Quick turnaround from page 1 the Village Hall’s Community Room. Village officials allocated up to $160,000 to pave over the existing surface and create room for nearly 50 parking spaces on the east and west sides of Village Hall. Village officials said they don’t have any immediate plans to pave the north lot on the side of Public Works due to excavation challenges that would delay the project’s completion. The price tag for adding the parking spaces and the short time window for approving and releasing the funds, which the village would pay from its reserves before getting reimbursed from the Roosevelt Road TIF (Tax Increment Financing) fund, dampened the board’s otherwise warm reception of the idea. Village staffers said they were in a hurry to get the parking lot paved because of the urgency of the Secretary of State’s request. Matthew Welch, the village’s attorney, said the Secretary of State approached the village roughly a week before the Nov. 22 special meeting about the opportunity to land the new senior-only site and that they wanted it operational by Nov. 27. But that explanation didn’t satisfy everyone on the board. Trustees Gia Benline and Peter Marzano voted to apROBERT MORALES prove the agreement to bring Westchester trustee the new senior-only location to the village, but both voted against the village paying for the parking lot with its reserves. “I support the DMV (Driver and Motor Vehicle facility) being here in the Village Hall for senior citizens, but I just don’t believe Westchester should have to pay $160,000 for the parking lot,” said Trustee Gia Benline. “I mean is there any way we can get anything from county or state to help us? It’s coming out of our reserves.” Trustee Peter Marzano shared Benline’s criticisms, adding that he would have preferred the Secretary of State pay for the parking lots instead of the village. “Going into reserves on such short notice is not a plan,” Marzano said. “I understand Trustee Benline’s concerns in terms of the reserves and having to use it so quickly and not having any other options for reimbursement for parking (besides TIF funding),” said Trustee Victoria Vann. “I totally get it it. I’m just wondering if there are other alternatives.” Village staffers said municipal tax revenues have been delayed due to property tax bills going out late, but they explained that the revenue will come nonetheless and they anticipate around $500,000 going to the TIF. The senior-only site will provide the usual DMV services, including administering driving tests, renewing Driver’s Licenses and issuing Real IDs. Secretary of State officials said the estimated hours for the new Westchester site will be Monday through Friday, 8 a.m. to 4:30 p.m. While the Secretary of State’s office won’t pay for parking, they will be responsible for necessary equipment and security personnel at the Westchester site. The agreement between the state and Westchester is for a year, with the Secretary of State’s office indicating that they’ll be willing to move the location into the village’s new municipal headquarters whenever that facility is completed. The one-year term will automatically renew unless either party terminates the agreement by providing at least 60 days written notice. Trustee Robert Morales, who abstained from voting on Nov. 22 because he works for the Secretary of State, said he fully supports the new location coming to the community. “I think it will help not only Westchester but surrounding seniors in the area,” Morales said. “I know there will also be another facility similar to this in Addison … A lot of seniors the Secretary of State is dealing with now have problems and challenges accommodating the online appointment system.” Westchester staffers said they’ll continue to talk with the Secretary of State’s office about possible reimbursements and contributions in the future. But for now, they said, they just wanted to seal the deal.

A nudge from Speaker Welch The new senior-only locations are part of Illinois Secretary of State Alexi Giannoulias’ plans to address the overwhelming demand for services at Illinois Driver and Motor Vehicle facilities (DMVs) across the state. Secretary of State officials said in October that between Sept. 1 and Sept. 21, Illinois DMVs saw more than 165,000 customers by appointment. Last month, Giannoulias’ office implemented a “Skipthe-Line” program for senior citizens at DMV facilities, increased the number of available appointments at Chicago area DMVs by over 40%, added a call center for seniors aged 70 and over who require a road exam. Giannoulias opened the first two senior-only driver services locations inside SeatGeek Stadium in Bridgeview and the Evanston Civic Center. Seniors at those locations won’t need appointments. Village Free Press previously reported that Giannoulias indicated his office planned to open the next senior-only driver services location in Illinois House Speaker Emanuel “Chris” Welch’s 7th District. Westchester Village Hall is about a half-mile west from Welch’s constituent services office. Giannoulias announced his intentions at Welch’s annual Senior and Veterans Resource Fair at Proviso Math and Science Academy, 8601 W. Roosevelt Rd. in Forest Park, on Oct. 28.

Small businesses across Proviso grab the spotlight during Small Business Saturday

Community members lined Washington Boulevard to see the village of Bellwood’s first Christmas Parade and Festival Lights. Attendees basked in the holiday brightness of Washington Boulevard before getting some warmth, food and drinks inside the Stevenson Center.

Nov. 25 was Small Business Saturday and there wasn’t a shortage of opportunities for community members to recognize local entrepreneurs that day. In Westchester, more than a dozen woman-owned small businesses participated in the Westchester Food Pantry’s annual Winter Wonderland Holiday Market. Meanwhile, the village of Maywood and Proviso Township partnered on an initiative that allowed community members the opportunity to get paid in return for shopping locally. If you spend at least $50 shopping at local Maywood businesses from Nov. 25 through Dec. 24, you can enter into a drawing for a gift card or local business voucher. Village officials ask that you keep receipts from those shopping trips and deliver them to the Maywood Community Development Department at Maywood Village Hall, 40 Madison St., between Jan. 2, 2024 and Jan. 8, 2024.
