My office is mailing notices to owners of properties on the Annual Tax Sale list. Each year the U.S. Postal Service returns thousands of notices sent via certified mail. Many properties to be auctioned are vacant lots or abandoned homes and businesses where the notices can’t be delivered.

The three most recent tax sales sought bids for between 37,000 and 48,000 properties. In each sale about half the parcels were offered for auction despite the owners owing less than $1,000 in taxes.

But once a tax buyer acquires your tax debt at the Annual Tax Sale, the only way to redeem your delinquent taxes is to pay off the debt plus interest and fees in a single payment. No partial payments are accepted for delinquent taxes.

The upcoming four-day tax sale that begins Dec. 10 is for delinquent property taxes for 2022 that were due in 2023. By law the Annual Tax Sale is held less than 13 months after the Second Installment due date, which was Dec. 1, 2023.

One reason the tax sale is significant for a homeowner is how it affects your ability to pay overdue taxes. Up to the tax sale, you can make partial payments.

The interest charged on late taxes can make it more difficult to pay a bill. However, state lawmakers slashed the rate in half from 18% a year to 9%. I asked them to do that because reducing the interest rate paid by late payers helps vulnerable, lowincome homeowners build generational wealth and stay in their homes.

Homeowners have about two and a half years to redeem their delinquent taxes, after which time a tax buyer can go to court and obtain ownership of your property. For commercial properties, the time to redeem delinquent taxes is about a year.

My office sends bills to owners of about 1.7 million parcels throughout Cook County every year. The vast majority pay their taxes by the initial due date. It’s best to pay on time and avoid any interest charges and fees.

If you’ve missed the due date, pay your taxes in full within 13 months of the due date to avoid the Annual Tax Sale. That way you avoid the hassle and cost of redeeming your taxes and having to make a lump-sum payment.

If you owe taxes I urge you to pay now because the Annual Tax Sale clock is always ticking.

Broadview Celebrates Grand Openings, New Mural

Earlier this month, Broadview residents were busy celebrating two grand openings and the completion of a new public mural.

On Nov. 6, Broadview Mayor Katrina Thompson joined community members for the grand opening of That’s Fabulous Boutique, a new clothing store at 18212 W. Roosevelt Rd. in Broadview. According to its Instagram page, the store specializes in men’s, women’s, and children’s clothing. They also offer makeup services. For more info, visit instagram.com/thatsfabulousboutique.

On Nov. 7, Thompson, village officials, and other community members gathered for the grand opening of a new Chick-fil-A restaurant at 3000 Broadview Village Square, built on the site of the old China Buffett. In a statement, Chick-fil-A, Inc. representatives said the company selected Alvaro Botero as the store’s independent franchised local owneroperator.

“The restaurant will also feature Mobile Thru, a fully dedicated lane in the drive-thru where guests can pick up orders placed ahead of time on the Chick-fil-A App,” the statement reads.

Chick-fil-A, Inc. said to honor the new store opening, the franchise donated $25,000 to Feeding America to support the Greater Chicago Food Depository, a Feeding America partner food bank.

Botero’s restaurant plans to participate in the Chick-fil-A Shared Table program, which redirects surplus food from the restaurant to local soup kitchens, shelters, food banks, and nonprofits in need. The Broadview store also recognized 100 “local heroes making an impact in the Broadview area by providing them with free Chick-fil-A entrées for a year.”

On Nov. 11, the artist Lawson Payton announced on Facebook that he had completed a mural painted on the wall of the Broadview Animal Hospital, 21218 S. 17th Ave. On the same day, Broadview Mayor Katrina Thompson praised the artist for his effort.

“When talent meets opportunity, the result is often nothing short of inspiring, and that’s exactly what happened when Tristan brought his skills and vision to life with the mural in Broadview,” the mayor said. “His work represents not just his talent but the heart and spirit of our community. Through his art, he captured the essence of Broadview, adding beauty, pride, and a story to our streets.

Hillside Police Honoring Veterans Throughout November With Special Shoulder Patch

Hillside Police Chief Daniel Murphy, a U.S. Marine Corps veteran, announced earlier this month that the dpearmtent will honor Veterans Day by having officers don a special shoulder patch throughout November signal-

ing its support for the military.

“The shoulder patch design incorporates elements that symbolize the courage, dedication, and honor that are hallmarks of our nation’s armed forces,” Murphy explained in the village’s newsletter. “We wear it not only as a sign of respect to veterans but as a reminder of our community’s constant support and gratitude for those who have served.

“Residents and visitors will see these patches on our officers throughout the month. They are more than just adornments. They symbolize unity, respect, and an acknowledgment of the enduring spirit of service.”

Last month, the Lindop Elementary District 92 school board got a new board member when Broadview resident Jeannie Alexander was sworn into office at a regular board meeting on Oct. 15. Alexander succeeded Tonya Taylor who resigned in August. District 92 officials said Alexander previously served on the board from October 2022 to April 2023.

“I am deeply honored by my reappointment to the Lindop Board of Education,” said Alexander, a Vice President of Rail Operations at the Chicago Transit Authority. “My agenda as a board member will continue to be supporting the improvement in the quality of education that Broadview elementary students receive and deserve.” Alexander, a 12-year resident of Broadview, earned her B.A. in English Language

Westchester School District Sued

After Former Teacher Charged With Sexually Abusing Student

[WGN TV Reporting]: A lawsuit has been filed against the Westchester School District after a former teacher was charged with sexually abusing a student more than 20 years ago.

The civil lawsuit filed last week in Cook County Court follows the criminal case that was filed in August against Dawn Chester.

Chester, 54, who has also gone by the last names of Anderson and Lach, was arrested and charged with aggravated criminal sexual abuse last summer.

She taught at Westchester Middle School from 1993 to 2000.

Between 1998 and 2000, Chester was the victim’s teacher and girls volleyball coach. Detectives in Westchester said Chester started showing “personal interest” in the student, who was 11 years old at the time the abuse began.

The former teacher allegedly wrote the victim dozens of letters and notes, arranged time for them to be alone, and sexually abused her.

Two years into this alleged abuse, the victim’s mother found the letters and notified Westchester Middle School and the district.

Chester was allowed to resign, which she did in 2000.

It wasn’t until earlier this year that the victim, who is now in her 30s, saw that Chester had been working for more than 20 years as a teacher in Berkeley.

The victim immediately reported the offenses to the school and local authorities.

Chester was placed on administrative leave from Berkeley School District 87 pending their investigation. In addition, she was indicted on a felony charge of Aggravated Criminal Sexual Abuse of a victim under 18 by someone in a position of trust.

Notable Grand Openings In Maywood

Maywood has hosted a series of notable grand openings in October and November. Maywood Mayor Nathaniel George Booker joined other village officials and community members in early November for the opening of a new family-owned Allstate Insurance office at 1119 Madison St. A few doors down, the mayor hosted a grand opening for Allure Hair Studio, which has an expanded facility at 1123 Madison St.

The village designated November Entrepreneurship Month, which culminates on Nov. 26 with an event at Legends Grill & Music Venue, 9 N. 5th Ave. in Maywood, at 7 to 9 p.m., on Nov. 26.

Beyond business, the village held a grand opening last month for the new Maywood Dog Park at Water Works Park, 1300 S. 9th Ave. Residents need to register their dogs at maywood-il.gov/_T10_R190.php

Westchester Celebrates Italian American Heritage Month

During an event on Oct. 30, attendees celebrated Italian culture, inventiveness

On Oct. 30, Westchester residents gathered at Village Hall, 10300 Roosevelt Rd. in Westchester, to celebrate Italian American Heritage Month.

“The best thing about Italian culture is we welcome all,” said Westchester Trustee Peter Marzano. “ We want everybody to eat, eat, and eat some more.”

Marzano co-hosted the event with Gia Marie Benline, both of whom are Italian.

“One thing growing up in an Italian household,” said Marie Benline. “There was always family, so many traditions, delicious food, but most importantly — good bread.”

There was plenty of Italian food, including Cannoli donated by Lezza Bakery and espresso.

Marzano mentioned the litany of inventions credited to Italians, including the espresso machine, eyeglasses, the telephone, the telescope, the radio, the battery, the piano, the compass, and the calendar.

“There are a lot of people out there who may not have Italian last names but who bring the culture alive in their heritage, in their lives, in their genes, and carry it in their hearts, as well,” said Adam Bafano, the president of the Calabrese in America Organization, before listing celebrities with little known Italian roots–from Alicia Keys and Tim McGraw (both have Italian grandmothers) to Bradley Cooper and Bruce Springsteen.

The event also featured a historical exhibit created by Casa Italia, the Stone Park organization that describes itself as “a home for all Italian-American organizations in the Chicago area.”

“One of the greatest things about Italian Americans is that we’re very proud of who we are and where we come from,” Bafano said, referencing the exhibit on display. “You can see all across the room that’s the case.”

Divine Providence Hosts Haunted Halloween

On Oct. 25, Divine Providence Catholic School, 2550 Mayfair Ave. in Westchester,, transformed into a spooktacular celebration for the school community and local residents, as the Divine Providence Family School Association (FSA) hosted its annual Halloween Carnival and Haunted House. The event drew over 200 families and community members for an evening of fun, fright, and festive excitement.

The carnival featured over 15 classic carnival games with great prizes, providing entertainment for attendees of all ages. Popular activities included the Cake Walk, where participants had the chance to win delicious homemade treats, and a range of other fun games that kept the crowd engaged throughout the evening. half of the margin of victory enjoyed by Democrats in the state in each of the past four presidential cycles.

Illinois’ representation in Congress also appears unlikely to change. Democratic U.S. Rep. Eric Sorensen withstood a challenge in the 17th Congressional District of northwest Illinois, beating Republican challenger Joe McGraw, 54% to 46%, meaning Democrats will keep their 14-3 advantage in the state’s congressional delegation.

“Now, it’s about coming together to do what’s best for all of us and I am proud to be the good neighbor to represent you,” Sorensen said in a statement late Tuesday night on Nov. 5. “We have a lot of challenges and hard work ahead of us, but I can tell you the sun will rise tomorrow morning and our forecast is bright.”

And in Cook County, early returns showed Democrats poised to sweep all county-level offices that were up for election, including state’s attorney, while voters in Chicago cast ballots in their firstever elections for local school board seats.

General Assembly

As of early Nov. 6, unofficial results showed Democrats were poised to likely keep their 78-40 supermajority in the Illinois House and their 40-19 control of the Senate, although a few races proved to be highly competitive.

That was true in the 52nd House district, where incumbent Republican Rep. Martin McLaughlin, of Barrington Hills, was leading Democratic challenger Maria Peterson, 51% to 49%, a margin of fewer than 1,000 votes.

And in the 47th House District, incumbent Republican Rep. Amy Grant, of Wheaton, was leading Democrat Jackie Williamson, 50.4% to 49.6%, a margin of just 500 votes.

Another uncalled race is in the 76th District that includes parts of DeKalb, LaSalle and Bureau counties. Democrat Amy Briel led Republican Liz Bishop by less than 700 votes in the race to succeed retiring Democrat Lance Yednock.

The race was also too close to call for a pair of incumbents – 91st District Rep. Sharon Chung, D-Bloomington, and 104th District Rep. Brandun Schweizer, R-Danville, in two central Illinois races. As of

Wednesday morning, the AP hadn’t tallied all the votes in Champaign or McLean counties. A Capitol News Illinois analysis 91st District data showed Chung handily winning that race by about 3,500 votes, while Schweizer had a lead of 771 votes in the 104th District with some mail votes outstanding.

In the 112th District in the Metro East area outside St. Louis, Democratic Rep. Katie Stuart, of Edwardsville, was leading Republican challenger Jay Keeven, also of Edwardsville, 54% to 46%.

That district was at the center of a debate during the spring legislative session when Democrats pushed through a bill to ban the practice of political parties “slating” candidates for a race after a primary election if no candidate from that party ran for the nomination.

That bill passed the General Assembly in May, even though candidates from both parties, including Keeven, were already actively gathering petition signatures to fill vacant ballot positions.

The Illinois Supreme Court eventually ruled that law couldn’t go into effect in 2024, allowing Keeven to remain on the ballot.

And in the neighboring 114th District, former Democratic Rep. LaToya Greenwood, of East St. Louis, appeared far behind in her attempt to retake the seat she lost following redistricting in 2022 to Republican Rep. Kevin Schmidt. Unofficial returns from that rematch showed Schmidt holding onto lead of less than 2,000 votes with 78% of votes counted. Although the AP had not called the race as of Wednesday, Schmidt issued a news release claiming victory.

Three statewide “advisory questions” all passed on Tuesday, although they don’t carry any legal weight.

The first question concerned whether candidates should be subject to civil penalties if they interfere with election workers’ official duties. That passed with 88.9% of respondents voting ‘yes’ with an estimated 89% of votes counted.

The second asked voters whether Illinois should modify its constitution to allow for higher taxes on those with incomes over $1 million to pay for property tax relief programs. With an estimated 89% of votes counted, ‘yes’ had carried about 60.3% of the vote.

The third asked whether the state should require insurers that cover pregnancy benefits to also cover assisted reproductive treatments like in vitro fertilization. ‘Yes’ received 72.4% of the vote with 89% of votes counted.

PUBLIC NOTICE

REQUEST FOR QUALIFICATIONS

The Village of Broadview (hereinafter “Village”), located in Cook County, Illinois, is seeking proposals for roof repair at the Village of Broadview Public Works Department, 2734 S 9th Avenue. The Village intends to enter into a contract with a qualified and responsible firm for such services, and accordingly are furnishing herein a set of specifications by which such proposals shall be judged. Any firm (hereinafter “Contractor”) desiring to furnish a quotation for such services shall submit proposals following the instructions and format of the attached Request for Qualification (RFQ) documents. Funding for this project is provided thru a DECO grant with a 28% MBE/DBE/ WBE goal participation.

SCOPE OF SERVICES

• Remove existing TPO/EPDM roof on south side of building only down to bare metal/wood decking.

• Barrel roof and north side flat roof will remain as is.

• 64 sq. ft. of decking replacement are including in this proposal. Extra repairing decking material needed to be priced out accordingly with customer.

• Apply new ISO insulation per code with glue, fastening plates and screws.

• Apply new Black Diamond base on top of new insulation as new underlayment.

• Install new 4mm GTA white granulated modified bitumen as new roof.

• Install new roof breathers throughout roof.

• Existing skylights, penetrations and exhausts fans to remain. They will be removed and re-installed (if needed) to be re-flashed properly.

• Install new roof drains.

• Remove existing gravel stops around perimeter and save for re-use.

• All materials, labor, related debris disposal included in this proposal.

SUBMITTAL REQUIREMENTS

Responses to this Request for Qualifications must include the following information:

• Firm name; phone, address (including e-mail address) and FAX numbers; and name of primary contact.

• A summary of the firm’s experience in roof replacement within the past 5 years. Summary should include a list of projects, a brief description and a contact name/ telephone number. Examples of work may be attached.

• A list of individuals who would be assigned to work on the project and a description of their qualifications related to the Scope of Services outlined in this RFQ.

• RFQ response must be signed by a person authorized to sign on behalf of the consulting company.

• Response is limited to no more than seven (7) pages excluding work examples and resume.

• Site visits are available Monday, November 18, 2024; Tuesday, November 19, 2024; and Wednesday, November 20, 2024 from 8:00am – 3:00pm.

Responses whether mailed or hand delivered, must arrive no later than 12:00 p. m., CST on November 22, 2024. No submittals will be accepted after that date and time. EVALUATION CRITERIA

A qualifications-based selection process will be used to select a contractor for this project. The selection will be made from the submitted proposals. The following information will be used to evaluate and rank responses:

• Compliance with RFQ requirements.

• Experience and qualifications of the contractor and assigned personnel.

• Competitive Cost Proposal

• Professional references.

SELECTION PROCESS

The Village will evaluate all responsive RFQ submitters and rank them based on experience, qualifications, cost proposal and criteria listed above. The Village may conduct interviews during the selection process. Contracts selection followed by a negotiated contract is expected to be in place by November 29, 2024.

TERMS AND CONDITIONS

Questions regarding this RFQ or the submittal process should be addressed via electronic mail to Matthew Ames, mames@broadview-il.gov. All responses will be provided via electronic mail. Unauthorized contact regarding this RFQ with any other Village employee may result in disqualification.

If selected, contractor will be required to execute a Village of Broadview Professional Services Contract. The Village reserves the right to reject any and all submittals and to waive irregularities and informalities in this RFQ process. This RFQ does not obligate the Village to pay any cost incurred by respondents in the preparation and submission of a statement of qualifications. All such costs shall be borne solely by each submitter.

Furthermore, the RFQ does not obligate the Village to enter into a contract or proceed with the procurement of the project. Materials submitted in response to this competitive procurement shall become the property of the Village and will not be returned. All submittals received will remain confidential until the Village and the successful contractor sign the agreements resulting from this advertisement. All submittals are deemed public records and are subject to the Public Records statute.
