West Suburban Mayors Back Rep. Davis
Hillside mayor organized Saturday morning endorsement breakfast
By MICHAEL ROMAIN EditorThe mayors of eight western suburbs and the Proviso Township supervisor gathered at the Best Western Plus Chicago Hillside, 4400 Frontage Rd. in Hillside, on March 9, to endorse U.S. Rep. Danny K. Davis (7th), who is locked in a tough primary campaign with four Democratic challenges vying for his seat in Congress. The primary election is on March 19.
Hillside Mayor Joe Tamburino, who organized the endorsement breakfast, said he’s supporting Davis because the congressman has been a constant presence in the west suburbs.
“He is, by far, the only congressman that consistently comes to our communities to hold town hall meetings to find out what’s on people’s minds — good, bad or indifferent,” Tamburino said. “He deals with it all.”
Tamburino also praised the congressman’s constituent outreach. The mayor recalled a time when he called Davis on behalf of a constituent who was working to get their disability pension. “The day after Thanksgiving, Davis opened his office for me, we sat down and went through the whole problem and within 90 days that person

State Sen. Kimberly Lightford, D-Westchester, speaks at a news conference Wednesday, March 6, 2024, at the Illinois Capitol to highlight the findings of a new report on state funding for public universities. She was the co-chair of the commission that found Illinois underfunds public universities by about .4 billion.
Lightford Says Illinois Underfunds Public Universities By $1.4B
Lightford co-chairs state commission formed by General Assembly in 2021 to consider new funding formulaBy COLE LONGCOR Capitol News Illinois
A state commission created in 2021 has issued a new report calculating that public universities in Illinois are underfunded by approximately $1.4 billion.
The Commission on Equitable Public University Funding is made up of 34 members, including legislators, representatives from public universities, and members of advocacy
organizations.
It found that dedicating an added $100 million to $135 million annually to public universities would allow the state to bridge the funding gap in 10-15 years.
Sen. Kimberly Lightford, D-Westchester, who co-chairs the commission, joined several of her colleagues at a Capitol news conference on March 6 to outline the report’s findings.

NEWS briefs
Renovations Ahead For Westchester Public Library
Westchester Public Library officials announced on Feb. 28 that a series of renovations were scheduled to start in March.
“The library will undergo a series of improvements, including asbestos abatement, re-carpeting, painting, and department-specific renovations,” library officials wrote. “As part of our commitment to safety and compliance, asbestos abatement will take place on the main floor and in the Youth Department.
“The abatement process on the main floor will occur after hours from March 9 to March 10. The abatement process for the Youth Department will occur during operating hours on March 11 through March 15. During this time, access to the Youth Department will only be available via the elevator, as we will be sealing off certain areas of the building to ensure the safety of our patrons and Staff.”
Library staff said despite the ongoing renovations, the library will remain open and accessible to the public.
“We understand the importance of access to library resources and services, which is why we will also be offering curbside pickup for library books as requested throughout the renovation period. Patrons may experience some limitations in browsing certain sections of the library, as shelves may need to be moved, but our staff will be on hand to assist with retrieving books and other materials.
The project timeline includes renovations in the Youth Department from March 20 to June 1, followed by renovations in the Adult Department from June 1 to Aug. 15. Finally, the Community Room will undergo renovations from Aug. 15 to Sept. 15.”

had their disability pension,” Tamburino said. “He straightened it all out. And this person was working with lawyers and everybody else for two years trying to get this worked out, but [Congressman Davis] got it done.”
During his remarks, Davis touched on the diversity of the 7th District and the significance of healthcare institutions in a district that has 23 hospitals.
“I represent a serious diversification of what America is,” Davis said. “Downtown Chicago, part of the Gold Coast and Magnificent Mile, some of the wealthiest people in our country, indeed some of the wealthiest people in the world. Great institutions – 23 hospitals, four of the best in the world. Health is a major piece of this geography.”
Along with Tamburino, other mayors who attended the endorsement breakfast included Forest Park Mayor Rory Hoskins, Broadview Mayor Katrina Thompson, Maywood Mayor Nathaniel George Booker, North Riverside Mayor Joseph Mengoni, Bellwood Mayor Andre Harvey, Northlake Mayor Jeff Sherwin and Melrose Park Mayor Ron Serpico. Proviso Township Supervisor Michael Corrigan also attended.
Davis, 82, has also garnered high-profile endorsements from President Joe Biden, Gov. JB Pritzker, Chicago Mayor Brandon Johnson, Illinois House Speaker Emanuel “Chris” Welch and U.S. House Democratic Leader Hakeem Jeffries, among others.
Davis is running against four challengers: community organizer and public health advocate Kina Collins, Chicago Treasurer Melissa Conyears-Ervin, political strategist Kouri Marshall and educator Nikhil Bhatia. Among the four chal-

Underfunded, overpriced?
from page 1
“When institutions are underfunded, they are unable to provide the necessary resources and support to all students,” Lightford said. “This perpetrates a cycle of inequalities, where those from affluent backgrounds have access to better education, and subsequently better opportunities, while others are left behind.”
Without state funding, the financial burden has fallen on students. Ralph Martire, the executive director at the left-leaning Center for Tax and Budget Accountability, said the amount of operational funding covered by the state has decreased from 72 percent covered in 2002 to 35 percent in 2021.
Martire said that, as the cost to students goes up, college becomes less accessible. Lack of access to higher education perpetuates systemic issues such as income inequality.
“We are making higher ed more unaffordable

lengers, Collins and Conyears-Ervin are Davis’s top challengers based on name recognition, fundraising and high-profile endorsements.
Conyears-Ervin, 48, has garnered the endorsement of the powerful Chicago Teachers Union and a group of prominent pastors across Chicago. In 2022, Conyears-Ervin supported Davis in his primary race against Collins. Davis defeated Collins 52% to 46%.
Collins, 32, has landed endorsements from a range of politicians in the city and suburbs, including Chicago Ald. Daniel La Spata (1st Ward) and River Forest Trustee Erika Bachner, her website shows.
for everyone in Illinois generally,” Martire, who served on the commission, said. “But in particular, for low-income families and families that have been marginalized for decades.”
Higher education has seen increased funding under the Pritzker administration, notably for the Monetary Award Program, or MAP grants. In the current fiscal year, the state allocated over $700 million in MAP funding, up from about $401 million when Pritzker took office in 2019. The state’s total higher education budget is just over $2.5 billion in the current fiscal year.
Commission co-chair Rep. Carol Ammons, D-Urbana, said that while investments including MAP have helped students and universities, more needs to be done.
“For decades, the state has used a system that largely provides resources based on the negotiations that happen across the board,” Ammons said. “But all institutions are not the same.”
Janice Jackson, CEO of Hope Chicago, said in an interview that the commission looked at student needs as well the support and funding that first generation, low-income, and minority students may need “not only to get in college, but more importantly to persist and
complete college.”
Federal election data shows that, as of Feb. 28, the most recent reporting period, Melissa Conyears-Ervin For Congress had raised roughly $619,000 and had around $87,000 of cash on hand.
Davis For Congress/Friends Of Davis had raised around $458,000 and had around $262,000 of cash on hand.
The main congressional fundraising committees for Bhatia, Marshall and Collins had each raised around $124,000, $122,000 and $72,000, respectively. Among these three, Bhatia’s committee had around $35,000 of cash on hand, the most among the three candidates trailing Conyears-Ervin and Congressman Davis.
The commission has been working to develop a formula to bridge the gap in funding. By setting targets for each university and subtracting their established resources, the commission calculated the gap in funding for each public university. Public universities, including all sources of available funding, are currently at 68.5 percent funding adequacy collectively.
“The single most important driver of student success and of equity in higher education is in our control. We can control what we invest and how we invest it,” Robin Steans, a commission member and president of the education advocacy group Advance Illinois, said. “And you may be wondering, why haven’t we done that before? And part of it is we didn’t have a roadmap. We do now.”
The commission looked at funding models from five states including Tennessee and California as well as Illinois’ K-12 EvidenceBased Funding model. The commission decided to base the higher education formula on the K-12 model.
“This may sound familiar, by the way, because this is what we did in K-12, to remark-
able success to national acclaim,” Steans said. “It’s more complicated to do it in higher education.”
The K-12 model sets an individual funding adequacy target for each district and calls for an added $350 million in state funding each year.
The bulk of that money is directed to districts that are furthest from the adequacy target.
The commission laid out three possible time frames for bringing districts closer to funding adequacy.
In the first, if the state increased funding by $135 million annually, or 12 percent, all public universities would be fully funded in 10 years.
If the state invested $100 million more annually, a 9 percent annual increase, all institutions would be fully funded in 15 years.
If the state committed a 5 percent funding increase – or about $60 million each year – the statewide target would increase from 68.5 percent to 79 percent, according to the report.
Gov. JB Pritzker’s budget proposal for the upcoming fiscal year 2025 would increase public university funding by about $24.6 million.
The commission’s report is supposed to be part of subject matter hearings scheduled for this week.
The right to vote is a fundamental liberty of our democracy and the Cook County Clerk’s Office places the utmost importance on protecting and preserving that right.
Right now, one of the greatest threats to the integrity of our elections is the tremendous amount of disinformation and misinformation circulating on websites and social media, implying fraud or misconduct in election operations. That is why my office has created a new “Trusted Source” webpage that provides detailed information and facts about election transparency and integrity.
The Trusted Source webpage contains detailed FAQs to address voter concerns about allegations of election fraud as well as questions about voter identification, the processing of ballots, and mail ballot drop boxes. There are separate, detailed sections that focus on questions about voting by mail and methods to ensure election transparency and integrity. The page also provides a list of other trusted election sources at the national, state, and local levels.
The webpage also outlines the extensive measures that the Clerk’s Office takes to protect the electoral process and to offer safe and accessible voting methods. Some of these measures include a voter registration process that ensures only those meeting state eligibility require-

ments can vote and tracks those who have cast a ballot; extensive cybersecurity protections; extended Early Voting; a secure Vote by Mail process; and secure ballot drop boxes at countywide polling locations.
As the election authority for suburban Cook County, nothing is as important as ensuring that voters have complete faith and confidence in the security of our elections. As we approach the March 19 Presidential Primary Election, I strongly encourage all voters to visit our Trusted Source webpage (cookcountyclerk.com/ trustedsource) to have their questions and concerns answered and to learn details about the many facets of the elections process.
Knowledge is power and an educated voter is the key component to meaningful participation in our voting process!

In his opinion piece from February 26th, The Problem with the Democratic Party That’s Hiding in Plain Sight, author Michael Romain made a few points. He wrote:
■ That the Democratic Party is “not calling for direct government spending for the poor and marginalized, or tough government reg-

ulations for predatory capitalists,”
■ Affordable housing has not been truly affordable in our district
■ The federal government does need to take ownership of making affordable housing… affordable
He’s right.
Multiple wars, increasing inflation, and the impacts of the pandemic have devastated many middle-class and vulnerable families. To support them, the government should increase spending on what people need, e.g., housing, social assistance, mass transit, and other necessary goods. This will help drive prices down and increase access.
Romain moderated the town hall debate I and my opponents in the race to become the next Congressperson for the 7th District participated in at the Second Baptist Church in Maywood on Feb. 24.
During this town hall, I conveyed my vision for the people and families of the 7th District on everything from affordable housing, to reproductive rights, to how we can make this district – our home – a better, more affordable place for families to live and thrive in.
Another thing hiding in plain sight is the fact that for far too long, those who have continued in power have lost touch with voters and innovations needed to make this dream a reality. Recognizing this, officials from both sides of the aisle have begun to step aside.
From those in my party, such as Democrats James Clyborn, 83, and Nancy Pelosi, 83, exiting their House Democratic leadership roles after approximately 20 years. To Republicans Mitch McConnell, 82, the longest-serving Senate leader stepping down, and Sen. Mitt Romney, 76, announcing his retirement. The common thread amongst them was an acknowledgement of their age and that the next generation should step forward.
These extreme stints in government should be the exception, not the norm – and others in Congress and the district should follow the recent lead of these officials. Leadership needs to carving path for younger leaders to take the helm. I am looking forward to picking up the baton to advance an agenda that works for all Americans.
I greatly enjoyed presenting my plans and answering questions posed by the moderator and the voters who participated, about the future of our community.
But the limitations of this town hall format – including the time restraints – did not always allow for the fuller context and detail of these conversations, many so much more
complex than what can be contained within a quick response.
This is why I will am traveling to every corner of our district, at community events, gatherings, and events within my campaign’s “A Cup with Kouri” series.I have built my career in public service around listening to the concerns of others, and I remain always willing to learn – all characteristics I will take with me to Congress if I have the honor of being elected to represent the people of the 7th District.
Please visit kouriforcongress.com/issues to read more about my plans – and kouriforcongress.com/get-involved to join us at an upcoming event.
— Kouri Marshall, candidate for the 7th District Congressional seat
I, Rev. Ira J. Acree, along with my fellow Westside community leaders, are calling attention to the upcoming election for the 7th Subcircuit judicial seat and endorsing Judge Owens J. Shelby for the position.
Community awareness is important in this race. Judge Owens J. Shelby, a product of the Westside community, was appointed by the Illinois Supreme Court on May 19, 2023. However, he must run in the upcoming election on March 19, 2024, to retain his seat.
Judge Shelby has deep roots in the Westside community, is dedicated to servic and qualifies for the role. He has extensive involvement in community organizations and his legal experience as an Assistant State’s Attorney for Cook County demonstrate his commitment to justice and fairness. Here are three primary reasons why I endorse Judge Shelby:
1. Qualifications: Judge Shelby is the only candidate recommended by all the bar associations across the Chicagoland area, highlighting his legal expertise and suitability for the role.
2. Community Representation: Judge Shelby’s upbringing and journey reflect the values and aspirations of the Westside community, serving as a beacon of hope for future generations.
3. Protection of Judicial Integrity: Reverend Acree underscored the importance of preserving the integrity of judicial appointments and preventing unqualified candidates from seizing judicial seats.
I urge community members to support Judge Owens J. Shelby in the upcoming election.
