/Osco storefront, but it became obvious early in 2021 through building plans that Amazon Fresh was coming in. The company made it official in mid-January when the Amazon Fresh sign went up on the façade.

Originally, according to Scarpiniti, the store was slated to open in March, but that’s now been pushed back.

“They told [the village’s building department] that the delay is putting in all the fiber-optic infrastructure, IT-related stuff,” Scarpiniti said. “They’ve got their personnel team in place.”

The shopping center’s property management company still needs to complete some site improvements, said Scarpiniti, namely, the installation of protective bollards along the front façade.

NEWS briefs Riveredge Hospital CEO honored by Crain’s Chicago Business Riveredge Hospital Chief Executive Officer Allison Davenport was recognized as a “notable executive of color in health care” by Crain’s Chicago Business earlier this month.

Davenport, who only ascended to the CEO role in September 2021, was one of 34 executives feted by Crain’s, which described the honorees as “breaking new ground” in their field.

“They led their organizations through the response to COVID, securing personal protective equipment, implementing protocols and ensuring the safety of patients and staff,” Crain’s writers Judith Crown and Lisa Bertagnoli explained. “With heightened awareness over racial inequality, they established or expanded diversity programs. And they led initiatives to educate physicians and staff on unconscious bias and the impact of racism on health.”

Davenport said that it was an “immense honor … to be recognized among such a

prestigious group of healthcare leaders of color.”

“As an African-American woman in the healthcare field, I absolutely recognize and I welcome the opportunity and the responsibility to serve our robust and diverse communities and the patients that entrust us with their care,” she said.

Proviso suburbs awarded county funding for transportation projects Earlier this month, the Cook County Board of Commissioners approved additional funding for three transportation projects in Proviso Township.

In a statement released March 18, officials with the Cook County Department of Transportation and Highways said projects on major commercial corridors in Bellwood, Northlake and Melrose Park are among roughly a dozen across the county slated to receive the funds.

Bellwood partnered with the county transportation department “to begin work associated with their $231,000 award for design engineering services for the St. Charles Road Improvement Project, which will connect residential and commercial areas in the village,” transportation department officials said.

“To bring this corridor up to today’s design standards and best serve the community’s needs, the project will resurface

the roadway, repair existing drainage and pavement structures as well as sidewalk replacement.”

In Melrose Park, the county awarded $566,000 for the construction and construction engineering for safety improvements at IL-64 (North Avenue) and George Street,” officials said. “Improvements include a realigned intersection, new traffic signals, sidewalks, ADA ramps and a bike path.”

And in Northlake, the city partnered with the transportation department on “work associated with their $70,000 award for the land acquisition necessary for the intersection improvements at North Avenue and Railroad Avenue,” officials explained.

“This area is a central trucking corridor within the village. This project will improve the movement of trucks by implementing modern design standards. Improvements include adding a southbound right turn lane, ADA sidewalk upgrades and new pedestrian crossing signals,” they said.

Chicago alderman running for 11th Subcircuit judgeship Ald. Chris Taliaferro (29th) is running for judge of the Cook County Circuit Court’s 11th Subcircuit, which spans much of northwestern Chicago and roughly half of Proviso Township. If elected, his seat

will become vacant for the last six months of his term.

While judicial elections tend to fly under the radar, circuit court judges preside over a wide range of legal proceedings, including divorce filings, traffic tickets, child custody hearings and criminal cases, among other things.

Once elected, judges may be appointed to a specific region or serve countywide. The current circuit court system was designed to make sure that all parts of the county, particularly minority communities, get a chance to elect judges that represent them.

Taliaferro, who has been a lawyer since 2007, said that serving as a judge would be the culmination of his legal career. He said that as an African American who has experience representing communities like Austin, he would bring something valuable to the courts.

According to the Illinois State Board of Elections, the only other candidate running for the Democratic nomination is Aileen Bhandari, of Portage Park, who has prosecuted cases for the Cook County State’s Attorney’s office since 2002. Most recently, she served as a supervisor of the office’s Community Justice Center.

Berkeley PD and Triton team up to recruit more part-time cops Berkeley Police Chief Larem hopes new program at community college will help aspiring officers find a smoother way into his department

Berkeley Police Chief Timothy Larem knows the benefits of entering the policing profession the somewhat unconventional way. Larem started out as a part-time police officer, which allowed him a foothold into the department that he would eventually lead.

“I started as a part-timer,” he said. “I

appreciate what it offers. So, I think it’s a good opportunity for a lot of people.”

That conviction prompted Larem to conceive of a program that would effectively be a pipeline from college to career for those interested in local law enforcement.

The village of Berkeley and Triton College in River Grove, where Larem is an adjunct instructor in the criminal justice program, recently inked an agreement that would essentially create a fast-track into the Berkeley Police Department for students in the program who have an interest in law enforcement as a career.

“Each semester, the criminal justice program will select students for us and then, at the end of each term, we’ll evaluate and interview them before choosing the ones we’ll send to the part-time academy,” Larem said.

Larem said “the beauty of the part-time academy” is that it’s conducted on week-

ends, so the training shouldn’t interrupt with students’ college courses. In addition, aspiring officers enrolled in part-time academy don’t have to deal with other barriers of entry typically faced by prospective entry-level officers, such as paying hefty application fees.

Any Triton student enrolled as a criminal justice major, is at least 21 years old, has a 3.0 GPA and 30 credit hours is eligible for the program, Larem said.

The chief said he hopes to start enrolling the first students in the part-time academy in the fall, so that he can be on track to possibly make a hire sometime next year.

“This is pretty self-serving,” Larem said of the program. “It puts [Berkeley Police] on the map, lets our residents know that we want people to apply and it gets the kids interested [in law enforcement].”

Larem said hiring straight from Triton would also help diversify his department,

hire locally and increase his pool of parttime officers. He said part-time officers allow his department the ability to supplement manpower when full-time officers are in training, on vacation or for other reasons that take them off of the streets.

For certified part-time officers, the route is a way to strengthen their chances of becoming full-time police officers, Larem said.

“Once you get part-time certified, you’re a strong candidate [for a full-time policing position],” he said, adding that becoming a part-time officer also offers people more flexibility if they end up changing their minds about a career in law enforcement.

“If I can get them early, they can test it out and see if this is a career for them,” Larem said. “If it’s not, then no harm, no foul.

They can move onto something else.”

During a brief press conference held inside of the Broadview warehouse, the pastor and elected officials formally presented the supplies to a group of Ukrainian American leaders that included Serhiy Koledov, the consul general of Ukraine in Chicago; Dan Diaczun, the president of the Ukrainian Congress Committee of America (UCCA) Illinois Division; and UCCA Vice Presidents Marta Farion, Maria Korkatsch-Groszko and Pavlo Bandirwsky.

Rev. Vasyl Sendeha, pastor of the Ukrainian Orthodox Church in Palos Park, said Saturday’s humanitarian gesture in Broadview was in line with many acts of solidarity and kindness organized by communities around the world.

“I grew up in Ukraine during the Soviet Union,” Sendeha said. “I’m so blessed to live here now in the United States of America and to enjoy the freedoms we have and those are the freedoms that the Ukrainian people are fighting for. I know the United States is helping them a lot and they continue to help.”

Cook County Treasurer Maria Pappas, whose office helped organize the March 26 event, said the humanitarian gesture represents the commonality that unites the suffering of African Americans and the suffering of Ukraine.

Larry Huggins, the founder of Christmas in the Wards, an organization that provides support and resources during the holidays to families in need in Chicago and the suburbs, said he’ll make sure his organization brings some merriment to Ukrainian refugees in the Chicago area during the Christmas season.

“My understanding is that a lot of Ukrainian families will be coming here to Chicago,” he said. “Christmas in the Wards is going to make sure that when they get here, they’ll become part of our family and at Christmas time, they get the gifts they need.”

Huggins acknowledged Dave Dickens, the owner of Sherman Dodge, who provided Black Men United with its first truck that the organization has utilized to provide food for hundreds of thousands of families in need.

Try Our Pallets, a national pallet manufacturer based in Maywood, provided the pallets on which the organization loaded the humanitarian supplies.

Several Proviso Township mayors — including Bellwood Mayor Andre Harvey, Maywood Mayor Nathaniel George Booker and Broadview Mayor Katrina Thompson — were in attendance on Saturday.

Mile-long lines at Willie Wilson’s gas giveaways

The Chicago businessman’s free gas bonanza came to six fueling stations in Proviso Township on March 24

Willie Tucker, a Broadview resident, said the nearly $5 a gallon gas prices in the Chicago area have caused him to curtail his goodwill.

“I do things for the church, so the prices have affected me,” Tucker said Thursday morning while pumping his tank with $50 worth of gas — a gift from Chicago businessman Willie Wilson — at a BP station at 11201 W. Cermak Rd. in Westchester.

The March 24 gas giveaway was Wilson’s second in as many weeks. The businessman gave away $1 million worth of gas at roughly four dozen fueling stations in the city and suburbs, including six stations in Bellwood, Broadview, Maywood, Melrose Park, Stone Park and Westchester.

“I used to pick people up and take them to different places — I’m not doing all of that anymore,” Tucker continued, before thanking Wilson effusively.

“Willie Wilson for president!” Tucker shouted.

Wilson, a serial candidate for political office, has run for president, the U.S. Senate and mayor of Chicago. Wilson is currently running again for the latter office after failed bids in 2015 and 2019.

“I had an officer tell me, ‘You got a brand new Lincoln, what you doing in line? You crazy?’ Do I look crazy?” Tucker said, adding that he lined up for the free fill at around 5 a.m.

The gas giveaway was also a boon to the stations chosen to participate in Wilson’s giveaway.

“We have so many neighborhood people who have been struggling for money when the gas prices went up, so business was slow before this,” said Sino Cherian, the manager of the Westchester BP station.

Cherian said he got to work at around 4 a.m., in order to prepare the station for the lines of motorists looking to refuel. As he spoke, a queue of cars stretched about

a mile west from Cermak — a sight that was replicated at virtually every gas station that Wilson selected.

Madison Street garden oasis seeks to own land where it sits Empowering Gardens in Forest Park is looking to purchase the site at 7730 Madison St., which they’re currently renting

Ana Solares and Richard Biggins had the vision of building a permanent greenhouse and gift shop on the land they were renting at 7730 Madison St. in Forest Park even before they opened Empowering Gardens on April 23, 2016.

Their nonprofit employs only “people who have a broad range of disabilities.”

Six years into the venture and Empowering Gardens has saved up $100,000 and decided to take the next big step toward making that dream a reality. The nonprofit has a contract with Charlie Barbari, who

The property at 7730 has no building, which worked fine as a garden center during the months with warm weather, but during the winter months the organization has relied on generous neighbors like Art Sundry, Tony Aiello, and Jack Strand, who own the building where Empowering Gardens is currently housed until April 30.

Two years ago, the co-owners had to make a major detour. When no space became available for the winter, Solares and Biggins actually rented three shipping containers at $1,500 per month to provide office space and a sales room for house plants. Biggins laughed when he said the space they are using now at 7736 even has two heated bathrooms — much better than the porta-potties they had to use during that shipping container winter.

“We don’t give up easily,” said Solares.

Broadview wants to bring EV charging stations to new lots

The village of Broadview is looking to install electric vehicle (EV) charging stations in each of the six newly renovated municipal parking lots along Roosevelt Road, one of the village’s most important commercial corridors.

The move is consistent with Broadview Mayor Katrina Thompson’s vision to make the suburb more environmentally sustainable, village officials said during a committee meeting held earlier this month.

During a Streets, Sidewalks and Alleys committee meeting held March 2, Broadview Public Works Director Matthew Ames said the six municipal parking lots, which have already been resurfaced and retrofitted with new light fixtures, should be completed by the end of the summer.

The village is still working on adding parking meters to the lots and has been in discussions with numerous vendors about the different options for EV charging stations. He said the village is exploring the possibility of adding fast-charging stations to the lots, which get EV batteries to full

power in less time.

Ames and Broadview Police Chief Thomas Mills said they’re also discussing the possibility of the police department hiring a part-time officer in order to enforce the parking rules along Roosevelt Road.

“In preparing for this, we would take into consideration the possible hiring of a community service officer who would be tasked to more or less handle the responsibility of ensuring that [the 437 parking spaces in the Roosevelt Road corridor] are being utilized,” Mills said on March 2, adding that the revenue generated from the paid parking meters should be sufficient to pay for the additional part-time officer.

“This will not be a drain to the residents by way of having our police officers having to concentrate their efforts on these lots,” Mills said.

The six municipal lots are located along Roosevelt Road at 14th, 15th, 16th and 18th avenues; in the parking lot behind the Blue Note; and in the lot between the old Checkers and Furniture Guys, Ames said.

While the parking meters are designed to generate additional revenue to pay for

parking enforcement, Ames said the EV charging stations are meant to promote environmental sustainability.

The measure is part of a more comprehensive plan created by Broadview to promote the use of alternative energy sources, such as solar and electric. The village received a prestigious SolSmart designation earlier this month. The program is funded by the U.S. Department of Energy and recognizes municipalities that put in place ordinances, policies and practices designed to promote solar energy use for homes and businesses.

“Right now, we’re talking about [municipal] fleet vehicles that are electric for Broadview, so we want to make sure we have the infrastructure in place,” Ames said.

Cul de sac explored for 18th Avenue During the March 2 meeting, village officials also discussed the possibility of installing a cul de sac on 18th Avenue near Roosevelt Road, in order to redirect traffic that often comes onto residential streets from nearby businesses located on the corridor.

“When folks come into the corridor to frequent businesses there, they often go through residential areas and that has cre-

ated problems in some blocks,” Ames said.

“Specifically on 18th Avenue, the 2100 block and the 2000 block, in particular.”

Ames said village officials have had preliminary conversations about how that traffic might be redirected back onto Roosevelt and a cul de sac has figured prominently in those initial discussions.

“When we put cul de sacs in the [area of Broadview known as 80 Acres] on the north side of Broadview, we didn’t have as much public input, but we did find [the cul de sacs were] well-received after the benefits became evident,” Ames said, adding that the cul de sacs resulted in decreased traffic, decrease police call rates and fewer parking issues in the area.

“There are benefits, but [they’re also a] minor inconvenience as well and we’d like to talk about those minor inconveniences and how to reduce them as much as possible,” he said.

The issues surrounding the municipal parking lots and the cul de sacs will eventually be brought before the Broadview village board before any final decisions are made.
