Second ‘50501’ Protest Held Outside Illinois Capitol

Protestors take aim at Trump, call for “No Kings on Presidents Day”

A second protest against the Trump administration took place in front of the Illinois Capitol on Feb. 17, less than two weeks after the first such protest was held.

The protest was part of the “50501 movement,” which calls for 50 protests in 50 states in one day. This is the same entity that put together a similar protest Feb. 5, one of dozens of protests that took place across the nation that day.

Build The Resistance, one of the main websites being used to organize these protests, called it the “2nd National 50501 Day of Action,” and started the protest’s slogan of “No Kings on President’s Day.”

The 50501 Reddit account posted the initial protest posters Feb. 10, which were pictures of President Donald Trump wearing a crown next to the words “President not King,” “President not God,” and “President not Führer.”

Organizers of the Illinois-based protest issued a statement for Monday’s protest, calling it “No

Ballot Proposal Would Drastically Change Maywood Government

Residents will vote on whether to allow next mayor broad powers to hire and fire at will

On April 1, two questions will appear on the ballot in Maywood:

■ “Shall the Village of Maywood retain the managerial form of municipal government?”

■ “Shall the Village of Maywood adopt the strong mayor form of government?”

The village’s mayor, Nathaniel George Booker, says the prospect of changing the village’s form of government has been talked about among community members for years, but many residents felt blindsided by the referenda.

They pointed out that the village hasn’t answered basic factual questions like what it might cost to switch to a strong mayor form of government and how any mayor with the power to hire and fire employees virtually at whim might be held accountable.

Kings” Day. The statement included several national and Illinois-specific requests that revolved around issues including diversity, equity and inclusion programs, LGBTQ+ rights, citizenship rights, immigration, Elon Musk, and the Department of Government Efficiency.

Tristan Sites, a Lincoln resident who identified himself as one of the organizers of the Springfield rally, said the protest was not simply about Trump.

“We have no kings in this country,” Sites said. “This isn’t about Trump as a person anymore. This is about the fact that Trump and his people are currently trying to systematically destroy the government that makes us allowed to be free in this country.”

As protestors began to arrive around noon, organizers played music from speakers, including a song by Woody Guthrie, titled “All You Fascists Bound to Lose.” They also set up a table displaying copies of the national movement’s press release, a list of chants to be used, markers and cardboard to make signs. By 1 p.m., hundreds had gathered in front of the statehouse.

At 1:30 p.m. they embarked on a 6-block march through downtown Springfield. Afterwards, event organizers gave speeches and started chants in front of the Capitol.

“I know a lot of people are of the opinion that standing out here with a sign and yelling into the void really doesn’t do much,” Sites said. “I disagree. And the reason I disagree is because it gets people talking about it. The fact that so many people are now involved in this movement and so many people are aware of what’s happening is because one person on Reddit made a post and then it happened.”

The 50501 movement has labelled itself as a grassroots movement with no single organizer. Sites said he heard about the movement on Reddit and joined the Illinois-based chat on a Discord server, which he said seemed to “blow up overnight.”

“Myself and a few of the other organizers have a long history in event organization,” Sites said. “We run several small-scale convention events throughout the Midwest. We’re not affiliated, really, but we used that experience as transferable skills in order to make sure that we were able to put this event together in a way that would keep people safe.”

He said Gov. JB Pritzker is doing an “incredible job” handling and criticizing the actions of Trump and his administration and called Pritzker the Illinois-based movement’s “MVP.”

“We also know that our other representatives and our other politicians could be doing more to vocally support the people of this state,” he said “Gov. Pritzker, like I said, his office is doing an incredible job. We want to hear more from the other people in positions of power in the state of Illinois. We want to hear that you are on our side.”

BALLOT PROPOSAL

Questions unanswered

from page 1

Maywood’s currently a council-manager form of government, in which the mayor plays more of a legislative role and the village council delegates day-to-day managerial responsibilities to a village manager. If Maywood votes to become a strong mayor suburb and the board adopts a proposed local ordinance enacting the strong mayor referendum, anyone elected mayor on April 1 will inherit a broad array of authority and power, acting more as a CEO than a mayor. That person would be able to appoint and fire administrative assistants, budget and finance directors, the heads of all departments, and to “appoint and remove all other officers of the municipality, commissions, boards, and agencies,” according to the state statute regarding strong mayor municipalities.

The state statue says that employees “covered by the civil service act in municipalities which have adopted said act” will be exempt from arbitrary termination but the local ordinance adopted by the Maywood village board on Jan. 7 doesn’t mention the civil service act, which is designed to protect employees working for the public from unfair and unwarranted practices by politicians, and it isn’t clear if Maywood has adopted the act.

ated by one of the president’s executive orders, according to the nonprofit Protect Democracy.

According to state law and the Illinois Municipal League, a strong mayor form of government also requires the creation of an elected treasurer position and the creation of individual wards with a number of alderpersons elected to each ward. That means that any trustees elected on April 1 must brace to run again for alderperson seats. Those elections could happen in four years or sooner.

State law prohibits government officials from advocating for or against the referenda questions, but officials can offer non-biased factual information about the referenda. So far, the village also hasn’t put out any factual information about the implications of switching to a strong mayor form of government, such as how much it might cost taxpayers.

“The council-manager form is 57% less likely to have corruption convictions than mayorcouncil. A lot of that has to do with the way the forms of government are structured.”
JASON GRANT Director of Advocacy

On Feb. 10, Mayor Booker wrote in an email to Proviso Votes, a group of nonpartisan organizations that are working on voter education and awareness (full disclosure: Village Free Press is part of this group), that “there will be more to come out about [the ballot questions] soon as I am working with legal representatives to ensure my response is aligned with legal restrictions.”

In a memo, Maywood’s attorney, Michael Jurusik, said the village has the authority under state law to change its form of government, but “the potential for legal challenges [...] need to be considered.”

through the circuit court process but by a four-person board majority.

Maywood Mayor Nathaniel George Booker joined Trustees Melvin Lightford, Ray Williams, and Antonio Sanchez in voting for the ballot measures. Trustees Isiah Brandon, Miguel Jones, and Aaron Peppers voted against the measures.

Booker is seeking reelection to his second term. He faces four challengers: Trustees Brandon and Peppers (who is running as a write-in), Mary “May” Larry, and write-in candidate Quincy Johnson.

Grant said according to his research, strong mayor governments with a higher concentration of powers tend to have more bureaucracy, are less likely to implement cost-saving strategies when compared to municipalities with the council-manager form of government, and are less likely to utilize revenue forecasting and other more sophisticated cost-saving measures.

The importance of civil service protection is at the center of President Donald Trump’s Schedule F, an ongoing effort to purge the federal government of career civil service employees, replacing them with political loyalists. Schedule F is the name of the new employment category cre -

State law allows a certain number of voters in municipalities to petition a circuit judge to place a referendum changing their form of government on a ballot. In Maywood, however, the choice to put the village’s form of government on the ballot wasn’t made directly by voters going

Recently, a group of community members seeking more information about the impact of the ballot measure and other local government issues formed an organization called the Coalition for Accountabilty.

On Feb. 16, the group hosted a Zoom town hall about the proposed ballot referenda featuring Jason Grant, the director of advocacy for the International City/County Management Association.

Part of the local ordinance that passed on Jan. 7 outlining the powers of a strong mayor should the village vote in favor switching its form of government.

“The council-manager form is 57% less likely to have corruption convictions than mayor-council,” Grant said. “A lot of that has to do with the way the forms of government are structured, but you can have corruption in any form of government.”

The Coalition for Accountability will host another Zoom meeting on Monday, Feb. 24, 6 p.m. Visit their Facebook page for more information.

Regardless of the form of government, Maywood’s next mayor is also poised for a significant salary increase. Last year, same board majority that voted to put the village’s form of government on the ballot voted to increase the salary of whichever mayoral candidate wins in April from $15,600 to $65,000.

In Maywood, the mayor’s position is a part-time role, according to village ordinance. During his arguments in favor of the increase, Mayor Booker argued that he deserves a raise because he in effect operates as a full-time mayor, but the increase would apply to anyone elected mayor—regardless of whether they work part-time or full-time.
