Two Maywood Park District commissioners resign amid financial crisis

Earlier this year, the village of Bellwood approved a settlement of $130,000 settlement with Chicago resident Gregory Middleton, but Middleton and his attorney, Jordan Marsh, aren’t satisfied and are asking that Bellwood Mayor Andre Harvey and Bellwood Police Chief Jiminez Allen issue a formal apology Middleton and discipline the detective who arrested him. Middleton filed a lawsuit in the Northern District of Illinois Eastern Division in July 2022. He alleged that he received an accident notice from the village of Bellwood on April 25, stating that the village received a hit-andrun accident report on April 2 that involved his vehicle. Middleton claimed the notice informed him to contact Bellwood Police Det. Warren Hernandez. Middleton said he emailed Det. Hernandez on the same day he received the notice. “I just received a letter from you informing me that my vehicle was involved in a hit and run accident,” Middleton wrote. “I assume you that my vehicle was not. No one drives it but me, and I, nor it were involved in an accident.” The next day, Middleton alleges Det. Two Maywood Park District commissioners abruptly resigned last week amid a budget crisis that has reportedly prompted Maywood and former park district officials to consider whether the park district should exist. Former park commissioners Jeffrey Dean Harris and June Price resigned on

Oct. 14, Harris said in an interview on Oct. 20. Harris did not comment on what caused him to resign. An attempt to reach Price by phone on Friday was unsuccessful. When reached on Oct. 19, Maywood Park District Board President Dawn Williams said the two board members resigned for “personal reasons.” Board Vice-President John Rice said on Oct. 21 that tensions had been growing in recent months between board members

who wanted the park district to dissolve, and parks and recreation taken over by the village of Maywood, and those who were against dissolution and a village takeover. Rice said Harris and Price were in favor of dissolution while he and Williams were in favor of the district remaining in place.

Maywood native, first Black female billionaire pens new book By MICHAEL ROMAIN Editor

Sheila Johnson — who became the country’s first Black female billionaire when Black Entertainment Television (BET), the company she co-founded with her husband, Bob Johnson, sold to Viacom for $3 billion in 2001 — has published her memoir, “Walk Through Fire: A Memoir of Love, Loss and Triumph,” and Maywood figures prominently in its pages. Johnson’s parents, George and Marie Crump, moved her and her younger brother to Maywood in 1959. The house at 237 S. 20th Ave. figures prominently in Johnson’s life. So does the school orchestra at Irving Elementary (now Middle) School in Maywood, where the future businesswoman cultivates her passion for the violin. She’s good enough to play for the Proviso East High School orchestra and apparently talented enough to move her parents to take out a second mortgage on their home to buy her an 18th-century violin that cost $15,000 (in the 1950s/60s!). Johnson eventually sells the violin to help fund BET. Maywood Old Timers will wax nostalgic as Johnson talks about her job “mopping floors at the J.C. Penney in downtown Maywood” or seeing her dad at “Petersen’s Ice Cream parlor in downtown Maywood.” They’ll also be familiar with the old-fashioned racism that made George, a brilliant Black doctor, move his family 13 times before settling in Maywood because so many hospitals refused to hire Black doctors (white patients refused to be treated by them). And then there are the 1950s/60s-era family dynamics. George, who eventually finds work at Hines VA Hospital, abruptly decides to leave Marie for another woman, prompting the homemaker and mother of two to descend into a mental breakdown on the kitchen floor. In a moment, this upper-middle-class, socially elite Black family dependent on the income of the male breadwinner becomes a single-parent household. The motif of a woman whose life is so centered on a man that she nearly loses her mind when he abandons her haunts Johnson’s memoir and proves to be a foreshadowing. Johnson herself is nearly broken by her powerful husband’s sociopathic mental abuse. On their wedding night, Bob inexplicably leaves Sheila alone in their motel room, prompting Sheila to call her mother, who had warned her not to marry him.

Bob constantly belittles Sheila, even in front of friends and their two adopted children. He openly flouts his affairs, most notably with former BET executive Debra Lee, who wrote about the illicit relationship in her own memoir published earlier this year. And the businessman constantly throws cold water on Sheila’s dreams and ambitions. Johnson nearly experiences the mental descent that her mother went through in Maywood before realizing she must do the thing she dreads — divorce the man she’s been with for three decades since their college days at the University of Illinois at Urbana-Champaign. Marie Crump was rescued after her fallen marriage by the community of caring women at the First Baptist Church in Melrose Park while Sheila was rescued by her post-divorce business ventures, namely her luxury Salamander Resort in Middleburg, Va. Johnson would eventually become an owner or partner in the NHL’s Washington Capitals, the NBA’s Washington’s Wizards and the WNBA’s Washington Mystics. Johnson, who married the judge who presided over her divorce from Bob, named the resort after the nickname given to its previous owner, former Rhode Island governor and World War II hero Bruce Sundlin. The French nicknamed Sundlin the “salamander” due to his legendary war exploits and because the salamander “is the only animal that can walk through fire and survive.” Curiously, what’s notably missing from Sheila Johnson’s memoir is any mention of another heated conflagration — the 1960s racial strife at her alma mater, Proviso East, where she’s the only Black cheerleader and has to navigate an environment where she’s something of an outsider both to whites because she’s Black and to Blacks because she’s “high yellow.” Johnson graduated from Proviso East in 1966, the same year Fred Hampton graduated. After Hampton was assassinated on Dec. 4, 1969, his funeral was held five days later at Melrose Park’s First Baptist Church. Some longtime Proviso Township residents may wonder how the social strife affected Johnson. Overall, though, Johnson’s memoir is a surprisingly vulnerable and engrossing read. It’s also a valuable contribution to the historical record of Black business firsts. We learn that Sheila Johnson not only helped fund BET, but also worked there

She eventually came on as an executive before Bob abruptly fired her and promoted his paramour to second-in-command. If Bob had listened to Sheila’s advice, perhaps BET would have become more than the brand known for raunchy music videos and tacky hip-hop award shows. Sheila writes that she became known as “BET’s conscience” for her internal criticism of the company’s content and her efforts to push her husband to broadcast more news and educational

programming. We’ll never know what BET would have become had it been in the hands of Sheila, not Bob, to mold. What we do know from Sheila’s memoir is that she isn’t just Bob Johnson’s wife, she’s a force of nature in her own right who was shaped and cultivated right here in Maywood. Berkeley native shows off colorful hair products By MICHAEL ROMAIN Editor

Berkeley native and St. Joe’s High School alum Mo G Taylor said she’s been doing hair since she was 10 years old. “I would do some the hair of some of the Proviso West High School teachers,” she said while manning a booth at the annual Hillside-Berkeley AutumnFest on Oct. 7. Taylor and her business partner, Bree Rodriguez, were selling colorful hair extensions they began creating after someone asked the women to make them for Lalapalooza one year. They haven’t looked back since. Taylor said she has a personal brand, Go

to the Mo, and a hair salon, Keep it Natural Chi, located on Chicago’s Southside. Rodriguez owns Cashmere’s Creations on Chicago’s Westside. “When I was randomly asked to do this at Lalapalooza, I called Bree to help me out and we had so much fun doing it,” Taylor said. “This is our first time doing it on our own.” Rodriquez and Taylor said the colorful hair extensions are reusable. MAYWOOD PARK DISTRICT Financial Crisis from page 1 “They wanted to give up the parks,” Rice said of Harris and Price. “We’re not doing that.” Although he declined to go into specifics, Harris did direct residents to read the minutes taken at park district board meetings over the last two months to understand more context. The meeting minutes aren’t available on the park district’s website but can be accessed by anyone who completes a Freedom of Information Act (FOIA) request at the park district’s headquarters at 921 S. 9th Ave. in Maywood. Local governments in Illinois have about five days to respond to any FOIA request. An attempt to reach Maywood Park District Executive Director Lonette Hall on Oct. 20 was unsuccessful. The undercurrent of the board tension appears to be the park district’s financial state. Rice did not go into details, but he conceded the park district has been behind on its bills and even acknowledged that one park district employee’s health insurance was denied because the park district hadn’t paid the insurer. Rice said that the bill has since been paid. Rice attributed the park district’s financial straits to delayed payments from the state and property tax revenue that often comes in late. He said the park district has long had these problems and that it isn’t the only local government experiencing those issues. For instance, the Maywood Public Library temporarily closed in 2013 due to a lack of sufficient operating revenue stemming, in part, from inadequate property tax revenues. But Rice stopped short of saying that the park district is on the brink of closing. He also said that the district has no plans of laying off employees or cutting programming, as the library had to do 10 years ago. And yet, speculation about the park district’s financial affairs has been rampant recently, with word spreading about the park district’s imminent closure. Rice waved off that information as hearsay before emphasizing that while the park district is going through a budget crunch, it isn’t in danger of closing. That apparently isn’t enough assurance for some village officials to start weighing in on park district affairs even though the village and the park district are two separate taxing bodies, with their own elected boards and budgets.

State officials recommend gas price increase for 4.1 million consumers BY ANDREW ADAMS Capitol News Illinois

Utility customers throughout Illinois will likely see higher natural gas bills beginning in January after staff at the state’s utility regulatory agency recommended rate increases for four gas companies. Those recommendations – made by administrative judges at the Illinois Commerce Commission – next go to the appointed five-member commission itself. Over the next two months, the ICC will weigh whether to approve rate hikes for the 4.1 million customers of Ameren Illinois, Nicor Gas, Peoples Gas and North Shore Gas. Estimates on the consumer cost of the rate increases, which go into effect in January, vary. Nicor, which serves 2.2 million Illinoisans, estimates that their original request would increase customer bills by about $9.28 per month. Ameren customers’ bills are expected to increase by several dollars per month as well. Peoples Gas claims that, due to the falling price of natural gas, customer bills will remain at similar levels to last winter. The proposed rate increases have drawn criticism from consumer and environmental advocates. Consumer advocacy groups, like Illinois PIRG, oppose the increases and have argued the utilities are spending money irresponsibly. PIRG’s director, Abe Scarr, said that he expects the commission to modify the recommendations “to be more consumer-conscious, more climate-conscious.” “The big question is what changes will the commissioners actually make,” Scarr said. Scarr and other advocates have been watching the commissioners closely throughout the rate case process for hints as to how they might rule. The commissioners are all relatively recent appointees of Gov. JB Pritzker, with three having joined the board in the spring. One of the major concerns in the gas cases – and the infrastructure spending driving the rate increases – is the electrification of residential heating and cooking across the U.S. Advocates say this could lead to a future where companies create “stranded assets,” meaning infrastructure that is no longer used. But the gas companies have defended their requested increases by pointing to the fact

Higher prices, higher profits The ICC has several levels to control the price of gas utility bills, with one of the most significant being setting utilities’ “return on equity” – in other words, the profit that’s returned to shareholders. This has been a major point of contention throughout the 11-month rate case process, with advocates, companies, the state’s attorney general, and the staff of the ICC all proposing different potential rates. Ultimately, the administrative judges overseeing the cases sided with ICC staff on their

recommended profit rates. For Nicor and Ameren, they recommended a 9.89 percent return to shareholders. For Peoples Gas and North Shore Gas – which are owned by the same parent company, the administrative law judge recommended a 9.83 percent return. While lower than the companies’ requested profit rates – all of which were above 10 percent – the recommended rates were higher than any proposed by consumer advocates. The Citizens Utility Board, a nonprofit created by the General Assembly in the 1980s to advocate for consumers before the ICC, was part of a coalition of organizations that argued for a 9.5 percent profit rate for Peoples Gas and Ameren and 9.4 percent for Nicor. “Too often, they (the ICC) side with utilities, especially when it comes to the profit rates for shareholders,” CUB director Sarah Moskowitz said in an interview. Utilities also say a wider profit margin allows them to more easily attract investments and conduct business transactions.

“The requested rate of return will give us access to affordable project financing with lower debt costs, and those savings will be passed on to our customers,” Tucker Kennedy, Ameren’s director of communications, said in a statement. Beyond the gas rate cases, the ICC is also considering two complex cases that will determine the price of electricity for Ameren Illinois and Commonwealth Edison, the two largest electric utilities in the state. These cases involve multi-year rate plans as well as a grid planning process, both of which were outlined in the 2021 Climate and Equitable Jobs Act. These multi-year plans are expected to increase electricity rates for most Illinois utility customers over the next four years, with ComEd’s plan increasing rates by $200 per year by 2027 and Ameren’s increasing rates by $300 per year over that span. The ICC commissioners will likely lower these increases somewhat by the time they vote on a final order in these cases later this year.

NEWS briefs Longtime Maywood Public Works director resigns, village hires new assistant manager The village of Maywood has recently experienced some critical staffing changes. Last month, the village’s longtime Public Works director John West resigned. According to his LinkedIn profile, West had been in the position since 2007 and had been a village employee for 32 years. At a village board meeting on Oct. 10, the village announced that Greg Buchanon, a Public Works superintendent, will serve as interim Public Works director until a permanent director is named. At the same meeting, the village announced that it had hired a new assistant village manager. The board voted last month to create a second assistant village manager position. Frank Torres, the village’s new Assistant Village Manager of Operations, is the former executive director of the Summit Park District. He’s also worked as the parks and recreation director for Lyons, where he served as interim public works director and the clerk pro tem. He has a bachelor’s degree in criminal justice and a master’s degree in Organizational Leadership, village officials said. Meanwhile, the village doesn’t appear to be anywhere close to hiring a new permanent village manager since the last one, Chassidy WellsArmstrong, was terminated last year. Since her termination, the village has had a string of interim village managers, which even included Maywood Police Chief Elijah Willis for a stint. James Krischke was appointed acting manager in July 2022, but he’s indicated that he won’t stay in the position beyond the end of this year, a village board member said. The village board had launched a national search for the new village manager, but there have been no indications that the search has yielded any prospective candidates.

Hernandez eventually released Middletown without charges but refused to return his phone. Middleton’s lawsuit against Det. Hernandez and the villages claimed false arrest, unlawful detention, illegal seizure, conversion and intentional infliction of emotional distress. In sworn testimony, Det. Hernandez acknowledged that the police were investigating three robberies that had occurred within an hour of each other and within a half-mile of each other. He said the modus operandi of the offender was similar in all three cases. The detective admitted, however, that Middleton was never investigated for the robberies. “This is a big bill for your constituent to pay because of the actions of one Bellwood detective,” in an Aug. 31 letter Marsh sent to
