01.1 INTRODUCTION

As part of the Waterloo Estate Redevelopment process, THREE Master Planning Options have been released by Communities Plus for community consultation and feedback.

Over the months of September & October 2018, the authorities will conduct consultation activities to gather feedback and test the options with the community to decide which is the preferred option.

At the end of the consultation process, ONE option will be decided as the PREFERRED PLAN to be further developed as the final Master Plan that will guide the redevelopment of Waterloo Estate over the next 15-20 years.

This booklet has been prepared by the Waterloo Public Housing Action Group with the help of industry professionals to analyse the differences between each of the Master Planning Options and what they mean for the residents of Waterloo.

01.2 WHAT IS A MASTER

03.2 RELOCATION

Existing Estate There are currently approximately 2000 dwellings that will be demolished and replaced and 3260 beds to be replaced. Currently, only the area reserved for the Metro Quarter has been demolished.

03.3 RELOCATION

Year 1-3 It is stated the first residents will not have to relocate until 2019.

At that time, the 3 storey walkups to the south west will be the first to relocate out of the Estate. At the same time, parts of the Metro Quarter may be completed, possibly allowing some of the residents to relocate into the social housing allocated in that area.

03.4 RELOCATION

Year 4-6 As new apartments are built to the south west to replace the existing public housing units, the walk-ups in the central west and far east of the Estate will be demolished. The residents there will likely be relocated into the new units in the south west as they are completed.

03.5 RELOCATION

Stage 7-12 The further we move down the timeline, the harder it is to predict what will happen. But likely, as the south east corner of walk-ups and larger apartment blocks are scheduled to be demolished, the residents there will be relocated into the newly built apartments to the south west, or to the far east.

At this time, the central area of the Estate may be well on its way in construction.

03.6 RELOCATION

Year 13-18 The final stage of demolition will include the larger apartment blocks to the north and east, which may or may not include the two towers of Turanga and Matavai. These residents will again be likely relocated to the south with the other existing residents as most of the new apartments in this area will already be complete.

03.7 RELOCATION

Year 20-22 By year 20, the majority of the Estate will be completed, with the final stage of apartments in the north east to be built. This area will likely be completely private as there are no remaining existing public housing residents to relocate.

Year 22 After the relocation process. It is likely the majority of the residents will have been relocated, with new residents beginning their move in. Some existing residents may be residing in the Metro Quarter but there will only be approximately 140 social housing units available.

Building Height Examples All three masterplan options propose buildings up to 40 storeys. Currently the tallest building in the Estate, and in the surrounding area are the Turanga and Matavai towers at 28 storeys. Buildings of 40 storeys in Sydney are typically only built in high density central business districts.

Option 1 offers a dispersed arrangement of green spaces in between tightly packaged W E L L I N G T O N building blocks. Three larger open spaces are proposed in W E L L I N G T O N the north, central, and south of the Estate, the northern park is located in the existing location of Waterloo Green. Option 1 offers a centralised retail and service precinct directly opposite the Metro Quarter. This TON LING WEL area will likely be a mix of retail, commercial, community and W E L L I N G T O N residential facilities, with a large community centre at its centre. A few smaller retail and community areas have also been proposed along George St as well as sports facilities to the north and south.

A large central community central is proposed with the central park, as well as a large number of community facility in the southern half of the Estate. Even though the Master Plan options have been proposed, there is still plenty of opportunity to make changes before the final Master Plan is decided.
