

Community members remember Harry Jerele, other fallen soldiers

More than 80 years after he died in a prisonerof-war camp in the Philippine Islands, U.S. Army Private 1st Class Harry Jerele, 26, of Berkeley, was finally accounted for by the Defense POW/ MIA Accounting Agency (DPAA). The DPAA said Jerele will be buried in Elwood, Ill., on Oct. 6. “It’s a wonderful thing,” said Hillside Mayor Joe Tamburino, a former Berkeley resident and an Army veteran who served in Vietnam, about the Jerele news during his village’s annual Memorial Day ceremony at the veterans memorial at Hillside Commons, 4950 Washington St. The mayor said Jerele’s death represents the mean-

Democrats needed three tries to pass $1.1 billion revenue plan just before 5 a.m. on May 29

approval to the state budget as the sun rose on May 29.
Despite holding 78 seats in the chamber, it took Democrats three tries to reach the 60 votes needed to approve more than $1.1 billion in revenue increases, including a tax hike on sportsbooks and businesses,
to balance the $53.1 billion spending plan for fiscal year 2025.
The spending plan passed 65-45, with seven Democrats joining Republicans in opposition.

Saying goodbye to Bellwood – a community that has grown dear to my heart over the past five years – is difficult. There are so many plans I am leaving unfinished, but I know that I am also leaving the Bellwood Public Library a better place than it was when I arrived.
No one accomplishes anything by themselves and I am honored to have worked with the amazing Bellwood Library staff. You were my rock, my inspiration, my sounding board and you always knew when it was time to crack a joke. At Bellwood Public Library, I found more than colleagues; I found friends and I will miss you so.
I’m deeply grateful for the unwavering support of Board President Constance Riales, Treasurer Mary Clements and Trustee Perez, particularly over the past year.
As a parting gift, please allow me to announce two services that will be available starting in September. Retired nurse Joanne Hill will be hosting monthly Health Q&A sessions – from maternal health to senior care.

Overall, state spending grew by about 5 percent from last year’s enacted plan, or about 1.6 percent above expected end-of-year expenditures following a supplemental spending plan’s inclusion in the budget package this week.
Democrats highlighted a $50 million appropriation for a child tax credit for children under 12 if their household qualifies for the state’s Earned Income Tax Credit. The plan contains $200 million for after-school and summer youth programs and $45 million for grants through the Reimagine Public Safety Act aimed at violence reduction.
But Republicans accused Democrats of having misplaced priorities, pointing to hundreds of millions of dollars for programs serving noncitizens.
The budget includes $182 million to provide shelter, health care and other services for recently arrived migrants, many of whom have been bused to the state from Texas. And it includes $440 million from the GRF for two programs providing state-funded Medicaidlike benefits to noncitizens, with $189 million from other state funds as well.
More than $1.1 billion in added revenue was needed to balance the books, so lawmakers extended an expiring cap on corporate net operating losses to ensure that $526 million in tax dollars wouldn’t disappear in FY25. Another $25 million will be raised by subjecting “re-renters” of hotel rooms to an existing state hotel tax.
Sportsbooks will see their current 15 percent tax rate on profits increase via a new graduated structure that will tax between 20 and 40 percent, based on profits. The change is projected to bring in about $200 million to the state’s General Revenue Fund. A 1 percentage point increase to the tax on the state’s video gambling industry would generate an additional $35 million for infrastructure projects next year.
The revenue plan also caps a tax discount claimed by retailers at $1,000 monthly, generating $101 million for state coffers and about $85 million for municipalities.
To appease retailers, lawmakers included a prohibition on financial institutions and credit card companies charging fees on the sales tax and gratuity portion of electronic transactions beginning July 1, 2025.
The Illinois Retail Merchants Association was also given a $5 million line item for work-
force grants.
The budget package also freed up about $200 million in revenue by redirecting $150 million from the Road Fund and $50 million from the Leaking Underground Storage Fund to public transit. The move was opposed by organized labor because it diverts Road Fund money to the state’s discretionary spending fund, but Democrats promised it would only happen in the upcoming fiscal year.
The final roughly 80 pages of the budget bill contain a long list of projects, most of them ranging from $50,000 to $1 million sums to various specifically named businesses, local governments and other entities.
Despite the diversion of money from the Road Fund, the budget includes $3.5 billion for infrastructure – about $500 million more than what Pritzker had outlined in his February budget proposal.
That includes $500 million to support the development of a regional quantum information science and technology campus, allocated from a specific economic-development focused bond fund known as Build Illinois.
Another bill allowing the Department of Commerce and Economic Opportunity to designate “quantum campuses” also lays out infrastructure and business incentives to lure developers of new-age higher-speed computing technology to the state. That measure also expands and extends several other popular tax credit programs, such as the Reimagining Energy and Vehicles Act and the Economic Development for a Growing Economy, or EDGE, program.
The state’s municipalities, meanwhile, will get another $400 million for local road projects, a measure that helped neutralize their opposition to a part of the budget plan that eliminates one of their sources of revenue – the statewide 1 percent grocery tax.
But the grocery tax repeal won’t happen until 2026, and local governments will be given authority to enact their own grocery tax up to 1 percent without a referendum. Home rule jurisdictions will be able to increase their sales tax by up to 1 percent without a referendum as well.
■ Funding for a 5 percent pay hike for lawmakers’ base salary to $93,712. State law sets lawmakers’ pay to increase annually with inflation, and lawmakers took no action to stop it from occurring in FY25.
■ The annual $350 million increase in K-12 education funding, called for by a 2017 law
that overhauled Illinois’ school funding formula.
■ A 2 percent – or $30 million – increase for community colleges and public universities.
■ A $10 million increase to Monetary Award Program grants for lower-income college students.
■ Full funding for Pritzker’s “Smart Start” plan aimed at adding 5,000 preschool seats across the state and providing workforce grants.
■ $14 million to launch the newly created Department of Early Childhood, which Pritzker has promised would streamline services currently provided by three different state agencies.
■ $45 million for a teacher vacancy pilot program to help underserved districts with teacher retention.
■ A $1 hourly increase for direct service professionals who serve individuals with intellectual and developmental disabilities in community-based settings.
■ An increase totaling $70 million for Com-
munity Care Program workers serving older adults who can’t live independently.
■ $5 million for a tax credit program for news outlets beginning in 2025 and claimable the following year.
■ $10 million for the governor’s plan to erase $100 million in total medical debt for Illinoisans through a partnership with the nonprofit Undue Medical Debt. House Bill 5290 laid out that applicants must earn 400 percent of the federal poverty level or less.
■ $900 million for renovation at state prisons, including a possible tear down and rebuild of Stateville and Logan Correctional Centers.
■ $4 million to create a statewide maternal health plan and distribute grants to community-based reproductive health care providers.
■ $155 million for safety net hospitals.
■ A $90 million increase for Home Illinois, a program created last year to address homelessness, bringing total funding to $290 million.

“For many of us, we will never forget times, places, dates and people,” Tamburino said. “People we served with who we lost, people we became very close to, and who we’re still losing to this day.”
Down the street at Berkeley’s Memorial Day service at Veterans Park at the corner of Taft and Electric, Jerele’s niece, Rosemarie Dillon, 88, spoke about her uncle for those gathered. Jerele, a member of Company B, 192nd Tank Battalion, Illinois Army National Guard, was born in Iowa in 1916. His father moved the family to Berkeley when he was 10 years old and attended Melrose Park Elementary School.
“He didn’t like school much and would rather be learning about cars and working with his hands,” Dillon said. “He loved playing the guitar, and I remember him sitting in my grandmother’s living room listening to him play and sing songs with his friends.”
Dillon said she gathered much of the information about Jerele’s life from the Bataan Project, a website dedicated to the men of Company B, 192nd Tank Battalion, Illinois Army National Guard, based in Maywood. Jerele joined the National Guard with his best friend, Norman Spencer, who also died in a Japanese prison camp in 1943. On Monday, Andy and Marty Spencer recognized their great-uncle, who was honored alongside the families of Harry Jerele and James T. Lee.
Lee, the uncle of Berkeley Village President Robert Lee, was an Air Force pilot who flew over 100 missions in Germany and France between 1943 and 1944. He died in a plane crash
on Sept. 11, 1944, while en route to a new base in France, said his great-nephew, Tommy Lee. After intense research, Tommy found the location of a plaque near the crash site.
“Staff Sgt. Lee, along with all members of the military, are true heroes, and we must always remember what they’ve done for us,” Tommy said.
An unprecedented bill that provides a property tax break for some homeowners passed both the Illinois Senate and House of Representatives on May 24. When it becomes law, the legislation will lower the tax bill of homes built by municipalities after January 2021. I reported on the legislation in October 2023.
The law will most notably apply to Bellwood, which pioneered the practice of municipalities developing homes instead of waiting on private developers to build them. Since 2016, Bellwood has built 25 homes that are larger than most of the houses in town and five more are on the way, Bellwood Mayor Andre Harvey told Crain’s Chicago Business.
Although Bellwood is the pioneer of this government-led construction, it isn’t “the only suburb that’s in the homebuilding business,” as Crain’s reports. As VFP reported previously, Stone Park built two “village hall-built” homes in 2022. And other Proviso Township suburbs, like Maywood, have considered the prospect of entering the homebuilding industry.
“The legislation, narrowly written to cover only homes like those Bellwood is building — new construction built by the village on village-owned land — cuts in half the assessed value of the house for 10 years as long as it’s homeowner-occupied and hasn’t been resold,” Crain’s reports.
“In the case of a new three-bedroom brick house Bellwood sold for $405,000 in January 2023 (seen at the top of this article), this
unique tax break will save the homeowners about $8,600 a year, or half their latest annual tax bill of $17,194, for the next 10 years.
“It’s a reduction of about $716 a month for a household whose mortgage payment is in the $2,200 range, by Crain’s rough estimate.”
Earlier this month, the Cook County Board of Commissioners approved a $12 million affordable housing plan that will fund the construction of “inexpensive modular homes” in the suburbs, Crain’s Chicago Business reported on May 21.
“Of a planned 120 to 150 units, the first will go up in the city’s Humboldt Park neighborhood — where there are already some modular homes — and suburban Chicago Heights by the end of the summer, said Karl Bradley, deputy director of housing and strategic finance,” according to Crain’s. “By fall, units should be underway in Maywood, Bellwood and Broadview, Bradley said.”
“Those earning up to 120 percent of the county’s median income are eligible, and in Disproportionately Impacted Areas, there is no income limit,” county officials explained. “The average size of each modular home will be 1,450 square feet, with three bedrooms and two bathrooms.”

The newest history of Berkeley, “Rose to the Centennial,” a sequel to Rosemarie Johnson’s “From Oats to Roses,” is on sale at the Berkeley Public Library for $5. The proceeds will be donated to the library. The sequel, authored by former Berkeley police chief Tim Griffin, covers the suburb’s history from 1974 to 2024. This version, authored to coincide with Berkeley’s Centennial this year, includes a color photo insert and has a code to scan to watch the falling of the Berkeley Water Tower.
Meanwhile, a group of proud past and present Maywood residents called Maywood Four Corners is raising funds to pay for the publication of a book about a pivotal moment in the suburb’s history. “The book will focus on Maywood in the 1940s, 1950s, 1960s and beyond. In the suburb’s beginning, Blacks were only allowed to live within four corners from 10th to 14th avenues, and from Madison Street to St. Charles Road.
