Notes On Fascism Ahead Of The Election

In July, Donald Trump made his now-infamous appearance at the National Association of Black Journalists (NABJ) Convention in Chicago, where he bragged about a little-known urban policy called Opportunity Zones. Trump’s comment forced me to think about a little-known doctrine called neoliberalism and the bipartisan nature of fascism, thoughts I’ve decided to share a week before the Nov. 5 election and in place of my local reporting.

“I love the Black population of this country, I’ve done so much for the Black population of this country, including employment, including Opportunity Zones with Sen. Tim Scott of South Carolina, which is one of the greatest programs ever for Black workers and Black entrepreneurs,” Trump told the three Black female journalists who were panelists.

It’s a symptom of the sad state of journalism in this country that none of the panelists took the time to explain Opportunity Zones to the audience or to ask Trump to substantiate his claims about the program. Opportunity Zones were created in Trump’s 2017 tax law. In 2018, I reported that the U.S. Treasury Department had officially designated census tracts in Maywood as among the first Opportunity Zones in the country.

Democrats and Republicans at the time claimed the program would lure capital to distressed suburbs and inner-city neighborhoods. According to a Forbes contributor, if a property is held for at least 10 years, the corporate “taxpayer can pay zero capital gains tax on the new investment […] I think that’s the real prize: if you hold your investment in some of these opportunity zones […] you essentially pay no tax on your returns, which could lead to a 30-40% increase in your annualized return. That’s what I want

people to really understand: this isn’t a small tax benefit, it’s pretty massive.”

That explains the program’s essence— it’s yet another massive tax break for the wealthy wrapped within a 2017 law that gave tax cuts of more than $60,000 to the top 1% of households in 2025, “compared to an average tax cut of less than $500 for households in the bottom 60 percent,” Tax Policy Center data shows.

“As a share of after-tax income, tax cuts at the top — for both households in the top 1 percent and the top 5 percent — are more than triple the total value of the tax cuts received for people with incomes in the bottom 60 percent,” the Center adds.

Here are millions of acres of blighted, undeveloped inner-city land, here is some rhetoric about public-private partnerships and socially responsible capitalism and helping the poor and the Blacks, here is the promise of jobs and future development and … Voila!

According to New York Times reporting, the Opportunity Zones tax incentive “has not worked as well as backers had hoped for new and existing businesses, largely because of restrictions on how businesses qualify. So far, there is no concrete evidence that poverty has declined more in opportunity zones than elsewhere. Although one study found greater employment growth in the zones than in similar areas, most of the new jobs probably went to residents who lived outside them.”

Like everything else Trump says, his claim about Opportunity Zones being “the greatest programs ever for Black workers and Black entrepreneurs” is a lie.

In his 2021 book, “Only the Rich Can Play: How Washington Works in the New Gilded Age,” journalist David Wessel traces the genealogy of the Opportunity Zone to the mind of 30-something-year-old “Silicon Valley billionaire wunderkind” Sean Parker, the founder of Napster and Facebooks’s first president.

Parker spent about $11 million to lobby Democrats and Republicans in Washington D.C. before the proposal was “stealthily inserted in six pages of the 185-page Tax Cuts and Jobs Act of 2017, largely thanks to the determination of Sean Parker’s chief congressional ally, Republican Tim Scott of South Carolina, the first Black man to be elected to the U.S. Senate from the South since Reconstruction.”

In a 2022 column, I called people like Parker magicians who perform magic tricks. The British novelist Christopher Priest writes that every great magic trick has three acts. In “The Pledge,” the magician “shows you something ordinary. … Perhaps he asks you to inspect it to see if it is indeed real, unaltered, normal. But of course … it

But in Parker’s case, author David Wessel rushed the stage to interrupt the trick. Wessel’s book opens with a scene at the Opportunity Zone Expo held in May 2019 in Las Vegas.

“It’s clear why the [Opportunity Zone] tax break unleashed a flurry of interest from the wealthy, investment funds, real estate developers, and conference organizers,” Wessel writes. “I’m here to witness taxavoidance capitalism firsthand.”

Inside the convention center, Wessel notices all kinds of people, “drawn together by the possibility of making money and reducing their taxes. But given that Opportunity Zones were sold as a way to steer investment toward left-behind communities, there are notable absences. I don’t come across, say, many heads of local economic-development groups or capital-starved entrepreneurs based in poor neighborhoods.”

The Fascism Republicans and Democrats Created

Nowadays, there’s rightly a lot of conversation about Trump’s fascist tendencies. But we hear less about how our current Age of Fascism was created by the Democratic and Republican parties.

The late great novelist Toni Morrison articulated this bipartisan aspect of fascism best in her 2013 essay, “Racism and Fascism,” which is worth quoting at length:

“The forces interested in fascist solutions to national problems are not to be found in one political party or another, or in one or another wing of any single political party. Democrats have no unsullied history of egalitarianism. Nor are liberals free of domination agendas. Republicans may have housed abolitionists and white supremacists. Conservative, moderate, liberal; right, left, hard left, far right; religious, secular, socialist–we must not be blindsided by these Pepsi-Cola, Coca-Cola

labels because the genius of fascism is that any political structure can become a suitable home. Fascism talks ideology, but it is really just marketing–marketing for power.

“It is recognizable by its need to purge, by the strategies it uses to purge and by its terror of truly democratic agendas. It is recognizable by its determination to convert all public services to private entrepreneurship; all nonprofit organizations to profit-making ones–so that the narrow but protective chasm between governance and business disappears. It changes citizens into taxpayers–so individuals become angry at even the notion of the public good. It changes neighbors into consumers–so the measure of our value as humans is not our humanity or our compassion or our generosity but what we own.

“It changes parenting into panicking–so that we vote against the interests of our own children; against their health care, their education, their safety from weapons. And in effecting these changes it produces the perfect capitalist, one who is willing to kill a human being for a product–a pair of sneakers, a jacket, a car–or kill generations for control of products–oil, drugs, fruit, gold.

“When our fears have all been serialized, our creativity censured, our ideas ‘marketplaced,’ or rights sold, our intelligence sloganized, our strength downsized, our privacy auctioned; when the theatricality, the entertainment value, the marketing of life is complete, we will find ourselves living not in a nation but in a consortium of industries, and wholly unintelligible to ourselves except for what we see as through a screen darkly.”

In April 1938, President Franklin Roosevelt warned Congress: “The liberty of a democracy is not safe if the people tolerate the growth of private power to a point where it becomes stronger than their democratic state itself. That, in its essence, is fascism.”

Coincidentally, 1938 was also the year that the term “neoliberal” was coined at a conference in Paris.

“Among the delegates were two of the people who came to define the ideology: Ludwig von Mises and Friedrich Hayek,” write George Monbiot and Peter Hutchinson in “Invisible Doctrine: The Secret History of Neoliberalism.”

“Both exiles from Nazi-occupied Austria, they saw the New Deal that Franklin Roosevelt had introduced in the United States, and Britain’s burgeoning welfare state, as expressions of collectivism. They believed that any form of collectivism–putting the interests of society before the individual–would lead inexorably to the kind of totalitarianism that had swept across Europe, in the form of Nazism and Communism.”

In 1947, Hayek formed “the first organization to promote neoliberalism, the Mont Pelerin Society (MPS). There, he and others began to create what has been described as a ‘Neoliberal International’ — a transatlantic network of academics, journalists, and businesspeople seeking to develop a new way of seeing and running the world.’”

Over the next 20 years, wealthy people and businesses financed the spread of Hayek’s neoliberal doctrine. They “hired policy analysts, economists, academics, legal experts, and public-relations specialists to create a series of ‘think tanks’ that would refine and promote the doctrine,” which boils down to the idea that the “very rich should be free to do the undoable, without constraint from public interest or public opinion,” Monbiot and Hutchinson write.

By now, you may have heard about one of those think tanks—the Heritage Foundation, founded in 1973 and the organization behind the now-infamous Project 2025, the blueprint for how far-right conservatives plan to fulfill Hayek’s dream of creating a country that allows the very rich to do whatever they want without public constraint.

In the 1950s, though, neoliberalism was “met with widespread revulsion” and condemned to the intellectual margins. In a country that had come to normalize

programs like Social Security, where public unions were still relatively strong, and public education was considered an asset, the idea that the rich should rule like despots and that human beings are treated as mere consumers wasn’t very popular.

Things, however, would change in the early 1970s, when President Nixon abandoned the gold standard, opening the door for financial speculation and capital flight, and the 1973 oil crisis resulted in “a disastrous combination of high inflation, high unemployment, and a decline in productivity growth.”

As the country’s economy cratered, neoliberal economists, journalists, and government advisers were ready to take advantage of the national crisis. They saw openings in the presidencies of Republican Richard Nixon and Democrat Jimmy Carter.

Historian David Gibbs outlines this period in his book, “The Revolt of the Rich: How the Politics of the 1970s Widened America’s Class Divide.” Gibbs writes that Nixon’s administration laid the political groundwork for the rise of neoliberalism. Milton Friedman, another neoliberal economist and informal Nixon adviser, led a lobbying push by bankers and other conservative economists for laws that would deregulate international finance.

“The deregulation of international finance led to what has been termed the ‘financialization’ of the U.S. domestic economy,” Gibbs said during an interview with Truth-Out. “As a result of financialization, investors could make quick profits by engaging in speculation (typically selling off dollars, while purchasing stronger currencies), rather than through long-term investments in manufacturing. And there was usually a government bailout waiting for the banks when speculative ventures ended badly.”

Carter leaned on Alfred Kahn, an anti-labor Cornell University professor who served as the president’s advisor, to deregulate “multiple industrial sectors, beginning with airlines, which had the effect of permanently reducing wages. Carter also deregulated domestic finance, intensifying the process of financialization begun during Nixon’s presidency, with additional negative effects on wage earners.”

Carter also began using monetary policy, which involves changing country’s money supply, to fight inflation “by reducing wages

and increasing unemployment.” When President Ronald Reagan came to Washington, the path toward privatizing government was well underway with his Democratic predecessor.

Although many people may know about Project 2025, few know about the Heritage Foundation’s Mandate for Leadership, a 1981 plan for the Reagan presidency. It’s a 3,000page, 20-volume document that contains 2,000 policy proposals, “including specific recommendations for reducing the size and scope of some parts of the federal government: those parts that sought to redistribute wealth, defend the poor, and support effective public services,” Monbiot and Hutchinson write.

“Alongside drastic cuts in tax rates and a scaled-back welfare state, the document proposed greatly enhanced presidential powers and massive increases in military spending,” they write. “In other words, its

avowed mission to ‘shrink the state’ was highly selective–it sought to shrink efforts to improve public welfare, while expanding the government’s power over the lives of ordinary citizens.”

By the end of Reagan’s first year in office, the president had implemented 60% of the Heritage Foundation’s 2,000 proposals. The journey toward our current age of American Fascism was well underway.

The Submerged State

Reagan’s monumental presidency solidified neoliberalism and government captured by private interest (what President Roosevelt defined as fascism) in the same way that Roosevelt’s administration solidified government for the common good.

If Roosevelt championed direct government programs like Social Security that people could see and feel, Reagan championed what might be considered government by stealth.

As historian Suzanne Mettler writes in “The Submerged State,” by Reagan’s second

term in office, “scholars began to notice that traditional ways of thinking about government programs no longer reflected much of how public policies were actually designed and administered. In 1988 Donald Kettl depicted the new reality as ‘government by proxy,’ meaning ‘the provision of government goods and services through proxies such as contractors, grantees, and recipients of government tax breaks and loans.”

In other words, robust social programs that help the majority of people like Social Security were no longer in style. Only the military, the ultra-rich, and corporations deserved lavish government handouts. Everyone else gets tax cuts.

If you read Kamala Harris’s economic proposals, you’ll see the invisible hand of Reagan at work. The vice president proposes a $50,000 small business tax deduction, an expanded federal Child Tax Credit from $2,000 to up to $3,600 per child under 6 years old, various housing tax credits, and job expansion tax credits.

Since Reagan, “submerged state” policies like tax credits “have proliferated in number and in scope,” Mettler writes. “When Reagan took office in 1981, 81 of these existed; by 2010, [President Barack] Obama’s second year in office, the number had risen by 86 percent, to 151.”

The Harris tax credits are preferable to Trump’s inflationary tariffs and his proposal

to make income from tips tax-exempt, but they’re still rooted in a neoliberal ideology that scorns direct government spending on robust and more effective social programs that make government policy visible to everyday people.

“In a democracy, the most basic task of governance–more fundamental than stimulating the economy, providing health care and education, or protecting the environment–is to promote the conditions that make rule by the people possible,” Mettler writes. “For people to possess the political power to rule themselves, they need to understand their own relationship to government and the role it does and does not play in their lives.”

The activist Ralph Nadir wrote that 1980 “will mark the year when the galvanized forces of corporatism–straddling business, government, and the media—drove this effort for a functioning democracy of ‘justice for all’ into its unabated decline.”

In the 1970s, Nader and other advocates successfully pushed for laws that translated into safety measures like seat belts in automobiles, cleaner air and water, and safer food, among other things we’ve taken for granted. But by the 1980s, Nader was having trouble getting media attention or securing meetings with federal lawmakers. The “virtuous cycle of citizen advocacy, publicity, and then the Congress responding” was broken and the neoliberal takeover of government was virtually complete.

The Democrats Capitulate

From 1969 to 1992, four of the country’s five presidents were Republicans who were all about law and order, low taxes, and little government interference in the “free market.”

In the 1980s and 1990s, a group of politicians led by Bill Clinton and who called themselves New Democrats believed that to win presidential elections again, the party needed to be more like Republicans. The New Democrats looked at things like the minimum wage, unions, public schools, welfare assistance, affirmative action, and government regulations as old-fashioned and outdated.

The party also abandoned its old political base of working-class people for collegeeducated suburban voters. Among New Democrats, the language of educational opportunity replaced that of fundamental economic fairness.

When Clinton became president, he worked to reinvent and “modernize” government by making it more “entrepreneurial.” His administration ensured that more government services would be distributed by the private sector, repealed New Deal-era legislation that prevented commercial banks from making risky financial investments with people’s money, signed a law that made it easier for corporations to close U.S. factories so they could take advantage of cheaper labor in Mexico, and gutted welfare assis-

tance as a response to poverty in favor of marginal “entrepreneurial” measures like Enterprise Zones—the prelude to Trump’s Opportunity Zones tax avoidance scam—and tax credits.

As with Opportunity Zones, Enterprise Zones provide tax breaks to lure companies to locate in underdeveloped communities. But empirical studies have shown that they don’t do much good for poor people and poor places.

As researchers Alan Peters and Peter Fisher wrote in 2002, “Our empirical results have made us much more skeptical of the usefulness of enterprise zones, at least to the extent that zones are primarily a tax incentive program. We find that their effect on growth is close to minimal, they often encourage the use of capital rather than labor, their power to influence business decisions has been diminished by the growth in non-targeted incentives, and they do not alter the wider spatial functioning of urban labor markets.”

In the late 1980s, Maywood was an early adopter of the Enterprise Zones program, which may or may not have helped lure companies like Cintas and Aetna Plywood to the site of the old American Can Factory. What’s clearer is that, after three decades of being designated one zone of tax avoidance after another, Maywood’s economic prospects have not markedly changed.

After all, zones are not meant to help blighted places and poor people. They’re neoliberal measures meant to shield the wealthy and corporations from public accountability.

“What is a zone?” At its most basic, it is an enclave carved out of a nation and freed from ordinary forms of regulation,” writes Quinn Slobodian in “Crack-Up Capitalism: Market Radicals and the Dream of a World Without Democracy.” “The usual powers of taxation are often suspended within its borders, letting investors effectively dictate their own rules.”

Enterprise and Opportunity zones are just two among “a bewildering range of varieties—at least eighty-two, by one official reckoning.” But they all operate on the same principle of low to no taxation and little to no government regulation.

“We are being encouraged to live in zones by those who profit most by our abdication from the shared set of responsibilities,” Slobodian writes. “A hundred years ago, the robber barons built libraries. Today, they build spaceships.”

mogul Fred Trump, “not only used his dense networks of Democratic Party political contacts to orchestrate deals and negotiate bespoke tax exemptions on his son’s behalf but also clandestinely funneled millions of dollars into his accounts.”

The neoliberal policies that Republicans first championed and that Democrats eventually adopted not only enriched Trump, but they created the social conditions that made his last presidential term (and his current bid at another) possible.

The warning that Russian political scientist Georgy Arbatov delivered to Russia in 1994 applies to the United States now.

“Policy that breeds poverty and crime, that promotes irresponsible behavior by the government at the expense of citizens, can survive only if democracy is suppressed,”

Arbatov warned. “Such an approach needs a dictator.”

The historian Clara E. Mattei observes that there’s a profound similarity between “austerity in a democratic setting and austerity in a Fascist setting.”

The democratic austerity that was in Britain in the 1920s looks strikingly similar to the United States today. British austerity “took the form of forcing workers to comply with the logic of capital accumulation after the Treasury and the Bank of England devised policies that triggered high unemployment and curtailed welfare rights. Increased economic necessity brought workers to their knees.”

The 1920s Fascist austerity under the Italian dictator Mussolini “did not need to rely on unemployment as such, since it was accom-

panied by Fascist state interventions that slashed nominal wages by decree and annihilated genuine worker’s representation.”

Austerity in a democratic setting may not be as immediately threatening as austerity under a dictator but it poses an existential threat nonetheless. I’m voting for Kamala Harris and the Democrats up and down the ticket because they’d be easier to fight than a reinvigorated and empowered Heritage Foundation under Trump.

But once we elect the Democrats, we need to demand that they do more than scare us about how much worse the Republicans can be. The Democrats need to deal with the antidemocratic policies that made Trumpian fascism possible and position themselves less as diet Reaganites and more as robust defenders of the public good.
