An ordinance introduced by 1st District Cook County Commissioner Brandon Johnson that’s designed to protect people with prior convictions from housing discrimination is now in effect. Johnson’s district includes most of Bellwood, Broadview and Maywood.

As previously reported in April 2019, the ordinance is actually an amendment to the Cook County Human Rights Ordinance.

According to multiple media outlets, retired NBA star and former Los Angeles Laker Kobe Bryant, 41, and his daughter Gianna, 13, died in a helicopter crash in Calabasas, Calif., on Jan. 26.

“Bryant was among the passengers traveling onboard the helicopter. Nine people died in the crash, including the pilot, said Alex Villanueva, the Los Angeles County sheriff, during a news conference,” the New York Times reports, adding that “authorities declined to identify the victims pending identification by the coroner and notification of their family members.”

TMZ first broke the news of the star’s tragic death, which has prompted a wave of national mourning, with everyone from former president Barack Obama to music star Taylor Swift sending their condolences online.

While Bryant’s impact was global, he also had a special impact on Maywood, home to an assortment of NBA players who teamed up with, and competed against, him.

In fact, Kobe Bryant has a connection to all four NBA Champions produced by Proviso East’s rich basketball program.

Proviso East Pirate and Maywood native Jim Brewer won an NBA title with Bryant’s Lakers franchise in 1982.

Maywood native and Proviso East Pirate Shannon Brown, a close friend of Bryant’s, was a member of that championship Lakers team.

Bryant once described Brown as his “little brother.”

Rivers told a reporter in 2016 that he always had “mad respect” for his longtime rival.

The luxury helicopter that crashed Sunday morning in California, killing all nine people on board including former NBA star Kobe Bryant, was once owned by the state of Illinois.

The Sikorsky S-76B helicopter was built in 1991, according to the Federal Aviation Administration’s aircraft registry. The state of Illinois used it from 2007 to 2015, according to helicopter information database Helis.

Under the direction of former Gov. Bruce Rauner, the state sold the helicopter along with four other surplus aircraft in 2015 for $2.5 million. Rauner said selling the aircraft “also avoided an additional $1 million in inspections and repairs,” according to an Associated Press story after the sales.

The winning bid for the helicopter was $515,161, placed by user “Jimbagge1,” according to a listing on the state’s online auction website, iBid. Both the aircraft and its two engines had just under 4,000 hours of airframe time when the copter was sold.

At the time of the crash, the registered owner of the helicopter was Island Express Holding Corp of Van Nuys, California, which registered it a month after it was won at auction.

The state of Illinois previously attempted to sell the helicopter in 2014, but receive zero bids, according to that auction’s iBid listing.

A public information officer at the Illinois Department of Transportation, which maintains state aircraft, did not have any available information regarding the helicopter or its uses for the state.

The copter’s information page on Helis, however, labels it as “VIP Governor.”

A public information officer for the governor’s office also did not have available information.

A PIO for the Illinois Department of Central Management Services, which operates iBid, did not immediately respond to a request for more information.

Sikorsky is a subsidiary of Lockheed Martin, an American defense contractor.

Bryant, 41, played for the Los Angeles Lakers from 1996 to 2016. He won five NBA championships, the Most Valuable Player award in 2008 and appeared in 18 all-star games.

One of his four daughters, Gianna, 13, was also killed in Sunday’s crash. Bryant also leaves behind his wife of 18 years, Vanessa.

Broadview touts infrastructure improvements for 2020 New sidewalks near Lindop, Braga Drive improvements among work ahead

During a regular meeting on Jan. 6, Broadview Trustee Andre Senior, who heads up the village’s Streets, Sidewalks and Alleys Committee, listed a range of recently completed or upcoming infrastructure improvements in the village.

Last December, Senior said, construction on a section of Braga Drive, between 25th Avenue and the intersection of Parkes Drive and 21st Avenue, was completed. The work included the installation of new pavement, curbs, sidewalks, driveways and street lighting.

A second phase of construction in the area — which will include the installation of new curbs, sidewalks, driveways and street lightning on the section of Braga Drive between Parkes Derive and the intersection of 21st and 17th avenues — is scheduled to begin in July and should be completed in December, she said.

Another major upcoming improvement project is the construction of a bike path along 25th Avenue, between Roosevelt Road

and the south village limits. The preliminary design phase for this project should be completed early February, she said.

In addition, construction should start on roughly 12,000 square feet of sidewalks around Lindop Elementary School, 2400 18th Avenue in Broadview, this summer. There are certain areas near the school that aren’t walkable for students via sidewalks.

During a recent public hearing related to the sidewalk construction, held Jan. 6, Broadview Mayor Katrina Thompson said the sidewalks will be installed thanks to a roughly $200,000 grant from state’s Safe Routes to School program. The village applied for the funding last summer and the grant does not require the village to set aside a local matching share.

As part of the construction project, sidewalks will be installed on select streets along 13th Street — between 22nd and 23rd avenues, 21st and 20th avenues, and 19th and 17th avenues — and along Central Drive, between 18th and 21st avenues.

New restaurant with heart for community opens in Maywood The Shrimp Spot, 1117 S. 1st Ave., opened earlier this month

A new seafood restaurant that has been open for roughly a week in Maywood has a specialty item you’re unlikely to get anywhere else. James Lett III, the general manager of the Shrimp Spot, 1117 S. 1st Ave. in Maywood, said that the restaurant’s flaming hot shrimp is the result of a thoughtful process of experimentation — so

is its approach to community-building.

Lett, 47, said that the recipe consists of pulverizing Flamin’ Hot Cheetos and adding them to wet and dry batter, which is mixed with “our secret blend of spices” that add to the heat.

Restaurants are in Lett’s blood. Years ago, he said, he cooked for a restaurant owned by his parents in Chicago before finding employment as a doorman.

“That’s how I met one of the partner’s friends, who introduced me to the partners,” he said. “That’s how I was brought in — because of my cooking experience and hard work.”

In addition to fried seafood fare like catfish, oysters and clam strips, Shrimp Shop also sells a chicken sandwich “that rivals our competition,” Lett said. He didn’t mention the two big corporate chain elephants in the room (that will go unnamed), but explained that Shrimp Shop’s sandwich features a different blend of spices than those other ones.

“We got a three- to five-ounce chicken breast and a mixture of seasoning and spices I came up with,” he said. “Ahmad, our prep cook, came up with a sauce for it. We also use a different pickle — dill. So, we’re recreating something that was already created, but in our own way.”

Lett said that he’s been heartened by how welcoming community members have been, adding that residents have exhibited a spirit of openness and charity he hopes to reflect back in the form of his own communityminded actions.

Kenneth Myles, who works at the Dunkin nearby, said that he’s already a fan of the food and took the initiative to make flyers marketing Shrimp Spot’s offerings.

“We have to help each other out,” said

First-time customer and Maywood resident Martha Clay, 54, said that she’s glad a restaurant opened just in back of her apartment. The restaurant was formerly the home of Tropical Time, a Caribbean restaurant that moved to Northlake in 2018.

“I said, ‘Man, we got a restaurant right behind us!’ We just have to literally walk out of our door. I figured I would check it out today,” Clay said.

Lett explained that the Maywood nonprofit Vision of Restorations helped place two local employees at his restaurant. In the future, he said, he hopes to connect with homeless shelters to give out extra food.

“We just didn’t come into Maywood and bring employees, the first thing we did was look around for community,” he said.

“We’ll keep hiring in the community. In addition, one young lady, Jamila Thomas, from Community Support Alliance, takes anything close to expiration that we’ve fried up to the homeless shelter or she issues it out to anybody who is homeless. The base of any business should be based on community.”

D209 switching to online registration in 2021 Board votes on Dec. 10 to hire Registration Gateway, hires superintendent search firm on Jan. 14

Starting in the 2021 school year, families registering students in District 209 high schools will have the option of doing so online, bypassing the sometimes burdensome walk-in registration process.

During a regular meeting on Dec. 10, the D209 school board voted unanimously to approve a three-year, roughly $44,000 contract with Registration Gatway to provide the online registration services.

On Dec. 10, D209 board member Amanda Grant said that the online process is “a really good way to relieve families from walking in [and having to] bring all their paperwork. Registering online would put us in line with many of our foundation school districts’ systems.”

Anna Friedman, D209’s data analyst, said although families currently engage in some limited online interactions during the registration process, such as a paying registration fees, the new system will accommodate many more automated activities.

According to a district memo, the new online system will also increase “the efficiency with which needed documents are gathered, and improves the accuracy of gathered data.”

“Let’s say you needed to make changes to your phone number or add a different emergency numbers, or things like that; you as a parent will be able to do that during that registration process,” Friedman told board

members on Dec. 10.

“Let’s say you needed to reprove your residency, because you moved within the district. You can [upload] your paperwork and make an appointment with a person to come in and not have to wait in line, so they can [see] your paperwork,” she said. “It just opens up a whole new world for parents to fix and add data.”

The online system will also feature Spanish language forms and registration kiosks at the high schools for families that don’t have computers at home, district officials explained in the memo.

Paul Starck-King, the district’s assistant superintendent of finance and operations, said that the district could realize cost and time savings with the new online system.

Outgoing D209 Supt. Jesse Rodriguez announced last month that he was resigning to take the superintendent position at ZionBenton Township High School District 126.

The District 126 school board approved a three-year contract for Rodriguez at a meeting on Dec. 17.

Proviso activists demand more state school building funds Hillside activist Roger Romanelli and others say state’s budget for school construction funds unfair, demands more money for D209, feeder districts

A group of activists in Proviso Township are pushing the state to give more money for construction costs to Proviso Township High Schools District 209 and the elementary school districts that feed into it.

The activists honed in on the Academy for Global Citizenship, a Chicago charter school that received $31 million as part of last year’s Illinois capital bill.

They argued that the school got an unfair advantage due to its operators’ business ties to Gov. J.B. Pritzker and its proximity to an Illinois House district represented by Illinois House speaker Mike Madigan (22nd).

The group of activists headed by Roger Romanelli, of Hillside, argued that the

funding arrangement is unfair and that the state should award that amount of money to Proviso area schools instead.

Romanelli explained that the 12-year-old charter school is newer and serves fewer students than any schools in D209. According to state data, the charter school enrolled 466 students last year. Romanelli argued that the charter’s schools needs aren’t as pressing as the needs of Proviso area schools.

According to the Center for Illinois Politics, state lawmakers each got what’s called “member initiative” money, a “longstanding practice” that sets aside a certain amount of money for each legislator.

State representatives got “$3 million, and senators $6 million. Additional grants for projects, in some cases, have also been awarded to various lawmakers’ districts.”

But some school districts in certain districts got more than that.

According to data by the Chicago Metropolitan Agency for Planning, AGC got more money than any other school-specific project. As ChalkBeat Chicago noted, it “sits in the district of Antonio Munoz, the assistant majority leader of the state senate.”

“Since AGC got the $31M grant and serves 461 students, Proviso voters want the state to allocate $250 million to renovate three Proviso high schools that serve 4,522 students and have operated for decades,” Romanelli said. “Voters also want $250 million in state funds to improve several elementary schools serving 10 villages and thousands of children.

“Our schools are the foundation of our village’s success,” Romanelli added. “If I

have a safe neighborhood, if I have jobs in my neighborhood, if my taxes are low, that’s all is driven by schools first.”

The group had originally planned to address the Illinois School Construction Task Force during its Jan. 8 meeting, which took place at the Thompson Center, 100 W. Randolph St.; they instead decided to hold off until the Feb. 4 meeting and use the time to expand the group to ensure that they represent the entire township, not just the Proviso West attendance area.

“We decided that it’s critical for us to have leaders, even residents from Forest Park, Maywood and Broadview,” he said. “We are going to keep building the coalition.”

In a statement released last month, Johnson’s office explained that the Just Housing Ordinance “will protect predominantly people of color and individuals with disabilities from being denied housing based solely on their conviction history.”

The ordinance, which took effect on Dec. 31, 2019, originally passed the full Cook County Board of Commissioners last April. The board passed the specific implementation rules last November. The 11-member Cook County Human Rights Commission will be responsible for enforcing the ordinance.

The ordinance comes into effect after months of back-and-forth between landlords and a coalition of more than 110 organizations and individuals that supported the measure’s passage.

Sarah Ware, who sits on the board of Illinois Realtors, said last April that the amendment would “lead to confusion and inconsistent treatment of applicants,” and that the measure would create a “bifurcated screening process” that would involve landlords screening for the usual financial criteria, such as credit history and employment, before screening for criminal history. Ware said the “two-

step procedure” could mean higher housing application costs that would be passed on to prospective tenants.

Tarn-Leung said that “no one is keeping criminal records away from landlords and we are not creating a bifurcated process.”

“We know that Black and Brown people are more likely to be arrested and have their records used against them when trying to secure housing, sentencing them to a lifetime of housing insecurity and potential homelessness,” Johnson stated last December. According to the Sentencing Project, a nonpartisan research and advocacy organization based in Washington, D.C., between 70 million and 100 million Americans — or roughly one in three United States citizens — have some type of criminal record.

“In Cook County alone, more than 13,000 people left the Illinois Department of Corrections in 2017 needing to find homes that allow them to hold jobs and reestablish ties with families, children and their communities,” according to Johnson’s statement. “But a national study that included Illinois found that four out of five survey respondents reported being denied or found ineligible for housing due to their own criminal record or that of a loved one.”

Johnson said that the ordinance “addresses age-old, systemic racial injustices that have plagued our county, city and state for far too long. But it’s also a way to ensure safe and stable communities, which is something everyone in Cook County desperately wants.”

Twenty years of honoring King’s life, legacy Leila Collins held her annual King celebration on Jan. 20 in Broadview

For the last 20 years, Leila Collins has helped organize an annual Martin Luther King Day tribune — the last 18 of which have been held at Community Presbyterian Church, 2000 W. Roosevelt Rd. in Broadview.

On Jan. 20, Collins continued the tradition, which was began at the now-shuttered Westlake Hospital in Melrose Park. Collins said that it’s

important to organize the annual events, because of what King meant to her.

“He didn’t have to do what he did,” she said.

“Think about it. His kids didn’t have their father on a daily basis. This man was on the road and he just paid the ultimate price. He covered a lot in 39 years.”

This year

was particularly bittersweet for Collins.

Albertine Alexander, her longtime friend and collaborator who helped her organize these tribute ceremony for 17 years, died last year.

Alexander’s husband MacArthur Alexander, the owner of MacArthur’s Restaurant in Chicago, was honored at the ceremony for his many years of service to his community.

NEWS briefs Maywood carjacking leads to minor crash with State Police vehicle A carjacking that started in Maywood on Jan. 25 resulted in a minor crash involving an Illinois State Police car, according to a report by CBS 2 Chicago.

“Maywood police requested ISP assistance in stopping the vehicle and troopers were able to locate the vehicle on the eastbound Eisenhower Expy. near Ashland,” CBS 2 reports. “However, the vehicle did not stop and a pursuit ensued.”

The driver of the vehicle then “fled westbound onto I-290, before fleeing back eastbound onto I-290 and came to a stop in the UIC campus area. The driver fled from the vehicle on foot. Troopers pursued the driver on foot,” but the driver fled the scene by getting into an unidentified vehicle on the expressway. As of 10:05 a.m., no suspects were in custody.

Maywood home prices up 15% in 2019, Crain’s says Crain’s Chicago Business published on Jan. 23 what it called a “bird’s eye-view” of the Chicago area real estate market in 2019 that shows while the housing market in some areas of the metropolitan area has cooled, prices in other areas, particularly Maywood,

have grown by relatively healthy margins.

According to regional data released Jan. 22 by Illinois Realtors, across Chicago, “the median price of a home sold in 2019 was up 1.7 percent from 2018, and in the nine-county metropolitan area, the increase was 2.3 percent.”

In some Proviso Township suburbs, however, the change in housing prices was much higher, as shown in the screenshots below. Note Crain’s only included suburbs in the map if “they had 25 or more sales during the year,” which may explain why sales percentages for Broadview are missing.

In Bellwood, Maywood and Melrose Park, home prices in 2019 increased from the previous year by 8 percent, 7.7 percent and 15 percent, respectively.

The median home price Bellwood, Maywood and Melrose Park was $175,000, $169,000 and $206,000, respectively.

Area school districts get funding for books, materials On Jan. 15, state Sen. Kimberly Lightford (4th), whose district covers much of Proviso Township, announced that 10 local school districts will get $16,000 in grants through Illinois Secretary of State Jesse White’s School Library Grant program.

The grants are designed to help public schools increase their offerings of library books and materials. Area school districts that will receive the funds include:

Bellwood School District 88 — $1,656.75 Berkeley School District 87 — $1,797 Proviso Township High School District 209 — $3,254.25 Forest Park School District 91 — $750 Hillside School District 93 — $750 Lyons Township High School District 204 — $3,038.25 LaGrange School District 102 — $2,209.50 Komarek District 94 — $750 River Forest School District 90 — $1,072.50 Westchester School District 92.5 — $815.25 “I am delighted that many deserving schools will benefit from this year’s library grants,” Lightford said in a statement.

“Having access to new library books and additional educational materials encourages students to experience the joy of reading and learning exciting information.”

Area governments awarded Census funding The Cook County Complete Count Census Commission recently announced that it has approved a total of more than $1.5 million in grants for 69 organizations that will conduct outreach efforts in hard-to-count communities during the 2020 Census. The grants range from $2,300 to $25,000, and comprise the first round of funding for

outreach activities.

Hard-to-count communities are defined as those in which fewer than 73 percent of the population completed the 2010 Census and “include those living in historically underserved communities, those with language barriers, transient living conditions, immigrant populations, or those who have a distrust of government,” according to a statement the county’s count commission released on Jan. 14.

SPRINGFIELD – Democratic Gov. JB Pritzker signed a bill into law on Jan. 24, capping the out-of-pocket cost of prescription insulin for many people in Illinois.

Senate Bill 667, sponsored by Sen. Andy Manar, a Bunker Hill Democrat, caps the cost at $100 for a 30-day supply, a significant reduction for many diabetes patients currently paying hundreds of dollars per month for the life-saving medication.

The law takes effect Jan. 1, 2021. Each year after that, insurers are allowed to raise the out-of-pocket cost by the rate of health care inflation.

The law also calls on the Illinois Department of Insurance and the Department of Human Services to conduct a study of insulin pricing practices and the variables that contribute to the pricing of health insurance plans. The agencies are supposed to submit a report on that study by Nov. 1, along with other policy recommendations to control the cost of prescription insulin.
