Amy Crump, who handed in her resignation letter on May 14, claims the ‘unprofessional’ behavior of some library trustees made her leave
By MICHAEL ROMAIN EditorTension on the Bellwood Public Library trustee board recently reached a fever pitch when the library’s well-respected executive director resigned. Amy Crump issued her letter of resignation at a board meeting on May 14. Her last day is June 7.
In an interview on May 15, Crump said she was leaving because of the “unprofessional” and “unethical” behavior of three library trustees: Reginald Stewart, Felicia Chase and Dorothy Clark-Smith.
Crump said the trustees have “been violating their own policies.” She also said the trustees often “talk over everybody,” including the library’s attorney and board president during meetings.
Steward and Chase said they would submit a statement on behalf of themselves and ClarkSmith, who could not be reached by phone for comment last week.

On May 18, hundreds of past and present Berkeley residents gathered outside the Berkeley Public Library, 1637 Taft Ave., to open the time capsule buried when the village celebrated its 50th anniversary in 1974.
Berkeley Village President Robert Lee said the capsule wasn’t opened before Saturday’s ceremony, which only heightened the public anticipation and the worry that
the capsule’s seal might crack under the pressure of time and nature, leaving its historic contents reduced to sludge and the ceremony feeling a bit like TV host Geraldo Rivera’s 1986 live special. Thirty million people watched Rivera open a walled-off underground room at a Chicago hotel once owned by the famous crime boss Al Capone. The room turned out to be empty.

It’s easy to request a change in mailing address on our website. On the homepage, go to the purple box that says, “Your Property Tax Overview.” You can find your property by using your 14-digit Property Index Number (PIN) or search by property address. Results will show a picture of the property. Then, under “Mailing Information” on the to right, you can click on the highlighted text that says, “Update Your Information.

Once you fill out the form with corrected name and address information and provide a telephone number and email address, you can submit the form electronically.
That’s the best option. You may also request a change-of-address in person at the customer service counter on the first floor of the Cook County Building in downtown Chicago. Address changes, however, are not processed by phone. Callers are directed to the website.
You may also download a pdf copy of a change of mailing address form from the website, print it, fill it out and mail it to our office. However, that method requires notarization by an authorized third party. It’s easier to fill out the form electronically and check the box that certifies the information you provide.
There are several reasons why people request a mailing address change. Your name on your tax bill may be misspelled, or the address is listed incorrectly. Sometimes people want to update their information due to a name change because of marriage or other reason.

As a taxpayer, you should monitor your mortgage company. The tax bill alerts you to notices about delinquency, overpayment, refund or changes in assessed value. Your bill allows you to see whether you have received all available property tax exemptions that reduce your taxes. The mailing address on your tax bill is also used for annual applications for exemptions. There is an important distinction between mailing address and property location address. Tax bills are commonly mailed to an address other than the property that is the subject of a bill. Vacant land is one example. While the Treasurer’s Office processes requests to update mailing address information, The Assessor’s Office handles requests to correct information regarding a property’s location.

On Wednesday, May 15, Cook County Treasurer Pappas visited with Maywood police officers and told them about how the Treasurer’s website, cookcountytreasurer.com, can be used to download a copy of your tax bill, pay your taxes online and change your mailing address, among other services.

The Chicago Tribune reported this week on “new estimates from the U.S. Census Bureau [showing] that Illinois lost more than 263,000 residents, or 2.1% of its population, from 2020 to 2023.” During that time frame, Chicago lost 81,900 people, or 3% of its population, [while] Cook County as a whole lost 188,000 people, or 3.6%,” lowering its population to slightly more than 5 million. Every city, town and village in Cook County experienced population loss, including just about every Proviso area suburb in VFP’s nine-suburb readership area. The Tribune did not include data for Bellwood in its findings and I’m not sure why. Among the VFP suburbs included in the Tribune’s analysis, Westchester experienced the highest estimated percentage population loss from 2020 to 2023 (4.8%). Melrose Park lost the most residents overall, with an estimated 1,145 people leaving the suburb in that time frame.
In addition to population loss, the fertility rate in the U.S. has been trending down for decades. Last month, CNN reported on new provisional data from the US Centers for Disease Control and Prevention’s National Center for Health Statistics showing “that another drop in births in 2023 brought the rate down to the lowest it’s been in more than a century.” Not only are fewer babies being born, but the U.S. is get -
ting older. Last year, the Census Bureau reported that the “nation’s median age increased by 0.2 years to 38.9 years between 2021 and 2022.”
The Cook County Record reported on May 16 that Maywood Library Director Lonette Hall “has filed a lawsuit against Maywood Park District in the United States District Court, Northern District of Illinois, Eastern Division. The case, numbered 1:24-cv-03696, was filed on May 7, 2024. The suit alleges violations of the Americans with Disabilities Act (ADA) and the Family and Medical Leave Act (FMLA), accusing the defendant of disability-based discrimination, harassment, and retaliation.
“While on medical leave for her surgery in March 2024, Hall claims that Maywood Park District began stripping her of job duties and locked her out of its systems. At this time, Ms. Hall believed that she was being targeted for termination,” the Record reports.
Before she was placed on administrative leave earlier this year, park district commissioners and village of Maywood officials complained about the district’s disarray under Hall’s tenure. In October 2023, two park district commissioners abruptly resigned and Maywood Mayor Nathaniel George Book-

er lambasted the district at a special meeting he called that month.
According to prior Village Free Press reporting, the mayor claimed “the district reported less than $310 in its bank account during a board meeting this month, had ‘two instances of bounced payroll within the last few pay periods,’ had not paid employees’ health insurance payments ‘for months and the insurance was cancelled,’ and that the district is ‘more than $474,000 in debt.’” Hall demands “compensation for damages including back pay, front pay, compensatory and punitive damages and all necessary fees caused by the defendant’s alleged failure to accommodate her disability and retaliation against her for exercising her rights under ADA and FMLA.”
At a regular meeting on May 14, the Proviso Township High School District 209 Board of Education voted in new officers. Sam Valtierrez was voted board president, Sandra Hixson was voted board vice-president and Jenny Barbahen was voted board secretary. The new officers will each serve one-year terms.
At the May 14 meeting, the D209 board also voted 5-0 to bring back deans of discipline after the positions were eliminated under former superintendent James Henderson. Member Rodney Alexander abstained. Board members said teachers, staffers and administrators had been urging them to bring back dean positions to handle student disciplinary issues. The board vote allows the district to hire five deans at salaries ranging from $80,000 to $110,000.
The board also approved a new 2024-2028 Collective Bargaining Agreement with the Proviso Teachers Union. Board members Rodney Alexander and Sam Valtierrez voted against the measure.
During a regular meeting on May 6, the Broadview village board approved a property tax reduction request submitted by Brothers Leal Furniture, LLC to help facilitate the rehabilitation of the long-abandoned building at 2830 S. 18th Street. The request is ultimately approved by the Cook County Board
of Commissioners, which typically votes in accordance with the wishes of the munici pality. Once the county board approves the tax break, the business can apply for permits. In a statement, Broadview Mayor Mayor Ka trina Thompson said: “The revitalization of the 18th Street property by Brothers Leal Furniture will bring more jobs to Broadview, stimulate economic activity, and ultimately increase our property tax revenue,” said Thompson. “We’re proud to support this proj ect and welcome Brothers Leo as an integral part of our business community.”
The village of Melrose Park will host a grand opening and ribbon-cutting for its new est restaurant, Pollo Campero, 925 W. North Ave., on May 22. “Join us as we celebrate the arrival of this renowned eatery to our culinary scene, famous for its Guatemalan/ Latin-inspired flavors. It’s a must-visit for anyone looking for a culinary adventure,” village officials said in a Facebook post.
The village of Hillside recently announced the music lineup for its annual Summer Nights in Hillside evening music series that features two concerts every evening. The free series happens each Tuesday night from July 23 through Aug. 20. The Simply Sound, a Chicago area band that performs pop hits, and the Beatle tribute band, American English, will kickoff the series on July 23. See more info on Summer Nights at hillside-il.org.
“This year, the Prairie State is one of two states home to both broods of periodical cicadas emerging in a rare, double-brood event,” USA Today reported on May 16.
“Trillions of 13- and 17-year cicadas part of Brood XIX and Brood XIII are have been waiting for the right conditions to emerge in Illinois and over a dozen other states this year. Once they’re above ground, the cicadas will feed, mate and die, while the next generation will then head underground to start the cycle all over again. And although they are big and loud, cicadas pose no danger to humans or pets.”

Melrose Park Police announced the start of the national Click It or Ticket campaign, which will runs from May 17 through May 28 and urges drivers to buckle up ahead of a national Click It or Ticket high-visibility seat belt enforcement effort.
“We want seat belt use to be an automatic habit for drivers and passengers alike,” said Melrose Park Deputy Chief Anthongy Greco in a statement.
“It’s not just a safe thing to do — it’s the law. During the Click It or Ticket campaign, we’ll be working with our fellow law enforcement officers across local and state lines to ensure the message gets out to drivers and passengers. Buckling up is the simplest thing you can do to limit injury or save your life during a crash. We see the results of not wearing a seat belt all the time. We see the loss of life. So often, it could have been prevented.”
Broadview Mayor Katrina Thompson’s annual Move with the Mayor initiative starts back up on May 25 and runs through Oct. 5. That wasn’t the case in Berkeley during Saturday’s capsule opening ceremony, which was rich with historical resonance.
President Lee, a second-generation concrete contractor, said his father, Robert E. Lee, Sr., installed the capsule’s concrete liner. His older brother, Jim Lee, along with Tim Chapman — whose father was a former police chief and chair of the 1974 Golden Jubilee Committee — dug the hole where the cap-
sule was buried.
Chapman and Jim Lee were on hand on Saturday to lift the capsule while President Lee’s sister, Carolyn Hasapis, was designated “time capsule opener” — a distinction placed on her by Lee Sr. President Lee’s other brother, Tom Lee, also had a ceremonial role. He removed the foam layer placed over the concrete.
“Tom Lee also assisted in digging this [in 1974],” President Lee said. “Right here is where dad put the slit and he promised us some coins. There’s one of them.”
Former trustee Jim Luurs and former village clerk Violet Murphy were at the 1974 Golden Jubilee ceremony when the capsule was buried. On Saturday, they had front-row seats as Berkeley public works employees
prodded and poked before raising the capsule from its underground hole.
The first historic item President Lee removed from the capsule was an official Little League baseball, “a big part of this community for 100 years.” Public works employees then walked the muddied capsule to a nearby table so village officials could remove more of its contents.
Roughly 50 things were placed in the capsule, but not all of them were preserved. Some of the intact items included a 1974 Berkeley Centennial cup, a 1926 copy of the Berkeley Journal and a Golden Jubilee tshirt that appeared to be hanging by a thread. After they were removed from the capsule, the items were displayed inside the Berkeley
library, where community members were also treated to a gallery of historic Berkeley photographs.
Community members could also suggest what to include in the next time capsule, which will be buried in October and opened in 2074.
Coming home
Saturday was a homecoming for many people, including Tom Stocker, a sports announcer who emceed the ceremony. Stocker’s father was Henry Stocker, a Berkeley trustee in the late 1960s and early 1970s, Boy Scout leader and Little League vice president.

worst player in the history of Berkeley Little League baseball, but it didn’t stop me from going into an 18-year career of broadcasting professional baseball. I learned something.”
Stocker, who now lives in Hayward, Wis., reminisced about marching up and down Taft Avenue as a kid in Memorial Day and Little League parades. He recalled being taught judo lessons by Red Murphy, the former clerk Viola Murphy’s husband, in the meeting room at Village Hall.
Danny Peters channeled the spirit of Woodstock with a guitar solo of the Star Spangled Banner played in the style of Jimi Hendrix. Peters, who plays with his band, The West Side Winders, has credits with Dee Snider’s Rock ‘n Roll Christmas Tale, Rock of Ages/
Broadway Co. and Blue Man Group Productions NYC, among many others. President Lee was so familiar with Peters that he named the streets he grew up on.
For Stocker, that intimacy is why he still calls Berkeley home and still returns as often as he can.
“Welcome back home to Berkeley,” he told the crowd before sharing more childhood stories.
“We played street football, we played street hockey,” Stocker recalled. “At the intersection of Madison and Arthur, we had three sewer covers. We had a home, first and third, and the police chief’s lawn was center field. We played all the time. Those are the memories I have of this community and what a great community it is.”

“At the previous board meeting, held on April 9, 2024, there was a discussion among board members regarding the potential implementation of an employee viewpoint/ experience/engagement survey to be administered by an outside third-party contractor,” the statement read.
“The purpose of this survey was to gain valuable insights into the experiences and perspectives of our staff to foster a more supportive and effective working environment. The Board was divided on this issue, leading to a robust debate about the best ways to ensure our library remains as a vibrant and inclusive place for both employees and patrons.”
When reached on May 19, library board President Connie Riales disputed the trustees’ account and vigorously defended Crump.
“Amy didn’t quit because of that survey,” Riales said. “That just put the nail in the coffin. She didn’t quit for that. She quit because of a lot of incidents that built up to that. She was being accused of a lot of things. Whatever she did, they [Stewart, Chase and Clark-Smith] found fault with. There were a lot of things that built up that and they know it.”
According to the April 9 meeting minutes, the board voted 4-2 to “approve the Administrative Committee to develop and implement an anonymous survey of staff on the daily operations.”
Members Chase, Stewart, Clark-Smith, and Maria Perez voted for the motion, Riales and Mary Clements voted against it, and Michael Horton was absent. Meeting minutes show Horton has only attended one board meeting in 12 months. The minutes point out that the library’s attorney “advised against the survey.”
“The board is not supposed to manage any employees other than the director,” Riales said. “We have policies and bylaws that state the library director runs the library and has the authority to hire and fire — not the board.”
When reached on May 19, Perez said she voted for the survey, but would only support one that was administered to the entire library staff and not focused solely on Crump. The survey still hasn’t been administered.
Perez said that rumors that some library staffers were unhappy had circulated for the last several months. She thought a professional survey conducted by a third party might help clarify the situation.
“All of a sudden, we had people who were not getting along together,” Perez said. “So how do we find out what’s going on unless we do a survey without pointing fingers at each other or escalating things? I’m still for that
because something is going on and it’s bothering everybody. I want to know what it is.”
Perez said she was concerned because some board members, who she didn’t name, indicated that they wanted the survey to focus solely on Crump and that they wanted to create the survey themselves. Perez said she wouldn’t support a survey targeting Crump, adding that it might land the library in the same legal troubles it has faced before. Crump’s predecessor, Jacqueline Spratt, filed a lawsuit against the library in 2019, alleging unlawful retaliation. She resigned the previous year.
Crump said she wasn’t against a survey that might help her do a better job before reinforcing that the survey wasn’t the reason she resigned.
“As a library director with 20 years of experience, I welcome any tool that allows me to improve my skills, including employee surveys that offer insights for management,” she said.
“The unprofessional behavior of Trustees Chase, Smith and Stewart has developed over the past eight months and goes beyond any suggestion regarding an employee survey.”
Riales said she believes the survey was a pretense for the three trustees to push Crump out.
“They were trying to push her out, and she felt that with every little thing she did or tried to say, no matter what she did, they had something to say,” Riales said.
In their joint statement, the three trustees said that “while the decision to conduct the survey was not unanimously agreed upon, the discussions were characterized by a shared commitment for the well-being of our employees and the continued success of the library. Differences of opinion among board members
are a natural part of any democratic process and serve to enhance our decision-making by bringing diverse viewpoints to the table.”
Crump was hired as executive director in 2018. At the time, Clark-Smith was board president. According to previous Village Free Press reporting, Clark-Smith said Crump was chosen from a field of six finalists and was the consensus pick among all board members.
“She was very efficient as far as writing budgets and she knows how to write a strategic plan, which is what the library needs,” Clark-Smith said at the time. “She is also community-oriented and believes in the library collaborating with the schools.”
During her tenure, Crump oversaw the library’s $2.5 million capital campaign that resulted in major building renovations and an expansion of the library’s services, such as hiring a full-time social worker.
She also founded Law Administrators West (LAW), an association designed to increase collaboration among Proviso Township library administrators, and was the vice president of the Bellwood Chamber of Commerce.
“Everyone thinks highly of her,” Riales said of Crump. “They respect her. She did a lot compared to her predecessors.”
“She did amazing work while she was here,” said Perez. “The person who comes after her must fill some big shoes. She did a lot in the community.”
On May 15, Crump said LAW would continue after she leaves, and initiatives like a National Library Sign-up Month campaign in September would go on as planned.
“I really don’t want to leave,” Crump said.
“I love the community here. The staff is some of the best staff I’ve worked with in 20 years. We just started a new strategic plan. I was so excited to continue the work, but the atmosphere has become hostile and I can no longer do it.”
In their joint statement, Chase, Clark-Smith and Stewart thanked Crump for her “service and contributions to the library over the past five-plus years. She has been an integral part of our community, and we wish her all the best with her future endeavors.”
Crump said the library board has a succession plan in place when she leaves and that another Bellwood Public Library administrator will likely serve as interim director while the board looks for Crump’s permanent successor.
“We are hopeful that the Board will appoint an interim director and soon begin a comprehensive search for a new Library Director who will continue to uphold the values and vision of our institution,” the three trustees said.
“This is sad because Amy was the best thing that happened to our library,” Riales said. “She has done a lot. She brought it from a mighty long way. She improved it and more was to come. I just hate to see her go like this.”
Riales and Perez said they’re afraid the library could return to its sordid past before a new board majority took office in 2017. In the years before then, the previous library board majority faced allegations of unethical and potentially illegal conduct, and the board tension got so high at some meetings that police had to be called.
“We don’t want to go back that way,” Perez said.
