How Trump Tariffs Could Impact Illinois

Canada and Mexico are among Illinois’ top trading partners

President Donald Trump’s plan to implement tariffs on key United States trading partners could affect more than $100 billion worth of goods imported to Illinois from Canada, Mexico, and China.

The countries were Illinois’ top trading partners in 2023, according to the Illinois Department of Commerce and Economic Opportunity. A wide range of goods coming to Illinois could be affected by tariffs, including oil and natural gas from Canada, beer from Mexico and electronics from China.

On Jan. 31, Congressman Danny K. Davis (IL07), joined by Westside Black Elected Officials and community leaders, held a press conference to condemn Donald Trump’s economic policies and financial decisions, which have disproportionately harmed African Americans and working-class families. The speakers emphasized the devastating impact of Trump’s administration, which prioritized corporate interests over everyday people, cutting vital programs and services that communities rely on.

“Donald Trump’s financial policies have gutted funding for minority-owned businesses, weakened housing protections, cut safety net programs, and widened the racial wealth gap,” said Congressman Danny K. Davis. “We are here today to say loud and clear: We will not stand by while our communities are under attack. We are not going back!”

Trump’s administration has proposed and implemented policies that:

■ Eliminate funding for minority-owned businesses, limiting opportunities for Black entrepreneurs to create jobs and build wealth.

■ Community Health Centers: Critical federal funding supporting over 30 million low-income patients is frozen, creating chaos for those relying on essential healthcare services.

■ Rollback housing protections, leading to increased evictions and foreclosures in Black communities.

■ Slash social safety net programs, including food assistance and healthcare subsidies, putting a heavier burden on low-income families.

■ Push tax policies that favor the wealthy, further widening the racial wealth gap.

Speakers at the press conference included Ald. Emma Mitts, Chairperson of Westside Black Elected Officials, who decried the attacks on diversity, equity, and inclusion:

“As Chairperson of the Contracts Oversight and Equity Committee for the City of Chicago, I hear firsthand how diversity, equity, and inclusion programs are being erased. These policies

Cook County Commissioner Tara Stamps emphasized the privatization of essential services:

“This is about oligarchy—the wealthy few taking from the many. Public hospitals, public education, and social services are being privatized, making access to healthcare and education harder for those who need it most.”

President of the Metropolitan Water Reclamation District Kari Steele linked these economic cuts to climate change and infrastructure:

“Infrastructure funding is critical, but under Trump’s leadership, we saw key environmental and infrastructure investments neglected. We are moving forward, not backward, and we need leaders who prioritize clean water, climate resilience, and public health.”

Community Leader Jackie Reed called out Trump’s divisive leadership: “A nation divided cannot stand. And that’s exactly what Trump has done—divided families, communities, and the nation. We cannot allow his policies to strip our communities of resources and dignity.”

Community Leader Donald Dew echoed the urgency of action: “Martin Luther King Jr. spoke of the fierce urgency of now. That urgency is here. Trump’s policies are a direct threat to the most vulnerable—people with disabilities, mental health needs, veterans, and children. If we do not act now, our communities will suffer.”

Dr. Elizabeth Lockhart focused on the attack on veterans: “Trump’s policies have hurt veterans—those who put their lives on the line for this country. Their healthcare, benefits, and resources are being stripped away. How can we call ourselves a great nation if we abandon those who served?”

Community Leader Stephen Robinson issued a stark warning: “Donald Trump has put everyone on the menu. If you think you are exempt, you are wrong. Black, brown, white—his policies hurt all working people. We must unite to fight back.”

TARIFFS

Big impact

Trump initially committed to imposing 25% tariffs on goods from Canada and Mexico beginning on Tuesday, including a 10% tariff on energy imported from Canada – though on Feb. 3 he announced he’d delay the tariffs on Mexico after the country’s president agreed to send troops to the U.S.-Mexico border. The tariffs on Canadian goods remain in place as well as a 10% tariff on all goods coming from China.

Canadian Prime Minister Justin Trudeau announced targeted tariffs on Feb. 2 on goods exported by the United States in response. But Monday afternoon following a call with Trump, Trudeau announced tariffs would be paused for 30 days after agreeing to implement similar border security measures as Mexico. The 10% tariffs on Chinese goods remain in place.

Trump has criticized the three countries for allowing fentanyl to enter the country and has argued Canada and Mexico have tallied up a trade advantage over the U.S.

While Trump hopes the tariffs will punish the countries into implementing reforms and negotiating with the United States, economists generally agree that American consumers will bear the costs, including in Illinois.

“Let’s call these tariffs what they are: Trump’s Taxes on Working Families. If these tariffs remain in place, it will jack up the price of groceries and goods, make gas more expensive, and raise utility bills,” Gov. JB Pritzker said in a statement.

Illinois Republican Party Chair Kathy Salvi defended Trump’s decision.

“Under Democrat leadership, Mexico and Canada have gained economic advantage at America’s expense and President Trump is committed to stopping this. His policies on Canada and Mexico serve as a strong negotiating tool to enhance security and prosperity for Illinois and the United States,” Salvi said in a statement to Capitol News Illinois.

Illinois received $127.8 billion of imports from China, Canada and Mexico in 2023, according to DCEO. Canada is Illinois’ largest partner for both imports and exports, with the state receiving $65.6 billion of goods from the country in 2023.

Illinois is highly dependent on oil and gas from Canada, meaning consumers could be in line for higher energy and gas prices.

About 72% of Illinois’ imports, or $47.4 billion, from Canada in 2023 was oil and gas, according to DCEO.

Data from the Canadian government shows Illinois also received far more energy products from Canada than any other state in 2020, with $20.5 billion of energy resources imported to Illinois. Texas was the next closest state with $5.2 billion in energy imports.

China had the second-highest number of imports to Illinois in 2023, with $43.9 billion of goods, including $27.2 billion of computers and electronics.

Illinoisians might end up paying more for alcohol and cars if tariffs are implemented on Mexican goods. Illinois received $18.3 billion of imports from Mexico in 2023, including $5.9 billion of beverages and tobacco and $2 billion of transportation equipment.

“Ultimately if Trump’s Taxes on Working Families remain in effect, they would force businesses and supply chains to pass costs onto Illinois consumers,” Pritzker said. “If prices go up and jobs are killed, we must all give credit where credit is due: Donald Trump.”

Illinois businesses could find themselves in the crosshairs of a trade war, including Walgreens, Baxter, Abbott and other healthcare supply companies.

“While it’s important the United States stand up to bad actors that are dumping products into our country, stealing intellectual property, and illegally subsidizing industries, tariffs should be focused and used as a scalpel, not a sledgehammer,” Illinois Manufacturers’ Association CEO Mark Denzler said in a social media post.

China, Canada, and Mexico received $37.9 billion of exports from Illinois in 2023, nearly half of the state’s exports for the year. This includes a combined $3 billion of agricultural goods to China and Mexico and nearly $4 billion of machinery to Canada.

Canada’s proposed targeted tariffs include penalties on American exports of food and metal products, according to the CBC. Illinois sent $3.2 billion of food and primary metal manufacturing products to Canada in 2023.

Several Canadian premiers lashed out further, ordering their providences’ liquor regulation bodies to stop purchasing and selling alcohol from the U.S.

“Trade is an anchor of the Illinois economy,” Pritzker said. “Illinois is the single largest exporting state in the Midwest and fourth largest exporter in the United States. Our jobs and economic success are linked to our top two trading partners, Canada and Mexico, and also China.”

REQUEST FOR QUALIFICATIONS

The Village of Broadview (hereinafter “Village”), located in Cook County, Illinois, is seeking proposals for protective flooring at the Village of Broadview Public Works Department, 2734 S 9th Avenue. The Village intends to enter into a contract with a qualified and responsible firm for such services, and accordingly are furnishing herein a set of specifications by which such proposals shall be judged. Any firm (hereinafter “Contractor”) desiring to furnish a quotation for such services shall submit proposals following the instructions and format of the attached Request for Qualification (RFQ) documents. Funding for this project is provided thru a DECO grant with a 28% MBE/DBE/WBE goal participation.

SCOPE OF SERVICES

• The entire floor will be prepared by the mechanical, virtually dust-free and odorless shot-blasting and grinding method.

• Random cracks, holes, spall and eroded concrete floor surfaces will be filled with the surrounding floor surface by mechanically preparing, removing all debris, printing and filling with an epoxy mortar.

• Expansion joints and saw-cuts in the concrete floor surfaces will be filled with the surrounding floor surface by mechanically preparing, removing all debris, priming and filling with a flexible elastomeric compound.

• A 1/16” laminated flake flooring system 62.5 MILS. Consists of three layers of 100% epoxy seal/coat and 1 layer of colored flakes. Total thickness of coating is a nominal 62.5 MILS. Color selection to be customer’s choice.

• 4” radius cove will be installed at the floor/wall junction sealing the floor/wall. Coving to be installed where specified.

• Striping to be laid out per customers plan and completed using 100% solids epoxy coating compatible with the flooring system. Color of striping to be customer’s choice.

SUBMITTAL REQUIREMENTS

Responses to this Request for Qualifications must include the following information:

• Firm name; phone, address (including e-mail address) and FAX numbers; and name of primary contact.

• A summary of the firm’s experience in floor replacement within the past 5 years. Summary should include a list of projects, a brief description and a contact name/telephone number. Examples of work may be attached.

• A list of individuals who would be assigned to work on the project and a description of their qualifications related to the Scope of Services outlined in this RFQ.

• RFQ response must be signed by a person authorized to sign on behalf of the consulting company.

• Response is limited to no more than seven (7) pages excluding work examples and resume.

• Site visits are available Tuesdays and Thursdays 8:00am – 3:00pm until response due date March 3, 2025.

A qualifications-based selection process will be used to select a contractor for this project. The selection will be made from the submitted proposals. The following information will be used to evaluate and rank responses:

• Experience and qualifications of the contractor and assigned personnel.

• Competitive Cost Proposal

• Professional references.

SELECTION PROCESS

The Village will evaluate all responsive RFQ submitters and rank them based on experience, qualifications, cost proposal and criteria listed above. The Village may conduct interviews during the selection process. Contracts selection followed by a negotiated contract is expected to be in place by March 17, 2025.

TERMS AND CONDITIONS

If selected, contractor will be required to execute a Village of Broadview Professional Services Contract. This RFQ does not obligate the Village to pay any cost incurred by respondents in the preparation and submission of a statement of qualifications. All such costs shall be borne solely by each submitter. Furthermore, the RFQ does not obligate the Village to enter into a contract or proceed with the procurement of the project.
