Unions Back ‘Worker Freedom Of Speech Act’

The proposed legislation protects employees who skip religious or political work meetings

SPRINGFIELD – Democrats in the Illinois Senate on March 6 advanced a measure that would prohibit Illinois companies from requiring employees to attend work-related meetings about politics or religion.

Senate Bill 3649, which is backed by organized labor, passed the Senate Labor Committee 11-4. Backers have dubbed it the “Worker Freedom of Speech Act.”

Tim Drea, president of the Illinois AFL-CIO labor organization, said the bill would help Illinoisans avoid unnecessary and potentially uncomfortable gatherings in which workers are forced to be a “captive audience” for their employers’ political or religious speech.

“They go to work for a paycheck and to make a profit for the employer, period,” Drea said. “Not to be indoctrinated by anyone’s religious or political beliefs.”

Under the proposal, it would be illegal for a business to “discharge, discipline, or otherwise penalize” an employee who “declines to attend or participate in an employer-sponsored meeting “about religious or political matters,” according to the bill’s language.

SPRINGFIELD – Lake Michigan is Illinois’ largest drinking water supply, serving almost 6.6 million people in the state.

Legislators including Sen. Laura Ellman, D-Naperville, are working to increase research and monitoring of Illinois’ water

resources, including the lake.

“Just note with climate change, more and more states will grapple with greater and greater challenges,” Ellman said in a news conference on March 13. “And Illinois is very well-positioned for safe water as long as we remain good stewards.”

Ellman was part of a group of legislators highlighting four water-focused initiatives at a Capitol news conference

on March 13. Two of the bills focus on increased research and reporting of water quality in the state.

with the Illinois Department of Labor and sue their employer to reverse any illegal punishment, like being fired for not attending a meeting.

Opponents of the bill, like National Federation of Independent Business Illinois State Director Noah Finley, said the legislation would infringe on employers’ civil liberties by creating “content-based discrimination.” He also claimed the measure would prevent employees from getting new points of view from their employer – like which legislation their union dues could support.

Republicans on the committee expressed concerns that the bill’s definitions of “religious” and “political” speech were too broad.

The bill defines “political matters” as anything pertaining to elections, changing laws or regulations, or joining advocacy groups, fraternal organizations, unions or political parties. “Religious matters” include anything pertaining to belief, affiliation, practice or decision to join any religious organization or association.

Opponents also argued the General Assembly has no authority to pass the legislation because it’s preempted by the National Labor Relations Act, but no official ruling has been made in any of the five other states with similar laws.

Frances Orenic, legislative director for Illinois AFL-CIO, said the bill does not prohibit employers from exercising their right to free speech.

“It will just protect employees if they decide not to engage,” Orenic told the panel.

The bill was introduced by Sen. Robert Peters, D-Chicago. He said he filed it in response to a 2022 memorandum from the general counsel of the National Labor Relations Board. The memo advocated for making “captive audience” meetings for political or religious matters a violation of the National Labor Relations Act.

But the NLRB has not taken such an action.

“With no response from the federal level, Illinois must step in to promote employeefriendly environments,” Peters said in a news release.

While the bill passed committee, Orenic said negotiations on final bill language will continue in the coming weeks. She noted the AFL-CIO was working with groups such as the ACLU of Illinois, Equality Illinois and Planned Parenthood.

years. Senate Bill 3716, filed by Sen. Adriane Johnson, D-Buffalo Grove, would require the Illinois Environmental Protection Agency to regularly monitor the water quality of Lake Michigan and to publish an executive summary every two years. Both measures await a vote from the full Senate.

Sen. Mike Simmons, D-Chicago, and Laura Fine, D-Glenview, focus on contaminants in drinking water. Simmons’ Senate Bill 3450 would establish maximum levels of certain contaminants in drinking water, creating a state standard like the levels set by the U.S. EPA. Senate Bill 2705, filed by Fine, would ban the sale and distribution of certain products that contain intentionally added PFAS, otherwise known as “forever chemicals,” starting in 2025. All other products containing PFAS would be banned by 2032 unless the product cannot be made without the chemicals. Senate Bills 3450 and 2705 both await a committee assignment.

Free school meals

New legislation unveiled on March 12 aims to provide state-funded breakfast and lunch to all public and private K-12 students in Illinois, fulfilling a law that was passed in 2023 but never financed.

Sen. Laura Ellman, D-Naperville, introduced Senate Bill 1931, which would allow the Illinois State Board of Education to reimburse school districts the full cost of the free meals at an anticipated price of $209 million. Ellman sponsored separate legislation allocating the funding, but what amount of money, if any, is allocated will be decided during the state’s budgeting process.

Ellman said meals provided under the program are required to meet national nutrition requirements, which “contain nutritious foods like fruits, vegetables, whole grains and lean protein.”

“Research shows that students who eat school meals eat more healthy foods than those who do not eat school meals,” Ellman said at a news conference.

Senate Bill 2209, introduced by Sen. Christopher Belt, D-Swansea, would create a grant program offering up to $7,500 in grants to select schools that provide free breakfast to students once the school day has begun.

“And it allows students to be able to grab something in the classroom, some form of breakfast in the classroom, to help take away a growling belly or to give them energy that they so deserve,” Belt said.

Students who qualify for reduced-price breakfast or lunch options would receive meals under this program for free. The measure would also need further funding approval from lawmakers.

Education poll

The Illinois Education Association – the state’s largest teachers union – on March 12 released the results of its annual “State of Education” report.

A statewide poll included in the report surveyed 1,000 Illinoisans from Jan. 22-25, finding that 65 percent of respondents think funding for public schools should increase,

up nine points from the year prior. Of the current public-school parents polled, 73 percent said public school funding should increase.

When asked to give a letter grade to the nation’s public schools, respondents were more likely to give a lower grade this year than in past years. Just 3 percent said they gave the nation an “A” grade this year compared to 6 percent last year.

When asked about their local schools, however, Illinoisans gave an overall higher grade, with 14 percent giving an “A.”

“What all this should tell us is that public education is a very important issue to the people of this great state, and they don’t want the status quo, they want better for our stu-

dents, teachers, faculty and staff,” IEA President Al Llorens said in a news release.

The survey also asked Illinoisans whether they favor or oppose certain policies, such as banning books in school libraries. A majority, 76 percent, of respondents oppose the practice.

While majorities of respondents said they support Illinois high schools teaching about the history of slavery and racism in the United States, they were split on whether they would support a state law that “bans the teaching of critical race theory” in schools. Of the respondents, 38 percent were supportive, 37 percent were opposed and another 14 percent responded they did not know.

Westchester Senior-Only DMV Now Open To All Ages

When it opened in November, the driver services location inside the Community Room at Westchester Village Hall, 10300 W. Roosevelt Rd. in Westchester, was the state’s third senior-only DMV. Now, the facility is open to people of all ages, as long as they make appointments (people only seeking license plate services can walk in).

The DMV allows people to things like renew their driver’s licenses and get Real ID’s. The Westchester DMV opened roughly a month after Illinois Secretary of State Alexi Giannoulias visited Illinois House Speaker Emanuel “Chris” Welch’s annual Senior and Veterans Resource Fair at Proviso Math and Sciences Academy in Forest Park last year.

Lightford Cracks Down On Marketing Alcohol To Children

Whether the marketing is intentional or not, Senate Majority Leader Kimberly A. Lightford is working to put a stop to the issue by restricting the location certain alcohol items can be displayed and sold.

“We are taking steps to underscore our

commitment to safeguarding the well-being of our youth,” said Lightford (D-Maywood). “By limiting the proximity of co-branded alcoholic beverages to items targeting children, we aim to diminish the potential influence of alcohol-related marketing on impressionable minds.”

Co-branded alcoholic beverages contain the same or similar brand name, logo or packaging as a non-alcoholic beverage. Senate Bill

2625 would prohibit stores over 2,500 square feet – which primarily is anything bigger than a convenience store – from displaying cobranded alcoholic beverages immediately adjacent to soft drinks, fruit juices, bottled water, candy, or snack foods portraying cartoons or child-oriented images.

Establishments that are smaller would be required to either not display co-branded alcoholic beverages immediately adjacent to non-alcoholic beverages and snacks, or equip displays of co-branded beverages with clearly visible signage stating that the product is alcoholic.

“When a child sees a brand they’re familiar with and love, chances are they’re going to grab for it,” said Lightford. “They don’t have the wherewithal to know that what they see in front of them isn’t what they think it is. It’s on us to ensure children’s safety and well-being.”

Senate Bill 2625 passed the Senate Executive Committee on March 13 and heads to the full Senate for further consideration.

Bellwood Library Hires Full-Time Social Worker, Among Other New Services

The library’s executive director said the changes are part of the library’s new strategic plan, which focuses on program enhancements

The Bellwood Public Library, 600 Bohland Ave. in Bellwood, now has a full-time social worker on hand to assist the public in a range

of tasks. The change is among several the library has implemented as part of its new strategic plan.

“Our previous plan, which ended last year, was mostly focused on the facility,” said Amy Crump, the library’s executive director, referencing $2.5 million worth of renovations the library completed last year. “The current plan focuses on services.”

Crump said the new full-time social worker will be on the premises 30 hours a week and will help patroons with a variety of needs.

“This is something I’ve wanted to do for a number of years because there’s are people who need services,” she said. “Our social worker is a referral service. She’s not a case worker and doesn’t meet with clients; she di-

rects people to find services.”

Crump said the new social worker is at the library on Mondays and Tuesdays, 10 a.m. to 6 p.m., and Wednesdays, noon to 8 p.m. She alternates Thursdays and Saturdays.

“Every other week, she’s here Thursday and every other week she’s here Saturday,” Crump said. “That’s the best way to have her be available to reach the most people.”

Crump said last week that the library was also poised to hire a part-time Cyber Navigator to help people who need help navigating the internet, among other things.

“Right now, the computer staff only help people with using equipment and they’re often helping three to five people at at time and don’s have time in their schedules to sit
