By MICHAEL ROMAIN EditorOn Flag Day, June 14, members of the Broadview-Hillside American Legion Post 626 did what they’ve done for the last six years — they held their Annual Flag Disposal Ceremony in the Hillside Commons, 4950 Washington St. in Hillside.
“All the tattered and worn flags that you can’t fly anymore, you’re not supposed to throw them in the garbage,” said Hillside Trustee David Delgado, the co-chair of the Hillside village board’s Veteran’s and Technology Committee and a Marine Corps veteran.
Every few minutes or so, Delgado and other members of Post 626, including Army veteran Ron McFalls and Navy veteran Corky Gould, threw old United States flags into a burn barrel.
“Our Air Force vet is on vacation this week,” Delgado said. “Otherwise, he would’ve been here. The Boy Scouts used to do this.”
According to United States Flag Code 1, the “flag, when it is in such a condition that it is no longer a fitting emblem for display, should be destroyed, preferably by burning.”

The $1.5 million restoration project will include replacing the 71-year-old bridge’s superstructure and installing concrete sidewalks. Christopher B. Burke Engineering, Ltd. was awarded the contract for the work. A state grant is funding most of the project. Village officials said that work on

You may be owed a refund
My office is sitting on about $93 million in potential refunds for property tax overpayments going back 20 years.

Most overpayments occurred because more than one person paid the same tax bill twice. Reasons why duplicate payments occurred include: Both the property owner and the property owner’s mortgage company paid the property tax bill; Both spouses paid the property tax bill without telling the other; and two or more mortgage companies, banks or title companies paid the same taxes during a property purchase or refinancing.
You may be entitled to a refund even if you bought your property long ago. The law allows refunds for duplicate payments made up to 20 years ago.
Thomas Chapman recently received a refund for a duplicate overpayment that was made in 2021. Chapman cared for his mother, who owned a home in the Wrightwood neighborhood on the South Side near Dan Ryan Woods Forest Preserve.
Chapman discovered he was owed a refund when he took possession of the property after she died. Her mortgage company paid the taxes, and she paid her tax bill in cash. When a homeowner dies, an heir who inherits the estate can file a claim if the homeowner was owed a refund.
Chapman received a $1,216 refund for the 2021 double payment. He recently appeared as a guest on my “Black Houses Matter” radio show that airs at 11:30 a.m. every Monday on WVON-AM 1690.
“It was ironic because when I was called to talk about being on the radio show I was just coming from the bank after I made the deposit,” Chapman said. “It was a smooth process getting the refund.”
Employees in my office helped Chapman file the paperwork he needed to
apply for his refund. He filled out a form labeled, “Refund Application: Duplicate & Overpayment.” The form can be filed electronically and is available online at cookcountytreasurer.com.
After providing contact information, you will be asked to submit proof of payment. We require documentation to ensure that refunds are issued to only to those who made the overpayment. It also helps prevent people attempting to file fraudulent claims from obtaining refunds.
The documents must show that you paid the taxes for the tax year and installment when the overpayment occurred. The type of documentation depends on how payment was made. If you paid by cash, a copy of your teller receipt serves as proof of payment.
If you paid by personal check or a business check, a copy of the front of the canceled check used to pay the taxes is needed or a copy of the monthly bank statement showing the corresponding check number and amount of payment.
If you paid online at cookcountytreasurer.com, you’ll need a copy of your bank statement showing the transfer of funds to the Treasurer’s Office or a copy of your credit card statement showing payment.
If a mortgage company paid the taxes, you can provide a copy of the IRS Form 1098 indicating taxes paid for the year in question.
In Chapman’s case, he had to provide proof that he was the legal heir to his late mother’s estate. It took a while to get the necessary paperwork, he said.
“I finally got the letters of administration,” he said.

President Woodrow Wilson issued the proclamation in 1916 that officially made June 14 Flag Day. The commemoration recognizes the flag’s formal adoption on Jun 14, 1777 by a resolution of the Second Continental Congress that reads:
“Resolved that the flag of the 13 United States be 13 stripes, alternate red and white; that the union be 13 stars, white on a blue field, representing a new constellation.”
Some 20 minutes after noon, Delgado and his colleagues had burned dozens of old flags. They had dozens more to go.
“We started at noon, so we’ll probably have another 45 minutes to go,” he said. “We have to wait until the fire gets lower to put more flags in.”
In the meantime, McFalls and Gould pulled up lawn chairs and watched the flames consume the flags that had reached the end of their life cycles — a mundane, but mighty privilege for which they fought and were willing to die.
The Proviso Township Ministerial Alliance Network Safe School Initiative’s Safe Passage 2024 was held on June 12, the last school day at Proviso East and Proviso West.

$50M tax credit program will provide up to roughly $300 for low-income families
By ANDREW ADAMS Capitol News IllinoisIn the final hours of their spring legislative session, Illinois lawmakers approved a tax credit of up to about $300 for families with young children.
The credit is available to Illinoisans with children under age 12 who qualify for the federal Earned Income Tax Credit, or EITC. Although it has exceptions, that credit is generally available to married couples earning up to about $60,000 and single people earning up to about $50,000,
depending on the number of children they have.
For taxes on 2024 income, the tax credit will cap at just over $300 for tax filers with three or more children who meet certain income requirements. Taxpayers with two children face a cap of about $270 and taxpayers with one child face a cap of about $170.
The child tax credit equates to 20 percent of the state’s EITC, which allows Illinois taxpayers a credit equal to 20 percent of the federal EITC.
Starting in tax year 2025, the state’s child
tax credit will double to 40 percent of the state EITC, meaning that it will max out at a bit over $600 for families with three children. Because the federal tax credit that determines its size is tied to inflation, the actual size of future years’ child tax credits is yet to be determined.
In its first year, the program is expected to cost the state $50 million, with a cost of about $100 million in subsequent years.
The idea of a permanent child tax credit in Illinois has been floated for several years, with various proposals being put forward by legislators in the General Assem -
bly as well as advocacy groups and think tanks.
Gov. JB Pritzker pitched a child tax credit in his proposed budget earlier this year that was smaller than the version that passed in the final budget. It would have applied to children under three years old and cost about $12 million.
Proponents of the idea say that in addition to helping low-income families, programs like this help local economies.
“Every dollar we invest in the child tax credit is immediately spent locally,” Erion Malasi, the policy director for Economic Security for Illinois, told Capitol News Illinois.
Researchers at the Illinois Economic Policy Institute, a labor movement-affiliated think tank, found in a January report that child tax credits have a higher economic impact than cuts to corporate income taxes or to capital gains taxes.
That report also cited several research teams that found the temporary expansion to the federal child tax credit between 2021 and 2023 reduced child poverty in the U.S. by between 25 and 36 percent. That credit provided an additional $1,000 per child on top of an existing $2,000 credit, with increases for younger children.
State Sen. Omar Aquino, D-Chicago, sponsored legislation that would have created a $300 million child tax credit program that was more expansive than the version that passed.
Aquino told Capitol News Illinois he will be watching the rollout of the child tax credit to see if there is room for an “expansion” in future budget years or if there is a route for the credit to be automatically applied for qualifying taxpayers.
The Illinois Department of Revenue is working on guidance for next year’s filing season and will provide information about how to claim the child tax credit on its website at tax.illinois.gov.

Susie Lewis, Maywood’s oldest living resident and, at one point, the oldest voter in Cook County, died last week. She was 112 years old. Her granddaughter, Stephanie Henry, confirmed her death on Facebook.
Lewis was born on Aug. 11, 1911, in Helena, Arkansas. Her parents, Horace and Helena Jackson, moved to Chicago’s West Side when Lewis was 9 years old, according to a biography of the matriarch provided by relatives at her birthday bash.
She attended G.R. Clark Elementary school and was among the first members of Pilgrim Rest Missionary Baptist Church, where she served many years on the usher board.
After marrying and having three children — Rudolph Valentino Booth, Constance Lee Henry and Allen Jerome Lewis — Lewis moved to Maywood and joined Garden of Prayer Missionary Baptist Church, 2001 S. 17th Ave., where she was a member since 1970.
Lewis was funeralized on June 17 at Garden of Prayer M.B. Church, 2001 S. 17th Ave. in Broadview.

Illinois House Speaker Emanuel “Chris” Welch, who was picked in April to succeed the late Cook County Clerk Karen Yarbrough as Proviso Township Democratic committeeman, has already put his stamp on the organization.
In May, Welch launched the Democratic Party of Proviso (DPP), which replaces the
Proviso Township Democratic Organization (PTDO) that Yarbrough helmed. The new committee has a new website and is renewing calls for new members. DPP held its first meeting on June 1 at the IBEW Union Hall, 2525 Lexington St. in Broadview.
“I speak with residents in the 7th District and throughout the state about our Democratic values and uplifting the needs of our communities,” Welch said. “Proviso Township encompasses 14 communities that all have different needs. Through the Democratic Party of Proviso, we hope to tangibly show local families what the party is doing on their behalf and how our party, both locally and nationally, is helping their family daily.”

“Renewing a driver’s license or applying for a Real ID might become a little easier with the rollout of a DMV on wheels,” the Chicago Sun-Times reported on June 12. “The Illinois secretary of state’s office unveiled its first unit Wednesday in Daley Plaza. The aim is to offer more flexibility for busy people who might not have time to drive to an office, stand in line and wait to be served.”

The Wedgwood Bridge restoration project comes two years after the village restored the nearby Gladstone Bridge over Addison Creek.
The bridge restoration will happen as the Metropolitan Water Reclamation District of Greater Chicago (MWRD) works in Westchester on the Addison Creek Channel Improvements project.
The project, which started late last year and is divided into nine reaches or stages, aims to reduce overbank flooding to several suburbs along Addison Creek, including Northlake, Stone Park, Melrose Park, Bellwood, Westchester, and Broadview. The entire Addison Creek improvement project is expected to be completed by August 2026.
Work on Addison Creek near Roosevelt and Suffolk Avenue is part of the Metropolitan Water Reclamation District of Greater Chicago’s Addison Creek Channel Improvements project.

A Maywood church was recently awarded a $5,000 grant from the American Heart Association to implement various measures designed to equip members with the training and tools needed to act effectively in a medical emergency.
On June 9, Jocelyn Vega, a community impact director with the American Heart Association, was at Second Baptist Church, 436 S. 13th Ave. in Maywood, to facilitate CPR training and announce the grant’s parameters.
Once done, experts say the improvements, along with the construction of the Addison Creek Reservoir in Bellwood, are expected to reduce flooding for approximately 2,200 properties along Addison Creek.
“The project will feature a blend of natural design elements and structural improvements to improve conveyance of floodwaters,” MWRD officials said.
Reach seven and eight are located in Westchester. Reach seven is on Addison Creek between Wedgewood Drive and Roosevelt Road,
and reach eight is on Addison Creek between Roosevelt Road and Gardner Road. The work in Westchester includes vegetation clearing, the “demolition of the pedestrian bridge, solider pile wall, gabion mattresses, and rip rap,” MWRD officials said. Those creek improvements were scheduled to finish this summer. Westchester Village President Greg Hribal work crews experienced a minor delay because a water line underneath the improvement project had to be re-routed.
“This is the only church we’re partnering with in Maywood,” Vega said, adding that her organization will also provide the church with an automated external defibrillator (AED), a portable device that can treat someone whose heart has stopped beating, and CPR training kits that will allow any member in the church to become certified.
“CPR is literally the power in our hands to save someone’s life,” she said.
Rev. Chauncey Brown, the church’s pastor, said the church will leverage the CPR training to launch an emergency response team — one aspect of a larger Health Affairs Ministry that will focus not only on preparing for medical emergencies but also on preventive measures, such as healthy eating and physical fitness.
Rev. Brown said he was inspired to partner with the American Heart Association after a beloved deacon experienced a fatal medical emergency in the church earlier this year.
