The Data Center Boom Hits Hillside

Proposal to build a 245,000-square-foot data center at 101 N. Wolf Rd. clears village’s planning and zoning board

A proposal from a developer to build a two-story, 245,000-square-foot data center at 101 N. Wolf Rd., a roughly 13-acre plot of vacant land west of the Hillside CarMax, secured a majority of votes from the Hillside Planning and Zoning Board of Appeals on March 21.

The board voted unanimously in favor of recommending that the Hillside village board grant the developer a special use permit to build. The proposal, submitted by DPK Hillside, LLC, is expected to go before the full village board for a final vote at a regular meeting on March 25.

Representatives with Ware Malcomb, an international real estate design firm with offices in Chicago and Oak Brook, presented the proposal at Thursday’s meeting, held at Village, 425 N. Hillside Ave. in Hillside.

Jon Grzywa, a civil engineering manager, said the facility will include 62 parking spaces with two access points, nine loading docks facing CarMax and 30-foot-wide landscape buffers. During the meeting, some residents addressed concerns about the proposed development’s impact on noise quality in the area, which is less than a mile from Proviso West High School, 4701 Harrison St., and Hillside Elementary School, 4804 Harrison St.

Davis Wins, Nortlake Library Referendum Likely Fails

Just under 18% of registered suburban voters cast ballots in the March 19 primaries

As of March 24, just under 18% of the 1.6 million registered voters in suburban Cook County cast ballots in the March 19 primary election, according to unofficial results released by Cook County Clerk Karen Yarbrough’s office. As of March 24, mail-in ballots

were still being counted. The deadline to certify the official winners of the primary elections is April 2.

■ Rep. Jesus “Chuy” Garcia beat Chicago Ald. Raymond Lopez 69% to 31% to maintain his 4th Congressional District seat. In suburban Cook County, Garcia beat Lopez 72% to 28%.

■ Rep. Danny K. Davis beat four challengers to retain his 7th Congressional District seat, garnering 53% of the vote in a five-person race. His two closest challengers, Chicago Treasurer Melissa Conyears-Ervin and community organizer Kina Collins each garnered 22% and 18%, respectively. In suburban Cook County, Davis got around 52% of the vote.

Northlake Public Library Referendum Seemingly Fails

The Northlake Public Library failed to garner enough Election Day support for a property tax referendum that library officials said would have staved off cuts to programs and services.

■ Donald Trump won around 81% of the Republican primary vote in Illinois and around the same percentage in suburban Cook County.

■ No Republican candidate ran for the 4th Congressional seat.

■ Chad Koppie, a farmer and retired jet captain, ran uncontested in the 7th Congressional District Republican primary.

Unofficial Cook County State’s Attorney Democratic Primary Too Close To Call

■ The race to succeed outgoing Cook County State’s Attorney Kim Foxx has still not been decided. Former Judge Eileen O’Neill Burke and University of Chicago lecturer Clayton Harris were separated by a point on March 24. Mail ballots may take until April 2 to be completely counted.

■ Attorney and politician Robert Fioretti ran uncontested in the Republican primary for the state’s attorney seat.

Other Key Races

■ Illinois Supreme Court Justice Joy Cunningham defeated challenger Jesse Reyes 75% to 25% in the Democratic primary.

■ Cook County Circuit Court Clerk Iris Martinez was upset by challenger Mariyana Spyropoulos, whom Martinez beat four years ago. “Spyropoulos, a longtime Metropolitan Water Reclamation District commissioner, had scored the endorsement of Cook County Democratic Party head and Board president Toni Preckwinkle,” Axios reported.

Around 12% of registered voters in Northlake cast their ballots. Among those who did, around 53% said no to the referendum while around 47% said yes. As of March 24, the no votes were leading yes votes by around 76 votes, so it’s unlikely that outstanding mail-in ballots will make much of a difference once the results are certified.

The question on the ballot was:

“Shall the limiting rate under the Property Tax Extension Limitation Law for the Northlake Public Library District, Cook County, Illinois, be increased by an additional amount equal to 0.101% above the limiting rate for levy year 2022 for library purposes and be equal to 0.397% of the equalized assessed value of the taxable property therein for levy year 2024?”

According to a web page the library added to its website to explain the referendum, if residents voted ‘yes,’ the tax rate would remain at .397 and the library district would “receive an increase in operating funds, which would allow it to increase hours, take care of deferred maintenance, and build a reserve for upcoming building costs for the 37,000 square foot facility and grounds.”

Library district officials said the additional revenue would have allowed them to repair or replace broken and outdated equipment, install a new roof, replace the carpet, maintain the parking lot, replace doors and replenish the library’s savings, among other things.

If residents voted ‘no,’ the library district “would be required to reduce programs, books, and services by at minimum 25% in order to keep the library operational in the future.”

More specifically, the 25% decrease in the library’s operating budget would further limit the availability of new materials “and there would be even longer wait times for new books, movies, music, and downloadable content.”

Bellwood Seeking Volunteers For Tree Planting Event

The village of Bellwood needs volunteers to support a community-wide tree planting project in partnership with the nonprofit Openlands in the 3800 to 4000 block of Jackson Street in Bellwood.

According to its website, the mission of Openlands is to protect “the natural and open spaces of northeastern Illinois and the surrounding region to ensure cleaner air and water, protect natural habitats and wildlife, and help balance and enrich our lives.”

The tree-planting event is scheduled for Saturday, May 4, 9 a.m., at Lincoln Elementary School, 3420 Jackson St. in Bellwood.

Berkeley To Hold Public Meeting On Effort To Replace Lead Water Service Lines

The village of Berkeley plans to replace all of the lead water service lines in town to maintain compliance with current and prospective state

“Today, families are suffering from loud train noise and highway noise,” said Hillside resident and outspoken activist Roger Romanelli. “We have talked to many families. They don’t want more loud noise from the data center on Wolf Road.”

Romanelli also said the village should hold off on approving the data center proposal while it addresses a lawsuit brought against the village by Newcastle Partners LP, a commercial real estate investment and development firm that owns the property.

In 2022, Newcastle proposed building a light manufacturing and warehouse complex on the site, but that plan generated significant pushback from residents worried about the potential truck traffic, among other environmental and quality of life concerns. That proposal did not secure village approval despite Newcastle making various modifications to it.

Village officials said on Thursday that the data center plan differs from the proposed light manufacturing and warehouse proposal in a variety of ways, including the minimal

laws regulating lead.

The village is applying for financial assistance from the Illinois Environmental Protection Agency (IPA) Public Water Supply Loan Program to help pay for the lead service line replacements. Berkeley will host a public hearing on the project at Village Hall, 5819 Electric Ave. in Berkeley, on Thursday, April 2, 5 to 6 p.m.

Although Berkeley officials say lead is not present in the village’s source water or treated water, lead may enter tap water through fixtures such as faucets and lead service lines that run from private water mains to internal plumbing. Copper piping with solder made or installed in properties before 1986 contained high lead levels.

According to the Lead Service Line Improvements Project Plan conducted by Baxter & Woodman, a consulting engineering firm, there are 475 lead service lines in the village and 88 service lines of unknown material, among the village’s 1,862 service lines.

“We assume that 100% of the unknowns, or 88 services, are also lead, totaling to 563 services,” the plan states.

If Berkeley secures the state’s financial assistance with 100% loan forgiveness, the village plans to replace all of the 563 services in three years, with construction running from 2026 to

truck traffic developers say they anticipate the center generating.

Kevin Boyd, a member of the development team, said the only truck traffic that the data center will attract will be when the facility’s data servers are installed. The only other truck traffic will come when the servers have to be replaced and that can be five years later, he said.

The developers added that light and noise pollution will be minimal, with parapets installed to help provide some sound control and high-technology lighting to ensure that no additional light is added to the property.

They said ComEd will deliver power to the new data center underground from a site nearly nine miles away in McCook so power won’t be pulled from local sources and they’ll install storm water management systems around the site to minimize water runoff.

Addressing the pending lawsuit, Patrick E. Deady, the village’s attorney, said Newcastle filed a lawsuit against Hillside in November 2023 after the village board denied them their zoning change requests.

“It’s not unusual for a decision by a village to be challenged in court with respect to whether or not it was statutorily permitted by the village or otherwise improper,” Deady said.

He said the village hired a zoning law firm

2028. The village is requesting loans to fund roughly $4 million in construction for the first year, $4 million for the second year and $1.9 million for the third year. The village would pay no annual debt service cost.

If Berkeley receives a loan with no principal forgivenes or no reduced amount of principal forgiveness, the village plans to replace 7% of the 563 lead service lines, or 40 lead service lines a year, each year until all of them are replaced. That would cost a little more than $700,000 a year, village staffers estimate. Annual debt service costs would be arond $46,000 a year and be paid from the village’s Water Fund.

to fight the case. Deady said the law firm filed a motion to dismiss in March and a large portion of the complaint “was dismissed for a lack of legal and factual basis.”

Deady added that the village entered into an additional settlement agreement with Newcastle “to ensure that the decision in connection with this developer cannot in any way impact that litigation. Any decision the village makes [...] is not going to be introduced by Newcastle as further evidence of improper conduct or arbitrary decisionmaking.”

Deady said the planning board “should feel free to consider this application like any other application. It’s not going to impact one way or another the lawsuit that is pending.”

The developers of the data center said it could take at least two years before it’s built and operational. The center, which would operate 24/7, 365 days a year, will house one to two tenants that have not been identified yet. They said those tenants will likely be large companies on the scale of Apple, Google and Microsoft. They estimated the center will employ 15 to 39 workers.

Broadview Mourns Former Fire Pension Board Trustee

The village of Broadview is mourning the passing of Sandra L. Buckhoy, a 58-year resident of the village and who also served as a trustee on the Broadview Fire Pension Board. Buckhoy’s visitation was on March 26 at Wallace Broadview Funeral Home, 2020 W. Roosevelt Rd. in Broadview. Her funeral will be held March 27, 9 a.m., at Greater St. John Bible Church, 1256 N. Waller Ave. in Chicago.

In January, Andrew Schaap, the CEO of Aligned Data Centers, wrote in Forbes that The data center industry is considered “the backbone of AI [artificial intelligence] and just about everything else digital.

Two years ago, Schaap was in Northlake to break ground on a roughly 520,000-squarefoot data center that his company built at 505 Northwest Ave.

Northlake has two other massive data centers: a 707,000-square-foot facility run by Microsoft at 601 Northwest Ave. and a 251,000-square-foot data center run by San Francisco-based Digital Realty Trust at 505 N. Railroad Ave.

“In January 2023, McKinsey & Company projected the industry would grow 10% a year through 2030, with global spending on the construction of new facilities hitting $49 billion,” Schaap wrote.

“That forecast sounds low to me. After all, data centers have upended the plodding 2% to 3% growth model for utilities, and the data center hyperscale market is projected to grow 20% annually. No wonder investors are paying attention.”
