CHICAGO – The Illinois Commerce Commission on Dec. 14 curtailed proposed rate hikes and rejected grid plans from two major electric utilities, mirroring a series of bombshell decisions rendered last month that cut increases for Illinois’ four largest gas utilities. The ICC rejected the pair of plans from Commonwealth Edison and Ameren Illinois that were meant to illustrate how the companies would comply with the state’s landmark climate legislation, the Climate and Equitable Jobs Act. Those plans would have laid out how the utilities plan to integrate with new renewable energy resources and meet decarbonization requirements while ensuring electric rates remain affordable for low-income communities. In rejecting the plans, regulators limited the companies’ proposed rate increases, meaning that next year’s impending increases will be significantly smaller than the utilities’ requests. CHICAGO – Certain detainees leaving Cook County jail will now be given a state ID card upon release in a new pilot program announced on Dec. 11 by Sheriff Tom Dart and Illinois Secretary of State Alexi Giannoulias. Inmates released from Illinois prisons have been receiving state IDs at no charge since late 2020 when state leaders launched a pilot program, which was subsequently expanded statewide and codified into state law earlier this year. But doing the same with detainees in county jails has proved much more difficult. Prison inmates have more stable and predictable release dates, but jail detainees may stay for as long as years while awaiting trial, or as short as just a few hours. Regardless of how long a detainee stays in jail, however, Cook County Sheriff Tom Dart said a state ID has consistently been at the “top of the list” of needs that inmates reported to jail officials upon intake “because it unlocks everything else.” “I cannot tell you the number of times when we’ve talked to an employer ready to hire this person — a well-paying job that will clearly steer them in a different direction,” Dart said at a Monday morning news conference. “And (they) say, ‘You know, Tom, everything’s great. This is good to go. Can you get us the ID?’ And then there’s the long pause. There is no (ID). We don’t have it.” Beyond getting a job, Dart said not having proper identification can also prevent formerly incarcerated people from getting housing, transportation or social services – the lack of which can significantly increase the likelihood of a detainee reoffending. “Equipping them with valid identification will help these individuals with basic tasks, like locating housing, securing a job, opening a bank account, and enrolling and assistance

programs and obtaining reliable transportation,” Giannoulias said Monday. “Fulfilling these basic needs reduces recidivism, saves taxpayer money and makes all our communities stronger.” Giannoulias acknowledged the paperwork – including birth certificates and social security cards – necessary to get a state ID are already difficult and costly to obtain if they’ve been lost, and said “entrenched disparities” have historically made the task more difficult for people of color even without the added challenge of incarceration. Sodiqa Williams, senior vice president of reentry services at the Chicago-based Safer Foundation, said formerly incarcerated people can “lose hope” when running into repeated hurdles after release from jail or prison. “Every day matters when a person is released,” she said. “Whether it’s taking care of their kids, having their housing, losing their job, it is very important. Time is of the essence.” Although other states beyond Illinois have launched similar programs for inmates leaving prisons and lawmakers have tried to create a similar program for jails statewide, the Cook County jail ID pilot program is the first of its kind in the nation, Dart said. While not all detainees lack a state ID or license at the time of their arrest, it may have expired while they’ve been in jail or been held for evidence, he said. The Cook County jail pilot program began Monday with inmates in the county’s electronic monitoring program, as Dart said the jail has “better data” on that population, as well as the support from probation officers who are charged with keeping track of former detainees upon release. Dart said he’s been pushing for access to state IDs for detainees upon release for 15 years. Asked Monday why the request hasn’t gone anywhere before this year, Giannoulias – who was elected to the office last year after former Secretary of State Jesse White’s 24year tenure – demurred. “Let’s just say it was not the sheriff ’s office or the sheriff,” he said. “So I’m not here to point fingers in the past. We’re here today.

I’m inviting you to look at your world as a place where profit is not dependent on growth and your quality of life is not dependent on money, but both of those are dependent on ecological health which is, by its nature, the same as human health.

Ecological stewardship will ultimately better your and everyone else’s quality of life. Biodiversity is important. The more species, the better the ecosystem. It’s like nutrition … you need to have a variety of things to fulfill all of your bodily functions. The world’s and Chicagoland’s most impoverished and malnourished populations live on the most ecologically degraded land. You can see that by driving down the 294 from border to border. s my office prepares for the Annual Tax Sale, we’re doing all we can to help people avoid losing their homes because of unpaid property taxes. One of the biggest legislative reforms to the Illinois property tax system in decades takes effect with tax bills due March 1, 2024. That’s when the interest rate charged on overdue tax payments will plummet to 9% a year from the current 18%. My office proposed the reform and helped convince lawmakers to approve the change. This is a big deal because it will lower the cost for making late payments and allow more homeowners to pay off delinquent bills and avoid the Annual Tax Sale. The lower interest rate is expected to save folks who make late payments about $30 million per year. We championed the interest rate cut to give families a chance to build genera-

tional wealth. Property taxes are due in two annual installments. If you fail to pay your 2023 First Installment property taxes by March 1, 2024, you will be charged 0.75% monthly interest. For taxes that were due in 2023 and earlier, the old monthly interest rate of 1.5% will continue to apply. By law, the Annual Tax Sale occurs 13 months after Second Installment taxes were due. The Annual Tax Sale for 2021 taxes that were due in 2022 is set to occur between Jan. 9 and 12, with a reoffer of properties on Jan. 16. Right now, investors known as tax buyers are registering for the sale. These tax buyers hope to make money by collecting interest owed on tax debt. The best way for homeowners to avoid the Annual Tax Sale is to pay their tax debt in full. Nearly half the properties listed in the upcoming

Annual Tax Sale owe less than $1,000. My office has sent notices to owners of properties on the Annual Tax Sale list and published information in local newspapers. Visit cookcountytreasurer.com to find out if your property is on the Annual Tax Sale list. Use the purple box on the home page labeled “Your Property Tax Overview” and search using an address or Property Index Number (PIN). A banner with an urgent warning will appear if your property is on the Annual Tax Sale list. In addition to cutting the interest rate, the new law gives counties new tools to return chronically tax delinquent properties to productive use. Also, the legislation closes loopholes that have allowed tax buyers to drain about $40 million each year from governments serving mostly Black and Latino residents.

Amber Love, who coaches the Memorial Park District Spartans’ 9- to 12-year-old Junior Pee Wee cheerleaders, said her girls placed fourth in the national competition, which means they’re ranked fourth in the nation. During an interview last month before her girls performed before a crowd at the Eisenhower Center in Hillside, Love said she wants more young women to benefit from cheerleading’s rising global profile. “Downers Grove, which is just west of us, is like the Junior Olympics hub for cheerleading right now,” Love said. “Every girl on their high school cheerleading team has a scholarship to go to college and they are automatically put on the Junior Olympics team because they’re training them and they have the resources. If that’s only 10 minutes up the road, why can’t our kids get the opportunity to be an Olympian or at least a Junior Olympian?” Love said the costs of participating in cheerleading are often high, which can present a significant barrier to entry for some families in Proviso Township suburbs. For instance, according to Census data, the per capita income in Maywood and Bellwood is less than $30,000. “People know the expenses that come with sports like baseball, but they don’t really know the expenses that come with sports like cheer-

And those aren’t counting the expenses for flying to compete in Orlando, where hotel, food and other expenses meant that each child’s family had to raise roughly $1,000 to travel to the competition. Last year, the Pee Wee Spartans cheerleaders competed and placed second at the Chicagoland and Regional competitions, qualifying them to compete in Orlando. But they weren’t able to go because of low funds. Love and her fellow coaches have grown

Love, 31, has been navigating the sport of cheerleading for most of her life. She was a cheerleader for Proviso East High School in Maywood alongside LaKeya Duncan, who is also a Junior Pee Wee coach. They said cheerleading has many benefits that they want to offer to more young people in Proviso Township. “I think the young women gain a sense of community, discipline and confidence,” Duncan said. Love said she, Duncan and the two other Junior Pee Wee coaches – Allison Camp and Lucretia Kinsey – met as young Pop Warner cheerleaders for either the Bellwood Spartans or the now-defunct Melrose Park Gaels youth football programs. “You just get this unbreakable bond that is like a community within itself,” Love said. “Our old high school cheerleading coach at East is here in the gym. A lot of the kids on our team now, we either cheered with their moms or their dads on the high school level, and it became a small community.” The Bellwood Spartans cheerleading program is always accepting donations.
