SPRINGFIELD – Gov. JB Pritzker signed legislation on June 25, creating a new cabinet-level state agency dedicated to early childhood education and development.
The new Department of Early Childhood, which will become operational in July 2026, will take over programs currently housed across three state agencies, including funding for preschool programs, childcare centers and the licensing of daycare centers.
Speaking at a bill signing ceremony at a preschool in Chicago, Pritzker said the streamlined agency should make it easier for new parents to access critical services for their children.
“It’s hard enough juggling all the responsibilities that fall on the shoulders of parents,” he said. “And on top of that, they shouldn’t have to navigate a complex bureaucracy to get the care

Some significant changes are ahead for Bellwood School District 88 after the school board approved a new 5-year contract for Supt. Victoria H. Stockton in March and a new strategic plan in June.
In a June interview, Stockton, who replaced former D88 superintendent Mark Holder in April 2022, said the district’s old strategic plan was sunsetting in December 2023, leaving an opening for her to make some structural changes, including enhancing professional development opportunities,

enacting action plans for producing expected outcomes, and adding new administrative positions to execute the plan.
“Most superintendents come in and make changes right away,” Stockton said. “I was intentional about not doing that.”
Stockton said she contacted her peers at other districts, including Lindop District 92 Supt. Janiece Jackson. They referred Stockton to educational consultant Ann Cummins Bogan of ACB Consulting, whom the district hired to do a comprehensive analysis of its culture and climate.
Cummins conducted focus groups with over 140 people, including “board members, teachers, parents, community members, staff, administrators — people across our organization,” Stockton said.
According to the Strategic Plan Overview Stockton provided, the focus group conversations found that “the root causes of stagnant student achievement and the disconnected and siloed nature of the climate and culture” were attributed to five main factors.
Those factors included a lack of systems and structures, a lack of opportunities for educators to “establish common goals for students and to learn with and from one another,” the district’s sporadic engagement with families, siloed school buildings and departments that negatively affect morale, and undefined standard operating procedures, processes, and protocols, “creating barriers to assessing the system’s effectiveness.”
Stockton said Cummins had a frank conversation about the district’s structural challenges before outlining a plan for the district’s progress.
“The consultant told me, ‘How do you get anything done? You have way too many people reporting to you. I had about 15 or 16 [directors and principals] reporting to me. She said, ‘Victoria, you’re not going to move the needle like you want.’ I felt like I was on a hamster wheel, putting out fires and trying to dig us out of a hole because we took a hit academically with COVID,” Stockton said. “But I’m happy to report we’re rebounding and starting to see that upward trajectory in our scores.”
The superintendent said Cummins told administrators that despite the challenges, the district’s best asset is its people.
“She said, ‘The good thing is, you have people who really want to be here and do this work. It’s just a matter of aligning our efforts and being more intentional with how we go about the work. That gave us hope that we’re on the right track. We can do this if we make some tweaks.”
Stockton moved to restructure her office in the fall after the district’s finance director announced his retirement. Instead of hiring another finance director, she reshaped the position into an assistant superintendent/chief school business official responsible for all non-instructional matters, including finance, transportation, food service, and building grounds.
In the spring, Stockton hired Ron Anderson as the new assistant superintendent/chief school business official. Anderson previously worked for nearly three years as the executive director of operations at Oak Park and River Forest High School, where he oversaw areas like facility maintenance, construction management, and campus safety, among other non-instructional areas.

resources, talent, and development. When she interviewed on June 13, the positions were still open. Stockton said the new administrative positions are cost-neutral, and her front office restructuring happened without eliminating other positions.
Stockton said the new strategic plan also focuses on staff recruitment and retention, which is critical given the nationwide shortage.
Earlier this year, the National Literacy Institute (NLI) examined Bureau of Labor Statistics data and concluded that the “demand for qualified educators, encompassing teachers, paraprofessionals, counselors, and other staff, is expected to skyrocket to nearly 854,000 job openings by 2025,” wrote Ingrid Haynes, the NLI’s director. “In contrast, the projected number of hires is only set to reach 336,000.”
“One of my colleagues calls it ‘the hunger games’ because we are all fighting for the same group of teachers and ensuring the district is properly staffed,” Stockton said. “We’re also focused on retention and ensuring we are retaining our staff and making sure we love and value them because they can go anywhere.”
Stockton said the district partnered with BloomBoard, a talent development company, to launch an initiative allowing permanent substitutes and teacher assistants to earn their teaching credentials while on the job and for the district to pay for their teaching degrees.
Stockton said the ‘grow your own’ initiative would hopefully allow the district to cultivate its workforce, giving other staffers the opportunity she had to climb the ranks within the district. Stockton started in D88 as an assistant principal 15 years ago before working her way up the administrative ladder. She was
an assistant superintendent when she replaced Holder. “We are investing in our people,” she said. “I climbed up the ranks. It matters to us that we are growing our own and building up the next generation of teachers and leaders.”
Stockton said that since the strategic plan was approved, she’s been on a campaign across the district to ensure that all of D88’s more than 2,000 students and over 400 staff members are aligned with its goals, values, and mission.
“Year one, 2024-25, is going to be all about designing and preparing the system,” she said. “All summer, I’ve been meeting with my team and unpacking things we need to unpack to present to the system — that whole shared leadership aspect. We’re unpacking what all this means. We’ll be building on it each year.”
Stockton said aspects of the plan will appear in all school district buildings, and she’ll encourage staffers to take ownership of the plan.
“At the end of the day, we are one district,” she said. “We may serve six different communities and have seven schools — each school has its DNA — but we can’t have the silo mentality. We are one district, so we often do the #weareone88.”
Stockton said the ultimate goal of the new strategic plan and front office restructuring is to prepare students to “win and excel … socially, emotionally, mentally, and educationally. That’s important.”
She also emphasized her belief that district administration should exist to support students in the classroom.
“Our job is to serve the schools,” she said. “We serve the staff and the students. That’s where the magic happens. That’s what we’re here for. We’re here to serve them.”

Illinois State Police say an automated license plate reader program has helped the agency identify witnesses or suspects in 82 percent of highway shooting cases this year, including all eight that resulted in a death.
However, as the state looks to expand its network of more than 400 cameras this year, it faces a lawsuit accusing the ISP of operating “a system of dragnet surveillance” by using the cameras to monitor all traffic that passes them.
The fiscal year 2025 state budget that lawmakers approved last month includes $7 million in new funding for the technology and $2.5 million reappropriated from a previous year.
The cameras constantly monitor the highways where they are installed, collecting images, time, and location data on hundreds of millions of vehicles each year. In May alone, the cameras captured 1.4 million “hits,” or instances in which a pictured license plate matched one in a law enforcement database for “hot” vehicles – such as stolen cars or those connected to a crime. That was out of 215 million recorded “detections” in May, which includes any instance of a vehicle image being stored with date and time data.
The libertarian legal group Liberty Justice Center contends the constant nature of that surveillance violates the rights of two Cook County residents named as plaintiffs in their lawsuit filed May 30.
The group is the same one that successfully sued to block the implementation of a state law that would have prevented certain General Assembly candidates who didn’t run in the March primary from getting on the November ballot. It was also behind the lawsuit that ultimately resulted in the U.S. Supreme Court striking down “fair share” union dues in 2018.
“Defendants are tracking anyone who drives to work in Cook County – or to school, or a grocery store, or a doctor’s office, or a pharmacy, or a political rally, or a romantic encounter, or family gathering – every day, without any reason to suspect anyone of anything, and are holding onto those whereabouts just in case they decide in the future that some citizen might be an appropriate target of law enforcement,” the lawsuit reads.
The lawsuit contends the program violates the plaintiffs’ search, seizure and due process rights under the 4th and 14th amendments to the U.S. Constitution. It seeks to end the state’s operation of the license plate reader program and to provide specific protections for the two named plaintiffs.
A lawyer for the Liberty Justice Center told Capitol News Illinois that the center plans to seek a temporary injunction against the surveillance program as the full case progresses.
About three weeks after the lawsuit was filed in federal court in the Northern District of Illinois, ISP sent a news release touting the program’s efficacy.
Highway shootings had been on the rise before the legislature authorized and provided funding for automated license plate readers, or ALPRs, in Cook County. According to Illinois State Police data, there were 51 such shootings in 2019, 147 in 2020, and 310 in 2021. That dropped to 189 in 2022 and 129 in 2023, with 42 recorded through mid-June in 2024 – a 42 percent decline from the same period last year. The cameras were used in at least 260 investigations this year, according to ISP.
“The use of automated license plate readers has been a game changer in investigating interstate shootings, as well as vehicular hijackings and thefts,” ISP Director Brendan Kelly said in the Tuesday news release. “They provide us vital leads for our investigation, allowing us to track the events immediately leading up to and following the shootings to identify the vehicle involved.”
State police can review images instantly upon report of a shooting or other incident, and once a suspect vehicle is identified, law enforcement can set the system to alert them if that vehicle is spotted on an ALPR.
Under law, cameras can be used to investigate offenses involving vehicular hijackings, terrorism, motor vehicle theft, or any forcible felony, including murder and firearms offenses. Cameras can also be used to monitor roadway conditions for safety purposes.
The law, however, prohibits officers from using footage to enforce “petty offenses,” such as speeding.
ISP said their policy is to keep data collected by the cameras for 90 days.
“That’s kind of our big concern is the historical collection and aggregation of all the data,” Reilly Stephens, a Liberty Justice Center attorney, told Capitol News Illinois. “If you only have 24 hours of data, maybe it’s a different case.”
There are 430 such cameras throughout the state, including 340 in Cook County, 78 in St. Clair County, and four each in Champaign, Morgan, and Winnebago counties.
Later this year, ISP plans to add cameras in Macon, Madison, Peoria, Bureau, Lake and Winnebago counties. ISP said it could also “potentially” add cameras in Boone, DeKalb, DuPage, Grundy, Henry, Kane, Kendall, LaSalle, McHenry, Rock Island, Sangamon, and Will counties, as well as on DuSable-Lake Shore Drive in Chicago.
The law creating the camera program passed in 2020, focusing on Chicago, but a 2022 expansion covered another 6,000-plus miles of roadway outside of Cook County. That move was widely supported in the legislature, although some raised civil liberty concerns about broad definitions in the law.
Members of both parties expressed concern that the cameras could be used to profile drivers and that individuals were not allowed to request their own data through the Freedom of Information Act.

My office recently released an analysis of the nearly 1.8 million tax bills. The analysis showed that in the south suburbs, the median tax bill jumped 19.9%. In 15 south suburbs, tax bills soared above 30% to as high as 76%.

A typical example showed property taxes on Park Forest home increasing $3,834 this year to $8,892. The tax bill for the property a year ago was $5,058.
These astonishing increases are too much to bear for homeowners who are already dealing with higher prices at the grocery store, gas pump and everywhere. Many believe they can no longer afford to live where taxes are so high. They wonder what they can do about it.

Pritzker unveiled his plan for a consolidated agency last fall, just as lawmakers began their annual fall veto session when he issued an executive order establishing an Office of Early Childhood within the governor’s office.
That order directed the Department of Human Services, the Department of Children and Family Services, and the Illinois State Board of Education to begin working on a transition plan to move the administration of their early childhood programs into

In Cook County, I have redesigned the tax bills. The bills have a new feature, “Where Your Money Goes,” that more clearly shows which taxing bodies are getting your dollars. Bills show the amount of taxes owed for 2023 and how much the bill changed compared to 2022.
A typical bill displays about a dozen different taxing districts and shows how much you pay to each taxing body.
I did this so you can call the people who raised your taxes to tell them how you feel. This makes it easier than ever to compare tax bills from one year to the next. Your tax bill tells you which units of government are getting your money and how much each receives.
That’s why it’s more important than ever to read your tax bill. For years, I have listened to people complain about their tax bills. Everywhere I go throughout Cook County people always ask me the same question.
“Why did my tax bill go up?”
My office sends out bills and collects taxes. I have nothing to do with determining the amount of money you owe. That’s decided by other government agencies, primarily by the taxing bodies listed under “Where Your Money Goes.”
When you receive your tax bill, think

The formal bid to establish the new agency was part of Pritzker’s budget proposal to the General Assembly in February, along with a second year of increased funding for those programs under Pritzker’s Smart Start initiative.
Under the plan, the new agency will take over the Early Childhood Block Grant program from the State Board of Education, which funds the Preschool for All and Prevention Initiative programs; the Child Care Assistance Program, Home Visiting programs, and Early Intervention Services currently housed in the Department of Human Services; and licensing of daycare facilities, which is currently managed by the Department of Children and Family Services.

The creation of this unique agency will break ground on our transition to a whole, traumainformed approach to meeting children’s diverse needs.”
Much of the debate over the bill in the legislature focused on the cost of launching a new state agency. Lawmakers appropriated $14 million in the upcoming fiscal year for initial startup costs, which include hiring executive staff and opening new of -
fice space.
But administration officials were reluctant to provide estimates of how much the new agency would cost annually once it’s fully operational, and whether those administrative costs would outweigh what the state is spending currently.
Responding to reporters’ questions on June 25, Pritzker again declined to offer specific cost estimates but suggested consolidating the programs into a single agency could result in efficiencies and cost savings. He did chide “people who want to complain” about how new state agencies will “cost...taxpayers.”
“I really don’t think it will,” Pritzker said. “I think there’s real efficiency and taking programs that are desperately located in different departments and bringing them all together.”
