Teachers, social workers, librarians and school counselors in Proviso Township

High School District 209 are headed for a strike after the Proviso Teachers Union (PTU), an affiliate of the Illinois Federation of Teachers, and D209 administrators failed to reach a contract agreement during the latest round of talks on Saturday.

The move comes roughly two weeks after 98% of the PTU’s 280 members voted to authorize a strike. Union officials said at the time that D209 Supt. James Henderson was not bargaining in good faith, a claim the union reinforced in a Feb. 12 statement announcing that an official strike date has been set for Feb. 18.

“By cutting today’s mediation session short once again, Supt. Henderson proved that he is not honest or serious about doing what is right for our students and educators,” PTU President Maggie Riley explained in the statement.

“We’ve offered dates to continue bargaining every day through February 18, including Super Bowl Sunday, to avoid a strike, but Supt. Henderson refuses to meet in advance of our strike date,” she said.

Westchester officials credit task force with reduction in carjacking Westchester Acting Village President Nick Steker said the village of about 16,000 people had seven carjackings in 2020. In the last six months, carjackings there have dropped to zero, Steker said during a Feb. 7 press conference in Chicago.

Steker said the task force “is a prime example where when we put our resources and support behind the men and women of law enforcement, they will bring the bad guys to justice,” adding that the task force is a “successful model for other violent crimes.”

The press conference was convened by Chicago Mayor Lori Lightfoot at the city’s Office of Emergency Management and Communications in order to laud the progress of the Joint Carjacking Operation Task Force.

The task force is a collaboration between a range of law enforcement agencies, including the FBI, the Chicago Police Department, the Illinois State Police, the Cook County Sheriff ’s Office and multiple suburban police forces, including the Maywood Police Department and the Westchester Police Department.

Along with Steker, Maywood Mayor Nathaniel George Booker and Westchester Police Chief Daniel Babich also attended the press conference.

“There’s nothing worse than being a chief and you don’t have answers when you have to face a victim of your community who was carjacked, especially when the last seven carjacking victims were women and a gun was put in their face and they lost their phones, their purse, their car,” Chief Babich said.

“Sometimes,” he added, “even a small child was inside [and the women] were able to get their child back through negotiating and not being harmed.”

Median home prices up across Proviso suburbs Crain’s Chicago Business has released its annual analysis of home prices in Chicago and the suburbs for 2021.

The publication’s conclusion? Two years into the pandemic, the housing market is still hot.

According to data by Illinois Realtors, 137,898 homes were sold last year in the nine-county Chicago metropolitan area — the most since 2000, as far back as the group’s data goes and more than the old record of 133,313 set during another boom year of 2005, Crain’s reports.

Crain’s reports that the “median price of a home sold in the Chicago metro area last year was $299,000, up almost 12% from 2020, according to Illinois Realtors’ mid-January report. In the city, the median was $335,000, up 6%.”

Home prices rose during that period in four suburbs within the Proviso Township area — Berkeley, Hillside, Melrose and Northlake. Melrose Park experienced the biggest change in homes sold (up 34%) and median price (up 26% from 2020).

The change in housing sales from 2020 was down roughly 12% in Bellwood, Maywood and Westchester.

Meanwhile, all of the Proviso Township suburbs that Crain’s

listed experienced an increase in the change in median price from 2020. Still, the median home price in all of those suburbs was below the $299,000 median price for the Chicago metro area.

Housing data for Broadview and Stone Park was not on the list. According to Crain’s, the publication “analyzes only those locations where at least 25 homes sold in 2020 and 2021, because smaller numbers would distort the percentages too much to be useful measures. Thus, not all 77 neighborhoods appear in these lists, and many suburbs are missing.”

Crain’s added that the median price “is the median price is the midpoint of all homes sold during the year. The change in the median may be distorted by heavier buying at one end of the price ladder than the other, but provides a general measurement for comparing one location to another.”

New spa coming to Broadview When Kesha Jossell and her husband Chris Jossell created CJ’S BBQ Cruiser in 2017, the couple became the first licensed food truck in Maywood.

The food truck is still operational, but Kesha has recently branched off into beauty and wellness. Later this month, the entrepreneur, who works for the Chicago Transit Authority during the day, will open a spa called Magnificent Kitties at 1805 W. Roosevelt Rd. in Broadview.

The spa will offer vaginal steaming services, facials, teeth whitening services and foot soaks. Jossell’s daughter, Zharia Martin, a licensed esthetician, will help run the business.

“I still enjoy cooking, but during the pandemic I studied and received a certificate in body contouring,” Kesha said.

“When I was studying some of these techniques, I noticed there were other parts of the business, which are the spa and vaginal steaming aspects,” she said. “Vaginal steaming is a treatment for women who have conditions like yeast infection and dryness.”

About a year ago, Kesha opened Magnificent Beauty Bar in Downers Grove, which focuses on weight management services. Now, she wants to bring her services closer to where she and her husband have roots.

In addition to the two physical locations, Kesha has also developed a brand of juices she created with weight-loss recipes.

“I came out in January with the juice, Kiss Your Belly Goodbye,” she said. “It’s a weight loss offer drink to help my clients maintain their weight loss journey.”

Kesha said that, as a vaginal steam facilitator, she inspires women to “use a holistic approach” while addressing pH balance, yeast infection, fertility assistance, menopause aid, dryness and fibroids.

She said Magnificent Kittiez will host a grand opening weekend on Feb. 25, Feb. 26 and Feb. 27. The events will feature food, drinks and desserts. The entry fee on Friday is $45 while the fee on Saturday and Sunday is $55.

STRIKE LOOMS Union makes decision from page 1 ficials said that the “union did not respond to the district’s most recent offer before negotiations concluded today,” adding that the district and union “will continue to discuss other opportunities to meet before February 18, which is the earliest date the teachers could strike.”

The next two negotiating sessions are scheduled for Feb. 23 and March 9 — both after the Feb. 18 strike date. The sessions have been facilitated by a federal mediator since July 2021.

Heading into Saturday’s mediation session, the union seemed optimistic about the contract talks. In a statement posted on Feb. 9 to Proviso Teachers Care, the Facebook page administered by union leaders and where the union has been posting official statements, union officials said that “some progress was made” during a negotiating session that night, “but there is still work to be done.”

But after the latest session on Saturday evening, the union explained that the two sides are still some ways apart on compensation and class sizes.

“PTU members are also asking the administration to balance and reduce class sizes at each high school (East, West, and Math and

Science Academy),” according to the union’s Feb. 12 statement. “Smaller class sizes have been proven to increase student learning.”

Regarding pay, the union, whose members have been working without a contract agreement for nearly eight months, initially sought a 5-year agreement, with 6% salary increases for each of those five years.

In their most recent offer submitted to the Illinois Educational Labor Relations Board on Jan. 27, union negotiators said that the union has monitored rising inflation, which was at 7% in December 2021 compared to December 2020, and that union members had gotten a pay raise of 5.25% in the 2014-15 school year “during less inflationary times.”

By Jan. 31, the union was proposing a 5-year contract that would include a 5.7% pay raise for each year of the contract. The district was proposing a 2-year contract with no pay increase the first year and a 5% increase in the second year.

By Feb. 12, D209 officials said they “made movement on salary” by increasing their offer from 6% to 6.5% over three years, with a 2% raise in the first year, and 2.25% in the second and third years.

The district also said that it had “agreed to the union’s demand to remove our proposed requirement for teachers to provide lesson plans to school administrators.”

According to the 2020-21 Illinois School Report Card, the teacher retention rate in D209 is 82% — well below the state average of 87% and below surrounding districts of comparable size, which have retention rates

between 89% (Morton) and 97% (Lyons).

“Teachers are seeking an agreement that ensures their predominantly Black and Brown students receive the same high-quality education as neighboring mostly white districts,” the union explained in its Feb. 12 statement.

“To keep good teachers in our District we must pay them like professionals,” Riley said. “While our administrator salaries are among the highest in the area, teacher salaries don’t measure up with comparable districts. On top of that, the District is proposing eliminating the current teacher retirement benefit.

In its statement, D209 officials said that the district “is committed to ongoing good faith negotiations to avoid a strike by reaching a fair and fiscally responsible multiyear contract agreement that serves the best interests of all stakeholders–students, parents, teachers and the local residents who pay taxes to support our schools.”

If previous negotiating sessions are any indication, it’s unlikely that the two sides will hammer out an agreement before the Feb. 18 strike date.

Union members said that they have asked to meet with Supt. Henderson on weekends and for negotiations to last more than two hours, but that the superintendent has refused.

The union said that the superintendent and his bargaining team, which includes Henderson and another administrator, have also consistently failed to comply with the

bargaining ground rules that both sides agreed to in May 2021. There are currently no board members on the district’s negotiating team.

The superintendent has not responded directly to the union’s claims and has consistently declined requests for comment throughout the negotiating process.

“The union stands ready to negotiate at any time,” the union said in its Feb. 12 statement. “Educators had hoped to reach an agreement to avoid disrupting the basketball playoffs next weekend, but it’s clear Supt. Henderson doesn’t share that priority.”

North Avenue says Bye bye to Denny’s, hello to Stacks

The new eatery at 8349 W. North Ave. opened on Feb. 3

The Denny’s at 8349 W. North Ave. in Melrose Park was a staple eatery for decades before it closed last year. Now, the location is home to another restaurant — Stacks.

Tanesha W. (she preferred to give her last initial) worked at Denny’s for two years and now manages Stacks. During an interview on Feb. 3, the new restaurant’s grand opening, Tanesha had one overriding sentiment about the transition. Good riddance Denny’s. Hello Stacks.

“I was working for Amazon [after Denny’s closed] and on my way to my route, I used to always see the building and I figured somebody was about to buy it,” she said. “And then I saw it painted white and was like, ‘What!’ It said, ‘Stacks Pancakes’ on the other side.”

Tanesha lauded the new restaurant’s versatile menu and new and improved interior and external appearance.

“People have options. It’s not just Denny’s with the Grand Slam or the Super Slam,” she said, before complimenting the renova-

tions.

“Stacks did new flooring, new light fixtures, they painted everything. Denny’s didn’t put any money in here,” she said.

“They were just leasing and paying the rent. They weren’t doing anything with this place. It was time for them to go. The place needed renovation to bring people out. This is something the community needs. Denny’s was here for over 30 years.”

Stacks is owned by brothers Sayed and Nayel Elbanna. They said the Melrose Park location is their fifth Stacks. They also own and operate locations in Chicago Heights, Tinley Park, Naperville and Cicero.

“We love the area,” said Sayed, when asked what prompted the move to Melrose Park. “It’s a busy area and a tight-knit community.”

One of Stacks’ specialties is the chicken and waffles, which are hand-battered and made fresh, Sayed said.

They also serve other things you’d expect from a breakfast and brunch and lunch place: all kinds of omelettes and eggs Benedicts and skillets. They also serve waffles, pancakes and crepes. For lunch, there are burgers, sandwiches, wraps and salads to choose from.

But Tanesha emphasized the chicken and waffles, boasting that Stacks just may give

Broadview goes green with sustainability measures

Village passes new solar energy ordinance, welcomes pending construction on bike path and green alleys

Earlier this month, the village of Broadview took a few steps toward its goal of becoming more environmentally sustainable.

On Feb. 7, Broadview Mayor Katrina Thompson announced that the village had won a $2.9 million grant from the Chicago Metropolitan Agency for Planning to build a bike path along 25th Avenue.

The same day, the village board voted unanimously in favor of a solar energy ordinance that would establish local standards related to the installation of solar panels in the village.

“I’m really excited about this $2 million bike path grant because as we create a healthy lifestyle through biking, which will be an alternative form of transportation in Broadview, it will also give people who work in the industrial area a safe and healthy travel option,” Thompson said.

“I am deeply grateful to the Chicago Metropolitan Agency for Planning for this $2.9 million bike path grant because of the healthy

impact it will have on Broadview.”

Thompson said the bike path will stretch through the village’s industrial zone and the Cook County Forest Preserve. The engineering phase for the project will start this fall and construction is scheduled to start by the spring of 2024, she said.

The village’s new energy ordinance is part of the Broadview Alliance for Sustainability, an initiative that Thompson started last year in order to help the village become more sustainable.

“The Village of Broadview has identified renewable energy as one of its roadmap priorities,” according to a statement on the sustainability plan posted to the village’s website.

Thompson developed and commissioned the Broadview Renewable Energy Business Collective in order to focus on energy equity and social determinants of health like air quality issues, according to the statement.

The collective is “the first step in establishing Broadview’s renewable energy infrastructure.”

During the meeting on Feb. 7, David Upshaw, Broadview’s building commissioner, said the village is participating in a program supported by the U.S. Department of Energy that helps governments reduce barriers to solar energy growth and makes it easier for homes and businesses to go solar.

“The village’s goal is to reduce our reliance on fossil fuels,” Upshaw said, adding that the

village is working with the Urban Efficiency Group, a Black-owned energy consulting firm, in order to build out its solar infrastructure.

Urban Efficiency Group also helped develop the Broadview Alliance for Sustainability.

Upshaw said the village is “starting to see more [electrical vehicles] and more EV charging stations,” adding that about six households in the village have already installed solar panels.

“We are on the cutting edge of the solar movement right now in our community,” Upshaw said.

Upshaw said that, while the solar energy ordinance is not required for households to install solar panels, the new ordinance is designed to introduce local regulations that are tailored to Broadview.

“What we’re doing now is to be very specific,” he said.

The ordinance includes local solar energy standards designed to “encourage the use of local renewable energy resources,” promote “sustainable building design and management practices” and assist local businesses with lowering “financial and regulatory risks and improve their economic, community, and environmental sustainability,” according to the text of the ordinance.

Thompson said the village’s zoning board held meetings late last year to change the zoning ordinance. She added that the village is part of SolSmart, a national designation pro-

The so-called green alleys are constructed with permeable pavement and other materials designed to mitigate urban flooding and provide more effective drainage.

Ames said the two alleys identified for improvements through the grand funding include the alley directly behind the Broadview Senior Apartments at 2111 S. 17th Ave.; and the alley between 19th and 20th avenues, in the 2000 block.

Maywood officials considering opening Fred Hampton pool this summer Move comes as park district expands footprint

The village of Maywood is exploring what it might take to open the Fred Hampton Aquatic Center, 300 Fred Hampton Way, this summer. Village board members discussed the feasibility of opening the historic pool, which has been closed for the last two years, during a Committee of the Whole meeting on Feb. 1.

The discussion is happening as the village also seeks to turn over management of two multipurpose buildings at 200 S. 5th Ave. and 1100 S. 11th Ave., as well as the green space between 1st and 4th avenues, to the Maywood Park District, which is expanding its program offerings. The village will continue to own those properties.

Last year, the village and park district hammered out an agreement to turn over six parks to the park district, as part of a referendum that a majority of voters approved in 2006.

During the meeting on Feb. 1, Maywood Village Manager Chasity Wells-Armstrong said that the village has already drafted agreements for the park district to manage the two multipurpose buildings. The park district already utilizes the 200 S. 5th Ave. building for various programming.

er said turning over management of the parks and fields between 1st and 4th avenues, on land where the Maywood Police Station is located, would mean better management of the village-owned property.

Booker said that as long as the property has been under village management, sufficient vetting for entities that utilize the properties has never occurred. For instance, the park district is better equipped to check for proper insurance, and conduct rigorous background checks according to standards set by entities like the Illinois Parks and Recreation Association, the mayor said.

Trustee Isiah Brandon was against the prospect of turning over management of the green space between 1st and 4th avenues. He said that area has always been managed by the village due to its proximity to the police station and because of various safety concerns.

“It still makes sense for Maywood to keep control and management over the park that sits on these grounds where we are located now,” Brandon said.

Booker said that the land where the police station sits could be carved out of any management agreement. Brandon, however, said he would “go even further than that” and only allow the park district to manage the areas they are looking to utilize for programming. Booker said that the area in reference is most of the green space between 1st and 4th avenues.

Maywood to get 3 more green alleys Three more alleys in Maywood are scheduled for improvements, thanks to funding the village received from the Metropolitan Water Reclamation District of Greater Chicago (MWRD).

The Maywood Board of Trustees is scheduled to vote at a Feb. 15 regular meeting on an agreement with Hancock Engineering to provide design engineering services for the project.

The MWRD funding will bring environmentally friendly improvements to three alleys in the village.

The so-called green alleys are designed to mitigate flooding by installing permeable pavement, recycled construction materials and other measures.

Bill Peterhansen, with Hancock Engineering, anticipates construction on the alleys starting either this summer or fall.

The three alleys scheduled for improvements include the “T” alley bounded by 20th and 19th avenues, Washington Boulevard and Randolph Street; the north-south alley between 12th and 11th avenues, Washington Boulevard and Randolph Street; and the north-south alley between 16th and 15th avenues, and Madison and Warren streets.

The alley improvements are estimated to cost $905,000, with the village paying an estimated $363,200 for the project from its General Fund. The MWRD will pay up to $541,800.

In a Jan. 24 memo, Peterhansen said the three new green alleys will resemble the green alleys that were installed in Maywood in 2018 and 2020.

The alleys “will consist of a new concrete pavement that drains itself towards permeable paver blocks within the alley pavement,” he said, adding that the new alleys will capture approximately 4.5 inches of rainfall and have a maximum capacity of 126,000 gallons of stormwater.

Construction crews will also work on improvements to “garage aprons, private entry walks adjacent to the alley pavement, and other ancillary restoration,” Peterhansen said.

The village of Maywood may turn over management of the Fred Hampton Aquatic Center, along with the green space between 1st and 4th avenues where the pool is located, to the Maywood Park District.

New developments from page 1 residents and some village officials about how economic development should happen in Westchester. Many residents wanted board members and officials to reject out of hand the proposal to bring industrial activity into town — something those officials told residents is easier said than done.

At any rate, the development team behind the proposal seem to have hit the pause button as they look to reconfigure their plans.

“I believe in a process,” said Westchester Acting Village President Nick Steker on Feb. 8. “I believe if anyone in this room has any issue with the village, that you’re entitled to a process. We have hearings all of the time for all sorts of things. I believe in the process and no application has even been made.”

During the meeting, Westchester village board members nonetheless cleared space for more than two hours of public comment, virtually all of it passionately against the proposal, even though the concept was not on the night’s agenda.

Before the meeting, village officials created a 23-page FAQ about the proposal. During the meeting, they frequently echoed Steker, explaining that the vetting process was still in its infancy and that the developer, Westchester native and St. Joe’s alum Peter Burdi, has not filed a zoning application yet.

Burdi wants to bring a Community Center to five acres spanning Cermak Road, which would be gifted to the village, and two 180,000-square-foot industrial buildings to roughly 24 acres of the site of the 29-acre high school campus. The area is currently zoned residential.

Burdi said at a village board meeting on Jan. 25 that he’s tapped Ted Stec, the superintendent of Lombard School District 44, to flesh out the community center proposal, which would be lightly modeled on the Connect 44 Center, a 7-000-square-foot learning facility in Lombard for D44 students and area residents.

Stec told board members last month that the center will be tailored to the needs of Westchester residents and stakeholders, adding that he plans on conducting a feasibility study to find out what those needs are.

On Jan. 25, the Westchester village board held a voice vote to move the process along to the point of gathering community input before the proposal is vetted some more by the Planning and Zoning Commission.

During that meeting, Trustee Tracy Jennings, a certified real estate appraiser, voiced his opposition to the proposal, arguing that it could harm property values of nearby homes and the community center could possibly duplicate services already provided in the village. He also pointed to a feasibility study by the consulting firm Gruen and Gruen, which found that a community center would not be a profitable enterprise in the village.

“If I appraise a property,” he said, “I’ll

have to look at everything around there and if I know there’s industrial 300 feet behind this property, I have to actually note that in the report, so that could have a negative impact along Mayfair and Boeger Avenue.”

After that meeting, Jennings published a Facebook post explaining his opposition to the proposal that has garnered hundreds of engagements (likes, shares, comments, etc.). He also created an online petition form signed by many residents who oppose the proposal.

Many of the dozens of people who packed the village board room on Feb. 8 said that they learned about the St. Joe’s proposal and the night’s meeting through Jennings’ Facebook post. They said they hoped more board members had acted like Jennings and more aggressively opposed the idea of bringing industrial activity to a residential area in Westchester.

“Who came up with the brilliant idea to drop an industrial center right in the middle of the village?” said Michael Constantine Singleton, a Westchester resident who was so incensed at the idea that he announced that night he’d be running for trustee himself. “Why not a gentleman’s club?”

Vanessa Sanchez, a social services professional who said she recently moved into the village, volunteered herself for any committee that might help create a vision for Westchester not premised on the need to attract industrial development. She called the 24 acres that the redevelopment proposal allocates for two light industrial facilities a “large pile of poison.”

Mariana Nicolae, who said she’s lived in Westchester since 1989 and worked with federal regulatory bodies like the Environmental Protection Agency for “half of my life” said she was alarmed by the type of businesses that might be attracted to the site.

According to the village’s FAQ, the proposal “would be speculative in nature,” meaning the building would be constructed without a firm commitment from a user, but it would be built in order to make it conducive to “light assembly, food production, high-tech manufacturing, or last-mile distribution.” Officials said that possible tenants might include Pure Foods, Lowes, Siemens, Kroger and Baxter.

“When you said industrial, I know exactly what that encompasses and what are the consequences of having an industrial site here,” Nicolae said. “Baxter International?

You know what that encompasses? Chemicals? Chemicals in proximity to an elementary public school. Pollution in the soil. Pollution in the air. Pollution in the water.”

Village officials have explained that since 2007, the St. Joe’s property has been marketed to “thousands of interested property buyers,” including homebuilders, grocery stores, data centers, medical schools and retail developers. But nothing has panned out for a variety of reasons that officials explained in the FAQ. In a Jan. 25 memo, village staffers said they’re “concerned that if the village keeps saying no, the property will sit vacant for decades.”

But most people in attendance on Feb. 8

weren’t buying the explanation, with many complaining that the village seemed behind the curve both in attracting prospective developers and in communicating about Burdi’s proposal.

Residents indicated that they want to see the village get more aggressive about outlining a vision that will guide development decisions in the future, so prospective developers know beforehand what projects are even worth presenting for consideration.

Part of that vision was presented in rough draft on Tuesday night, with many attendees wondering why attracting more residential housing to the St. Joe’s site can’t work.

Some attendees, such as Traci Jennings, an attorney, Westchester native and Trustee Jennings’ daughter, said younger professionals her age would be lured to the village if there were more housing and retail options.

Matt Welch, the village’s attorney, said that the village has struggled attracting residential housing, in part because more households would mean more children enrolling in public schools, which would mean additional burdens on school budgets. That, in turn, would mean higher taxes, he said.

Welch added that Westchester District 92.5 has filed a lawsuit related to the Tax Increment Financing district in which St. Joe’s is located and any prospective housing development built on the site.

Like a lot of what village officials said during the meeting, Welch’s explanation was met with robust skepticism from the audience, some of whom asked why the village had not already told them about the lawsuit and others questioned where they could find proof of it.

District 92.5 Superintendent Philip Salemi confirmed Wednesday that the lawsuit was filed last year in the Circuit Court of Cook County. Court records show that the lawsuit was filed by the D92.5 school board in June 2021 in the circuit court’s Chancery Division. Salemi said the lawsuit was filed in order to protect taxpayers and community members. TIF districts effectively divert taxes from taxing bodies like school districts for 23 years.

If a residential development were built on the St. Joe’s site that attracted families with school-age children, that would likely result in the district getting an influx of students with no accompanying tax revenue to meet the additional burden. The lawsuit is designed to keep this from happening, Salemi said.

“It’s not that we don’t want housing, we just want to protect the taxpayer and the community,” Salemi said. “We’d be fine with whatever is built there, we just want to make sure there’s an agreement for us to get compensated.”

The skepticism and outrage extended to other explanations village staffers and officials provided in order to persuade audience members to trust the process and reassure them that their input would be considered.

Village Administrator Paul Nosek, responding to residents who felt that they had not been properly informed about the proposal, directed audience members to the vil-

lage’s website, where Burdi’s proposal was included on a meeting agenda last month.

He said going forward, the village will conduct robocalls and circulate the FAQ to all affected households. A telephone town hall on the proposal was scheduled for Wednesday, Feb. 16.

On Feb. 14, however, village officials said that the meeting had been cancelled. They said the development team is “resolving site plan configurations as well as organizational issues.” They said the developers do “not intend to move the proposed project forward through applicable public comment and zoning process until the development team resolves the foregoing issues.”

Keith Donovan, a Westchester resident who said he both attended and taught at St. Joe’s, wanted a more aggressive heads up from the village and a more robust denunciation of the idea of light industry being built in the area.

“One trustee has said, ‘This is a bad idea,’” he said. “I’m waiting to hear from the other trustees before I dismiss them as not actually caring about the residents. To the other trustees, are you waiting for a formal proposal to say, ‘I think this is a bad idea’ … or do you let it sit and simmer?”

Donovan and others said the village should have notified affected households about the proposal before Burdi’s presentation on Jan. 25.

“Do I want what’s best for my community?

Yes. I’m third generation here,” said Trustee Tracy Markey, in response to some of the audience feedback.

“I want what’s best for our community.

We’re not hiding anything,” she added.

“We’re very transparent. We haven’t gotten an application yet. Are we going to go out and scare everybody about what we might have? No. Why would we go out and scare the public when there’s not even an applicant yet … We’re having a town hall meeting to introduce it to everybody. We’re following the steps.”

Welch said that, because Burdi is a private developer and the St. Joe’s property is privately owned, “they have legal rights” that the village should not deny out of hand.

“We are exercising our police power and we have to exercise it within constitutional norms,” he said.

Welch explained that Burdi’s proposal will be subject to a rigorous fact-finding process and will go through “layers of hearings,” as part of the planning and zoning vetting process. The Planning and Zoning Commission has the authority to submit a recommendation to the village board, which has the final say over whether or not the proposal becomes a reality.

Since opening New Rebozo in 1991, chef and owner, Francisco Lopez, known to all as Chef Paco, has been a mainstay on the Oak Park culinary scene. Now, with a slightly updated name, N Rebozo, Lopez is about to become a culinary standout in Forest Park.

The longtime Oak Park location at 1116 Madison St. will go dark at the end of March.

N Rebozo will open in the former location of The Heritage restaurant at 7403 Madison during the first weeks of April.

Now the passionate chef is moving his staff, art collection and repertory of 26 moles just a half-mile west on Madison St. to Forest Park.

“Oh my God, Oak Park opened up to me and gave me the opportunity to make my dreams come true.” said Chef Paco. “I am a little sad because I love Oak Park. It has been my home for 30 years. But I am super excited about being in Forest Park, too.”

As the community made clear it was not willing to say good-bye to New Rebozo, Chef Paco, feeling a renewed sense of energy, began looking for a new home for his Mexican restaurant. He remained focused on moving within Oak Park for as long as possible, but properties were too expensive, and most would have required extensive and cost prohibitive remodeling to meet New Rebozo’s needs.

A pre-existing relationship with restaurateur, Jacob DeHart inspired him to look at the vacant storefront well known for housing The Heritage from 2009 to 2020. After looking at the property owned by DeHart, Lopez decided to purchase the building. It took six months for the deal to fall into place.

“I waited so long and could not talk about it. The banks were difficult, but then it all

happened in three days,” said Chef Paco.

“The space is beautiful with a very professional kitchen. It barely needs any remodeling at all — it only needs a little Mexican touch!”
