Proviso suburbs saw $1.6M in tax revenue from video gaming terminals in 2021 File

During the second year of the COVID-19 pandemic, local tax revenues from video gaming in Proviso Township skyrocketed, according to reports by the Illinois Gaming Board, the authority that regulates video gaming terminals in the state. The price paid in gambling addiction and other social harms, however, is less clear, experts say.

Last year, the state of Illinois and municipalities received the most tax revenue from video gaming since the activity became legal in 2012.

In 2021, the state’s share of tax revenue from video gaming terminals was $717.7 million — a 121% increase over 2019, when it took in $325.2 million. Meanwhile, municipalities took in a total of $123.7 million in tax revenue from video gaming, up 100% over total 2020 revenue of $56.7 million.

Maywood resident Dorothy Gaters may have retired in 2021, after 46 years of coaching the Marshall High School girls’ basketball team, but she isn’t calling it quits. The legendary coach is still the high school’s athletic director — a position she’s held

since 2004. And she’s busy with another role.

“I have two great-grandsons and I want to be available to help them grow up,” Gaters said during a recent interview with Village Free Press. “I just want to do something to really help out more of my family. I have given enough to basketball.”

Gaters is the winningest high school basketball coach in the history of the state, with more than 1,100 victories. From 1981 to 2019, Gaters led the Commandos to 10 Illinois High School Association (IHSA) state championships in three different class divisions.

She’s been inducted into multiple halls of fame, including the National Federation

of State High School Associations Hall of Fame and the Women’s Basketball Hall of Fame, to name a few.

Gaters was introduced to basketball while attending Marshall as a student and an avid observer of the high school’s boys’ basketball games (the high school didn’t have a girls’ team when Gaters attended in the 1960s).

After graduating in 1964, Gaters eventually earned a bachelor’s degree in physical education at DePaul University. Gaters’ first experience as a coach started with the Girls Athletic Association for their interscholastic basketball program. She established an amateur team shortly afterward.

Maywood library looking to fill open trustee seat, director retires

Proviso Township libraries receive pandemic assistance from state

The Maywood Public Library, 121 S. 5th Ave. in Maywood, is in the middle of a major transition, with longtime executive director Stan Huntington recently retired and a vacancy on the library’s trustee board.

Huntington announced late last year that he was retiring after nearly 40 years as the library’s director. During that time, Huntington oversaw the institution’s peaks and valleys — from the library’s establishment as a taxing district separate from the village in 1991 to the construction of an $8 million annex to the library’s temporary closure due to financial trouble in 2013.

Huntington said that the library will have an interim director, Felipe Altamirano, until the library board finds his permanent successor.

The library board is currently seeking someone to fill the vacancy created by the death of its board secretary, Connie Tapia, in December.

Anyone interested in filling the remainder of Tapia’s term, which ends in May 2023, should send proof of residency, a resume and a letter of intent to Maywood Public Library Board President Erica Sanchez at: ESanchez@maywoodlibrary.org.

The deadline to apply for the vacancy is Feb. 11, library officials said. The next library board meeting is Feb. 16.

Four libraries in the Village Free Press readership area were among 211 academic, school, special and public libraries that recently received nearly $6 million in grants from Illinois Secretary of State and State Librarian Jesse White.

The grants were designed to help state libraries respond “directly to the COVID-19 pandemic by modifying services, transforming spaces and developing resources for their local recovering workforce.”

The four libraries in Proviso Township that got funding include: § Maywood Public Library District | $18,689 § Melrose Park Public Library | $9,000 § Northlake Public Library District | $14,232 § Westchester Public Library | $14,785 “During the ongoing pandemic, libraries have had to retool their services to match the needs of the community and I am honored to be able to provide funding to allow these libraries to expand access to their patrons,” White explained in a statement.

“I applaud the library community in Illinois for their hard work as they continue to provide essential services during this challenging time,” he said.

The funding, which totaled $5,740,350, came from a combination of funding sources, including the federal American Rescue Plan Act (ARPA) and Library Services and Technology Act (LSTA), which were allocated by the Institute of Museum and Library Services. In addition, state technology funds were also used “to maximize the statewide impact,” White said.

Broadview library has open trustee seat The Broadview Public Library, 2226 S. 16th Ave. in Broadview, is looking to fill an open seat on the library’s trustee board, according to a statement released by library officials on Feb. 1.

The vacant term ends on May 2023, after which the person appointed to this position will need to run in the April 2023 Consolidated Election to continue the remainder of the original term.

The circumstances of the vacancy aren’t yet known. The library was closed when this article was published on Saturday evening.

Library board trustees serve six-year terms, which are staggered. The trustees meet on the fourth Thursday of each month at 7 p.m., unless otherwise noted or special meetings are called, library officials explained in a statement.

Eligible applicants must reside in Broadview, be registered to vote at their Broadview address, be current with all of the library’s levied taxes and have no convictions.

Those interested in applying should send a letter of interest and a current resume in care of the library trustee board to Broadview Public Library Executive Director Robert Lafferty at lafferty@broadviewlibrary.org or drop off the information in person at the library’s Help Desk, officials said.

Westchester creates ecological commission During a regular meeting on Jan. 25, the Westchester Village Board voted unanimously in favor of creating the Green Residents of Westchester (GROW) Ecological Commission.

The seven-member commission is designed to advise village officials and educate community members “in environmental programs and practices to improve the quality of air, water, and land; reuse greenhouse gasses; minimize waste; and reduce energy consumption” in Westchester and surrounding communities, according to the ordinance that created the body.

Members include municipal staffers and citizen volunteers who are experts and non-experts. All members of the commission have to be either a resident of the village or “a person whose business, occupation, or professional activities are carried [out to] substantial degree within the village.”

In addition to making recommendations to the village board about ways to improve the environment, the commission will “prepare, maintain [and] achieve the objectives of, and sustain Westchester’s Climate Action Plan.”

During the Jan. 25 meeting, seven inaugural members of the GROW commission were appointed, including: Jasmine S. Pope, Lee Kaufman, LeeAnn Kruszynski, Diane Scott, Matt Downs, Nicole Molinaro and Elizabeth Wiseman-Chase.

“When I became a coach, I started to study it.”

Marshall offered Gaters a girls’ basketball head coaching position in 1975, three years after the U.S. Department of Education enacted Title IX — the civil rights law that prohibited discrimination on the basis of sex and that helped paved the way for women’s participation in many school sporting activities.

Gaters also got a job teaching physical education at her alma mater.

“When we first started, we had nothing,” she said of her early coaching days. “We started to sell M&M’s to get uniforms and shoes. Anything the kids needed. And we used those same resources as the team got better through the years. We used those resources to purchase buses to go out of Chicago to play against suburban talent.”

Throughout her career as the head coach, 17 of her former players have been high school All-Americans and five of them have played in the Women’s National Basketball Association. Twenty of those athletes have played profes-

sionally overseas.

“She was the type of coach that never backed down,” Marshall assistant coach Gwen Howard said. “She always expected the best from her players, because she gave them her best.”

Howard played for the Commandos from 1976 to 1980. She joined the coaching staff as an assistant in 1991.

“It just made me want to tag along and suck up the energy that she had,” Howard said. “I’m not sad that she’s leaving, because I know how hard she has worked to get to where she’s at today, along with her accomplishments. I am extremely proud of Coach Gaters. She has put in so much time and effort to accomplish what she set out to do.”

“She set the tone for Marshall and all of the coaches that are privileged enough to know her on a close basis,” Lindblom Math and Science Academy girls’ basketball head coach Sergeant Dan Lawson said. “It’s not about the game solely, it’s about teaching kids. She helped me tremendously as my mentor. She has been an inspiration for the Garfield Park community and everyone who knows her.”

Could the young Dorothy Gaters envision all of this success?

“I never expected this in my wildest dreams,” the legendary coach said. “I couldn’t have imagined that our program would’ve been as successful as it has been. The number of kids who have gone off to college and many of them are doing wonderful things. I could not have imagined we would accomplish as much as we did.”

New map shows concentration of properties with back taxes Cook County Treasurer Maria Pappas released new map of 2022 Scavenger Sale properties, slashes $250 fee to obtain list

Ahead of the 2022 Scavenger Sale of properties with delinquent taxes, Cook County Treasurer Maria Pappas has unveiled a series of changes designed to increase transparency and remove potential barriers for bidders, her office announced last month.

This year’s Scavenger Sale is scheduled to take place between Feb. 14 and March 2. And for the first time ever, the list of all Property Index Numbers (PINs) that are due to go on sale will be free for anyone to download at cookcountytreasurer.com. Before, interested bidders had to pay $250 to obtain the list.

The treasurer’s office has also created an interactive map that allows anyone to view all of the properties on the Scavenger Sale list. The map allows the curious to easily see where those properties are by community area and block. And with a click, they can learn more information about characteristics of each property on the list.

“By making the list free, putting it online and making an easily searchable map, I hope we see more potential bidders intent on improving their communities,” Pappas said.

“A vacant lot could become a side yard, helping a homeowner build generational wealth,” she added. “A cluster of parcels could attract a local developer interested in adding new houses to a block.”

In that way, Pappas’ new map of tax delinquent PINS tells a story not only of potential blight, but also of potential development or redevelopment opportunities.

“The 2022 Scavenger Sale includes 31,209 property index numbers, or PINs, with 14,598 of them in the City of Chicago and 16,611 in suburban Cook County,” treasurer’s office officials explained. “The unpaid taxes on those properties totals almost $1.15 billion countywide, including $254.9 million just in Chicago, and adds to the financial challenges many communities face.”

A recent Village Free Press analysis of that interactive map showed that most properties in this year’s Scavenger Sale in Proviso Township are concentrated in Maywood and nearby Bellwood.

The highest concentration of delinquent PINs in Proviso Township is an area in Maywood between 20th and 9th avenues, and Railroad Avenue and Madison Street.

A single block on South 19th Avenue, from Railroad Avenue to St. Charles, has 13 tax delinquent PINs on the 2022 Scavenger Sale list. Those parcels — 11 of them commercial, one a vacant lot and one a residential property — owe a combined $264,073 in back taxes.

In Bellwood, the highest concentration of tax delinquent PINs is within an area bounded between St. Paul Avenue, Eastern Avenue, Linden Avenue and Mannheim Road — where a total of nine delinquent PINs are located, eight of them vacant lots, totaling roughly $5,400 in unpaid taxes.

Another small area in Proviso Township with a density of delinquent PINs is the area between St. Paul Court, End Avenue, Electric Avenue and Wolf Road, where six vacant lots are located that each owe about $1,000 in back taxes.

In addition, one commercial property in Hillside — 541 Hyde Park Ave. — comprises six delinquent PINs totaling roughly $108,000, according to the treasurer’s map.

Bellwood, Hillside and Maywood are all on a list of the 29 suburbs in Cook County that have a Black population of at least 40%, according to census data.

Those 29 suburbs accounted for a disproportionate number of properties on Scavenger Sales conducted between 2007 and 2019, according to a study the treasurer’s office released last year.

“These suburbs made up 20,366 (79%) of the 25,590 suburban properties and 40% of the 51,320 properties countywide on the Scavenger Sale,” the study explains.

The Scavenger Sale is a process in which the unpaid taxes on commercial and residential properties, along with vacant lots, are sold for cash bids of at least $250.

“The amounts bid typically are significantly less than the total amount of delinquent taxes and interest due,” treasurer’s office officials explained in a statement.

“The highest bidder wins a lien on the property,” they added. “If the current property owner does not redeem (pay) the delinquent taxes within a certain time period (typically 2 ½ years for residential properties and six months for commercial properties and vacant lots), the tax buyer can petition the Circuit Court of Cook County for a deed to take ownership of the property.”

Although the tax buyers don’t pay delinquent taxes on the property they are required to “pay whatever taxes went unpaid after the Scavenger Sale,” but prior to securing the deed. Bidder registration for the sale ended on Feb. 4.

Due to COVID-19, state authorities suspended video gaming operations from March 16, 2020 through June 30, 2020, and from Nov. 20, 2020 through Jan. 16, 2021.

In Proviso Township’s video gaming landscape, Melrose Park is king. Thirty-one establishments in the village host a total of 165 licensed video gaming terminals that poured $580,976 into Melrose Park’s coffers in 2021 — more than double what the village received in 2020.

The next-highest revenue-generating suburbs, Stone Park and Westchester, each took in $241,016 and $201,906, respectively, in 2021.

Last year, no establishment in the VFP readership area generated more video gaming business than Betty’s Bistro, 3066 S. Wolf Rd. in Westchester.

That video gaming location, which is owned by the Blackhawk Restaurant Group, has six terminals that racked up $25 million in the amount of money played, with $23 million worth of winnings. Net wagering activity on those terminals totaled about $2

million, with the state realizing $568,513 in taxes and Westchester realizing $98,020 in local taxes from those six machines alone.

Maywood Police acquire license plate readers

Last year, in an effort to improve safety on Chicago area expressways, the Illinois State Police began to install license plate readers on the roadways. The ISP told Fox 32 Chicago that the readers were tested and showed a 99% success rate.

“It gives us a starting point that our investigators truly need,” said ISP Major Matthew Gainer.

Now, the Maywood Police Department is getting in on the act. During a meeting on Jan. 18, the Maywood Board of Trustees approved a purchase of over $300,000 worth of equipment, including 60 radios and a series of license plate readers.

During a report delivered at a board meeting on Feb. 1 outlining his first 100 days, Maywood Police Chief Elijah Willis said that the department was in the process of figuring out where to put the readers.

The move comes as carjackings in Maywood have increased in the last two years.

According to village data, there were 25 carjackings in 2020 and 34 in 2021 (as of September of that year), up considerably from the nine that took place in 2019.

Carjackings have increased in Maywood even as the trend line for other crimes has been declining, according to village data.

For instance, as of September 2021, there were 11 homicides in Maywood, down from 16 in 2020. Village data also showed domestic batteries, overdoses and robberies down in 2021 from 2020 levels.

In addition to buying license plate readers and other technology, the village is also looking to hire more police officers.

Last year, the village board approved a lateral hiring policy that will allow Maywood Police to hire officers who are already certified, bypassing the need to wait until new officers finish training and probationary periods — a process that has ground to a halt since the pandemic forced many police training academies to close or significantly reduce class sizes.

Willis said that his department currently has 27 officers, six short of the 33 that the village can afford to hire. He said he hopes lateral hiring helps him get back to the 33 officers the village has the ability to afford in its current budget.

Beyond new police hires and additional equipment, Willis said he also wants to enhance the department’s relationship with

residents and other community stakeholders, such as business owners.

Madison Street bar reopens after state decision

The Illinois Liquor Control Commission reverses ruling of Forest Park mayor, allows Forest Park Tap Room to reopen

Late last month the Illinois Liquor Control Commission unanimously reversed a ruling by Forest Park Mayor Rory Hoskins revoking the liquor license of the Forest Park Tap Room, 7321 Madison St. Last August, acting in his capacity as the village’s liquor commissioner, Hoskins revoked the Tap Room’s liquor license, ruling that the bar had violated local ordinances numerous times.

But following a hearing in December, the seven-member State Liquor Control Commission ruled that the village had not proven the most recent alleged violation of serving liquor after hours shortly after midnight on July 31, 2021.

In a ruling issued on Jan. 27 the Liquor Control Commission ruled that although there was evidence that non-employees of

the Tap Room were in the bar past its midnight closing time, there was no evidence that they had been sold alcohol after closing time.

Forest Park Police Sgt. Daniel Pater entered the bar two minutes after midnight on July 31 and testified that he saw eight to 10 people in the bar, at least four of whom did not work there.

Four people were seated at a table eating food when Pater arrived and a few employees were wiping down the bar. The state commission ruled that merely being in the bar after its closing time was not a violation of the bar’s A1 liquor license, which requires it to close at midnight.

“There is no testimony that the staff was actively conducting ‘business’ by selling, delivering, giving away, or serving any item, much less selling or serving alcoholic beverages,” the Liquor Control Commission’s ruling said.

The Liquor Control Commission found that there was no evidence that anyone was even consuming alcohol when Pater arrived.

The Tap Room reopened earlier this week after having been closed for five months.

“I was very disappointed at the state’s ruling,” said a tight-lipped Hoskins when asked about the ruling.

However, the village appears not to be

done with the matter, according to two police reports generated on Feb. 1 and Feb. 3 after police visits to the tavern. On both nights, an officer observed people consuming alcohol inside Forest Park Tap Room.

Both police reports state, “It is believed that Forest Park Tap Room does not have a valid Illinois Liquor License” because Illinois Liquor Commission inspectors attempted to make contact with the Forest Park Tap Room on Feb. 1 and Feb. 3 but “were unsuccessful.”

As of Feb. 4, the website of the Illinois State Liquor Control Commission lists the Forest Park Tap Room’s liquor license as having expired on Sept. 30, 2021.

Hoskins said the village reinstated Forest Park Tap Room’s local liquor license, but that the business also was required to be licensed by the state.

“The state ordered us to return their local license which we did,” Hoskins said. “In order to operate in most circumstances a bar or any other liquor licensee, a restaurant, has to have both a local license and a state license, so in this case their state license may have lapsed.

“By complying with the state’s order we’ve done our part, so it’s up to the state and the license holder to resolve any lapses or any other technical issues that have to do

with their state license,” Hoskins said.

Mark Johnson, the attorney who represented the Forest Park Tap Room in its appeal to the Liquor Control Commission, called the matter “an administrative issue.”

Johnson declined further comment.

The Tap Room is owned by brothers Hansel and Lance Law. The Laws did not respond to requests for comment from the Review.

The Forest Park Tap Room opened in October 2020 in the space that Healy’s Westside formerly occupied. The Tap Room previously had been found in violation of local ordinances in April and June of last year.

In charges that the owners did not contest, the bar was fined and its liquor license was suspended for 10 days for violations that included being open after hours and defying an initial three-day suspension.

Some neighbors have complained about loud music and excessive noise coming from the Tap Room, fights occurring outside or inside the bar and people urinating in public after leaving the Tap Room.

In appealing to the Liquor Control Commission, the Tap Room’s attorney, Johnson, argued the business was being targeted and harassed by the police and village because the Laws are Black.

What’s in Pritzker’s proposed budget?

Governor delivered his budget address on Feb. 2, proposes $45.4B in general fund spending

Each year in February, Illinois’ governor must propose to lawmakers a spending plan for the upcoming fiscal year. The General Assembly will then spend the next several months negotiating which proposals to include and which to scrap before sending the budget back to the governor for consideration.

On Feb. 2, Gov. JB Pritzker delivered his fourth proposed budget, this one for fiscal year 2023 which will begin July 1, and outlined spending plans for an anticipated $1.7 billion surplus for the fiscal year that will end June 30.

In the upcoming budget, the governor asks lawmakers to spend $45.4 billion from its general revenue funds, which are the main discretionary spending accounts for state lawmakers. Revenues are projected at $45.8 billion, with about $41.8 billion from state sources and the rest from the federal government.

The budget spends about $1.6 billion less than the one for the current fiscal year,

based upon updated estimates from the governor’s office.

Below is a look at some of the major expenditures and new initiatives proposed by the governor.

Pension contributions Illinois’ largest general revenue fund expenses continue to be K-12 education and pensions. The latter will make up 20.7 percent of the proposed general revenue spending in the upcoming budget, or about $9.6 billion.

The governor has proposed adding another $500 million to the pension payment beyond what is required by law in fiscal years 2022 and 2023.

The governor proposed spending $300 million of the surplus from the current fiscal year to pay down pensions, with $200 million added to the statutory payment in the upcoming budget.

K-12 Education Approximately 21 percent of the budget is dedicated to Pre-K-12 education, an increase of $498 million from one year ago.

That includes $350 million for the evidence-based funding formula for K-12 schools, which prioritizes new money toward the schools furthest from their “adequacy” target, which takes into account class sizes, a local district’s property values and other factors.

The budget asks for another $54.4 million to provide early childhood education services to another 7,100 children, and another $96 million in transportation and special education grants for schools.

Another $12 million would be added to the Regional Offices of Education budget to address truancy and chronic absenteeism, and agriculture education funding would increase by $2 million.

Temporary tax relief The governor cited rising inflation as the basis for creating about $1 billion in temporary tax relief for motor fuel, groceries and property taxes.

The motor fuel tax relief would not lower gas prices, but it would prevent an annual increase to the motor fuel tax that is written into law from taking effect this year. It prevents a hike of 2.2 cents per gallon of gas, according to the governor’s office – a taxpayer savings it pegged at $135 million.

The governor also proposed rolling back a 1 percent state grocery tax for the fiscal year, a taxpayer savings pegged at $360 million.

The state would reimburse local governments for the effect of the tax holiday.

Illinoisans currently eligible for a 5 percent property tax credit under current law – that is, joint filers earning below $500,000 and single filers earning below $250,000 – would be eligible for another 5 percent property tax credit under the proposal, up

to $300. The taxpayer savings is estimated at $475 million.

Rainy day fund Illinois’ “rainy day fund” at its height contained only about $300 million since its 2001 creation, but that was spent down to almost nothing during a budget impasse under Republican former Gov. Bruce Rauner and Democratic leaders in the General Assembly.

Pritzker’s budget proposes adding $600 million to the fund with a supplemental budget from the current fiscal year, while dedicating $279 million to the fund in FY2023 to bring the balance up to $879 million.

The governor also proposed dedicating $898 million to pay down overdue health insurance bills.

Public safety Pritzker noted his budget includes an $18.6 million increase to allow for three classes of Illinois State Police cadets. Another $5.4 million will go to opening a new forensic laboratory in Decatur in August.

The budget also includes $4.5 million to fund body cameras for ISP in accordance with a criminal justice reform bill passed one year ago, as well as providing the Illinois Law Enforcement Training and Standards Board with $10 million for distributing grants to local law enforcement for body cameras.
