West40’s Plans For St. Joe’s Pass Zoning Commission

The commission voted unanimously to recommend that the village board approve West40’s plans for a residential school

West40’s plans to build a residential school for students across the state ages 11 through 18 on the site of the old St. Joe’s High School at 10900 W. Cermak Rd. in Westchester, cleared another hurdle this week.

On June 3, the Westchester Planning and Zoning Commission voted unanimously to recommend that the village board approve West40’s request for a Planned Unit Development (PUD) — a zoning tool that local governments use to more flexibly and creatively develop specific parcels of land.

PUDs “often require a detailed site plan and public input. In addition, they may include conditions,” such as the preservation of an area’s natural features, according to a Millman, a national land services firm.

Before getting the zoning commission’s stamp of approval, West40’s application was reviewed by the Westchester Fire Department.

There was some discussion about how West40 might utilize the old St. Joe’s for shared community purposes. Some examples mentioned

“The people are informed that in accordance with a Proclamation from the Execu-

tive of the United States, all slaves are free.”

That’s the first sentence of Union General Gordon Granger’s General Order No. 3, which he read in Galveston, Texas on June 19, 1865 — more than two years after President Abra-

ham Lincoln’s Emancipation Proclamation took effect on Jan. 1, 1863.

Since then, Juneteenth has become a national holiday. This year, we conducted an

Maywood Swears In New Public Works Director

Maywood has a new permanent Public Works director and just its second director in roughly 20 years. Greg Buchanan was swornin at a village board meeting on June 4.

Buchanan had been serving as interim director since October 2023, when former Public Works director John West resigned. West had been in the position since 2007.

“Greg has been a great asset in regards to collaborating and working with surrounding communities to make sure, as a region, we’re working smarter – not

harder,” said Maywood Mayor Nathaniel George Booker at the June 4 meeting.

Booker said, as interim director, Buchanan also “brought in a lot of new equipment to eliminate third-party vendors and costs.” Buchanan, who lives in Broadview, is also a member of the Lindop District 92 school board.

Andy’s Frozen Custard Headed To North Avenue

Andy’s Frozen Custard, the national frozen custard chain, is headed to 1319 W. North Ave. in Melrose Park, the site of the old Baker’s Square that closed in 2023. Melrose Park officials announced the development in a June 5 statement posted to its Facebook page. The village didn’t disclose when Andy’s will open.

“The Illinois Secretary of State’s Office has temporarily moved the Melrose Park DMV operations into the Melrose Park Civic Center, 1000 N. 25th Avenue, Melrose Park, while their existing facility on Mannheim Road will be closed for construction during the summer months,” Melrose Park officials announced on Facebook earlier this week.

“Appointents are required for driver’s license and state ID’s. NO appointment is needed for license plate stickers, handicap placard, and plate extensions. No plate titles or motorcycle road test will be offered at this temporary site.” For additional information/ questions please visit ilsos.gov.

Maywood Public Library Gets $27,500 Grant

Maywood Library Gets State Tech Grant | The Maywood Public Library, 121 S. 5th Ave. in Maywood, was one 113 libraries in Illinois to get a share of $2 million in technology grants from the office of Secretary of State Alexi Giannoulias.

Eligible libraries received either $27,500 or $12,500, depending on the size of the community they’re in. Maywood got $27,500. The libraries had to be located in areas with high poverty rates and low library tax bases.

“Libraries play a significant role in our communities, so it’s imperative that they evolve to meet the needs of residents and expand their offerings, particularly when it comes to technology,” Giannoulias said.

“We have a responsibility to ensure that all communities, regardless of their location or wealth, have access to the best li-

“The money will be used to purchase new hardware and software for the branches, as well as expand online databases, purchase digital devices and mobile apps, increase WiFi in the libraries, assure ADA compliance online, and obtain new technology that makes checkouts and online services more accessible to those with disabilities,” according to WSIL TV.

included opening the high school’s gym and auditorium space to the public, but no definitive plans have been fleshed out yet. West40 representatives said they’re open to a range of ideas about how the surrounding community might utilize the campus.

During the June 3 meeting, the zoning commission’s condition for West40’s PUD was pretty wide open, with the commission recommending that West40 “work with the community to work toward community inclusion.”

The Westchester village board, which has the ultimate say on the PUD request, will also have an opportunity to include their own conditions on West40’s PUD in a future meeting.

West40 purchased the old high school, which closed in 2021, for $8 million, with plans to turn the campus into a residential educational facility for up to 40 adolescent students who need intensive social and emotional support.

A Food Market Opens In Maywood

The Maywood Public Library and the Real Foods Collective have partnered to host the Maywood Summer Market, which launched on June 6 and runs through Sept. 26. You can buy the Market’s fresh fruits and vegetables every Thursday, 4 to 6 p.m., outside the Maywood library, 121 S. 5th Ave. in Maywood. Vehicles can park in the lot to the south of the building. Village officials said in April they’ll let residents know more information about the upcoming meeting when it’s finalized.

A Juneteenth Primer

The Public Domain Review has many historic photos of past Juneteenth celebrations that have fallen into the public domain. The following excerpt is taken from publicdomainreview.org, a website we highly recommend you visit to learn more about this pivotal moment in history.

Although Abraham Lincoln issued the Emancipation Proclamation on January 1, 1863, the Civil War then raging prevented it being enacted in much of the American South until months or even years later. Emancipation Day, or Juneteenth, is a celebration to mark the eventual country-wide realization of the decree — on June 19, 1865, when around 250,000 enslaved people were finally declared free in Texas — the last state in the US to be reached by the Union Army, commanded by General Gordon Granger, meaningfully accompanied, as historian Elizabeth Hayes Turner notes, by ‘two transports of colored troops’. Although Granger did not read out the Emancipation Proclamation itself on that day in Galveston, he did

read out ‘General Order No. 3’, which began: ‘The people of Texas are informed that in accordance with a Proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of rights and rights of property between former masters and slaves, and the connection therefore existing between them becomes that between employer and free laborer.’

One year later, the first anniversary of Juneteenth — or “Jubilee Day” as it was then called — was celebrated in several places in Texas. The tradition soon took hold throughout the state. Communal barbecues, concerts, prayer services, parades, as well as baseball games, fishing, and rodeos, all featured in the festivities. Some former enslaved people and their descendants living in far-flung parts of Texas made a pilgrimage to Galveston, and many dressed in their finest clothes — partly in response to the pre–1865 statewide laws that had prevented enslaved people from dressing in any clothing not given to them by those who held them in slavery.
