Amid Board Tension

Board President Grant alleges some board members refused to participate in process, member Patterson says process wasn’t transparent

More than six months after hiring a search firm to find the next superintendent, the Proviso Township High Schools District 209 school board is still without someone at the helm and its unclear how the hiring process will unfold in the coming weeks and months. Meanwhile, some community leaders and school board members are calling for the district to start the search process all over again.

In November 2023, the board hired Hazard, Young, Attea and Associates (HYA), an executive search firm based in Arlington Heights, to help vet candidates. The three finalists were Krish Mohip, Rena Whitten and Darius Adamson.

The candidates were presented to the public in a series of community forums and interviews and the board seemed poised to hire one of them. But during a regular meeting on April 23, D209 board President Amanda Grant alleged some board members sabotaged the hiring process and said it was at an impasse.

“I’m not sure how this process will go and I’m not sure how it will end, but I can tell you the search was done with fidelity [and] transparency,” Grant said.

These days, two of Bellwood’s main economic corridors — 25th Avenue and St. Charles Road — are pretty busy and they’re poised to get even busier once the village

breaks ground on a $35 million apartment and retail development on St. Charles Road this summer.

Bellwood Mayor Andre Harvey said on May 2 that the village is spearheading the development of two mixed-use buildings at 2711, 2712, and 2719 St. Charles Rd. The

village recently created a nonprofit housing corporation to manage the apartment complex, which is part of a larger project to rejuvenate St. Charles Road called the Bellwood Gateway Project.

The Bellwood Public Library Bulletin

Back in early 2022, Bishop Reginald Saffo from PTMAN reached out to me to suggest that the Bellwood Library initiate a Proviso-wide library program and the Proviso Township Library Card Sign-Up campaign was created. The participating libraries are Bellwood, Berkeley, Broadview, Forest Park, Hillside, La Grange Park, Maywood, Melrose Park, Northlake and Westchester and the program takes place in September of each year.

Thanks to the generosity of the Proviso Township Board, the Proviso public libraries are able to offer a drawing for a $100 Amazon gift card to participants and 2024 will be the third year for the campaign.

As mentioned in an 2022 VFP article, after that success, I reached back out to the Proviso Township Library Directors to start a networking group. Library Administrators West (LAW) is a quarterly meeting of the Proviso Township Library Directors. Each library takes a turn hosting and we share

news, advice and resources. It has been a wonderful opportunity.

Case in point, the Westchester Public Library is partnering this year with any interested Proviso Township Library for their kayak program and the Bellwood Library accepted the offer. This program is in collaboration with the Forest Preserves to teach participants the basics of kayaking and safety tips before setting out on the water. We hope that this is just the beginning of more community partnerships.

“The project will encompass two buildings on either side of St. Charles, north and south,” said Harvey. “There will be commercial on the bottom [of the buildings]. One building will be four stories and the other building will be three stories. There will be 71 total market-rate apartment units.”

Harvey said the village will pay for the project with Tax Increment Financing (TIF) funds and a bond issuance. He said the village will demolish some existing properties that currently sit on the parcels before constructing the new apartment complex. Work could start this summer.

“We want to build housing to get professionals back into the community and keep them here,” the mayor said. “We’re looking for doctors, lawyers, firefighters, police officers and any residents looking to move back to the community.

Harvey said the $35 million apartment complex is just the first phase of the Bellwood Gateway Project. The second phase will involve demolishing existing properties and building similar mixed-use complexes on both sides of the street from 25th to 27th avenues.

25th Avenue Development

Last year, the 74,000-square-foot, $30 mil-

lion Bellwood Senior Apartments at 540 25th Ave. opened across the street from a new restaurant and retail establishment featuring a Dunkin on the site of the old Captain B’s restaurant at 445 25th Ave. Harvey said a new tenant is poised to occupy the empty retail space next to the Dunkin.

Meanwhile, Washington Square, where the Dunkin was formerly located, welcomed its newest tenant earlier this year — a restaurant and entertainment venue called Donnie’s Place — and a developer is acquiring a property at 840 S. 25th Ave. that the mayor said used to be the site of Jefferson Electric in the 1960s. The building “will be razed at some point and a new logistics property will be built there.”

More Single-Family Housing To Come

Bellwood is also building more single-family homes, adding to the more than two dozen so-called “village hall-built houses” the village has constructed since 2016 to improve its housing stock.

Harvey said interior work is happening on a three-bedroom, three-bathroom home at 241 Bohland Ave. The home is listed on Zillow for roughly $460,000. Harvey said the house should be completed within the next 60 days. The village is also about to build two houses on the 3400 block of Monroe, one house on the 3400 block of Butterfield “that’s been a vacant lot for about 15 years” and three houses on the east side of the suburb between 22nd and 25th avenues, and Washington and St. Charles. The village is looking to construct the latter three homes within the next 12 to 18 months, the mayor said.

Grant alleges that two board members, whom she did not name, refused to sign confidentiality agreements and that some members were not present for interviews. She also said that some board members “refused to ask questions or refused to answer questions asked of them by candidates.”

Meanwhile, some community leaders have criticized the board’s search process, claiming that the board did not take critical community input into consideration. Cook County Commissioner Tara Stamps, Bellwood Mayor Andre Harvey, Broadview Mayor Katrina Thompson and Maywood Mayor Nathaniel George Booker have appeared at one or more school board meetings to criticize the board’s handling of the search process. Melrose Park Mayor Ron Serpico was also in attendance at the April 23 meeting, but he didn’t speak.

“We are here because during the superintendent search, we were just blown away that there was a community participation portion in the hiring process and we embraced that,” said Mayor Harvey. “But after the process, it appeared that what the community wanted was not really listened to. What [the mayors in Proviso Township] want is transparency. We want to be part of the process.”

Board members Della Patterson and Rodney Alexander have been the most vocal board critics 0f the search process. On April 23, Patterson said that, while two candidates were given “red carpet” treatment when they visited D209 schools, one was denied similar treatment. She did not identify who that candidate was.

“There was inconsistency with the process,” Patterson said. “Two candidates were treated one way and another was treated differently a whole week later.”

Grant said that she felt political pressure “to vote a certain way” after a majority of the board had initially decided which of the three candidates they wanted to select.

“When you’re imposing your will over what’s best for kids, that’s a problem,” she said.

“This process needs to be done over,” Patterson said. “It has nothing to do with politics. If you’re going to do it, do it right and be transparent. That’s all I’m asking. And that did not take place.”

The next regular D209 school board meeting is scheduled for Tuesday, May 14 at Proviso Math and Science Academy, 8601 Roosevelt Rd. in Forest Park. That’s when the board will select new officers.

“ I strongly suggest we do not put anyone in an officer position who is running for reelection,” Grant said. “It is a campaign here.”

Bicyclist Killed In Melrose Park

“Melrose Park police say a bicyclist was struck and killed in a hit-and-run crash near Gottlieb Hospital [near the intersection of 7th and North avenues] on May 2,” ABC 7 reports. The fatality has prompted a conversation about the hazards the area poses to pedestrians and bikers, particularly from reckless drivers.

Vacant Building Collapses in Maywood

A vacant commercial building at 900 S. 5th Ave. in Maywood collapsed on April 29. Maywood Mayor Nathaniel George Booker said on Facebook that there were no injuries and a crew of workers had demolished most of the building by the next day.

Property records show the building was listed on the Cook County Scavenger list in 2022 for the tax years 2015 to 2018. During that period it accumulated around $205,000 in delinquent taxes, interest and penalties. The village issued a judgment on the property in August 2022. A $1,050 lien against the building was recorded in April 2023, records show.

Roosevelt Road Bridge Repairs

On May 1, the Illinois Department of Transportation (IDOT) started work on a $1.9 million project to repair the bridge carrying Roosevelt Road over Gardner Avenue/Indiana Harbor Belt Railroad, in Broadview and Westchester. To complete the work, Roosevelt Road has been reduced to one lane in each direction between 25th and Bristol avenues. The construction is scheduled to be completed in August. Read more here.

Berkeley Road Closures

Due to work underway to reconfigure the I-290/I-88 Interchange at I-294, Electric Avenue/Vallette Street at I-294 will be closed starting at 7 a.m. on Monday, May 6 (weather-permitting). The road will be closed to through traffic west of Coolidge Avenue in the Village of Berkeley and east of Edgewood Avenue in the City of Elmhurst, Berkeley officials announced on April 30. Authorities anticipate the closure to last nine days, but that’s subject to change. In addition, the Illinois Prairie Path will be intermittently

closed to pedestrian traffic. Flaggers will be on site to assist trail users in utilizing the trail while the work takes place.

China Buffett Demolished To Make Way For Broadview Chick-fil-A

Last year, VFP reported that a new Chickfil-Awas coming to Broadview Village Square Mall, replacing the old China Buffett. Last month, Broadview Public Works Director Matt Ames said that demolition had started on the China Buffet. “We do anticipate the construction [of the Chick-fil-A] to be several weeks and I do know that the Chick-fil-A plan designs have been submitted to the village for approval. We’re hopeful to have a fully functioning restaurant before summer’s end.”

Hillside Board Approves Data Center

On March 25, the Hillside village board unanimously granted a special use permit for a proposed 245,000-square-foot data center a 101 N. Wolf Rd., a roughly 13-acre plot of vacant land west of the Hillside CarMax. The proposal secured a majority of votes from the Hillside Planning and Zoning Board of Appeals on March 21.

D209 Seniors Pick Colleges

On May 1, Proviso West High School celebrated Decision Day with a rally and special guest — Melrose Park native and Proviso West alum Kris Lofton, a successful actor whose credits include “Snowfall,” “Ballers,” and “Meet the Browns,” among many other productions.

Meanwhile, Proviso East High School announced that senior two-sport star Jaiden Gary decided to go to DePaul University, which awarded him a full-ride athletic scholarship. Gary, who recently clinched the West Suburban Conference Indoor Track Shot Put Championship, will join the DePaul University Track and Field program while studying.

D209 Construction Starting

Major summer construction at Proviso Township High School District 209 was scheduled to begin in May. Among the projects: Proviso West’s main gym and field house will get new roofs; Proviso East will get a permanent outdoor stairway leading to the east upper gym, which will replace the temporary stairway that’s there now; and workers will redistribute a large dirt pile on the south end of West’s parking lot, creating two berms covered by drought-tolerant, low-maintenance native grasses.

Loyola Medicine Gets New Top Doc

Loyola Medicine announced on May 1 that the institution will get a new chief medical officer effective June 17. Dr. Michael J. Schmidt joins Loyola from Northwestern Medicine where he was a practicing clinician and associate professor of Emergency Medicine at Northwestern University’s Feinberg School of Medicine for 20 years. He is the immediate past chief of staff at Northwestern Memorial Hospital. Click here to read more.

Meanwhile, two dozen Illinois hospitals received the top safety rating available in The Leapfrog Group’s spring 2024 hospital safety grades unveiled May 1 by the nonprofit,” Patch reports. Loyola, which was graded a C, wasn’t among them. The hospital performs worse than average when it comes to protecting patients from MRSA infections, blood infections and sepsis infection after surgery, Leapfrog notes. Local Leaders Earn Spot On Triton’s ‘Alumni Wal Of Fame’

Two notable residents of Proviso Township are among six inductees selected this year for Triton College’s Alumni Wall of Fame. The recognition is given to people who “have made a significant impact in their profession, community and beyond,” a Triton spokesperson explained in a statement.

Bellwood Mayor Andre F. Harvey, Class of 1994: In 2017, Harvey was elected the first Black mayor of Bellwood. He’s also the suburb’s first Black firefighter and first Black fire chief.

Michael Rogers, Class of 1995: Rogers is a former Maywood trustee and retired architect who also teaches at Triton College.

Northlake Bans Antidepressant

The Northlake City Council banned the “use, possession or delivery of Tianeptine” (also known as ‘gas station heroin’) at a meeting on April 1.

From an April 7 ABC News report: “Tianeptine has been marketed under different brands, with some claiming it brings ‘happiness in a bottle.’ It can easily be found online, in convenience stores and even gas stations.

“‘Tianeptine is used as an antidepressant in other countries. However, the more we learned about it, it turns out that it hits the same receptors that opiates hit,’ Dr. William Rushton, a professor at the University of Alabama at Birmingham who is the director of the Office of Medical Toxicology.”

Meet Jeremiah Brownlee, Millennial Entpreneur And Maywood Pioneer

In the last few years, a spate of new dining establishments have opened in Maywood and more are poised to open soon. To name a few, New Era Restaurant, an establishment that serves Mexican cuisine, beers and cocktails, opened in mid-March at 15 N. 5th Ave., and S2 City Grill & Daiquiri Bar opened in April in the old Shark’s Fish and Chicken at 1001 W. Roosevelt Rd.

But before those newcomers came to town there was Jeremiah Brownlee, a 27-year-old Maywood native and owner of Legends Grill and Music Venue, 9 N. 5th Ave. Brownlee opened his establishment in 2022, not long after another restaurant occupying the storefront closed.

In a recent interview, Brownlee spoke about his struggles to open a business in his hometown, how he’s managed to stay open two years later and how it feels to be something of a pioneer.

“I’m the first bar and grill in Maywood,” Brownlee said, and while I couldn’t independently verify the claim, I also wouldn’t bet against it being true.

On the key to his staying power

I think just being consistent was probably the key to it. Of course, there have been slow days but the consistency is what matters. Also, if you have the vision to do it, then it will come to pass.

On what’s changed since he opened in 2022

I’ve purchased the building since then and now I’m able to do my own upgrades. I’m looking at maybe the middle or end of summer to do renovations. I’m thinking about making the upstairs a lounge area, installing a patio in the back area and doing sidewalk seating. We also secured a liquor license and a live entertainment license, and we extended our closing time from 11 p.m. to 2 a.m. The live entertainment license made us open for events. We now open Tuesday through Sunday and each night features a different event. We do Taco Tuesdays and Wine Down Wednesdays.

Thursday night is Karaoke Night. Sundays feature Soul Food Sunday and a Gospel Brunch. We alternate the weeks for those, so the Gospel Brunch is one week and Soul Food Sunday another week.

When it comes to the food, we’re known for our jerk chicken alfredo, lamb chops and eggrolls.

On his experience navigating the village’s code of ordinances

Oh, I went through so much! It’s easier for [new restaurants], but I was at the village every day trying to figure things out. There were so many older ordinances, so that made it hard. You had to have so much parking. You think about the Fifth Avenue Corridor. There’s not much parking anyway, so what does that mean, we can’t have anything?

[The village’s Community Development department] was really helpful and resourceful, so that was good. I think it’s easier to do business now. I think [Maywood Mayor Nathaniel George Booker] is pretty resourceful and really helpful when it comes to navigating more businesses to come to Maywood. Those ordinance changes were a big help. I was here two or three years ago just trying to figure everything out and those outdated ordinances just made it hard. I think these new businesses coming are due to those significant changes.

On what inspires him to keep doing business in Maywood

I grew up here, which makes a difference. Me growing up here and not having anything to do and having to go to Forest Park … I felt like we can create the same atmosphere heere in Maywood, especially in the Downtown area of Maywood. That’s needed. I’m actually kind of excited to see so many other businesses come to Maywood.

REGARDING A PROPOSED AMENDMENT TO THE VILLAGE OF MAYWOOD’S DESIGNATING ORDINANCE FOR THE WEST REGIONAL ENTERPRISE ZONE –LIMITATIONS ON TAX ABATEMENTS

Notice is hereby given that the Village President and Board of Trustees of the Village of Maywood will conduct a public hearing (the “Public Hearing”) in the Village of Maywood Council Chambers, 125 South Fifth Avenue, Second Floor, Maywood, Illinois, on Wednesday, May 8, 2024, at 7:00 p.m., or as soon thereafter as the business of the Board permits, on a proposal to amend the Village’s Designating Ordinance for the West Regional Enterprise Zone relative to limitations on tax abatements within the Enterprise Zone (the “Proposed Amendment”).

Pursuant to the Enterprise Zone Act, 20 ILCS 655/1, et seq., the State of Illinois, through its Department of Commerce & Economic Opportunity (“DCEO”), certified the West Regional Enterprise Zone as of January 1, 2020. In accordance with the Enterprise Zone Act, and in cooperation with the Villages of Bellwood, Broadview and Melrose Park and the County of Cook, the Village of Maywood proposes to amend Maywood Enterprise Zone Designating Ordinance No. CO2018-36, which was approved on September 4, 2018, to add the following at the end of existing Section 6 (Incentives):

“Notwithstanding any other provision set forth herein, in the event that property located in the designated Enterprise Zone is also located in a redevelopment project area created by any of the Parties within the Enterprise Zone pursuant to the Tax Increment Allocation Redevelopment Act, 65 ILCS 5/11-74.4-1, et seq., as amended, such property shall not be eligible for an abatement of taxes under Section 18-170 of the Property Tax Code, 35 ILCS 200/18-170, as amended, for new improvements or the renovation or rehabilitation of existing improvements.”

This change effectuates the limitation of tax abatements under Section 5.4.1. of the Enterprise Zone Act, 20 ILCS 655/5.4.1., and property that is in both the West Regional Enterprise Zone and a tax increment financing redevelopment project area may not receive tax abatements unless within 60 days after the adoption of the amendment to the Designating Ordinance, the Village and/or West Regional Enterprise Zone determines that eligibility for tax abatements has been established. Note that the West Regional Enterprise Zone does not offer tax abatements as an Enterprise Zone incentive.

A corresponding change to the West Regional Enterprise Zone Intergovernmental Agreement between the County and the various member Villages is also proposed. During the Public Hearing, the Board of Trustees will hear testimony from and consider any evidence presented by persons interested to speak on this matter. Prior to and at the May 8, 2024 Public Hearing, all interested persons may file written comments by submitting them to the attention of the Maywood Village Clerk, 40 Madison Street, Maywood, Illinois, 60153 prior to 4”00 p.m. on the day of the public hearing. The Proposed Amendment may be added to or otherwise amended as a result of the public hearing and prior to enactment.

Said bids will be received during regular business hours up to the hour of 11:00 A.M, on May 16, 2024, at the Village Clerk’s Office, in the Village Hall located 1000 N 25th Ave, Melrose Park, IL 60160 and will be publicly opened and read at that time.

The bidding forms and documents are available at the office of the Municipal Engineer, Edwin Hancock Engineering Co., 9933 Roosevelt Road, Westchester, Illinois 60154, upon payment of the sum of Thirty Dollars ($30.00), which is not refundable. The Engineer has been authorized to refuse to issue plans, specifications and proposals to any person, firm, or corporation that he considers to be unqualified. The bidder is specifically advised that the Village is a Subgrantee of the County of Cook of a grant made pursuant to the Housing and Community Development Act of 1974 as amended, pursuant to an agreement entered into and between the County of Cook and the Village.

Payments to the Contractor will be made by the Village only after it has received the funds to make such payments from the County of Cook in accordance with the terms of the aforesaid agreement.

The successful bidder for the construction of the improvement will be required to file a performance bond equal to one hundred percent (100%) of the bid, with sureties to be approved by the President and Board of Trustees, which performance bonds shall be conditioned upon proper and faithful performance by the Contractor of the work specified in accordance with the plans and specification therefore, according to the time and terms and conditions of the contract; and also that the bidder and contractor shall properly pay all debts incurred by the Contractor in the execution of the work, including those for labor and materials furnished.

The Contractor shall be required to furnish sufficient insurance or guaranty of indemnity to the Village of Melrose Park, Illinois, the County of Cook, Illinois, and the Engineer against any and all claims which might arise for damages to persons or property due to the negligence of the Contractor or Subcontractors, or their officers, agents, employees or servants, during the construction of said improvement and until the said improvement has been finally accepted as complete by the President and Board of Trustees of the Village of Melrose Park, Illinois. The right to reject any and all proposals or bids is reserved.

APPLICABLE FEDERAL REQUIREMENTS

All laborers and mechanics employed by Contractor or Subcontractor(s) on construction work for this project shall be paid wages at rates not less than those prevailing on similar construction in the locality as determined by the Secretary of Labor in accordance with the Davis-Bacon Act as amended (40 U.S.C. 276-276a-5), and shall receive overtime compensation

in accordance with and subject to the provisions of the Contract Work Hours and Safety Standards Act (40 U.S.C. Sections 327-333), and the Contractor and Subcontractor(s) shall comply with all regulations issued pursuant to these Acts and other applicable Federal laws and regulations pertaining to labor standards. The Secretary of Labor has, with respect to the labor standards specified in this Section, the authority and functions set forth in Reorganization Plan Number 14 of 1950 (5 U.S.C. Section 133z-15) and Section 2 of the Act of June 13, 1934, as amended (14 U.S.C. 276c). All contracts and Subgrantees for construction or repair shall include a provision for compliance with the Copeland “Anti-Kickback Act” (18 U.S.C. Section 874) as supplemented in Department of Labor Regulations (29 CFR Part 3).

Contracts shall include a provision for compliance with Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. Sections 327-330) as supplemented by Department of Labor Regulations (29 CFR Part 5).

NOTICE IS HEREBY GIVEN by the President and the Board of Trustees of the Village of Melrose Park, Cook County, Illinois, that sealed bids will be received for the following Improvement:

This project includes milling and resurfacing concrete and asphalt roadways, construction of water main improvements at one of these

locations, construction of a storm sewer relocation at one of these locations, and performing other related work at the following locations in the Village of Melrose Park: Hawthorne Ave. from 2000 Hawthorne to Armitage Ave. Indian Boundary Dr. from Ruby St. to North End 17th Ave. from North Ave. to Armitage Ave.

Sealed bids will be received during regular business hours up to the hour of 11:00 A.M. on Thursday, May 16, 2024, at the Village Clerk’s Office, in the Village Hall located 1000 North 25th Avenue, Melrose Park, Illinois 60160, and will be publicly opened and read at that time and at that location. Electronic copies of the bidding documents are available from the office of the Engineer, Edwin Hancock Engineering Co., via email request to info@ehancock.com. The Engineer has been authorized to refuse to issue plans, specifications and proposals to any person, firm, or corporation that he considers to be unqualified. No proposals will be issued after 4:00 P.M. on Tuesday, May 14, 2024.

Proposals must be submitted on the form provided. All bid proposals offered must be accompanied by a bid bond, cashier’s check, or certified check in an amount not less than Five Percent (5%) of the total amount of the bid, as a guarantee that if the bid proposal is accepted, a contract will be entered into, and the performance of the contract is properly secured. Checks shall be made payable to the Village of Melrose Park. No bid proposal will be considered unless accompanied by such bid bond or check. No bid shall be withdrawn after the opening of the proposals without the consent of the President and the Board of Trustees of the Village of Melrose Park for a period of 45 days after the scheduled time of opening bids.

The bidder is specifically advised that the Village is a grantee of the State of Illinois Department of Commerce and Economic Opportunity (DCEO) and the Village, and this Project is subject to the provisions of a Grant Agreement entered into and between the State of Illinois and the Village. Payments to the Contractor will be made by the Village only insofar as the payments are in compliance with the terms of the Agreement and the Village has determined that the work subject to such payments is in accordance with the terms of the aforesaid agreement and is eligible for reimbursement from the grant.

The successful bidder for the construction of the improvement will be required to file a performance bond equal to one hundred percent (100%) of the bid, with sureties to be approved by the President and Board of Trustees, which performance bonds shall be conditioned upon proper and faithful performance by the Contractor of the work specified in accordance with the plans and specification therefore, according to the

time and terms and conditions of the contract; and also that the bidder and contractor shall properly pay all debts incurred by the Contractor in the execution of the work, including those for labor and materials furnished. The successful bidder will be required to furnish sufficient insurance or guaranty of indemnity to the Village of Melrose Park, Illinois and the Engineer against any and all claims which might arise for damages to persons or property due to the negligence of the Contractor or Subcontractors, or their officers, agents, employees or servants, during the construction of said improvement and until the said improvement has been finally accepted as complete by the President and Board of Trustees of the Village of Melrose Park, Illinois.

The Village reserves the rights to determine the lowest, responsive, responsible bidder, to waive irregularities, and to reject any or all bid proposals.

The Contractor and Subcontractor shall comply with all regulations issued pursuant to Prevailing Wage Act (820 ILCS 130), and other applicable Federal Laws and regulations pertaining to labor standards.
