State reached record-high tax revenue of over $2 billion last year

Illinois surpassed $2 billion in tax revenue last year from all types of gambling and the state lottery – a record bolstered by continued growth in video gambling, sports betting, and the opening of several new casinos.

But that growth comes at the expense of Illinois’ traditional riverboat casinos and the horse racing industry, which has been on a downward trajectory for decades.

An annual report published earlier this month by the General Assembly’s fiscal forecasting arm laid out the state’s record of nearly $2.1 billion in revenues, nearly half of which was earmarked for infrastructure projects, while most of the remainder went to education.

Rapper Lil Durk Gets Keys To Broadview And Bellwood–Prompting Some Backlash

The villages will partner with rapper’s Neighborhood Heroes Foundation on a youth environmental sustainability initiative

The mayors of Broadview and Bellwood presented popular Chicago rapper Lil Durk with the keys to both villages after announcing a partnership with the rapper’s charitable foundation during a private gathering at Broadview’s Village Hall, 2350 S. 25th Ave., on Oct. 18. The event prompted criticism from community members concerned about the rapper’s violent lyrics and reputation, but also some reflection about the accuracy of the media’s portrayal of the rapper.

Durk, whose real name is Derrick Banks, is the founder of the Neighborhood Heroes Foundation. According to the foundation’s website, its “mission is to empower and collaborate with everyday Heroes who are taking the lead to make positive change in the lives of those within under-resourced neighborhoods across the nation.” The foundation’s previous community work includes hosting back-to-school initiatives

Third-party notices tell you if a relative or anyone you know misses a tax payment

My office lets you sign up a relative or anyone you know receive copies of certified notices that are mailed a month before the Annual Tax Sale if your property taxes become delinquent. You can also register to receive copies of notices sent to a relative or other person. The Third-Party Notification program allows any homeowner in Cook County to identify someone to receive delinquency notices by mail from my office. After I introduced this program in Cook County, it was enacted as law for the entire state. The program is designed for all homeowners and may be particularly helpful for:

■ Senior citizens

■ People with disabilities or special needs

■ People with long-term, serious health issues

■ People who are away from their homes for extended periods of time

When you enroll, you designate someone to receive notices of tax delinquency in addition to yourself. The program serves as a safety net and is designed for family members and other trusted individuals or organizations; a house of worship can receive the notices. The program is not intended for use by mortgage companies or banks.

You can enroll at any time. However, applications received within two weeks prior to the mailing of certi -

fied notices of delinquent taxes may not be processed before third-party notifications are mailed. ThirdParty Notifications can help homeowners avoid the Annual Tax Sale, an auction of unpaid taxes.

The Annual Tax Sale occurs about 13 months after your Second Installment taxes were due. My office will hold a four-day Annual Tax Sale beginning Dec. 10 for 2022 taxes that were due Dec. 1, 2023. My office will send certified notices in early November to property owners with delinquent taxes that will be auctioned unless paid in full before the sale.

The third party you designate to receive duplicate copies of delinquency notices assumes no liability for paying your taxes. You, as property owner, are still responsible for that. The intent is that the third party will follow up with you to find out if you received your delinquency notice, that you understood its importance, and are making arrangements to pay your taxes before they are offered at the tax sale.

The program is offered for free to all residential property owners. Under state law, there is a $5 registration fee for nonresidential properties. Once enrolled you do not have to renew your participation on an annual basis. You may designate only one person or entity to receive third-party notices at any time. If you decide that you no longer want a copy of delinquency notices mailed to a third party you may cancel at any time. If you sell the property, you must cancel the request on file or advise the new owner to change the party designation to receive notifications.

While the Illinois Lottery continues to make up a significant portion of the state’s wagering revenues, it might soon be eclipsed by Illinois’ ever-growing video gambling industry. In the last fiscal year, the lottery netted $886 million in state tax revenue while video gambling’s state taxes climbed to $848 million.

Statewide, bars, restaurants, and truck stops have installed 48,176 video gambling machines since 2012 – a figure that’s grown steadily each year despite the COVID-19 pandemic shuttering all gambling activity for months.

Also not stopping the industry’s growth: a series of tax increases, including one approved in the spring as part of state budget negotiations.

Video gambling is also the largest driver of increased percapita spending on all types of wagering in Illinois over the last five years, though the popularity of sports betting has also been a factor. Illinoisans spent more than $7 billion spent on gambling, lottery tickets, and other types of betting-based entertainment last year – approximately $560 per capita.

Though video gambling may be eating away at Illinois’ casino industry – a fear that has been vocalized since negotiations on legalizing the terminals 15 years ago – the Commission on Government Forecasting and Accountability’s report also blames “added competition from new casinos across Illinois.”

COGFA’s report indicates overall casino revenue growth

is mainly due to the success of Rivers Casino in Des Plaines and the opening of five new casinos statewide in the past few years. A sixth, in Chicago’s south suburbs, is slated to open later this fall.

Illinois’ nine riverboat legacy casinos, most of which have been running for about three decades, have seen their revenues decline “for nine consecutive years,” according to the report. Visits to casinos in East St. Louis, East Peoria, and

Joliet’s Harrah’s Casino have seen a significant drop-off.

“The opening of additional casinos provides an abundance of new gaming opportunities for gamblers in Illinois,” the report said. “However, there are concerns of oversaturation. … By the end of FY 2024, the number of video gaming terminals in operation across Illinois has grown to over 48,000, the equivalent of over 40 ‘full-size’ Illinois casinos.”

Horse racing, on the other hand, has continued to dwindle in Illinois. After Arlington Racetrack closed in 2021 and sold the land to the Chicago Bears, Hawthorne Race Course in Stickney and Fairmount Park in Collinsville are the only two racetracks remaining in operation. The report notes horse racing brought in “a mere $6 million” in state revenues last year, and that “racinos” – provided for in a massive 2019 law that legalized sports betting and created six new casino licenses – have not yet materialized as a lifeline for racetracks.

Fairmount has been buoyed by partnering with sports betting giant FanDuel for the past several years, making it the home base for Illinois’ most successful online sports betting company. FanDuel’s adjusted gross receipts last year totaled more than $449 million, while its closest competitor, DraftKings, totaled $387 million.

The two juggernauts complained loudly about a new, higherrate tax structure imposed on sports betting in May, though COGFA’s report noted that not all of Illinois’ sports betting licenses have yet been claimed and that sports betting revenues “have grown rapidly” since the market launched in 2020.

“Given this trend and the recently added sportsbooks, it is believed that sports wagering will continue to grow overall despite a higher tax structure,” the report said.

Banks was at the Oct. 18 gathering where he signed a memorandum of understanding on behalf of his foundation. Bellwood Mayor Andre Harvey and Broadview Mayor Katrina Thompson also signed the agreement.

According to a statement released by Broadview officials on Oct. 18, the agreement “commits both towns to adopt the Kaleidoscope Community model that will guide the implementation of the ‘Kaleidoscope Zone’ to be piloted by local school students charged with designing and implementing ‘sustainability projects’ in the zones, such as creating community gardens or bike paths.”

The Neighborhood Heroes Foundation “will support students as they pursue post-secondary education opportunities, and introduce students to emerging clean energy career paths by leveraging existing industry partnerships.”

Village officials said students will commit an average of four hours a month volunteering in Kaleidoscope Zones. The mayors will also develop a “Next Gen clean energy workforce development initiative, co-develop a Next Gen innovation lab that can be shared across communities, and foster relationships with local school districts to help recruit student participation.”

The announcement, however, prompted some pushback from community members in Proviso Township who criticized the mayors for giving the controversial Grammy-winning rapper a platform.

Banks is one of the pioneers of Drill Rap, a hip-hop subgenre that started in Chicago in the 2000s that’s characterized by its violent, sexually explicit, and misogynistic lyrics. Many artists within the subgenre, including Banks, have also been implicated in criminal acts.

Earlier this month, Block Club Chicago reported that “Lasheena Weekly, the mother of late rapper FBG Duck, and two bystanders present at the deadly 2020 shooting that killed him filed a lawsuit [on Oct. 9] seeking compensatory damages from rapper Lil Durk, his record label and the international recording companies distributing his music.”

A federal jury “found six men guilty of murder in aid of racketeering and conspiring to kill FBG Duck in January” but Weekly believes that Banks’ label, “Only the Family Entertainment and the record labels that distribute his music are also responsible for FBG Duck’s murder.”

According to Block Club, Weekly’s attorney alleges that “King Von, an ‘OTF underboss,’ placed a $100,000 reward to have FBG Duck. But Derrick Banks, known famously as Lil Durk, ‘was the puppet master of the events leading up to and including August 4, 2020.’”

Some of the controversy around the famous rapper followed him even after his charity’s announcement. During the Oct. 18 gathering in Broadview, Banks invited those in the crowd to his concert at the United Center on Oct. 20. On a Facebook post, Mayor Harvey congratulated a group of about a dozen Roosevelt Middle School students who won a trip to the concert after participating in an “environment essay contest.”

during what his family said was a violent robbery as he traveled to a concert at the United Center over the weekend.”

When the administrators of the popular Facebook group Best of Proviso Township posted an announcement about the initiative between the rapper and the mayors, one commenter wrote: “All the while still producing and supporting murder rap and [drg] abuse among young people… make it make sense!”

Mayor Thompson responded in another Facebook comment that “it’s important to acknowledge the potential for positive change, especially when initiatives aim to uplift and inspire youth. While there may be concerns about certain messages in the music, this new partnership provides a powerful opportunity to shift the focus and promote something meaningful—like clean energy, sustainability, and community empowerment.”

Banks, who converted to Islam and appeared at the Broadview event wearing a thobe—a long robe Muslim men wear to comply with the religion’s call to dress modestly—dismissed the criticisms.

“Everybody [tries] to paint their own pictures of us,” he said. “We going to do what we going to do.”

Some observers have noted that Drill Rap is within a long lineage of Black art that critiques systemic injustices and impoverished social conditions. Earlier this year, the Columbia Journalism Review interviewed drill rappers and producers “who said drill should be seen as a living document of life in parts of the city that don’t usually make frontpage news.”

During an Oct. 21 village board meeting, Mayor Thompson

said she fielded “text messages and phone calls” from concerned residents following the news about Lil Durk’s keys to the villages. Thompson said she met the rapper last year at a fundraiser for his foundation and had “several conversations” with Banks about how his foundation might benefit Broadview.

Thompson said the rapper shouldn’t be judged solely by his past and suggested that the rapper is more complex than the media’s depiction of him. She then read the lyrics from “All My Life,” a song Lil Durk released in 2023.

“The media called me a menace,” Lil Durk raps. “I done sat with the mayor and politicians, I’m tryna change the image, you can’t blame my past no more, I come from the trenches.”

“I am a mayor and I’m proud to have made that connection that is very valuable to our community,” Thompson said. “I come from a troubled background and I’m very proud of how I was raised and the community I grew up in because it made me resilient today.”

Thompson said the Kaleidoscope Zone initiative is part of the village’s larger plan to reduce carbon emissions, encourage the use of renewable energy, and promote employment in the renewable energy sector, among other objectives outlined in the Broadview Alliance for Sustainability.

The mayor said she plans to show a video spotlighting the Neighborhood Heroes Foundation’s previous work at the next village board meeting. She said the village’s chief sustainability officer will also attend that meeting to discuss “what are the next steps for Broadview” in the area of environmental sustainability.

Hillside Library Offered Free Mammograms For Breast Cancer Awareness Month

The library hosted Roseland Community Hospital’s mobile mammogram unit on Oct. 16

Stepanie Roon, the marketing and events specialist at the Hillside Public Library, 405 Hillside Ave. in Hillside, was concerned.

According to the Illinois Department of Public Health (IDPH), breast cancer is the state’s most common cancer in women and the second leading cause of cancer death in women.

“In Illinois, breast cancer incidence rates are highest in Black and White women and lowest in Hispanic women, and mortality rates are highest in Black women and lowest in Hispanic and Asian or Pacific Islander women,” the IDPH explained.

Roon wanted to do something about this disparity, so she started researching mobile mammography units in Illinois. The only feasible result she found was a unit operated by Roseland Community Hospital on Chicago’s far South Side.

“All of us can say we know someone who has been affected by breast cancer and that was on my mind. I was thinking, ‘What can I do to help the situation,’” Roon said. “There are so many people who don’t do the screening for numerous reasons. They’re working or they don’t have a regular doctor or the screenings are too costly or they don’t have insurance. That’s why I consider it a blessing I found you.”

Roon was speaking to the crew responsible for operating Roseland’s mobile mammogram unit. On Oct. 16, the unit its mammography van in front of the Hillside Public Library and offered free preventative screenings for any woman in Proviso Township who needed the service.

“One of the great things is that they do this at no cost and don’t require insurance,” Roon said. “Several of the people they’ve seen today would not have been

able to have this service had Roseland not provided it.”

Roseland launched the mobile mammogram unit last year during Breast Cancer Awareness Month. Roon said it was only appropriate to have them at the library during this year’s commemoration. She said the free screening event was the library’s first, but it won’t be the last.

Myshell Wallace, a radiology supervisor at Roseland who helps operate the mobile unit, said the unit goes virtually anywhere in the state where they’re needed.

“A lot of people can’t get out to the doctor,” Wallace said. “A lot of people don’t have a doctor. We go to clinics as well. If they go there to see their doctor, instead of sending them to another facility we show up the day they see the doctor and we can get the mammogram done right there.”

Brian McGee, who drives one of the mobile mammogram vans, said the unit’s goal is to help people in every municipality in the state.

“Being aware early is important,” McGee said. “This is the only mobile service that some people can come to.”

The mobile van comes with advanced 3D imaging technology for conducting mammograms outside of hospitals. The unit is funded by private organizations including the Washington Square Health Foundation, which provides grants for people to access adequate healthcare in the Chicago area, and the Michael Reese Research and Education Foundation, an entity named after the Chicago hospital that closed in 2008 and that supports health equity research.

Roon said the Oct. 16 free breast cancer screening event is part of the library’s wider array of health and wellness programming. Other programs include yoga sessions, sound bath meditation, and Zumba classes.

The Village of Broadview (hereinafter “Village”), located in Cook County, Illinois, is seeking proposals for protective flooring at the Village of Broadview Public Works Department, 2734 S 9th Avenue. The Village intends to enter into a contract with a qualified and responsible firm for such services, and accordingly are furnishing herein a set of specifications by which such proposals shall be judged. SUBMITTAL REQUIREMENTS

Responses to this Request for Qualifications must include the following information:

• Firm name; phone, address (including e-mail address) and FAX numbers; and name of primary contact.

• A summary of the firm’s experience in roof replacement within the past 5 years. Summary should include a list of projects, a brief description and a contact name/telephone number. Examples of work may be attached.

• A list of individuals who would be assigned to work on the project and a description of their qualifications related to the Scope of Services outlined in this RFQ.

• RFQ response must be signed by a person authorized to sign on behalf of the consulting company.

• Response is limited to no more than seven (7) pages excluding work examples and resume.

• Site visits are available Tuesdays and Thursdays 8:00am – 3:00pm until response due date November 30, 2024.

SELECTION PROCESS

The Village will evaluate all responsive RFQ submitters and rank them based on experience, qualifications, cost proposal and criteria listed above. The Village

may conduct interviews during the selection process. Contracts selection followed by a negotiated contract is expected to be in place by December 5, 2024.

TERMS AND CONDITIONS

Unauthorized contact regarding this RFQ with any other Village employee may result in disqualification. If selected, contractor will be required to execute a Village of Broadview Professional Services Contract.
